The Pilbara iron ore industry has seen rapid growth over the last five years and is now bracing itself for another expansion which will take its seaborne trade to beyond 500 Mt/a. To effectively utilise port capacities, port stockpile turnover will become extremely rapid and each stockpile built will have to be of a quality which is precise and unbiased.Sampling systems at the older Pilbara mine sites were generally designed during the 1980s and reflect the practices which were considered adequate at the time. Hence, the precision of measurement at production sites is generally unknown and quality assurance (QA) of sampling facilities falls short of what current best practice suggests. This paper suggests practical improvements in sampling practices and quality assurance, which will assist the industry in achieving quality objectives in times of rapid mining expansion.

Modern minerals projects face serious challenges in earning and maintaining acceptance by their key stakeholders. Factors which underpin effective response to managing these challenges include consideration of public affairs issues from the earliest planning stages, building robust alliances with a range of influential partners, developing a level of transparency in all operations and decision-making and integrating activities towards resolving key strategic issues. Effective community relations is vital and there are a number of elements common to the best approaches. These include senior management support and involvement, appropriate involvement in project decisions and activities by community members and company responsiveness to community expectations. The project's operations manager and executive team must fully commit to developing the capability and processes to meet these challenges. They require a whole of project response and it is not an option to manage them peripherally.

It is a well known fact that the best method of rock reinforcement is to avoid physical ground support. This goal can be achieved by means of: - Increasing the rock structural strength - Geological definition and forecasting. - Sequencing the excavation - Smooth blasting In many cases however, extra ground support is needed in order to maintain safe working conditions. In an open pit, the structural strength of rock cannot be increased by lowering the pit walls due to economical reasons. Economy demands steeper walls and less waste to be hauled to the dump. The geological conditions can also often be extremely poor and unpredictable. For excavation sequencing and smooth blasting there are good possi- bilities, such as cleaning of the pit walls after the main excavation, arul- ing of long small diameter straight inclined holes, use of smooth blasting techniques and lightened explosives.

Recent developments in diamond drilling practice have been chiefly 'concerned with modifications in drill design and 'operating technique whereby an increase in daily footage rates and reduced footage costs have been achieved without any marked improvements in the recovery of core. This trend is perhaps due to the general acceptance by the mining and drilling engineer alike of the belief that diamond drilling has definite limitations in exploratory work on mineral deposits characterized by irregularities in continuity and grade, such a belief arising from the fact that drilling technique has not yet evolved coring devices to ensure the full recovery of the rock and mineral formations penetrated.Current diamond drilling operations at Moonta and Wallaroo Mines, carried out by the South Australian Department of Mines, have attained remarkable results in completely eliminating core-loss by the use of a special double-tube core barreI.It is considered that assays of borehole samples taken with this special barrel have a reliability comparable, if not superior to that of similarly situated mine samples and, provided they are spaced satisfactorily, can be used as, a basis for calculating tonnage and grade. Formerly, with only partial core-recoveries, positive borehole results on narrow irregular lodes, such as those in the Moonta and Wallaroo Mines, could be accepted mainly as indications of the presence of mineralization, and could have only a limited bearing on estimates of ore reserves.The value of this special double-tube core-barrel lies In the fact that it guarantees good core recovery and, therefore, good samples, and eliminates the need for sludge-sampling, which is prone to give unreliable assay results from several causes, such as gravity concentration in the bottom of the hole and return water losses which cannot be overcome.In view of the increasing demand for minerals and the probability that the search for them will be carried on largely by boring, it is felt that it would be of interest and value to direct the attention of mining engineers to core-recovery results obtained by diamond drilling plants in South Australia and the features of the special core-barrel, designed by the writer, which has made this possible. Also, the writer is desirous of placing on record two other core-recovery devices designed to extract accurate samples in relatively soft or unconsolidated formations. The latter are used with percussion and calyx plants, respectively and their value has been proven on phosphate rock and coal deposits in South Australia.

In the first, bubbles begin to be evolved more or less rapidly from the lead, and in the second, which occurs at a higher temperature than the first, hydrogen and sulphur dioxide are evolved, free sulphur is liberated, and leadsulphate is formed. The second action may be violent and usually continues till the lead is all consumed.Attempts have been made to apply these reactions, by means of a standard procedure, as a "Flash test" for the acid resisting qualities of chemical sheet lead. The equilibrium phase relations in the Fe- Mn-Ti-0-S system were established at 1380 and 1485 K. The elemental distributions between the equilibrium phases were obtained by chemical- ly analysing selected samples from the phase study. The results are considered in relation to the coal reduction process for upgrading ilmenite. The beneficial effect of adding sulfur to a kiln that uses a manganese-rich feed is ex- plained by the formation of a metal-sulfide solid-solution phase that removes part of the manganese from the oxide system. The optimum conditions for operating the reduction kiln are determined, and the practical need to operate the kiln at other than optimum conditions is explained. It is shown how the experimental data can be used to predict the best compromise conditions for reduction and the resultant purity of the product.

