The Australian Magnesium Corporation Limited (AMC) is constructing the worldÆs largest magnesium metal plant at Stanwell, 24 km west of Rockhampton in Central Queensland. The $1.3 billion, 97 000 tonne per year plant is scheduled to commence production in mid-2004. It will produce magnesium from magnesite using the innovative, locally developed AM Process Technology which enables magnesium to be produced at internationally competitive costs. The technology will enable the plant to have the lowest environmental impact of all the available magnesium production processes. The project will meet current world-best-practice environmental and emission standards while on a life cycle analysis, magnesium produced by the Stanwell plant will result in net reduction in global greenhouse gas emissions. Magnesium is the lightest of the structural metals. Its high strength to weight ratio and ease of casting and machinability makes it particularly suitable for the manufacture of light weight automotive components. Reducing the weight of motor vehicles through the use of light weight materials such as magnesium is the current primary means adopted by the automobile manufacturing industry to improve motor vehicle fuel efficiency and the lowering of emissions of greenhouse gases. The Australian Magnesium or AM process has been developed over the past decade by AMC in conjunction with the CSIRO to produce magnesium from magnesite mined at AMCÆs Kunwarara deposit. Over $200 million has been spent developing the AM process, designing, building and operating a demonstration plant at Gladstone and to complete an environmental impact statement and receive environmental approvals as well as funding for the commercial Stanwell Project. The paper outlines the development of the AM process technology, the operations of the Gladstone demonstration plant confirming the process technology, its operating costs and environmental performance. The paper covers the particular attention that was given to minimising the production of CHCÆs, the development of new cover gases for molten magnesium, the minimising of emissions of greenhouse gases and the life cycle analysis of magnesium as a replacement for steel and heavier metals in motor vehicles which confirmed its use resulted in a net reduction in global greenhouse gas emissions. The project received both Commonwealth and Queensland Government environmental approvals by August 2000.

In 1969, Queensland Mines Limited obtained two large Prospecting Authorities in Arnhem Land, Northern Territory, Australia. The Nabarlek uranium deposit containing some 12 000 t of U308 was discovered on one of these in June 1970. Mining and stockpiling of this deposit were completed in 1979 and processing to yellowcake, which commenced in June 1980, is expected to occupy an 8-10 year period. The continuation of exploration, essential for the company to become a longer- term producer, was inhibited in 1972 by a Federal Government "freeze" on exploration in Aboriginal Reserves in the Northern Territory. Subsequently, the procedure for explorers to gain access to exploration areas in Aboriginal land was radically changed by the proclamation of the Aboriginal Land Rights (Northern Territory) Act 1976. As a result of this Act and the associated administrative policies adopted by Governments, Queensland Mines Limited has not yet regained access to the exploration areas it formally held in the early 1970's.

