Alaska Native corporations, as representatives of the aboriginal inhabitants of Alaska, control the mineral rights to 18 million hectares of Alaska, approximately 12% of the state. These corporations were established through legislation passed by the United States Congress in 1971 designed to settle the land claims of the Native peoples of Alaska. Twelve corporations, each representative of a specific geographic and cultural region, were established and granted the mineral rights to most Native lands in their respective regions. Since that time the Native corporations have taken an active role in mineral development in the state. Generally through agreements with established mining companies, Native corporations encourage balanced exploration and development of their lands. Substantial mineral potential has been recognized on Native corporation land, which includes holdings in many historic mining districts of Alaska. Several world class deposits have been discovered on Native corporation land, including the Red Dog zinc-lead deposit, which began production in late 1989. The experience of Alaska Native corporations demonstrates that aboriginal peoples can be very positive forces in resource development.Alaska, although remotely located in the Northeast corner of the Pacific Basin, is playing an increasing role as a supplier of natural resources to the region and the world. Most of Alaska's privately held natural resources are owned by the aboriginal inhabitants of the state. These aboriginal inhabitants, now collectively referred to as Alaska Natives, have emerged in the last two decades as having a major international impact in mineral resource exploration, development, and production.

Deep cuts in CO2 emissions will be required to stabilise and, in the long term, decrease CO2 concentrations in the atmosphere. Technologies for capturing CO2 from major stationary sources (power stations, industrial plants, etc) and storing that CO2 for long periods of time is one of few near term options for decreasing CO2 emissions. This transition to low carbon intensity energy and possibly the hydrogen economy through renewables and in the long-term technological developments such as artificial photosynthesis.Capture of CO2 from post combustion emissions can be done using a range of technologies though costs are currently high and dependent on the concentration of CO2 in the emissions. Techniques include solvents, pressure swing adsorption and the use of membranes. Options for decreasing capture costs by increasing the concentration of CO2 in the emission stream include the use of oxyfuels (in pulverized fuel types boilers) and by moving to integrated gasification combined cycle (IGCC) operations either simply for power generation or for poly-generation opportunities. Once the CO2 has been captured it can be stored using a variety of methods. Storage in the ocean has been suggested but is considered an unlikely option because of environmental uncertainties and political opposition. Mineral storage is a niche opportunity. The greatest potential lies in geological storage of CO2 and this option is commanding increased attention from the Australian and international community.In Australia, the Cooperative Research Centre for Greenhouse Gas Technologies (CO2CRC) is an important new initiative that will support energy companies and energy intensive industries in meeting challenges posed by greenhouse gas issues and assist them in their efforts to reduce their emissions profile.The progress of geo-sequestration and the challenges in the capture and separation of CO2 in the process industries are discussed.

