The presence of high concentrations of dissolved ions in groundwater, sea water or recycled water may alter the water structure, particle surface wettability and colloidal interactions between bubbles and particles and can have a significant effect on mineral flotation. While the impact of water quality on the flotation of precious and base metal minerals is well established, no relevant published study exists currently regarding the effect of water salinity on the flotation of rare earth bearing minerals. This paper attempts to quantify the effect of water quality variation on flotation recovery and grade of rare earth minerals and gain an understanding on which ions existing in saline water affect flotation behaviour. Specifically, it is aimed at investigating the effects of water quality on the flotation of monazite in the presence of cations such as Ca2+, Mg2+, K+, and Na+. Flotation tests, zeta potential measurements, and adsorption tests were performed to explain the flotation behaviour. It was found that monovalent ions such as Na+ and K+ have negative impact on rare earth minerals recovery and grade. The result of single mineral flotation tests showed that the floatability of monazite was significantly depressed in the presence of Ca2+ and Mg2+. The result of single mineral flotation test showed varying depression levels in the presence ions in the order of Ca2+ > Mg2+ > Na ~ K.

The exploration industry generally has a low opinion of the quality of the service supplied to it by government departments. In particular, the academic research-related emphasis of the Bureau of Mineral Resources (BMR) and the relatively low level of explora- tion assistance offered by several Mines Departments are of concern. In a number of areas of geoscience research, the industry perceives a mixup of priorities and a lack of understanding on the part of governments as to its needs. While government's sights are, and should be, set on the future needs of the community at large, the industry doubts that government budget allocations to the BMR and Mines Departments are either large enough or being cost-effectively spent. This is certainly the case for such areas as exploration assist- ance, provision of basic exploration data, and applied geoscientific research. On balance, the exploration industry's perceptions are misguided in a number of respects because of a lack of communication with government. However, this reinforces the need for changes in the manner in which govern- ment departments communicate with industry and, in particular, the criteria upon which research priorities are based. At a time of contracting oil and mineral exploration expenditure, and near-record levels of geoscientist unemployment, the government's role is critical and should be open to question.

In a previous paper the author showed that silver considerably delayed the recrystallisation of lead after cold work. The effect of antimony on the rate of recrystallisation of distorted lead was studied next, and the experiments performed, and the results obtained, are described in this paper. Electrolytic lead was used as a standard of comparison.It was also used to make the lead antimony alloys.This electrolytic lead contained 0.0005% total impurities.It was prepared from commercial lead by fire refining, followed by electrolysis and finally by vacuum casting. The process was described in the previous paper and the description need not be repeated here. PREPARATION OF LEAD - ANTIMONY ALLOYS.The steps taken to procure pure antimony are outlined in the appendix. To make the lead antimony alloys a mother alloy was prepared thus:-A quantity of the antimony (it was received in the powdered form) was placed in a pyrex glass tube, which was closed at one end. The antimony was washed with hot hydrochloric acid (1: 1), then with more dilute acid, then with distilled water, and finally with absolute alcohol; it was dried by warming and evacu,ating the tube. Upward pressure on all mining operations is coming from the triple bottom line. To some extent this is being offset by the rise in mineral prices, but this may or may not continue. The other serious issue facing all companies is the replacement of economic reserves as exploration levels over the past decade continued to decline in line with falling mineral prices. In order to underpin the sustainability of the mining industry it is necessary to continue to reduce cost, reduce the mine environmental footprint, whilst increasing community benefit. At the same time it is imperative that we increase the economic reserves. The highest risk is in adding new mineral discoveries as the strike rate for economic discovery decreases. Gekko Systems Pty Ltd recognises that the most simple and risk averse route to increasing economic reserves is to reduce cut-off grade in the mine, thereby bringing formerly uneconomic reserves into the economic category. We have been developing a new process flow sheet which embodies the triple bottom line and the issue of economic replacement of reserves. This paper describes this flow sheet and presents four examples where this concept is/can be applied to bring about triple bottom line benefits. Sustainability can only be assured if we are the ones in control of our environment, costs and reserves.

