Mine planning processes are continuously evolving, increasing in complexity, and are required to be developed in shorter timeframes, often missing important steps in the process. Underground coal mines are also moving into more challenging environments, with the more favourable resources having been exhausted. In addition to traditional mine planning processes there is an increasing level of complexities associated with parallel systems including the preparation of Joint Ore Reserves Committee (JORC) compliant estimates (JORC, 2012 and Guidelines Review Committee, 2014) or seeking critical regulatory development consent to undertake mining. There is a clear link between geotechnical considerations and success of mining operations, and therefore it is essential that such considerations are elevated in both status and priority. It is obvious that geotechnical considerations are paramount in any mine, however it is imperative to accept that such considerations, and the collection of information relating to such, are undertaken from the onset of any mining project. The commonly accepted genetic theories of Pilbara iron ores and Woodie Woodie manganese ores have often presented them as quite unique. This apparent uniqueness is not confined to just iron and manganese, but is also seen in gold and copper deposits in Western Australia. The published material on iron and manganese ores would seem to have either a quite complicated genesis or none at all. An alternate theory for the origin of these deposits is presented which involves a protore with simple oxidation and pH controls with hydrothermal fluid sources from the diagenesis and dewatering of the underlying strata. This theory explains the distribution, thinning, cold dolerites and very high concentrations of deleterious minerals observed in these deposits. This genesis system is also related to the systems that deposit hydrothermal gold and copper in sediments in the region.This paper presents the author’s observations, sampling and mapping after several decades studying and exploring for the minerals in Australia and locations overseas. All of these theories were developed with (or in spite of!) the guidance of Mal Kneeshaw, but would never have seen the light of day without him and the others presenting here. In the UK during the 1990s the energy companies had developed a policy of æDash for GasÆ, building large natural gas power stations to produce more than 30 per cent of the UKÆs electricity demand. The price of imported thermal coal was dropping and the electricity generators were putting pressure on the UK coal producers to produce coal at a reduced cost. Imported coal from Columbia, South Africa, America and Australasia had increased their market share in thermal coal sales to over 50 per cent of a 55 Mtpa market. The pressure on the UK coal industry to reduce costs and improve productivity levels from an ever decreasing resource was high. Companies were benchmarking their operations on the imported coal producers and had to realign their organisations, productivity levels and costs to world best practice, not just technically, but in world class organisational management techniques.

It is recognised by the major international codes that resource classification involves the interaction of numerous qualitative and quantitative criteria such as data quality, geological and grade continuity, etc. However, the difficulty in quantifying the degree of uncertainty associated with mineral resources estimation has led to the creation of a large suite of methodologies, terms and definitions, with almost every mining company having its own set of standards. It is also intuitively known that several traditionally used methods to evaluate resources do not take into account the spatial continuity of the grades, being unable to provide a reliable measure of the error associated with their estimates. Since they do not provide an error assessment, these methods are inappropriate to assess local or global uncertainty associated with an estimate. Faced with these problems, this work aims at developing a methodology for either quantitative or qualitative analysis of mineral resources estimation, through incorporation of uncertainty and the correct definition of the associated risk or error. The proposed methodology includes the development of a software code incorporating all the main classification techniques used by the mineral industry. A comprehensive study about each technique was conducted allowing a comparison of the parameters affecting mineral inventory assessment. A case study was conducted with a typical iron ore deposit data set from the Conceitpo mine of the Itabira Complex in the Iron Quadrangle, Brazil. The results showed the specific limitations of each classification system and the influence in selecting their key parameters, always based on subjective choices.