THE John Darling Colliery, owned by The Broken Hill Proprietary Company Limited, is situated 12 miles south of Neweastle, NSW and about 1 mile from the ocean. The area of the holding is approximately 10,000 acres, about half of which underlies the Pacific Ocean. The area was proved to be coal bearing by diamond drill boring: this method not only proved the coal to exist, but gave the depths from which could be calculated. It also proved the existence or otherwise of heavy faulting, which is a very important factor in the design of the underground lay-out of a mine. The location of shafts had to be carefuIly studied, and, before final selection, the following salient points had to be considered:Railway communications.Flood waters.Boiler feed water.Surface buildings.Probability of coal washing.Underground haulage arrangements.Lengths of roadways from a ventilating viewpoint.Before the shaft sites were finally selected, an underground design was prepared to determine the direction of the main drives in relation to the boundaries of the holding, and the of the coal seam: the latter, being an important factor in this particular locality, was ascertained by a geological survey of rock outcrops in the neighbourhood. The high pressure grinding rolls is one of the few new comminution devices that offer substantial savings when compared with traditional crushing and grinding circuits and with SAG milling. The machine has been well accepted in the cement industry, but mining companies have been more cautious in adopting this technology, partly because of wear and availability problems, and partly because of uncertainties in designing circuits which will deliver the power savings without complicating downstream processing. This paper addresses the latter problem by providing a model structure for predicting power draft and throughput from measurements made with small pilot scale high pressure rolls. Three existing models for predicting product size distributions are assessed and suggestions made for future work. The model structure comprises a power equation, incorporating measurements of torque and rolls speed previously used by the authors. Transport through the mill is assumed to be plug flow. Throughput is governed by the equilibrium gap between the rolls, which is determined both by machine settings and the physical properties of the feed material, including its size distribution. Therefore some form of physical testing in a model machine is required to determine throughput parameters. Results from copper and nickel ore experiments covering a wide range of machine conditions are presented and compared with model predictions. For many years the mining industry at Broken Hill, New South Wales, Australia, was carried on with just sufficient attention to underground ventilation and hygiene conditions as to keep pace with necessity. However, the campaign against industrial diseases in other mining centres (notably South Africa) some years ago, brought the subject more prominently before local mining engineers.Throughout a period of several years, gradual improvement has been effected, and at the present time industrial hygiene is considered an essential part of the production operations of the various companies.In June, 1918, a move was first made by the Board of Trade advising an inquiry respecting the health of employees engaged in the metalliferous mining industry in the State of New South Wales. At the end of that year, a recommendation was made to the State Government by the Board of Trade that a Techni.cal Commission of Inquiry be appointed to examine and report upon the dust conditions of the metalliferous mines at Broken Hill. Following this a second report presented in 1919 made specific recommendations in respect to the scope of such a Commission. A Technical Commission of Inquiry was accordingly appointed and arrived in Broken Hill to inquire into the prevalence of miner's phthisis and pneumonoconiosis in the mines. Early in March, 1920, the examination of all mine employees commenced, and the work was completed in June, 1920. "A personal account of my journey from a student from suburban Melbourne in the 1970s through 40 odd years in and around the mining industry including the important events that have moulded my thinking and, as result, have formed the guiding principles of the mining contracting business and related entities that make up the Byrnecut Group. On reflection the game of chance has played a big part in the journey, from the selection of initial study based on my parents financial capability and the one and only offer of early employment by Western Mining Corporation where the formative phase of my career took place in what was the vibrant can do environment that existed in Kambalda in the 1970s and early 1980s. Subsequently the unplanned meeting with Frank Lubbock drawing me back to Kalgoorlie from Fiji in 1987 and the resultant formation of a private mining contracting business, the excitement of the mid 1980s Kalgoorlie mining environment followed by the turmoil of the 1987 stock market crash where business survival was the game, resulting in a relationship with the German based Thyssen Group.Thereafter the development of a large privately owned international multifaceted mining services group and the principles behind that growth. These include: development of strategic personnel and retention of those personnel cashflow management and debt within a private company scenario recognising opportunity for synergetic growth but insisting on market forces driving those business elements, as opposed to internal divisions group-wide sustainable business systems, particularly in relation to leading safety and training processes innovation and renewal to provide the elusive advantage in a competitive market the role of entrepreneurial small businesses in development of technology.The above principles combine to make a margin in a cut throat contracting environment, competing on the world stage against other contractors and owner mining options.CITATION:Coughlan, S, 2014. At the Risdon plant of the Electrolytic Zinc Company of Australasia Limited, impurities toxic to the electrolytic production of zinc metal, notably arsenic and antimony, have traditionally been coprecipitated when precipitating iron as ferric hydroxide. With the development of a new lead/zinc mine at Elura, New South Wales, it was anticipated that the concentration of impurities, particularly arsenic, in the zinc sulphide concentrates treated at Risdon would increase. This suggested that an increase in the capacity of the iron purification step in the Risdon plant would be required to cope with the higher input of these impurities.Laboratory investigations showed that the additional capacity would be achieved, either by a large increase in the amount of iron used as the "collector" in the process, or by a two-stage process. The latter approach was preferred as a increase in the amount of iron precipitated would lead to much higher operating costs and overloading of the existing equipment.In the two stage procedure, acidic iron bearing solution is added to solution feeding the first stage and most of the arsenic removed from solution when iron is precipitated from solution by neutralisation with limestone. Mter separation of the precipitated solids, acidic iron bearing solution is added to the solution, and remaining arsenic removed almost completely following neutralisation by limestone.This paper describes the laboratory and pilot plant results and the plant modifications required. Abrief account is also given of the operator training and acceptance in the use of the digital control facilities installed in the new plant.The new plant is working well and good solution purity is being maintained despite a substantial increase in the concentration of impurities in the raw materials.

