The Australian economy has been adversely affected by the hesitation in developing countries to commit to the construction of .new coal-fired power stations. World coal trade which was expected to grow at an appreciable rate has stagnated, world export coal prices have plummetted, and facilities in place in Australia for the production and export of coal are being underutilized. While in some countries this hesitation has been caused by a reduction in electricity load growth, another cause has been the unduly long lead-time imposed on developing countries by the conventional "Banker's Approach" to the planning and initiation of commitments to finance and construct coal-fired power plants. In some countries electricity growth has been met by increased usage of indigenous energy resources, even though this involves costs in excess of imported coal-fired power generation. The avoidance of foreign exchange commitments in these cases can however be desirable. In many other developing countries however, fuel oil continues to be used for power generation at a cost in foreign exchange of up to 50% above the total cost of coal fuel plus capital to construct a new coal-fired power station. The conventional "Bankers Approach" to new power station planning imposes the need for successive feasibility studies to satisfy the normal processes of international development lending agencies. No feasibility study can however, show how keen vendor countries may be to win major power plant contracts; and no feasibility study can determine whether the power station eventually procured will be one of the more reliable, at better than 80% availability, or one of the more unreliable at worse than 60% Availability.

The last decade of national water reform implementation has improved the availability and efficiency of water source allocation in Western Australia. However, it is critical to recognise that the concurrent mining boom witnessed the approach of full water allocation limits, and increasing trends in mineral processing, water infrastructure costs, and wastewater management costs. Water supplies are commonly viewed as absolutely critical to project feasibility in mining, industrial and energy generation projects, even if considered 'non-core business'.   An increasing density of mining projects and industrial estates in Western Australia (WA) creates an opportunity for water infrastructure cost sharing and synergies. The WA government and its agencies have given preliminary consideration to the establishment of independent water utilities in the goldfields (Kalgoorlie), the Pilbara, and Collie regions, and in the Kwinana Industrial Area. The impending Oakajee industrial area and Mid West regional development, and Anketell port in the East Pilbara, could also be considered for common non-municipal water supplies.   The critical issue of apparent commercial risk due to the large scale of water demands and the low customer numbers in the minerals sector relative to other water markets is expected to mandate government partnership in any non-municipal water utility ownership. The commercial feasibility risk is observed as a risk to water supply security for potential mining and industrial customers. Absence of proper water infrastructure planning and governance has the potential to create infrastructure access issues as observed for Pilbara rail developments under the Trade Practices Act 1974.   Other aspects of water cycle management which could be addressed by a non-municipal utility include resumption of mine dewatering water (required changes to WA legislation that are progressing) and consolidated wastewater management for maximising synergy or reuse opportunities and minimising cumulative environmental impacts.   Address of water infrastructure planning for non-municipal water demands must cover commercial and environmental sustainability outcomes to successfully progress minerals sector growth in the State.

Faced with rising costs and lower metal prices, several Ontario base metal sulphide mines have changed their method of mining to vertical crater retreat mining. This is a bulk mining method that utilises large diameter holes and mines successive cuts remotely by blasting and cratering the bottom of the drill holes. The orebody is mined from the bottom up. The method in turn has required a change in materials handling to cope with the greatly increased productivity.   This paper presents an overview of vertical crater retreat mining in the Sudbury area using examples from several producing mines. The paper reviews the history of vertical crater retreat mining, various methods of applying vertical crater retreat layouts, the development of in-the-hole drills capable of drilling the large diameter holes required, methods of explosives loading and blasting to achieve the required cratering effect, methods of ground support including backfill placement, and the ore loading equipment presently being utilised including remote control load-haul-dump units and continuous loaders.   The safety aspect of vertical crater retreat mining has been of concern, and was the focus of a provincial inquiry. The benefits in improved safety are demonstrated through an analysis of various records kept by the mines and provincial agencies.   Future trends can now be envisaged, particularly in relation to deep mining. Some experimental work which could have practical applications, is described.

