The formation of Kiruna-type deposits has been ascribed to either immiscible iron phosphate melt separated from silicic magma or precipitation from magmatic-hydrothermal fluids. The early Cretaceous Ningwu volcanic basin in Eastern China contains tens of Kiruna-type iron deposits. The orebodies are mainly hosted within the top zones of subvolcanic dioritic intrusions and along the contacts between these intrusions and adjacent volcanic rocks/strata.The orebodies are commonly associated with widespread brecciation and wall rock replacement. Magnetite formation was closely associated with extensive hydrothermal alteration that may extend kilometres, with both vertical and horizontal zonation. Field and textural data indicate that magnetite formed slightly later than albitisation but coeval with apatite and actinolite. Elemental analysis of magnetite and apatite from ores shows distinct features to those as igneous accessary minerals in the host dioritic intrusions, suggesting a genetic relationship to magmatic-hydrothermal processes. Magnetites have elevated TiO2 (up to 5 wt per cent) and V2O3 (up to 0.7 wt per cent), which implies that they are derived from incipient high-temperature magmatic fluids. It is concluded that the Kiruna-type deposits in the Ningwu basin most likely formed from high-temperature magmatic-hydrothermal fluids. The Calypso geothermal field, mapped by the R V Sonne (cruise SO-135) in 1998, includes four main sites, the Northern Vent Area (centred on 37¦ 36.7'S, 177¦ 06.2'E, area 1.5 km2), Central Vent Area (37¦ 39.4'S, 177¦ 05.2'E, 1 km2), Southern Vent Area (37¦ 41.7'S, 177¦ 06.0'E, 1 km2) and Mercury Vent Area (37¦ 41.3'S, 177¦ 07.3 'E, 0.5 km2). Hydrothermal activity at the vent sites is controlled by minor, sub-parallel NE-trending normal faults. Gas bubble trails (C02) and shimmering hot water vent from fractures and joints between large blocks of silicified volcaniclastics and in depressions in the sediments at the base of these outcrops. Measured maximum vent temperatures are between 180¦C and 201¦C. Venting fluids are at, or just below, boiling for water depths of 200 m. Rock samples recovered by dredge from the sites include massive anhydrite, clay-altered pumiceous ash, silicified volcaniclastic sediments and volcaniclastic breccias cemented by sulphur. Clay-altered samples, dominated by randomly interstratified illite-smectite and accessory chlorite, indicate formation environments of 70¦C to 90 ¦C. Native sulphur is abundant throughout the samples. Fine-grained (<1 mm) disseminated pyrite and vein pyrite occurs in the clay-altered pumiceous volcaniclastics and argillites. In the Southern and Mercury Vent Areas, fine-grained orpiment, realgar and cinnabar have deposited in the sandy matrix of volcaniclastic breccias. Amongst the cinnabar, small (<2 mm) beads of native Hg formed on the surface of several rocks following their recovery. These samples also contained abundant light hydrocarbons, which coat the rocks with an oily sheen.

Mr. Chairman, distinguished guests, ladies and gentlemen. Thank you for asking me to your conference, with its most fundamental and appropriate topic of 'Investment in Mining'. I must confess at the outset that I am one of those Australians who has rarely visited your fair land of New Zealand. This is in fact only my third visit, with all three related to Institute Conferences, and all much too brief. In so many ways your country provides a counterpoise to ours, despite the obvious disparities in size and population. And I am not only referring to the Bledisloe Cup! We would certainly each be much more lonely without the other, in this strange long-lost corner of the globe û if globes can have corners. Such an important factor in common in our shared heritages has been the mineral industry we have won from our alluvials and our rocks û especially for gold. So much of the major mineral developments which have supplied the world's appetite for metals and fuels in the past two hundred years has come from the countries settled in that period by people from Europe, especially those from the British Isles. So much of the technology for mineral and metal extraction has come from the skills of those people in New Zealand and Australia. And so much of the further development of metal processing and manufacturing of productive equipment has come from those people and from their cousins throughout the world. It is, I believe, a fair question to ask why we have failed to build on those early and considerable successes, and why we have in so many ways apparently been so content to allow others to add value to our raw materials, and to take our technological developments on to levels far beyond those that our domestic markets could sustain.

