While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

A slag-metal equilibrium study of the system SnO-FeO-(Si02+Al2O3)/Sn-Fe was carried out at 1250°C. The distribution coefficient, k =(Sn/Fe)metal X (Fe/Sn)slag was found to range from 246 for an iron contentof 0·53 per cenrt in the metal to 82 for an iron content of 6·4 per cent. The value of the ratio ?SnO/?FeO was calculated and found to be approximately a function of per cent SnO in slag alone in the region (Si02+Al2O3)/ FeO = 0·4 to 1·2. Comparison with other published work suggests that the addition of CaO to slags having (SiO2+Al203)/FeO ratios of about 1·1 raises the value of ?SnO/?FeO...

IF a straight line should be drawn on the map (See 1, page 96) through the northern half of the South Island of New Zealand, from Mt. Domett in the north to Arthur's Pass in the south, and another line drawn parallel to it and at a distance of ten miles to the west, according to the topographic scale, it will be found that within the belt thus drawn across the country all the most important mines, past and present, of the South Island are situated, with the exception of a few in Otago.The most important product of this tract being gold, and Reefton, the most important southern mining field, being situated at about its central portion, the zone may aptly be termed "The Great Reefton Gold Belt." The occurrence of so many gold mines along this particular strip of country is not at all a matter of chance, but is the outcome of cause and effect. The recent paper by Bain (1981) contains an unfortunate, and potentially misleading typographic error. On page 9, second paragraph, Bain states that, "some samples of drill core from the (Candlow) Formation ... contain up to 90 ppm gold and 2 000 ppm arsenic". The gold value should read 90 ppb. In fact, in the original version of the paper (Bain, 1980), the gold value quoted was actually 60 ppb.Bain also refers briefly to some geochemical data which is attributed to me, and which I feel require some clarification.In addition, the paper contains some factual errors relating to the occurrence of carbonate and potential host rocks to Carlin-type gold deposits in the Candlow Formation.

Physically-based landform evolution models (LEM) provide a spatial framework to forecast the long-term geomorphic stability of post-mining landscapes. When used to test the relative stability of different landform designs, LEMs may assist with the development of optimal closure designs for rehabilitated mines. However, in order to reduce prediction error, factors controlling landscape evolution must also be accurately represented by models. This requires that the correct sets of processes are represented and that driving parameters used in LEMs are, if necessary, calibrated to the landscape of interest.Vegetation exerts strong controls on the hydrologic and geomorphic processes that drive landscape evolution. Hence, the spatial and temporal scales over which typical patterns in vegetation are represented in different landscapes are important considerations in LEM calibration. However, vegetation is rarely accounted for in LEMs and even when integrated is often represented simply, without representing spatial dynamics of vegetation cover that may impact landform development.This study focuses on characterising vegetation patterns to calibrate a new vegetation module of the The Cellular Automaton Evolutionary Slope and River (CAESAR)-Lisflood LEM to be applied to a conceptual rehabilitated landform of the Ranger uranium mine located in the Alligator Rivers Region (ARR) of northern Australia. In the ARR the spatial dynamics of vegetation over time are largely driven by monsoonal rains and topography. Extensive dry season fires are also common in the region, temporarily reducing vegetation cover where they occur. Hence, hydrology, topography and fire disturbance interact to shape a distinct, yet dynamic, mosaic of different vegetation types of varying cover density. Linear interpolation of geo-related variables is important to different aspects of mining engineering such as long and short-term mine planning. The ore deposit description attained from spatial modeling of blast hole datasets has been widely taken into account, particularly, for short-term mine design and grade control, so as to define the ultimate destination of a mined block. It is approved in practice that making the wrong decision leads to losing a huge amount of money for choosing the destination of a mined block. In the case of complex ore deposits, the issue of estimation of variables in the region is questionable and somehow tedious. Due to this fact, modeling those complications in the co-spatial behavior of the grades in multi-element deposits prompts one to employ enhanced geostatistical techniques. Traditional approaches of this purpose such as polygon, inverse distance weighted and even (co)-kriging approaches, are incapable of reproducing those complexities such as non-linearity, heteroscedasticity and geological constraint that frequently exist among the variables of interest in those deposits. Another difficulty in employing those linear interpolations in grade estimation is smoothing effect, in which the estimated grades are over and under estimated. General recognition of the potential benefits of utilizing advanced technology has focussed public attention on the organisation of tertiary education. This has produced a situation where opportunities exist for significant changes to be implemented. The challenges to Mining education in this environment of change are analysed with respect to the setting of education objectives, the role of centres of education, course structures and student access to courses. The scope of the analysis includes formal courses for professional education and technical training, and programmes for continuing education and postgraduate research. Previous significant advances in mining technology illustrate the importance of encouraging the establishment of an extensive involvement with mining education. Education cannot be the sole responsibility of professional academic organizations; significant industry participation is essential. Methods of achieving this interaction are discussed. Major changes in techniques available for disseminating information provide a significant incentive to assess the relevance of existing course structures and restrictions on student access to courses. Establishment of a less rigidly progressive system of education is discussed with respect to the development of the full potential of computer based learning. This will expand the availability of mining education to include remote locations. The practical feasibility of such changes and recognition of the value of education as a commercial resource could also increase overseas involvement in Australian mining education. Benefits of such changes and problems that may develop if accreditation systems are not also changed to take account of new technology are outlined.

