Unrelieved residual strains can influence the states of stress in rock masses. If cheap, stable structures are to be constructed in Tock in which large pressures are exterted by unrelieved residual strains, the pressures must be either utilized or neutralized. A photoelastic technique has been used to show that the release of residual strains in rocks is influenced by the mechanical properties of anisotropic rock fabrics. The relationships between directions of residual strain release and the attitudes of minor geological structures have been determined. For engineering design purposes it is possible to estimate the principal stress directions in rock containing unrelieved residual strains if the attitudes of such minor geological structures as foliation planes, lineations, and joints are known.INTRODUCTIONQuarry workers have long been aware that near-surface rocks may be highly stressed. In many cases the stresses are too large to be the result of gravitational loads. Dale (1923, pp. 34-35) gives many instances of deformation produced by the violent release of residual strains in quarry rocks. Coates (1963) has described powerful rock bursts and cases of rock deformation underground implying the existence of much larger stresses than are likely to result from present-day gravitational loads. When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

Thank you for the invitation to address The AusIMM Young LeadersÆ Conference here today. When I first saw the conference theme û æadvancing technologies and their future applications in the mining industryÆ û my interest was sparked because there is little doubt that technology and technological advances will determine the relevance of this industry in the future. And the people seated here today are major players in determining the minerals industryÆs destiny.During my 20-year association with the mining industry, I have observed a number of significant changes that have been delivered as a result of the vision of technical specialists. These changes have built a more competitive industry, a more socially acceptable industry and most importantly an industry with ever-improving safety performance. The purpose of my address is to attempt to provide a context and foundation for other presenters over the following two days. Today, I wish to try to answer the question, æWhy do we invest in new technology in the mining industry?Æ, via: a brief history lesson, a review of the needs of the business, a look at the process for improvement, and finally an example from WMC ResourcesÆ current technology portfolio. I would like to take a very brief walk back in time. During the iron and bronze ages, whilst our ancestors IÆm sure never spoke the phrase ænecessity is the mother of inventionÆ, I am sure they lived by it. Undoubtedly more so than we do today. The roots of geology, mining and extractive metallurgy grew out of the need for better tools in order to get access to the basic necessities of life. It was their superior ability to generate and deliver these ætechnologyÆ improvements that underpinned great civilisations such as the Egyptians, Romans and Incas. The application of mineral technology improvements by these civilisations was crucial to their success, it was their competitive advantage at the time. Many historical texts include detailed descriptions of both mining and processing fundamentals that formed the basis of many of todayÆs operations and processes. However, it is technological improvements to these fundamentals, as well as the development of new technologies, that have preserved the fundamentals as viable options for the industry today. Even in my time in the industry, there have been substantial improvements in the way business processes operate. When I first started working in a gold mine in WA in the late 1980s, the office had one PC (a 286 processor). All data was managed by paper and then often re-typed into other databases. Electronic mine design and process control was in its infancy. Today, massive amounts of data are recorded, analysed and acted upon almost without any human interaction. Our industry today has far different challenges than those described by Argricola. These are many and diverse, but new technologies are required to address three distinct classes of need: 1. Societal needs: physical needs for food, shelter, recreation and leisure; community and political needs for less waste, less emissions, better safety and working conditions, less energy consumption and sustainability. 2. Individual needs: intellectual needs to create innovative technical and organisational ideas. 3. Wealth generation needs: investor needs for maximising operating efficiency and value growth. Each new technology, to varying degrees, fulfils one or all of these needs. In many cases, the driver of a technological development was to fulfill only one of these needs, but after it was implemented, the development actually fulfilled each need. The present work presents a new theoretical interpretation of the flotation process, which can also be applied to other mineral processing physical unit operations. This interpretation is part of the æModelo OperacionalÆ (Operational Model) that was developed as an attempt to establish a new theoretical basis for mineral processing unit operations. In the case of flotation, a book was edited by one of the authors in Brazil (Mass Concentration by Froth Flotation, in Portuguese and Spanish).The model establishes a link between a natural phenomenon (migration of particles from the pulp to the froth) and a real industrial phenomenon (mass concentration by operational interference). In this model, flotation is viewed as a phenomenon of macromolecular mass transport (of particles) between froth and slurry phases. Mechanisms for mass transport and particle flow between phases as a function of the hydrophobic potential in each phase are discussed. By establishing the so-called equilibrium distribution curve between phases it is possible to calculate macroscopic balances that are related to metallurgical results, which in turn are a function of the operational line that is required by the process itself. The number of cleaning stages and their efficiencies can also be determined by simple laboratory-scale experiments.