Mines are typically located in remote, inhospitable locations and movement of materials between site, processor and port are often at risk from extreme weather events. Mining companies have recorded multiple supply chain, production and logistics delays caused by climatic events. Recent analyses of extreme temperature and rainfall events (90th and 99th percentile values) for 1960 to 1985 and 1986 highlighted regionalised increases in the frequency and intensity of extremes. The trajectory of this change is likely to be maintained (IPCC, 2014) in regions where increases have occurred historically, suggesting that some parts of the industry may be faced with management challenges beyond current experience (Hodgkinson et al, 2010; Loechel, Hodgkinson and Moffat, 2012). Reliance on historical data to plan for extremes (such as scheduling production downtime to reduce impact) will become increasingly ineffective as the data become less representative of future conditions. Importantly, mine site remediation and closure management need to consider the future climate to ensure rehabilitation is sustainable under changing conditions.Vulnerability assessments and risk-reducing adaptation will become more common as the industry reaches to secure both a mine’s longevity and the industry’s reputation as shareholders and clients become less tolerant of repeated or prolonged interruptions (Hodgkinson, Hobday and Pinkard, 2014). Climate-resilient new mines may be planned using site planning tools combined with knowledge of future climate scenarios. Traditionally gold producers had built up hedge books to protect themselves against adverse changes in the commodity price, but diversified mining groups were staunchly opposed to hedging in any shape or form. The situation has evolved over the past few years. Gold miners have been reducing the size of their hedge books in line with the rising gold price. Commentators have talked about ædouble-digit dehedgingÆ and have suggested that this is the final countdown for gold hedge books. It sounded as if the era of hedging by mining companies was drawing to a close. But as appearances can sometimes be misleading, we decided to find out what mining companies were actually doing. Companies listed on stock exchanges are now obliged to give details of their derivatives holdings in their annual reports. Two or three years ago there was no such obligation. Our reality check was based on the latest annual report issued by three multinational mining groups; two with diametrically opposed views on hedging (Rio Tinto and Barrick) and the third (BHP Billiton) with an intermediate position. This snapshot of their derivative positions at a point in time revealed that Barrick and BHP Billiton have substantial derivatives positions (worth billions of dollars) to protect against adverse changes in foreign exchange rates and interest rates. Moreover Barrick has recently started hedging against increases in fuel prices. Despite its opposition to hedging, Rio Tinto has derivative positions worth several hundred million dollars, but these are primarily a legacy from various mergers and acquisitions over recent years or were entered into as a condition of project financing. Lastly we were surprised to discover that Barrick was holding asset-backed commercial paper (ABCP). So the idea that mining companies donÆt hedge their risks is just another urban myth.

The paper gives details of the reasons why attention was directed towards the modification of flotation cells. The cell volume and impeller speeds were reduced, and it is estimated that the power consumption for lead and zinc flotation will be reduced by about 2·8 kWh per ton of ore treated, and that substantial savings will be made in maintenance costs. The metallurgical efficien.cy of the operation has been maintained and attention is now being directed towards the improvement of grades of concentrates and recoveries of metals.INTRODUCTIONIt was on 1st August, 1934, that the first Denver No. 21 flotation cells were operated in the treatment plant of The Zinc Corporation Limited, in a pilot Nant which had been installed to determine the economics of all-flotation as against the then existing gravity and flotation practice.The ore being mined at that time came from the lead lode which consists of a granular mixture of galena, marmatite, chalcopyrite, tetrahedrite, pyrrhotite, pyrite and lollingite with a gangue association of calcite, quartz, bustamite, rhodonite, manganhedenbergite, garnet, fluorite, manganocalcite and apatite. The silver content of the ore occurs in three minerals-tetrahedrite, dyscrasite and pyrargyrite, the last two mentioned occurring in microscopic association only.A parallel lode, known as the zinc lode, was well developed at that time. The common lead lode gangue minerals-calcite, rhodonite, bustamite-were rare in the underground exposures of the zinc lode. Just as Australia is part of the Pacific Rim, so the Pacific Rim should be viewed as part of the whole world. That applies in particular to that scarce commodity û money. There are five main factors of production in any mining development û mineralisation, materials, manpower, management and money. LetÆs focus on the upstream input û mineralisation, and the downstream input û money, especially in the area of communications. Unknown to many, the Competent Person reporting on Mineral Resources and Mineral Reserves has a direct and unavoidable impact on the companyÆs financial statements û the profit and loss account and balance sheet. With respect to reporting of the major asset of most mining companies û the resources/reserves û investors are getting a better deal now than at any time in memory as regards flow and adequacy of information. Australia has been a world leader in this regard. The outlook is for even more informative and useful reporting. The more rigorous reporting requirements for Exploration Results and Mineral Resources/Reserves, which have become a worldwide phenomenon over the last five years, will continue. This will be positive for the mining industry as a whole and for Australia in particular. However competition for the scarce investment dollar will also increase. Put simply, mining has many competitors, unconnected with mining, for the capture of the investment dollar. It behoves all participants to recognise that there are three investment factors which influence strongly the willingness of investors to put money into mining. These are Confidence, Credibility and Consistency. AustraliaÆs investment image stands high in these three respects, but the competition will continue to grow. AustraliaÆs lead must be maintained. However, some investment decisions should not necessarily be based on fundamental, quantifiable facors. Some of these are outlined.

