For the last decade Australia has been the leading exporter of both steam and coking coal. In the ten-year period 1989 - 1998 steam coal exports increased by 93 per cent and metallurgical coal exports increased by 50 per cent. However, profitability of the steam coal sector has been disappointing. The coking coal sector, especially the hard coking coal segment, has fared better but its profitability was more because of its ability to maintain relatively high prices rather than its inherent productivity. Until quite recently the Australian coking coal sector was widely expected to be able to maintain this comfortable state without undue effort for the three major æpartnersÆ; the companies, the State Government and the unions. But coking coal could now be heading down the path followed by steam coal that ends with long-term over-supply and, despite steady improvements in productivity, poor profitability. Steam coal entered the ænewÆ era of long-term over-supply some years ago. Over-supply was due to the rapid increase in production in Indonesia, often from new mines and Australia. AustraliaÆs production rise was underlain by the apparent belief that the best way to lower costs was to increase production. In the first couple of years costs didnÆt fall much but the additional tonnage was sold at lower and lower prices into the spot market. By mid-1998 the difference between the contract price set with Japanese utilities and spot sales was often in excess of $US12 per tonne. Japanese contract prices and tonnages have since fallen significantly. Steam coal has moved from being a product to being a commodity. Any profits are due more to the low Australian dollar rather than inherent mine productivity. Seaborne coking coal trade has been dominated by Australia, Canada and the USA, with the USA becoming less competitive. Unfortunately, when the Queensland capacity expansion was well down the pipeline, the Asian financial crisis occurred and the Japanese economy entered what appears to be a long-term recession. Contract prices fell 18 per cent, tonnages decreased and some mines have been reclassified as supplying lower priced coking coal. The paper analyses past and expected future trends in labour and mine productivity, rail freight and FOB export port cash and total costs of the Australian steam coal and coking coal sectors and discusses the market outlook for Australia. The future economic viability of the industry is analysed and discussed in the light of the rapidly changing global environment.

The active history of foreign investment in the mining industry has resulted in Australia emerging as a major world producer of a range of mineral commodities. The current contribution to the national economy represented by mineral production and export revenues would not have occurred without both capital and expertise provided by foreign investors in the past. The initial foreign investment has led to the formation of Australian majority owned and controlled multi-national mining groups such as BHP Limited, CRA Limited and MIM Holdings Limited. These Australian companies, and others, are playing a significant part as foreign investors in the mining industries of Papua New Guinea (PNG) and Indonesia. The study examines issues of importance in foreign investment in each of the countries. It concludes that in Indonesia, the nationalisation of the Dutch mining industry in 1957 did much to deter foreign investment. The remarkable degree of policy stability brought about by the Contract of Works system since 1967 has gone a long way to restoring that confidence. The level of investment in the Indonesian mining sector is steadily increasing. Its attraction to Australian investors is a combination of policy stability, favourable fiscal terms, geological prospectivity for a range of commodities and proximity to Asian markets to the north. PNG has a stable policy regime which until recently has been free from political interference at the administrative level. As such, investors were developing confidence in the system and investment was progressively increasing as evidenced by growing exploration expenditures up to 1988. The 1989 Bougainville revolution caused a re-assessment of PNG's investment and country risk. The recent Mt Kare incident has further raised concerns over the government's ability to guarantee internal security. Foreign investors are faced with weighing concerns with the risks of operation in PNG against the undoubted geological prospectivity of the country. The fiscal regimes of Australia, Indonesia and PNG were compared by means of a simulated open pit gold mine in each country. The effect of taxation is examined by reference to the relative change in project internal rates of return (IRR). The comparison of the relative differences between pre-tax and post-tax IRRs provides a measure of the relative attractiveness of each fiscal regime.

Today Hudson Bay Mining and SmeltingÆs 777 Project is the largest mining construction project under way in Canada. The project comprises six components: construction of the new 777 zinc-copper mine; construction of the new Chisel North zinc mine that will truck ore out from 600 metres below surface; expansion of the Flin Flon ore concentrator; expansion of the zinc plant to increase throughput by 15 per cent; a spill gas project that will reduce fugitive gas emissions by some 90 per cent; and infrastructure improvements including construction of a new electrical substation. Total investment in The 777 Project is over $US 260 million. Seven years ago, the Flin Flon, Manitoba-based company was fighting for its very existence. How does a company go from down-for-the-count to robust contender in just seven years? Contributing reasons are many, but all have their root in a process HBMS calls æTransformationÆ. It is transformation that has taken HBMS, a very traditional company, through a very non-traditional turnaround (Figure 1).

