The Angas Zinc Mine (Angas) is a poly-metallic, underground mine in the Adelaide Hills that has been developed through arguably one of the most volatile financial time periods in living memory. From boom times during the commencement of the project, the global financial crisis (GFC) through the stabilisation of the operating period and then a subdued capital market for the period where mine life extension was targeted, the financial environment has always presented a different set of challenges. Indeed even the Underground Operators’ Conferences that have been held across the span of the project allude to these changes: ‘Boom and Beyond’, Launceston (2008); ‘Safe, Innovative and Sustainable’, Canberra (2011) and ‘Managing the Margin’ in Adelaide (2014).Angas gives a rare opportunity to see the entire life-of-mine of a project and its economic performance within a relatively short time frame. Angas, owned and operated by Terramin Australia Ltd (Terramin), will have undergone resource estimation drill out, feasibility study, permitting, commissioning, operating and completion and rehabilitation all within a period of approximately ten years. A number of sensitivities of the project were tested, particularly in the bankable feasibility study (BFS) stage and the aim of this paper is to identify the factors that impacted the operations profitability the most, whether they were identified preproduction or not. The key sensitivities assessed in the BFS were typical of similar studies, including operating costs, metal recoveries, capital costs, zinc prices, lead prices and exchange rates. The manner in which these sensitivities presented themselves in real life were not as anticipated and modelled in the feasibility study and were also heavily impacted by technical challenges.CITATION:Harris, A, Laughton, K and Ranford, J, 2014. Grade uncertainty can have a number of important implications for a mining operation. One of the most significant risks in not considering grade uncertainty in planning is the over or under allocation of processing or mining capacity when compared to realised grades. This could lead to wasted capital expenditure or missed opportunities to add value. This paper demonstrates a method that optimises production capacity and mining schedules in the presence of grade uncertainty. Applying this method to the case study of a nickel deposit recommended a reduction in processing capacity, an increase in mining capacity and more extensive utilisation of stockpiles than optimisations completed with traditional methods. As a result, average NPV improvements of between seven per cent and 27 per cent were gained.

Culture and leadership go hand in hand, especially when it comes to investing in safety. But the reality is that most safety leaders haven’t been taught the fundamental soft skills needed to lead effectively. In fact, only one in four safety leaders demonstrate effective skills and behaviours. Furthermore, when compared to its peers in other high-risk industries, our research indicates mining has the most room for improvement when it comes to effective safety leadership. In this presentation safety culture, climate and leadership will be outlined. Additionally, research data collected from our clients, across a variety of industries, will be shared to inspire reflection on the value of safety leadership. Finally, strategies to empower leaders and increase safety leadership behaviours will be described.

The background and the basis for conducting a Technical Due Diligence are discussed as well as the source information, typical studies and potential limitations. Typical short comings including ‘show-stoppers’ are presented for the metallurgical area, with examples. Issues found in other areas such as geology, mining, infrastructure and financial evaluations are briefly reviewed, highlighting the input and interaction required by metallurgists with these disciplines. The extraction of gold and silver from chalcopyrite concentrates has been investigated. In view of the recent interest in non-cyanide leachants for gold and silver, one such alternative reagent, namely thiourea, has been employed in the present work. Precious metal leaching was attempted from received copper concentrates as well as pre-oxidised concentrates. Pre-oxidation of the concentrates was carried out by three different methods, namely roasting, pressure oxidation and biological oxidation. After pre-oxidation and leaching of the base metals, the leach residues were subjected to further leaching for precious metal extraction. The results obtained on the extraction of gold and silver from received concentrates as well as pre-oxidised concentrates are presented and the effectiveness of the three pre-oxidation routes employed is compared.

The outstanding environmental management initiatives undertaken by Novacoal at its Western Main Site near Lithgow in New South Wales over the past five years are detailed in this paper. These initiatives have been based on a combination of proven and innovative investigation and implementation techniques, close consultation with regulatory authorities and full support by colliery management. The results of these initiatives have enabled the colliery to exceed its pollution control obligations from a base well below industry standards. The initial poor condition of the mine was the result of over 50 years of traditional mining which paid little regard to environmental management. The transformation of the colliery within such a short period, with limited capital, is considered a model for the N.S.W. coal industry.

