The paper addresses certain mining provisions of the Aboriginal Land Rights (Northern Territory) Act 1976 and the development of Mining agreements negotiated pursuant to Section 43 of the Act. Difficulties for miners and Land Councils alike arising out of the operation of the Land Rights Act will be discussed. Possible scenarios for the resolution of these difficulties will be proposed.

The Alligator Rivers Region has been the scene of one of Australia's most intensive environmental monitoring efforts since the current generation of uranium mining was mooted in the 1970s. Prior to mining, the local environment and the nature of potential impacts were not well known. The initial monitoring programs therefore included large baseline characterisation and research components. After some 15 years, water, soil and sediment monitoring programs have been reduced to a fraction of their early size, as the mining and natural systems became better known and characterised, and the actual nature of the environmental impacts were established. Modem techniques allow much more rapid and thorough identification of chemical species and elements of concern, allowing much more focused monitoring programs to be designed. In the 1980s data collection was emphasised at the expense of interpretation, and monitoring programs were maintained at much higher levels than were in fact required. It is now clear that investigations are important and should be distinguished from monitoring programs, and that the timely interpretation of investigations and implementation of recommendations can greatly reduce the effort and expense that can be involved in a monitoring program. Monitoring programs based on a sound understanding of potential environmental impact may then be efficient and cost-effective, yet provide sufficient information to assess the environmental impact of mining, guide further environmental protection measures when problems are detected, and demonstrate compliance with regulatory requirements.

Since the introduction of raiseboring 30 years ago there have been many operational and mechanical design improvements in the raiseboring machine, its reamers and associated cutters. These have now made the technology of raiseboring a routine and practical operation within the underground mining world. Over the last decade these advances have been aided by the introduction of robust automation packages which have allowed unattended drilling and reaming, real time performance monitoring and enhancement and the rapid diagnostic investigation of mechanical and electrical abnormalities. The constraint to higher raiseboring performance is now the drill string. However when it comes to a cost-effective solution of applying the high drill string torque and tension necessary for the next step change in performance, designers have æhit the wallÆ. Whilst carbon fiber reinforced plastic composites with abrasive resistant sheaths may offer a solution, the limit of conventional steel, drill string technology has been reached. This limit to advancement is however based on the drill string being in tension and alternative solutions may exist by literally turning the raiseboring paradigm on its head. This paper describes the story of a small Australian company engaged in the design and manufacture of mechanical excavation machines, two Australian raiseboring contractors and three Australian mines going against tradition and pushing down rather than pulling up.

The Mine is an underground zinc (Zn), lead (Pb) and silver (Ag) operation in central New South Wales (NSW). Broadly speaking the Mine has two domains that require rehabilitation, the mine industrial area (MIA) and the tailings storage facility (TSF). The MIA has been used for the handling and processing of ore and contains elevated sulfate, sulfide and metals (Pb, Zn). The TSF receives the by-products of processing, that is, potentially acid forming (PAF) tailings which also contain elevate sulfate, sulfide and metals. Typically, the rehabilitation of a TSF involves two controls. Firstly, controlling the potential for PAF tailings to form acid rock drainage (ARD) by limiting interaction with oxygen. Secondly, once the tailings are unsaturated, limiting interaction with water (usually as rainfall) to reduce the potential for ARD to be transported to the receiving environment. These two controls are often employed in the form of a cover.In semi-arid environments there are many Australian examples of covers that have been built to limit interactions of mine by-products with oxygen and water. Typically, the covers contain one or more layers and are built from soil and rock which may include run-of-mine rock. The Mine however has limited supplies of stockpiled soil; and run-of-mine rock is not generated in large volumes because it is used as backfill underground. A cover design strategy was developed to cater for these limiting factors. The strategy identified soil, ore and rock accretion (the accretion) below the MIA could be a potential source of borrow material for the cover. The purpose of this paper is to describe the cover design process, the method and results of large (2 m tall) column trials that were used as a cost-effective way to trial three cover options and finally, the paper describes the water balance that was developed from the column trial results and subsequent modelling using SVFlux.CITATION:Rohde, T K and Jamson, N, 2018. A sampling and measurement program was undertaken on the reaction shaft of the Olympic Dam copper flash smelting furnace. The object of the work was to provide information to validate a mathematical model of the burner and reaction shaft. Samples and measurements were undertaken through the burner inspection ports and the South East (SE) shaft sampling port about half way down the reaction shaft. Samples were collected to enable the calculation of particle loading of shaft gases, or sizing and chemical analysis of the partly-combusted feed, and the preparation of polished sections. Measurements were made of the temperature and sulfur dioxide content of the atmosphere, as well as plume velocity.To implement the program it was necessary to design and construct the following specialised items of equipment. For use at the burner inspection ports: a cup sampler for obtaining samples below the burners (temperature, solids loading and samples for characterisation).For use at the SE shaft sampling port and also at the settler level: trough sampler (plume definition and samples), isokinetic sampler (used as a velocity probe in this work), temperature probe (temperature traverses across the shaft), and sulfur dioxide probe (SO2 measurements across the shaft).The design of the sampling and measuring equipment is described, and examples are cited of the types of information obtained. The problems arising from working in a hot environment with molten or sticky particles are discussed.