Tougher physical mining and processing conditions as well as economic circumstances are causing many mining companies to re-evaluate the effectiveness of their mine planning. The recent wave of inexpensive computing power provides the engineer an opportunity to go beyond the simple one-off manual mine design and production schedule. The basis of a good mine plan is a good reserves model. Concepts of mine model development are explored. The only advanced computer methods that have found consistent success in optimising mine planning functions are economic pit limits determination and material scheduling. Three pit 'optimisation' methods are examined; the moving cone, the Lerchs-Grossman 3-D graph algorithm, and the new network flow algorithm. A comparison between the methods in terms of total profits generated and computer time involved are made. The results show that both algorithms produced a higher profitability than the simple moving cone, but at much higher execution times. However, the profit increase never exceeded much more than 1 % of the base moving cone case. Finally, a method for the development of long range material production schedules with forward waste planning is presented.

It should be stating the æbleeding obviousÆ to say that the most efficient method of recovery must be used during the testing and evaluation phases of an orebody. Furthermore, the company will be literally throwing away money by not using the most efficient recovery plant during mining. This is especially true in the case of a low concentration/high value commodity such as diamonds. Unfortunately, this economic recovery criterion is not always the driving force. Some inexperienced companies think that they can preserve capital by using cheaper, and generally less efficient, recovery plants to mine their product. This philosophy is invariably a fallacy. Furthermore, it is also important to use the correct sized plant for the proposed task. It is no use trying to use a small testing plant to treat large quantities of ore, as this may result in loss of recovery efficiency. The converse is equally true.

At the last MassMin Conference in Sudbury, Caterpillar’s vision of a continuous mining concept for block caving operations was presented on the background of global raw material demand and its continuous increase. By analysing today’s structure of mining processes in block caving, the paper (Krings, Steinberg and Frenzel, 2012) highlighted the main bottlenecks in the process chain and identified conceptual solutions by help of a case study. The main focus was the paradigm shift from discontinuous batch type operation to a continuous mining process of the blocks.In 2016, the strategic vision has taken major strides forwards and remote continuous operation has become a reality. Caterpillar’s continuous operation system – the Rock Flow system – was successfully installed in Codelco’s Andina mine and start of operation is scheduled in the first half of 2016.Based on continuous product developments, this paper sets the focus on two main aspects of continuous mining. First, field experiences of the Rock Flow system will be shared, highlighting the Andina project course from system installation, to commissioning and successful system start. The second aspect concentrates on the system and mine layout as discussed in the case study scenario in MassMin 2012 (Krings, Steinberg and Frenzel, 2012).Based on Caterpillar`s continuous product development, the Rock Flow system set-up and panel design were modified for a general roadway design and drawpoint layout. The new design allows an optimised use in block preparation phase (spreading) and full production phase (reaping), operating a fleet of load-haul-dumps (LHDs) and Rock Flow systems. The combined use of the two technologies optimises the mining process in every stage of block life and significantly increases the performance of the continuous block caving operation in the production panel to pave the road for the next generation of super caves.CITATION:Frenzel, M, 2016. The emerging coal seam gas (CSG) industry has the potential to provide a large-scale energy province for Queensland. Aquifer impacts and management of associated by-product water, both in terms of quantity and quality, are pivotal considerations for the development of a sustainable CSG industry.Legislative changes have been introduced to ensure that the CSG industry manages potential groundwater impacts and beneficial reuse of the by-product water to a level acceptable to both government and the community.The relevant new pieces of legislation covering petroleum and coal seam gas activities include the Petroleum and Gas (Production and Safety) Act 2004 (P&G Act), Petroleum and Other Legislation Amendment Act 2004 (POLA Act), the Petroleum and Gas (Production and Safety) Regulation 2004 and the Petroleum Regulation 2004. Other relevant legislation includes the Petroleum Act 1923 (Petroleum Act) and Part 7AA of the Mineral Resources Act 1989 (Coal Seam Gas Regime). The P&G Act introduces a full regime for managing water rights. This includes provisions for monitoring and reporting on the effects that the taking of underground water under petroleum tenure has on other bores in the area. The P&G Act also imposes a æmake good obligationÆ on petroleum tenure holders, which requires the restoration of bores affected by the taking of water or the payment of compensation. These provisions represent a significant departure from the Petroleum Act, which says very little about water rights and does not specify restrictions on the taking of water under petroleum tenure. This paper attempts to outline the requirements and obligations of the P&G Act for the CSG industry in terms of underground water rights, development impact assessments, aquifer trigger thresholds, monitoring and reporting requirements, as well as the make good obligations.

