As this Seminar is on "Progress - Mining and the Environment", I am taking the liberty of extending my address beyond the scope implied by the subject, "Rehabilitation of Mined Land", with a preliminary discussion on broader economic issues relevant to "Progress and Mining in Western Australia" before discussing its effect on the Environments Western Australia is nearly one million square miles in area and has a population density of approzimately one person per square mile. Because of its vastness it has wider climatic variations than any other Australian State. The north is tropical and the south is in the temperate zone. The major portion of the State is an arid plateau with less than 10 inches of mean annual rainfall. The climate, rainfall and soil conditions of the South-West region are more favourable to agriculture than any other part of the State and consequently was settled first. The immediate need of the colonists being food and shelter, the early economy was based on farming and forest products.

The purpose of this paper is to provide some practical commercial advice in relation to issues of access and trespass during exploration. It is not my intention to provide a detailed analysis of the applicable law because this is not the appropriate forum for latin maxims and turgid case studies. Instead I will explain the issues in sufficient detail to enable those who are not familiar,with the legal concepts to understand their obligations and responsibilities in relation to exploration activities. Take as an example a situation where a company (for the sake of attempted light relief, called Rogue Mining) holds an exploration tenement adjacent to one held by Lamb Exploration. In conducting aerial exploration activities over its own tenement Rogue overflies the tenement held by Lamb, doesn't turn off its equipment and accidentally collects data in respect of the adjacent land. In analysing that data it becomes apparent to Rogue that there is a substantial anomaly on the adjacent land of which Lamb is apparently unaware. Rogue subsequently negotiates to purchase an interest in Lamb's tenement.

In recent years, significant improvements have been made in the design and operation of carbon-in-pulp plants. Some of the major developments in plant operation and technology are reviewed together with an outline of the research being undertaken in Western Australia. The main problems facing operators include the understanding and control of carbon fouling and regeneration, and the recovery of gold from the carbon. It is shown that carbon fouling by a variety of agents, particularly cyanide, calcium carbonate and silica, cause a significant loss of kinetic activity which in turn leads to poor plant performance. The importance of acid washing and adequate thermal reactivation is discussed. Although the Anglo elution procedure is commonly used in South Africa its use in Australia in preference to the conventional Zadra elution procedure is likely to be re- stricted because of its demand for high quality water. Solvent elution by the recently developed Micron procedure using refluxing methanol, ethanol or acetonitrile vapours is an attractive alternative. This elutes gold in 4-6 hours and provides concentrated gold solutions suitable for simplified gold recovery steps.

Each technological process can be reduced on the transport networks, and namely on the parametric networks and the non-parametric ones. The parametric networks are created by the piping, electrical cables or channels. The non-parametric network is created by the ways, suspended grooves, trackages and also by the belt conveyors or other conveyors for continuous material transport. If we reduce the technological process on transport networks, then, by the creation of these networks models and their mutual interconnection we obtain the model of the whole technological process. The model can be understood as the universal one, without exaggeration, because it is valid for any technological process. However, for us the mining production process is important what represents the mining and transport of raw materials under the support of the ensuring system. In this contribution one of the first attempt is described, and namely how to connect the parametric network which has been already worked out very properly with the non-parametric network what is presented in this contribution by the transport line of belt conveyors.

The introduction of many new hydraulic ally and pneumatically powered impact breakers over the past few years demonstrates the growing interest in this technique of breaking rocklike material. The most practical method yet devised to increase the blow energy range of hammer type impactors without incurring weight penalities, is to cushion the impact of the hammer on the tool. This has been achieved in one impact breaker by means of replenisible fluid cushions between the tool and the hammer, and blow energies up to 27,000 joule (20,000 ft. lbs.) have been achieved. Impact rock breaking is becoming an important alternative to the use of explosives in the mining and the construction industry. The design of impactors is discussed and manufacturers data is presented for most of the machines now available. A review of the research and mechanics of breaking rocks with impactors is presented and the benefits of high energy impactors are discussed. The relative merits of three impactor design types are explored with regard to achieving high blow energy.

