All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

Industrial minerals by definition are minerals used as part of an industrial process and usually are one of a number of components, eg finely ground Limestone is an extender in the manufacture of paint. They are normally non-metallic and non-fuel, but like all generalisations there are a number of exceptions. Take rutile û a source of titanium, a metal and also the raw material in the manufacture of titanium dioxide pigment. Industrial minerals under this general definition include construction and agricultural minerals. They are included in the same grouping, principally because their sources are similar and in many cases the raw material, example limestone, can be multi-functional. Calcium carbonate raw materials such as limestone, are used in a wide range of applications from industry as an inert filler, to agriculture as a 'lime' source and to construction and as an important component in the manufacture of cement. As far as this paper is concerned I will avoid discussing the agricultural or construction applications, including burnt lime production.

Based upon the previous work of Norman & Loeb, a method was used to assess the comparative wearing properties of ten different alloys being used, or being considered for use, as mill liners and grinding media at Mount Isa, The materials to be tested were obtained in the form of large diameter balls, and were run, along with the regular ball charge, in a large ball mill operating under normal grinding conditions. At selected intervals, the test balls were removed from the mill, weighed and identified, and their relative wear rates determined.INTRODUCTIONInformation in metallurgical journals, from local iron and steel foundries, and from various metal promotional organizations has suggested that the various alloy compositions available should be examined and assessed for possible use as milllfners and grinding media.Previous attempts at evaluation of recommended materials for these applications elsewhere, have usually involved the purchase of large quantities of grinding balls or complete mill liner sets, requiring running periods of up to two years or more. As well as being both a costly and lengthy procedure, the information obtained may be of little significance, due to changes in milling practice, and ore characteristics during the period of operation.To overcome these difficuities, a method was adopted based on the short time wear rate test recommended by Norman & Loeb (1949) and Norman (1957) in which all the materialsunder consideration are ·subjected·concurrently to the conditions of service.Previous calculations of wear rates have been dependent1. A new test coke oven of 7 cu. ft. capacity is described. The oven was designed to simulate conditions in a central section of a battery oven and a special feature is the achievement of unidirectional heating from theflues on either side of the charge.The method of charging permits close control of charge conditions such as bulk density and moisture content.These conditions, as well as coking conditions (e.g. flue temperatures and coking time) must be varied to simulate conditions in different batteries. The effects of several variables on coke quality are discussed.Using test oven conditions corresponding to those of Newcastle steelworks batteries, good agreement was obtained between strength indices of test oven and battery cokes. For 17 tests, the average ASTM stability and hardness indices for the test oven coke were 38· 5 per cent and 69·7 per cent, while those for the battery coke were 37· 4 per cent and 67·6 per cent.Observed relationships between coke yield and productivity, and volatile matter and charge moisture are given.The use of a test oven to classify test coals into prime-, medium-, poor-, and non-coking coals is discussed.This may be achieved by observing the effects of the test coal in blends with other coals. The results of a series of blending tests are presented.The dangers of attempting to predict coke quality from a single coal property are pointed out, since this can be done only for very restricted ranges of coals.A diagram is given showing the established trends in the effects of blending various types of Australian coals on coke strength.

Wet beneficiation of iron ore fines less than 1 mm typically involves a desliming stage ahead of the fine gravity separation such as spirals. The desliming is achieved using a bank of cyclones. The reject ultra-fines emerge in the overflow stream at relatively low pulp density, contain high proportions of low-value slimes, but also well-liberated iron ore ultra-fines below 0.045 mm in size; however, recovering the valuable iron ore ultra-fines from this overflow stream presents a significant challenge due to the need to remove such a large amount of water and slimes.The REFLUX™ Graviton consists of distinct 3D-printed modular units, based on REFLUX™ Classifiers, which are rotated at high speed in a large centrifuge. This system has previously been investigated under semi-batch conditions, demonstrating the potential for precision separations with significant capacity. It has been shown that the throughput advantage of the inclined channels and G forces multiply. This is the first paper presented showing the performance of this system under continuous steady-state conditions. Ultra-fine silica in the size range of 0 to 0.045 mm was fed to the Graviton at different volumetric rates, fluidisation rates and pulp densities ranging from 2 wt per cent to 30 wt per cent, in order to develop a fundamental understanding of the system’s performance. Grey River Gold Mining Ltd commenced dredging alluvial flats in the Grey River Valley in 1989. Previous drilling indicated over 100 million cubic metres of gravels with some 90 per cent of the gold in the bottom seven metres. The dredge built by Rahco, Spokane, was innovative in a number of aspects but particularly in the fact that a separate ladder with a cutter and pump was used to strip the overburden and a bucketline to mine the gold bearing wash below. Metallurgical studies and exploration were initiated when the project commenced. Leasing and environmental considerations were investigated and action taken. While progress is being made, the operation at this stage is not meeting required production and performance. Main problems have been with the stripping system and wear.

