After considerable input from the mining industry, the Canadian Securities Administrators (CSA) finalised National Instrument 43-101: Standards of Disclosure for Mineral Projects. This Instrument, which became law across Canada on 1 February 2001, applies to all technical public disclosure on mineral projects and requires all technical disclosure to be based on the work of a æqualified personÆ (QP). While the QP is quite similar to the Competent Person in Australia there are important differences when it comes to all disclosure. This paper will summarise the main areas in which the Instrument introduces major changes to Canadian disclosure standards on mineral projects including the role and responsibility of the qualified person; the increased requirements to file technical reports; the incorporation by reference of the October 2000 CIM definitions of resources and reserves and additional rules governing written disclosure of scientific and technical information. In October 2001, eight months after the implementation of NI 43-101, the CSA compiled a list of frequently asked questions (FAQs) and CSA responses to assist mining industry participants and their advisors in understanding and applying NI-43-101. This document has been well received by industry. The CSA plans to update the FAQs when further guidance is requested. Two industry committees have been established to provide the CSA with technical advice on the application of NI 43-101. As recommended by the Ontario Securities Commission/Toronto Stock Exchange Mining Standards Task Force, the CSA has established an external industry advisory committee û the Mining Technical Advisory and Monitoring Committee (MTAMC) û to monitor the application of NI 43-101 and advise the CSA on industry and professional developments. The role of the CSA-Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Working Committee on Reserves and Resources is to ensure that the future changes and updates to the CIM Standards can be efficiently and effectively incorporated in NI 43-101. During this first year, the Canadian securities regulators have seen an improvement in the quality of disclosure on mineral projects, which will increase investor confidence in the industry.