For several decades miners have been obliged to maintain a vast supply of sharp steels at the working face to meet the hungry needs of rock-drills. In medium and large size mines this has meant the setting up of an organisation to store steels, to make and sharpen bits with all the complication and skill of forging, hot milling and heat treatment, and to transport sharp and dulled steels to and from the working face with all its labour, wastage, and inconvenience to other mining operations.In a mine with 250 rock-drills in use, a flow of more than 60,000 sharpened steels each month has to be maintained to keep the machines fully employed, so some idea of the magnitude of this problem may be grasped.For a long time it has been apparent that it is mainly the bit itself that wears, and many attempts have been made to reduce the enormity of the problem by providing detachable steel bits which could either be used once and rejected, or sharpened three or four times before rejection.At the same time metallurgists have striven to 'improve the quality of the steel and the heat treatment afforded it so that a bit, readily workable In a normal mine drill-shop, could be produced having a high resistance to wear and fatigue; but, although various alloy steels have been marketed, it is still usual to find many mines relying on a "straight" carbon (0.6 - 0.9% C.) steel for their drill steels.Since 1915 increasing use has been made of tungstencarbide as a cutting implement in the engineering industry. Before presentIng my address I wish to acknowledge the honour which has been conferred on me by my appointment to the position of President of the Australasian Institute of Mining and Metallurgy.It is a matter of great concern to us all to find our Empire at war. I am confident that, as was the case in the war of 1914-1918, members of this Institute and of kindred Institutes and Associations will contribute in full to the Empire's needs and that in the end our cause shall triumph.I think it appropriate that I should take as the subject of my address that of the Broken Hill Lead-Silver-Zinc Industry. The subject matter of this address has been confined to the operations of Mining, Ore Dressing, Lead Smelting and Refining and production of Electrolytic Zinc in Australasia. Japan Construction Method and Machinery Research Institute has been conducting various field surveys of tunnel works and other excavation works, and the cost and efficiency of these two excavation methods have been studied. Based on these data, the costs of blasting excavation and mechanical excavation represented by roadheaders were calculated. The costs were calculated and compared for rocks of various hardness. When the total construction cost is considered, the degree of overbreak becomes one of the most influencial factors, because the overbreak area must be filled up with expensive shotcrete in NATM. So, in the next step, the relation between the excavation costs considering overbreak and the rock hardness was studied using the data on overbreak obtained by the field survey.

Parameters affecting gold elution using the AARL process are reviewed and critically analyzed in an attempt to optimise metallurgical efficiency and minimise costs in both current and future carbon adsorption operations. Such factors as acid washing, column geometry, elution temperatures and pretreatment reagents are discussed together with eluant water quality and eluate flowrates. Hot acid washing of carbon prior to gold elution has many benefits. Besides improving elution efficiency when eluting with regional water, a hot acid treatment preheats the carbon without causing any gold leakage. Laboratory data indicated that hot acid washing reduces the mass loss of carbon during thermal regeneration. The eluate going to either zinc precipitation or electrowinning is also relatively free of troublesome impurities (organic contaminants and ferrocyanides in particular). Because of the chromatographic character of the AARL elution where an ionic strength gradient is used to inhibit the readsorption of gold, column geometry plays a significant role. While practical considerations and capital costs may restrain the length of the elution column, high length/diameter ratios are advocated in order to promote the plug flow of column eluate. From both a metallurgical and costing viewpoint, the two significant factors affect- ing the AARL gold elution are temperature and cyanide addition. High temperature and high reagent additions within prescribed limits will improve metallurgical efficiencies, but a balance between energy and reagent costs is required in order to minimise overall elution costs. As pretreatment reagents constitute a considerable portion of the total elution costs, both the addition and consumption of sodium cyanide must be carefully considered. Lower cyanide additions may be effective in certain instances, but the more practical use of 0,6 bed volume of a 2-3 per cent NaCN reagent containing 2 per cent NaOH is advocated. This is equivalent to an addition of 20-30 kg NaCN and 20 kg NaOH per ton carbon Treated.

Geological uncertainty is reduced by improved understanding of the relationship between regional-scale geological basement features (structure, composition, depth) and known local structural risk (such as recognised structural hazards at the mine). Coal mining and exploration entities can be more efficient and effective in managing geological risk at a range of scales. A more efficient and effective performance in forward interpreting and managing geological risk will result in a more efficient and effective exploration and also incremental or even significant mining cost improvements. In order to improve the understanding of basement features, a new 4D regional structural/basin framework for the Sydney Basin and the eastern part of the Gunnedah Basin has been constructed to provide primarily coal exploration and mining with a more integrated geological framework for ongoing subregional to mine-scale geological risk based studies. The model has been developed from a range of available regional geophysical and geological datasets, of variable detail and reliability, which have been brought together to generate a more robust structural and tectonic model than could be generated with any one single dataset. An initial regional structural model for the Sydney Basin was constructed in 2003 and an update to the model was released in 2005 (SRK Consulting, 2003; 2005). The development and ongoing refinement of the model was undertaken with financial and data support from a number of coal mining industry, gas exploration and government organisations. Prior to, and following the development of the regional structural/basin model and associated Information Base, a number of more area-specific studies have been completed, using the æbasement upÆ assessment approach. The methodology for developing comprehensive structural models, from the basement up, is outlined. The approach can be applied at a country-wide, regional or lease area scale. Case examples of where this approach has been used as an effective and efficient method in improving geological certainty and as a predictive tool to help manage geological risk are also presented.