Fresh air intake in an underground coal mine is of critical importance to the occupational health and safety of workers due to the dynamic, confined and dangerous nature of the mining environment. In most coal mines in South Africa, belt road is not separated from the fresh air intake to the sections. Intake air to coal production faces generally contains dust generated by conveyor belts, transfer points and travelling roads. Long roadways (up to a few kilometres in some of the existing mines) to the coal sections are involved in the ventilation circuits of individual sections. This leads to a progressive increase in the dust levels in the intake fresh air and thus high dust levels in the air delivered to the working sections downstream. In the process of reducing worker exposure to dust in the face area, attention to the monitoring of fresh intake air is generally given a low priority. This paper summarises the intake dust levels measured in selected South African underground coal mining sections over the past five years and its use as a parameter in assessing worker exposure to dust through a newly developed model called the Dust Exposure Level Index (DELI). Based on the measured data of the South African coal mines, the average section intake dust level was 0.78 mg/m3. Approximately 60 per cent of the samples collected for the study have exceeded the 0.5 mg/m3. The intake dust level measured at a longwall face was much higher than in the CM headings. The measured section intake dust levels furnish the South African coal mining industry with the latest depiction of the level of face area dust contamination due to the intake air. Further, this paper demonstrates the use of intake dust level as a parameter in estimating exposure levels of workers, as it clearly plays as a corner stone in effective control of exposure to face area respirable dust. It must be borne in mind that intake dust is a base level to the mine worker exposed to dust without carrying out any additional work in the section. If the intake air is seriously contaminated by airborne respirable dust; then the exposure of the workforce in the section will constantly be elevated by that background dust level.

The engineering geological mapping of Metropolitan Area of Jopo Pessoa in the littoral zone of the Parafba State, northeast of Brazil, made possible the ambient characterisation for space using and its implications on the environmental resources. This region comes lately denoting an accented industrial growth and this work would help future projects of urban planning, distinguished by quick ground occupations for residential, industrial installations, farming, beyond mineral extractions. The mineral sector supplies material and substance demanded by industry and civil constructions, like as clay deposits, sands, calcareous rocks and mineral water. Many companies working there do not have the permission or inspection of ambient agencies for planned extractions of mineral resources. The consequences of this activity pass for the low profit of the reserves, bad uses of the sources, ground degradation, vegetation suppressions and physical impacts on landscapes, beyond noises and vibrations. These activities have causing accelerated alterations and transformations in the environment, compromising the sustainable development. It thus becomes clear that urgent solutions must be find to solve the problems with human interferences by closer inspection and management for disciplined use of its natural resources.

The Gippsland Basin, southeastern Australia, has an Upper Cainozoic history of episodic change of hydrology and the related environment, reflected in the geomorphology and surficial deposits of the onshore basin and the hydrodynamically controlled accumulations of petroleum of the offshore basin. Succeeding this episodic pattern, man through a number of activities, has had a sudden and major impact on the hydrology and the related environment. Activities include those directly affecting the groundwater system, such as extraction of fossil fuels with the consequent threat of land subsidence; irrigation and clearing of vegetation and the consequent effect of salinisation; change of land use and installation of septic tanks with resulting nitrate pollution; damming of streams and the consequent reduction in the frequency of floods with degradation of the biological Environment; de-snagging streams and construction of cutoffs with increased stream erosion, modifying wetlands including drainage, with the consequent degradation of their ecosystems; and increase in phosphate and nitrate inputs to the coastal lakes with the risk of their eutrophication.

Now that Japan has achieved a remarkable high growth and joined the ranks of economic powers, she is required to take a stance proper to her new position toward international co- operation among Western advanced countries, economic/technical aids to Southeast Asian and Pacific LDCs, and others. As a field subject to such international cooperation programs, the development/use of coal resources has been winning increasing attention in recent years. Coal is positioned as one of promising alternative energies. With Southeast Asia plus Japan and the EEC serving as the two nucleus polar regions, total coal demand in the free world is projected to jump 37% in the year 2000 from the present level and steaming coal imports in the world, primarily destined for power generation, almost double the 1983 level. Such being the situations, Japan's tech- nologies related to coal resource development, if successfully introduced into coal-producing countries to help them boost their production, can directly lead to international cooperation that Japan is now required to fulfill. At home, however, the Japanese coal industry has been just on the wane due to various press- ing problems, such as wider differentials between overseas and domestic coal and deeper/ remorter mining. The industry was named atop in a list of the industries requiring restruct- uring at a meeting of the Economic Structure Study Committee held prior to the decision- making of the 8th coal policy, which slashed coal production planned for the last fiscal year of its life to some 10 million tons, a drop of as much as 50% from nominal output planned in the 7th policy. Under such circumstances at home and abroad, a pioneer study has been under way since fiscal 1984 as part of Japan's energy cooperation in the Pacific. The study is based on the Pacific coal flow concept hammered out by the Agency of Natural Resources and Energy of the MITI.

CSIRO Minerals has recently developed an electron microprobe (EMP) based imaging (or mapping) method for characterising ilmenite concentrates. The method requires an electron microprobe analyser to collect elemental X-ray maps which are then processed via an in-house developed software module (CHIMAGE). The type of information readily available from EMP mapping includes; primary phase identification, modal analysis of phases, chemical analysis of individual phases, textural information (eg the alteration stages in the formation of leucoxene or pseudorutile from primary ilmenite and the development of macro-porosity), and the identification of coatings or pore-fill material. All of these parameters will impact on the choice of future downstream processing options considered for any particular ilmenite concentrate. The method has been demonstrated to be a sensitive analytical tool for assessing the distribution of aluminosilicate minor impurities in ilmenite feedstocks from the West Coast of Australia and also for characterising the complex chrome-spinel gangue phases common in East Coast ilmenite concentrates from the Murray Basin.