A novel open stope design approach is presented that delivered improved performance in a mining area with poor ground conditions at the Olympic Dam mine. During 2019, a large open stope had an unplanned caving event resulting in the inability to extract the planned tonnes and subsequent sterilisation of nearby stopes. A design limitation was the lack of data and understanding around the alteration domain extents, the rock mass strength controls and limits, the failure modes controlling stope stability in the local area, and the use of conventional stope shapes. From the available data and failure observations, it was inferred that the dominant caving failure mode resulted from a blocky rock mass impacted by structure and alteration causing an unravelling failure mechanism. Numerical and empirical analyses were conducted to test this hypothesis and establish strength limits for design. The strength limits for the design were then used to provide a range of outcomes from which future stope design shapes such as chamfered backs could be selected. Three alternate chamfered geometries were selected to trial the innovative designs. High-Pressure Grinding Roll (HPGR) is one of the efficient methods for increasing the specific surface area (SSA) of iron ore concentrate for pellet feed production. HPGR grinding mechanism implies that material should compressed between the two rolls, therefore layer of material must be able to resist required pressure for achieving suitable grinding conditions. In this study, by doing SSA increasing tests with pilot HPGR, the effects of silica reduction on SSA increasing results were investigated. For this purpose, HPGR tests were performed on an Iranian magnetite concentrate before and after reverse flotation silica reduction tests. Based on the laboratory test results, silicates have been concentrated in two fraction sizes of the sample comprises coarser than 150 microns in form of quartz and finer than 7 microns in form of iron silicates. These silicates have been effected on reduction of concentrate bed pressure resistance by creating a pasty and sticky mud. In this condition, HPGR cannot work properly and operation results are not acceptable. According to flotation silica reduction tests, with 90 per cent weight recovery, concentrate Fe grade is increased from 67.8 per cent to 69.5 per cent and SiO2 content is reduced from 1.98 per cent to 0.9 per cent and especially for lower than 7 microns fraction size, as a critical fraction, SiO2 content decreased from 4.45 per cent to 2.35 per cent. HPGR tests were performed on 8 per cent moisture in 4 N/mm2 specific force and according to the results after silica reduction HPGR operation conditions are optimised. Results showed that the working gap increased from 7 to 10.5 mm and specific throughput of material raised from 180 ts/hm3 to 250 ts/hm3 , and SSA increased by 300 cm2 /gr in a single pass.

