Checking the quality of a blast may be considered as subjective. Checking this quality will require measuring objective parameters. One of them is the resulting fragmentation of the blasted product. Numerous fragmentation æmeasuringÆ systems have been developed and marketed, based on image-processing. This presentation of FragScan will illustrate advantages and difficulties when using such a system. FragScan is essentially defending a policy of large and representative sampling. The purpose is to show how fragmentation is discriminating both productivity and profit of quarry operations on a blast-by blast basis. The next step will then be to ædriveÆ the blasting process to reach a æbetterÆ fragmentation. Other applications require the fragmentation as an essential result: this is the case for large boulders used in structure-reinforcement. Several case-studies have shown that FragScan can be used for quality-control, checking size-distribution of the product according to the requirements of the end-user. Only clear thinking about the precise use of such a æmeasurementÆ will further the success of this task.

The progressive development of underground mines frequently requires increased ventilation flow rates through mine shafts that were originally designed for lower rates. Where these shafts are equipped with conveyances running on rope guides, the higher air flow rates adversely affect the lateral motion of conveyances and could cause conveyances to collide with the shaft walls or with one another. Hence the safety impact of higher flow rates requires proper assessment. This can be undertaken by use of computer simulation models to predict the dynamic motion of the conveyances during hoisting. It can also be undertaken entirely by field testing, or using a combination of simulation and field testing. This paper discusses these techniques and makes cautionary remarks about setting an absolute generic maximum flow velocity for all shafts. It is no longer satisfactory to assess the value of a coking coal on its intrinsic properties alone; its value depends upon its behaviour as a component in a blend. No single test can be used to make this assessment, it can only be made by carrying out a suite of tests. The quality parameters which are considered desirable, and which have widespread acceptance, have been discussed and their application to the blending of coals from New South Wales and New Zealand has been reported and discussed. Blending can be utilised to offset deficiencies, or capitalise on advantages, of the individual coals making up a blend. Coals can be blended, which alone are poorly, Coking, but which have compensating features. Blending also allows better exploitation of coking coal reserves. Several applications of blending have been reviewed with regard to coal producers and exporters, as well as coal users. The possibility of extracting a coking coal fraction from fuel coals is discussed. Blending systems and the coking of coal are also briefly reviewed.

Initial analysis of Long Offset Time Domain Electromagnetic (LOTEM) data has traditionally been made in terms of early and late time apparent resistivities. By using more than one grounded bipole as a source, a tensor analysis technique analogous to the method used to analyse DC resistivity multiple-source bipole-dipole surveying may be formulated. We define the æinstantaneous apparent resistivity tensorÆ as the tensor that relates the total electric field vectors at each instant to the steady state (DC) uniform half space current density vectors due to each source. Instantaneous apparent resistivity tensors calculated for a 3D resistivity model suggest that profiles of LOTEM measurements across simple 3D structures can be used to create an image that reproduces the main features of the subsurface resistivity. Where measurements are distributed over an area, maps of the tensor invariants or the tensor ellipses at different times can be made into a sequence of images which provide a way of ætime slicingÆ down through the target structure.

Rehabilitation, reclamation and restoration are all terms used to describe the repair of land after mining. Here, restoration is used to mean restoring the land's original use, capability or productivity. Effective restoration is dependent on good planning before mining commences and must include a clear definition of post-mining objectives. The physical condition of the land within the mining licence was that of an imperfectly drained soil in permanent pasture, supporting a seasonal supply dairying unit. During the mining process, the soil layers were separated, with the topsoil stockpiled separately. As part of the restoration process, the land was recontoured to encourage surface drainage, with topsoil spread evenly over the recontoured tailings. Low grond pressure machinery was used to minimise soil compaction, with light discing and harrowing used to increase water infiltration. A permanent pasture was sown, with weed species controlled by spraying, both before and after pasture establishment.  Soil testing has been used extensively to ensure there were no nutrient deficiencies that good compromise pasture establishment and performance. Controlled grazing practices were used to ensure that the sown pastures became well established.