The Beckman Air Comparison Pycnometer is as accurate as the specific gravity bottle for the determination of the volume of fine powders, or particles, up to 50 c.c. in volume. The determination using the air comparison pycnometer is performed in a much shorter time.A graph of density versus iron content for samples from four different iron ore deposits shows that iron contents can be obtained to within 4 per cent iron. Field geologists should be able to obtain quick and relatively accurate iron contents of ore samples using the air comparison pycnometer at these deposits.INTRODUCTIONA Beckman Model 930 Air Comparison Pycnometer was purchased to decrease the time required for the determination of the volume of stones and powders. The liquid displacement method was used previously and the time required per determination varied from a few minutes for stones to half an hour, or more for fine powders. With the air comparison pycnometer, the determination takes approximately 2 min and can be quickly checked for accuracy by a further determination. The areas of concern lay in the processing of, and the subsequent hearing into, Waihi Gold's resource consent applications to extend Martha Mine. The proposed amendments to the Resource Management Act 1991 might see the introduction of contestability in the processing of applications - which would have assisted Waihi Gold; and the use of commissioners to hear the applications, with a right of appeal to the Environment Court on points of law only. It is also proposed to have major applications heard directly by the Environment Court. If Waihi Gold's applications had been heard at first instance by the Court, the delays in time and associated costs would have been reduced. However a hearing by commissioners only would not have been satisfactory, there being no right of appeal against the conditions of consent, which if implemented as granted by the Councils would have had a significant impact on the costs associated with the extended project.