AngloGold Ashanti Ltd nominated Sunrise Dam Gold Mine as a case study via their involvement with the long-running Australian Mineral Industry Research Association (AMIRA) International P9P research program (AMIRA, 2015) . A group of researchers from the Global Comminution Collaborative (GCC) conducted a comminution circuit survey and review together with a large group of graduate metallurgists, senior metallurgists and operators. Fundamental and applied research understanding was used to identify productivity and efficiency improvements around the crushing and grinding circuits. The limitations of current scientific knowledge were identified through this process and this will allow future research to be more focussed on what is required by industry.The comminution circuit at Sunrise Dam comprises three stages of crushing followed by two stages of ball milling. The secondary crusher and primary ball mill classification were identified as the primary limitations of the circuit. The secondary crusher was found to be underperforming through overall equipment efficiency (OEE) analysis and an improved chamber design was identified by Chalmers University. This improved design will promote higher power utilisation, choke feeding and a finer crushed product for the milling circuit. The primary ball mill product is classified by a combination of a trommel, 3 sieve bends and a hydrocyclone. The combination of poor classification and coarse, competent feed led to a situation where the primary mill was overfilled with rocks, reducing grinding rate due to cushioning of impact. KiwiRail has a goal of significantly improving passenger rail services to west Auckland, as part of its DART (Developing Auckland’s Rail Transport) suite of projects. The New Lynn Rail Trench (NLRT) project was a significant component of this work. The NLRT project facilitates essential doubletracking of the Western Auckland line, and provides a new commuter transportation hub within a busy town centre.The 1.5 km stretch of track through the New Lynn town centre has bisected the township for over 80 years. Double-tracking the line provided the opportunity to grade-separate road and rail, which would help to re-connect both sides of the township and enhance public amenity and safety.KiwiRail employed an Early Contractor Involvement (ECI) procurement model engaging a consortium comprising Fletcher Construction, Beca Infrastructure and Synergine to develop a Design and Construct solution.With weak soil conditions and high groundwater levels, a diaphragm wall construction method to form the trench walls was selected as the best solution. Further challenges to construction included working within a narrow rail corridor constrained by buildings along much of the boundary, and a requirement to keep the existing line open for rail services. Detailed construction planning was required to ensure rail and construction safety in a constrained space whilst building the trench walls, propping these walls during excavation, and constructing the base slab in the most efficient way possible.This paper will detail the geotechnical conditions and the additional constraints that made this rail trench a challenging structure to design. It will also describe the fi nal design and construction methodologies that were employed, that allowed very successful completion of the project.Additionally, this paper will review the design and construction lessons applicable to the current Victoria Park Tunnel project, and indeed for all future cut and cover tunnel projects in the Auckland isthmus.

The theme of this paper is the development of-the project feasibility study which includes discussion of the work which is carried out in preparing the project feasibility study, the necessary evaluations and structures that are employed to ensure that not only does the feasibility study itself stand up to scrutiny and is sound, but also that the investment the company is proposing to develop, "the project", is an investment decision which will represent good returns to the company. This theme is particularly relevant when there are competing divisions within the company and only limited cash resources are available to make the correct investment decision. Thus various potential investments may be evaluated against each other to determine which project will be given the go ahead for development. This paper will particularly focus on the various investment analysis techniques that are used and discuss the work that is required in preparing the project feasibility study and specifically the interaction of the project team members and the thought process that must be undertaken to complete the project feasibility study. Finally comments will be made on tax planning issues particularly with respect to taxation of gold production to be introduced in January 1991. Some ideas are presented which may help and possibly improve the financial position of the projects being reviewed. Further, it is suggested that the thought process which goes with the financial engineering aspects of a resource project can be widened to take account of taxation issues and tax planning to ensure the rise of the project feasibility and hence the decision to proceed to development by the project sponsors.

The main purpose of these systems is to provide managers with reliable and timely information on the current state and typical tendencies of operation of the facilities under control. However until the present time no scientific and methodical ground for system monitoring of the mining companies and branches has been created. Therefore, the authors of the report have aimed to assess the current situation with regard to the researches in this field and to do analysis of the most important aspects and ways of solution of the issue under consideration.

