Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.

Several case studies are examined in which analysis of treated ores and extracted metal species by Mossbauer spectroscopy provides information not available by other competing techniques. The cases include poorly crystalline, surface iron oxides in titanium minerals and chalcopyrite, gold in ores and bacterially oxidised ores and the adsorbed species from gold extracted from cyanide and chloride solutions onto activated carbon and polyurethane foams. Some limitations on the use of the technique in terms of sample size, sensitivity and counting time are also discussed.

Australia is presently the world's principal producer of rutile and zircon, and also provides a major share of the world's ilmenite. Since 1980, Australia's share of the world's output of these minerals has fallen. Exhaustion of known resources, together with the changing composition of new deposits, is expected to result in Australia's share of the rutile and zircon output continuing to decline. Its role as a major supplier of upgraded ilmenite, that is synthetic rutile, is expected to increase. In 1994, the Bureau of Resource Sciences assessed Australia's demonstrated resources of mineral sands as follows: rutile 14.4 Mt, ilmenite 132.5 Mt, and zircon 21.0 Mt. These resources are located along the coast of Queensland and New South Wales, in the Murray Basin of New South Wales and Victoria, in the southwest corner of Western Australia, and in the Eneabba region, north of Perth. However, some 45 per cent of rutile and zircon resources along the coast of Queensland and New South Wales are not available for mining because of environmental concerns. World demonstrated resources are estimated at 40 Mt (contained TiO2) for rutile, 50 Mt for zircon and approximately 312 Mt (contained T1O2) for ilmenite. Outside of Australia, the most important resources of rutile, ilmenite and zircon are in South Africa (rutile, zircon , and ilmenite in the form of titania slag), Sierra Leone (rutile), India (ilmenite, zircon and rutile), and Canada (hard rock ilmenite). Significant resources of ilmenite occur in Madagascar and Mozambique.

Road tunnels are an accepted and effective transportation solution in urban areas to mitigate increasing traffic congestion and facilitate improved urban connectivity in a cost effective manner while meeting societal goals to reduce the impact of construction. In designing a tunnel system, there is a requirement to achieve an acceptable level of in-tunnel air quality, as well as meeting ambient air quality goals. In Australia, there is also a requirement for zero portal emissions which means that all pollutants must be emitted to the atmosphere via a ventilation stack.Traditionally, effective pollutant dispersion has been achieved by constructing tall ventilation stacks which disperse pollutants into the atmosphere at a high level. The dominant variable parameters in the effectiveness of the dispersion under the ventilation engineers control are the efflux velocity, the height of the ventilation outlet and the concentration of pollutants at the point of discharge. During off-peak operations the required ventilation exhaust rate can be reduced due to the decrease in traffic. This can lead to a drop in the efflux velocity from the stack and therefore the effectiveness of the dispersion. This potentially drives the need for a higher outlet, or an increased exhaust rate to achieve a higher efflux velocity with consequent effects on energy consumption.The paper proposes a method of varying the cross-sectional area of the ventilation stack with the use of motorised control dampers, thereby maintaining a sufficiently high efflux velocity throughout the 24 hour period independent of traffic conditions. This allows the use of a potentially shorter ventilation stack.