King Island is situated at the western approach of Bass Strait and approximately mid way between Victoria and Tasmania. The scheelite orebodies lie within the south east of the island. Ore bearing horizons from 10 m to 40 m thick occur in south and east dipping stratiform deposits. The orebodies occur in skarn formed by contact metasomatic replacement of carbonate rocks by granite intrusives. The scheelite is deposited as fine disseminated grains in and along the margins of andradite garnets in the skarn. King Island Scheelite operates two under- ground mines from which 350 000 tonnes per year are obtained. The Dolphin mine produces almost two-thirds of the total. See Figure 1. The Dolphin orebody lies beneath the sea and an area of reclamation. The orebody is inter- sected by zones of major dislocation. A chequerboard post pillar cut and fill stoping system has been chosen to provide the necessary support to the hanging wall. Because the stability of the pillars is critical to the economic welfare of the mine, considerable attention is given to the reduction of overbreak.

A review of the various methods of degrad- ing cyanide either from gold processing liquors or electroplating baths is presented with some discussion on their relative merits or problems. Whilst alkaline chlorination is common practice in many U.S. and Canadian plants it poses particular problems for certain plants. Alter- native methods include electrolysis, hydrolysis and air oxidation with activated carbon as catalyst which are also integral steps in the carbon-in-pulp process. A basic study of the degradation of cyanide ion has been carried out therefore to determine the effect of temperature, oxygen and carbon. It is shown that carbon is an excellent catalyst for degradation by air and likely to lead to higher losses of cyanide in a C.I.L. circuit. Degradation by hydrolysis is important at high temperatures and high pH such as employed in the Pressure Zadra or Anglo elution processes. Carbon catalysed degradation of cyanide by oxygen in effluent streams may be an environmentally acceptable alternative to conventional chlorine degradation.

The processes that take place during the development of a heating are difficult to visualise. Bulk coal self-heating tests at The University of Queensland (UQ) using a two-metre column are providing graphic evidence of the stages that occur during a heating. Data obtained from these tests, both temperature and corresponding off-gas evolution can be transformed into what is effectively a video-replay of the heating event. This is achieved by loading both sets of data into a newly developed animation package called Hotspot. The resulting animation is ideal for spontaneous combustion training purposes as the viewer can readily identify the different hot spot stages and corresponding off-gas signatures. Colour coding of the coal temperature, as the hot spot forms, highlights its location in the coal pile and shows its ability to migrate upwind. An added benefit of the package is that once a mine has been tested in the UQ two-metre column, there is a permanent record of that particular coals performance for mine personnel to view.

In the Mesel sediment-hosted disseminated gold deposit, the spatial distribution of hydrothermal alteration is controlled by steeply dipping faults and shallowly dipping lithologies. Hydrothermal alteration of carbonate rock is characterised by decalcification, dolomitisation and silicification. Intense argillic alteration occurs in a laccolithic andesite intrusion adjacent to decalcified and silicified carbonate units. Sulphide minerals (pyrite, realgar, orpiment, stibnite and cinnabar) accompany hydrothermal alteration and precious metal mineralisation. The trace elements Ag, As, Sb and Hg are zoned spatially throughout the deposit. Mesel contains a mineable gold reserve of 7.8 million tonnes at 7.3 g/t Au. Gold mineralisation is preferentially localised in carbonate rocks adjacent to and beneath the andesite intrusion. The ore body consists of a central, near-vertical, high grade "feeder" system flanked by tabular, inward dipping, moderate grade "ouflow" zones. Mineralisation is controlled predominantly by two steeply dipping faults with high grade (>10 g/t) gold zones centred about structural intersections and fault splays. The most recent development in gold processing is the increasing use of heap leaching for the extraction of gold from low grade ore, and old tailings dumps. The reason for this trend is mainly to do with economics. The advantage of heap leaching is the considerable saving in both capital and operating costs. However, not all ores are amenable to heap leaching. It is only applicable to well oxidized ores that have suitable permeability char- acteristics, and the gold recovery is poorer than by conventional process. In this study, an attempt has ben made to ascertain the heap leaching characteristics of Western Australian gold ores on the bench scale using multiple, appropriately sized leach columns. The influence of particle size, flow rate, column depth and leaching time on the rate of gold extraction was determined. The percolation rate of cyanide leaching solution was deter- mined with and without gypsum additions. Efforts were also made to minimise particle segregation, fines migration and solution channelling during leaching, so as to improve solution percolation, gold extraction rate and recovery.