The mineralogy and textures of a portion oC ore from the 25 level northern orebody, North mine, Broken Hill are described. This ore, in places, contains up to 70 per cent cubanite (CuFe2S3 ) which has crystallized directly with other sulphides and associated gangue minerals.Several breakdown reactions involving the cubanite are also considered.

SEVERAL serious accidents, which had occurred owing to the platman leaving the plat without first withdrawing the "chairs" from the shaft, set the writer scheming to devise a mechanically operated system which would obviate such accidents and be "fool-proof". It was obvious at the outset that some means of indicating to the engine-driver by the movement of the "chairs" themselves, whether they were "in" or "out" of the shaft, was necessary.An arrangement of signalling similar to railway semaphores was considered, but was rejected owing to the difficulties accruing from the large number of communicating wires which would be required down the shaft-viz., 2 for each level. After several experiments, a comparatively simple and efficient electrical system was devised, and which is covered by Commonwealth Patent TO. 10,402.One of the chief features of the apparatus is its simplicity, and its strongest point is the fact that both the engine-driver and platman receive visual indication of the position of the "chairs." The arrangement consists of a miniature coloured glow lamp, one for each level of each shaft compartment, arranged and placed beside the numbers and arrows corresponding to the various levels, on the winding engine indicators. High concentrations of airborne coal particles is the main reason leading to health and safety hazards in underground coalmines. Water spray is one of the effective methods to suppress coal particles in mine sites, but the use of plain water is not effective enough to capture coal particles. By adding surfactants, coal wettability can be improved which will increase the coal dust suppression efficiency. In this study, a modified sink test was employed to evaluate coal wettability in the presence of two anionic surfactants: sodium dodecyl sulfate (SDS) and sodium dodecyl benzene sulfonate (SDBS). Sink rates were calculated by measuring sink weight over test time. Different surfactant concentrations (0.01 per cent, 0.05 per cent, 0.1 per cent, 0.2 per cent and 0.4 per cent) and two types of water (tap water and deionised water) were selected to investigate coal wettability over three size ranges (0–38, 53–75 and 75–90 µm). The results show that both SDS and SDBS surfactants can lower the water surface tension and improve coal wetting performance. Sink rates increased as the surfactant concentration increased, and surfactant solutions prepared by tap water performed better than deionised water in enhancing coal wettability. My selection of the Australian coal industry as the theme of this Presidential Address arose from the fact that it is one of our most important mineral industries. The industry is presently prospering.M.ore coal, mostly of better quality (except for certarn power-house types), is being produced more cheaply in terms of real money than at any time in the past, and exports overseas are currently at a highlevel.In. spite of this, concern has been expressed in certam quarters about the future of some phases of the industry; for example, there has been some public comment on the selling price of our coking coal to Japan, the possible over-export of our coking coals from New South Wales, the introduction of foreign capital to develop large-scale mining ventures in Queensland, and the proposed export of substantial quantities of coking coal from the same State.Furthermore, proposals for the introduction of atomic power plants into several States well endowed with reserves of coal have given rise to comment, and recently the Department of National Development(1968) warned that insufficient attention is being paid to "orderly development and careful husbanding of the nation's coal.To reach a balanced judgment on whether these views are well founded it is essential to make a broad survey of the present position of the coal industry in the Australian economy. I therefore propose to deal briefly with several aspects, and to comment, in particular, on the important subjects of exploration and research in progress at present on Australian coals.Detailed descriptions of the Australian coalfields are to be found in existing technical publications (e.g.. The Electricity Generating Authority of Thailand (EGAT) Mae Moh coal mine is an open-cut coal mine in Thailand that produces about 16 Mt of lignite annually to generate 2400 MW of electricity. The surface mine pit covers is 4 km by 7 km with mining depths ranging up to 260 m. A large pit slope is formed with the progression of the mining operation. However, massive slides in the pit slope occur often due to the existence weak planes such as faults and bedding, and the weak mechanical properties of the rocks. Hence, 200 m to 300 m boundaries of rock block including coal seams are left in front of faults in order to prevent slides and maintain the stability of the pit slope. As a result, there are significant coal reserves beneath the abandoned area along the pit slope. Moreover, the mined coal seams are very thick and their thickness range from 15 to 30 m.This paper discusses the application of multi-slicing highwall mining system with stowing to this very thick coal seam left around large pit slopes by means of numerical analysis.