The main iron ore deposits of Western Australia fall into three very different geological classes, which are, in order of importance: hematite enrichment ore, pisolitic limonite ore, and sedimentary ore. These are presently (1973) being mined in the approximate proportions 20 : 2 : 1, while the equivalent proportions for reserves are, very approximately, 200 : 70 : 1. Two minor categories which mar- ginally qualify as ore are detrital material variously referred to as scree ore or canga, and potentially beneficiable iron formation. These two latter types are dealt with very briefly, and the three main categories are dis- cussed in order of economic significance. Hematite enrichment ore results from the selective replacement of a pre-existing host rock by hematite. Almost without exception, this host is cherty banded iron formation (BIF); but certain exceptions have great genetic inter- est. Ore bodies of this kind occur both in the Archaean BIFs of the Pilbara and Yilgarn Blocks and in the Proterozoic BIFs of'the Hamersley Basin. It follows from their virtual restriction to a single kind of sedimentary host that there is strong stratigraphic control over the shape of ore bodies: these may be almost flat, of dyke-like form, or of complex configuration, according to the pre-enrichment structure of the host bed. Copper entering a lead ,smelter in concentrate or from other sources is recoVered as matte and speiss which contain appreciable quantities of lead. The matte and speiss are usually sold to copper smelters to recover the copper content and also any gold and silver in these products, but the value of the lead is largely lost. Some copper plants pay for portion of the lead content, but regarded as a means of recovering lead it is more costly and less efficient than if the lead were recovered at the lead smelter.Because of the value of this lead loss, the metallurgy of copper recovery has assumed greater importance in recent years owing to the rise on the price of lead.Two processes are in use today to produce matte and speiss, namely the iron matte process and the soda matte process developed by the American Smelting and Refining Co. 1 in D.S.A. The latter process is characterised by a higher copper to lead ratio than the older iron matting process.The following analyses are typical of matte and speiss produced at Broken Hill Associated Smelters, by both processes, although the soda matte process is still in a developmental stage and experience indicates that matte and speiss of lower lead tenor can be produced under favourable conditions.

The Bendigo Goldfield is located in the state of Victoria, Australia, and is one of a number of quartz-reef fields that make up the greater Central Victorian Goldfield. At Bendigo gold particles are characterised by their very coarse nature, ranging from below 100 to over 10 000 ¦m in size. Some 60 per cent of the gold occurs in particles greater than 1000 ¦m in size. This characteristic ensures that the mineralisation is very challenging to both sample and evaluate. Diamond drilling provides a measure of geological structure, but is a poor measure of in situ grade, understating it by up to 75 per cent. Drilling combined with on-reef development, bulk sampling and geological interpretation has been used to define Indicated Mineral Resources. For grade control, a balance had to be sought between sample representivity, cost, turn around time and practicality. Sampling of extreme nugget effect deposits generally requires the use of bulk sampling in order to be representative. However, the cost and turn around time is significant. As a result, a 50 kg micro-bulk sampling system has been introduced that attempts to overcome these problems by providing a fast, practical method that can discriminate between ore and waste. As the mine passes into production, grade control will increasingly become dependent upon geological data collection and interpretation.

Hypogene alteration zones have been described as a precursor to high-grade haematite deposits in Australia, Brazil and elsewhere. This alteration is described as being below or distal and is typically magnetite-carbonate-silicates reflecting Mg - Fe metasomatism. This paper describes, without genetic implication, the mineral zonation and possible structural control on mineralogic variation within the Tilden Mine, a concentrating grade haematite deposit in Michigan, USA. In contrast to the high-grade deposits, these variations are not peripheral to the orebodies but are the ore. The deposit occurs within the Negaunee Iron Formation, along the southern margin of the Paleoproterozoic Marquette Range Supergroup basin. The regional structure is a fault-bounded west plunging syncline within the crustal scale Great Lakes Tectonic Zone, which forms the boundary between Archean granite-greenstone and gneissic terranes. Local structure consists of second-order anticlines and synclines with variable northwest and southwest plunges. The interaction of sedimentation and diagenesis within growth fault controlled basins, along with a possible metamorphic and/or hydrothermal overprint has resulted in a complex series of ore types. For modelling purposes, the deposit is divided into geologic domains based on both lithology and metallurgical response in the laboratory and in the plant. Mineralogic variation is recognised within individual mineral grains; at blast pattern (10 - 15 m) and development drill hole (100 m) scales.

