Mineral exploration management has undergone major changes particularly in the last decade. Parallel to these changes in management, and partially responsible for them, have been the changes in governmental laws and regulations at both National and State levels reinforced by a highly competitive climate created by the exploration boom in Australia. The influence of overseas methods and approaches have been married to the Australian techniques resulting in a management climate which is not only familiar with the technical aspects of exploration, but is also familiar with the personnel, economic and legal phases associated with the expenditure of very large sums of money. The utilization of all the geosciences coupled with mathematical models and computer techniques for pre-selection and assessment of areas are now normal aids used in management decisions. Management techniques developed and being developed will ensure that successful exploration will be carried out if sufficient incentives are guaranteed.

This paper sets out a number of means by which professionals can reduce or eliminate the risk of professional liability whether as directors, employees, partners, independent consultants or contractors. A relationship between client and professional is commonly cited as an example of a fiduciary relationship: the professional "undertakes or agrees to act for or on behalf of or in the interests of' the client "in the exercise of a power or discretion which will affect the interests of that other person in a legal or practical sense."2 As a fiduciary, a professional must ensure that his or her exercise of power does not result in a position of ascendancy or undue influence over the client. Also, a professional must avoid situations where there is scope for even the perception of potential conflict between his or her professional duty to the client and his or her own Interest.

Record quantities of slag were produced in 1974. Slag usage in this year amounted to 8.5 mega tonnes for granulated blast furnace slag and 7.7 mega tonnes for crushed blast furnace and L.D. slags. Granulated blast furnace slag is mainly used as a hydraulic bonding material in the manufacture of cement and in road construction. These applications give a fuel saving and reduce processing costs. Crushed blast furnace and L.D. slags find application as a substitute for natural aggregates in road construction and in the production of concrete. There is no doubt of ttie interest to utilise to the maximum all the slag produced by the steelmaking industry, thus preventing the build up of slag heaps detrimental to the environment and favouring the disposal of the heaps formed in the past. World wide efforts are being made to achieve this objective.

The impact of non-ferrous smelters on their local surroundings is well monitored and guarded by various actors: the owners looking for profitability, the villagers looking for employment, the consumers asking for ever cheaper products and services, the government collecting taxes and all cherishing the environmental impact. Recent challenges facing the industry are various new doomsday projections: that we will be running out of base metals, that the ground we dwell on will be contaminated by the use of products. Smelters, such as BolidenÆs R÷nnskSr Smelter have a long history of increasing non-ferrous resources by recycling. It is shown that extraction and recycling of metals together with energy recovery can be integrated in a modern, profitable and clean smelter. Examples of efforts to further improve the business will be discussed such as flowsheet rationalisation, environmental investments, new feed from recycling and energy utilisation.

The Accha-Yanque zinc belt in southernPeru is a major zinc-lead rich metallogenic province. In the belt are comprised several non-sulfide-type occurrences, extending on the periphery of the Yauri-Apurfmac batholith (Oligocene-Miocene). Zinc mineralisation at Accha (almost fully oxidised) occurs in breccias of sedimentary and tectonic origin in the limestone of the Ferrobamba Fm (Middle to Upper Cretaceous). Non-sulfide association consists mainly of smithsonite and hemimorphite replacing both primary ore minerals and carbonate host rocks. Mn(hydr)oxides and Zn-clays (sauconite), can be locally very abundant. Differences in mineralogy of the ore and gangue minerals, as well as the composition of the host rock can have a profound impact on zinc recovery and reagent consumption, and therefore on the economic value of the deposit. The non-metallic minerals, excluding the construc- tions and fuel materials have for long been the "poor relations" of the Mining Industry of New South Wales. The State is self-sufficient in only a few of the industrial minerals and is almost completely lacking in any of the essential fertilizers. The deficiencies must be met by imports from overseas and interstate and in fact New South Wales imports some quantity of every one of the non-metallics. For the year 1967 the value of non-metallic mineral production amounted to only $9,390,000 or less than 3.5% of the States total of $275,900,000 for all classes of mining and quarrying. In roughly the same period, the 1967-68 financial year, New South Wales imported non- metallic materials, valued at well in excess of $22,000,000 from overseas and over $2,000,000 from interstate sources.