There is a considerable difference in the particle size distribution (PSD) of clay mineral-rich coarse coal reject with variations in the test moisture state and the chemistry of the water used for testing. The coarse coal reject tested were collected from Jeebropilly Mine, located in the Ipswich Coalfields of south-eastern Queensland. Differences between the results of dry and wet sieving analysis indicate a significant breakdown of the clay mineral-rich coarse coal reject on wetting-up. Wet sieving caused a breakdown of the gravel-sized fraction to silt and clay size without significant breakdown to sand size. There is also a considerable variation in the results of hydrometer analyses of the clay mineral-rich coarse coal reject with variations in the chemistry of the water used, particularly at the fine end of the particle size range. The waters used included tap water, coal processing water and deionised water. In addition, the method of dispersion applied prior to hydrometer analysis can have a significant effect on the PSD of clay mineral-rich coarse coal reject, with boiling and sonic vibration causing the most breakdown of the clay particles. In the past three years, the company has been involved in six 8? coring projects in a variety of geographies and geologies, including iron ore, coal and uranium. FORACO has developed proprietary equipment and techniques to deliver cost-effective LDC samples with outstanding core recovery.The FORACO LDC sampling system is hands free, with mechanised rod and corebarrel handing to minimise the risk of manual handling injuries. Sample volumes are six times PQ (the common industry standard for large core samples), with core recoveries consistently above 96 per cent in extremely difficult formations.Eight inch coring is a conventional coring system suited to hole depths up to 150 m. In order to develop the HF-free flotation reagent system, the main objective of this investigation was to study the possibility of separation of quartz from feldspar using non-ionic surfactants as the collector. The non-ionic surfactants used were polyoxyethyl cethyl ether (PECE) and polyethylene glycol monocethyl ether (PGME). The flotation behaviour of quartz and microcline with PECE and PGME was investigated. Each surfactant was a good selective collector for quartz with its recovery being influenced by pH and surfactant concentration. Quartz is floated favourably by both types of polyoxyethylene non-ionic surfactant whereas microcline was not so much. The floatability of quartz increases as the oxyethylene length of surfactants increases. Zeta potential measurements in the system of PGME/mineral were also carried out. It was determined that in the absence of PGME the points of zero charge for quartz and microcline should be approximately at pH 2.5 and 1.8, respectively. The addition of PGME to the system causes both minerals to become less negatively charged. Differences in the zeta potential value between quartz and microcline, in the presence of PGME, were detected. It can be suggested that the interaction of the oxyethylene group to the microcline surface should not be as strong as that to the quartz surface. In the mixed surfactant system of PGME and dodecylamine acetate (DAA), a small addition of DAA causes drastic enhancement of quartz flotation in the wide pH range of 1 ~ 10. Thermal and metallurgical coal mining in Queensland has resulted in mines which contain voids due to open cut mining. While there are several proposals for greenfield coalmines or expansions to existing operations, many existing open cut coalmines are reaching maturity and most will leave one or more residual voids in place. The rehabilitation of mine voids is challenging. Water held in voids will evaporate over time leaving solutes to concentrate. This is likely to lead to poor water quality with limited practical use. The most basic practices to rehabilitate voids have historically involved stabilising the high and low walls, bunding to provide flood protection, and preventing public access. Regulatory reforms for mine rehabilitation were introduced in Queensland as part of the Mineral and Energy Resources (Financial Provisioning) Act 2018, and aimed to strengthen progressive rehabilitation planning, limit risks to the environment and improve outcomes for local and regional communities. Under the reforms, the goal for rehabilitation of voids is to achieve a safe, stable, and non-polluting landform, which can sustain a post-mining land use (PMLU). The reforms also introduced a requirement to describe rehabilitation of mined land in Progressive Rehabilitation and Closure (PRC) plans, replacing the description of such plans in Environmental Authorities (EAs). The reforms are not retrospective and recognise historic approvals for voids, meaning established voids will remain in the landscape as non-use management areas (NUMAs). The Que River and Hellyer polymetallic massive sulphide ore bodies are located 3 kilometres apart in the Cambrian Mount Read volcanics of Western Tasmania. Both deposits are classic examples of the Kuroko volcanogenic style. Base and precious metal rich hydrothermal solutions rose through a deep fracture system and vented on the sea floor, causing sulphides to accumu- late in adjacent topographic lows. Together the preproduction geological resource is approximately 23 million tonnes at greater than 18% zinc plus lead, with economically significant silver and gold. Exploration by Aberfoyle in the Mount Read volcanics com- menced in 1970. Que River was discovered in 1973 following a comprehensive data review, a regional stream geochemical survey and a helicopter-borne electromagnetic survey. Production began in 1981, and the mine is currently producing 300,000 tonnes per year. The ore is sold to the Electrolytic Zinc Company of Aus- tralasia Ltd mill at Rosebery. Ten years of extensive geological mapping, soil geochemistry, and induced polarisation, combined with continual study of the Que River orebody and its host rocks, formed a strong frame- work for the discovery of the Hellyer deposit, which was found as a result of drilling .a subtle time domain electromagnetic anomaly in 1983. Hellyer is currently being mined at a rate of 250,000 tonnes per year, with the ore being concentrated at Aber- foyle's converted Cleveland tin mill. Treatment of 1 million tonnes per year will begin in early 1989 at a new mill located near the Hellyer site.