There is a significant amount of past evidence that links blasting and occurrences of slope failure. Particularly of great concern at Telfer Gold Mine is the effect of open pit blasting on the stability of the footwall slope above the underground portal and the stability of underground structures. For this reason, Newcrest Mining Ltd invited JKMRC to conduct necessary field measurements and numerical modelling with the following objectives:assess the dynamic stability of the footwall slope above the portal; assess the characteristics of current and future blasts in the open pit; and prepare open pit blasting guidelines that will minimise the detrimental effect of blasting on slope stability. To achieve these tasks it was necessary to develop a scaled distance attenuation curve for blast vibrations. In order to validate the developed vibration attenuation curves it was necessary to monitor vibrations from a production blast. Using JKMRC blast design software tools, the vibration of the production blast was also modelled from the blast design and vibration results from single hole blasts. The intention was, assuming that the observed and modelled vibrations were close in terms of frequency and amplitude, to use the software tools to model the vibrations of future blasts and assess their likely effect on slope stability. Numerical modelling of the dynamic stability of the footwall slope was done using the FLAC finite difference code and the UDEC distinct element code. The results of the numerical modelling and of the field measurements of the blast induced ground vibrations were combined into the blast design rules that relate distance between the slope and the blast, charge weight per delay and number of blasts necessary to cause failure of the slope.

Although laterite ores already provide a significant proportion of the world's nickel and cobalt production it is anticipated that they will surpass sulphide ores as a source of nickel in the next century. The most recent period of greenfield nickel project construction was during the 1970s when it was notable that all of the eight new plants were based on treating laterite ores. This was because of the relatively large selection of available high grade laterite ore deposits amenable to cheap open cast mining and a paucity of high grade sulphide ore prospect alternatives. Of the three processing options for treating laterite ores: 1. smelting for the lower horizon saprolite ore, 2. ammonia; and 3. acid leach for the upper horizon limonite ore, smelting currently accounts for about 80 per cent of nickel production. In the future, as saprolite ore grades decline because of relatively high exploitation rates, the incentive to process the large untapped reserves of limonite ore will increase. The high cobalt content of limonite ore also makes it ideally suited to processing by a hydrometallurgical rather than smelting route. With only two exceptions, all saprolite smelting operations have a Class 2 nickel end product (largely ferronickel) and do not produce a cobalt by-product. As a result of technological advances, the modified ammonia leach process for limonite and transition ore as undertaken at Yabulu, now allows the production of pure nickel metal as a Class 1 product, along with significant tonnages of cobalt by-product. The mixed Ni-Co sulphide intermediate product of the pressure acid leach processing of limonite ore at Mon is converted to Class 1 nickel and cobalt metal at Fort Saskatchewan, Canada.