The purpose of this paper is to provide the rationale for decision making when considering the use of three heading gate roads in Australian underground coal mines.There are currently 30 underground longwall mines in Australia with all but two employing two heading gate road longwall layouts. The volumetric capacity of these two heading ventilation circuits is evidently viable in typical block lengths and in low to moderate gas regimes. However, in gassier regimes, potential longwall production rates of 10 Mt/a, and or where block lengths are being extended to well beyond historical norms, a conventional two heading U circuit may not be adequate. Other than seam gas emission, block length and production dependent heat loads together sealed area management requirements also have to be considered.The two mines currently employing three heading gate roads have the opportunity to revert to two headings at any time but, based on operational experience to date, have not done so due to the consequential reduction in gas management capacity and lower production rates associated with gas delays and limitations on tailgate access.Although there are a number of alternative two heading longwall circuits available and employed worldwide, the custom and practice of promoting inert goaf atmospheres in most Australian coal mines to mitigate the risk of catastrophic gas explosions and spontaneous combustion often prevents the use of gas loaded bleeder systems. In this respect, Australian underground coal mines may be considered the safest in the world.The current situation is that three heading gate roads have been proven successful in Australian conditions, albeit at additional cost, where two heading ventilation circuits cannot manage net seam gas emission to the ventilation system at the production rates required. Within the past decade, incidents of mining–community conflicts have grown dramatically and represent one aspect of a phenomenon known as social risk. Research published in 2014 indicates that a lack of social acceptance is now a leading and costly cause of delays for mining projects.The rise of social risk, complemented by the need to earn the trust of an increasing number of stakeholders so that mining projects can be developed effectively, is problematic for the industry. Conflicts are occurring in situations where companies are fully compliant with regulatory and legal requirements, despite initiatives by mining companies to earn social acceptance and despite the proliferation of tools to support corporate social responsibility. Intensifying the impact of social risk is the fact that it has increased during a time in the global mining sector when companies have had to grapple with declining commodity prices, increasing capital costs and debt levels and the challenges of mining lower-grade deposits.This paper will explore a hypothesis that in today’s interconnected society, social risk in the mining sector constitutes a legitimate business risk that must be managed strategically. The reality facing mining companies is that information, once considered confidential, now travels quickly on social networks and via a growing number of groups and individuals that have earned a legitimate right to be classified as stakeholders in projects that affect their communities. To be successful, it is suggested that companies will benefit from increasing internal collaboration and providing training to equip teams to mitigate social risk to mining projects and protect reputation capital. Ion exchange (IX) as a primary production technique has been applied commercially since the 1950s; its application in the uranium industry continues to be widespread and is utilised to a lesser degree in the gold industry. The majority of ion exchange applications, outside of gold and uranium, have primarily been for secondary metal recovery and impurity removal. Newer developments in the application of ion exchange, as well as changes in regulatory requirements, are bringing about the wider use of ion exchange as a primary production technique not only for high value metals such as uranium, platinum group metals (PGM), refractory metals and rare earths, but also looking at base metals such as nickel and copper. The ability to build lower-cost, safer, less polluting processing plants with smaller footprints is driving a greater interest in IX, with the main competitors remaining solvent extraction and carbon-in-pulp/leach. The rush for alternate iron-units in the last few years spurred a true outbreak of new alternate iron units projects many of them incorporating new process in what can be classified as the.most fruitful and innovative technology outburst, in the steel industry, in decades In a recent paper we focused on what would be, in our opinion, the ultimate targets of the use of alternate iron-units by mini-mills: 1. to improve quality, 2. to reduce cost, 3. to increase plant productivity, and 4. to improve `supplyability'. With these objectives in mind liquid hot-metal, among all possible scrap substitutes, has been proven to be by far the best. This conclusion stems from many different authors who have reviewed the `value in use' of hot-metal against other alternate iron units and measured its impact on steel-shop productivity and cost (Figure 1).