An experimental study of the packing of a coal heap has been carried out. The bulk density of a coal heap is considered as a function of a number of variables, viz flow rate, conveyor belt speed, the height of the disengagement point of the conveyor belt, coal particle density, moisture content, the size of the heap and coal particle size distribution. The effects of the dimensionless numbers resulting from dimensional analysis on the packing density of a coal heap have been experimentally examined and analysed. Based on the experimental results, equations have been formulated for the estimation of the bulk density of a coal stockpile. The validity of these equations are checked by comparing the predictions with measurements of real industrial Stockpiles.

The Crown Minerals Act provides a new+framework for the management of Crown owned minerals and requires that regard be had for the principles of the Treaty of Waitangi. The Act requires the preparation of Minerals Programmes to achieve the Act's objectives of efficient allocation of rights and the recovery of a fair financial return on its minerals. Efficient allocation requires that a permit is allocated to the party which values it most highly. A fair financial return to the Crown must be considered in the context of the economic rent available from individual mineral projects, with the proviso that a nil return to the Crown as the owner of the resource will not be considered a fair return from the community's perspective.

Consolidated Rutile Limited's (CRL) operations incorporate the exploration, mining, processing, marketing and distribution of mineral sands. This paper outlines the current scope of CRL operations in vegetated sand dunes on North Stradbroke Island (NSI), Queensland. Included are some specific comments relating to design and construction of high capacity dredges which float in artificial ponds and are an integral part of mining high dune ore reserves. Three floating cutter suction dredges with combined sand throughput capacity in excess of 7000 tph are used in mining operations on NSI. Initial processing is by gravity and magnetic methods on large wet concentrators also floating in the artificial ponds. Spiral sluices are used exclusively in the newest concentrator, which has the highest recovery of heavy minerals.

The Australian underground contract mining industry has grown from almost nothing 25 years ago to the point today where half the countryÆs underground mines are using contractors to produce their ore and do their development. This growth was driven by the need to change poor industrial relations and work practices in sectors of the industry, along with the needs of many small gold mine owners to preserve their capital by using contractors to do their mining. The industry is dominated by two major privately owned contractors with a number of other publicly and privately owned contractors making up the balance of the market. This paper discusses the important trends in the contract mining industry and the directions it may take in the next few years.

The extension of theoretical and laboratory studies of the roasting of tantalite and cassiterite concentrates from Greenbushes Tin Limited to pilot and semi- commercial plant developments is detailed. A rotary pilot furnace was used to prove the feasibility of the process and a semi- commercial plant was constructed at Greenbushes to produce large quantities of roasted calcine. The additions and conditions of the laboratory study were employed to achieve marketable grades of calcine from the two materials. As well as producing calcines with less than 0.1% Sb, most of the tin in tantalite was recoverable to a separate fume product. Tin fumed during cassiterite roasting on a semi-commerical scale amounted to less than 1% of the tin in feed.

Traditionally mill operators have been employed with varying educational backgrounds with little if any formal training in aspects of mineral processing. Pasminco Mining-Rosebery, in line with other organisations, saw the need for a prerequisite entry level for operators to enter the industry. After initial discussions between various West Coast Mines personnel, union and government representatives, an industry working group was formed in 1989 with the aim of developing a traineeship suitable for the mineral processing industry. Training and technical representatives from four of the West Coast Mines and TAFE were commissioned with the curriculum development. The resultant course, which is recognised under the Australian Traineeship system, involved an integrated on and off-the-job training program, including 13 weeks of formal off-the-job instruction.

The successful application of flotation is now over one hundred years old. However in a practical industrial sense, it still remains predominantly an art rather than a quantifiable science. Moreover, the laboratory testing, interpretation and application of the technology can still be tedious, time consuming and costly. This paper outlines the use of proven statistical design of experimentation software for rapid optimisation of flotation testing with limited representative sample utilisation. This results in less costly required testing, a more thorough understanding of results and the ability to simultaneously optimise several variables and outcomes at once. At the Center for Advanced Mineral and Metallurgical Processing, this testing methodology has been used successfully in many metallurgical development and plant optimisation projects thereby confirming its real world utility and application.