Sulfur isotope data are available for 18 low-sulfide orogenic gold systems hosted by the Lachlan Orogen in eastern New South Wales including those in the northern Hill End Trough (Hargraves, Hill End, Napoleon Reefs, Sofala-Wattle Flat, Stuart Town, Windeyer) and adjacent areas (Bodangora, Lucknow, Springfield), the Gilmore Fault Zone (Adelong, Sebastopol) and those in the Parkes district (Calarie, London-Victoria, Wyoming One-Myall United). Other systems for which data are available include Mongarlowe, Murrumbateman, McMahons Reef and Yalgogrin. The d34S data for many of the larger deposits including Adelong, Bodangora, Calarie, Hargraves, Hill End London-Victoria, Lucknow, Sebastopol, Sofala-Wattle Flat, Stuart Town and Windeyer (Group 1) are all very similar and have average d34S values close to zero per mil. Near 0ë d34S signatures imply that sulfur was sourced from a magmatic reservoir. Furthermore, the large Wyoming One deposit has d34S values significantly below 0ë with the data implying that sulfur was sourced from a fractionated magmatic reservoir. Group 2 deposits include those at Mongarlowe, Murrumbateman, Napoleon Reefs, McMahons Reef and Springfield . These deposits have average d34S values significantly above 0ë. With the exception of Springfield where sulfur was probably sourced from the Hill End Trough, Group 2 deposits are an order of magnitude smaller than Group 1 deposits. The results suggest that many of the larger orogenic-related gold deposits hosted by the Lachlan Orogen in eastern New South Wales derived sulfur and gold as a result of leaching and recycling from a magmatic reservoir. Alternatively, there may have been direct mantle-derived input; however, this is considered unlikely on geological grounds. An EXTENDED ABSTRACT is available for download. In earlier studies along a mining region recipient (the river VormbScken, northern Sweden), the fraction of certain trace metals recovered in the particulate phase has been found to increase with increasing concentrations of particulate iron. This study was conducted to see if the pattern could be reproduced by adding minor amounts of ferrous iron, simulating groundwater inputs. When the iron is oxidised in the near neutral river water, it will form iron oxyhydroxides and precipitate. Trace metals may be either co-precipitated along with the iron, or adsorbed onto the freshly formed precipitates. If this is the case, such a mechanism may be incorporated as a part of a final polishing step in a mine drainage treatment system based on natural attenuation processes. The experiments were performed at 0¦C and 22¦C, on authentic river waters collected during the winter and summer of 2002, respectively. In order to investigate the influence of particles and bacteria initially present, filtered river waters (4 solution were added to the experimental beakers, increasing the iron content of the waters by 0 - 1.5 mg/L. The oxidation and precipitation processes were followed by means of filtration (0.2 ¦m) for up to seven days. In order to be able to compare the experimental results with the actual field situation, on both experimental occasions, surface water samples were collected also from three stations situated along the river. The samples collected were analysed for iron, calcium, and trace metals by AAS and ICP-MS. The iron oxyhydroxides formed in the experiment did not influence the partitioning of As, Cu, and Pb to the same extent as the particulate iron encountered along the river appeared to do. The production of approximately 550 000 tonnes of æwhiteÆ or chrysotile asbestos fibre between 1972 and 1983 at the Woodsreef Mine in New South Wales left behind 24 million tonnes of tailings and 75 million tonnes of waste rock and overburden. The Woodsreef Magnesium Project is designed to extract the 23 per cent magnesium content of the tailings to produce magnesium metal and magnesium alloys, the latter with aluminium from the New South Wales smelters. Further value will be added to the tailings waste with the downstream production of magnesium alloy sheets and cast products for the transportation, electronics and other consumer goods industries. The mine opened in 1918 and closed in 1983 becoming derelict. There has been minimal expenditure on rehabilitation compared with that recommended in reports commissioned by the New South Wales Government. The tailings dump has been designated æasbestos wasteÆ by the EPA and will be eliminated through the magnesium refinery process of the Project with the dissolution of the remaining chrysotile fibres. The benign waste from the refinery process will consist principally of silica with some iron. Significant energy savings are expected from innovative new processing technology, in the alloy formation and in the application of the light weight, cast and sheet metal products, particularly in the transportation industries. Globally, there are very large resources of similar tailings with hundreds of years of useful productive lives that could be converted into the metal of the 21st Century, magnesium, and its alloys, to assist pollution and greenhouse gas reduction from transportation industries. No new mining and minimal feedstock preparation is required. Unlike potential producers using carbonate rocks such as magnesite and dolomite that have to be mined, the asbestos tailings composed principally of non-fibrous serpentinite do not contain any carbon dioxide.

