The loss of 11 miners in the 7 August 1994 Moura No.2 Underground Mine Disaster was the catalyst for major change in the way safety was managed in the Australian Mining Industry. The impact was felt across all sectors not just underground coal. It was the catalyst for the overhaul of the regulatory frameworks, moving away from prescription to management systems and risk management. This had a substantial impact on the way not only the industry operated but also on how the regulator functioned. It heralded the introduction of competency-based training across all levels of the mining workforce. Since that time major improvements in safety performance have occurred. However, hiding within the statistics are some disturbing trends. This paper aims to analyse the progress made in the past 30 years and identify the current and emerging issues. Automation is bringing major production and safety benefits, but at the same time other factors such as the reduction in workforce numbers and ever-increasing production pressures are leading to high turnover rates. This in turn causes to a loss of experience and expertise. In addition, and of particular importance, is the recognition of psychosocial wellness on workforce safety. Many of these factors are not unique to the mining industry however they may be exacerbated by the scale of mining, the remoteness of the mines and family unfriendly mining rosters.

For multi-site mining companies, checking the quality and consistency of the data recorded in risk registers is important for confirming how well mine safety management systems have been implemented. However, this task is complicated by the differences in scope of the site, their particular nature, the complexity of the operations and many other factors that can introduce nuances to the characteristics of the risk registers. We present here an application of a technique called Causal Network Topology Analysis for comparing the quality and consistency of risk registers. By quality we refer to, for example: - missing causal relationships between risks - location of missing controls - focus of risk treatment strategies: prevention versus mitigation controls. By consistency we refer to how causally interdependent are the risk events. There are often causal interactions between the lines of a risk register that mean that the likelihood and consequence scores that are applied to each risk event are not independent. We measure this degree of interactions by: - proportion of independent scenarios per register - efficiency of risk treatment strategy comparison. This approach can indicate quality and consistency differences between registers irrespective of the actual details of the site or operation. This occurs by comparing aspects of the structure of a causal network extracted from how the risk events, causes, controls and consequences causally interact. In this work we compare pairs of registers to demonstrate the approach.

A model for predicting dust plume dispersion from blasting operations using the Eulerian mathematical algorithm has been developed. This model considers atmospheric stability, and wind velocity and direction for computing dust concentrations at different distances from the blast. Software has been developed which simulates the movement of a dust plume at a given horizontal distance from the blast location and time elapsed after the blast. The concentration of dust is also given in vertical planes. It takes into account ground profile and atmospheric conditions such as temperature, pressure, humidity, wind velocity, wind direction and shear. Experiments were carried out in two limestone mines to calibrate the accuracy of the predictions made by such model. High volume dust samplers were used to collect dust samples. Difficulties encountered in satisfactory dust sampling and quantification of results have been described.

Determining the environmental consequences of green field projects is becoming an increasingly important component of new projects. Feasibility studies are regarded by potential investors as incomplete if a comprehensive Environmental Impact Assessment (EIA) has not been completed. These EIAÆs need to meet various local and international requirements in order to achieve bankability. Heavy mineral mining projects are often located in ecological sensitive coastal zones, and bring with them a suite of social impacts in the mainly developing countries within which they are usually located. This paper draws on experience gained in undertaking EIAÆs for heavy mineral mining projects in Kenya, Mozambique and South Africa, and uses these case studies to identify potential pitfalls. Important lessons include the need to initiate the EIA process as early as possible in the project, in order to develop management systems to mitigate the environmental impacts of exploration. Close and on-going consultation with affected communities is also seen to be critical to the success of the EIA. Proactive participation on the part of the environmental consultants with the project team and all interested and affected parties (IAPs) is important. An EIA commissioned later in project planning makes it difficult for the EIA to contribute in a positive manner to the project. Early engagement with environmental consultants allows the environmental assessment to develop from a report to an actual process, and to become fully integrated with project planning. The proviso is that an initial æfatal flawÆ assessment is required to identify any potential æshow stoppersÆ, in order to meet one of the important objectives of EIA, namely an assessment of whether or not the proposed project is the preferred development intervention in the study area. For more controversial proposals this may require the commissioning of a Strategic Environmental Assessment (SEA), which circumvents some of the limitations of the project level EIA. Whilst confidentiality is a constraint to full disclosure, an open participatory approach to public consultation is essential to add credibility to the EIA process and to gain, at least, the acceptance of the process from the majority of IAPs. Full disclosure is encouraged by organisations such as the International Finance Corporation, who acknowledge that good public consultation costs a lot of money, but bad public consultation costs a lot more! An open approach to disclosure presents understandable difficulties for proponents, as they are required to give up some of their control over the project, and to trust the social scientists engaged in the process. However, independence in the EIA process is critical to its success. This paper will highlight these and other issues by drawing on five case studies to identify lessons learnt, and explore the above themes in more detail.