Newmont Waihi Operations is participating in the initiation of a community liaison forum in association with the local district council. The objective is to provide a forum for the free and regular exchange of ideas, concerns and information, and through improved communication seek to achieve a more comprehensive set of solutions to community, operating and closure issues associated with Martha Mine. A similar liaison forum has been operated on two previous occasions during earlier phases of the present mine's operation. This paper deals with the practical aspects of setting up a liaison forum to act as an effective conduit between regulators, mine operators, local businesses and the community. The mechanisms and procedures for identifying community issues and concerns are dealt with. The actions and structures required to ensure effective ongoing community 'buy in' at all levels are discussed. Corporate philosophies are addressed. Specific examples from Martha Mine, Waihi New Zealand will be used to illustrate the paper. This will include a brief explanation of previous and current community issues, Newmont Waihi's operations both at Martha Mine and the proposed Favona underground mine, and the practical issues involved in setting up a liaison forum.

Regions with extensive reserves of brown coal but with inadequate deposits of hard coal provide a particularly suitable field for the application of brown coal petrology.In fact, this discipline is indispensable where brown coal is to form the basis for high-quality products of upgrading. Both chemical and physical analyses are required in addition to the techniques employed in coal petrology, but it is the macropetrographic and the microscopic investigations that are of decisive and specific importance.Foremost among the methods of upgrading brown coal is briquetting. From the raw materials aspect the biochemical rank of coal (i.e. the type of deposit) and the coal variety (i.e. the lithotype) exert a marked influence on briquette strength. These are also the significant factors in the suitability of a brown coal for high temperature carbonization; here the demands on coal quality are even more exacting if adequately sintered and therefore high-strength lump chars are to be obtained. The principle applies also to the char from low temperature carbonization. There are close relationships between the tar yield and the remission of the coal.The reflectivity measurement therefore provides a rapid method for evaluating the suitability of a brown coal for low temperature carbonization. Similar correlations have been established between the content of extraction bitumen (raw montan wax) and the remission. Petrological investigations show that the quality of the coal bitumen is a function of the type of deposit and of the lithotype.

Currently an Australian Standard for tunnel fire safety is being developed for road and rail tunnels. Other local guidance relating to tunnel fire safety that has recently become available includes publications by both the Roads and Traffic Authority and RailCorp of New South Wales. Internationally, the World Road Congress has completed its 2004 - 2007 cycle, which has resulted in a number of publications. International developments in rail guidance include a new European Standard regarding fire safety in railway tunnels that will come into effect in July 2008. In addition, the National Fire Protection Association committee NFPA 130 are in the process of revising their standard for fixed guideway transit and passenger rail systems, which is due for publication in late 2009. This paper outlines the status of these and other recently published relevant local and international fire safety guidelines and their implications for tunnel projects in Australia.

In the early-1990s, Tad Golosinski, the former the head of mining department at WASM participated in a review mining engineering courses in Australia. The review team asked various industry executives what subjects they thought graduates needed to be taught. Tad made the comment to me that the more senior executives thought that history and ethics were very important. The outcome was that the mining engineering courses were required to contain at least five per cent content dealing in ethics. The course was to be modified to reflect this. Tad thought at the time the students would think that subjects dealing in history and ethics came from retirees and professionals that were over the hill. So let me talk to you today about ethics.

Structurally- controlled deep leaching processes have removed vast quantities of carbonate from a substantial portion of the "silica-dolomite" enclosing the 500 copper orebody. Mine drainage subsequently allowed free access of air to the porous environment created and oxidation of sulphides commenced. During the mIne development stage the exothermic and temperature-dependent nature of these hydrolysis reactions resulted in a slow general elevation of ground temperatures. and levels of 90 - lOO°C were attained in restricted moist sulphide-rich areas.With the advent of production and extensive use of explosives, the oxidation processes were locally raised to new levels of activity. Direct interaction of explosives and sulphides in favourable conditions caused temperature rises to above 260 C. Above this point the dry oxidation of sulphides in air was initiated and rapid escalation to the vicinity of 800 C has been known to occur in isolated cases.Ground reactivity is a function of the complex interrelationship of several controlling factors and no simple index exists.Control techniques are presently aimed at prevention of temperature rises in the range 100 -260 C. Inhibition of the rapid dry oxidation processes above 260 C is difllcult and current efforts have met with only partial success.

