The perception of the mining industry in the Australian community has changed considerably over the last four decades. This has been partly brought about by changing values and expectations of the Australian community as well as by global factors. The legal environment for the Australian mining industry has undergone significant changes. Among them, the High Court's Mabo decision which confirmed native title rights as part of the common law and environmental legal developments are dealt with particularly. It is suggested that the Australian legal environment is not necessarily the prime cause for Australian mining companies taking their investment off shore. This is a summary on how native title impacts on land tenements and some of the major issues that emerged since the `Mabo decision' and the Native Title Act 1993 are discussed. Environmental legal developments have resulted in liability facing directors and senior management in compliance matters .and in operating mining and other businesses because of changes in community expectations. In the next decade it is suggested there will be many drivers for more changes in the legal environment. Some of these are touched on including the changing roles of the Commonwealth and State Governments, the High Court as -law-makers and the changing relationships with indigenous people in Australia and in overseas countries. The changing legal environment for mining demands a national approach in many areas on the proposition that resource based industries are part of a national industry. The uniform law approach among the States has been taking place but this needs to further. An appropriate task force should be forward to review the entire legal structure and regulations affecting mining on a national rather than a State basis . The mining industry will need to work with expectations of a changing community which have powerful, but sometimes contradictory, interest groups.

A study of the effect of nickel on the cupellation process has shown that a very low "nickel limit" must be imposed for cupellation (0·08 grams nickel or 0·05 grams when copper is present). In the presence of slightly greater amounts of nickel, lead tends to spreadon the cupel with detachment of drops from the main lead pool. In crucible fusions nickel contaminates the lead button to a small extent, and this contamination is increased.in the presence of either iron or copper. Nickel also causes "shotting" of the lead, this effect being more apparent in the presence of iron.Both the spreading during cupellation and the shotting during crucible fusion are considered to be caused by adsorption of insoluble NiO at the Pb-PbO interface, lowering the interfacial tension.Excess litharge crucible charges are' fused at 116boC. to eliminate shotting. A brief· soaking in molten basic litharge slag effectively reduces the nickel content of lead buttons. The solubility of silver in litharge slags is considerably decreased in the presence of nickel. Corrections can be applied for silver losses in slags but these corrections are not as accurate as with copper ores.INTRODUCTIONThis paper on the effects of nickel on fire assays for silver is the second of an intended series describing investigations into the fire assaying method.In the first paper, discussing the effect of copper on fire assaying processes (Guerin, 1957), it was shown that certain elements, because of their relatively low affinities for oxygen, will tend to contaminate the lead button during crucible fusion and scorification. Nickel, having a slightly greater affinity for oxygen than has lead, would be expected to be oxidized and slagged readily, and would not be expected to appear in the metal phase (lead button) to any appreciable extent. The Merensky Reef at Northam Platinum Mine in South Africa is characterised by a high degree of variability with respect to reef elevation (difficult to mine), as well as mineralogy and texture (difficult to process). Development along strike and down dip of multiple reef types has led to unpredictable run-of-mine characteristics that pose problems for the mineral processing circuit at Northam. Following mining terminology, Normal, Transitional (NP2) and Pothole (P2) Merensky reef types can be defined, and this geometallurgical study aims to characterise and understand the relationship between their mineralogical characteristics and laboratory scale batch flotation performance. The plagioclase-rich NP2 reef ore is the easiest ore to process in terms of capacity for high mill throughput as well as flotation performance. The lack of very fine-grained disseminated sulfide textures in the NP2 reef ore results in better liberation characteristics relative to the Normal and P2 reef types. Consequently, chalcopyrite, pentlandite and sulfide recoveries are highest for the NP2 reef ore. The lack of ferromagnesian minerals in the NP2 reef ore also results in the recovery of the least amount of floatable gangue during flotation tests. The Normal and P2 reef ores are similar to each other, with an orthopyroxene-rich mineralogy with associated alteration minerals. The P2 reef is also characterised by the highest sulfide content and degree of pentlandite liberation. Chalcopyrite, pentlandite and pyrrhotite liberation is only significantly increased by a change in grind for the Normal reef ore. The change in grind, however, only significantly affects pentlandite flotation performance and overall froth stability for the Normal reef ore. However, for all three ores, a small change in grind has a detrimental effect on pentlandite flotation performance.