While coal seam gas is considered to be an unconventional gas, the proliferation of areas under exploration and development mean that it is rapidly becoming main stream. The potential of New Zealand's coals to produce coal seam gas has been recognised for some time. However, key market drivers have not been suitable for the progression of this potential into reality. Kenham Holdings Ltd and CRL Energy Ltd, recognising the potential for the gas in New Zealand have initiated what is the largest ever assessment of New Zealand's coal seam gas potential. The premature demise of the giant Maui field has raised the focus of new gas developments and has increased interest in what we are doing. Over the past couple of years Kenham Holdings Ltd and CRL Energy Ltd have approached the assessment of the coal seam gas potential in a staged programme. Preliminary assessment of the data on the permit areas indicates that the potential resource may be up to 500 PJ. To date, preliminary appraisals have been completed or are underway on a significant number of fields. Exploratory drilling has been completed or initiated on several of those fields, with results from this work being fed into the preliminary modelling as it has become available. Given that in many of these areas there is no pre-existing information concerning their gas potential and world wide experience with lignite is practically nonexistent, it has been a steep learning curve with many surprises. However, initial gas content results and preliminary gas flow models have been on the whole, rather pleasing, with the commerciality of some developments already apparent.

The mineral matter has been isolated from a selection of Australian bituminous coals using low temperature (radio-frequency) oxidation or hydrogen peroxidation techniques and the species present identified by x-raydiffraction. Quartz, kaolinite, and a range of mixed layer clay minerals are the dominant constituents of the coals studied, with carbonate, sulphate, and phosphate minerals abundant in some samples. The clay bands thatoccur within these coal seams contain similar mineral assemblages to the coals themselves, but the lutites that form the inter-seam strata have a markedly different mineralogy, characterized by abundant quartz andillite and a low kaolinite content.The kaolinite is thought to have formed chiefly by interaction of silica and alumina in the waters of the coal swamp, aided by the catalytic action of organic acids, while most of the other clay minerals are probablydetrital. The absence of illite from Australian coals is not fully understood, but it may reflect the action of organic acids on the detritus in the swamp, coupled with deposition in freshwater rather thanmarine conditions. Pyrite, although present in some coal samples when fresh, may undergo oxidation during storage to form a number of sulphate minerals, some of which may interact with any calcite present toform gypsum.The mineral matter assemblage in the coal determines to a great extent the fusion characteristics of the ash.Unless abundant carbonates are present, coals with kaolinite-rich assemblages have a very refractory ash, while those rich in chlorite or montmorillonite have ash fusion temperatures between 1000 and 1300°C. Theinfluence of the minerals on coal preparation and coking properties is also brieflY discussed, as well as the potential of mineral matter studies in coal seam correlation.

