Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand's enterprise economy.   Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors.   In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

The area (330 sq. miles) shown on the map of the Brocks Creek District (Fig. 1), was mapped by the Northern Territory geological party of the Aerial, Geological and Geophysical Survey of Northern Australia. This work was done in two stages:-(i) In 1935, an area of 30 sq. miles around the Golden Dyke mine was mapped by P. S. Hossfeld, Senior Geologist, and A. H. Voisey, Assistant Geologist. The results were described in a detailed report (10).(ii) In 1939, an area of 300 sq. miles in the Brocks Creek district was mapped by C. J. Sullivan (Senior Assistant Geologist), and V. M. Cottle and S. N. Kiek (Assistant Geologists) under the general supervision of P. S. Hossfeld (Senior Geologist).An outline structural map, together with some geological notes was published (1), but that map does not show the amphibolites, and the relationship between ore occurrence and general geology is not emphasised. The publication of the detailed maps and reportwas postponed indefinitely as a result of war. The original mapping was based on air photographs with a scale of approximately 1 in. to 1,200 ft., and all detail which could be shown at that scale was mapped. Features recorded included rock types, details of structure, mineralisation, and surface workings, creeks and soil boundaries. Underground mapping was also carried out. The present map is much simplified from the original, but it is hoped that it shows sufficient information to reveal close relationship between structure, granite, sills of amphibolite and gold occurrence. About 50 per cent. of the area is covered by deep soil or alluvium, and in these portions the geology of the underlying rocks was not determined with accuracy, though in many places strike trends could be deduced from air photographs.Because the A.G. & G.S.N.A. had published the geological notes and map referred to above, and because the publication of the detailed report and maps is still postponed indefinitely, approval has been given by the Bureau of Mineral Resources, Geology and Geophysics (which took over the affairs of the A.G. & G.S.N.A. at the termination of its operations) to the preparation of the present paper so that information would be available to the public.The views expressed in this report are those of author. The results of the investigation suggest that in areas where granites are predominantly concordant with bedding, ore deposits may be found at approximately the same stratigraphic horizon. It is thus important to correlate beds even though their relationship may have been obscured by faulting and folding.

The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

Much effort over the years has been put into the task of devising parameters which adequately assess the metallurgical efficiency of mineral processmg operations. One of the most celebrated of these methods is the so-called "release analysis" method of Dell (1953) which tackles the problem in terms of an ideal separation based on sequential retreatment of the products and tails of a given separation process. Other methods have also been proposed by Jowett (1969) and by Holland-Batt (1971 ). While these procedures are appropriate to multi-component mineralogical separations, they perhaps do not lend themselves to the much more simple two-component systems encountered in coal preparation. However Dell (1962) has suggested the use of the term "specific profit" in coal preparation in order to assess the conditions that give maximum economic gain. Specific profit is derived from data relating washability data with equipment performance and operating costs. The procedure for using this criterion for comparative purposes is therefore somewhat cumbersome as is illustrated by its lack of widespread acceptance in the coal preparation literature.In contrast, an efficiency index, E, which is both simple and meaningful from the utilitarian standpoint, has been proposed by Tsiperovich and Evtushenko (1959a). This index is defined by the relation, E = Yield X Tailings ash/Product ash (1) A cursory examination of this parameter shows that it increases when yield and tailings ash increase and also when product ash decreases; all of which are desirable circumstances in coal cleaning operations.Further, it will be shown that slight variations in operation are amplified by this function which makes comparisons simple and direct.While the use of this index is quite extensive in the Soviet coal preparation literature for some reason it has not received wide usag~ elsewhere.