The Peak Gold Mines Pty Ltd (PGM) operations are located approximately 9 km south of Cobar, NSW. PGM currently mines and treats ore from three separate orebodies within 5 km of the original plant. Production from the original Peak orebody ceased in April 2002, with ore currently sourced from underground at New Occidental and Perseverance, while New Cobar supplies ore from an open cut mine. In March 2003, Wheaton Minerals Asia Pacific purchased the operation from Rio Tinto who operated the mine for around ten years. The Perseverance deposit is situated between 600 and 1000 m south of the Peak orebody. Access is via shaft from Peak to 630 m below surface and then by decline to the northern end of the deposit locally known as Zone A. Development of the resource commenced mid 2002 to set up for a long hole open stoping operation at 25 m level spacing. The first production stope was successfully brought on line December 2003. The Perseverance deposit is hosted by sediments and volcanics along the eastern margin of the Devonian Cobar basin and is one of many deposits with the Cobar Gold Field. The Cobar Gold Field has produced approximately 2.5 million ounces of gold since 1880. The Perseverance area had long been considered prospective due to the presence of old workings at the southern extensions of Peak line of lode. Significant mineralisation was first discovered at Perseverance in 1994 when PGM drilled a hole targeted 950 m below the historic workings. The target was based on an apparent plunge to the stratigraphic controls to the Peak Orebody. Subsequent exploration within and around the ægreaterÆ Perseverance area has been significantly aided through the use of downhole electro-magnetic surveys due to the close spatial association between gold and sulfide mineralisation.

Water is a defining feature of the Pilbara. Its management was and remains vital for the pastoral industry which European settlers established when they first came to the Pilbara, and for the mining industry which now dominates economic activity in the Pilbara. Water availability in the Pilbara is, however, problematic. Severe droughts and major floods can occur at close intervals. In response to this uncertainty, the Department of Water undertook a Prefeasibility Study to determine, at a high level, the water requirements and opportunities in the Pilbara region. This paper reports on the outcomes of this study and the water integration opportunities in the region, identifying the sources of water supply and offers possible options for managing this water sustainably for the present and future demand. A range of supply opportunities is reviewed including: dewatering from mining operations, surface water, and desalination. All opportunities were subject to order of magnitude costing, including capital, whole of life and retail unit pricing with preferred options receiving further interrogation through triple bottom line (TBL) analysis to prioritise solutions. Options were also subject to intangible quantification (IQ) including benefits from the reduction of carbon emissions to ensure that the preferred option is based on factors other than just the least cost. Demand analysis was undertaken to identify current and future requirements and were assessed through review and integration of regional and sub regional master plans and consultation with mining, agriculture, industry and the community. The paper concludes that the viability of a Pilbara integrated water supply scheme depends on the development of a financial mechanism involving both government and industry participation models. The agreed scheme formed the basis of a submission to Infrastructure Australia for funding assistance.

Submarine tailings disposal is conceptually an attractive option for managing reactive mine wastes in coastal regions by virtue of reduced sulfide oxidation under a water cover and no infrastructure to maintain after mine closure. However, the lack of detailed knowledge of metal leaching, dispersal of fine tailings and biological impacts in the marine environment has led to no operating permits currently in effect in Canada. Detailed chemical and ecotoxicological assessments at two historic copper mine sites (Little Bay and Tilt Cove) in the north coast of Newfoundland with tailings disposed in an estuarine to shallow (=100 m) marine environment have demonstrated reduced reactivity of sulfidic tailings when submerged under water. Only non-acute toxicity is detected in biota inhabiting the immediate vicinity (A review of another historic shallow marine tailings operation in the southern tip of Vancouver Island (Jordon River) with a high-energy setting also reveals problems with unconfined tailings dispersal and temporal biological impacts. Documented studies at two deeper (140 - 360 m) marine tailings disposal operations at the northern tip of Vancouver Island (Island Copper) and northwestern coast of British Columbia (Kitsault) again illustrate imperfect predictions of tailings re-suspension and dispersal. At these sites, bioaccumulation of tailings-derived metals appears to be minimal. There is evidence of rapid re-colonisation of the tailings surface by benthos but of different species than the original population. Integrating these observations with reported metal fluxes and biological diversity associated with submarine hydrothermal vents, the risks and benefits of deep-sea (>1 km) tailings disposal are discussed. To determine if submarine tailings disposal in deep, confined basins on the seafloor is environmentally friendly, detailed multi-disciplinary research incorporating physical, chemical, biological and toxicological components will be indispensable.