This paper examines the broader implications of recent and ongoing changes in mineral resource managementå and reporting practices and the impact that these might have on mining companies. It is likely that an International Reporting Code will be developed in the near future, based on a number of National codes produced in recent years. However, this is only part of the reporting story, as an International Code brings with it a range of further issues to resolve. For the Code to be effective, there needs to be international recognition and perhaps licensing of Competent Persons and an expanded base of sponsoring professional bodies. Also, in an increasingly global business, shareholders, regulators and other interested parties need to know and understand the general processes involved in resource and reserve estimation and reporting in order to recognise companies that maintain the highest standards. There is a current trend towards greater scrutiny of company performance in a range of areas under the banner of corporate governance, and many changes are happening that will place greater disclosure burdens on all companies in the future. Good corporate governance means management of company assets for the benefit of the stakeholders. For a mining company, there is no greater asset than its mineral resources and reserves and directors are just as responsible for effective management of their mineral resources as they are for financial good practice. The paper looks at the relevance of corporate governance principles to mineral resource management and the changes that this could bring to the way that companies deal with regulators, shareholders, financiers and others. Finally, increased scrutiny and further regulation inevitably means greater effort by the industry and higher costs. Despite this the author believes that there are substantial offsetting benefits to be gained by companies prepared to take the initiative in improving resource management practices and communicating these improvements to shareholders. In order to achieve the benefits however, the industry needs to fully engage in the changes that are taking place û setting its own standards and working with the regulators rather than sitting back and being legislated against. Mineral resource reporting provides a good model of how this process can work and there will be other opportunities in the coming years as the industry seeks to develop best practice in mineral resource management. The metallurgical works of the Electrolytic Zinc Company is situated on the Derwent Estuary, approximately five miles north of the city of Hobart and near a relatively dense housing area. Zinc concentrates, consisting chiefly of zinc and sulphur, have been roasted at Risdon for 53 years;- recently at rates of 1, 100 tons per day. The zinc content of the ores is converted to zinc calcine (ZnO), which is a dusty material. The calcine is leached with acid to form zinc sulphate, which is then electrolysed to make zinc. The sulphur is oxidised during roasting to sulphur dioxide, part of which is converted to sulphuric acid and part is dissolved in estuarine water which is then discharged to the Derwent Estuary. Oceana Gold (NZ) LtdÆs, Macraes Gold Operation currently has two tailings impoundments, the larger of which covers approximately 75 ha. When an impoundment is temporarily out of use, the surface dries and dust can be blown from the surface to the surrounding area. At present water spraying is used to stabilise the surface, but this is not ideal as Macraes mine can experience water shortages during the summer. This paper examines an alternative method of surface stabilisation using vegetation as a ground cover. The tailings have a low natural fertility, so it is important to determine what will actually grow in the tailings, and whether amendments are necessary. Also important is the effect of the amendments on arsenic mobility in the tailings as the schist rock at Macraes has naturally elevated levels of arsenic. Three plants species, rye corn, barley, and lupin, were grown in metre-deep lysimeters at Macraes mine site. The plants were grown in unaltered tailings, and tailings with one of two amendments added: Bioboost (an organic fertiliser containing biosolids), and superphosphate fertiliser. The leachate from each lysimeter was collected and analysed monthly to determine the extent of arsenic mobility. In addition, laboratory experiments were set up to determine arsenic mobility in tailings with amendments at the centimetre scale.   All plants grew best with the fertiliser amendment, with rye corn growing the best overall. Plants growing in unaltered tailings either barely survived (rye corn, barley) or died (lupin). Plants in the Bioboost amended tailings grew only slightly better than in the unamended tailings. Laboratory experiments indicate that the addition of phosphate fertiliser greatly increases arsenic leaching at the centimetre scale when compared to unamended tailings. The addition of Bioboost only marginally increases arsenic leaching, compared to unamended tailings. This trend has not been repeated in the lysimeter trials on the metre scale over four months. Current results suggest that of the plant types trialed and amendments used, rye corn with superphosphate is the most practical short-term tailings stabilisation method at Macraes.

OneSteel and BlueScope Steel have been working with the CSIRO to develop sustainable carbon fuels and reductants which are suitable for use in the iron and steel industry. One of the initial focuses of this work has been a process called steel recarburisation which is the addition of carbon to liquid steel to produce particular steel grades. This paper reports on the preliminary work and the recent full scale recarburisation plant trials conducted at the OneSteel Sydney Steel Mill.   Preliminary experimental work involved kilogram scale recarburisation of liquid steel with a range of commercial and prepared charcoal products. This work showed that charcoal dissolves into liquid steel very quickly and that carbon recovery to steel was inversely related to the charcoal volatile content. Initial larger scale work focused on the collection of wood, and preparation of low volatile charcoal which is required for steel recarburisation. Approximately three tonnes of charcoal was prepared at the Corrimal coke ovens of the Illawarra Coke Company. This charcoal was dried, crushed, sized and packaged in a form suitable for addition to 80 tonne liquid steel ladles.   The recarburisation trial was conducted over 30 ladle heats during June 2009. The charcoal was manually added to the liquid steel in 5 kg bags using normal plant practice. Conventional commercial recarburiser was also added to the liquid steel in alternate ladle heats. The performance of the charcoal was compared with the conventional recarburiser based on the carbon recovery to steel, hydrogen pick-up by steel and the rate of carbon dissolution into steel.   An analysis of the trial results showed that the charcoal performed at least as well as commercial recarburiser in carbon recovery and rate of dissolution but may have resulted in a slightly higher hydrogen content of steel. This is probably due to the higher moisture content of charcoal. The main challenges in the future include: increasing the charcoal density to improve transport and handling economics, securing a sustainable supply of biomass for the steel industry and developing a charcoal production industry so materials of suitable quality for both production and trials on other applications can be conducted.