Early in 1950 a new laboratory was set up to deal with problems in mineragraphy, petrology and metallography. This paper describes the equipment, the organisation and association of the laboratory with the various departments of the company, the work that has been done and future plans.At Mount Isa it was soon realised that the microscope would play a most important role in mineral dressing problems and aiding geological research.As early as 1928, R. J. Colony submitted a petrographic report on Black Star ore for Consolidated Limited; much later, in 1934-5 Dr. Grondijs published for Mount Isa Mines Limited a preliminary study of the Mount Isa orebody, followed by a mineragraphicinvestigation of mill products, and in 1937 a Study of Mount Isa Ores by H. GrondIjs and C. Schouten appeared in Economic Geology, for June-July. Other papers dealing with the petrology and mineragraphy of Mount Isa ores are appended at the end of the paper.The mill research metallurgical staff has endeavoured to incorporate mineragraphy in solving milling problems and determining the effectiveness of laboratory as well as examining minerals sent in by the geological department.For many years the amount of equipment available was limited and much of it was locally made or improvised. An improvised briquetting machine, and grinding and polishing lap gave moderate results in conjunction with an old, but serviceable, Leitz microscope. However, for more detailed and accurate work not possible with improvised equipment, many mineragraphic problems were sent to specialist in.

Spent Pot Lining (SPL) is an unavoidable waste product of the electrolytic process in the smelting of aluminium. SPL is considered to be a hazardous waste in various countries because it contains significant quantities of absorbed fluoride along with traces of cyanide. The disposal of SPL has been primarily in landfill because of difficulties in the development of a successful techno-economic SPL treatment process. Increasing concern about SPL landfilling practices is resulting in regulations in some countries to ban this form of disposal. As a consequence stock piling of SPL is occurring in an increasing number of countries pending the development of a successful treatment process. In 1992 Portland Aluminium investigated a SPL treatment process based on pyrometallurgical technology and approached a company called Ausmelt in Dandenong, Victoria, Australia, to ascertain if their submerged lance technology furnace process would be suitable to treat SPL. This approach resulted in Portland Aluminium, Alcoa and Ausmelt personnel working together on trials during 1992 - 1994 in Ausmelt's demonstration furnace to produce a slag and off gases containing hydrogen and sodium fluoride. The trials also evaluated the effect of oxygen enrichment to increase the concentration of hydrogen fluoride and the ability to recycle sodium fluoride particulate produced as the furnace off gases cooled. Other separate developmental work by Portland Aluminium, using CSIRO, resulted in the production of aluminium fluoride from the offgases from the pyrometallurgical process. The results of these projects influenced Portland Aluminium and Alcoa to authorise up to $A26 400 000 in December 1995 to construct a Research and Development processing facility to treat SPL at Portland. The Portland Aluminium unique gas treatment process converts hydrogen fluoride in the furnace offgases to aluminium fluoride in a multistage fluidised bed reactor, designed by Portland Aluminium. The aluminium fluoride produced in the reactor has been trialed successfully in Alcoa's aluminium smelting process as a replacement for imported aluminium fluoride. The installation in mid-2001 of a slag granulation system has enabled the production of a granulated vitreous slag having leachability qualities that conform to Victorian EPA criteria for the unrestricted use of the granulated vitreous slag from 'The Alcoa Portland SPL Process'. The unrestricted use of the granulated slag successfully completes 'The Alcoa Portland SPL Process' which treats the hazardous waste material SPL and converts it into non hazardous useful products.