Since the independent review of fatal accidents in the mining industry carried out by Dr Sean Brady (the ‘Brady Review’), High Reliability Organisations (HROs) and their operating principles have been discussed across the Queensland mining sector. HROs are organisations said to consistently avoid serious failures, reliably delivering their organisational objectives despite operating in environments characterised by high levels of inherent risk and/or operational complexity. HRO concepts have previously found application in other similarly hazardous industries to mining. However, as Hopkins (2009) pointed out, HROs ‘are very elusive creatures that inhabit the realm of theory more than the real world’. The Queensland Resources Council (QRC) with support from the Commissioner for Resources Safety and Health initiated a review of how HRO principles can be translated to the mining industry. The review was conducted by Noetic, an Australian management consulting company that specialises in hazardous industries, including mining and metals, and has prior experience applying HRO theory.

API Management Pty Ltd (API) is currently developing the West Pilbara Iron Project (the ‘Project’). The Project is a substantial greenfi elds mining and infrastructure development proposed for the west Pilbara region of Western Australia. The Project will establish API as a new and independent supplier of direct shipped iron ore. API manages the Australian Premium Iron Joint Venture (APIJV) on behalf of joint venture participants Aquila Resources Ltd and American Metals and Coal International Inc. The APIJV was formed in February 2005 with the objective of developing a long-term iron ore export operation in the west Pilbara region.Development of Stage 1 comprises a 30 million tonne per annum (Mt/a) channel iron deposit (CID) operation scheduled to commence in the second half of 2014 subject to approvals. JORC compliant CID resources total nearly 700 million tonnes and the Stage 1 mining area comprises eight iron ore deposits located between 30 km and 85 km south of Pannawonica. Run-of-mine ore from the eight deposits is transported to a central processing facility for crushing, screening and blending into a sinter fines product, which API has named West Pilbara Fines or WPF. Construction of a 282 km main line heavy haulage railway from the Stage 1 mining area to the proposed greenfields multi-user port at Anketell Point near Wickham, is capable of accommodating large Capesize bulk carriers and providing export facilities for other third parties. Capital investment in the order of $A6 billion includes essential support infrastructure including power, water, accommodation, roads and an airport at the mine.A feasibility study for the development of the Stage 1 mine, rail and port infrastructure has been completed along with environmental surveys of the mine, rail and port areas with Public Environmental Reviews (PERs) for each submitted for public review by end 2010. Consultation and cooperation with various stakeholders of the Project areas, and early engagement with traditional owners of the respective areas has commenced. Various sampling and metallurgical characterisation programs combined with independent institute and steel mill based testing have confirmed the positive sintering characteristics of WPF ore, which is higher in alumina (3.37 per cent) than typical Pilbara ores. *This is an abstract only. The Latrobe Valley is located approximately 150 kms east of Melbourne. Within a very small area there are 3 large brown coalmines and associated power stations, 3 large towns, and numerous smaller towns in the vicinity. The mines have been generating power for Melbourne and surrounds for the last 100 years, with two of the mines being owned and operated by the Victorian Government (State Electricity Commission of Victoria) prior to privatisation in the 1990s. All three mines were privatised with the expectation that the mine voids would be filled with water to become pit lakes, as the final landform/rehabilitation solution (Hazelwood Mine Fire Inquiry, Teague and Catford, 2016). It could be argued that until relatively recently, this was largely expected, by government and industry, to be the rehabilitation solution for managing the two key risks associated with the sites:  The geotechnical stability of the mine pits.  The prevention of fire – through covering coal batters with water. Transitioning away from mining economies requires collaborative, regional, innovative thinking with a multitude of stakeholders, from a wide range of government departments, industry, First Nations people and broader community. Closure planning and rehabilitation activities require a range of skills and experience, such as, closure planning, various scientific and engineering disciplines (pit water quality modelling, geochemical modelling, cover design, landform design, contaminated site etc), civil engineering, demolition etc. Some of these skills are similar, such as financial modelling, stakeholder engagement, contract and project management. But the majority are different to those required during the operational phase of a mine. These closure skills can also be lacking within government, with Departments more familiar with monitoring and compliance activities associated with operational facilities. Some key aspects that appear to be critical to planned successful closure are:  Collaborative regional and localised planning, with industry, government, community, First Nations and other industry, business leaders and entrepreneurs all involved in providing a smooth transition away from mining.  Well-defined and known regulatory pathways to achieve mine licence relinquishment assists in encouraging investment.  Appropriately skilled and experienced government and industry personnel.  Mining companies, who are committed to closure planning and provisioning from the earliest point in project planning.  Mine employees who are appropriately skilled and experienced in mine closure planning and implementation with access to all the relevant technical expertise required for the project. Areas like the Ruhr Valley in Germany provide good some examples of smooth processes that facilitate mine economies transition into new economies (World Resources Institute (WRI), 2021).