Scaling in Bayer Refineries is a natural consequence of the super-saturated liquors used in the process. The caustic liquor is supersaturated not only with alumina but also silica and calcia at various stages of the process. The basic scaling mechanisms are reviewed and examples of the two basic types, growth and settled scales, are given. Examples include gibbsite scales formed in the precipitators and silica scales formed in heat exchangers. The main factors affecting the rate of growth of growth scales are temperature and supersaturation and are highlighted using a silica scale example. For growth scales chemical cleaning rates can readily be predicted from kinetics and an example for a gibbsite scale is given. For settled scales the growth rate cannot be predicted and the hydrodynamics within the system have most effect. There is no simple method to predict the potential for chemical cleaning of settled scales; some of the relevant issues are discussed, in particular methods to identify the cementing phase in the scale. The minerals industry in Australia is currently regarded as the country's economic saviour; the bastion of economic security. As Fitzgerald (1974) stated, 'Australia's natural endowments in minerals are the envy of most countries of the world'. As a result the proposed new mineral developments are on a scale that hitherto in the sixties would have been completely unenvisaged. It is reported that Australia is poised on the verge'of a sixteen billion dollar mining-based investment boom: a boom that will see Australia dominate the energy export field, the mineral processing field, and create the 'coal dollar'. This growth scenario has many inherent dangers, and it is the authors' contention that these should be carefully considered before further development proceeds. Two of the major problems related to the mineral industry growth scenario are the predictability of the future metal market, and the energy cost of mining. The latter problem is the one discussed here. The mining-mineral processing industries in Australia currently use about 36% of Australia's primary energy

The grinding of ore to a size that is conducive to the extraction of minerals by leaching or flotation is an essential and expensive component of most mineral-processing operations. Overgrinding results in reduced flotability of the minerals, as well as problems in the filtration and thickening processes, while undergrinding leads to a product in which the minerals have not been exposed, and cannot be leached or floated effectively. Furthermore, coarse material causes settling in thickeners and agitator tanks. It is therefore essential, from the perspective of both operational and extraction efficiency, to grind the ore to an optimum size fraction. A well-run milling circuit will yield a product within a narrow size band and at a high throughput. Although the effective operation and control of milling circuits with their many operating parameters is widely acknowledged as a complex as well as a critically important operation, the benefits of such control are difficult to quantify. This is due to the difficulties in relating more stable operation to increased recovery of the valuable components in downstream processes.

Australia is the Western world's largest producer of alumina, supplying one third of total needs. Western Australia's South-West has the greatest concentration of alumina production in the world, with a current annual production rate in the region of 6.8 million tonnes per annum, over 20 per cent of the total supplied to market economies. The value of this production in 1989-90 was 2.34 billion dollars, a very significant contribution to the economy of the State (1). This is despite the fact that the bauxite from the Darling Range is the lowest grade that has ever been commercially exploited, and despite the geographical isolation of the region. It is therefore of great importance to the National and State economies that this industry retain its competitive edge, particularly in the current times of economic downturn. One essential ingredient of this competetiveness is technology and innovation, which can be assured by the committment of the industry to an active program of Research and Development, with support from the public sector as Appropriate.