Mining companies and operations across the globe typically target best practice financial management, along with a focus on economically driven mine plans. Not only is this inherent in running a successful mining business, but also critical in addressing investor scrutiny. The standards for social and environmental practices is less consistent than this, with most companies adopting standards that are driven through legislative and compliance requirements of the nations in which they operate. Although there is still room for improvement, Australian is a country that stands at the forefront of social and environmental legislation, driving more sustainable planning practices for mining operations, with an ever-increasing focus on mine closure considerations. Of the many nations yet to reach such a legislative position, Kazakhstan is a place where some companies are driving towards world class standards beyond what is government mandated. The soil-water characteristic curve (SWCC) is one of the most essential soil properties in unsaturated soil mechanics. The water flow and storage characteristics of an unsaturated soil are closely related to the amount of water contained in the pores and the negative pore-water pressure in the soil. These are both in turn, related to the particle-size distribution and the plasticity of the soil. The SWCC is obtained by laboratory testing which is difficult to perform, costly and time consuming. There is a significant advantage in establishing typical SWCC envelopes for different soil types from a geotechnical design and analysis viewpoint. This paper presents some of the research work undertaken by UWA and NTU to develop SWCC envelopes for soil types classified in terms of the ASTM D2487 Unified Soil Classification System (USCS). This was done by establishing a large database of soils from across the world, classifying them according to ASTM D2487 and undertaking SWCC testing for each soil. Best practice standards generally recommend assessment of the environmental and societal risks posed by tailings storage facilities, but they rarely specify how the analysis should be made. As a case study, this paper describes a safety assessment of the Zelazny Most tailings pond operated by the Hydrotechnical Unit of KGHM Polska Miedz SA in Poland. The complete assessment includes a failure mode effect criticality analysis (FMECA) that considers all conceivable failure modes, but this paper focuses on one key mode, the loss of stability during the planned raising of the crest above its current level. Reliability against static dam failure considers uncertainty on the safety factor in a limit equilibrium approach. The threat of dynamic (earthquake induced) instability is assessed by developing a model of future seismicity as a function of the mining plan and considering uncertainty on the induced permanent displacements along critical sliding surfaces. We quantify the additional level of protection against outflow provided by the beach using an event tree with expert-assigned probabilities. Continuous monitoring of the dam for premonitory signs of instability and a set of loss-prevention plans in the case of a spill provide additional layers of protection; their effectiveness is quantified by estimating the fraction of the population that could be evacuated as a function of warning time. The probabilistic analysis indicates that the safety targets are met and produces practical recommendations on how to maintain and improve the safety level while the dam crest is raised above its current level.CITATION:Van Dyck, J, Pytel, W, Veneziano, D, Snow, R and Zanoli, O, 2015. The European Union (EU) have recently issued new Threshold Limit Value-Time Weighted Average (TLV-TWA) for diesel exhaust contaminants, which are CO, NO2 and DPM. The new limits for CO and NO2 were issued in 2017 whilst the one for DPM was issued in 2019. However, in order to allow EU mines to formulate strategies to comply with these new limits, the EU granted a transition period in which mines could use the old limits until the new limits are enforced. The new limit for CO and NO2 will be enforced from 21 August 2023 whilst the one for DPM will be enforced from 21 February 2026. The new limit for NO2 and DPM is very low, 0.5 ppm for NO2 and 0.05 mg/m3 of Elemental Carbon (EC) for DPM. Combination of these two limits would be the lowest among all mining jurisdictions worldwide. It poses a huge compliance challenge to EU mines if they keep using diesel machines. Therefore, a study and a field trial were carried out by the author in 2019–2021 to investigate whether replacing diesel machines with Battery Electric Vehicles (BEVs) would be the best answer to this challenge. Adaptive mineral processing has to rely on spatially predicted information on primary geometallurgical parameters, like phase composition, size and shape distributions of grains from various phases, portions of value elements in different grain types. Naively, one would predict these parameters geostatistically and select an optimal processing for the predicted structure. This is suboptimal, due to various kinds of non-linearities in the problem. First, some primary geometallurgical quantities themselves are measured in non-real scales, like compositional or stereologically distorted geometric information. Standard geostatistics has to be replaced by compositional and geometric geostatistics, involving complex transforms and restrictions. Further, only partial and uncertain information is available, introducing a stochastic character to the optimisation problem. Moreover, many response variables leading to costs, outcomes and eventual effects of later processing depend non-linearly on the primary geometallurgical parameters, which implies that the final monetary value is not estimated unbiasedly by kriging. Finally unbiased linear prediction (such as kriging) is not the best method of prediction for decision making. The conditional expectation of the monetary values is needed instead. The impact of these problems is explained in this paper, with simplified examples, and a first approach to a general solution is proposed. During 2007 and 2008, the project Optimal Fragmentation in Blasting II was conducted at the Långåsen quarry of NCC Roads AB near Arlanda. The main goals were:an evaluation of the effect of using electronic delay detonators (EDDs) in quarry blastinga validation of the design curve concept introduced at the Vändle quarry.Five production blasts were monitored. After a first trial round, the remaining four rounds each had about 100 Ø89 mm holes in a 14–19 m high bench charged with site mixed emulsions. In rounds 1 and 2, a tighter pattern than normal was used in one half of the rounds, raising the specific charge there from 0.7 to 1.0 kg/m3. Non-electric initiation was used with two holes per 25 ms delay in-row and 67 ms between rows. In rounds 3 and 4, electronic delay detonators were used instead, with 10 and 5 ms in-row delays respectively.The monitoring encompassed drill hole collaring and alignment, in-hole deviations, the rock structure in the bench faces from 3D imaging, first row burdens, etc. Eleven 400 t samples were taken from the muck piles and sorted in the quarry and sieved in the laboratory (lab). The lab data made up a fines tail that was grafted onto the in-pit sorting data to form sieving curves for the test piles. These curves were then compensated for the absence of boulders to construct the sieving curves for the blasted muck pile.These have been used to derive fragmentation model formulas for the non-electric rounds, also called design formulas. They are based on blast geometry, charging data and the properties of the rock mass. The formulas may be used to estimate the effect of changing blasthole pattern, borehole diameter and stemming length for example.The use of EDDs gave several unexpected results. In comparison with non-electric initiated rounds with a somewhat lower specific charge the fragmentation was much coarser; x50 increased from 160 to 200 mm. Brownfields geoscience measurement such as drilling and surface geophysics can be costly and it is often difficult to weigh the cost of data collection and processing against the value it unlocks at the time of extraction. This makes it difficult to prioritise geoscience expenditure and find the optimum intensity of geoscience activity across competing assets. There are multiple options for managing resource uncertainty and spatial variability through mine planning and resource engineering such as varying marketing strategy, adjusting stockpile or other infrastructure design and product blending. Consideration of these alongside increased data collection further complicates finding a comparable value of geoscience programs to determine the right blend of geoscience measurement and engineering controls. Concepts similar to Value of Information (VOI) analysis which is applied to strategic planning can be used to estimate the value of geoscience measurement and pit sequencing at tactical planning and operational timescales. This involves the quantification of resource uncertainty and prediction of how it will affect resource extraction. This paper outlines this process and demonstrates its use to prioritise geoscience at BHP Coal Assets. The value of infill drill programs in enabling operational stability is quantified and compared the value of engineering controls like increased stockpile capacity. This study supports that idea that the application of VOI methods to bulk mining at tactical time horizons has potential to inform geoscience planning and resource engineering not just separately, but as part of a unified strategy for managing resource uncertainty.