The Taharoa ironsand deposit is 1600 hectares in size and is located 144 km south of Auckland on the west coast of the North Island, New Zealand. The sand predominantly contains heavy mineral-rich sediments, quartz, and feldspars. One hundred and two samples were collected from all areas of the mine, from the stockpile, black sand areas, tailings and Te Akeake Sands. Samples were collected with the primary focus on the next predicted mining path and secondly on gaining a good geographic spread throughout the mine. All samples were analysed for the dry, wet and particle density, the porosity and the magnetic, non-magnetic and clay minerals content.Stockpile samples had an average magnetic mineral content of 92 percent. Dry, wet and particle density values for stockpile material exceed all values from untreated ironsand samples with average values of 2.8g/cm3, 2.9g/cm3 and 4.4g/cm3 respectively. Black sand samples from the mine came from various areas such as the central area, the forest, the southern area and the benches. All black sand samples are remarkably consistent, with dry and wet density values between 2.3 û 2.5g/cm3 and particle densities that range from 3.7 to 3.9g/cm3. The porosity values are comparable to all other areas of the mine (average 37 per cent). The tailings and Te Akeake Sands have different physical properties due to their different mineral contents. The dry, wet and particle densities are all lower than that of all other areas with averages of 2.1g/cm3, 2.2g/cm3 and 3.3g/cm3 respectively. These lower values reflect the lower magnetic mineral content (average 18 per cent) and the associated increase in non-magnetic mineral content (average 78 per cent).

Naturally occurring rutile contains approximately 96 per cent titanium dioxide (Ti02), whereas the product from the ilmenite reduction - aeration upgrading process, "sub- rutile", contains only about 92 per cent Ti02. Therefore, there is an-incentive to lift the quality of sub-rutile by removing transition metal impurities, in order to supply a more valuable and marketable product, particularly for the chloride-route pigment producers. Previous studies have shown that the sub- rutile residual iron content (of approximately 4 per cent) and residual manganese content (of approximately 1.5 per cent) are chemically bound within the titanium-oxygen mineral lattice, and are most difficult to remove by simple leaching methods. In attempts to improve their eventual removal, a simple process modification has been successfully investigated in laboratory scale trials. Transition metal sulphides have been formed in the reduced ilmenite by using a "sulphur-doping" technique during reduction (metallization) conducted at controlled temperatures. These compounds give rise to greatly enhanced dissolution of the unwanted transition metal constituents during the sub- sequent aeration and acid washing steps. Thus, the manganese content of the final sulphur- doped, reduced-aerated, acid washed product can be reduced by about 90 per cent to 0.2 per cent, and the iron content by about 70 per cent to less than 1.5 per cent, in comparison with those levels remaining after unmodified pro- cessing. Additions of sulphur as low as 2 per cent of the weight of the ilmenite have proven satisfactory. Preliminary studies reveal that the modified process is economically feasible. These results suggest that the sulphur content of the Collie coal char used in an unmodified reduction step must exert some influence on the eventual removal of iron and manganese during aeration and acid washing.

The fine grained complex orebody at Elura contains galena, silver and sphalerite in a matrix which is mostly pyrite; sulphides account for about 90% of the orebody. A differential flotation circuit is operated to con- centrate lead and silver in the first section and zinc in the second. The metallurgical performance to date indicates the need for improvement. The lead section has been sampled in detail to comprehensively assess its overall performance and to define problems associated with lead and silver flotation. The substantial amount of pyrite in the feed dominated the perfor- mance of each stage of the separation. It was responsible for extensive dilution of all concentrates and, as a consequence, for very large circulating loads. The rougher concentrate contained 68% pyrite some of which was rejected through the three stages of cleaning to 39% in the final concen- trate. However, this was still sufficient to hold the assay of this product below 45% Pb. Size by size behaviour shows that flotation rates of the valuable minerals, as characterised by their rate coefficients, were low through- out the circuit. There was a significant deterioration in these rates between rougher and cleaner I stages which resulted in large circulating loads between these stages. There was practically no recovery of coarse valu- able minerals to the final concentrate. The dilution of the final concen- trate by non-sulphide gangue was not a major problem. If the recovery of the galena and silver in the +38¦m size range could be raised to that of the - 381Lm size range, galena recovery would rise from 78% to 86% and silver recovery would improve from 46% to 59%. The Pb grade of the final concentrate would remain the same.