To determine whether 130 felt earth tremors around Edwinstowe, Nottinghamshire U.M, which also experienced severe surface fissuring, were caused by coal extraction, a surface seismometer array was established around Thoresby Colliery. Over the next year, 785 microseismic events were detected. The spatio- temporal seismicity patterns are clearly associated with the commencement, continuing extraction and closure of faces. Of particular note are events which locate at the surface and appear to be related to the active fissuring. Events occur within days of commencement of production and cease when production finishes, with good correlation between face advance and hypocentral position. Naturally occurring microseismic events have also been detected up to 1 km ahead of active longwall faces in the Midlands using triaxial geophone packages grouted into the seam together with a surface seismometer in the top of the borehole. The quality of these data were very high and guided waves can clearly be seen with the dispersive characteristics associated with seam waves. In one experiment more than 2000 events were detected in only two days of monitoring even in a relatively noisy surface environment. This paper demonstrates how very accurate locations (5 10 metres) can be generated using three-component digital data from only one borehole. The surface seismometer and the borehole P-wave onset can give extra precision for the height of the event relative to the seam. The event distributions give a dynamic, three-dimensional image of the developing patterns of fracturing above, below and ahead of the longwall face with important implications for roof control, subsidence prediction and gas Migration.

Experimental work is described in which extremely dilute aurocyanide liquors are treated with novel surface-active complexing agents to produce a hydrophobic aurocyanide species. Subsequent aeration of these liquors causes accumulation of such species at the air-water interface and the aurocyanide complex is transferred to a froth concentrate. A detailed performance assessment of this process is made and this knowledge used in the design of a pilot plant facility. Early results indicate the feasibility of the selective recovery of aurocyanide ions from reclaimed residue dam water (approximately 0.2ppm Au) with upgrade ratios of the order 180:1. A further study was made applying ion flotation to the recovery of gold from a carbon-in-pulp (CIL) feed liquor (approximately 1.0ppm Au). The probable economics of this process compared to conventional CIL processing is also described. Successful development of countercurrent ion flotation for concentrating solids-free gold solutions may offer a lower cost alternative to existing gold ore processing technologies, or in more secondary applications such as concentrating dilute gold solutions or heap leach runoff. Hydraulic Monitor mining at Solid EnergyÆs Spring Creek Mine has proven to be a safe and effective method of extracting steeply dipping thick seams at production capabilities approaching one million tonnes per annum.   This paper traces the development of Hydraulic Monitor mining from its initial introduction into old workings at Strongman Mine, its refinement at Strongman 2 in shallow, thick and steep workings, through to its introduction into the deep, very thick seams at Spring Creek Mine. This last step of the progression came with all the added complications that come with depth, particularly flammable gas.   This paper will describe the various changes in mining conditions that dictated the performance of the monitor, how the mine layouts were changed to adapt, and the various operational systems that were put in place, to allow a safe and productive operation.

My paper presents a discussion of the legislative and departmental requirements in connection with the acquisition of exploration rights for minerals (other than petroleum and coal) in the Independant State of Papua New Guinea, the Solomon Islands and Queensland and he practical problems associated with land entry and land ownership associated therewith. In general there are many similarities in the methodology and philosophy behind the legislation in each country and the contractual requirements established thereby between the exploration company (the explorer) and the government and the mines department or equivalent in each place. There are also a number of differences. I have prepared the paper on the basis that my audience will largely consist of -experienced explorers and the paper is intended to act as a brief refresher and a guide to the philosophy and the practicalities behind the legislation and practices in ground entry in each case. I will deal in turn with New Guinea, the Solomon Islands and then Queensland.