This paper describes the design and construction of twin 400 m long road tunnels as part of the Northern Motorway Extension Project in Auckland, New Zealand. Construction of the tunnel civil works is now completed and installation of mechanical and electrical systems is well underway. The tunnels are expected to be open for traffic at the end of 2008. The paper will address the design aspects of the project including: tunnel alignment and cross-section, geotechnical conditions and rock support, waterproofing and concrete lining and fire and life safety. The paper will cover the bored tunnel section, the cut-and-cover tunnel section, cross passages and portal structures. The design brief included a requirement for the tunnels to be a gateway to Auckland and this required particular attention to be given to the visual appearance of the finished tunnel structure. The final arrangement of the portal structures and a requirement for recesses in the concrete lining for emergency cabinets, deluge pipework and cable runs, reflects these requirements. The tunnels were excavated by a roadheader and road planer using a heading and bench. Initial support was provided by a combination of lattice girders, cement grouted rock bolts and steel fibre reinforced shotcrete. The permanent lining consisted of installation of a drainage geotextile and waterproof membrane, followed by cast in situ unreinforced concrete. Each portal consists of a cut-and-cover section. This paper describes the tunnel construction methods, including the particular requirements for safety, the environment and community relations. The tunnel is fitted with a compartmentalised deluge system for fire fighting purposes. The tunnel control centre is incorporated into the control centre for Auckland Harbour Bridge, some 30 km from the tunnel location.

In line with the recommendations of The AusIMM/AMIC Joint Committee Report in 1981 Isa Mine ore reserves are quoted in proven and probable categories (recoverable ore reserves). Internal reporting considers geological mining and extraction reserves in terms of proven and probable categories. Proven reserves are subdivided into detailed and confirmed ore. External reporting includes a possible ore category (not a reserve). The basis for these divisions is the spatial distribution of sampling data. Proven ore is defined by data 80m apart or less and probable ore by data 80m to 150m apart. Within the proven ore category detailed ore is defined by data 40m apart or less and confirmed ore by data 40m to 80m apart. Kriging is used to provide tonnage and grade information for the currently producing 1100 and 1900 orebodies. Kriged cross sections are initially produced to coincide with existing geological sections and are used for stope design. Stope ore reserves calculations are ideally performed at three discrete design stages, which in order of increasing accuracy are: preliminary design (PD), final design (FD) and ring design (RD). At each of these stages Kriged meshes incorporating the most recent sampling information are produced for reserve calculations. Historically derived mining and extraction factors are applied both to global reserves and individual stope reserves to reflect changes in geological and mining conditions as well as the sequencing of extraction. These factorised reserves are then inserted into the computerised reserves inventory system (RIN). Monitoring of individual stope performance continues into the production stage with input from planning, research, survey and production personnel. This allows actual extraction factors to be derived for comparison with predicted factors, providing some measure of stope performance.

Tests show how that temperature and rate of sparging to remove carbon dioxide determine the rate of precipitation and the chemical and physical properties of hydrated magnesium carbonates precipitated from clarified magnesium bicarbonate liquors derived from crude magnesia. At temperatures above 55°C the product is largely in the form ofhydromagnesite, Mg5(C03)4(OH)2.4H2O Between I5°C and 55°C the major product is nesquehonite, MgCO3·3H2O, although partial hydromagnesite precipitation can be induced by a high rate of aeration.As a result of the reduced time required to bring about greater than 95 per cent magnesium precipitation, the higher MgO content of the product, the ease of product recovery from the precipitation vessel, and the lower energy requirement for thermal decomposition of the precipitate to magnesia, it is preferable to precipitate hydromagnesite rather than nesquehonite. Moreover, the magnesia produced from hydromagnesite is somewhat more reactive than that formed from nesquehonite.Using precipitate calcination temperatures less than 1000°C, the chemical reactivities of the magnesias formed from both precipitates are greater than those of the crude magnesias derived from Savage River magnesite itself. The magnesias would be suitable for most uses developed for caustic-calcined magnesia. However, for refractory brick manufacture, it would be necessary to briquelle the caustic-calcined magnesia. adjust the CaO and SiO2 contents and sinter at temperatures in excess of 1600°C. This would bring about an increase in the bulk density and induce the appropriate chemical bonding reactions.Dead-burned magnesia produced from Savage River magnesite by the calcination/carbon dioxide route would have very low B2O3 contents, typically less than 0.0001 per cent.