What do all iron ore mines have in common? Perfect production days! Yes, those harmonious 24-hour periods when the stars align and the daily output number rockets past the long-term average to hit new heights. While perfect days are always welcome, the focusing question iswas that just a ‘flash in the pan’ (due to a special cause) or an indication of the process’s capability (with clues to the common causes) which, if addressed, could make every day perfect? In the context of today’s operating environment, with the need to maximise productivity at minimum cost, it’s an important question.Investigations reveal that the throughput difference between a perfect production day and the average is often in the order of 40 per cent, and that bulk solids handling (BSH) system deficiencies are the largest (>50 per cent) class of lost opportunity. Root causes for underperformance of elements in BSH systems can often be traced back to the detailed design and even study-stage oversights. Essentially baked into the fabricated plant, operations are effectively forced to accept them at the point of practical completion and then deal with the consequences for the life of the mine. Subsequent normalisation of these defects in the planning process reduces visibility and hence the impetus for long-term solutions in favour of lower targets and quick fixes to keep the show on the road. On an industry wide basis the design processes and assumptions responsible for BSH system underperformance become enshrined as common practice and hence repeated across sites and organisations.In addition to making the case for action, practical steps that can be taken to help realise the significant productivity prize and avoid the problems in first place are provided.CITATION:Wellwood, G A, 2017. THE object of this paper is to review certain features in connection with the mining of narrow lodes, say up to 20 ft. or so wide. The types of ore-body to which it is intended to refer are those which occur. chiefly as fissure or shear-Iodes-that is, those lodes which are to be found in belts of country which have been subjected to dynamic stresses, resulting in the formation of cracks and fissures, into some of which has been concentrated sufficient metal-bearing material to form ores. Very frequently one of the walls of such a lode is found to be a fault, or plane of differential movement.The first point which comes up for consideration is the shaft and its position. From the information afforded by the prospecting which has been done on a lode relative to the dip, nature of country, &c., the position of the main hauling shaft can be determined. For purposes of general utility the hangingwall is generally chosen, if a vertical shaft, though, on account of freedom from creeps, the foot-wall would be safer. Vertical shafts are preferable to underlie shafts in many ways; but wherethe lode maintains a flat dip the cost of cross-cutting at the various levels becomes very heavy'. The sedimentary basins of this region developed in the collision zone of thePacific Ocean plate and the continent. Stresses were transmitted thorough wedge-like lithospheric blocks, such as the Okotsk Sea, East Kamchatka, Aleutian and other smaller blocks. Compression and inversion were more active at the boundaries: ***INSERT EQ*** and ***INSERT EQ*** in places. Tension, rifting and the increase in the rate of sedimentation were marked in P1-2, P3, N12, and also in N2 û Q in places. Since the Eocene, New Guinea tectonics have been driven largely by the south-westerly-directed collision of accreted arc terranes with the northern margin of the Australian Craton, and subsequent westerly-directed transport of these exotic terranes by left-lateral strike-slip fault systems. The subduction of the Solomon Sea plate beneath north-eastern New Guinea in the mid- to late-Miocene led to magmatism and related gold-copper porphyry and epithermal mineralisation in the Maramuni arc and the formation of the Frieda River, Nena, Wafi-Golpu and other deposits.The development of the world-class porphyry and epithermal deposits in the Medial New Guinea magmatic belt, including Grasberg, Ok Tedi and Porgera, is localised by dilational zones formed about the intersections of north-easterly-trending, reactivated basement faults and north-dipping reverse faults related to the southward progression of the Papuan fold belt during the Late Miocene to Pleistocene. These deposits probably formed during short mantle-derived magmatic episodes in zones of regional isostatic uplift, which are attributed to the delamination of the lithospheric mantle beneath New Guinea.CITATION:Garwin, S L, 2015. The cohesive zone in the blast furnace is largely affected by the softening and melting behaviour of ferrous burden because of its vital role in the blast furnace process. The Visual High Temperature Methodology (VHTM) has been given to study the softening and melting behaviour of sinter, two kinds of lump ores and acid pellet intuitively. Before softening, both two kinds of lump ore swelled and more serious for lump ore B because of its denser structure than lump ore A. The softening and melting temperature intervals are different from one another and this phenomenon contributed to the gas permeability of ore layer in the cohesive zone since the ‘ore window’ has formed. Besides, the softening and melting behaviour of mixed burdens have been studied, where it has been found that the softening and melting characteristics of mixed burden A (consisting of sinter and lump ore A) is better than mixed burden B (consisting of sinter and lump ore B) and mixed burden C (consisting of sinter and acid pellet) despite the poorest characteristics of lump ore A. The reason is that the high temperature interactivity between lump ore A and sinter is much better than lump ore B and acid pellet. The high temperature interactivity is mainly influenced by the chemical compositions, porosity and contact condition. IF a straight line should be drawn on the map (See 1, page 96) through the northern half of the South Island of New Zealand, from Mt. Domett in the north to Arthur's Pass in the south, and another line drawn parallel to it and at a distance of ten miles to the west, according to the topographic scale, it will be found that within the belt thus drawn across the country all the most important mines, past and present, of the South Island are situated, with the exception of a few in Otago.The most important product of this tract being gold, and Reefton, the most important southern mining field, being situated at about its central portion, the zone may aptly be termed "The Great Reefton Gold Belt." The occurrence of so many gold mines along this particular strip of country is not at all a matter of chance, but is the outcome of cause and effect. The procurement process for underground construction contracts, in particular those contacts involving tunnel boring machines (TBMs), is subject to many complex and inter-related variables, including national and local politics, public policy, community involvement and media attention û as well as strict environmental and legal requirements. Other restrictions include the time available to adequately investigate geotechnical conditions and viable technical options to determine the best construction methodologies û including selection of tunnel boring machine characteristics and, those construction means and methods suitable for the specific geotechnical and environmental conditions. The latter are, most often, quite imperfectly understood. æGetting it rightÆ implies that an optimal configuration û of machine type, characteristics and associated methodologies û can be found and successfully implemented for a particular project. æFrom the beginningÆ implies that the lack of time issue can be successfully resolved. Within an international context this paper highlights a number of issues of concern which relate to tunnel procurement systems and the ways in which certain key processes are managed during planning, design and construction. The authors argue that there is considerable room for improvement in the way tunnelling projects are undertaken and an approach is discussed which has the potential for substantial gains in cost and schedule and reduction of risk. Savings, however, may only be fully realised if the new methods can be fully implemented by all parties involved. This, we believe, will require the rejection of ætraditionalÆ forms of management and procurement with associated changes in the roles and responsibilities of owner, engineer and contractor. Additionally, risk identification, assessment and mitigation are essential cost and schedule control process which have, to this point, been underutilised by the underground construction industry.