This study analysed the fracture characteristics and movement process of goaf roofs under the condition of gangue backfilled mining, based on the engineering conditions of Tangshan Mine F5001 gangue backfilled working face. The inclined borehole detection method is adopted to conduct long-term and fixed-point detection of the roof stability. The distribution characteristics of mining-induced cracks in the roof are described quantitatively based on the crack density, and a similar model test method is used to assist the analysis of the roof movement under the control of gangue backfilled mining using stress sensors and digital speckle deformation field monitoring. The results show that under the condition of gangue backfilled mining, structural cracks in the roof typically appear at the boundary of rock strata. The appearance of cracks is related to the rock strata where they are located. Structural cracks appear in the form of single cracks ahead of the working face and develop into structural cracks in the goaf. The roof movement of the coal seam develops in five stages: fracture incubation, crack extension in advance, dense fracture development, steady fracture expansion, and roof stability. Separation forms the primary component of the roof subsidence, accounting for more than half of the subsidence value. The separation generally extends over a long distance along the strike, and vertical crack-intensive areas appear in the roof above the cut-off and stop line. The findings of this study provide a theoretical basis to support designs of backfilled mining and upgrading of hydraulic supports in working faces.

Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

This paper is intended partly as a summary of the conclusions that have been arrived at by various authorities on this matter, and also with a view to initiate some discussion on the subject, especially as most of the quartz gold mines in Victoria are operated without having any proper assay plans or any idea of the real values other than those given by the mining managers, who, from experience in the particular cases, are supposed to be able to arrive at a correct idea of the true values of- the ore, and, in many cases, oppose any other methods than their own, holding the view that no sampling is equal in correctness to the bulk sample of the battery. The necessity of properly sampling and estimating the ore in a mine in every case, perhaps hardly needs to be urged on the members of the Institute, but is not, apparently, so obvious to others.It is proposed to confine this paper to the sampling of ore reserves in a mine, and the various points which have to be taken into consideration in arriving at values, from the assayer's point of view, leaving the methods of sampling metallurgical products out of consideration for the present. "It is advisable to define" ore reserves" as ore exposed on three sides at least, and accessible to the sampler on all three. "Prospective ore" would include all ore not so fully exposed; but which may, from the nature of the case, and the geological conditions prevailing, be reasonably supposed to exist.