SUMMARY Tyres account for 25-30% of the operating costs of large capacity haul units as used in open-cut mines. Tyre operating costs can be substanti- ally reduced and often contained in real terms by applying knowledge that is now available. This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt. Newman Mining Company's Newman minesite, and discusses the contribution that each has made to improving tyre management and reducing costs. INTRODUCTION Tyres are a significant cost in mining. Coal mining safety and health legislation is more than typical of safety legislation which has been born of adversity. Indeed, in the main it has been the child of disaster. Requirements which now appear obvious were indeed only occasioned by either social injustice or more commonly by great disasters. Even then changes were often made only after months or years of deliberation by committees. Early mining legislation in New South Wales benefited from the experience in Great Britain. The pioneers of our industry were miners from there and brought with them the basic British legislation, so we started with knowledge gained the hard way. A review of accidents statistics provides a measure of the effectiveness of mine safety legislation, but unfortunately rules cannot control human nature. Miners, managers and inspectors must work as a team to make mines safe and new legislation in New South Wales is planned to this end.

As a number of underground fires have unfortunately happened in the Broken Hill mining district, the writer trusts that a paper dealing with such a subject may prove of interest. Beach sands on the Morobe coast of New Guinea contain significant amounts of chromite. This chromite, together with the more abundant associated minerals such as olivine, enstatite, tremolite, antigorite and feldspar has been de- rived from rocks of the Papuan Ultramafic Belt and transported to the beaches by three rivers, the Paiawa, the Saia and the Sesimbai. Of the hundreds of samples taken, 26 have been analysed mineralogically and chemically in some detail. On this basis, five groups of samples, four on- shore and one offshore, representing character- istic mineral assemblages, have been recognized. The chromite grains themselves have been exam- ined to determine variations in amount and in the Cr/Fe ratio, since this is of economic importance. Much of the chromite fails to reach a high Cr/Fe ratio as a result of magnetite rims around chromite grains. The precious metal content of the sands is negligible.

Dump leaching began at Teller in late-1988 at a rate of 4 MTPA and has been progressively expanded to the present rate of 10 MTPA. Teller's on-going commitment to dump leaching is driven by the amenability of gold ores to the process and the availability of large tonnages of low grade gold ore. The sequence of evaluating ores for dump leaching involves rolling bottle tests on coarsely ground ore, followed by small and large column leaching and finally trial heaps. Trial heap tests are very expensive and an alternative approach to this is large diameter column leaching.A four-column permanent facility was built at Teller to specifically evaluate the leaching characteristics of new dump leach ores. Details of construction, operation and dismantling are discussed in the paper. Capital cost for the four column facility was some $45 940, while operating costs are about $24 800 per column.

Despite mineral sand occurrences having been noted since the 1970s, the Wemen North Mine is the first operation to commence commercial mining within the inland Murray Basin. The deposit was discovered in the 1990s and, following lengthy resource development, mining commenced in 2001. This initial mine was established as a pilot operation to test the commercial viability of mining in the Murray Basin, with subsequent expansions planned if the mine proves successful. The deposit lies beneath arable farmland close to the Murray River and is hosted by Pliocene marine sands, with a geometry resembling a classical beach strand placer. The operation utilises traditional dry mining overburden removal techniques, with ore mining carried out using a floating dredge and concentrator. This paper looks at the geology of the Wemen North deposit, the mining techniques and challenges as well as grade control practices employed to mine this palaeo-beach placer deposit.

A typical large surface mine in Scandinavia has hard rock, a cold cli- mate, poor ore, a complicated vein type orebody and high labour costs. In order to survive, these mines have to maximise their ore production, minimise waste extraction and get the most out of every man hour. This article describes two examples of how inclined blastholes drilled with hydraulic percussive drills can help to meet these requirements. Both of these Scandinavian mines, Kemira Ltd's Siilinjarvi mine in Finland and Sydvaranger A/S's Bjornevattn iron mine in Norway, use inclined blastholes of 200 mm in diameter. The Siilinjarvi quarry is using inclined holes in production drilling. The Bjornevattn iron mine is blasting the final pit walls with inclined holes. The benefits gained when using inclined instead of vertical blastholes are better selectivity, better bench drilling conditions, steeper final pit walls and increased safety.

