The provision of professional engineering services in Queensland is regulated through the Professional Engineers Act 2002. The Act requires that anyone providing professional engineering services must be registered and is subject to continuing professional development requirements. The engineering profession is actively requesting the Queensland Government to expand registration to include associate and technologist engineering practitioners. In view of the strong moves at the Federal level towards national registration of professional groups the lessons of the Queensland experience are very relevant across Australia. This paper describes the rationale behind the Act and outlines its operation. It discusses some misconceptions regarding the applicability of the Act to various engineering activities. There is much that the Act has to offer individual engineers and industry generally in establishing, articulating and maintaining standards for professional engineering work. The paper considers legal actions taken to date under the provisions of the Act and discusses the way in which this parallels industry moves towards quality assurance of work force capability.

ThePike River coal field is located between 700 and 1000 m above sea level on the West Coast of the South Island. The area contains a resource of some 60 million tonnes of coal in a single coal seam and is part of the Paparoa mountain range that receives between 6.0 and 6.5 m of rainfall per annum. The area has been isolated and has received no on the coal plateau but has been extensively logged in the lower 3.5 km of Pike Stream. The PRCC development proposal recognises this and calls for an environmentally benign development that includes underground development of this resource. The coalfield abuts and is partly overlain by the Paparoa National Park. The underground development will enable a number of environmental goals to be readily achieved: it will be out of sight of the public,it will not impact the national park,noise will be mostly absent,there will be absolute minimal disturbance to the land surface,coal will be transported from the mine to a dewatering complex on PRCC land in a slurry pipeline thus obviating the need for trucks and noise in Pike Stream valley,all water draining from the mine will be collected, treated if required to consent standards and discharged from a single point,the road into the area will allow for an effective predator control programme to be undertaken enhancing native bird life,an environment suitable for the reintroduction of Whio (Blue Duck) will be created, andthe net effect of the mine development on the environment will be positive.

The total number of tailings accidents has reduced from over 50/decade in the 1960s-1980s to less than 30/decade in the 2000s to 2010s. However, the rate of significant tailings dam failures has not been reduced. The significant tailings dam failures the mining industry experienced in the recent history include: Merriespruit, South Africa, 1994; Los Frails, Spain, 1998; Kolontár, Hungry, 2010; Mount Polley, Canada, 2014; and Samarco, Brazil, 2015. The conventional Factor of Safety approach itself may not be enough to further reduce the rate of significant tailings failures due to its limitations such as uncertainty. For example, the same factor of safety could have a vast range of annual probability of failure for different tailings dams, and insufficient consideration of failure consequence. This paper presents a risk based approach for design with the objective being to minimise tailings dam failures, especially those significant tailings failures with high consequence and low probability. This approach includes risk based design and risk management using bowtie tools. In the risk based design, quantitative analysis will be used to estimate the annual probability of failure and the tolerable failure criteria is linked to the consequence category. Bowtie analyses will be used to understand hazards and risks and identify and select independent controls that are effective in preventing and mitigating catastrophic failures. Following a pre-feasibility study, Mount Isa Mines commenced a feasibility study on the deposit of the George Fisher Mine in May 1997. Board approval was granted in May 1998 to construct a 2.5 million tonne per annum mine and to upgrade existing concentrator and smelter facilities. The world-class George Fisher zinc-lead-silver deposit is located approximately 22 kilometres north of the city of Mount Isa, in north-west Queensland and is 2.6 kilometres north of the existing Hilton Mine. It will be a large-scale underground mine, sustaining a profitable zinc-lead-silver business in Mount Isa for at least ten years. This paper will outline the details of the mine that was developed during the feasibility and design phase. It will include a description of the mining methods, ventilation, fill, ore handling, services and infrastructure. The utilisation of existing assets and the development of innovative ideas were essential to the successful economic development of the George Fisher Mine.

"Surveying, and as a result, surveyors, have been around since the start of time, and it has been said that so has their methodology!The theodolite and tape have been the backbone of a time-tested practice that has led to ground breaking advancements such as electronic distance measurement (EDM), global positioning system (GPS) and positional laser scanning. However, it was the introduction of the unmanned aerial system (UAS) that has allowed mine sites such as St Ives to take the next step towards truly turning survey data into metadata.This paper will explain how the unmanned aerial vehicle (UAV) was adapted to meet the requirements of a mine site supporting a major open pit operation, and how the open pit mining team adjusted their planning and production processes to maximise use of the extra data and information available to them.The advantages of the system include point cloud surveys with corresponding large-scale up-to-date photography and computer generated high detail contouring of mined areas that are then incorporated into the mine plan. All the while, the use of the UAV must be tailored to each specific problem encountered and a solution then matched.Citation:Steven, R, 2016. During the middle of this century, exploration and mining reached a low ebb in New Zealand. Tas McKee did his utmost to rejuvenate the mining industry, using the latest technology and an understanding of the environment far ahead of his time. Today, advances in the geosciences enable sophisticated exploration to proceed to the drilling stage before any significant environmental disturbance is created. Thereafter developments are now carried out with integrated management of the environment and rehabilitation so that disturbed land can be used for other purposes once mining is finished. Thus, we now have environmental engineers and scientists taking their place as professionals in our Institute.