The extraction of world-class mineral deposits using massive underground mining techniques is not an entirely new theme to world mining companies and experts. Previous MassMin conferences have helped to gather and disseminate the valuable experience and knowledge so important for the proliferation of safe and efficient mining of large underground deposits. With the passing years since the first MassMin conference in Denver in 1981, a number of factors have contributed to an increase in massive underground mining around the world, including environmental pressures, gradual exhaustion of shallower deposits and the enabling effects of improving technology in disciplines related to underground mining. Massive underground mining is heading deeper, embracing challenges which include working with elevated temperatures, increasing in situ and mining induced stress levels and longer ore transport routes. Improvements in mineral processing technology will tend to lead operators to contemplate the extraction of lower grade orebodies in the event that the ore can be efficiently transported to the surface and hence the plant. No doubt this tendency, and its associated challenges is encouraging a rich growth in innovative engineering in such fields as mine planning and materials handling as well as geomechanical issues such as support design and the simulation of extraction sequence effects on stress re-distribution. MassMin 2000, we are sure, will showcase a wide variety of new contributions in thought and actions in these fields. There is a definite place for academic institutions and mining related suppliers in the process of developing new technologies and practices in support of present and future endeavour in this field. Dyno Nobel has its own part to play, certainly as an enthusiastic and proud major sponsor of MassMin 2000, but also by means of identifying common cause between our Vision and Values and the needs, present and future, of the underground massive mining industry. The critical success factors, which Dyno Nobel pursues are:health, safety and environment, customer relationships and market development, cost optimisation (while maintaining quality), technology and innovation, organisational development, and leveraging capabilities globally. Through the present paper we would like to share some of these values and offer some practical insights as to how their realisation will contribute to the achievement of MassMin goals and needs.

In general, modern mining companies all over the world have to face the same economic circumstances as any other part of the industry: considering the tough competition, production and haulage costs must be reduced permanently whereas productivity has to increase substantially in order to remain price-competitive. However, the imposed pressure also offers the chance for consideration of alternative mining concepts, the application of which can result in substantial cost savings and improvements in the quality of the mined material. As one of these alternative mining concepts, surface mining technology offers substantial improvements in productivity. It also influences aspects of haulage, such as safety and speed, in a positive way. The capability of selective mining ties in nicely with the production of small-sized crushed material, the granulometry of which allows the elimination of the primary crusher. Mine operators profit from reduced costs for the maintenance of their haulage vehicles due to reduced wear, a decreased likelihood of accidents and higher average transport speeds. Surface Miners can also be used to cut haul roads into virgin rocks and leave a clean and level surface behind, improving the quality of these created roads. Thus, it is even possible to use ordinary road trucks for transport in mines. The current paper outlines in detail the effects of the surface mining technology on mining and haulage aspects and reports on applications where substantial cost savings could be achieved due to the application of what is also referred to as æsimple mining processÆ.

The impact computers are having in geoscience is distinctly mixed. In the petroleum industry where much of the data are based on geophysics, computers have become an integral part of exploration and reservoir evaluation and simulation. In the minerals industry, the trend to computerisation is more advanced in some disciplines than others. Geophysical and remote sensing data are routinely processed and imaged using state of the art computer techniques. Mine surveying, planning, design and resource and ore reserve estimation are now all predominantly reliant on computers. However senior management of many companies, particularly in the mineral exploration industry, are still reticent to fully embrace the technology. 3D computer modelling of geology and orebody delineation is still largely in its infancy. Two current and significant drawbacks to the routine use of computer modelling of geology in both mining and exploration are the tedious and time consuming modelling process and the lack of seamless interaction between 3D computer-aided drafting (CAD) software and geographical information systems (GIS) which are largely 2D in their data treatment. There is an urgent need for a 3D spatial information system (eg 3D GIS) with intelligent and rapid modelling functionality. One of the keys to the successful building of 3D geological computer models begins with data base structure and design to ensure that there is no loss of data fidelity through data capture, storage, manipulation and modelling. Once a model is constructed, the latest generations of visualisation software provide sophisticated environments over a range of hardware platforms for visualisation in both mono and stereo viewing. The definition and recognition of silver minerals is very difficult. In general such minerals occur at low concentration and can be hard to identify and measure using conventional optical mineralogy. The present paper describes the use of the QEM*SEM system to tackle this problem and provide information of use to the metallurgist. Three aspects of QEM*SEM are used to special advantage in this application. Firstly the automated mode of operation is used to make a rapid search for the sparse phases. Secondly the X-ray capability is used to identify the mineral phases. Finally the image analysis programs quantify the distributions of the minerals which are found. The paper deals with the identification stage of the process and with the use of the data which can be derived. Silver minerals which covered a range of ore types and composition were collected and studied in detail. On the basis of these measurements and information received from a number of mining companies regarding the important minerals, a classification table was prepared. This table listed about 40 different silver mineral types which could be identified by QEM*SEM and which were of interest in silver recovery processes. Where the silver occurs in solid solution in concentrations greater than about one per cent, the silver content in the species was subdivided into ranges based on statistical intervals. The QEM*SEM system was programmed to recognise these as separate species. Examples are presented of the use of the system in defining the type and morphology of the silver mineralisation to assist in the assessment of batch flotation test Samples.

