The mining industry faces complex and urgent challenges driven by an increasing demand for raw materials, and a socially demanding globalised world. The extraction of primary raw materials is today more important than ever as one of the cornerstones towards a sustainable future since the increasing demand for the raw materials required for the energy transition. In the last three years, leading countries as USA, China, Canada, Australia, and the European Union (EU) have developed and adopted strategies to enhance domestic extraction capabilities, diversifying sources, fostering innovation in recycling, and promoting international collaboration related to critical raw materials. On 2022, the Inflation Reduction Act was signed into law in the USA, in June 2023, the Australian Critical Minerals Strategy 2023–2030 was published and in March 2024, the Council of the EU adopted the European Critical Raw Materials Act. On the other hand, raw materials extraction is facing higher environmental and safety standards and regulations, as well as scrutiny from the broader public. Regrettable environmental accidents as tailing dam failures or acid mine drainage occurrences have led to a general distrust of mining activities leaving mining companies with the dual imperative of increasing output while implementing sustainability, decarbonisation, and circularity as a core value in their production processes. This challenging environment offers the opportunity to enhance ‘blue mining’ (BM) as a sustainable holistic approach that integrates the principles needed to plan sustainable, reliable, and responsible mines for today’s and future generations by implementing the principles of circular economy (CE). This requires a fundamental shift from the traditional linear economy approach to a sustainable, circular economy strategy. At its essence, BM encapsulates four crucial aspects – energy, ergonomics, water, and circularity and integrates these four aspects into integrative mine planning, defining clear goals and objectives from the ‘blueprint’ of a mine towards a beneficial post-mining activity. Its implementation can lead to maximisation of resources beyond the life of the extractive mine and sustainable use of materials by integrating the principles of circular economy and multiuse mine, see Figure 1. These concepts complement and recognise the need to minimise environmental and social impacts while advancing economic development. Finally, this contribution explains the requirements and challenges of moving from linear to dynamic planning approaches under the BM concept. This way, BM stands as an approach that can contribute to the mining industry receiving necessary approvals and support from society leading to a long-term transformation of the industry’s image.

Technology adoption in the mining industry has been steadily increasing over the past decade, driven by the need to improve operational efficiency, safety, sustainability, and profitability. As mining companies wish to implement solutions to improve mining safety and productivity, various technologies are being integrated into mining operations to enhance processes, reduce risks, and optimise resource utilisation. Adoption of new technologies such as autonomous trucks requires a strong focus on foundational operational technology (OT) and a systems-thinking approach. OT support is critical however, OT is traditionally not considered or integrated into standard maintenance activities. Consequently, sourcing and applying service support to OT systems in real-time has posed significant challenges to date. Neglecting the monitoring and upkeep of these operational technologies and equipment can lead to a host of adverse consequences. Operating instability becomes more prevalent, necessitating reactive measures, and the vulnerability to cybersecurity threats increases significantly. To address OT monitoring and maintenance challenges, a systems wide mindset and remote support discipline must be utilised. Remote operations support refers to real-time, 24/7 monitoring, control and support of site OT: network, production systems, maintenance systems, enterprise systems and mobile and fixed plant through a single interface remote from site. The presence of a disciplined team, grounded in a systems-oriented approach, is of the utmost importance to remote monitoring, given the intricate interdependencies of OT systems. The ability to understand the relationships among multiple systems, coupled with the capacity to distinguish between symptoms and root causes, assumes a pivotal role in operations. Through diligent monitoring and the astute understanding of system thresholds, remote operations support can actively identify and alleviate constraints, in turn, serving as the enabler for transformative advancements in technology output.

The exploration industry generally has a low opinion of the quality of the service supplied to it by government departments. In particular, the academic research-related emphasis of the Bureau of Mineral Resources (BMR) and the relatively low level of explora- tion assistance offered by several Mines Departments are of concern. In a number of areas of geoscience research, the industry perceives a mixup of priorities and a lack of understanding on the part of governments as to its needs. While government's sights are, and should be, set on the future needs of the community at large, the industry doubts that government budget allocations to the BMR and Mines Departments are either large enough or being cost-effectively spent. This is certainly the case for such areas as exploration assist- ance, provision of basic exploration data, and applied geoscientific research. On balance, the exploration industry's perceptions are misguided in a number of respects because of a lack of communication with government. However, this reinforces the need for changes in the manner in which govern- ment departments communicate with industry and, in particular, the criteria upon which research priorities are based. At a time of contracting oil and mineral exploration expenditure, and near-record levels of geoscientist unemployment, the government's role is critical and should be open to question.