The JORC Code lists the three core principles of Transparency, Materiality and Competency as fundamental to how mineral estimates are publicly reported. But where the principles of Transparency and Materiality can be considered conscious choices underlying decisions at the point of disclosure, Competency is a self-declared position statement based on one’s confidence to defend a technical position (as well as the functional pre-requisites of institute membership and a minimum of five years relevant experience).Developing competency in the mining industry is an ad hoc process, generally left to the individual to chart through a process of osmosis from personal work experiences that lead to a sufficient level of confidence. Companies that actually present professional development programs leading to reporting competency are rare. And even once a person has followed a program, there is no specific outline of what constitutes technical competence.No doubt, there are persons signing off on mineral statements who would benefit from developing and/or updating their technical skills (they may not even be aware of unmastered skills). Equally, there are technical practitioners who are sufficiently competent, but lack the confidence to step up and publicly report their estimates. Confidence in one’s own abilities plays a significant role in deciding when one is ready for the responsibility of submitting mineral estimates for public consumption. In addition, a person’s organisational support, such as the availability of suitable peers and professional development programs, and opportunities to learn from a variety of technical projects contribute to developing relevant experience. Increased exposure in both technical breadth and depth enhance confidence in one’s ability and competence.The mining industry provides numerous opportunities through direct and indirect means to develop the competency underpinning a stable reporting code. This paper examines a theoretical framework and associated processes that could be used to examine how the mining industry, companies and individuals collaborate to develop this vague principle of competency. This paper seeks to initiate research with the express purpose of enabling more effective and efficient development of reporting competency in our industry.

The main tectonic elements in Myanmar are a late Mesozoic and Cenozoic magmatic arc system in the west, repeated in northern Myanmar by more than 300 km of dextral movement on the Sagaing Fault, and the back-arc continental region affected by early and late Mesozoic orogenies, in the east. Historically most lode gold production has been from latest Cretaceous high-grade mesothermal veins and derived placers in the Wuntho and Tagaung-Myitkyina segments of the magmatic arc. Placer deposits in the Ayerwaddy River north of Myitkyina are currently worked by more than 100-bucket dredges. South of Wuntho, the magmatic arc and Pegu Yoma fold belt host epithermal gold with associated As, Sb and Zn in mid-Tertiary marine sediments. MyanmarÆs most productive lode gold deposit, the Kyaukpahto mine, lies within a north-trending district east of the magmatic arc and north of Mandalay. Here mineralisation and associated jasperoidal silica occur in Eocene sandstones and Permian and Triassic carbonates. Possibly this district continues southeastwards, across the Sagaing Fault, as sediment-hosted Sb Au and locally skarn Au mineralisation within a 1100 km long fold-thrust belt. Also present in the back-arc region are sandstone-hosted Au Cu in a Palaeozoic slate belt, and gold and stratabound gold-base metal mineralisation in the medial metamorphic belt. While untested targets remain in the magmatic arc, particularly for high sulphidation Au, the best potential is clearly within the back-arc slate and fold-thrust belts in the western part of the Shan Plateau and in northeastern-most Myanmar.

Current best management practice requires the placement of a cover onto most types of mine waste including tailings, waste rock and/or spent heap leach rock at closure of the mine. The objectives of a cover system may vary from site to site but generally include dust and erosion control; chemical stabilisation of acid-forming mine waste (through control of oxygen ingress) contaminant release control (through control of infiltration); and/or provision of a growth medium for establishment of sustainable vegetation. In our experience, there has been a general tendency by stakeholders to develop performance criteria for cover systems, which are tied directly to these specific design objectives. In many cases, this practice has led to the development of single, often very conservative, numerical values of cover performance criteria such as ænet percolationÆ, ærate of oxygen ingressÆ and/or æplant density/mixtureÆ. In our opinion, there is a need to develop cover performance criteria on a case-by-case basis and with due consideration of the short-term and long-term impacts on the receiving environment at a particular site. This paper puts forward a methodology for developing site-specific performance criteria for a cover system designed to isolate acid-forming mine waste and to control acid rock drainage. The proposed methodology links the predicted performance of a cover system to groundwater and surface water impacts. This way, the appropriate level of control (of oxygen ingress and/or net percolation) required by the cover system can be determined. A case study is presented that illustrates the application of the methodology proposed in this paper.