This paper presents an empirical design methodology that is based on successful US roof support systems using both primary and secondary support in coal mining entries and intersections. The recent nationwide dramatic reduction of roof fall rates, especially in areas with weaker roof, can be directly correlated to the effectiveness of the roof support systems. A large database of roof fall histories at several mines is used to define the approximate boundaries of three modes of roof support with respect to roof strength as classified by the Coal Mine Roof Rating (CMRR) and in situ vertical stress as indicated by the depth of cover. These roof support classifications are: • Suspension, where roof bolts mainly provide skin control for strong roof. • Beam building or reinforcement, where a roof of moderate strength can be supported by roof bolts only. • Supplemental (secondary) support, where the primary support by roof bolts may be augmented by several secondary support systems, eg cable bolts, trusses, additional roof bolts or standing supports. The Primary Support Rating index (PSUP) captures the capacity of the primary roof bolt system as a function of the actually implemented roof control plan, ie roof bolt length, roof bolt density, and roof bolt capacity, while it does not consider the type of bolt. The actual PSUP value is compared against a suggested PSUP value derived from statistical analysis of US case histories. Where secondary support is indicated, the expected rock load determines the necessary capacity of the secondary support system. A new (free) software package, Analysis of Mine Roof Support (AMRS), implements the design methodology and also allows comparison with other international indices such as the Reinforcement Density Index (RDI), the PRSUP, etc.

Decisions around mine approvals are generally made based on economics, for the mine owner and immediate environmental and social impacts by governments and communities. Mining in Western Australia places significant economic and environmental responsibility on Government and the mining industry. Groundwater abstraction is regulated by the Department of Water. The Department has recently issued a guideline for Pilbara mines, and this paper focuses on the Pilbara for its examples and studies. The guideline is intended to form the basis for developing a statewide policy, consistent with reporting and assessment policy.With rapid expansion of the mining industry between 2005 and 2008, the groundwater resources in the Pilbara region of the State are under increasing pressure. Significant new management and regulatory issues arising recently include: cumulative impact assessment; disposal of dewatering excess by discharge, sharing or reinjection; life-of-mine approvals and closure planning; closure water quality including metals concentration in pit lakes; and in situ leaching mining methods and their impacts on regional water resources (and change of State Government Policy with respect to uranium mining).

Research and Technical Services, Department of Mines Western Australia The nine papers received for this technical session cover a very wide range of hydrological problems in various parts of the world. Three of these papers deal with hydrological predictions for new mines, while three are concerned with the prediction of water chemistry. The three remaining papers deal with gas injection as a dewatering tool, discharge formulae verification and the use of a physical model to predict subsurface strata movement and fracture development due to longwall mining. Hydrological problems in mine planning represent a major risk in many mining operations, booth as a potential life or equipment hazard and a major financial risk. The initial paper selected to review was therefore one by the president of a gold mining company, rather than by one of the specialist scientists, to remind us all that the main reason problems are faced and overcome in the mining industry is usually a commercial one. Behaviour of minor elements in the dust collecting system connected with fluidized bed roaster for zinc concentrate was investigated by use of the bench scale experimental appara- tus. The dust collecting system was consisting of two dust chambers, hot electrostatic precip- itator, washing tower, mist electrostatic pre- cipitator, drying tower, absorption towers and potassium permanganate solution towers. Some volatile elements such as lead, cadmium and arsenic tend to concentrate in the fine calcine obtained in hot electrostatic precipitator especially in the case of the roasting with insufficient air supply. Special attention was paid to behaviour of mercury. In the roasting tests for plain zinc concentrate, it was considered that most mercury volatilizes at first as elemental vapour in the roaster, but with decrease in temperature of gas around a half of mercury forms compound, and both elemen- tal and compound forms of mercury were found in the gas stream. Elemental mercury is of course difficult to be trapped in the dust collecting system. To promote the compound formations, some additives for concentrate, such as selenium and halogens were effective, especially selenium of a few times equivalent to form HgSe repre- sented complete conversion of mercury from elemental to compound. To clarify the behaviour and removal mech- anism of mercury, various small scale laboratory tests were also carried out. It was confirmed that mercury sulfate formation is possible if temperature and flow rate are adjusted adequate- ly for gas stream consisting of 02-SO2-N2. To trap elemental mercury, various substances were tested, and excellent results were obtained with selenium. Satisfactory results were obtained with a selenium disc heated at 100 to 200¦C in a mercury containing gas stream. Also, applica- bility of scrubbing method with SeO2 solution was investigated, and the solution containing a few hundred ppm SeO2, 0.01 per cent additive and 6 per cent H2SO4 proved to be satisfactory.