The Pike River Coal Company is set to develop the Pike River Coal Mine in the Paparoa Ranges of New ZealandÆs South Island. The mine will be developed to extract a coking coal deposit of the Brunner Seam, some 46 km north-east of Greymouth, using a combination of continuous miners and hydraulic extraction.   The mining area is located within Department of Conservation (DOC) land and is adjacent to the escarpment of the Paparoa Range and the Paparoa National Park. As such, the major restriction to planned extraction is protection of:   +        the western escarpment, +        vertical and sub-vertical rock faces, +        permanent water courses, +        significant vegetation, and +        steep slopes.   The mine will use its elevation advantage to hydraulically flume coal from the working faces to the pit bottom area where it will be slurried to approximately 35 per cent density of solids and pumps down a slurry line to the coal prep plant some 10.5 km down the Pike River Valley. The coal will be sold on the export market as a high quality coking coal for international steel making.

The ability to design a beneficiation process for a new orebody based on particular feed characteristics is a powerful and practical tool. A new technique has been developed where beneficiation outcomes can be calculated by combining feed size-by-size chemical analysis, mineralogy, liberation and particle characteristics with a series of simple theoretical unit separation models rather than a simple mass balance approach or an exhaustive beneficiation test program. The new technique provides the ability to rapidly identify ore types that have the potential to meet product specifications whilst also rejecting others that will not meet specification even if a perfect separation was achieved. Beyond the broad scale decision making process, practical mineral separation curves from actual plant data can be used to more closely simulate the proposed process. This approach reduces the amount of laboratory and pilot plant work necessary by targeting what process stages will be required, increases early rejection of uneconomic options, identifies problematic ore types or unit operations and is a step towards estimation of final grade and recoveries achievable in potential circuit configurations.

The Express Rail Link (XRL) will provide high-speed rail services from Hong Kong to Guangzhou and a connection to the national high-speed passenger rail network serving major cities throughout Mainland, China. The HK$ 67 B (NZ$ 11.5 Billion) project is of great strategic importance for Hong Kong and is being implemented to a very tight schedule, from early 2010 with completion targeted for 2015.The works include a 15 platform terminus station in West Kowloon, 26 km of twin track tunnels from the terminus to the Hong Kong/Shenzhen boundary at Mai Po, tunnel vent shafts/adits/emergency rescue siding and a stabling siding facility. Trains on the Hong Kong section are intended to operate at speed up to 200 km per hour and up to 350 km per hour on the Mainland section.This presentation will provide an overview of the entire XRL project, with a focus on the challenging geotechnical and spatial constraints on the tunnel works. A neutron irradiation technique has been developed which is suitable for the determinat- ion of the iron and aluminium content of iron ore fines (-6 mm particle size) on a moving rubber conveyor belt. The determination of iron entails measure- ment with a NaI(Tl) gamma ray detector of the characteristic prompt gamma rays (7.64 MeV) due to thermal neutron capture in iron, while the determination of aluminium is based on thermal neutron activation analysis. For the latter a second detector must be placed down- stream to monitor the 1.78 MeV gamma radiation emitted after activation of aluminium. Although conveyor speed has no effect on the Fe measurement, it has an adverse influence on the aluminium signal, and the belt speed should not exceed 0.1 m/s if good accuracy is required. Static trials on a 460 mm rubber conveyor belt with constant ore geometry indicate that for iron an accuracy of ¦ 1.2% Fe (2a) can be achieved for crushed run-of-mine ore at

The mining industry represents a small part of the international economy. Comprising few large companies, the industry exhibits volatile returns and over the past 25 years has failed to produce a long-term return that meets its cost of capital. It is not surprising, therefore, that the minerals extraction and processing industry is under considerable pressure from the investment community to lift its game. Management and boards are responding to this pressure by implementing more exacting cost control measures, capital management programs and through the process of consolidation. However, the cost of capital to the industry appears to have increased in recent years and investor attention seems to be preoccupied with the ænewÆ economy. Both of these influences will conspire to raise the bar for acceptable industry economic performance. This paper provides a useful snapshot of the minerals and extraction industry as it enters the 21st century. It remains cautious about future performance other than to conclude that single digit returns are likely to prevail, albeit at higher levels than over the past 25 years.