The biggest hard rock double-shield tunnel boring machine (TBM) in the world, with a diameter of 12.4 m, is currently excavating the North-South Bypass, which includes a crossing under the Brisbane River, Brisbane, Australia, to relieve the often congested road traffic in the city centre. Ten years ago a 10.7 m Mixshield giant helped to handle the Olympic Games in Sydney linking the airport with the city centre for an improved transportation of fascinated visitors. In Shanghai, currently the biggest TBM in the world with 15.43 m diameter presents excellent performance rates; and in Paris a convertible Mixshield could be quickly changed from earth pressure balanced (EPB) to slurry type in order to handle the very heterogeneous ground conditions. In Madrid a 15.2 m EPB giant finished its tunnel job four months ahead of schedule. Large-scale TBMs have proved their economic and innovative potential to create the current and future underground architecture of mega-cities. TBM technology has made further large innovative steps in the last decade. State-of-the-art is a TBM for very heterogeneous ground conditions comprising hard and soft rock with additional high groundwater pressure. The machine concept is adapted to the various ground conditions and allows for a quick and flexible application. Ground treatment by means of additives developed to a helpful tool in this connection. To meet the special challenges of urban tunnel projects of nowadays it is of very high importance, beside applying highest developed technology of TBM, to have a comprehensive technical support during the project phase and to develop positive relationships between all participants of the project which last longer than only for one project.

About 74% of global seismic energy release occurs in the Circum-Pacific zone. Worldwide, about 71% of seismic energy release is in the form of shallow earthquakes, 27% as intermediate, and 2% as deep earthquakes. Seismic energy release is variable in time and has been shown to correlate with the amplitude of the Chandler wobble. It was high during the period 1949 to 1967, and is now at a rather low level, with the latest earthquake over M = 8.0 having taken place in Indonesia in 1971. The average worldwide recurrence rate for the expected largest magnitude earthquake (M "9.5) has been estimated as several tens of years, in marked contrast to the several tens of thousands to hundreds of thousands of years separating the largest volcanic eruptions. Geological studies are needed to establish reliable mean intervals between large earthquakes, and to detect the e;:istence of long-term fluctuations in the ste of occurrence. Seismic gaps have proved seful in static forecasting of large earthquakes, by identifying places where closer study of the variation with time of seismicity, deformation, and other parameters, may lead to the dynamic p_ediction of time, place and magnitude of earthquakes. The model of stress concentration at asperities explains the main features of seismicity in the Circum-Pacific. Slow earthquakes have been detected instrumentally, notably an event immediately preceding the 22 May 1960 Chile earthquake, the largest this century. It seems likely that this type of deformation may explain both instrumentally detected and macroscopically observed pre-seismic deformation, as well as unusual animal behaviour reported before some earthquakes. Seismic and volcanic events are interdependent, with large earthquakes commonly triggering eruptions. Melting of rock and intrusion of magma is likely to accompany many earthquakes.