Bentonites and fuller's earths from seven localities in N.S.W. have been analysed with respect to occurrence, mineralogy and physical properties and areas for future prospecting have been indicated.INTRODUCTIONThe rapid expansion of Australian industry in the postwar years has been accompanied by an ever increasing demand for fuller's earth and bentonite, but in New South Wales at least the demand has been met principally by imports. However, some local and generally inferior active earths have been won to blend with imported materials to reduce costs. The important discovery of the widespread distribution of bentonite clays in the Northern Coal Measures, made recently by Grim (Booker, 1956), has givenimpetus to the further search for material comparable in quality to the imported active earths.Bentonite may be defined as a highly plastic clay, generally possessing swelling properties, composed essentially of montmorillonite and derived from the alteration of volcanic ash. Fuller's earth refers to any clay which, with or without chemical treatment, is capable of decolourizing mineral or vegetable oils and is, therefore of economic value. The Canahuire deposit is a recently discovered Au-Cu-Ag epithermal deposit in Southern Peru. A geometallurgy program is a key study element of the project Feasibility study. Metallurgical, mineralogical, and comminution studies have been completed over a suite of samples, spatially distributed among the various geological/ore domains. The early stage of Canahuire presents challenges as there is a lack of metallurgical information to guide geometallurgical sampling, in contrast with an established deposit at a more advanced stage of development or mining. Nevertheless, the available information will assist in the development of geometallurgical domains for Canahuire in order to ensure that future metallurgical, mineralogical, and comminution test work is representative of the deposit variability. This supplementary knowledge will be able to predict important metallurgical parameters which will be incorporated into a geometallurgical model to spatial predict material types, metallurgical recovery and through put. The information obtained will be a valuable addition to the future mine plan, influencing process design, engineering design, plant operation, operating and capital costs, and ultimately will reduce project development risk.

The occurrence of airblasts is one of the principal mining hazards in caving operations between the time of cave establishment and breakthrough of the cave to surface. As such, it needs to be managed continuously and risk assessments need to be reviewed on a regular basis for applicability to changing conditions. The likelihood of an airblast occurring is based on a range of geotechnical factors over some of which engineers on-site only have limited control. However, the impact of an airblast to the underground mine, if it does occur, can be managed by following established safety guidelines for the production from the cave.This paper outlines how the Caving Airblast Simulation Tool in Ventsim was used to determine a risk management strategy for a sublevel and a block cave at a mining operation in Australia. The block cave has a footprint of 14 500 m2 with the extraction level located 1250 m below surface while the sublevel cave currently has a footprint of around 18 000 m2 operating between 660 m and 800 m below surface. Both caves are currently in their early operational periods. The risk analysis provided valuable information for the production planning of the caves including confirmation of extraction ratios for the block cave undercut, locations of airblast walls and maximum allowable air gaps for different muck pile heights to ensure safe operation is achieved.

The Wabu Ridge Gold Skarn deposit is located at elevations of up to 3100 metres above sea level, in the Central Highlands of Irian Jaya, Indonesia, 35 km NNW of the Grasberg porphyry deposit. Wabu is a grass-roots discovery in an area with no previous gold mining history or record of gold mineralisation. A geological resource of 117.26 million tonnes at an average grade of 2.16 g/t Au (1.0 g/t Au cut-off) has been defined to-date. Mineralisation is hosted within a skarn occurring along the southern boundaries of the Late-Miocene age monzonite-diorite Pagane intrusive complex. The intrusive complex occurs in the footwall of a major EW structure, the Derewo fault, which displays sinistral strike-slip and reverse fault movement. The Derewo fault separates Derewo metamorphic units to the north from platform sediments of the Australian craton to the south. The skarn has a strike length of 6 km and is up to 1.5 km wide. It is developed within calcareous shelf sediments of the Tertiary New Guinea limestone group and is dominated by prograde garnet development. Gold mineralisation was deposited during retrograde alteration and is directly associated with arsenophyrite and bismuth minerals. Retrograde alteration is distinguished by a sequence of clinopyroxene , magnetite, epidote and hornblende, biotite and chlorite and lastly carbonate. Gold is associated with the biotite/ chlorite phase together with sulphides and precipitated as the result of fluid mixing. The Wabu Ridge Gold Skarn deposit was identified in April 1990 during a regional program of helicopter assisted stream sediment sampling of -80 mesh (180 microns) fraction and panned concentrate sampling. The initial discovery sample site was situated 15 km down stream from the deposit and returned 1.49 ppm Au for the stream sediment sample and 138 ppm Au for the panned concentrate sample. A regional airborne helicopter magnetics survey, conducted in early-1992, helped defined the main magnetite associated skarn zone and the extent of associated igneous rocks. Detailed follow-up commenced in May 1992 and consisted of detailed mapping, soil sampling and ground magnetics prior to drilling the first hole in October 1992. Drilling to-date has delineated a contained geologic resource of 8.1 million ounces of gold and potential exists for a larger resource.