A number of hydrometallurgical treatment methods are being developed to extract copper from chalcopyrite flotation concentrate including microbial leaching and ferric sulfate leaching. However, chalcopyrite is difficult to process efficiently by hydrometallurgical methods as it exhibits slow reaction kinetics. Comparative leaching tests do not always satisfactorily explain or predict observed copper recovery, acid consumption, or differential leaching of minerals. This is especially true when reactive gangue constituents are present. The aim of this study was to determine how the leaching regime (microbial versus ferric sulfate) affects both the extraction of copper and residue mineralogy. Chalcopyrite flotation concentrate was leached at 30¦C and 65¦C using a pure culture of Acidithiobacillus ferrooxidans and a mixed consortium of thermophiles, respectively. In addition, the concentrate was leached at the same temperatures using 0.1 M ferric sulfate. Microbial leaching of chalcopyrite extracted more copper than ferric sulfate oxidation of chalcopyrite at 30¦C, demonstrating that the microbes promoted the solubilisation of copper at this temperature. This result was confirmed by leach solution analyses and residue analysis using quantitative X-ray diffraction (QXRD). More chalcopyrite was oxidized with ferric sulfate at 65¦C than at 30¦C (as expected). QXRD confirmed that pyrite reacted during ferric sulfate leaching at 65¦C but was relatively unreactive during lower temperature leaching. The high ferric ion concentration in the ferric sulfate leach at 65¦C led to significant precipitation of jarosite. This phase was only detected in small amounts at 30¦C in both the microbial and ferric leached residues. Sulfur also precipitated in the ferric leaching at 65¦C whereas no sulfur was detected in the microbial leached residue. Quartz was a relatively unreactive mineral phase regardless of the leaching medium and temperature. QXRD analysis indicated the residue mineralogy differed with different leaching regime.

Following the United Nations initiative to fingerprint the origin of conflict materials, the German Federal Ministry for Economic Cooperation and Development has decided to fund a pilot study on coltan ores. Since 2006, our working group has been investigating columbite- tantalite (coltan) mineralisation, especially in Africa, also within the wider framework of establishing certified trade chains. More than 300 samples were obtained from the worldÆs major coltan producing areas. Special attention is, however, directed to samples and concentrates from Ta-Nb-Sn provinces in Africa: Democratic Republic of the Congo, Rwanda, Mozambique, Ethiopia and Namibia. Using state of the art analytical tools, we investigate mineralogical and chemical parameters obtained from columbite-tantalite ores and concentrates in order to distinguish between ore provinces, likely even down to the deposit scale. Methods employed include fully automated electron microscopy (mineral liberation analysis), electron microprobe analysis (major and minor elements), laser ablation plasma-source mass spectrometry (trace elements and U-Pb dating), X-ray fluorescence spectroscopy (bulk major and trace elements), X-ray diffraction analysis (mineralogy and structure) and thermal-ionisation mass-spectrometry (U-Pb dating). Major and trace element concentration patterns, mineral assemblages in the ore concentrates, and zoning characteristics in the different pegmatites from Africa distinctly differ from each other. Furthermore, the following age populations are evident:Archaean (>2.6 Ga);Palaeoproterozoic (1.9 - 2.1 Ga);early Neoproterozoic (æKibaranÆ; 0.98 - 0.93 Ga); andlate Neoproterozoic to early Palaeozoic (ca 0.5 Ga). Currently, we focus on the resolution of the fingerprinting system from region via ore province down to deposit scale. Our preliminary analytical results indicate that a certification scheme including fingerprinting of sources of coltan ores is feasible.