The characterisation of high-P iron ores by field emission gun electron probe microanalyser (FEGEPMA) was carried out to determine elemental associations in iron oxides sensus lato and, using this knowledge, to speculate on possible P incorporation mechanisms in goethite. Quantitative data was collected from two goethite-rich bulk ores and results showed that in both samples goethite was the main repository for phosphorus. The P-rich goethite also contained elevated levels of both aluminium and silicon.To understand the mechanism of P incorporation in goethite, high-P grains were located by coarse mapping of polished blocks with the FEG-EPMA. Analysis of element distribution maps collected on the P-rich grains showed that low-P regions within grains were typically associated with low-Al and high-Si, whereas high-P regions were associated with high-Al and low-Si. Based on follow-up quantitative analyses, a coupled substitution mechanism for phosphorus incorporation within goethite was proposed: 2Si4+ = 1P5+ + 1Al3+. Additional quantitative analyses on further examples indicated the mechanism was only valid for Si contents in goethite of <1 wt per cent.Preliminary transmission electron microscope (TEM) studies confirmed the presence of P, Al and Si in goethite.

Radioisotope x-ray methods for the on-stream determination of copper, lead, and zinc in mineral product slurries were developed, and were successfully tested at the plant of Cobar Mines Pty. Ltd.The tests were made in three stages. Measurements to determine the precision of analysis were made initially on briquettes of the mineral products. The effect of slurry solids content variations was then determined by measurements on the mineral products in a recirculating slurry loop. The radioisotope analyser was finally tested in a series of on-stream measurements in the plant.Copper, lead, and zinc in flotation feed and in copper concentrate were determined to a precision ranging between 1·4 and 15 per cent of the mean element concentration in the slurry solids. These precisions are within limits required for plant control purposes at Cobar.

Many projects fail because project performance in unfavourable economic conditions was not anticipated at the investment decision stage. This type of failure may have been avoided through the selection of a strategy that enables the project to perform well under a range of possible future economic conditions (a ærobustÆ strategy); rather than an æoptimalÆ strategy for expected future conditions that will never eventuate. This paper describes a method of rapidly generating mine plans for a number of project strategies, and then evaluating it against a representative range of equally likely economic conditions. The key performance indicators derived for each strategy are the mean value and the distribution of values (variance). A prudent investor will identify prospective strategies not only on the merit of highest mean values (as a proxy for economic reward), but also on the probability of not meeting specified investment hurdles (a proxy for risk). A robust strategy will achieve its financial objective even under adverse economic variations. This paper focuses on the effect of commodity price uncertainty; particularly around the choice of mining and processing capacity levels. Results from enumerating 2000 prices scenarios against 63 strategy combinations show how processing and mining capacity can be manipulated to manage the risk-reward trade-off.

"Diesel particulate matter (DPM), in particular, has been likened in a somewhat inflammatory manner to be the ‘next asbestos’.From the business change perspective, there are three areas holding the industry back from fully engaging with the issue:There is no real feedback loop in any operational sense to assess the impact of investment or application of controls to manage diesel emissions.DPM are getting ever smaller and more numerous, but there is no practical way of measuring them to regulate them in the field. Mass, the current basis of regulation, is becoming less and less relevant.Diesel emissions management is generally wholly viewed as a cost, yet there are significant areas of benefit available from good management.This paper discusses a feedback approach to address these three areas to move the industry forward. The six main areas of benefit from providing a feedback loop by continuously monitoring diesel emissions have been identified: Condition-based maintenance. Emissions change instantaneously if engine condition changes. Operator performance. An operator can use a lot more fuel for little incremental work output through poor technique or discipline. Vehicle utilisation. Operating hours achieved and ratios of idling to under power affect the proportion of emissions produced with no economic value. Fuel efficiency. This allows visibility into other contributing configuration and environmental factors for the vehicle. Emission rates. This allows scope to directly address the required ratio of ventilation to diesel emissions. Total carbon emissions. Management of environmental issues is an integral part of the mine decommissioning process. In Queensland, miners must comply with environmental aspects of the Mineral Resources Act and Contaminated Land legislation. Successful decommissioning involves the integration of a final Plan of Operations, decommissioning report addressing the mineÆs commitments included in its Environmental Management Overview Strategy (EMOS), and Site Contamination Report for relinquishment of leases under the Contaminated Land Act (1991). Niugini MiningÆs Red Dome Mine is proceeding through the decommissioning process. This paper discusses the important environmental management issues including sampling programs, management of culturally significant areas, assessment of background concentrations of target analytes, the use of historical reviews and risk assessment techniques, the timing of works, and the remediation/management of large areas of impacted land. The importance of a clear communications plan between key stakeholders is also discussed.