Recently published extensions to the mill-dump cutoff grade theory for joint open pit-concentrator operations lead to equations that must be simultaneously satisfied as a necessary condition for an optimal operating policy. These equations are parametrically dependent upon ore quality parameters, other than grade, relating to the ease of recovery of the disseminated mineral in the concentrator. Since it is not possible to treat quantities of ore corresponding to the size of selective mining units separately in the concentrator some mixing is inevitable and often deemed desirable in the interest of homogeneity of mill feed. This renders the calculation of cutoff grades for individual mining units futile; mining units must be grouped to form larger parcels that can be dealt with separately. In doing so an opportunity cost may be incurred; the loss of potential benefit that would result from such separate treatment. This matter is considered from a theoretical, qualitative, point of view. A numerical example then shows that a significant variability in the quality parameters can be tolerated without incurring such opportunity cost, provided sufficient knowledge is available concerning the distribution and effect of these variables to enable the use of effective mean values of these parameters in the cutoff grade calculation. Lack of such knowledge can have major consequences for the economics of the operation.

The structure and tectonic setting has had a strong influence on gold mineralisation at the Porgera gold deposit. Here, the structural controls on the mineralisation at Porgera are discussed and placed in a regional tectonic context. The Porgera gold deposit is related to the emplacement of the Porgera Intrusive Complex. Prior to intrusive emplacement at Porgera,Papua New Guinea was affected by a major fold and thrust episode which occurred in response to arc-continent collision in the Late Miocene. After crustal shortening the region experienced a relaxation of compression which is expressed in the deformation accompanying mineralisation at Porgera. The first stage of mineralisation (stage I) is hosted by extension fractures, and is spatially associated with exposed intrusive stocks. A later episode of mineralisation (stage II) is hosted by the faults and fractures of the Roamane Fault Zone, which was active as a dip-slip normal fault during stage II mineralisation. Therefore a change in the tectonic environment from shortening to extensional tectonics can be seen at Porgera before and during mineralisation. Rapid fault-slip during stage II mineralisation may have aided high-grade gold mineralisation by subjecting hydrothermal fluids to changes in pressure, temperature, fluid-fluid and fluid-rock interaction. Uplift to form the highlands of Papua New Guinea occurred after mineralisation and was largely complete by 4.0 Ma.

The Department of Conservation (DOC) manages public conservation land throughout New Zealand in terms of section 6 of the Conservation Act 1987. In brief, this requires DOC to manage the natural and historic resources of the land; promote the benefits of conservation to present and future generations; provide information about conservation; to foster recreation on the land; and allow for its use for tourism.   Locally the department's Tauranga Area Office manages approximately 60 000 hectares of Conservation Park (known as the Kaimai-Mamaku Forest Park) which includes early gold mining relics and former bush tramways associated with the logging and the mining industries. The Department has recently developed the Kaimai Heritage Plan which seeks to restore some of the relics and encourage involvement by the local communities in the restoration and interpretation of their history in the hills. It provides a unique opportunity for the Department to help bring alive for New Zealanders an important, and often overlooked, part of our history as a nation in a stunning natural setting.   The purpose of this presentation is to: +        display the endeavour and ingenuity of the early miners and loggers, the relics of those industries and the dramatic environment in which they worked; +        identify the linkages between those early industries and gold mining today; and +        promote a co-operative approach to heritage and recreation management involving all facets of the community.