Drilling and shooting techniques at Moura open-cut have evolved over a period of 16 years and are the result of hard earned experience combined with established practices and consul- tation with professional services. The wide range of overburden types encoun- ted in the field requires varying methods to achieve the best results at all times. Safe working conditions for the employees and protection of mining equipment is of para- mount importance and close liaison is maintain- ed with the Department of Mines Queensland to keep abreast with changing legislation. Drill patterns, charging profiles, types of explosives and ultimate results are des- cribed in detail along with a resume of equip- ment. Costs of drilling, labour and explosives are also analysed with a total of approximately 20c per cubic metre of shot ground. Future developments and improvements to facilities are also outlined.

PlannersÆ optimism (or maybe commercial necessity) means that most mine plans use equipment rates that are rarely achieved (Lumley and Beckman, 2009). This lack of understanding of what equipment actually moves is causing erroneous equipment forecasts, leading to incorrect mine development plans and economic evaluations. Compounding this problem is a downward trend in actual equipment performance in some areas. Consequently, the presentation of realistic mine plans that are actually achieved in practice is not a common occurrence. However, rational, fact-based mine planning is available to those who want it. Hundreds of millions of cycles of data from open cut mining equipment has been collected from mines around the world since 1992. This unique and highly valuable databank is growing at an exponential rate and is being used by a number of our big miners to support rational and fact-based decision-making. However, neither the use nor the appreciation of the value of this data is universal. There is a challenge to everyone in the mining industry - how do you access value from it? The databank was drilled into and the results analysed for, the Australasian Mining and Metallurgical Operating Practices (AMMOP) publication (Lumley, in press). For this paper the analysis has been extended to include interpretation of trends for draglines, shovels, excavators and trucks. It investigates trends between coal and non-coal mines and across geographic areas. It is known that mining equipment performance in most sections of the industry is falling. This paper attempts to quantify the fall and provide explanations. The trends are analysed to extract the reasons behind the changes and most importantly, what can be done about it.CITATION:Lumley, G, 2012. To construct the accessing railroad line to the northern portal of Seikan Undersea Tunnel, nine tunnels amounting 7.4km in their total length were excavated through soft mudstones of young- er tertiary era with use of smaller-sized mechanic al excavators. Rocks were classified in four classes to which the tunnel support was designed respectively. Of several combinations of driving equipments stu- died comparatively, the method using the mechani- cal excavators was estimated to be the best choi- ce. The efficiency of the excavator was traced in every construction section and the data colle- cted was reviewed numerically. The result showed that the efficiency of the excavator dropped wh- ere the rocks were as hard as over 200kg/crif for compressive strength. And a few technigues in tunnelling i.e. contr- olling dusts in shotcreting, lattice arch, evaluati- ng measured deformations were tested and review- ed too.

When ore is being selected from a regularised block model, a common procedure is to accept as ore any block whose iron content exceeds a cut-off value, and whose content in each contaminant analyte is below an appropriate cut-off value. This method defines a quadrant within the multidimensional analyte space, such that any block lying within the quadrant is accepted as ore and any block lying outside the quadrant is rejected as waste. The cut-off levels can be adjusted to maximise ore tonnage at a target grade (or analyte vector). When the method is applied to a project comprising multiple pits with systematically differing grades, it is found that ore tonnage at target grade is maximised if different cut-off quadrants are used for the different pits. This is apparently illogical, because it implies that an ore block from one pit may be accepted as ore, but an identical block from another pit is rejected as waste, even when ore from both pits is to be blended into the same product and there are no production cost differences between the pits. The paradox is an example of the ætheory of the second bestÆ: if there are multiple conditions for optimality and one condition is broken, then obeying the other conditions may not be the best policy. The problem lies with the quadrant cut-off method, which is shown to be inconsistent even for selecting ore from a single pit. A criterion that is inconsistent cannot be optimal. It is shown that a linear composite cut-off function provides maximum ore tonnage, and that a single composite cut-off criterion is consistent and optimal over multiple pits. Further, it is shown that a composite cut-off function not only maximises ore tonnage at a specified composition, but also can be used to select ore so as to maximise project value, if marginal costs and values are available.CITATION:Everett, J E, 2013. In choosing the subject for my address to you this evening I was actuated by the knowledge that in the past Australian metallurgical problems have been solved by the introduction of extremely interesting processes. Frequently such processes originated in this country, or at least were first adopted here on a large scale.Chronologically there comes to mind the application of chlorination to the Mount Morgan ores from 1888 onwards.Then the application of pyritic smelting to the Mount Lyell ore body in 1896, followed closely by the successful flotation of zinc blendÇ! at Broken Hill, about 1900, and the treatment of the refractory Kalgoorlie gold ores by roasting and cyaniding. With the development of the differential flotation process at Broken Hill came the production of a slime lead concentrate carrying zinc which necessitated the use of a high zinc slag in the lead smelting process. Although previously considered impossible, the necessarytechnique was successfully evolved at Port Pirie resulting in the accumulation of large tonnages of zinc-bearing slag as potential sources of that metal. The past twenty years have witnessed:-(a) The establishment of a flourishing iron and steel industry, with its attendant coking and by-product plant at two centres in New South Wales, namely, Newcastle and Port Kembla.(b) The establishment of an electrolytic zinc process at Risdon in Tasmania.*Presidential Address, Melbourne, 20th August, 1936.