It is widely accepted that mineral deposits are decreasing in metal grades. To remain profitable and meet market demand, mining companies are expanding their operations by increasing the tonnage treated. These expansions may include new concentrators with higher nameplate tonnages or upgrading the capacity of existing ‘brownfield’ operations. In many cases, the brownfield upgrade route is preferred as it is less capital intensive; however, brownfield upgrades are never straightforward and present many metallurgical and engineering challenges.For example, to increase feed throughput at a brownfield site, there will be a requirement to modify the mine development plan. This may result in the ore mineralogy varying beyond the current feed fluctuation range. To accommodate these ore variations, a combination of mineralogical analysis and small scale testwork can be used to develop a new process flow sheet to achieve the product recovery/concentrate grade requirements. In general, however, flow sheet development does not usually consider site specific layout constraints and equipment requirements. At sites where future expansions were never considered, taking this silo approach could lead to project delays and compromise the circuit design.Engaging an experienced technology partner ensures the nominated project team is involved throughout all stages and aspects of a given brownfield upgrade – from conceptual flow sheet development, through to detailed engineering, construction and commissioning. The recent Carmen Copper Corporation (Carmen Copper) circuit upgrade has been completed in technology partnership with Outotec. The circuit upgrade was extensive and included new equipment additions to the comminution, flotation and dewatering circuits. Carmen Copper’s intimate knowledge of the ore characteristics, in conjunction with a trusted, knowledgeable technology partner, facilitated a robust circuit design, and fast-tracked the project execution. We conducted a preliminary assessment of an extensive deposit of historic tailings discharged over a period of 40 years to the shoreline along a Southern Peruvian coastline. The tailings formed an extensive beach approximately 2.4 km long and 300 m wide. The tailings consist principally of pyrite (37 to 59 per cent), hematite (nine to 20 per cent), magnetite (three to 13 per cent) and quartz (11 to 36 per cent). The present operating company was required to evaluate the feasibility of capping the ocean side tailings deposit, however, given the size of the undertaking and the potential to reclaim residual minerals from the tailings, it was prudent to first evaluate whether capping would in fact reduce the impacts to the marine environment. Therefore this preliminary assessment examined: 1. metals contamination in tailings, shoreline porewater and marine sediments; 2. reactivity of tailings and acid generation potential; and 3. the potential for biological effects from metal contamination in the uplands tailings (solid phase) and beach porewater. Based on mineralogy, column leach studies and chemical results, the upland tailings have a high geochemical potential to acidify and release metals, especially copper, nickel and zinc, should they be subject to oxygenated and aqueous conditions. But, the extreme arid climate results in very low potential for precipitation and virtually precludes the transport of acid drainage reaction products from the upland tailings towards ocean. Wind erosion caused by offshore winds is likely a small source of tailing transport to the ocean. Since some potential exists to reprocess the tailings in the future, capping does not seem justified at present.

Over the last decade mineral exploration in New South Wales has increased markedly. This is due to various factors including the influx of overseas companies an. capital, increase and stabilization of metal prices and improvements in exploration techniques. The initiation of full-scale petroleum exploration and recent discoveries of large mineral deposits in the west, north-west and north of Australia has increased overseas capital, and brought scientists and technicians into the country. Naturally there has been an overflow into New South Wales, which is less attractive as an area for new and large-scale discoveries. In some fields, rise in metal prices and price stabilization has largely contributed to the intensif- ication of exploration. Increased tin production in New South Wales since 1963 is a direct result of price rise and stabilization, and rise in the price of silver has revived an interest in silver prospecting in recent Years,

In areas where undeveloped land represents a scarce resource, an upgraded post mining land use can result in economic benefits to both the mining company and to the community. A study undertaken at Allied Queensland Coalfields Ltd's Aberdare Colliery located between Brisbane and Ipswich during 1986/1987, assessed the costs and benefits of developing the site following mining for grazing, forestry and residential uses. The proposed final land use plan comprised a combination of these uses which can be upgraded to higher valued uses once subsidence monitoring of backfilled opencut areas and dumps indicates that total settlement has reached acceptable levels. The study involved the documentation of existing site environmental parameters and the delineation of site opportunities and constraints. The unpredictable nature of settlement over backfilled opencuts and overburden dumps represents the major constraint to urban development on mined areas.