Renison Bell is on the Emu Bay Railway, midway between Zeehan and Rosebery on the west coast of Tasmania. The tin deposits in this area have been described by G. A. WaIler (1902), L. K. Ward (1909), H. Hermani (1914), and Hartwell Conder (1918), for the Tasmanian Geological Survey. The ore-bodies occur in the slates, grits, altered lava flows and tufts of the Dundas Series, and consist of fine-grained cassiterite disseminated through massive sulphides (chiefly pyrrhotite or pyrite), or through bodies of quartz and sulphides. Some of these bodies show a N.W.-S.E. strike, parallel to the strike of the tin belt, but others strike N.E.-S;W. or E.-W.The ore-bodies are of two types: (1) steeply dipping fissure veins,' spoken of locally as "feeders," and (2) flatter-lying bodies more or less conformable with the bedding planes of the slates (bedded veins), spoken of locally as "floors."The feeders range from 5-12 ft. in width, with occasional bulges as great as 4q ft. Their lengths vary from 100 ft. to several hundred yards, and they are known to continue to Clmsiderable depths. 'They dip steeply, generally at angles of 45° to 60° to the east or south.The floors, where they occur, 'are directly connected with the feeders, and are sheet-iike bodies of sulphide ore. The composite ore-bodies thus have the shape of an inverted L, or a T, according to whether 'the floor extends out from one side or both sides of the feeder. Most of the floors extend from the hanging-wall side of the feeder. Where erosion has removed the connection, they appear as separate bodies.The feeders as a rule carry more quartz and arsenopyrite than the floors, and are richer in tin. In addition, the cassiterite tends to be coarser grained in the feeders than in the floors. The floors, on the other hand, carry a greater proportion of -sulphides, chiefly pyrrhotite, and the grade of ore and grain size of the cas,siterite tend to decrease as the floor is followed down the dip away from the feeder, so that the outer and lower extremities of the floors may be too low-grade to work economically. The average grade of the ore worked at present is 0·9,0/0 tin. The slates forming the roofs of the floors are commonly much contorted and silicified,' so that they form hard rocks in which the contortion and shattering of the original slates are well preserved. Joints extending upwards, more or less at right angles to the roof of the floor, are occasionally filled with finely crystalline quartz, similar to that in the orebodies, and are often rich in tin, so much so that the slate as a whole may average 0·4% tin.Some carbonate gangue is present in all of the ore-bodies, commonly on the footwall side, and, in places it becomes an important constituent...

A suite of specimens from the newly developed Black Star copper ore body at Mount Isa was made available for mineragraphic study by the Mount Isa Mines, Ltd. The specimens were selected as representative of the different phases of mineralisation found in the ore body, rather than with a view to furnishing a complete cross-section of it; and the examination has been carried out with a view to ascertaining (1) the nature, extent and association of the arsenic, antimony and possibly bismuth, minerals in the ore, (2) the mode of occurrence of silver in the ore, and (3) whether galena and sphalerite occur in minute forms well below the sIzes readily observed in hand specimens.Analyses of the January to June, 1944, mill head composites show that the proportions of the elements Ag, As, Sb and Bi in the ore are as follows:Ag 0.000013 = 0.35 oz./tonAs 0.024Sb 0:002Bi 0.0005The copper content of the mill heads ranges from 3.5% to 4.75%, the lead content from 0.03% to 0.08,% and the zinc content from 0.09% to 0.23%.MINERAL COMPOSITIONThe specimens range from massive sulphide ore, consisting of areas of chalcopyrite, pyrrhotite, and rarely sphalerite, from 1 to 3 cm. across, to fragments of extremely finely banded pyritic shale in which no minerals other than pyrite are visible. The gangue associated with the massive sulphides is chiefly dolomite, and sometimes white quartz. The pyritic shale fragments show evidence of shearing and faulting on a micro-scale, the fractures sometimes being filled with sulphides and vein minerals.The ore minerals found in the polished sections are pyrite, arsenopyrite, marcasite, sphalerite, chalcopyrite, valleriite, chalcostibite, galena, dyscrasite, jamesonite, magnetite, gold, graphite and rutile.Pyrite (FeS2)Pyrite occurs chiefly in two forms according to whether deposition took place along the bedding planes or along the intersecting faults and fractures. Lower Miocene Maryville Coal Measures at Waitewhena Coalfield, in the Taranaki coal region, include seams of sub-bituminous coal up to 4 m thick. During coalfield exploration Fletcher Challenge Ltd drilled ten cored holes, all of which encountered at least one seam. Coal quality is variable. Ash ranges from six to 12 per cent and sulphur from 0.5 to three per cent. A basal seam, overlying the Lower Mokau Sandstone, appears to extend throughout the area under investigation. A rider seam, of variable thickness, closely overlies the main seam in most drillholes. The rider converges with the main seam to the north and vertical trends in coal properties suggest that the seams are united in some locations. A less extensive seam sometimes occurs at the top of the coal measures beneath the Upper Mokau Sandstone. The lithostratigraphy of the intervening coal measures is complex, and coexistence of fluviodeltaic, lagoonal/lacustrine, and marine depositional environments is provisionally inferred. Lateral variations in coal properties (clastic derived ash, volatile matter, inertinite, hydrogen), thickness of the sedimentary parting between the basal seam and rider, texture of the coal measure sediments, and distribution of the upper seam all indicate persistence of a relatively low lying northeast-trending zone which may have been structurally controlled. Available data indicate that coal measure accumulation was terminated by marine transgression from north to south.