All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

The seminar had its origins in an Inquiry into the Box Flat Disaster and one of the conclusions from this Inquiry was that there should be a better dissemination of technical knowledge and the results of research work. As a result of this Mr. W. Roach, Chief Inspector of Coal Mines in Queensland and Mr. R. Menzies, Chief Inspector of Coal Mines in N.S.W. had a meeting to see how this could be done. They concluded that it would be difficult to have the sort of regular meetings that would be possible where distance was not significant, but a seminar would be a major step toward satisfying this particular conclusion of this Inquiry. As a consequence, Mr. Roach, who is on the Committee of the Southern Queensland Branch of the Institute, suggested when the Branch programme was being planned this year that a meeting of this type should be held, and the Mine Fires Seminar which was held today is the result. We have received a great deal of support in arranging the Seminar. First and foremost I wish to acknowledge support from the National Coal Board in United Kingdom. Not only have they released Dr. Willett for a period of six to seven weeks to visit Australia, conduct the Seminar and give a series of lectures in various areas through the country, they have also borne the brunt of the financial support that has been necessary to make this possible. The media in Australia is currently rife with articles and pronouncements on global warming as the most significant crisis of our time, which may æthreaten the future of civilisation as we know itÆ. This has been recently reinforced by release of Al GoreÆs film æAn Inconvenient TruthÆ, and one would be led to believe that the science of global warming is settled. And yet there is a strong body of literature disputing this apparent consensus which suggests that care should be exercised in introducing radical policies to solve a crisis which may not be real. Such policies would have a major impact on those in professions such as engineering (project approvals and design to minimise greenhouse gas emissions), accounting (carbon tax issues) and the law (corporate disputes on greenhouse gas issues are already in train in the USA). This paper addresses the hysteria apparent in the climate change debate by presenting factual evidence relating to climate change and the current phase of mild global warming. Some of the more extreme statements on future impacts are repudiated with published data, and alternatives to the purported role of fossil fuels in temperature change are offered. The potential impact of political decisions on professional activity is discussed, as are the implications of a possible future reversal of the scientific consensus, as has occurred in the past. The paper concludes with a call for the professions to exercise their Learned Society role to ensure that a rational and public debate is held on the broad issue of climate change.

Eutrophication of water bodies is one of the most severe environmental problems worldwide. It is well known that the availability of phosphate, as the limiting nutrient, is crucial for increased primary production and eutrophication. Calcite exhibits positive surface charge in most natural waters and can therefore be used for phosphate immobilisation. In this study, sorption experiments were performed in order to test different calcite materials regarding their suitability for use in restoration of eutrophic lakes. These short-term experiments were performed under different hydrochemical conditions (pH, SICC, initial dissolved P concentration) and with varying calcite properties (specific surface area and amount) in order to predict the long-term stability of the Ca-P-bonds. Peculiar shapes of isotherms that could not be explained only by adsorption processes were detected in the individual experiments. Depending on the residual P-concentration in solution, the isotherms can be divided into three sections indicating different processes responsible for the P-fixation on calcite surfaces. Adsorption prevails in equilibrium with lowest residual P-concentrations. The inflection of the isotherm at moderate residual P-concentrations suggests that precipitation and transformation of a Ca-P compound becomes dominant. This is supported by characteristic Ca/P-ratios for different Ca-P-compounds (b-tri- calcium-phosphate, octa-calcium-phosphate). On the new surface, phosphate ions again are fixed by adsorption. The observed transformation of P-bonding is crucial for sustainable phosphate immobilisation on calcite surfaces. While pure adsorption processes are reversible, the development of a thermodynamically stable Ca-P-phase, like hydroxylapatite, will lead to a lasting immobilisation of phosphate.

There are continuing developments in underground narrow vein mining, from innovative mining methods using low-profile equipment to adaptations of current mining methods using equipment such as road-headers. The development of new mining methods and mining equipment has one purpose in mind û to extract narrow reef orebodies keeping dilution to a minimum, whilst maximising mining recovery. Achieving this will increase the head grade of the ore mined and reduce the tonnes delivered to the mill. Narrow vein mining in Australia has been limited to traditional hand held or mechanised drill and blast methods using existing æoff the shelfÆ equipment. Numerous trials have been undertaken using rock cutting technology and lower profile equipment, but these mining trials have not resulted in the full implementation of any new mining method or the adoption of low profile equipment in narrow vein mines as an accepted mining methodology. Mine operators in Canada and South Africa have teamed up with a number of equipment manufacturers and have taken steps to further mechanise and automate the mining of narrow vein orebodies, in particular to increase safety and productivity. The challenge to Australian narrow vein mining projects is to capitalise on work undertaken by overseas mining companies and equipment suppliers and to investigate the adaptation of low profile coal mining machinery to specialised metalliferous mining. With the inevitable fall in metal prices, it is necessary for Australian mine owners and mining contractors to apply these specialised methods and equipment to make narrow vein mining profitable.