Exploration for coal has been on-going in South Australia for the past 100 years. During this period substantial resources of low rank coal have been delineated throughout the State. These deposits are of variable quality often with high moisture, sodium, chlorine, sulphur and ash content and although generally regarded as suitable for use in conventional pulverised fuel boilers, many are difficult to utilise. The only operating coal mine in South Australia is at Leigh Creek where coal bearing shale was discovered by chance in 1888 during excavation of a railway dam near the township of Copley. Leigh Creek has had a very diverse mining history from the initial small scale underground mining through to open-cut mining utilising draglines and more recently large shovels and trucks.

It has been almost a decade since the release of the International Council of Mining and Metals (ICMM) Health and Safety Critical Control Management: Good Practice Guide (2015a). During this time the ICMM member companies, along with many others across industry, have been busy designing, deploying and enhancing their own critical control management (CCM) programs. So, what have we learnt? This paper discusses the scope, application and learnings from the implementation of CCM within the mining industry. What’s going well? What are the common challenges? What are the opportunities to strengthen the approach? What are the threats to successful implementation? The paper draws on the author’s experience as one of the key contributors to the development of the CCM Good Practice Guide and an adviser to many mining companies, including six of the ICMM members. The paper focuses on the practical (operational) application of CCM and the cycle of identifying, defining, implementing, verifying and improving critical controls at the frontline. The paper also includes a discussion on the safety performance of the ICMM member companies over the past decade and provides a recommendation for how CCM can be incorporated into a more proactive model to measure safety performance. The paper concludes with practical recommendations that mining companies, regardless of their CCM maturity, can consider as they look ahead. They are supplemented by three additional recommendations for consideration at the industry level.

Following the success of calcrete sampling at Challenger, calcrete sampling has been widely adopted as the primary exploration technique for gold exploration, in the Gawler Craton. Calcrete is uniformly distributed over large areas and produces discrete gold anomalies. This allows drilling to focus on specific gold anomalous targets. However, despite widespread use of calcrete sampling, very little is known of the origin of calcrete in the Gawler Craton, and the link between calcrete gold anomalies and primary mineralisation. In an attempt to understand this association Lisa Gibbons recently completed an honours project at the Old Well Prospect approximately 45 km SSE of Tarcoola. Her work is part of a collaboration between CRCLEME, MESA and MIM Exploration. At Old Well, a calcrete anomaly (>10 ppb Au)covers an area approximately 7 km x 2 km with a peak value of 97 ppb Au. The study looked at the regolith as a whole, processes of its formation and nature of mineralisation within it. She was able to combine previous calcrete and drilling results with her own observations. The results from this study highlighted problems in relating surface calcrete anomalies to in situ gold mineralisation.

It is very rare in the underground hard rock environment to find a deposit that is ideally suited to a specific mining method. Usually the irregular shape of the orebody will allow the deposit to be extracted by more than one mining method. During the prefeasibility stage, a number of conceptual mine designs are generally evaluated to see which offers the best method of extraction for the deposit. The selected method is usually based on key decision criteria such as the overall extraction of the orebody, the amount of metal produced annually and the unit cost of production. Often the prefeasibility study document will state that the project has an NPV of æxÆ million dollars. This statement can be made without any quantitative consideration of the likely risks of the mining methods reviewed or the level of confidence in the estimation of the NPV. By assigning a probability of failure to each component of the mining cycle a measure of the risk for each method can be determined. One mining method may provide the highest NPV when it is performing well, however, there may be a higher risk of a major failure impacting on the performance of that method, eg the failure of a mass blast of a crown or rib pillar. This paper will present a flowsheet approach to the use of risk analysis for determining the likely production rates of different mining methods. This framework allows the annual metal output to be estimated and from this the NPV for each method. A level of confidence can be applied to the estimated NPV for each option. An example will be presented on how this technique has been used within the Normandy Group.

