Every automatic citizen is an automatic recipient of a miner's right under the present Mining Act (Chapter 195), but this alone does not entitle any automatic citizen to mine for minerals on any land, even his customary group's land. Without complying with requirements of the Mining Act, any automatic citizen who engages in mining solely on the basis of a miner's right would be mining illegally. He would also be engaged in illegal mining if he mines on customary or other non-government land. Even if mining is legally pursued by an automatic citizen, he does not acquire ownership of minerals without first making the required royalty payments to the State.

Energy Resources of Australia Ltd - Ranger Mine is located about 255 kilometres east of Darwin in the Alligator Rivers Region of the Northern Territory. The Ranger project is surrounded by Kakadu National Park which is on the UNESCO World Heritage list. . Ranger Mine operates the largest uranium mine and processing plant in Australia. It is designed to produce 3000 tonnes of uranium oxide per year, but presently is producing a little less than one half that figure due to the depressed uranium market. The safety performance of the employees and Ranger as a whole continues to improve. The lost time injuries (LTI) have significantly reduced from 74 in 1985 to five in 1994. The total days lost due to LTIs have gone from 1543 to 14. These significant improvements have reflected directly on workers' compensation premiums in which a four-fold reduction has occurred. It is estimated that the actual monetary saving to the company is about $1.3 million per year and directly reports to the profit of the company. There is also an obvious and significant reduction in the less quantifiable costs such as the suffering of the injured employees and cost to society. The paper will review the various initiatives introduced and assess their effectiveness. Performance improvement is primarily dependent on the commitment, introduction of various initiatives and the subsequent change in workplace culture.

In 1990, Alcoa of Australia Limited was elected to the Global 500 Roll of Honour of the United Nations Environment Program for the environmental management and rehabilitation of the bauxite mines in Western Australia. This award placed Alcoa in the international best practice category. The story of constant improvement spans more than 20 years from a 'trial and error' start to a strategically focussed and research driven program today. The main driving force has come from within the company, against a set of strong corporate values and a well publicised Vision based on 'excellence through quality'. Along the way public opinion, action group protests, increased legislative controls together with the professional competence of internal and external environmental resources have all played a part in arriving at the level of current environmental management and mine rehabilitation performance. There were numerous lessons learned here during the evolution and maintenance of best practice. These included: I . To work diligently in obtaining a vision or strategic intent on mine site rehabilitation and environmental management - don't be easily dissuaded.

Mining project developers are committed to taking on all the challenges and obligations of financial risk management. It is interesting that our current models of project finance have not changed markedly in principle for some 700 years, yet the rules which prepare the way for effective project assessment and subsequent loan management still do not seem to be well understood by project or corporate developers. Probability and gravity fill the opposing trays of the golden balance of financial risk. Understanding the relationship between these opposing, but intimately related elements is critically important for successful risk management. It is important to move beyond the qualitative approach and use quantitative methodologies to measure the financial impact of the occurrence of each major risk. We live in a world where the only constant is change and thus it is not surprising that a bankerÆs life is still governed by assessing, measuring and pricing risk. Banks are attracted to funding well managed companies with strong cash flow projects. But we are more risk averse compared with the credit appetites of late last century. This attitudinal shift has resulted in tougher term sheets for the early 21st century, encompassing more conditions, warranties, undertakings and stronger cash sweep provisions. Banks require well balanced portfolios to achieve an acceptable spread of risk, thus there is a more restricted market for small company lending than that available to large multi-project corporate entities with less concentrated risk profiles. Because of this focus, junior company debt finance remains comparatively expensive and especially so for more challenging geographical and political environments.

The effectiveness of shear-flocculation as a method for upgrading simple mixtures of ultrafine (1-11 \lm) scheelite and garnet was evaluated. Statistical methods were used in the design and analysis of the main test program.The stirrer speed, stirring time, and initial weight ratio were all found to have significant effects on both the recovery and grade of the floes produced. The particle sizes also had an effect on the final grade. There were several important interactions between factors which also affected the results. Optimum conditions for shear-flocculation were established, and under these conditions about 80 per cent of the scheelite could be recovered at a grade which depended on the composition of the starting mixture. Starting with mixtures containing 10 and 50 per cent scheelite, the best final grades were between 20 and 50 per cent and between 70 and 90 per cent respectively, the actual value depending on the particular combination of particle sizes.