In a ætypicalÆ gold deposit each tonne of ore will contain tens of millions of very fine gold particles, whereas; at Bendigo the majority of gold in each tonne of ore is present in just five to 15 very coarse gold particles, a distribution more akin to diamond deposits. At Bendigo the minimum sample size required for good assay repeatability is estimated at 4.5 t for each assay. Drill core samples are several orders of magnitude too small to generate representative assays.The drilling data are characterised by a nugget effect approaching 90 per cent, a very skewed distribution and, on average, under-report in situ grade by 50 per cent to 75 per cent. Since 2002 Bendigo Mining NL has completed 47 000 m of diamond drilling, 1200 m of on reef development, collected and processed 100 bulk samples (150 t each), 800 mini bulk samples (50 kg each) and processed in excess of 25 000 t of ore through a pilot plant. The results of this work have provided the information required to develop and verify a robust grade estimation procedure. No standard geostatistical manipulation of the drilling assay data can generate an accurate grade estimate as the samples and associated assays are not representative of the ore being sampled. The recognition of this fact was critical as a radical transformation of the raw drill assay data was required to develop a workable methodology for grade estimation in such a high nugget environment. The aim of the transformation was to reduce the nugget effect and high variance and so approach a lognormal assay distribution. Ideally the average drill grade would approximate actual in situ grade and the assay distribution would reflect actual grade distribution within the reefs. Following the data transformation simple block modeling within the defined resources allows grade estimates to be made that can be used in the estimation of Indicated Resources and hence Probable Reserves. The grade estimates have been checked by extensive bulk sampling and processing of 25 000 t of ore (three per cent of total resource) through a pilot plant with planned full scale mining to provide the ultimate verification.

"Modern train load out stations are becoming faster and have the ability to load a 100 wagon train in less than three hours. At 70 metric tonnes per wagon, that is an average fill rate of 2333 t/h and considering the train is continuously moving, the instantaneous feed rate into the wagon is in the region of 4200 t/h.The main feed conveyor that maintains the level in the surge hopper, above the final weigh hopper, operates in excess of 5000 t/h to ensure uninterrupted charging of the weigh hopper to not disrupt the train loading operation.To avoid demurrage costs (a charge by the Rail Operating Company for exceeding the contractually agreed loading time) the train has to be handled speedily and efficiently and spend the absolute minimum time at the loading facility. Everything else has a much lower priority, including sampling.Thermo Fisher Scientific’s brief was an engineering, procurement and construction management (EPCM) contract to provide a sampling scheme adjacent to the prepurchased and predesigned load-out facility, but which interfaced seamlessly with the loading system of the trains and provided the following: an instantaneous particle size distribution (PSD) result for each truck loaded, and a final PSD for the total train prior to the train leaving the loading facility a crushed (-3 mm) composite sample for chemical analysis for the whole train a composite physical analysis sample for the whole train.The design presented some interesting challenges to our team, but the end result is a system that not only ‘stands alone’ but interfaces seamlessly with the loading system. This paper discusses the background, requirements, need and content of plans for management of drinking water self-supplied to mining-related operations, including construction camps, especially in remote areas of Western Australia. The paper discusses the importance of cooperation between regulators, the mine site operator and the consultant in preparing a plan fully compliant with the Australian Drinking Water Guidelines to protect the quality and safety of drinking water supplied to mine sites. The paper outlines some of the issues that need to be addressed in preparing a drinking water quality management plan, such as hazard identification, risk assessment, the multiple-barrier approach and the concept of critical control points.