The model considers a range of design parameters and operating condit- ions and evaluates the significance of these in the ultimate design of a mine. It also considers organizational features associated with the mining method and examines the inter-dependence between operations. An important characteristic of the model is the use of both stochastic and deterministic methods to study the behaviour of the complete mining system. The simulator selects the appropriate unit operation, computes and records its time, performs it and then calculates the production and cost data. Output is in the form of shift, day, week or period repor-ts. These reports will indicate problem areas such as restrictions in the production network for a given set of conditions. For a blast to be successful both heave and fragmentation must be satisfactory. Amongst the major factors influencing blasting are rock properties. This paper considers the effect of rock density on fragmentation and heave and how better results can be achieved in dense ore. Patterns which increase the heave and give better fragmentation are examined and the application of theory to the blasting of the Dales Gorge Haematite, density 4.2 - 4.5 t.m.,3 is then discussed. The drilling of staggered patterns instead of square patterns and a shallower 'V' initiation system has given better heave and fragmentation. This practice has re- duced backbreak and improved toe conditions; these factors have resulted in increased load ing rates. There has been an increase in the lump/fine ratio which is consistent with the theory although other factors such as ground conditions could have contributed.

Heap leaching is establishing itself as an efficient method for the extraction of gold from low grade ore. It has the advantage of low capital costs, low operating costs and rapid startup. However, not all ores are amenable to heap leaching. It is only applicable to well oxidized ores that have reasonable permeability characteristics. Ore with excess fines or clay often display low permeability and are unsuitable for heap leaching.In this study, an attempt has been made to increase the rate of cyanide leach solution percolation by flocculating clay particles or reducing the surface tension of the leach solution. A wetting agent was found to decrease the rate of gold dissolution, possibly by presenting a hydrophobic surface to the gold particle. Flocculation of the clay increased the solution flow rate. The flocculation agent had no affect on the total gold leached but decreased the leaching rate.

The three systems of mining in use in the Southern Coalfield of New South Wales are bord and pillar with or without subsequent extrac- tion, longwall and shortwall. Bord and pillar with extraction is regarded as the conventional system. The application of continuous miners and powered roof supports (Shortwall) to coal min- ing has, grown in recent years from something of an oddity among extraction systems to an acceptable and viable approach in certain min- ing environments. The method can be applied in a high proportion of situations where normal pillar extraction is practised with advantages over the conventional approach. These advantages extend to both safety and efficiency aspects and also include better utilization of coal reserves. It holds hope for further gain in efficiency because its simplicity of layout lends itself to achieving the goal of contin- uous haulage towards which operators are always striving.

At Yucca Mountain, USA, a tunnel is being built according to nuclear quality standards. It has proved possible to meet very high quality demands while at the same time achieving high advance rates. To be able to do this, routines on how to record and store quality related information have been established. This has meant that a new philosophy has entered the tunnelling industry. Especially for nuclear waste projects, of which Yucca Mountain is one of the first ones to be built, the experiences made and the quality assurance program established will be of great importance for future projects. The paper gives examples of what the Nuclear Quality Assurance system has meant in practice for the tunnelling at Yucca Mountain. And, it also explains why a non-grouted bolt, Super Swellex-, was chosen for long-term reinforcement in the tunnels which might host nuclear waste for thousands of years.

A substitute for rutile can be produced by leaching natural or pre-treated ilmenite in hydrochloric acid. Ilmenite in its natural form is an extraordinarily inactive mineral from which the selective removal of iron is rather difficult. The reactivity of ilmenite so that it can be leached with dilute hydro- chloric acid (=2O% w/w) can be enhanced by pre-treatment steps of oxidation and re- duction. The temperatures at which oxidation and reduction are carried out have an effect on both the kinetics of these steps and the leaching kinetics and optimum temperatures for oxidation and reduction are 950 and 850¦C respectively. The mechanism of leaching of iron from pretreated ilmenite and the effects of rate of agitation, temperature, acid con- centration and addition of ferrous chloride to hydrochloric acid on leaching kinetics and production of fines are discussed in the paper.

Large scale open pit mining at Ok Tedi and Misima are described in this paper. The paper also presents the socio-political problems encountered in the construction, operation and waste disposal of high technology, high output gold and copper mines in very remote and rugged terrains. Despite these handicaps, mining companies from all over the world have established top class mining facilities including huge open pits, underground mines and mineral processing plants to extract rich mineral deposits of gold, silver and copper.Papua New Guinea is the sixth largest gold and copper producer in the world. New projects likely to come on stream before the end of this century would make it the world's third largest gold producer. The mining industry is the largest organised industry in the country employing over 10 000 persons and investing over US $1000 million on these mega projects per year.