External and internal challenges in mining are increasing the difficulty and complexity of operating mines. The external mining environment has a big impact on mining operations and is driving the focus on safety, sustainable mining, green issues, profitability and productivity. There is a very high emphasis on ‘reducing cost to improve’, lower mining and beneficiation costs by eliminating waste/inefficiencies (reduce people, use less consumables, multiskilling, etc). The internal mining environment is getting tougher to operate in, with the deposits being more difficult to mine, more difficult to manage due to external pressure along with issues associated with maintaining quality, etc.Technological and environmental developments too numerous to mention, mean that cost control models, reduction in human resource numbers, as well as other drastic measures to curtail expenditure and increase profitability have become part of everyday business. The capability to manage the mining environment in a systemic manner has been lacking and this increases the pressure for performance on those individuals operating and managing mines.Working smarter has become crucial to ensure that businesses optimise the use of their resources, become more safety conscious, more productive and remain cost-effective, while recognising the importance of sustainable mining now and in the future. The logic of determining and managing to the capability of the mining value chain will be examined and the underlying assumptions or beliefs guiding behaviour and decision-making will be highlighted.In order to identify the obstacles in the mining value chain that hinder achievement of its full potential, the following questions have to be asked:What are the factors that influence the performance of a mining value chain?What is the design capacity of the mine?How can the inherent flow and value capacity of a mine be determined?What types of solutions will allow a mine to operate at its inherent flow and value capacity?This article will discuss the way we plan, measure, assess and manage the mine value chain, by addressing the following factors:balanced capacity versus flow and value capacity designthe use of averagingoptimising individual components in a value chain versus optimising the whole value chain.Optimising flow and value through the mining value chain is one of the three pillars of Mineral Resource Throughput Management (MR™). MR™ is an entrenched and academically supported philosophy that has been successfully applied in the past decade in various mines throughout the world by EXXPLEO, a mining and beneficiation consulting company. Chromite was recorded among the rare minerals in the natural beach sand concentrates on the coast of Northern New South Wales by Whitworth(l) in 1931, and the commercial production of zircon and rutile from these beach sands has yielded concentrates of ilmenite with small amounts of chromium. The chromite is a detrimental impurity in the utilisation of the ilmenite, and the difficulties that attend the separation of the small amount of chromite from the ilmunite have raised suggestions from time to time that chromite occurs with ilmenite in composite grains. The absence of such composite grains and the nature of the chromite grains has been indicated by the following mineragraphic examination of magnetic concentrates containing chromite which were prepared by the C.S.I.R. Ore Dressing Laboratory, Melbourne University, from ilmenite concentrates from beach sands at Norrie's Head, County Rous, New South Wales and Stradbroke Island, Queensland.The magnetic concentrates from each locality are divided into five fractions, and the No. 1 concentrate is the most highly magnetic and the tailing the least magnetic. Northern Iron Ltd (NIL) is an Australian listed company that recently brought the historic Sydvaranger open pit Magnetite Mine (the Project) in Northern Norway successfully back into production. NIL made the decision to operate the Project on an owner mining basis, due to limited large scale mining expertise amongst Norwegian mining contractors, a long mine life, a limited range in planned mining rate and to minimise costs. As a new mine operator in a country where labour practices are strictly regulated, there was the desire to reduce the risk associated employing and managing skilled personnel. This was achieved by coupling the purchase of the required mining equipment from the original equipment manufacturer's (OEM) regional dealers with OEM supported Maintenance and Repair Contracts (MARC). This paper examines the process that was followed to implement an owner mining operation in a short time frame; approximately 12 months from the initial requests for quotation to actual delivery of mining equipment to site, and some of the challenges faced. By following a formal and well-tested process, not only was the implementation achieved in the set time frame, but significant value was added through the cost savings achieved in the equipment purchase price and MARC rates that were negotiated through this process.