Cerro Vanguardia SA (CVSA), property of AngloGold Ashanti, mines gold and silver from a system of vetiforme orebodies located in the south of the Argentine Patagonia, in the Province of Santa Cruz.Surface mining techniques are applied to develop a series of narrow pits with an average waste to ore ratio of 26:1. This quite unique constraint brings into focus the need to maximise inter-ramp and final wall angles, leading to a strong need to optimise wall control drilling and blasting in order to reduce back-break damage to an absolute minimum.The paper describes a program of applied investigation and design modification implemented during?2008?and?2009 in?two?separate pits of Cerro Vanguardia. Three distinct yet complementary damage mechanisms were identified and observed during the field components of the work; vibration induced strain fracturing, surface cratering around blasthole collars and quasi-static loading and unloading of the surrounding rock mass as a consequence of poorly controlled confinement.With these mechanisms identified, a measurement, modelling and modification campaign was conducted in order to reduce the incidence of each source of damage. Interactive design analysis and modelling, near-field vibration measurement, video capture and the application of electronic initiation technology were supported by seed wave modelling and topographic evaluation of the achieved results.Results point to the usefulness of simulation techniques for determining optimum delay timing to reduce vibration impact, while the visualisation of explosive energy distribution produced by drilling and explosive loading decisions assists in reducing the probability of over-confinement.This paper presents relevant aspects of the two fieldwork campaigns:1) describing the application of the techniques, and2) summarising the results obtained.

Solutions of copper(II) sulphate in acidified aqueous acetonitrile leach copper from copper-lead matte derived from the drossing of lead with sulphur to produce solutions of copper(I) sulphate. The reactivity of the matte constituents towards copper(II) sulphate is Cu2S> PbS > CuS > > Pb. According to the leach conditions, part or ,all of the copper may be leached 'leaving a residue of CuS/PbS, or S/CuS/PbS04, or S/PbS04, to be recycled to the lead smelter. Complete extraction of the copper requires leaching with oxygen which occurs under mild conditions in the presence of acetonitrile and sulphuric acid in water. Copper is selectively recovered as a pure product by electrochemical or thermal disproportionation of copper(I) sulphate solutions. A notional process is proposed.

Many open pit mines require dewatering or need aquifer depressurisation systems to manage mine water inflow and/or mine floor stability. In many instances these mining operations impact on regional groundwater resources and therefore access to these resources by other users.As such potential exists for mine development to be hindered or even blocked by groundwater legislation that aims to prevent declining groundwater levels and demonstrate equitable use of a regional groundwater resource.There is a need to manage aquifer systems during and after the mining operations, and in some cases stresses on the aquifers and associated ecosystems may be elastic and can be managed with minimum impacts or reversed once the mine ceases to operate.This paper uses the Gippsland sedimentary basin, with a history of declining groundwater levels and mining and petroleum production, as a case study to pose the question: Should period of mining operation, aquiferÆs storage capacity and its ability to recharge be concurrently considered when granting groundwater abstraction and mining licenses for prospective mine development?It further examines that by utilising an aquiferÆs storage capacity and demonstrating an understanding of aquifer system hydrodynamics during and beyond the life of the mine (time), the approval process for groundwater abstraction and associated cost of statutory monitoring may be made less onerous.

A numerical method for discriminating between replacement and sedimentary processes is applied to a folded stratiform sulphide occurrence. It is shown that numerical treatment of chemical analyses from a single diamond drill hole allowed a rapid assignment of the ore to the syngenetic sedimentary class and thereby enabled a revision of the evaluation program concerned with consequent reduction in costs.

The use of stable isotopic measurements as a technique for elucidating the origin and history of the water in hydrothermal fluids is relatively new. Recent studies have emphasised the importance of meteoric water in the formation of many hydrothermal ore deposits including many epithermal gold-base metal deposits which occur in faulted volcanic terrane. Other vein-type gold ores are believed to have formed from fluids of magmatic or metamorphic origin and exhibit characteristic d180 values. These values also give information regarding temperatures and the degree of equilibrium. Preliminary oxygen data for some important gold deposits of eastern Australia are evaluated in the context of styles of mineralisation.