LITHOPROBE is a national, collaborative research grogram with the general objective of understanding the teotectonic evolution of the North American continent through multidisciplinary lithospheric studies in carefully selected areas of Canada. Six transect areas are investigating Precambrian evolution, although only in two of these is the research well evolved. The Archean Kapuskasing Structural Zone in Ontario is confirmed as an upthrust slice of upper to mid crust exposed at the surface. The Late Proterozoic Keweenawan mid-continent rift is shown to be the deepest known rift on Earth and the Grenville collisional zone of Ontario and Quebec involves crustal scale imbrication and ramping of deeply buried rocks to the surface. Two transect areas are investigating Phanerozoic evolution. In the Newfoundland Appalachians the geologically defined tectonostratigraphic domains do not coincide with lower crustal blocks defined by seismic reflection data. The Southern Cordillera Transect in western Canada is examining the nature, timing and dynamics of the assembly of the Cordillera, and particularly the role of accreted terranes. Work in the eastern and central segments has extended the known western limit of the North American craton at least IOO km westward and crustal-scale ramps associated with metamorphic core complexes have been identified.

Access to geoscience reference informa- tion including mining and mineral processing has increased considerably in the last five years in Australia. This has been due principally to the use of computer-based information storage and retrieval systems. The main reference data base for the mineral and petroleum industries and disciplines in Australia is the Australian Earth Sciences Information System (AESIS), cooperatively developed and coordinated by the Australian Mineral Foundation (AMF). AESIS is created on the CSIRO computing network (CSIRONET) which has a CYBER 76 host computer located at the CSIRO Division of Computing Research (DCR) at Canberra. Data entry was until recently carried out by AMF using a dedicated line through the Adelaide CSIRONET node to the CYBER 76 interactive system. Data entry is now done directly at the AMF on a DEC PDP 11/44 mini computer that is also a host work station on CSIRONET. Data collection via magnetic tape media input from other computer-based systems is under development. The software used for data entry and management of the data base was developed by CSIRO CILES Systems Development Group. For public interactive online use the AESIS data base is transferred by tape to AUSINET - the Australian information net- work run by ACI Computer Services, Melbourne, where the data base is converted to a form suitable for the IBM STAIRS software. CSIRO facilities at DCR Canberra are used to produce computer type-set camera ready products and output in microform, on magnetic tape or as graphic display. Evidence abounds for sea-level change having occurred throughout geological and recent time. Driven by climatic changes, by cycles of glaciation and deglaciations, and by tectonics the position of sea-level relative to the crust has been going up and down since oceans first formed. Rates of these differential movements have been as high as 10 mm/year during the last major deglaciation as sea-level rose by about 150 m in about 15000 years. Tectonic processes can also produce change in sea-level relative to the crust of several mm/year as in, for example, the uplift of the Huon Peninsula in Papua New Guinea. To understand what is happening to sea-level today and what may be happening in the future it is necessary to understand the geological and climatic processes that have caused sea-level to change in the past and the best laboratory for the study of these processes is the geological and geomorphological record. Evidence for observations of sea-level change throughout Late Pleistocene and Holocene time is plentiful in the Australian region. Temporal variability is characterized by a low-stand, at more than 100 m below the present level, at about 20 000-18 000 years ago followed by a rapid rise and transgression of the continental margin up to about 6000 years ago. After this time sea-levels remained within a few metres of their present value but the patterns of change are not everywhere the same. The depth of the low stand at about 18 000 years ago does not appear to have been the same everywhere. Nor does the time at which sea-level first reached its present value appear to have been everywhere the same. The fluctuations about present sea-level during the past 6000 years appear to have been different in different localities. As yet there has not been a wholly satisfactory quantitative explanation for this spatial variability. How much, if any, is indicative of vertical tectonics? How much is the result of the Earth's response to the changing surface loads as mass is exchanged between ice sheets and the oceans? Can any of it be attributed to past changes in global climate? Or are the observations just wrong?