Obtaining a representative sample of bulk materials in process industries is critical to providing valid data for process control and custody transfer (valuation). The accuracy of a sample, that is to say how well the sample represents the material in the process, is directly related to how well the process can be controlled and to how much a product may be worth. Sampling accuracy then is in fact related to bottom line profitability.Sampling theory offers information and equations on how to take a representative sample from a process, however, the actual practice of extracting a sample from the process can be more of an art.Key sampling variables include product specifications such as bulk density, particle distribution, material conveyance, practical sampler location, sampler type and sample frequency and volume/mass.This paper discusses basic sampling theory, sampling methods, types of samplers, how to develop a ‘real world’ sampling system and current manual and automated samplers.Key points include ‘practical precision and variance’, material properties, flow properties, direct sampling versus indirect sampling, sampler types and applications.CITATION:Powalisz, J E, 2014. Throughout the 2016/2017 financial year, the NSW Resources Regulator conducted an assessment of each underground metalliferous operation across the state to assess how each operation managed the principal mining hazard of ground and strata control. The assessment considered all aspects of the mining process, including all aspects of managing geotechnical risk within drawpoints. This assessment is ongoing and, therefore, this paper is limited to the first six mines assessed in the program.In 2015 there were three fatalities in and around underground drawpoints in Australian metalliferous mines. Whilst many of the systems of work around underground development are consistent across the industry, there are large discrepancies around how each underground mining operation manage the risks associated with drawpoints.For drawpoints to be effectively managed, their management needs to be considered at the earliest stages of the mine planning process. By using downholes and adopting remote systems of work – systems that are continuing to improve with technology – the risks drawpoints posed can be greatly reduced.The assessment by the NSW Resources Regulator revealed a number of common failings across the state in the management of the risks that drawpoints pose. The assessment also observed a number of innovative practices that particular operations have adopted in the wake of serious incidents occurring within drawpoints at their operation; however, these practices have not been communicated to other operations.It is hoped the learnings from the assessment can be considered by industry and reduce the risks drawpoints pose in underground metalliferous mines.CITATION:Hill, X, 2017. Quebec Iron Ore (QIO), a subsidiary of Champion Iron Limited (Champion), completed the restart of the Bloom Lake iron ore mine located in the heart of the Labrador Trough region of Northern Quebec, Canada in February 2018. Prior to its restart, the concentrator flow sheet underwent major upgrades which brought the iron recovery to the highest of all Labrador Trough operations. After two profitable years of production, QIO, supported by Soutex, started to look at technologies to improve its current performance and integrate into its expansion project flow sheet. From the lessons learned while optimising Phase 1, the addition of a scavenger-cleaner processing stage was identified as an improvement opportunity to increase recovery, produce a higher-grade product, and further improve the stability of concentrate quality. In 2019, the NI-43101 feasibility study for the Phase 2 expansion, aiming to double the production of high-grade iron ore concentrate, was published. Based on the metallurgical test work, the hydraulic classifier was selected to perform the scavenger-cleaning duty for its well-established performance and known behaviour at the cleaning step in the Phase 1 plant. To validate laboratory results, a pilot scavenger-cleaning hydraulic classifier was installed in Phase 1. Although the hydraulic classifier was selected for the feasibility study, metallurgical test work performed with the REFLUX® classifier showed interesting potential. It was thus decided to also install a pilot RC300 Reflux classifier at the scavenger-cleaning stage in Phase 1. Despite their apparent great similarities, the metallurgical performance was significantly different, and many dozens of sampling campaigns highlighted the different performance of both pieces of equipment considering the feed material particle size. This article presents the pilot plant results in terms of recovery, selectivity and stability for both the Reflux classifier and the hydraulic classifier operated in a scavenger-cleaner stage at the Bloom Lake iron ore concentrator.

In January 1998 Sydney Water Corporation formed an Alliance with construction contractor Transfield, and engineering consultants Connell Wagner and Montgomery Watson, to design and construct the Northside Storage Tunnel. The project is part of WaterPlan 21, Sydney WaterÆs strategy for cleaning up the harbours, bays, rivers and beaches within its business area. WaterPlan 21 is an integral part of the NSW GovernmentÆs $3.1 billion Waterways Package which establishes targets and initiatives for sustainable wastewater management within NSW. The project is being delivered under an Alliance Agreement, which has a number of non-traditional features in terms of partnering, management principles and design and construct. Construction began in mid-1998 and is on target to meet the completion deadline for the Sydney 2000 Olympics.