ON mineral lease 38 of the Sulphide Corporation Limited, Broken Hill, a shaft was sunk in the early days Ior prospecting purposes and at the present time it is accessible as far as the 1000-ft. level where a connexion exists with the main workings of the Corporation's Central Mine, mineral lease 9. About the year 1895· a crosscut was driven east from this shaft at the 1330-ft. level cutting the Central Ore-body in mineral lease 9 and the shaft is supposed to extend a further depth of 25 ft; but no records of any of this work are in existence, the whole of the evidence being based on hearsay and memory:Fig. 1 shows the position of the Extended shaft in relation to the main workings. BHP's two million tonne per annum nominal capacity Hot Briquetted Iron (HBI) plant at Port Hedland in the Pilbara region of Western Australia is based on FINMET¦¦ direct reduction technology. The FINMET¦¦ process produces direct reduced iron (DRI) by reacting fine iron ore with reformed natural gas in a series of fluid bed reactors and then hot briquetting this DRI into dense, high quality iron briquettes. The Port Hedland HBI project represents a major investment in the chemical processing of Australian minerals to higher value products prior to export to Asian markets. This paper describes the FINMET" process and technical aspects of the high-quality HBI product, and provides an update of the current status of the project.

Development of Underground Gold Processing Plants Underground gold processing plants have potential advantages over traditional surface installations related to a smaller environmental footprint, reduced capital and mining costs, improved security and increased value of the product delivered to surface. The concept of processing gold ores on the surface is the traditional paradigm. A process of pre-concentration of ore underground is likely to result in a major shift in operating costs. In particular, run of mine ore or a large proportion of it will not need to be transported to the surface. As a result, environmental and financial benefits are likely. Underground plants are likely to be pre-concentration systems where the process product is a high-grade concentrate and tailings for stope backfill. Units will be either static or modular. Concentration methods will be gravity and/or flotation or leach based. This paper discusses the development underground gold plants from early concept, through to the world's first operational unit, a newly commissioned unit and the technical basis of a fully modular system.

Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

Magnetic separator operation in the recovery of magnetite in heavy medium circuits was studied by conducting a series of tests on a full size wet drum magnetic separator.The significant operational variables were found to be feed pan clearance, squeeze pan clearance, dry magnetite feed rate and separator drum speed. With feed and squeeze pan clearances optimized for typical primary separator operation, magnetite loss and concentrate specific gravity were found to be related in a regular manner to dry magnetite feed rate at any drum speed.A two component model of magnetite loss is proposed, relating total magnetite loss to losses in the feed pan and squeeze pan zones. The experimental curves relating magnetite loss to dry magnetite feed rate at the various drum speeds are interpreted in terms of the two component model.The magnetite particle size distribution in the separator was also examined. The tailings magnetite was found to be finer than the feed magnetite only when the dry magnetite feed rate was low, or immediately following the introduction of a new charge of magnetite when the separator was fed at an intermediate dry magnetite feed rate.