DEFINING AN ECONOMIC TARGETExploration usually begins with the corporate goal of finding a minimum tonnage and grade of a selected mineral. Sometimes this is expressed more simply as a minimum quantity of contained metal without any indication of the desired grade or implied profitability. Such a goal is useful in the selection of exploration areas and the planning of initial drilling programs. However, it should be reviewed as soon as significant mineralisation has been identified. To make rational decisions about exploration expenditure, the potential return from a deposit must be estimated from the outset and re-esti-mated frequently.The potential return will depend on:1. The proportion of mineral which can be economically recovered from the deposit by mining (the mining recovery).2. The quantity of valuable constituent that can be recovered after dilution with waste rock during mining and losses due to incomplete metallurgical recovery.3. Expectations of price and markets.4. Capital and operating costs applying to the selected mining and processing methods, and to transportation and marketing. Increasingly, environmental costs and constraints must also be considered.

Finding a balance between practical and acceptable groundwater management, and providing for the needs and impacts of mining developments remains a challenge. The changes that accompanied the recent implementation of water reforms have provided greater flexibility for the water manager and greater certainty for the resource user. However uncertainty associated with understanding of complex aquifer systems, balanced against providing for the needs of mining developments, the rights of existing water resource users and expectations of the broader community have not diminished the conflicting issues faced by water resource managers and resource developers. Licensing under the Water Act 2000 provides the regulatory link with the taking of water for water supply purposes or as a consequence of the mining activity. This paper outlines key elements of sustainable water resource management involving certainty of access to water and adaptive environmental management that are delivered through conditioning the water licences issued for the particular mining development. Implementation of this approach is illustrated through a case study involving the BHP Billiton Cannington Mine in North West Queensland.

The mining industry has a well deserved reputation earned over the years for innovation, engineering, management and the quick application to mining of emerging technology. The cumulative result is the economic exploitation of lower grade resources. The developments during the last decade have done nothing to tarnish the reputation. There are many that come easily to mind: the use of contractors for both surface and underground operations, a trend toward mine management contracts, the increasing recognition of the economic potential of ground support, and the development of physical measures to achieve it, - sophisticated measures to analyse blasting , and thus improve fragmentation, - instrumentation to assist geotechnical appraisal, - the development and application of the powerful and flexible, excavator, - the evolution of measures to improve grade control, - massive improvements in equipment productivity and reliability built largely around the application of hydraulics, - the development of powerful computer packages for orebody modelling, mine design and extraction, - simple "dense" fill systems, - maintenance management techniques including the greater use of off-site maintenance of exchange components, - the utilisation of communication systems for data transfer.

Complex processing plants present a myriad of safety issues to the design engineer. The extent to which the design engineer manages to lay the foundations for a safe plant ultimately sets the stage for life long safety performance. Industry traditionally measures engineering safety performance by indicators such as Lost Time Injuries, Restricted Work Case Injuries, Overall Incident Frequency Rates, etc. While these measures are useful indicators of performance for the construction, commissioning and operations phase of a project, they do not necessarily drive the most appropriate behaviours for Safe Plant Design. Achieving an inherently safe design requires a diligent focus on low frequency, high consequence events. First and foremost the engineering team needs to have a design culture and methodology which leads to a plant which is as close as possible to being inherently safe. Such a culture might come from an organisation that has æmindfulnessÆ about safety, and which is nurturing a culture where warning signs are recognised and addressed. This paper explores the development of mindfulness and warning signs in design.