When studying minerals degrees at university, all the emphasis is towards sending the graduates into the bush to work at a remote mine; however, that is not the only option available to new graduates. There are positions in equipment supply companies, commercial laboratories, research organisations, engineering companies and contractors of many types. The aim of this paper is to show metallurgy graduates that there are non-mine site based career options available to them that offer outstanding career development. This is illustrated by outlining the research being undertaken by Magotteaux Australia and by telling the story of a graduate metallurgist working in MagotteauxÆs small research group. Magotteaux is an international supplier of grinding media and wear resistant components for the mining industry. The Australian research group is focused on determining the effects that the choice of grinding media has on subsequent processing, for example flotation and leaching, by using newly developed tools and techniques.

The original and most basic relationship between mining company and explosive supplier was a simple one of consumer and product supplier. The divide between the two was quite clear-cut with neither taking much interest in the activities of the other. The explosive supplier had little understanding or share in the outcome, efficient rock breakage and therefore impact on mining and milling. Likewise, the mining company did not encourage the improvement or development of products. The transactions were limited to product and funds. This environment does not encourage any form of knowledge sharing, trust or optimisation of the mining process.Conversely, there are now a variety of relationships to the point that the mining company may simply be an asset manager whereby all æoperationalÆ aspects are contracted out. For the drill and blast aspect this takes the form of a æRock-On-GroundÆ contract whereby the explosives company takes on design, drill, load and fire responsibilities and is paid a rate per volume of broken rock. This removes the majority of risk to the mining company derived from having to produce broken rock and guarantees the cost of a portion of the overall unit cost of mining. The onus is now on the explosives supplier to break rock to a specification as efficiently as possible.There exist a number of variations between the æbasic supplyÆ and æRock-On-GroundÆ. These contracts may also include value sharing to encourage the explosive supplier to optimise the mining operation to maximise profit.This paper looks at some of the drivers for the change in explosive supplierûconsumer relationships and examines the æprosÆ and æconsÆ of a few of the options.

Traditionally gold producers had built up hedge books to protect themselves against adverse changes in the commodity price, but diversified mining groups were staunchly opposed to hedging in any shape or form. The situation has evolved over the past few years. Gold miners have been reducing the size of their hedge books in line with the rising gold price. Commentators have talked about ædouble-digit dehedgingÆ and have suggested that this is the final countdown for gold hedge books. It sounded as if the era of hedging by mining companies was drawing to a close. But as appearances can sometimes be misleading, we decided to find out what mining companies were actually doing. Companies listed on stock exchanges are now obliged to give details of their derivatives holdings in their annual reports. Two or three years ago there was no such obligation. Our reality check was based on the latest annual report issued by three multinational mining groups; two with diametrically opposed views on hedging (Rio Tinto and Barrick) and the third (BHP Billiton) with an intermediate position. This snapshot of their derivative positions at a point in time revealed that Barrick and BHP Billiton have substantial derivatives positions (worth billions of dollars) to protect against adverse changes in foreign exchange rates and interest rates. Moreover Barrick has recently started hedging against increases in fuel prices. Despite its opposition to hedging, Rio Tinto has derivative positions worth several hundred million dollars, but these are primarily a legacy from various mergers and acquisitions over recent years or were entered into as a condition of project financing. Lastly we were surprised to discover that Barrick was holding asset-backed commercial paper (ABCP). So the idea that mining companies donÆt hedge their risks is just another urban myth.

Host-rock û wallrock major and trace element geochemistry associated with epithermal gold mineralisation in the Hauraki Goldfield of New Zealand is poorly documented, even though rock geochemistry is a recognised tool in exploration. Such responses assist in recognition of the regional scale imprint of fossil hydrothermal activity, and indicate targets for detailed evaluation within these alteration zones.   Recent investigation of gold deposits in the Waihi (Gladstone), Golden Cross (Empire), Thames (Waiotahi) and Coromandel (Tokatea) areas indicate enrichments of Au, As and Sb in the andesitic wallrocks hosting mineralisation. Of the other elements examined, Si, K and Rb are enriched, and Na, Ca, and Sr are depleted at all deposits. These trends are best developed in the vicinity of veining. In deposits with clay alteration dominating (Waiotahi and Tokatea) there is also depletion of Mg, Mn, Zn and Cu. Ba and Cr are variably enriched or depleted within different styles of alteration. Base-metal enrichment in the wallrocks is not a feature of Hauraki deposits.