The perception of the mining industry in the Australian community has changed considerably over the last four decades. This has been partly brought about by changing values and expectations of the Australian community as well as by global factors. The legal environment for the Australian mining industry has undergone significant changes. Among them, the High Court's Mabo decision which confirmed native title rights as part of the common law and environmental legal developments are dealt with particularly. It is suggested that the Australian legal environment is not necessarily the prime cause for Australian mining companies taking their investment off shore. This is a summary on how native title impacts on land tenements and some of the major issues that emerged since the `Mabo decision' and the Native Title Act 1993 are discussed. Environmental legal developments have resulted in liability facing directors and senior management in compliance matters .and in operating mining and other businesses because of changes in community expectations. In the next decade it is suggested there will be many drivers for more changes in the legal environment. Some of these are touched on including the changing roles of the Commonwealth and State Governments, the High Court as -law-makers and the changing relationships with indigenous people in Australia and in overseas countries. The changing legal environment for mining demands a national approach in many areas on the proposition that resource based industries are part of a national industry. The uniform law approach among the States has been taking place but this needs to further. An appropriate task force should be forward to review the entire legal structure and regulations affecting mining on a national rather than a State basis . The mining industry will need to work with expectations of a changing community which have powerful, but sometimes contradictory, interest groups.

There are continuing developments in underground narrow vein mining, from innovative mining methods using low-profile equipment to adaptations of current mining methods using equipment such as road-headers. The development of new mining methods and mining equipment has one purpose in mind û to extract narrow reef orebodies keeping dilution to a minimum, whilst maximising mining recovery. Achieving this will increase the head grade of the ore mined and reduce the tonnes delivered to the mill. Narrow vein mining in Australia has been limited to traditional hand held or mechanised drill and blast methods using existing æoff the shelfÆ equipment. Numerous trials have been undertaken using rock cutting technology and lower profile equipment, but these mining trials have not resulted in the full implementation of any new mining method or the adoption of low profile equipment in narrow vein mines as an accepted mining methodology. Mine operators in Canada and South Africa have teamed up with a number of equipment manufacturers and have taken steps to further mechanise and automate the mining of narrow vein orebodies, in particular to increase safety and productivity. The challenge to Australian narrow vein mining projects is to capitalise on work undertaken by overseas mining companies and equipment suppliers and to investigate the adaptation of low profile coal mining machinery to specialised metalliferous mining. With the inevitable fall in metal prices, it is necessary for Australian mine owners and mining contractors to apply these specialised methods and equipment to make narrow vein mining profitable.

THE SPREAD OF PAPERS HAS BEEN 15 PERCENT EACH ON GEOLOGY AND THE MINERAL RESOURCES, WITH 25 PERCENT ON LAND USE AND ENVIRONMENTAL PROBLEMS. Over the last 20 years the mining industry has played a key role in the further development of many Central Queensland and New South Wales communities. The number of people who are employed by the coal mining industry, the number of transient residents, shift work and the town facilities have all contributed to how the community views the coal mining industry. As the coal mining boom continues and the mining communities continue to grow more emphasis is needed to address the community concerns, specifically the socio-economic and environmental impacts that the coal mining companies may have on these communities. Central Queensland coal mining operations are situated in the Bowen Basin. Many of the towns in the region have been developed specifically for the coal mining industry with 13 - 50 per cent (Australian Bureau of Statistics, 2006) of people living in the communities being directly employed by the mines. The introduction of shift work, differing rosters and the mining boom have resulted in considerable changes to these communities with more transient contractors and permanent employees taking up residence outside of these communities. This change, however, has not been as noticeable in the Hunter Valley region. The Hunter Valley, situated in the Sydney Basin has two main mining towns, Singleton and Muswellbrook. Of the 37 173 (Australian Bureau of Statistics, 2006) people that reside in the communities 13.8 to 16.5 per cent (Australian Bureau of Statistics, 2006) are employed directly by the mines. The Hunter Valley is a large tourist destination due to its many vineyards; this results in a diverse community where mining is not the sole means of employment. Similar to Central Queensland the mining boom has brought more people to the Hunter Valley region, although greater percentages have taken up residence in the communities. The views vary between the two regions on the coal mining industry, specifically on the socio-economic and environmental impacts that the industry may have on the surrounding communities.