An epithermal gold-silver deposit is presently being developed at the Golden Cross Mine in the Waitekauri Valley, 8 km northwest of Waihi, New Zealand. Highest grade mineralisation underground is mainly confined to an elongate zone of strongly banded quartz veining on the hangingwall. Footwall veining is irregular, flatter lying, and of lower grade. Hydrothermal breccias in the ore zone may have economic grades where clasts of vein quartz are present. Jigsaw breccias, shingle breccias, and layered breccias with sedimentary type structures such as layering, crossbedding, and graded bedding have been identified proximal to, and within, quartz veins. Mineralisation in the open pit occurs in and adjacent to stockwork quartz veining.   Three alteration zones are recognised: a central silicic zone enclosing Au-Ag bearing quartz veins, an argillic zone above the stockwork zone and in the footwall of the underground ore zone, and a propylitic zone which is gradational with argillic zone. Intense shearing is confined to the less competent argillic zone.   Precious metal mineralogy consists of electrum (65% Au; 35% Ag) and argentiferous tetrahedrite, polybasite, pyrargyrite, argentite, and native silver. Pyrite is the dominant sulphide mineral. Marcasite, arsenopyrite, and rare chalcopyrite and sphalerite also occur. Oxidation ranges from a few metres in the argillic western stockwork zone to 100 m in fractured rock in the footwall of the stockwork.   The open pit contains a proved and probable reserve of 2.1 million tonne grading 3.5 g/t Au and 17 g/t Ag. The underground mine will produce 2.7 million tonne grading 7.8g/t Au and 27g/t Ag.

IN this paper it is proposed to present certain features of operating practice at the Port Pirie works of The Broken Hill Associated Smelters Proprietary Limited, in the smelting in a blast furnace of lead ores carrying a high concentration of zinc.The subject matter selected for presentation is:(i) The effect of zinc on lead blast-furnace operations, together with an outline of the methods adopted in actual practice in dealing with the zinc problem.(2) Development of the height of tuyere above the bottom of the jacket, and the extension of the tapping interval and the combined effect of both factors upon the lead content of blast furnace slag.It will later be seen that one phase of the investigation carried out in connection with the effect of zinc on blast-furnace operations was largely responsible for the decision to increase to a marked degree the height of the tuyere above the bottom of the jacket.Due to this interdependence, it has been considered advisable to deal with the two features above mentioned.The high concentration of zinc in the lead-bearing materials smelted at Port Pirie has brought with it those troubles which are associated with zinc in the smelting operation.In the early stages of the history of The Broken Hill Associated Smelters Pty. Ltd. the trend towards increasing cost for labour, fuel, and stores, etc., rendered it necessary to increase the lead content of the charge, and reduce to a minimum the quantity of barren flux used.