The Hishikari gold deposit, discovered by the Metal Mining Agency of Japan, has become a giant class epithermal gold deposit with the highest grade of gold yet recorded in the world through detailed exploration and development by the Sumitomo Metal Mining Co Ltd. The exploration strategy involved a regional approach combining geological and gravity surveys over a 900 km2 area which had historically produced over 120 t of gold. These surveys were carried out to grasp the common geologic features of epithermal gold deposits in the survey area. A genetic model for epithermal gold deposits in the area under regional survey was also considered based on detailed research of the Kushikino epithermal gold deposit which was in operation at that time. This model was applied to the targeted areas, and important relationships between mineralisation, host lithology, intensive propylitic alteration and gravity highs became apparent. The Hishikari block was selected in this way and bonanza gold was discovered during drilling. Since the development of the Hishikari mine, information useful for further exploration for the same type of deposit has been accumulated.

The ready solubility of gold in dilute aqueous solutions of the cyanides of the alkalies or alkaline earths provides a convenient method for the separation of the precious metal -from the large surplus of associated materia1. The finely ground ore is pulped with a weak solution of cyanide, agitated to dissolve the gold, filtered and washed. The lowgrade filtrate is then clarified and the gold precipitated by some electronegative agent, the most usual being finely divided zinc or zinc dust. The slight precipitate is collectedon some form of filter coated with a filter aid, the filter cake being then known as "gold slime".A typical analysis of this slime is given in Table 1.

Mine planning is a crucial part of all mining industry projects, and nowadays, geometallurgical mapping through advanced computer technologies provides an opportunity to involve metallurgical responses of a deposit into 3D block model in order to optimise mine planning activities, especially for production forecasting. Including these metallurgical parameters apart from traditional geology and grade-based attributes into resource modelling leads to an extensive approximation for the economic maximisation of mine production due to better forecasting, planning and increasing certainty and the reliability of the resource model (Macfarlane and Williams, 2014). Commonly, geostatistical techniques and algorithms are used to produce models with the high resolution (Brissette et al. 2014; Deutsch et al. 2014; Tolosana-Delgado et al. 2015). The accuracy of the modelling procedure deeply depends on a reliable block model, produced by spatial analysis of corresponding variables that define the geological, metallurgical, mineralogical and chemical behaviour of the deposit. However, there are special cases, where the application of enhanced geostatistical methods is required, to solve the occurred difficulties between variables with multivariate complexities. For example, in oxide copper deposits, the soluble copper grade is a percentage of total copper grade and recoverable by heap leaching processes (Emery, 2012; Hosseini and Asghari, 2015). Gippsland has perhaps the most colourful history of exploration of any area in Australia. Hydrocarbons were first discovered in the Gippsland Basin in 1924 when a water well at Lakes Entrance encountered oil and gas shows. In 1942, the Commonwealth and Victorian Governments, in an effort to supplement a wartime oil shortage, sank a shaft near this well and produced 8000 barrels of low gravity oil up to 1956, when the field was abandoned. A total of 64 shallow wells had been drilled in the Lakes Entrance area by that time. Elsewhere in the onshore Gippsland Basin, 30 wells were drilled from 1925 to 1941. In 1960 BHP Ltd was granted an exploration permit covering much of the offshore area of the Gippsland Basin. Esso Australia Ltd joined BHP in 1964 and drilled the Barracouta-1 gas discovery in 1965. Since then over 100 exploration and appraisal wells have been drilled in the basin resulting in the discovery to date of some 3.6 billion barrels of recoverable oil and 8.8 trillion cubic feet of recoverable gas (Current remaining recoverable reserves are 906 million barrels of oil and 5.7 TCF of gas). Exploration in the offshore areas is actively continuing today and new discoveries are still being made.

Establishment of the Cadia East Panel Cave Stage One (PC1S1) commenced with the firing of the first bell in early 2011. Production began with the completion of the undercut in May 2014. PC1S1 used a post-undercut composed of 114 drawbells covering a footprint area of 73 438 m². The extraction level is located at a depth of 1200 m below the surface and is based on a 32 × 20 m El Teniente layout. Cave establishment required the construction of multiple conveyor drifts, a large-capacity jaw-gyratory crusher and ancillary ventilation and pumping infrastructure. Preconditioning via hydraulic fracturing and blasting was implemented at various locations of the cave block height.