Laboratory testwork was carried out on an overall orebody composite, of 2.9 per cent Cu and 4.2 per cent Zn, prepared from drill core taken from the Currawong fine-grained, copper-zinc massive sulphide deposit near Benambra in Victoria. While 90 per cent of the copper was readily recovered in a concentrate of 20 per cent Cu, after grinding to 95 per cent passing 38 microns, zinc responded poorly to conventional flowsheet/reagent regimes. Experience elsewhere with the use of reverse cleaning, to separate pyrite from sphalerite, led to a series of tests in which better (but still modest)metallurgical results were obtained. The best result was a zinc recovery of 55 per cent in a concentrate of 50.5 per cent Zn. The major loss of zinc occurred in the reverse cleaning stage where the unit recovery of zinc was similar to pilot plant results achieved at Mount Isa Mines on similar feedstock. Diagnostic mineralogy suggested that an overall zinc recovery of 70 per cent was probably the practical upper limit, at a 50 per cent Zn grade.

The Tooloom gold field is located within the New England Fold Belt in the far northeast of New South Wales, approximately 130 km south southwest of Brisbane. Gold was first discovered at Tooloom in 1857. Within a few years up to 10 000 people were mining placer gold deposits in the Tooloom valley and a few tried their hand at mining hard rock occurrences as well. Mining of alluvial gold continued in a small way at Tooloom until very recently, but only in the last few years, since Malachite Resources acquired its interest at Tooloom (now 100 per cent), has the full potential of this large, reduced intrusion-related gold field been appreciated. By the mid 1870s, once the alluvials were largely worked out, most of the early miners had made the 270 km trek north to the newly discovered Gympie gold field and Tooloom slipped into obscurity. Such was this obscurity that the Tooloom gold field was not recorded on published Government geological maps until 2001, four years after Malachite became involved. The many hard rock prospects that Malachite has identified in recent years were largely or completely unknown. Tooloom is a good example of blinkered thinking when it comes to modern mineral exploration. The New England province in NSW has long been the æpoor relationÆ to the much better known and more highly favoured Lachlan Fold Belt in NSW. It has also suffered serious neglect compared with the Queensland part of the New England Fold Belt that hosts such major gold deposits as Mt Morgan (>7 Moz), Gympie (>3 Moz) and Cracow (>1 Moz). Tooloom is proof that prospective geology does not stop at state borders.

Many deposits have been evaluated as potential block caves over the last 20 years due to the perceived benefit of low operating costs. However, block cave projects are typically capital intensive, with mass mining providing high throughput rates that required large investments in mining, processing and utilities infrastructure. While the key economic metrics in deciding to proceed with a caving project are typically net present value (NPV) or internal rate of return, these may not represent the best decision metrics for some companies. Where a caving project is competing for scarce capital amongst other projects in a company’s portfolio or where the caving project is the only project being evaluated by a company trying to raise capital, other metrics may be more appropriate. This paper explores the use of present value ratio and the minimising of maximum negative cash flow as suitable metrics in determining alternative strategies. Trade-offs between optimising for economic value and capital efficiency measures allow for decision-makers to evaluate potentially higher-risk, higher-capital and maximum NPV projects against lower-risk, lower-capital projects.CITATION:Stewart, C A and Butcher, R J, 2016. "The Global Mining Standards and Guidelines Group (GMSG) currently supports nine individual industry working groups focused on developing standards and guidelines for the mining industry. In 2013 the GMSG established the Industrial Comminution Efficiency (ICE) working group to develop freely available guidelines for plant operators to quantify the operating efficiency of industrial comminution circuits. This initiative has engaged a diverse group of representatives from mining companies, equipment vendors, consultants and metallurgical laboratories with vast experience and capabilities in the field of comminution. The GMSG has issued the first two guidelines from the ICE working group in 2015–2016, with the third guideline having completed the approvals process and being in the final stages of editing ahead of release later in 2016.Two of the ICE guidelines present methods to quantify comminution circuit efficiency, and a complementary guideline describes best practice methods to collect the necessary samples and data to furnish these assessments. Collectively the guidelines cover sampling, survey data collection, laboratory testing procedures and calculation processes to allow the user to generate a relative circuit efficiency factor for the comminution circuit at the time of survey. The reference energy consumption is calculated considering the measured F80, P80 and ore strength at the time of survey, using either or both of the Bond or Morrell methods presented in GMSG guidelines dedicated to each method. The guidelines consequently provide the end user with practical tools to perform circuit efficiency analysis and to readily quantify the impact of optimisation efforts.This paper presents the content of the three ICE guidelines and describes their intended application.Citation:Giblett, A and Daniel, M, 2016. Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. Determining the controls of high-grade mineralisation at Vera Nancy requires careful data collection and assessment on a global and specific deposit basis. The techniques developed over 60 years ago to analyse structure, grade and width data are just as applicable today and can be enhanced using modern geological modelling software. High ore grades at Vera Nancy are controlled by both the primary geometry of the mineralised structure and the intersections of the main mineralised veins with subordinate splay veins. The main mineralised structure dilated as a consequence of extensional tectonics while the splays acted as conduits bringing oxidising surficial fluids into mixing zones precipitating high gold grades. Near-mine exploration is focussed on identifying zones of vein flexure and splay interaction to locate the relatively small high-grade shoots. Data modelling in a 3D environment is an essential process for understanding the geometry of the system being explored.