During the reduction of iron oxide pellets in the blast furnace it has been found that catastrophic swelling (up to 300% volume increase) can occur. Although the burden preparation conditions can be designed to avoid this phenomenon the exact reason and mechanism of the swelling has yet to be clearly identified. Swelling of the burden is undesirable since it reduces the interparticulate voidage in the blast furnace thus reducing gas flow through the stack resulting in low production rates of iron. The present study differs significantly from previous experiments in that reduction is carried out on single crystals of wustite thus the problems of control of gas composition and specimen preparation are minimised. The microstructures formed on reduction have been examined by optical and scanning microscopy. Pure wustite and wustite doped with various levels of CaO have been examined after reduction in controlled CO-CO 2 gas mixtures at 968¦C. The catastrophic swelling on reduction coincides with the formation of an unusually open iron structure in which the iron appears as whiskers or needles as previously reported. The spacing and thickness of the needles are shown to vary with impurity content and gas composition. Metallographic examination has shown in addition, however, that the whiskers do not necessarily constitute the only product form of the iron produced and in CaO containing wustites with less than - 2% CaO there is a transition from needle growth to porous growth of iron. Thus the % swelling of the oxide particles is dependent on the initial size of the oxide grains. Samples of FeO - 10% CaO exhibited a previously unreported product inorphology associated with the nucleation of 2CaO.Fe203.

The North-South Bypass Tunnel is the first project to get underway as part of BrisbaneÆs transport plan, which aims to improve the urban road network. The total length to be excavated is 6.8 km, which includes 4.8 km of driven tunnel and associated road connections. Construction commenced in August 2006 with project completion targeted well before the contractual completion date of October 2010. Due to the local geology, in particular the hard Brisbane tuff and neranleigh-fernvale formation, a combination of tunnel excavation methods are used. The majority of the tunnel is excavated by two tunnel boring machines which have a rate of progress of 16 - 20 m per day in rock having a compressive strength of between 80 and 150 MPa. Ten roadheaders operate at a rate of up to 2 m per day excavating the remaining tunnels, such as ramps, access tunnels, cross passages and merges. The tunnel team are managing the challenges and complexities associated with tunnelling through the hard Brisbane rock. A major challenge arose during the planning of the initial mainline excavation underneath the Royal National Association Showground in Bowen Hills. This section contains low rock cover and historical maps indicate that the showground is located within a former topographic depression (alluvial valley), which a creek once flowed through.Due to traffic merge design requirements, both tunnel boring machine (TBM) and roadheader excavation methods were required to be used in this challenging geological profile. The answer was to stabilise the alluvium above both TBM section tunnels from the surface prior to excavation and to operate the TBM in single shield mode with immediate grouting of annular void from the tail shield. In addition, the roadheader section of tunnel required additional support by spiles and canopy tubes installed from the tunnel face.

This paper considers three aspects of cemented fill practice and research in Mount Isa. Firstly, an account is given of the use of Portland cemented hydraulic fill both in MICAF sills and in recovery of major horizontal pillars in the 650 copper orebody, where, during mining, cemented fill has regularly been exposed on unsupported vertical faces up to 90 ft high. In the paper the main considerations are the role and specifications of the fill used but also included is a brief description of fill preparation and placement.Data resulting from a Portland cemented hydraulic fill sampling, curing and testing campaign covering about 18 months of operating practice are presented, analysed, and discussed. These yield information indicating the mode of operation of a fully-automated fill preparation station, as well as a means of comparing field and laboratory strength results. A technique with potential for use as a fill quality control without actual strength testing is also described. The data collected showed that the fill station can operate within tolerances set on product quality, that laboratory and field strength results are comparable, and that rapidly obtained fillsample properties such as moisture content and void ratio can be related to cement content and strength, and hence used for quality control.Results of a fill research programme conducted by the author in Mount Isa since early 1968 are presented involving Portland cemented hydraulic fill and alternative, cheaper additives for cementing hydraulic fill. The most significant alternative to Portland cement is quenched and ground copper reverberatory furnace slag, whIch behaves as a pozzolan, reacting strongly with any available lime to produce cementitious hydrated calcium silicates and allowing Portland cement reductions of at least 50 per cent without strength loss.