The planning, design and operation of mines must include the development of positive environmental, community and land-use benefits if it is to achieve good corporate social responsibility and minimise detrimental impacts throughout the life of the mine. Life-of-mine (LOM) planning should, therefore, consider conducting mining activities in the best socially, environmentally and economically acceptable manner, from the commencement of exploration to post-closure of the mine. Current knowledge of LOM activities in relation to public health (life-of-community, or LOC) impacts neither fully captures the full suite of human health and well-being impacts, nor comprehensively informs society on these issues. This knowledge gap is becoming more apparent as public antipathy is increasing towards mining activities within Australia, Canada and globally. The purpose of this paper is to present preliminary and informative results of a literature review to gain insight into the extent of available public health and well-being knowledge associated with mining development. LOM development must also benefit the LOC, in that it must aim to minimise detrimental impacts, and maximise beneficial (including health) impacts on all associated communities. Health planning and programing for mitigation of potential adverse health impacts of mining should extend beyond the scope of work-related injury and illness (resulting from chronic exposure to harmful substances, infectious and lifestyle illnesses), to the health and well-being of workersÆ families and extended associated communities. Mining is currently undergoing a progressive expansion into novel environments (such as the deep ocean), commodities (such as tantalum, rare earths, and other ‘green economy minerals’), and new methods (such as the autonomous underwater cutting machines required to operate in the deep ocean environment, or the use of expanding grouts to deliver a blast-free mining method). The advent of novel mining, environments and commodities heralds an era that will undoubtedly start with much discomfort on the part of regulators and stakeholders, due to a feeling of overwhelming uncertainty. These proposed mining scenarios have few precedents, few examples of successful implementation, short baseline monitoring periods, and few examples of legacy sites that may assist with understanding long term risk and exposure. The evolution of the environmental and social impact assessment (ESIA) process in many regulatory environments recognises stakeholder engagement in a formal and facilitated manner. This is a positive step, and allows stakeholders to be much more meaningfully involved in the permitting process than they historically were. However, with this advance comes the challenge of identifying and communicating with stakeholders; sharing information in a meaningful way, fostering relationships with what can be an extremely large group, and delivering on commitments that inspire confidence to permit operations that have never been permitted before. In order to meet this challenge, it is suggested that changes to collection of data, communication of data, the nature of commitments, and the reporting of performance need to be made in order to effectively communicate management of new technologies, and the impacts that mining may have in new environments (such as the deep ocean). The communication challenge is necessarily greater when describing technology that has never been used, or environments that have never previously been accessed by humans on an industrial scale. The Autogenous Fine Grinding Kelsey Axial Displacement (KAD) Mill The marginal improvements which continue to be made to fine grinding practices have exposed the limits of conventional technologies and highlighted the need for a radically new approach. The patented autogenous Kelsey Axial Displacement (KAD) Mill design consists of a rotating spherical grinding chamber, which shares the same spherical centre as the shaft-mounted counter-rotating disc assembly. The axis of the disc assembly can be inclined to the axis of the spherical grinding chamber by pivoting the disc shaft about the common spherical centre. The inter-particle energy transfer required for breakage results from particle velocity differentials created by the discs intercepting the rotating mass. Particle size reduction is concentrated in high shear zones, which envelop the outer surface and periphery of the discs. This paper traces the development of the KAD Mill from pilot to commercial scale. Pilot work covers a range of minerals including magnetite, calcite, dolomite, barite, limestone and talc. Test results include open and closed circuit operation in wet and dry modes. Conventional milling constraints and energy consumption issues are addressed while new dimensions are added to the feed size range acceptable for wet and dry grinding to fine and ultra-fine sizes.