What is `environmental risk'? There are two possible perspectives: (a) The risk that mining activity will have an impact on the environment. (b) The risk that due to a perceived impact on the environment, the mining activity is at risk due to some legal consequence. This paper is concerned with the second of these perspectives, and particularly with the way in which mining companies can manage that risk. Environmental risk - possible legal consequences The risk is that the mining operation will be disrupted. Disruption may be: (a) Physical. The mining activity can be stopped, altered, or modified, or something additional can be required to be done. (b) Financial. Penalties (up to $1M) on corporations and in some states on both directors and managers. Land may also be included on a contaminated land register (significant impact on asset valuation).

Although the diesel engine is normally considered a tried and proven power source, many new and exciting diesel design concepts are being evaluated in engine development laboratories around the world. Three such programs currently underway at Cummins Engine Company are discussed. The turbocompound engine converts into power exhaust heat energy which is normally wasted. It does this by incorporating after the turbocharger a low pressure gas turbine which is gear driven to the crankshaft. The adiabatic engine has no conventional cooling system. It converts into useful power most of the heat energy normally rejected to the coolant. The series boost turbocharged engine uses seperate low and high pressure turbochargers to increase engine output and improve transient performance. These design concepts make possible increases in diesel engine thermal efficiency from the current 33 to 38 per cent range to the 50 percent range.

Mt. Newman Mining Company Pty. Ltd.3 oper ates the Mt. Whaleback iron ore mine in the Ham- ersley Iron Ore Province of Western Australia. The present rate of production of high grade hematite iron ore is 33 million tonnes per year. Mining is by open cut quarrying,with 15m high benches. The present quarry operations will be extended to a large oval pit to win over 1400 million tonnes of iron ore. The pit slopes will extend up to 500m in depth and the perimet- er of the slopes will exceed 15km. Sixty per- cent of the ore is below the water table, which presently lies 45m below the general plain level Dames & Moore, rock mechanics consultants designed the pit slopes during early mine devel- opment to ensure an economic and safe operation.

The history of black coal as a fuel dates back in Europe more than 2,300 years, and possibly longer in China. Originally the mining of coal was done by underprivileged people, but with the industrial revolution and the dawn of mechanisation, the status of the coal miner improved. The improvement continued to the present day. Coal miners now take an important role in industrialised countries and enjoy a high standard of living. The miner is amongst the highest paid and best technologically served in any industrial activity. The abundance of coal relative to alternative fuels and its widespread occurrence, brings with it a prosperity much valued in those countries with significant resources such as Australia. Coal will play a major role in easing the world energy shortage. In addition to the conventional usage, throughout the world coal gasification plants are in various stages of development. Coal liquefaction plants are beyond the drawing board stage. Slurry pipelines to supply coal for direct burning in electric generating and other plants are planned. In the current atmosphere of environment consciousness, Australia has to contend with people with only marginal interest trying to influence coal mining activities to the detriment of the overall prosperity of Australia. Fortunately enlightened legislation is the greatest protector of the environment and in many instances great improvement to the environment ensues after mining has passed. With its vast resources of black coal Australia can look forward to a significant role in future supply of fuel. As a result of the trade and industry involved, Australia can become an even more influential country in world politics, trade, and the setting of high living standards.