The Albany Conglomerate is a widespread geological unit found in northern areas of Auckland, New Zealand. It has previously been described as part of the early Miocene Waitemata Group which underlies most of Auckland. Much of the Waitemata Group comprises weak interbedded sandstones and mudstones, but also includes conspicuous conglomeratic units such as the Albany Conglomerate. The Albany Conglomerate comprises a well-cemented mixture of hard pebbles, cobbles and boulders of igneous and metamorphic derivation in lenticular beds. A number of tunnelling projects are planned for the near future in Auckland. Recent experience has shown that the variable features associated with the Albany Conglomerate can make selecting appropriate construction methods very challenging. This paper explores the engineering geological and sedimentological features of the Albany Conglomerate with respect to other conglomerates within the Waitemata Group and the potential implications on tunnelling projects in Auckland. As part or a programme to raise lead smelter capacity from 65.000 to 140.000 tons bullion per annum. one new 1000 sq. ft. updraught area sintering machine replaced eight small downdraught machines.The metallurgical specifications were based on and laboratory tests at Mount Isa. Existing practice filtering concentrate as part of the charge preparation system and discharging wet filter cake to mixing was retained. This dictated a hot return fines circuit to maintain the required feed moisture content at low return sinter ratios.The engineering specifications provided for cenlralized control of plant and process, minimum operating labour, high plant availabi;lity and highest standardsof hygeine. Crushing and conveying capacity was set to cater for the most optimistic level of sintering capacity.On start-up a number of major engineering and hygiene problems became apparent, in addition to normal teething troubles. These problems have largely been overcome and reliable operation. at less than optimum production rate is now being achieved.

FOR some time past keen interest has been shown in both America and South Africa in the mining drill-steel problem. This interest has extended to Australian mining fields, and Australian drill users, ever desirous of increasing efficiency, are vigorously attacking the problem. The writer has recently been engaged in the investigation of the problem on two of ,the biggest mining fields in Australia, and has formed very definite conclusions concerning the causes of many drill-steel casualties. He puts these views forward in the hope that they may be of interest to, both drill manufacturers and drill users. The subject is here dealt with mainly from the aspect of the properties of the steel and the modifications of these properties whensubjected to various manipulations. It is generally admitted that the drilling machine has greatly increased in power and efficiency during recent years, and the consequence is that the machine is demanding better service from the steel. This is being impressed on the drill users by an increase in steel casualties. This fact has led many mining people to the view that the machine has developed so rapidly that the steel maker has not been able to keep pace, and that consequently the steel isfailing by fatigue 0:1; so-called crystallization. This view is rather depressing. The writer, on the other hand, is inclined to discountenance fatigue as a serious factor under good normal working conditions where the steel is carefully manufactured and supplied to the user under suitable structural and sound conditions, and has subsequently received kind treatment at the hands of the drill sharpener and the drill user.It is not reasonable to attribute failures to fatigue until it has definitely been proved that the steel is fundamentally sound and is in the best structural condition to resist the stresses it is called upon to withstand, and, this being so, that all fundamental principles of...

The increasing complexity of ore resources and recycled materials in the feed of pyrometallurgical processes present a technical challenge to the metallurgical engineers working on maximising the recovery of the valuable elements and minimising the environmental impact of the processes. To address this challenge, the availability of computational tools that can predict the mass and energy balance in complex systems is required. Then the accurate description of phase equilibria in the complex multicomponent systems describing the chemistry of the pyrometallurgical processes becomes critical for the correct implementation of the indicated tools and facing the outlined industrial challenges. In the present study the distribution of selected elements (Pb, Zn, Fe, As, Sn, Sb, Bi and Ni) between oxide liquid and metal in the ‘CuO0.5’-CaO-AlO1.5 system in equilibrium with Cu metal at 1400°C (liquidus of CaAl2O4) was experimentally studied using the equilibration and quenching technique followed by the electron probe X-ray microanalysis of the resulted samples. The study covered a wide range of effective p(O2) over the system from 10-11 to 10-3.5 (corresponding to formation of immiscible CuO0.5-rich slag). To avoid loss of volatile elements (Pb, Zn, As, Sn, Sb and Bi), a correlation between ‘CuO0.5’ in oxide liquid and p(O2) in open system was obtained first, followed by studying the volatile elements distribution in closed conditions (Al2O3 crucible sealed in SiO2 ampoule), where ‘CuO0.5’ concentration was used as a marker to evaluate the effective p(O2) over the system. The experimental results were then used for the optimisation of the thermodynamic model parameters of the system as part of the integrated experimental and self-consisting thermodynamic modelling research program of phase equilibria in the Cu-Pb-Zn-Fe-Ca-Si-Al-Mg-O-S-(As, Sn, Sb, Bi, Ag, Au, Ni, Cr, Co and Na) gas/oxide liquid/matte/speiss/metal/solids system.