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractorÆs and ownerÆs perspectives and focuses on: when performance tests are required, what type of performance test/warranty is optimum for each type of project, and how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between ownerÆs risk and contractorÆs risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the ownerÆs corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide æcommon purposeÆ early in the contract negotiation process.

A low grade, refractory ore gold mine with high striping ratio such as at Macraes is always challenged in ways to improve margins. Common practice approaches used at OceanaGold Ltd Macraes are to maximise grade delivery, optimise recovery and reduce unit costs, as well as take any opportunities to incorporate new technologies and implement enhanced commercial strategies.   The Business Improvement (BI) programme was implemented across the Macraes operations in late 2003 and is being rolled-out to all other parts of the business. The core focus of BI at OGL is to: +        increase revenue, +        reduce cost, and +        improve processes.   A dedicated BI team comprising of a manager, team leaders and business analysts were engaged to identify and manage a series of opportunities to reduce operating expenses, optimise capital outlays and generate extra revenue. The Business Improvement Programme, though in its formative phase, has begun a cultural change within the organisation. Many people are starting to challenge the way they do things and are looking for ways to continually improve business performance.   The BI team encompasses individuals from different departments who can offer the diverse skill set necessary to produce intended results. The current team is made up of a BI manager, BI Team Leaders in Mining and Processing and analysts from Mining, Processing, Commercial and Plant Maintenance workgroups. A team member has recently been formally trained as a Six Sigma Black Belt. ] The BIÆs team role is to assist in the establishment of project management processes for each improvement idea. In addition the team will assist in tracking implementation, identifying and unblocking restrictions and limitations as well as setting up metrics to quantify the level of benefit returned and sustained.   From a more strategic point of view, the BI team is advancing the Business Improvement capability of the company by developing long term Communication and Training strategies. These strategies will set the direction of BI initiatives in the years to come to: +        educate the OGL workforce in basic BI techniques, +        assist the OGL workforce in applying basic BI techniques, +        communication the direction of BI in OGL, and +        close the information feedback loop to facilitate transparent communication between the OGL workforce and the BI team.

May I first of all say that I am fully conscious of the great compliment paid to me when I was invited to accept the Presidential Chair for this current year. I realise that it is an onerous task by reason of the fact that the Chair has been occupied in the past by so many able and distinguished men, and I realise also that I have been set a standard which is hard to emulate. "It is my desire however, in accepting the post that I may be able to contribute in some small measure to the further advancement Of the aims and objectives of the Institute and I thank you all for the confidence you have shown in me.Secondly, on behalf of the Company and in my Presidential capacity, I want to extend to each and everyone of you a hearty welcome to Whyalla and I hope that you will all return to your respective fields of endeavour feeling that you have had a most interesting, enjoyabIe and instructive time with us here in Whyalla.In this year of 1951 marking as it does the culmination of the first 50 years of Federation in Australia and yet another half century of human endeavour and progress, we are brought to a point where it is perhaps natural that we should pause, to review what has been achieved, in that span of time, and to look at the tasks ahead.It is no exaggeration to say that the story of Australian development since the inauguration of the Commonwealth 50 years ago has no more remarkable chapter than that of the-growth of its manufacturing industries.Each decade has borne witness to steady and substantial growth of our secondary industries and whilst it is true that our financial well-being still rests heavily on our primary production, we have, as a nation, moved surely in the direction of a more balanced economy.