Gekko Systems has developed an underground pre-concentration plant (Python) to reduce mine operating costs. Many ores liberate favourably using either high pressure grinding rolls (HPGR) or vertical shaft impactors (VSI). Using these comminution circuits for mineral liberation; rather than for the final recovery process and by utilising a high mass pull, high recovery process route (gravity/flotation), a narrow, low head, compact processing plant was developed that can sensibly be operated underground. The Python underground processing plant can provide a number of advantages for narrow vein mines including lower haulage costs, improved mine call factor and lower operating costs. The focus on fine crushing reduces the power requirement of the plant to approximately 8 kWh/tonne. The Python underground processing plant has been designed to be towed down the decline or lowered down a shaft, and is capable of being installed in sloping, non-linear drives for placement close to the working face. The overall benefit to mining companies of this concept has been estimated to be a saving in mining costs and a significantly smaller environmental footprint.

Innovation and Business Skills Australia (IBSA) commissioned The Boston Consulting Group (BCG) to undertake a study into how the role of AustraliaÆs senior managers is likely to change between now and 2020 and to identify the skills and attributes that will be needed to respond to those changes. This report builds on a previous study prepared by BCG in the early 1990s for the Industry Taskforce on Leadership and Management Skills (Karpin Committee), which provided a snapshot of the Senior Manager in 2010. Construction of the Ranger uranium project located 230 kiss east of Darwin in the Northern Territory commenced in January 1979. Energy Resources of Australia Ltd (ERA) was incorporated in February 1980 to acquire all the rights in the project. The total cost to ERA of these rights was $407 million, made up of $125 million in cash to the Federal Govern- ment and the issue of 125 million $1.00 shares at par, plus a payment of $16 million in cash to each of Peko-Wallsend Ltd (Peko) and EZ Industries Ltd (EZ).

The KR Process is a joint development by VOEST-ALPINE, Austria and its subsidiary company KORF ENGINEERING, Germany. This new technology allows production of hot metal on the basis of non-coking coal. The KR Process is based on the idea of separating the process steps realized in the blast furnace (generation of reduction gas, reduction of iron oxide and melting of the reduced iron) and including coking of coal. These reactions are carried out in two reactors: - the melter gasifier, where non- coking coal is coked and gasified into a high quality reduction gas and hot prereduced iron is melted. - the reduction furnace, where iron oxide is reduced by the reduction gas generated in the melter gasifier and discharged in a hot state. In order to prove the process a pilot plant has been set up in Kehl/ Rhine in 1981 with a nominal capacity of 60.000 tpy.

The underground storage of LPG and other hydrocarbons is in current commercial use in Northern Hemisphere countries in Europe, Asia and the USA.Elgas Pty Ltd, a 50 per cent joint venture between AGL and BOC, embarked on a worldwide feasibility investigation in 1989 to establish the viability of constructing an underground LPG storage facility in Sydney, Australia, the first of its kind in the country. Elgas recognised that with the limited 19 000 tonnes of storage capacity at Port Botany and the limitations imposed by use of small coastal ships (up to 10 000 tonnes capacity), a larger storage facility was required to utilise higher capacity ships from more remote sources such as the North West shelf and overseas. This would achieve security of supply in high demand periods and economies of scale. The underground option also provides improvements to safety and environmental standards.

Following civil war in Sierra Leone, London Mining Plc obtained the mining license in 2006 and commenced activity to redevelop the Marampa mining and processing operations. The Sierra Leone Marampa mine is a brownfield development effort, having been operated by a few companies since the 1930s until low iron ore prices forced closure. Peak production of the preceding operations was approximately 2.5 Mt/a in the 1960s. There are two virgin ore deposits of interest for development as well as a resource comprised of tailings accumulated from previous operations. The Marampa tailings operation (Phase 1a) is being implemented first with a 1.8 Mt/a plant producing 66 per cent Fe sinter feed, expandable to 3.6 Mt/a in a Phase 1b. The first phase is currently under construction with start-up expected in the third quarter of 2011. Further expansion (Phase 2) that includes the development of the virgin deposits is currently under prefeasibility study and targets a final 16 Mt/a concentrate production. Outotec partnered with London Mining to develop the magnetic separation flow sheet using SLon VPHGMS machines to process the Marampa tailings (haematite) material. The flow sheet development process started with sample characterisation and detailed parametric investigations to evaluate SLon performance. The final flow sheet configuration, including expected circuit recoveries and concentrate quality, demonstrates the performance of the SLon VPHGMS circuit for iron ore tailings.