The development of low displacement, moderate to high-angle reverse faults during the formation of the Argo gold deposit within a tholeiitic gabbro host-rock involved a four stage evolution of deformation and associated hydrothermal alteration. Fault zone evolution and Au mineralisation were associated with high fluid flux, fault-valve behaviour in a severely misoriented fault zone. The far-field maximum principal stress was approximately east-west and horizontal, and the far-field minimum principal stress was subvertical. The fault system developed at approximately 400¦C in a transitional brittle-ductile regime. Initial Stage 1 deformation involved ductile shear and the development of potassic (biotite-rich) alteration assemblages and associated reaction-weakening in shear zones; minor quartz extension veins were formed. Stage 2 is marked by the onset of predominantly brittle shear failure, the widespread development ofmatrix-supported breccias in fault zones and a change to sodic (albite-carbonate-quartz) alteration styles. Extension veins have limited development. Stage 3 is also dominated by brittle shear failure and characterised by a change to quartz-carbonate assemblages in fault-fill veins and breccias. However, large arrays of extension veins are also well-developed adjacent to faults. In Stage 4, widespread subhorizontal quartz-carbonate-biotite extension veins were developed, but shear failure was limited. This is an ABSTRACT only. A full-length paper was not prepared for this presentation.

I propose to speak today about our mineral heritage. In common usage "heritage" refers to the past. It means the discoveries, the developments, the mines and the processing plants, the benefits, the consequences, and the human experiences flowing from these. The history of the industry, inseparable from the history of the countries in which The Institute operates, is a rich background of which we can all be proud.But there is also a much wider meaning to mineral heritage. Our past has left us with the ab\lity to create and operate world scale enterprises generating wealth for the community, the ability to offer satisfying and challenging careers in a wide range of skills to our young people, and the willingness to follow adventurous and challenging vocations in remote areas, away from the big cities, at a time when the mentality of many is to get the most for the least effort and at the least inconvenience to themselves. The industry continues to be the repository of the pioneer spirit and a vital contributor to improving the life of the people in our countries.Thus, while our mineral heritage has much to do with the past, an essential part of it is how we use this rich past to build and shape our future. It is in this broader context that I am speaking today.

Electrochemical polarisation techniques can be successively applied to maintain clean surfaces in process environments. The applications are the result of extensive knowledge of the electrochemical nature of process environments, an innovative approach to problem solving and shared æcan doÆ attitudes between the supplier and process owner. Initial identification of suitable applications is based on over 20 years of process and electrochemical experience. The technologies discussed in this paper include Electrochemical Anti-Scaling [EAS], Electrochemical Protection Systems with both anodic [EPSA] and cathodic [EPSC] protection and Electrochemical Flocculation [EF]. Examples of industrial applications are reviewed. Good examples of metallurgical processes which can benefit greatly from an advanced electrochemical treatment are the wet processes involving precipitation, crystallisation and evaporation. Eliminating corrosion and scaling which would otherwise cause process disruptions and quality problems can make a big difference in process profitability. Clear advantages in both cost efficiency and environment friendliness are easily demonstrated. Continuous processing with minimum downtime is one clear advantage. In comparison to the use of corrosion inhibitors, anti-scaling agents and flocculants, the electrochemical polarisation does not increase the environmental load from the process as no additives of any kind are used. In most cases the cost benefits from pro-actively keeping surfaces clean with the help of advanced electrochemistry are substantial when compared to traditional re-active methods and other active treatments.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

ALTHOUGH the mineral Stannite (Cu2S, FeS, SnS2 , also known as "bell 'metal" ore, tin pyrites, etc.) is found in various parts of the world, in only three iocalities has development proved it to exist in sufficient quantity to warrant the erection of treatment plants. Two of those mines are in New South Wales and one is an Tasmania. The writer will deal with the latter-the Conah mine, Zeehan, Tasmania, it being the most important and extensive occurrence so far worked. The Conah mine was first worked by a Tasmanian company for silver-Iead, and was fairly remunerative until the zone of secondary enrichment was passed through, when the lodes became too poor for further exploitation. During the time that the line was thus operated the stannite lode was discovered. It occurs in a graphitic slate, which, in common with the slates and spilites of the Zeehan field, is probably underlain by the stanniferous granite which outcrops two miles to the west. The Conah stannite lode is older than the galena lodes of the district, being faulted by one of the latter. Near the surface the lode was very rich.Shipments were sent out assaying 150 oz. of silver per ton, 20% copper, and 18% tin. An .apparently homogeneous sample of stannite, analyzed by the writer for the Tasmanian Geological survey, gave the following results:

In 1992 environmental audits were carried out at seven coal mines operated by Oakbridge Limited in the Hunter Valley and Lithgow areas of NSW. The audit reports recommended a course of action designed to improve the environmental management system already in operation at the mines. This program started with training in environmental awareness for the Board of Directors, and the development and authorisation of an environmental policy. On-going programs at each mine were expanded to include environmental awareness training for all 2000 employees at the mines, and the development of a 20-module environmental training program which included air, water, soil and noise management, oil and chemical handling, sampling and monitoring, rehabilitation techniques and many more. Environmental incident reporting was introduced, and a system of reporting from the coal face through individual mine site environmental committees, to a Corporate Environmental Committee and up to the Board Environmental Committee became an effective part of a due diligence program. The Board resolved to undertake external independent environmental audits every two years, with internal reviews in the alternate years. An Environmental Management Group was formed, consisting of four internal environmental personnel and Oakbridge's appointed environmental consultant, to effectively resolve many of the environmental issues facing the Group. This program is continuing to evolve as an industry leader in environmental management Practice.

As companies drive these projects to development, production and positive operating cash flow, their Boards and CEOs are confronting important questions:Having achieved initial success, what is our longer term purpose as a company? Does the purpose originally described in the Initial Public Offering to raise equity remain wholly relevant? Given that purpose, how do we understand the available sets of opportunities and related risks? Should we be acquiring new assets or other companies, or developing the existing portfolio? What commodity sectors and geographies should we focus on? Or should we be conserving funds until asset prices or project costs provide greater assurance of value to shareholders? How do we translate that purpose into tangible goals that shape and direct the work of people in the organisation? How do we get the right work done in the face of high turnover and competition for capable staff? Drawing on the authorÆs career experience and on work undertaken by Heuris Partners, this paper provides a practical CEO framework for strategy development, organisation design and on planning the work of the business in the mining industry.

Coals from the Southern Coalfield of New South Wales treated in the Port Kembla coal preparation plants of Australian Iron and Steel Pty Ltd differ substantially in their characteristics. Knowledge of, performance not only enables comparison and promotes better control, but also provides the means for predicting results. Evaluation of performance of cleaning equipment has been made in terms of probable error (Ep.) Results for Baum jigs, a Chance cone, heavy medium cyclones and water washing cyclones are examined. The efficiency factors derived from the probable error are applied to the float and sink analysis, mathematically simulating operating conditions. This method is applied to the Balgownie seam. The Balgownie seam lies between the Bulli and Wongawilli seams in the Coal measures of the South Coast and mining on a large scale began recently in the Bulli area. It is known locally as the Four Foot seam and exhibits er difficult washability characteristics, due to a comparatively high middlings content. These properties and the tively high inherent ash make careful selection of cleaning equipment essential for optimum recovery. The prediction technique is used to determine the possible results when this coal is cleaned in the Port Kembla plants. Predicted values are compared with results from full scale trial washings demonstrating the validity and accuracy of the technique. Applications of result forecasting are listed.

Monitoring of water infiltration into WhiteÆs waste rock dump at the Rum Jungle mine site in the Northern Territory, Australia, started in 1983, and has since produced a unique and long-running data set. Following closure of the uranium mining operations at the site, a soil cover was constructed on the dump in 1984 primarily to reduce water infiltration into, and the quantity of low quality effluent out of, the waste material. The performance of the cover in reducing water infiltration has been monitored using ten lysimeters installed across the dump prior to construction of the cover. Over the past eight years or so, the average infiltration rate as measured by the ten lysimeters appears to have risen compared to the early years of monitoring. The significance of this apparent increase is discussed given the variability observed in the data from individual lysimeters, and the variability in the rainfall. Estimates of the infiltration rate as measured by each of the lysimeters are examined using statistical tools. It is concluded that the infiltration rate has increased with time and with increasing rainfall. The increase with time is a stronger factor than the increase with rainfall. It is further surmised that the cover system at the locations of the lysimeters is less effective now at reducing infiltration into the dump than it was when newly installed.