The ash content of coal can be determined using radioisotope X-ray techniques. A number of overseas applications of X-ray techniques are described; however these suffer from the disadvantage of either not compensating for iron variations or, if compensation is used, using X-rays of low penetration with consequent sampling difficulties. Current Australian Atomic Energy Commiss- ion (AAEC) research on X-ray techniques is aimed at overcoming the limitations of these methods. The AAEC method involves making measurements proportional to mass absorption coefficients of X-rays in coal at two energies. Calculations and experiments with X-rays up to 35 keV have shown that ash content can be determined to about 1 wt.%. This work is being extended to higher X-ray energies to enable the technique to be used directly on a conveyor belt or in a hopper. Neutron techniques can be used to measure the concentration of specific elements such as carbon, hydrogen and silicon in coal. Their con- centration is correlated to the coal parameters of interest. Methods of moisture determination based on hydrogen measurement and ash determina- tion based on silicon and aluminium measurement are described. The granulation and bed-permeability of sinter raw materials depend on interactions between the properties of various iron ores and water. The properties of individual iron ores are controlled by their particle size distribu- tion and surface characteristics, which can be described by representative particle size and wettability, respectively. Added water may be absorbed, affect granulation or lower bed permeability. These effects were experimentally studied as a function of properties of the iron ores. A mathematical model was developed in order to calculate the granulated particle size and permeability using the known blend of sinter raw materials. The calculated results were in good agreement with the observed values.

The carbon-carbon dioxide reaction is the rate determining step in industrial processes such as the rotary kiln direct reduction process for iron ores. The use of brown coal as a reductant in the rotary kiln process has been shown to result in higher throughputs and lower kiln temperatures. No experimental data has been reported on the effect of coal type or the use of brown coal chars. Methods of carbon-carbon dioxide reacti- vity measurement are discussed. None of the methods have been related to direct reduction practice. No standard test has been developed to assess the reactivity of brown coal chars to carbon dioxide. For routine comparative work the gas analysis method of Okstad and Hoy appears to be the most suitable although some modification to the experimental conditions is required. For detailed kinetic studies direct weighing techniques are to be preferred. The factors affecting the reactivity of brown coal char to carbon dioxide are reviewed. Numerous factors such as the origin of the coal, pretreatment and ,physical and chemical differences have been found to affect the reactivity of brown coal chars but no data has been reported on the effect of coal type on reactivity to carbon dioxide.

At the East Sullivan site, wood wastes covering the abandoned mine tailings impoundment prevent sulfide oxidation by creating an anoxic environment. The addition of coarse ligneous wastes and their high permeability favour infiltration, resulting in a water table rise that maintains most tailings under water saturation and thus provides an additional protection against sulfide oxidation. Moreover, high infiltration allows a more rapid flushing of acid prone groundwater generated prior to the cover placement, which could cause acid mine drainage over a long period of time. Finally, the pore-waters under the cover are characterised by a strong reducing potential, high alkalinity, and near neutral pHs. These conditions favour sulfate reduction and base metal precipitation as sulfides and as carbonates. Pore-water composition monitored from 1992 to 1998 showed a significant Fe2+ decrease, following cover placement. Thereafter, the restoration strategy capitalised on the alkaline and reductive properties of the waters underlying the wood-waste cover. An original treatment of acid effluents, based on the recirculation of water discharging around the impoundment through the organic cover, was implemented. In 2002, the recirculated water from May to October had a mean pumping rate of 240 m3/h, for a total volume of 800 000 m3. Data gathered near the dispersal zone from 2000 to 2002 show that despite the recirculation of acid water (pH ÿ3), the pH decreases by only one unit from 7 to 6, during the recirculation period, ie from May to November. However, alkalinity decreases from 800 to 100 mg/L-CaCO3. Despite this decrease, the alkalinity is back up to 800 mg/L-CaCO3 the following May, thanks to sulfate reduction. From 2000 to 2002, Fe2+ concentration in the pore waters near the dispersal zone is maintained below 2 mg/L. Evolution of surface water quality suggests that the contaminated groundwater flush is completed in the north and north-west area of the impoundment; the east sector is under recovery, while the south sector remains the most problematic. A wood-waste cover, besides limiting sulfide oxidation, can fill the role of alkaline reducing barrier for the treatment of these acidogenic waters, until a balance between acidity and alkalinity in the effluent is reached.