Underground space can be defined as space below natural ground level which can be used as an alternative to an above ground location. While many of our above ground structures inherently involve underground excavation for foundations and services, the term underground space specifically refers to organised development of underground openings and of the underground domain. For example, the services to a city such as power, gas, sewerage, water and communications are installed in a congested array which usually requires roads to be dug up when the services need to be accessed. An underground space installation of services would involve a well planned conduit which is easily accessed without any excavation. The concept of using this virtually untapped land resource to the advantage of our expanding cities is gaining considerable interest in Australia. Overseas, in the Scandinavian countries and some Asian countries, underground space has been used for centuries; in Great Britain, France and the United States of America over the last century and in Japan for over a decade. This paper focusses on the types of underground space usage which should be competitive with above ground use and suggests areas in which the competitive edge may be improved in favour of underground space. In particular, considerable advantage is seen by using well-planned underground space developments in major cities, where the strategic central location of the development takes advantage of proximity to potential users. However, the largest single factor affecting the acceptance of underground space is the high capital cost of construction, even though an underground space development may result in lower operating costs and reduced long-term maintenance costs. While excavation methods and associated costs are very much site-specific, the importance of applying the latest technology in rock breakage, with consideration of ground vibration, excavation rates and ground support, remains a major challenge to the development of underground space.

The Collinsville Coal Measures consist mainly of arenaceous sediments but indude eleven named coal seams. The Formation outcrops around the northern end of tbe Bowen Basin where it attains a thickness of 700 ft. in the Collinsville-Scottville area and overlies Lower Bowen Volcanies with angular unconformity. Most of the members in the Formation thicken basinwards. The regional dip is about 8 degrees. The Formation thins southwards and does not occur south of the Bowen River on the eastern flank. On the western flank it is represented by 60 ft. of barren sandstone at the limit of our mapping, 12 miles south of the Bowen River. Two seams are mined, the Bowen and the Blake; coal from the former produces high grade metallurgical coke, and the latter seam is mined for steaming coal. Where mined, the seams are about 20 ft. thick. The coals are of medium volatile bituminous rank and the lower coals are of higher rank than those above them.Reverse faults striking across the Coal Measures have been delineated and the existence of areas of intrusive rocks has been established. Intrusions rose up fault planes and, as felspar porphyry sills, selectively intruded coal seams, decimating reserves of coalavailable for mining. One sill, in the Blake Seam, attains a known thickness of 115 ft. Because the distribution and thickness of the sills is rarely predictable, density of drilling has been greater than in most coalfields.INTRODUCTIONThe assemblage of sediments occupying the northern portion of the Bowen Basin (Fig. 1) may be divided into four formations of Permian age:The Upper Coal Measures (U. Bowen)The Middle Bowen Marine Beds (M. Bowen)The Collinsville Coal Measures (M. Bowen)The Lower Bowen Volcanics (L. Bowen).Of these, the Upper Coal Measures and the Collinsville Coal Measures are known to contain coal seams of workable thickness.

The Burdekin Basin in the Townsville hinterland is an intracratonic extensional basin which contains up to 4500 m of marine and continental siliciclastics and carbonates. The basin sequence is recognised as having accumulated during five major episodes of deposition. Facies analyses of these show that each consists of one or more transgressive or regressive phases. Each episode led to the accumulation of thick sequences in several half-grabens in a transtensional back-arc setting. The depositional episodes can be recognised in comparable sequences in the Broken River Province to the west and Drummond Basin to the south.An Early Devonian episode resulted in the deposi-tion of dominantly marine facies, currently mapped as Fanning River Group, in the northern part of the Burdekin Basin. Two transgressive phases are recorded there, firstly in the Pragian, then later in the late Emsian to early Eifelian. A Middle Devonian episode is represented by dominantly marine facies of the Fanning River Group, representing the peak of a widespread late Eifelian to Givetian transgressive phase. A Late Devonian episode is characterised by continental facies of the Dotswood Group. Deposition occurred during a major regressive phase in response to regional uplift of surrounding areas, and the onset of acid-intermediate volcanism to the south. A Late Devonian to Early Carboniferous episode followed, which was a period of alternating marine transgressions and non-marine regressions that resulted in the deposition of the Keelbottom Group. A final Early Carboniferous episode, marked by the deposition of calc-alkaline volcanics and non-marine faciesòof the Glenrock Group, was a direct outcome of Early Carboniferous subduction further to the east. Compression of the basin followed in the Late Carboniferous, resulting in folding and reactivation of basement faults.