In conjunction with Charles Copeman, we have arranged the presentation of a paper by Charles with a support paper by myself presenting alternatives to currentaccepted legal concepts involving the ownership of minerals by the Crown and the absence of ownership in any minerals or entitlement to benefit therefrom by the owner of the land on or under which the minerals occur.2. The current situation has its historical route in the concept of gold and silver being royal metals and belonging wherever situated in the Kingdom to the King and it is submitted it can be'seen as being archaic in nature perhaps even feudal and perhaps worthy in this day and age of reconsideration.Our purpose in these papers is to present an alternative view supported by argument challenging the present system and hopefully, creating room for comment and interchange amongst those involved in the industry. My solutions are not Charles Copeman's solutions and vice-versa. However, we do share a common belief that the present system may not be the best system.

I wish that in addition to being a Pro- fessional Engineer I was also a communications expert. My principal task this morning, and yours after this meeting, is to convince a wide variety of individuals that steel industry slags are a high quality material that can be used for many purposes; and that their use can significantly alleviate some of the problems facing engineers, public officials, and the general public in our countries. By actual in- place performance over a long period of time steel industry blast furnace slags have proven that they are as good as the best natural aggregates, and better than some, for any type of construction or purpose for which natural aggregates are used. Steel furnace slags have many unique favorable characteristics and prop- erties when compared to other types of aggre- gate even though they cannot be used for all types of construction. We have the facts, all we have to do is present them to the right people in the proper manner.

Some Western Australian underground mines are challenged by very high stress gradients. This environment frequently results in poor induced ground conditions and damaging seismic activity. In some cases, rockbursting or squeezing ground has been observed as shallow as 250 m below surface. Very few mines operating at depths greater than 500 m experience no stress-related issues. As a general result of this difficult environment, there are a growing number of mines that are now challenged or have been closed by induced geotechnical problems. Often, the up-front savings or perceived advantage of an inappropriate mine plan may be entirely lost to the real cost of managing the hazards, or a write-down of reserves resulting from access difficulties will diminish the economic position of the mine. From an engineering perspective, it is best if stress-related hazards can be proactively minimised, because reactive measures offer less improvement in risk exposure. In this paper, some examples of sequencing techniques for managing difficult environments are contrasted with examples from mines where developing hazards have adversely affected production or the economic viability of the project.

The orientation and location of the hydraulic legs are two very important parameters for the design of shield supports in longwall mining. Studies have shown that leg orientations and locations of a support determine the magnitude, orientation and location of the resultant support resistance which in turn affects the efficiency of the support and the ability to prevent premature roof falls in the face area. Therefore, there is a need to determine the best combination of orientation and location of the hydraulic legs for each type of shield support under various geological conditions. This paper attempts to evaluate, first, the individual role of each parameter (orientation or location) and then to determine their integrating functions in terms of ground control employing finite element analysis. Three types of shield support (2-leg and 4-leg shields and 4-leg chock shield) with various combination of the parameters are simulated and their effects are discussed. The optimum design for each parameter for each support type under various geological conditions is also discussed and recommended.