The rush for alternate iron-units in the last few years spurred a true outbreak of new alternate iron units projects many of them incorporating new process in what can be classified as the.most fruitful and innovative technology outburst, in the steel industry, in decades In a recent paper we focused on what would be, in our opinion, the ultimate targets of the use of alternate iron-units by mini-mills: 1. to improve quality, 2. to reduce cost, 3. to increase plant productivity, and 4. to improve `supplyability'. With these objectives in mind liquid hot-metal, among all possible scrap substitutes, has been proven to be by far the best. This conclusion stems from many different authors who have reviewed the `value in use' of hot-metal against other alternate iron units and measured its impact on steel-shop productivity and cost (Figure 1).

A theoretical model for gas outbursts in underground coal mines is as follows. An outburst is the structural failure ofcoal due to excess stress resulting from body forces caused by gas pressure gradients. These body forces influence the stability of a mine face in the same manner that gravitational body forces affect the stability of the roof of a mine. The magnitude ofthese body forces can be appreciated when it is realized that for an average density coal, the gravitational body force is equal in magnitude to the force from a gas flow with a pressure gradient of 14 kPa m-I. Gas pressure gradients and the resultant stresses within a seam can be calculated with numerical methods. Thus, providing the necessary parameters can be measured or estimated, in principle the theory can be applied to compare the outburst risk of various mining arrangements.

The Bulli Seam, New South Wales, comprises medium to low volatile bituminous coal, generally of coking quality. It is worked over an area embracing 300 square miles.Variations in several factors are found.1. The seam is somewhat disturbed and dissected by various structural features.2. This structure, and present topography, have resulted in depths of cover from very shallow to approaching 2,000 ft in the presently worked areas.3. Wide variations of seam thickness occur.4. Gradations of rank occur from place to place.5. Variations in seam gas content and wide variations in seam gas composition are experienced.6. Variations in coal strength occur.These factors may contribute to the occurrence of stress and gas phenomena in mining exploitation.INTRODUCTIONThe Bulli Seam, the most extensively worked seam in Australia, is the uppermost seam of the Illawarra Coal Measures, which comprise the southern portion of the Sydney Coal Basin. Generally, the rank of the seam and its assemblage of types make it ideal for the production of hard metallurgical coke. The thickness and relatively flat dips render the seam suited to mechanized bord and pillar mining, and this method is used almost without exception. At the north-eastern corner of the field, stress and gas phenomena have occurred during mining.Various data have been assembled on physical, chemical and geological conditions of the seam which may influence the occurrence of stress and gas phenomena. This material is presented in an attempt to explain the location of such phenomena to date, and to enable variations in conditions to be considered when future possibilities are being assessed.

Despite significant investment in safety in the mining industry (mostly focused on processes and systems), many companies are unable to sustain and further improve their performance resulting in continued workplace incidents. The problem persists despite the best efforts of companies and allocation of resources to achieve Zero Harm. A DSS survey in 2019 found that two out of five companies that cannot manage risks and face disaster, leave the market within five years. All safety/risk management systems have the common steps of risk identification, prioritisation, design of controls consistent with risk tolerance, and verification of implementation/operability of controls. This is then complimented with improvement to one or more of the above elements through learnings obtained from incident investigations. In principle, the above process should work to reduce risks to, and keeping them at, a risk level consistent with risk tolerance in the organisation.

Simulation is increasingly being used to analyse mineral processing operations and explore efficiency options. Engineers that use simulation are rightly concerned with the quality and applicability of the underlying models. However, many of these models have a significant empirical component, and the best structure for this component may not be apparent. There is an opportunity to improve the quality and application range of these models by exploring potential structures for this empirical element. One approach to this problem is the use of structural optimisation, which is a formalisation of the model development process. This method searches through a family or hyper-structure of candidate models for a model that is optimal with respect to some measure of model quality. This method has been applied to the modelling of an industrial flotation circuit. The result was a model that was a significant improvement over a number of standard models reported in the literature. Structural optimisation provides a method to compare potential models in a systematic and efficient way, and hence to improve the structure of process models.

It is now recognised that rotary sample division is by far the best laboratory tool for extracting subsamples from a lot of material. In terms of sampling theory, rotary division, by virtue of the fact that it can extract many increments from the lot during the division process, radically reduces the variance due to distributional heterogeneity in the sample being divided. There are a number of occasions in sample preparation when it is necessary to extract a subsample of a target mass. To do this with rotary dividers taking a fixed fraction of the starting mass is a tedious task. In response to this problem, a variable split sample divider has been designed and built for the mineral industry. This paper discusses the utility of the device and presents test data showing that the machine is capable of making accurate mass split while overcoming segregation in the material being divided.