Record iron ore prices and a renaissance of infrastructure in the Pilbara have Flinders Mines poised to move from explorer/developer to an iron ore producer. The potential of the company’s Pilbara Iron Ore Project was first highlighted by the announcement of Rio Tinto’s Caliwingina North deposit to the north and the Fortescue Metals group’s Serenity deposit in the southeast. The success of Flinders Mines’ exploration has been based on incorporating landscape studies into an existing geological framework, and using this to understand the iron-rich materials that were emplaced during the Tertiary. The development of the Delta and Eagle deposit resource models highlights this process. There are three main mineralisation styles at the project; detrital iron, channel iron and bedded iron deposits. They have textural and mineralogical similarities with comparative deposits in the region. Gaining an insight into the geological processes unique to detrital iron deposits and more distal channel iron deposits has been important to understanding the geometallurgy of the mineralisation. The model sits comfortably with other regional oregenesis models and allows a contextual framework to be developed around the timing of deposition of the Fe-rich detritus and pisolitic nodules that dominate the deposits. The exploration model also allows Flinders to explore more effectively for bedded iron mineralisation developed prior to, and since the development of the Tertiary weathering landscape.

The difficulty in screening of ores when the moisture contents reach certain critical levels has resulted in mining circuits using wet processes for screening. While this has been acceptable in past years it is no longer acceptable in certain countries and where the mining company is looking to reduce its impact on the surrounding environment.   Various mining companies have been looking at ways to remove the need of using water, with all its inherent drawbacks and to be able to produce its desired products in a dry process.   This would have the benefits of less environmental impact and cost, (due to not requiring wet processing equipment), less power consumption (reduced equipment needed), no corrosion issues, no contaminated waste waters and reduced maintenance activities.   Until recently this has proven elusive or with technical restrictions with current available acceptable technologies for high capacity plants.   One major mining company began seriously exploring ways to overcome this dilemma so that they did not replicate their current ways of operating for their new expansion plans.   They partnered with Metso Minerals to undertake extensive groundbreaking laboratory test work and provide potential solutions as to how to solve this. The laboratory test work proved interesting enough to design, manufacture and test on the actual mining site a prototype screening machine in the circuit.   This break through in screening technology reduces the environmental impact on the area in which the mine is located by: eliminating the storage and use of water, reduction in energy consumption due to having no pumps in the plant, reduction in plant costs and the upstream affects on the environment process used to manufacture and ship the materials the plant structure is built from, and no large tailings dams to take up land space and affect the environment through groundwater/ water table contamination and the negative effects on animals and ecosystems Laboratory test were conducted and a full size machine was installed at the plant site along side conventional machines. The screen size (2.4 m wide x 6.1 long double deck) was determined by the size of screens currently in operation at the mine. The parameters that were explored were: types of screen surface (polyurethane, woven wire etc), types of screen motion (linear, circular or elliptical), angle of motion ( 40,45,55,60 degrees etc), and throw (amplitude), speed and 'g' force.

In 1997, the Australian coal industry through Standards Australia committee MN-001 Coal and Coke recognised the need to produce a Standard giving some instruction on how to inspect and audit mechanical sampling systems. A Guide was developed by sampling subcommittee MN-001-04 and in 1999 the Standard was released as AS4264.5 æGuide to the Inspection of mechanical sampling systemsÆ Coal and Coke. Since that time the author has assisted with other committees in developing the Guide for other commodities such as concentrates and a generic standard for particulate materials. (AS4433.6 released 2000). The Coal and Coke guide is also currently a work item for ISO Standards. This paper is focused primarily on auditing and inspection procedures for coal mechanical sampling systems. It highlights the need for at least a three level inspection protocol where the operators manning the system maintain operational checks, the operators are regularly supervised by the company managing the system and once per year an independent auditor inspects the whole system to ensure compliance with design and standards. It does not cover short- and long-term maintenance of individual systems. With companies already certified to the ISO9000 series, this guide forms the framework to bring the operation and inspection of their mechanical sampling systems into line with these principles.

Although most New Zealand coals are low in ash, there are situations where high ash coals could be won. Not all high ash coals can be upgraded by physical means, since the ash is either inherent in the coal or bound in such a way to make its physical removal either impractical or uneconomic. Nevertheless, the authors believe, the situations where high amounts of ash can be economically removed by physical means to make a saleable product are considerable.