Tanking of tunnels is now often specified when inflows exceed as little as 1 L/s/km with a unit distance of 100 m. To demonstrate inflows over a 100 m segment of a tunnel are less than 0.1 L/s with a standard error of 0.01 L/s by timed, gravity filled, volume measurement up and downstream of the segment, the measuring cylinder volume (L) must exceed 10 Q, where Q is the flow in L/s, and the number measurements taken and averaged must exceed 20 . If a standard error of 0.02 L/s is acceptable then 5Q2 measurements must be taken and averaged. From December 1994 to November 1997 Odin MiningÆs Estero Hondo alluvial gold mine in western Ecuador washed almost 3.2 million bank cubic metres of gravel to produce just over 2600 kilograms of pure gold at a recovered grade of about 0.8 grams per bank cubic metre. The operation was a simple open pit. Draglines stripped the overburden, backhoes mined the gravel, and trucks transported the ore to a stationary, gravity-based wash plant for processing. At start-up the planned throughput was 55 000 bank cubic metres/month, but a year later this had been increased to 100 000 bank cubic metres/month. From April 1993 to July 1997 a total of 440 churn drill holes and 15 pits were sunk to test the property. The methods used to prepare the resource and reserve estimates from the raw field data are described, and seven sets of completed estimates are used to track the evolution of the projectÆs resource/reserve base through the exploration, feasibility and production stages.

The ER&S Company operates a copper sinter plant, blast furnace and converter smelting complex at Port Kembla. Eighty percent of the smelter feed is dirty copper concentrates that contain some lead and zinc. The remaining twenty percent of the smelter feed is copper bearing secondary materials, some of which contain lead, zinc and tin. A predominately lead/zinc fume is produced during the smelting and converting of this feed mix. The composition and tonnage of fume produced at Port Kembla has varied over the years as the smelter feed sources have changed. The economic processing of the fume has always been dependent on the value of the metals contained in the fume and on the fume composition. Both pyrometallurgical and hydrometallurgical methods have been used to treat the fume for the recovery of some or all of the following metals - lead, zinc, tin, copper, cadmium, silver and bismuth. A detailed description of the treatment methods that have been investigated and used to process ER&S fume is given.

Access to land for exploration, development and mining purposes is extremely critical to the viability of the mining industry and subsequently the well being of society.The mining industry has been subject to environmental controls and considerations for the past 20 years. Today there is greater land use competition and more debate as to its use. To retain reasonable access the mining industry must comply with the rules and regulations by which it is governed.A new set of rules and regulations have been approved for use in Queensland, known as the Mineral Resources Act 1989. This Act clearly outlines the titles available and the requirements to obtain access.There are three main titles of interest to mining companies. These are an Exploration Permit, Mineral Development Licence and a Mining Lease.The Exploration Permit (EP) is for exploration purposes. Applications for EP's are assessed on their content and past performances. An EP is granted subject to a security deposit and conditions. Prior to entry the EP holder is required to inform the land owner of the proposed activities and times of entry.

This paper presents a case study to reduce the operational cost on the secondary ball mill circuit in the Lead/Zinc Concentrator at Mount Isa Mines. The circuit includes two five-metre diameter ball mills each closed with a cluster of ten 15-inch cyclones. The operating cost for both ball mills is about six million Australian dollars per annum.The concentrator achieves 75 per cent of the plant design capacity with one ball mill operating, but will have to use two ball mills when 100 per cent plant capacity is required. The optimisation study on the circuit identified a new flowsheet that enabled the concentrator to reach 100 per cent of the capacity by using one of the two secondary ball mills. The success of the project utilised the existing equipment rationally and saved the operational cost for one ball mill at full concentrator capacity. A further simplified secondary circuit is proposed using the IsaMill for the secondary grinding duty. Performance of the IsaMill circuit and the potential cost savings are predicted.