Transportation networks extend every day around the world, requiring safe and well-maintained structures for efficiency and for users’ safety. Due to specific features of the infrastructure, such as longer tunnels, increased traffic and marginal safety rules, fire safety in rail and road tunnels becomes more challenging.The situation becomes more critical due to the global economy and increasing worldwide tourism, with multi-national companies often involved in both design and construction of transportation routes or systems in other countries. Tourism brings the risk of visitors becoming victims in a foreign land; thus, international law becomes more and more applicable to transportation projects all over the world, requiring a consistent approach to safety (UN Economic and Social Council, 2001; US DOT Federal Highway Administration (FHWA) 2006; US Transportation Research Board, Committee on the Role of Public Transportation in Emergency Evacuation, 2008; UK Parliamentary Office of Science and Technology, 1997).There are significant differences between rail and road tunnels, both in their functionality and safety requirements. Most tunnels over a certain length are equipped with emergency ventilation systems capable to control the spread of smoke by creating an air stream in the desired direction. Besides ventilation, fire-life safety (FLS) includes smoke and heat detection by linear or spot detectors, closed-circuit television (CCTV) and public address systems with prerecorded announcements, as well as evacuation signage and monitoring capabilities (Vägverket – Swedish National Road Administration, 2004).There isn’t a consistent, worldwide approach to the design of emergency ventilation systems for tunnels, with significant differences from continent to continent (US DOT Federal Highway Administration (FHWA), 2004, US Federal Transit Administration, Transportation Research Board, 2006). In North America US NFPA 130 and 502 standards for rail and road tunnels, respectively, represent the main criteria, however, they are continually revised and new versions issued every three years. For road tunnels the World Road Association PIARC issues guidelines, but they are not truly enforceable. There are no similar international guidelines for rail tunnels, except general recommendations by the International Association of Public Transport (UITP) (IAPT, 2003).In Europe the Directive #54/EC adopted by European Community Parliament in 2004 requires a minimum level of safety for road tunnels users in all existing and proposed tunnels in the Trans-European road network that are greater than 500 m in length. Authorities having jurisdiction in many other individual countries, such as Australia, Austria, Germany, Japan and others, enforce specific safety regulations (Miclea et al, 2007). While it is impossible to summarise all aspects of this topic in a short paper, a review of the design approach, the existing differences in safety requirements, as well as applicable design solutions to meet safety codes for both rail and road tunnels are discussed below.

Geological reconciliation is an indispensable part of BHP Billiton’s Western Australian Iron Ore (WAIO) operations. Since 2009 our reconciliations have been calculated in a single, centralised sequel-server database. This system draws data from across our operations and calculates a hierarchical sequence of reconciliation factors that span the company from the smallest grade control (GC) block to the whole of WAIO. It then presents the results using sophisticated graphical reporting tools.The initial motive for developing WAIO’s reconciliation system was to meet corporate compliance and public reporting requirements. The ability to validate our resource and reserve models by comparing their estimates of tonnes and grade with production figures remains the system’s principal function; however, as the system has matured, we have significantly developed its ability to support the improvement of various technical activities within the business. For example, the system can now calculate and report reconciliation factors for different resource classifications, short-term planning models and geometallurgical estimates.More recently, great emphasis has fallen on the system’s ability to detect and warn of possible geological issues that may pose a risk to either production schedules or product quality. We envisage a future where automated analysis of our large historical data set will enable high-risk conditions within future mine plans to be detected and highlighted.In all of these ways geological reconciliation plays an important role in contributing to this company’s financial and operational resilience.CITATION:Loach, S J, 2017. In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