One of the most difficult places to ventil ate in any mine is the working face area of an advancing mine heading. With an ever changing configuration, continual modification and extension to the ventilation system is necess- ary to maintain an adequate supply of fresh air and to control mixing and recirculation. Methane emissions and high dust levels as coal is broken and removed from the face area can produce unhealthy and dangerous conditions if ventilat- ion is not adequately monitored. An understanding of the air flow patterns which develop through use of different face ven- tilation systems can be reached by undertaking underground measurements or through observations using physical models. Tests undertaken by the author to determine the adequacy of different system-configurations are discussed together with approaches adopted by others working in the United States. Various new methods have been proposed for improving face ventilation beyond that sustained using conventional brattice curtain or tubing systems. The adequacy of some advances adopted by mining companies to improve ventilation while maintaining output efficiency is discussed.

The approvals process for a major cut-back is not a simple exercise when a mine is located alongside the community. Kalgoorlie Consolidated Gold Mines (KCGM) has been through an extensive process of government, JV owner and community consultation to ensure that necessary permitting processes and detailed studies have been completed to allow this six year extension to the open pit mine life to be achieved. With the Kalgoorlie Boulder community being on the doorstep of the mine, it is critical to ensure that the operation runs smoothly and complies to the license conditions to achieve the full value of the Golden Pike cut-back, and leave behind a sustainable legacy for the local community. Shallow interception of groundwater is a special dewa- tering form in the specific geological and hydrogeological conditions. It has an economic and technical effect. The roof of the Fankou Lead-zinc deposit is the Hutianqun aquifer made up of the limestone of the upper Carboniferous system. - A "water-bearing basin" is surrounded by the aquifuge and the aquitard below ¦0 m level at the Shiling Hill section in the Hutianqun aquifer. Based on the natural conditions, an interception gallery is excavated at -40 m level out of "the water- bearing basin", the other gallery excavated at ¦0 m level in the poor water-bearing zone of the Jinxing Hill. During 20 years of experience, the better interception effects have been gained.

During recent years many investigators have suggested large spacing to burden ratios to improve the fragmentation obtained in blasting. In spite of these suggestions, most operators still use a conventional ratio of 1 to 2. From single hole longitudinal charge tests in laboratory, it is shown that burden controls the fragmentation. The burden for obtaining uniform fragmentation is smaller than the burden to obtain maximum breakage. Tests on two or three holes show that a larger spacing to burden ratio can be used for smaller burdens, but it is not possible for the larger burdens chosen to obtain maximum breakage. By using finite element analysis evidence is presented to show the effect of spacing and burden relationship on blasting results.

Bacterial oxidation is often attributed with the advantage that a high level of gold recovery can be obtained at a relatively low level of sulphur oxidation. This is sometimes attributed to the bacteria "tunneling" towards gold inclusions, however it is often due to the presence of two or more sulphides of differing gold content which leach at different rates. Gold is liberated from the individual sul- phides linearly with oxidation. The distribution of gold between pyrite and arsenopyrite in two samples taken from a prospective gold resource was examined. The two samples showed differing responses to bacterial oxida tion and it was shown that this was due to differing intrinsic gold grades in the mineral phases and differing proportions of the minerals in the two samples.

After 15 years of operation Australian Mineral Foundation is at the cross-roads: Affected significantly in its last 21 years by Australian dollar devaluation, lower mineral industry activity and severe cut backs in the petroleum industry due to the low oil price, a re-evaluation of its goals and industry support is urgently needed. Industry support, strong at the start, has not kept pace with inflation and expectations of a totally self supporting organisation have proved impossible to sustain. Nevertheless, with a change in emphasis in education programmes, continued creative development of information services and more particularly greater awareness by industry of the services available and hence greater use of the services, industry support is expected to increase. Indeed, industry, it is believed, will accept its responsibility.