In the last 40 years nuclear energy has taken its place as a major source of electricity worldwide. It now produces 17 per cent of the world's electricity and could conceivably produce a higher proportion, to displace some six billion tonnes of carbon dioxide emissions per year. Concerns about global warming and environmental quality now underline the virtues of nuclear electricity among alternative sources of energy. Global electricity demand is rapidly increasing as a proportion of total energy usage. The proportion has doubled since 1960 and the demand is expected to increase at least 75 per cent between now and 2020. The source of this extra capacity, and the replacement of present capacity, raise questions with major resource and environmental implications. Today nuclear energy is a mature technology. Over 1200 nuclear reactors have been built and operated, some of these have been decommissioned, and among the 440 reactors in commercial operation the first advanced reactors are now entering service. Some 8000 reactor-years of operation have, with the sole exception of Chernobyl, shown nuclear energy to be extremely safe and reliable. High-level wastes are being managed properly and in different parts of the world two strategies are applied to this. Australia has a major role as a long-term supplier of uranium, since it holds almost 30 per cent of the world's reserves. This, along with an impending sellers' market for uranium, is making it an opportune time to develop new mines here. However, after several decades of concern about civil nuclear energy contributing to the arms race, we now have uranium liberated from nuclear weapons stockpiles being diluted for use in civil reactors, which will supplement ex-mine supply. The public acceptability of nuclear energy remains the critical factor in its future and hence in ours.

Australia has many potentially important tin deposits, particularly on the eastern shore of the continent and in Tasmania. A number of these have been worked on a meagre scale, while some of them, because of metallurgical, transport, and other difficulties, have not as yet been developed.Believing that the full development of the tin fields of the Commonwealth of Australia is in part dependent upon the adoption of the most efficient methods of milling and smelting, the Development and Migration Oommission arranged for the first-mentioned author to visit the mining fields of Cornwall, one of the oldest tin-producing districts of the world, and prepare a report for the information of the Commission.This paper, now presented to the Australasian Institute of Mining and Metallurgy with the hope that it will assist the full development of tin mining in Australia, is the joint work of both authors.For over two thousand years tin has been produced from the Cornish mines. Even the ancient Greek historians made mention of tin mining in Cornwall, and it is probable that during the earliest periods the mining was alluvial. As early as 1602 a stamp battery working in Cornwall was described, and in 1671 calcination and buddling was a recognised scheme of treating pyritic ore. In the first half of the 16th century the output of tin from Cornwall was 700 tons per annum, and, from then on, production increased to the maximum in 1914 of 6500 tons. At present (Oct., 1929) the Cambourne-Redruth area produces over 95% of the Cornish tin output. This area includes such mines as the South Crofty, East Pool, Dolcoath, Parkanchy, Polhigey, and Wheal Kitty. The remaining 5% is largely supplied by the Levant and Geevor mines at Pendeen, St. Just area, near Land's End.

Geological maps of the Pacific Rim recently published by the Circum-Pacific Council for Energy and Mineral Resources have provided a useful perspective from which to view modern plate interaction and the evolution of modern fold belts. An important lesson from any study of modern plate interaction is that of the normality of change. The chaotic is more usual than the simple. Present day convergent margins with mixed characteristics are measures of this chaos. Indeed, the character of less than one third of the present length of the Pacific Rim can be ascribed to conventional models of plate interaction. Another lesson is that of the great mobility of oceanic crust. Enormous areas of the Pacific may not be represented in future fold belts developed at convergent boundaries unless normal consumption processes are disrupted, and even then only by linear zones a few kilometres wide. The axes of divergent boundaries creating Pacific Ocean crust have been equally mobile, with new spreading sites taking over from older sites through time. Divergent boundaries, whether active or inactive, consist of oceanic crust, and may be wholly consumed at collision sites with convergent boundaries. Their only potential contributions to fold belt evolution are transforms and magmatic activity. It is this transform component that can provide us with a mechanism to explain the apparent contradiction of both compressional and extensional features occurring together in a developing fold belt. Reconstructions for the SW Pacific are used to demonstrate that the fold belts under construction during the last 4% (Jurassic- Recent) of geologic time have involved interaction between convergent, divergent, and transform boundaries.