Two Hg-Au occurrences west of Bangko, Sumatra occur within the West Sumatra Permian Volcanic Plutonic Arc. The Melipun Hg-Au occurrence was exploited in the past and mineralisation occurs within a hydrothermally altered cupola of a buried intrusion. The Salak Hg-Au occurrence occurs within the outcrop of the Dusunbaru pluton, likely within the remnants of a caldera in which hydrothermal mineralisation was developed. Both occurrences formed late in the history of the volcanic arc, probably between the Triassic and early Jurassic. Many low sulphidation epizonal gold and zinc-lead vein deposits within magmatic arcs are situated on basement highs, and post-date both the main volcanic episode and porphyry copper (gold) mineralisation. These features are best explained by emplacement of a flat batholith a few kilometres beneath each mineral district, as recently demonstrated by geophysical data in the Baia Mare district of Romania. The batholith provides heat for the hydrothermal system, and results in extensional faulting both through up-doming of the overlying rocks, and in some arcs through incipient collapse of the thermally weakened crust under regional extensional stress. More water-rich magmas emplaced at greater depths could explain some deep epizonal and mesothermal gold deposits situated outside magmatic arcs.

The aim of this paper is to question the need to develop bespoke monitoring and assessment methodologies and criteria, thereby ‘reinventing the wheel’, when designing and assessing the success of important natural habitat and ecosystem restoration schemes at mine sites in the UK and Australia. It draws attention to the existence and applicability of the Phase I Habitat, National Vegetation Classification (NVC) and Condition Monitoring methods in the UK and similar approaches used in Australia. These are long accepted established methodologies and have published accounts for describing, assessing and managing natural vegetation communities, habitats and ecosystems. They are often used at the environmental impact stage, but seemingly rarely, if at all, in restoration design and management at mine closure. Their application to mine restoration and closure is illustrated and discussed by reference to a surface coalmine in South Wales, UK.It is concluded that the application of a combination of the Phase I Habitat, NVC and Condition Monitoring methods is highly relevant to the expectations of the Convention on Biological Diversity (CBD) and its implementation in the UK, and probably in Australia too. The methodology and criteria described could be incorporated into the guidance and specified in the mining permits so that there is clarity as to the expectations and requirements for monitoring and assessment for bond release. Their use could be of wider application where there is a requirement to assess the success of restored CBD assets and ecosystems.CITATION:Humphries, R N, 2014. Fires are a common and recurrent unwanted event in the operation of open pit mines. In most cases, the causes of events such as fires are already æknownÆ but are either overlooked or not fully addressed in planning. Ongoing rapid growth of the global mining industry is creating a scarcity of skilled personnel, and high turnover within operations. This contributes to loss of corporate memory in risk management activities. RISKGATE« is an online risk management system designed to support and assist in the analysis of priority unwanted events in Australian coal mining operations. Funded by the Australian Coal Association Research Program (ACARP), RISKGATE« is a knowledge management program that delivers best-practice controls for unwanted events and assists operations in staying abreast of emergent risks and threats. RISKGATE« content has been primarily developed from an association of industry experts, and enriched with input from additional academic and technological resources. In mining operations, RISKGATE« provides a continuum of knowledge and best practice for risk identification, assessment and management. RISKGATE« will assist companies in improving safety performance, operational efficiency, operating practice and training. Global demand for iron and steel has increased substantially over the past 20 years and there has been a greater focus on developing suitable processing options to treat low-grade hematite-goethite ores containing higher levels of silica and alumina impurities. The processing applicable to reduce the impurity levels in these lower-grade iron ores depends on their mineralogy and a thorough understanding of the process dynamics associated with the separation technology. Different separation technologies used to remove silica and alumina from low-grade iron ores were reviewed. The major concentration methods that may be applied to upgrade lower-grade lump iron ores include magnetic separation, wet and dry heavy media separation, and air-pulsed jigging. The technologies applicable to beneficiating iron ore fines include wet and dry gravity and magnetic separation, flotation, and roasting followed by magnetic separation. It is necessary to investigate the application of separation technologies on a case-by-case basis to select economically viable beneficiation strategies suitable for the particular low-grade iron ore. A commercial flow sheet is expected to involve the implementation of several separation technologies.