Two column flotation cells have been installed as single-stage rougher cleaners at Batu Hijau. The objective was to provide additional residence time in the cleaner circuit to maintain maximum recovery during high mill throughput and high feed grade periods. Installation of the columns has allowed the relatively coarse, well-liberated rougher concentrate and the relatively fine, low-grade scavenger concentrate to be treated separately, improving metallurgical performance in the cleaner circuit. Plant results show that the columns produce a high-grade concentrate at an average stage copper recovery of approximately 80 per cent. There is also indication of increases in both overall plant copper recovery and final concentrate copper grade. In addition, the operability and stability of the cleaner circuit has greatly improved.

In pursuit of optimising the cemented rockfill system fragmentation of the aggregate, while travelling through the surface-to-underground aggregate transport raise, was investigated and a æfines estimationÆ equation was determined. When used with the rockfill strength estimation equation, the fines estimation equation enables an accurate estimation of the compressive strength to be derived theoretically. Optimum fill raise orientation was examined and recommendations are given depending on the varying stope dimensions. If the maximum dimension of the stope is less than 30.5 m (100 ft), a single, centrally located fill raise will suffice. However, as the stope dimensions increase, the number and orientation of the fill raises becomes more complicated and each stope must be examined on an individual basis.

The optimum defluorinating conditions for Sichuan bastnasite crude ore were determined by orthogonal experiments. Over 95 per cent fluorine in the crude ore was stripped by roasting 30 minutes of the crude ore with Na2CO3/ore =0.25 at 650oC. The stripped fluorine crude ore was further treated by NH4 Cl to recover rare earth. Above 95 per cent rare earth can be leached by water after the stripped fluorine crude ore mixed NH4Cl(NH4Cl/ore =1:1) roasted 1 h at 325oC. At the same time, the rare earth leaching solution contains little Fe, Si and Al. Therefore it is propitious to further purify the solution and recover rare earth.

Hydrodynamic and mass transfer performance are presented for a 72.5 mm diameter pulsed disc and doughnut column of the type used by Western Mining Corporation, Olympic Dam Operation, for the extraction of uranium from sulphate media using Alamine 336 as extractant. For the present purpose, 4.0 g/L sulphuric acid was used as solute. The mass transfer data were interpreted in terms of the diffusion model, thus accounting for continuous phase axial dispersion. The results indicated that an efficiency corresponding to approximately one transfer unit over the 1.0 m height of the column was obtained. This efficiency is comparable to that observed by Gottliebsen (1997) for a pulsed perforated plate column using 173 gm/L sulphuric acid.

In the paper the main concept of qualitative simulation is determined when computer-aided designing and forecasting of designs of robotised continuous-flow working face complexes for underground mining of hard ores. The parametric model æunderground ore mineÆ and its components û composite models are considered. Frame description of structure of working face complex and methods of organising of rule-oriented representation of knowledge when itÆs operating are given. The architecture of the developed prototype of expert system æworking face complexÆ and construction of a knowledge base for it are described when solving problems of multi-criteria optimisation of computational parameters of the working face complex under conditions of uncertainty. The guidelines for further development of knowledge base and expert system are given.

The energy input requirement to produce the molten slag associated with iron production to the modern Australian blast furnace, is estimated to be 2.OMJ/kg. In converting blast furnace slag to products of higher commercial value, advantage should be taken of this energy content by transporting molten slag from the furnace for beneficiation and processing in the molten state at an "off furnace site". The refined slag melt may then be converted into a variety of products for use in the building and construction industries, e.g. slag cement, slag sand and slag aggregates, insulation wool and various slag ceramic products. Some results of studies into slag melt beneficiation and conversion processes involving both molten and cold granular slag raw material, are presented.

Some only types of bank finance are appropriate for mining development, with conventional fixed rate finance having significant limitations of flexibility. New, innovative and flexible instruments have recently been utilised within project financing packages. A strictly limited number of specialist project finance banks exists, with the necessary specialist personnel able to address project cost-competitiveness, cost and commodity forecasting, joint venture negotiations, and completion and sales undertakings. Different techniques of internal bank appraisal are applied, with the usual equity investment project valuation criteria being seldom useful for loan assessment purposes. Company attention paid to the preparation of a sensitively structured bankable presentation can prove most effective for securing development project finance. Substantial scope is possible for savings of time and money.