The raw material handling complex at the Durgapur steel plant provides iron ore, crushed coke and flux to two sinter plants. Either some facilities were not envisaged or not properly designed before the project stage which caused problems during operation of the plant. The absence of an in situ roll turning facility, used to increase maintenance activities for disassembly, transportation of rolls to central machine shop and assembly of rolls, led to decreased crusher availability and increased activities for the maintenance crew. The provision of a smaller vibro feeder/screen in place of a suitable sized screen caused jamming of the screen deck, adversely affecting screening efficiency and the crushing index of crushed coke. Some design modifications and developmental work was undertaken, such as the development and installation of an in situ roll turning facility in the existing limited space, achieving low feed (0.1 - 0.2 mm/rev), lower cutting speed of 30 - 40 m/minute for 350 BHN hard roll, which was also a difficult engineering challenge to bring within the tolerable limit of vibration. This was successfully achieved. Modifications to the screen deck, introduction of differential speed crushing and modification to the vibro screen and vibro feeder for uniform distribution of feed have been incorporated. These innovative design modifications to the in situ roll turning have led to a drastic decrease in maintenance activities and an improvement in the crushing index. Modifications to the screen have resulted in the elimination of jamming and improved screening. Modifications to the vibro screen before the primary crushers and to the vibro feeder before the secondary crushers have prevented excessive wear in the central portion of rolls, ultimately leading to increased roll life. Incorporation of differential speed crushing has resulted in an increased crushing index and decreased generation of micro fines. All the above modifications have led to distinct improvements in equipment availability, increased roll life and a decrease in maintenance activities and improvement in crushed coke granulametry, ultimately resulting in improved productivity and quality of iron ore agglomeration at the sinter plant. The innovative design modifications mentioned above are discussed in detail in this paper.

In recent years there has been a trend among mining companies to diversify exploration and development away from the countries that have dominated mining activity for the latter half of this century. With some exceptions, this trend is accelerating and is a function of the recognition that many parts of the world, with no previous exposure to modern exploration, are endowed with considerable mineral potential. In addition coincident with changing political and economic circumstances, many countries have recognised the benefits of attracting international mining investment and have radically changed policies, fiscal and legal regimes so as to encourage exploration and mining. Some countries, however, have not readily accepted mining for cultural or social reasons and have yet to make effective changes to mining legislation. For historical reasons, other countries may have little or no direct experience of western economics, nor may they fully recognise the need for stability and competitive fiscal and legal systems to attract foreign investment. Not all ventures in new countries have been commercial successes and there have been some lamentable and recent lapses from grace. The medical evaluation of the health effects of dust exposure in the mining industry should be based on the premise that the results of the medical examinations will be considered in relation to the previous history of exposure to dust.(l) To this end the Mines Regulation Act and the Regulations under that Act in West- ern Australia provide for: the prime responsibility for dust sampling to rest with the mining companies; the appointment of a Ventilation officer by each mine and the sampling and record- ing by him of dust and toxic gases in work places at three monthly intervals, or more frequently as required; the appointment of a Mines Medical Officer who shall make provision for the medical examination of persons and the prevention of occupational diseases; the appointment of a Ventilation Board, consisting of the State Mining Engineer, the Senior Inspector of Mines for the State, an Inspector of Mines having specialised training in ventilation tech- nology, a medical practitioner having specialised experience in occupational health problems relevant to the mining industry, and a Scientific Officer having duties under the provisions of the Clean Air Act, 1964;