Since the mid-1970s there has been increasing attention in the South Pacific area to the problems of disaster planning and management at various levels, mainly from regional through national to provincial levels. This concern has been expressed in a variety of ways. International aid donors have made their views known in commentaries or reports. Seminar discussions have been organised at the regional level (such as at Suva, 1976; Suva, 1979; Tonga, 1982 and Suva, 1983). In-country training workshops or meetings have been organised (such as the "Disaster Preparedness Workshops for Non-governmental Organisations" in Pacific countries, jointly run by the Australian Red Cross and the Australian Overseas Disaster Response Organisation and supported by AIDAB, in Vanuatu, 1985; Solomon Islands, 1985; Western Samoa, 1986; Fiji, 1987; Tonga, 1987; Lae and Port Moresby, Papua New Guinea, 1988) or held outside the area (ACDC at Macedon, 1981). Training and/or research institutions have been established such as the East-West Center, Honolulu, and the Asian Disaster Preparedness Center, Bangkok (more Asia oriented). As part of the East-West Center Pacific Islands Development Program's Disaster Preparedness Project, a detailed manual of disaster preparedness and response procedures and guidelines has been published (Carter, 1984).Table 1 and figure 1 show that the area with which this discussion deals is a highly fragmented island region, comprising many small, some minute, nations, both in land area and population. The social structure is predominantly rural, with the capital city often making up a small part of the total population and, in absolute terms, little more than a small town. Outside the administrative and governmental activities concentrated in the capitals, in most cases the indigenous inhabitants depend on subsistence agriculture or on usually a monocultural concentration on a cash crop, most frequently coconuts.

In process simulation, more reliable prediction of industrial results and evaluation of data for design purposes and process optimisation may be attained by the combined use of: the modelling and simulation of ore characteristics, and 2. the modelling and simulation of the process. It is well known that geostatistical methods allow the defining of models of orebodies in which the variables considered are the grades of the valuable components. These models are proper for reserve estimation, geostatistical contouring, design and simulation of the exploitation method, and, in addition, for evaluating the variability of the ROM which is expected to be fed to the processing plant. However, no data are normally incorporated in the orebody model in order to evaluate the ore characteristics relevant for a reliable process simulation. The procedure for process simulation aimed at predicting plant results normally used so far consists in collecting samples from different orebody sites and building up a so-called 'representative sample'. On this sample, the ore characteristics (eg liberation, washability, grindability, etc) and the processing tests are referred to as the 'average behaviour in the orebody', assumed constant. A more reliable methodology consists in collecting samples from different orebody sites, in performing tests to characterise the samples from the point of view of the process (ore patterns), and in using synthetic parameters (process features). The values of the parameters are processed using geostatistical methods in order to develop a model for simulating the feed to the process. The estimation may thus be referred to the amount of recoverable minerals instead of to the existing minerals. Furthermore, the selection of the processes, the sizing of equipment and the design of control devices, as well as the prediction of results, become more accurate and reliable.

This work was instituted to investigate the microscopic structure of brown coals by means of microtome sections cut from them. It was found to be essential to impregnate the coal with some material prior to cutting, because of its powdery and crumbly nature. Of a number of impregnating materials tried, e.g., glycerine gum, gelatine, by far the most satisfactory was paraffin wax. Samples of brown coals for section cutting must be moist. When obtained, they should be put immediately into air-tight tins, and, if they are not to be used for some time, it is desirable to keep them under water containing a small amount of formalin. If the sample is allowed to dry in air, it becomes too hard to be cut. It cannot be softened again even by prolonged soaking in water.PREPARATION OF COALSmall rectangular, blocks were cut from the sample with a chisel and a strong scalpel. The largest block prepared was 3·2 x 2·5 x 0·6 cm. The faces of the block from which sections were to be cut were approximately levelled before treatment. The block was then painted carefully on all sides with two coats of warm aqueous agar, approximately 2 %. This prevented crumbling and breakage of the block during treatment. When the agar was set, the block was placed in water, and all the air removed with a vacuum pump. The water was replaced first by alcohol, then by chloroform, by the usual step transference of a series of liquids, in each of which the block was placed for 24 hours: Ethanol %, 10, 20, 30, 50, 70, 85, 95, 100 (three changes); Ethanol-chloroform, 3: 1, 1: 1, 1 : 3, chloroform pure (three changes) '.