Geoscientific information management enables the capture, management and delivery of the original geoscientific observations and measurements of the earth’s natural resources. However, original observations and measurements are worth nothing if the quality and integrity of the data can’t be guaranteed. Geoscientific information is one of the fundamental assets enabling miners to make confident and accurate business decisions, whether that is defining a resource model, performing reconciliation, delivering ore reserve reports or meeting environmental compliance requirements. Without access to reliable, validated or verified data it increases the risk of miners using incorrect information for reporting and compliance. Industry codes, such as JORC, or government regulations, such as environmental compliance requirements, must be adhered to and companies should be able to confidently report to these standards. Without having a robust information management framework in place, it becomes a challenge to make trustworthy decisions, report confidently and reduce the risk of non-compliance. As a key initiative, good data governance should form one part of a miner’s information management strategy. Within the mining industry it is common for companies to only consider technology tools as the key focus for compliance whereas a mature information management focus will additionally consider people and process. All three pillars are critical for a miner to have confidence in their data driven decisions. This paper discusses an industry framework for best-practice geoscientific information management based on the observations gathered from analysing data management practices within the mining industry. It focuses on how the three pillars of people, process and technology are crucial elements to improve operational decisions and ensure companies are compliant.

Precrusher stockpiles are designed principally as buffers to decouple the mining and processing operations. They are usually paddock dumped or dumped over a face to form fingers by dumping haul truckloads and reclaimed by front-end loader in an ad hoc manner. In addition, they are often not built and reclaimed to completion but continually added to and extracted from. While this design suits the mining process and is operationally simple, there can be little confidence in the grade of the ore that is fed to the crusher. This makes short-term grade control difficult and reconciliation back to the mine face imprecise. Well-designed and operated precrusher stockpiles can overcome these deficiencies.The different types of grade variability in mining are reviewed in this paper. The role of precrusher stockpiles in reducing short-term variability is discussed and their ineffectiveness in addressing long-term variability is highlighted. Their role in removing the serial correlation of the extracted ore is explained.Precrusher stockpiles carry out the four, at times competing, objectives of storing, buffering, blending and grade separation. Their actual design and operation result from a compromise between these four competing roles. These roles are explained in detail along with the advantages and disadvantages of the different types of precrusher stockpiles. The recommended blended-in blended-out stockpile (BIBO) design is discussed in detail. Matched pairs of BIBO stockpiles of limited tonnage built and reclaimed to completion retain the best knowledge of grade and facilitate the reconciliation process.Simulation studies have been carried out on BIBO stockpiles to understand the blending opportunities of the different options for building and reclaiming, and to identify the methods that achieve maximum blending. It was found that laying down rows in one direction and reclaiming across these rows gives the best blending. Matching the width of the reclaim face with the daily crushing requirements is also important. The length of the rows, and building in either one or two layers has little effect on the extent of blending.Appropriate design can provide a reasonable compromise between the four objectives.CITATION:Jupp, K, Howard, T J and Everett, J E, 2013. By the use of flotation tests it was confirmed that there are two functions of oxygen in sulphide mineral flotation. Sized samples of galena and chalcopyrite were sulphidized, washed free of excess sulphide ion, and then contacted with air-saturated water for certain lengths of time. The mineral was then transferred to a sealed laboratory flotation cell containing water with a known concentration of dissolved oxygen. Xanthate and frother were added and flotation continued for 1 min.Both the extent of mineral oxidation and the concentration of dissolved oxygen markedly affected the flotation of galena and chalcopyrite. The response to a change in either variable is dependent on the level of the other, but generally best flotation occurs with the maximum degree of air saturation of the pulp. Galena flotation is hindered by oxidation of the mineral beyond a small threshold amount but a similar effect for chalcopyrite was not observed...

Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).