"The Coal Seam Gas (CSG) industry has seen a rapid increase in activity over a 30-year periodfrom the early 1990s within Australia. Despite public concerns over environmental issues, theCSG industry has increased in Queensland to the point where more than 90 per cent of naturalgas consumed in Queensland is CSG. The New South Wales (NSW) CSG industry has been slowerto respond for many reasons. Ninety-five per cent of natural gas consumed in NSW comes frominterstate. However, CSG activity in New South Wales is increasing notwithstanding publicconcerns. The CSG potential of three Petroleum Exploration Licenses (PELs) are being assessedwithin the Southern Sydney Basin that provides a unique opportunity to develop resourcesstrategically around many abandoned coal mines. The question has been asked - what do theseabandoned coal mines mean to the project? Are they good or bad? Are they friend or foe? Thispaper att empts to answer these questions and in doing so describes the coal mine ventilation andgas management philosophies and practices used to assess gas production potential. The coalmining philosophies not only have the potential to assist in the construction of a highly successfulCSG project, but they also potentially add signifi cant pre production value by re defi ning how theresources and reserves are assessed and therefore valued. The behaviour of abandoned coal minesand the goaves within the PELs are not well understood by the petroleum industry. However, in the Illawarra region there is an abundance of coal mining knowledge and expertise that if properly focused can greatly increase the chances of project success."

In combination with detailed field studies and goaf gas characterisation, computational fluid dynamics (CFD) models have been used to develop optimum and effective strategies for inertisation during longwall sealing operations to achieve goaf inertisation within a few hours of panel seal-off operation. This study has combined detailed analysis of the performance of various inertisation field trials together with CFD modelling results of different inertisation operations in order to develop the optimum inertisation strategies. A number of parametric studies were conducted on the base case CFD models that had been calibrated and validated based on the information obtained from previous inertisation studies and goaf gas monitoring. These studies included changes in inert gas injection locations, inert gas flow rates, seam gradients, and different inertisation strategies to investigate their effect on goaf inertisation. Studies indicate that the strategy of inert gas injection through the MG seal was not as effective as the alternative strategy of inert gas injection at 200 m behind the face. Innovative inertisation strategies have been developed and subsequently implemented at an underground coal mine in Australia. Further investigations have been carried out in the development and demonstration of proactive inertisation strategies with the objective to suppress the occurrence of spontaneous heatings in active longwall faces, in particular under unexpected scenarios such as during slow retreat/face stoppage due to difficult geological conditions. Initial trials at two Australian longwall panels have demonstrated the great potential of this practice to contain the onset of heatings in the goaf.

The gas dispersion properties that are the subjects of this communication include three measured parameters, gas superficial velocity (gas rate), gas holdup and bubble size, plus derived parameter, bubble surface area flux. Over the past ten years sensors to measure these parameters have been introduced and those originating from McGill University are briefly described. The sensors have seen extensive use in plant campaigns and experiences on four cell types at three sites are discussed. The impact of frother in controlling bubble size by retarding coalescence is illustrated, introducing the need to understand chemistry/machine interactions in interpreting gas dispersion results. An increase in Sauter mean bubble size (D32) with superficial gas velocity (gas rate, Jg) was found, which followed the empirical relationship where Do ~ 0.5 - 0.6 mm and C and n are fitted parameters dependent on the system (machine and chemistry). Following this trend in Db - Jg, consistent bubble surface area flux (Sb) - Jg trends are also observed. The trend in Sauter mean versus number mean (D10) is used to help interpret the nature of the distribution; as the means approach numerically, the distribution is narrowing. Analysing gas holdup versus gas rate shows both a dependence on location in the cell as well as cell position in a bank, factors which must be accounted for when comparing data from different plants and circuits. The instrumentation and methodologies being developed are presenting new opportunities for incorporating cell hydrodynamics into metallurgical diagnostics. A case study at one plant serves as illustration.