"This paper outlines a simple methodology for iron ore characterisation. Iron ores commonly contain a range of iron oxides with varying iron content along with generally minor quantities of lighter silicate gangue phases, giving rise to density variations. Companies tend to rely on heavy liquid separation (HLS) in the evaluation of samples arising from exploration, mining or metallurgical processes. Heavy suspension separation (HSS), a simple laboratory technique of density fractionation, employing suspensions of fine tungsten carbide (WC) particles in lithium heteropolytungstate (LST) solutions, can be used in the evaluation of iron ore.As part of Arrium Mining’s program to improve its knowledge of ore types being processed in two hematite ore beneficiation plants (OBP), metallurgical evaluation of hematite feed and geometallurgical evaluation for the OBPs has become a major focus.Metallurgical evaluation of the hematite ore ultra-fine size fraction, formally treated as waste but now upgraded by HSS, is a part of Arrium’s program to improve recovery.The HLS method for iron ore characterisation is not generally used as part of routine iron ore feed metallurgical evaluation due to the expense, toxicity and time-consuming nature of the technique. Results show that the HSS method for iron ore characterisation can achieve low-cost, low-toxic separation and can be used on-site to improve turnaround time of results (Begelhole, Jasper and Koroznikova, 2013).Arrium have applied this technique successfully for the past three years to progress process improvement for the two OBP as well as to assist Arrium’s on-site laboratory services, Bureau Veritas in Whyalla.The main objective of this program has been to further develop the HSS procedures using a low-toxicity, high specific gravity (SG) suspension; LST and WC as the dense medium for metallurgical evaluation of ultra-fines.A suspension of a particular density will separate iron ore into two products: a sink fraction (denser iron oxide – hydroxide particles) and float fraction (silicate – iron ore composite particles). A theoretical grade and mass recovery can be calculated, and a grade – mass recovery curve can be constructed for iron.Metallurgical evaluation of the plant feed ultra-fine size fractions are used to improve efficiency of an upgrading plant process. Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. Undoubtedly the marketing of mineral products will be more influenced by the direct involv- ment of government agencies than has been the case in the past. Whilst that 1. The Palaeoproterozoic Leveäniemi iron oxide apatite (IOA) deposit of the so-called Kiruna type is currently mined by Luossavaara-Kiirunavaara AB (publ.), commonly known as LKAB. The mineralogy of iron oxides, ie magnetite, hematite, maghemite, and goethite is more complicated compared to the neighbouring and more famous IOA deposits of Kiirunavaara and Malmberget. Furthermore, the mineral chemistry of the iron oxides in the Leveäniemi deposit is also slightly different. Especially, the information about the deportment of titanium and vanadium in iron oxides and distribution in the deposit is essential since they can have an impact in the steelmaking process. For this study 50 samples were selected from exploration drill cores and investigated by optical microscopy, FE-SEM-EDS and EPMA at LKAB and the Geological Survey of Finland. Investigations revealed that magnetite is the predominant iron oxide mineral with secondary hematite being the second most abundant mineral. Primary hematite, maghemite, and goethite seem to be less abundant. It should be noted, however, that this investigation focused on magnetite which currently is the only mineral with economic value. Vanadium occurs as a substitution element in the crystal lattice of iron oxide minerals in the Leveäniemi deposit and not as discrete stochiometric vanadium minerals. In the investigated samples vanadium concentration in magnetite ranges from 0.12 to 0.32 wt per cent V2O3 with higher concentration in the southern part of the deposit. Contrary, titanium does not substitute for iron in the crystal lattice of magnetite or secondary hematite (less than 0.018 wt per cent TiO2). It either occurs as tiny inclusions of titanium oxide minerals or as exsolution lamellae of ilmenite in magnetite. The spatial distribution for titanium in the deposit, however, remains unknown. Furthermore, results of this study indicate that alteration of primary magnetite to secondary hematite has had no significant effect on the trace element chemistry of these minerals in the Leveäniemi deposit.