Although blasthole deviation is a problem which can seriously affect blasting operations, there is little practical emphasis on controlling this deviation and no practical emphasis on understanding its practical behaviour. The most common way of dealing with it involves tight control over drill set up and surveying hole paths. The surveying might involve simple collar location and inclination measurement to estimate the hole's actual path. At best, some operations routinely survey hole paths after all holes in a stope have been drilled. In addition, although there is an expectation that holes will deviate, there is no planning for this behaviour in order to reduce its impact on the blast. Design decisions are invariably made with the assumption that holes are straight. If and when surveys reveal problems it is possible only to adjust charging and initiation to 'work around them'. In extreme cases the drill might be recalled to fill in gaps. The lack of planning and the lack of understanding are doubtlessly linked.A model is presented that will predict the expected path of a drill hole. By knowing how a selected few holes deviated it is possible to make a good estimate of the deviation of other holes in the same rock mass. After minimal calibration the model can be used to increase the amount of information for a given amount of surveying or the amount of surveying can be reduced while maintaining the same level of knowledge of blasthole deviation. Equally important is the ability to plan for the deviation in future drilling through altering the initial collar angles or drilling from different locations. It is the authors' hope that planning for hole deviation becomes as much a part of the design process as planning for detonator delay scatter and explosive performance variation.

The Mt Lyell Mine, situated in Queenstown on the west coast of Tasmania, has a production history of more than 100 years. Previous mining activities have resulted in substantial modifications to environmental conditions at Mt Lyell and disposal of sulphidic waste rock across the lease has left a legacy of on-going environmental impacts including acid drainage (AD). In 1995 Copper Mines of Tasmania (CMT) was granted a mining lease Irons the Tasmanian State Government for redevelopment of Mt Lyell and indemnity from actions concerning pollution from previous occupation and use of leased land. The Environmental Management Plan (EMP) for the Mt Lyell redevelopment committed CMT to be responsible for waste rock dumps generated from their activities and to ensure that management is in-line with best practice environmental management principles. CMT commenced commercial production in December 1995 with sulphidic material from development of the underground Prince Lyell mine reporting to a single waste rock dump constructed according to a management plan developed in July 1995 and superseded by a management plan for extension in May 1997. The CMT waste rock dump currently has a total capacity of 220 000 m- and approximately 120 000 m3 of rock have been placed to-date. Material reporting to the dump is placed in a densely compacted state to a controlled surface profile. The dump is clay capped and a final revegetated soil layer placed on top. A rock pitched drain extends down to a wetland area in order to remove stormwater and minimise possible soil erosion on the revegetated sections. An integral part of the management plan for the waste rock dump involves characterisation of waste rock to identify geochemical rock types according to acid forming potential with provision for selective placement within the dump. High-risk materials are selectively placed and covered within the core of the waste rock dump, where possible, to control sulphide oxidation. Monitoring equipment has been installed in the waste rock dump by the Australian Nuclear Science and Technology Organisation (ANSTO) and an on-going monitoring program has been established to demonstrate the integrity of the dump cover as a barrier to the influx of atmospheric oxygen into the dump. The overall objectives of this program of work are to control the oxidation of sulphidic waste rock in the waste rock dump, minimise the risk of AD, prevent pollution of the aquatic environment and thereby demonstrate the integrity of the CMT waste rock dump management Strategy.