In this era of rising focus on the social and environmental costs and benefits of mining operations, the valuation methodologies used to assess such impacts become increasingly important. Within an industry dominated by an engineering culture that places emphasis on net present value (NPV) calculations using high discount rates, difficulties often arise when attempting to justify projects with longer-term, harder to quantify benefits. This is particularly so when these benefits fall in the social and environmental domains and involve other stakeholders. In this paper, we summarise the results of a recent literature review on this subject, which focused on the valuation of æBeyond ComplianceÆ initiatives in the mining sector. We discuss a range of approaches including the quantification of hidden internal costs, financial methods of incorporating risk into calculations, the integration of quantitative and qualitative information, and also the valuation of æexternalitiesÆ or costs and benefits borne by others. We then use a series of examples relating to the management of water in the minerals industry to illustrate how some of these approaches could be applied. There are high-level commitments from both individual companies and groups such as the ICMM to incorporate sustainable development criteria into decision-making processes within the industry. We conclude the paper by arguing that, to meet these commitments, there is a need for the industry to adopt a broader range of valuation methodologies than appears to be the case at present.

The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.

There are numerous individual gold deposits in the Archaean greenstone belts of Western Australia, but only 26 have productions and/or quoted reserves in excess of 10 tonnes Au. Most gold production has come from mineralization in shear zones, quartz veins or stockworks in volcanic or intrusive host rocks, particularly tholeiitic basalts or dolerites metamorphosed at sub-amphibolite facies (e.g. Kalgoorlie). Significant prod- uction has also come from BIF-hosted deposits (e.g. Hill 50), and large reserves are quoted for mafic hosts at high metamorphic grade (e.g. Big Bell). Most deposits have marked structural control, great depth extension, and are characterized by zoned alteration haloes of pyritization (with Au), K-metasomatism and carbonation. On the regional scale, most larger volcanic- or intrusive-hosted deposits occur in younger (ca 2.8 b.y.) rift-phase green- stones (Norseman-Wiluna Belt). These belts also have a high prospectivity (36 kg Au/km2 of greenstone belt). Younger (ca 3.0 b.y.) and older (ca 3.5 b.y.) platform-phase green stones of the Murchison and Sodthern Cross Provinces and the east Pilbara, respectively, are progressively less prospective (14 kg Au/km2 and 0.8 kg Au/km2, respectively) and also have progressively smaller deposits. The important regional- and local-scale characteristics of most gold deposits can be explained in terms of a metamorphic- replacement model. In this model, metamorphic H2O-CO2 fluids, focussed by faults and shear zones, infiltrated host rocks and deposit gold at 350 + 50¦C and 1-2 kb, largely in response to fluid-wallrock interaction. In many large deposits, gold precipitation was synchronous with sulphidation of Fe-rich host rocks, but the diversity and abundance of smaller deposits reflects the variety of reactions precipitating gold from ubiquitous, auriferous metamorphic fluids. Regional variations in abundance and size of deposits relate to factors such as tectonic setting, alteration styles and possibly source rocks.

Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. The Rise and Shine Shear Zone is a mineralised low-angle deformation zone traceable for at least 7 km through biotite zone schist of the Dunstan Range, central Otago. The zone is commonly believed to be similar to the actively mined Macraes deposit. The Rise and Shine Shear Zone occurs in the immediate footwall of the Thomsons Gorge Fault, a regional scale Cretaceous normal fault that juxtaposes chlorite zone schist against biotite zone schist. Most mineralised rocks are deformed and record a progression from early stages of semiductile deformation to more brittle cataclasis. Folds in mineralised rocks trend northwards. The mineralised schist is hydrothermally altered with variable silicification, sericitisation, chloritisation, replacement of titanite by rutile and carbonate alteration. Gold is associated with pyrite and arsenopyrite and occurs in both ductile and brittle microstructures. Sheared and mineralised schist is cut by north-striking fault zones which host mineralised quartz veins. Veins in the shear zone contain hydrothermal albite. Trace element analyses show enrichment in As, U, Th and rare earth elements. Many of the above features are similar to Macraes deposit, but there are important differences. In particular, the Macraes deposit is hosted in lower grade rocks and truncated beneath by a normal fault, Macraes has no U or Th enrichment, Macraes veins have no albite and folds at Macraes trend NW-W. Rise and Shine mineralised rocks have no Cr enrichment and no hydrothermal graphite.