It has been fairly firmly established (Fisher, N. H., 1945) that the fineness of the gold in any ore deposit varies with the depth from the surface at which the deposit was formed, and, as a corollary to this, that it is dependent upon the temperature and pressure at the time of deposition. This relationship is such that, under certain conditions, the gold fineness, taken into consideration with other recognised criteria, furnishes a very sensitive and reliable guide to the relative temperature of ore formation, at least within the epithermal and the upper part of the mesothermal range.Definition of Fineness.The fineness of gold is calculated in parts per thousand and refers to the proportion of gold present in the naturally occurring metal in the lode, which is actually a gold-silver alloy, containing usually about 10 parts per thousand of base metal and up to 500 parts perthousand of silver. A clear distinction should be made between fineness and gold-silver ratio. The latter refers to the total gold and silver in the lode as determined by assay and is usually expressed as the ratio Au:Ag. Only in deposits where other silver-bearingminerals are entirely absent, which occurs comparatively rarely, can the gold-silver ratio be used as a measure of gold fineness and, in many cases, the two have no relationship. For instance, in the Edie Creek area in New Guinea, the lodes formed under shallow epithermal conditions all carry gold 500 to 550 fine, although the gold-silver ratio ranges from 1:100 to 1:1, in places in adjacent lodes.Determination of Gold Fineness.The fineness of lode gold can be determined only after it has been separated from all other minerals. Amalgamation recovers gold fairly cleanly - unless native silver is present - and the fineness of amalgam bullion is generally a reliable indication of the correct fineness of the gold. If the use of plates is involved, the bullion may be adulterated, but the effect of any copper, or other metal, that may have been introduced can be cancelled by assuming that the gold and silver shouJrl add up to about 990 fine, or by ignoring the base metal content altogether, which varies little in naturally-occurring gold, and in calculating for comparison purposes all fineness figures to the basis Au + Ag = 1,000.The composition of bullion obtained from cyanidation is generally intermediate between the true gold fineness and the total gold-silver proportion as determined by assay of mine or mill-head samples of Cyanide solution dissolves other silver-bearing minerals and the fineness of the resulting bullion is thereby lowered. Consequently, the fineness of cyanide bullion rarely corresponds to the true gold fineness and is useless for diagnostic purposes, although it is a common fallacy to refer to the fineness of cyanide bullion as the fineness of the gold.

It has been proven theoretically and experimentally that the use of 10 - 30 per cent DRI in blast furnace along with iron ore or sinter results in lower coke rate and higher productivity. However, to-date this remains unpractised on a regular basis mainly because of economic reasons. The DRI produced by several methods are expensive and difficult to store/handle in large quantities because of its reactive nature and thus DRI in blast furnace remains unacceptable.

X-ray diffraction and differential thermal methods were used to determine the mineralogy of some clays used by the heavy clay industry in the Adelaide area. A detailed analysis was made of the mineralogy and particle size distribution of eighteen samples from beds in two pits in the Recent sediments in the Adelaide plains, of six white clays developed from the weathering of the Adelaide series of sediments, and of four Recent alluvial clays from a pit in the Mount Lofty ranges south of Adelaide. Structural clay products in the Adelaide area are manufactured from mixtures of these clays, so the mineralogy and particle size distribution was determined of eighteen clay mixtures used to make red bricks, cream bricks, facing bricks, pipes and tiles.Knowledge of this mineralogy is important in understanding the ceramic behaviour of the clays.INTRODUCTIONIn this investigation an account is given of the clay mineralogy and particle size distribution of some ceramic clays from the Adelaide area. The clays are used in the manufacture of structura,l clay products and the results to 'be described are part of an overall 'plan of study covering the heavy industrial clays and shales of Australia. Previous work has been published (Cole and Carthew, 1953; Ferguson, 1954; Ferguson and Hosking, 1955; Cole and Nielsen, 1958/59).In this work no attempt has been made to examine clays from all pits engaged in supplying materials for the structural clay industry. A review is presented of developments in mill liners to improve performance in terms of wear, impact, as well as mill grind and throughput. These developments are in response to the growth in size of SAG mills and the use of larger ball loadings and ball sizes in modern SAG milling practice. Shell liner developments include specific mechanical design features such as special bolting, directed metal flow to prolong liner life and a focus on the process aspects of the mills to provide more effective grinding motion with reduced wasteful ball-on-liner impacts. Grate design developments aim to provide high throughput of material, especially in the larger size fractions, while providing good impact and wear life. Curved pulp lifters are designed to ensure, at high mill speeds, complete discharge of coarse solids from the mill.

Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

Important factors in dredge design are the estimation of total head, and the determination of flow in and around suction nozzles and in pipe lines. Total head for the dredge pump is calculated from velocity, static, and friction heads. Flow into suction nozzles depends on whether hydraulic jets or mechanical cutters are used, and on nozzle shape. Design of pipe lines depends on the transportation characteristics of the pulp, skin friction, swirl, and the avoidance of cavitation. Measurement and control of flow is important.INTRODUCTIONEconomic deposits of heavy minerals along the east coast of Australia occur in frontal dunes, which are normally unconsolidated and granular, or in hind dune areas which may contain indurated seams interspersed with loose material. In working frontal dunes, dredging depths are usually shallow since values do not persist for more than a few feet below sea level. However, the controlling factor in dredging the hind dune areas is the level of the water table and suction dredges may be designed to mine to depths of 120 ft, or even more, if necessary.In previous applications of suction dredges in the industry attention was directed primarily towards production and there was only limited research on fundamental techniques. However, with lower grade deposits now forming the major ore reserves, production levels and profit margins will fall unless more efficient dredges are developed.For satisfactory design of dredges it is essential that the total head be accurately estimated and that detailed information of the principles of flow in and around suction nozzles be determined. This paper presents information gained from field experience and laboratory investigation on these aspects.

Australia's iron ore industry is entering a challenging period with the development of new orebodies, the introduction of new products and the push for further downstream processing. In addition, the recent price reductions for iron ore exports have intensified the focus on reducing capital and operating costs. To assist in these areas, CSIRO is expanding its research capabilities, including the incorporation into CSIRO of the Mineral Processing Laboratories in Perth, which were previously managed by the WA Department of Minerals and Energy. In addition, a large part of the $24.4 million expansion of CSIRO's Pinjarra Hills laboratories in Brisbane will be devoted to enhancing iron ore processing research, providing purpose built laboratories and large process bays.

Chalcopyrite concentrate was combusted in oxygen-nitrogen atmospheres, the composition of which ranged from 1-100 per cent oxygen. Factors studied included particle size, experimental temperature and oxygen concentration. The study was assisted by chemical and X-ray diffraction (XRD) analysis and temperature measurements of single particles. Size reduction occurring after melting was found to have a major effect on the overall reaction time. Thus time to attain ignition was largely determined by the original particle size, whereas combustion time was independent of this factor. For particles larger than 40 I'm in air the time to attain ignition predominated. The maximum temperatures measured for single particles were the result of pyrite present in the concentrate. Chalcopyrite did not attain thesame temperatures. Vaporization, either as CU(g) or CuO(g) lImited the temperature. Maximum temperatures measured for single particles of pyrite ranged from 1610°C in 14 per cent oxygen to 2360°C in 100 per cent oxygen (both at 700°C). Measured temperatures were compared with those calculated from a diffusion-based model.

The Resource Management Act 1991 (RMA) and the Crown Minerals Act 1991 (CMA) both came into force on 1 October 1991. The purpose behind RMA was to integrate the existing laws dealing with town and country planning, land subdivision, water and soil, minerals and energy resources, coastal management, air pollution and noise control into one omnibus Act. Originally, there was a section in RMA dealing with minerals. However, this section was taken out of RMA and a companion piece of legislation - namely CMA - was passed with RMA.

An understanding of the way that solutes are transported in mining or natural environments is essential to the development of sound strategies for managing waste disposal. Research on miscible pollutant movement in unsaturated porous media is carried out both experimentally and numerically. Results of numerical modelling are obtained by solving the groundwater flow equation and the solute transport equation.