The interaction between ore-bearing fluids and the siliciclastic rocks typically hosting orogenic gold deposits in Phanerozoic metamorphic terrains result in the development of a distinctive alteration halo. Along with petrological changes such as the replacement of chlorite by carbonate and the growth of sericite, characteristic geochemical modifications take place within this alteration envelope. These include variations in elemental abundances and more or less pronounced shifts in the H, C, N, O, and S isotopic signature of the ore system. æFingerprintingÆ these isotopic trends can provide exploration with additional vectors towards the ore zone, and yields valuable information regarding the source of the hydrothermal fluids and the solutes contained therein. Data from radiogenic isotope systems such as Sr-Rb, Ar-Ar, Xe-Ra, Pb-Pb, Re-Os, Sm-Nd, and U-Pb can constrain the kinematic history of ore-hosting structures, provide important clues concerning the absolute timing of gold emplacement, and enable the detailed characterisation of associated intrusives with respect to their magma source(s) and crystallisation age. Although high analytical costs, long turn-around times and the potential for misinterpretation prevent isotope systems from offering a æquick & dirtyÆ analytical method that would provide a significant advantage in exploration for orogenic gold mineralisation, the development of integrated four-dimensional ore genesis models depends heavily on constraints obtained from isotope mass spectrometry.

The transition to more sustainable metal production is receiving much attention at present, and the iron and steel industry is at the centre of the conversation. New, more environmentally friendly production technologies, such as direct reduced iron (DRI) smelting furnaces, need to be developed in a short period of time. This necessitates increased use of computational modelling that incorporates more accurate material descriptions. The combination of large-scale multiphysics models of high-temperature processes with CALPHAD material descriptions leads to infeasible computation times. This can be resolved with the previously reported RapidThermo framework, which has been demonstrated to make equilibrium calculations orders of magnitude faster, within controllable limits of accuracy. In this paper, we explain how further material properties, which are important to modelling hightemperature reactors, can be added to the RapidThermo framework. This can improve the accuracy and usefulness of process and multiphysics models in the development of new technologies, which can significantly accelerate development cycles.

This paper presents a three-dimensional analysis of a trapezoidal-shaped segmental tunnel lining for a recent tunnelling project in Sydney. Two- dimensional analyses, hand calculations and equipment selection defined the lining geometry and loads. The analysis, which was undertaken using 3DEC (Itasca), included a complete ring of six segments bolted together to assess the impact of imperfectly built rings. Asymmetry was induced in the analysis by unfavourable positioning of segments within construction tolerances. Model output includes displacement and stress within the entire ring and normal, shear and bending moments at the joints. For the case analysed, the results suggest a 10 mm construction tolerance increases normal and shear stresses along the radial joints by approximately 25 per cent and 15 per cent, respectively and up to a doubling of the induced moments.

The Savage River open cut magnetite mine is located in rugged terrain in densely rain forested northwest Tasmania. The mine and concentrating plant are both in the Savage River valley. Pickand Mather Incorporated (PMI) operated Savage River as an open cut magnetite mine between 1966 and 1996. Acid rock drainage (ARD) was first noted in the last ten years of the operation, leading to elevated concentrations of heavy metals downstream of the mine. When operations ceased in 1996, PMI returned the mine to the Tasmanian Government along with a remediation fund of $11.4 million. At that time, the assessed cost of remediation was in excess of $120 million. As a result of the ongoing ARD contamination and to facilitate both a new operation and effective remediation, Goldamere Pty Ltd negotiated an agreement with the Tasmanian Government in 1996, which resulted in the Goldamere Act and the Goldamere Agreement. The agreement has allowed Australian Bulk Minerals (ABM) to remediate the Savage River mine in conjunction with the Tasmanian Government while re-invigorating a previously closed mine by providing ABM with an indemnity against past pollution. ABM can configure its mine and waste planning activities to maximise remediation benefits without fear of future litigation for past mistakes. The effect to date has been the development of a long-term strategy to remediate the Savage River and short-term remediation works such as water management, which provide benefits to the ecosystem. After five years, the Savage River is no longer significantly impacted by ARD for 30 kilometres downstream and trout are now reported within the reaches of the mining lease. The arrangements between ABM and the Tasmanian Government are an example of a genuine WIN WIN situation where co-operative environmental management of the site results in significant improvements and where the æregulatorÆ and the æminerÆ are working together to achieve mutually beneficial goals. The end result is a significant benefit to Tasmania.
