The Queensland Mining Act 1968-1972 has now been in force for almost two years. The Act was completely re-written and has made for easier working, e.g., there is no distinction now between Gold Mining Leases and other Mining Leases. For the first time in the history of Queensland, provision has been made for caveats, so that options etc. can be protected. The chief problem which has arisen so far has been the question of the Government issuing mining leases to the holder of an Authority to Prospect over areas which are included iri its Authority. Litigation has taken place and an Appeal, it is understood, will shortly be heard by the Privy Council. The provisions dealing with labour conditions have been brought up-to-date and generally speaking, they are quite clear as to the responsibility of the Lessee. The Mining on Private Land Act has been repealed and the provisions relating to mining on private land are now a part of the Mining Act itself. The main regularities of the tectonic history of the Circumpacific belt's Asian segment are discussed. The established longitudinal metallogenic zoning is characterized by essential copper specialization being replaced in the.continentward direction by tin-tungsten and then by copper-gold-molybdenum and-tin-lead- zinc ones. The zones indicated show specific magmatism and ore forming fluid composition. The eastern margin of Eurasia experienced specific tectonic history and exhibits a wide variety of mineral deposits. It is composed of the Siberian and Sino-Korean cratons and of the largest mobile elements of tectonosphere like the Hyperborean, Urals-Mongolian, Mediterranean and Circumpacific belts. The Earth's Atlantic segment mobile features show deep penetration of their geosyncline-fold systems into the eastern margin of Asia. A good example is the Urals-Mongolian belt, its Intra-Asian branch being located within the continental margin. The Intra-Asian structural features have WE and NE trending, while folding process moved southward : Karelides and Baikalides are found in the Transbaikalia and the Soviet Far East (Stanovoy, Bodaibo-Patom, Baikal- Vitim, Selenga-Yablonovy fold regions)

A sample of tailings from a local, low grade (less than 2g/t) tailings dump was investigated for gold recovery. The tailings were very fine, with 90 per cent passing 30¦m and almost 60 per cent passing 10¦m. Tabling the coarse product from classification using a cyclone proved unsuccessful, with low recoveries being obtained due to high gold losses in the slime streams. Gold recovery by cyanide leaching was quite rapid, with recoveries of 85-90% being obtained in five hours. Lime and cyanide consumptions were 3 g/t and 0.1 kg/t respectively. Gold loading onto carbon was inhbited by the presence of the large amount of fines, so heap and vat leaching should be considered where the gold is recovered from a clear pregnant solution. Settling tests were conducted on tailings. It was observed that the addition of at least 3 kg/t lime or 0.4 kgh nonionic flocculant was necessary to promote settling of the tailings to generate a clear supernatant for gold and water recovery.

At BHP Billiton Iron Ore Newman Joint Venture (NJV) ore is railed from four separate mine operations in the Newman area to Port Hedland, where the ore is screened, crushed and blended to produce lump and fines NJV products. Each mineÆs grade varies separately, so it is important that a centralised system is in place to control the overall blend and ensure that the products meet customer expectations. It is important that grade- related decisions are built into the normal production process and have minimal impact on production rates. A continuous stockpile management system (CSMS) covering the whole NJV production process is used to generate the daily crushing schedule, taking into account all currently available ore sources. Innovative additions to the CSMS provide more accurate information to support decision making by the mine schedulers; for example, blasthole estimates are continually adjusted for bias compared to crusher and port rake grades; lump-fines (L-F) grade split and beneficiation plant upgrade algorithms are updated on a continuous basis, and the dilution effect, which impacts on reported port rake grades, is removed.

The comparatively low winter rainfall, exposure to heavy salt laden coastal winds, and the consequent high evaporation rate, are important considerations in the rehabilitation of the Maslins Beach Sand Pit. The deficit of rainfall over evaporation is assessed at 1085 mm per annum. Such a coastal environment complicates the establishment of plants. The endemic flora found on the Sand Pit environs is mainly low wind-planed shrubs and mat plants. The dunes near the coast support an association dominated by Atriplex cinerea, Spinifex hirsutus, Scirpus nodosus, and Olearia axillaris. The coastal cliffs carry a more diverse vegetation dominated by Beyeria lechenaultii and Eutaxia microphylla. Overburden is used to develop a new landscape to screen operations, batter final faces, and cover rubbish at the nearby Council dump. The early overburden dumps were built with little regard for stability, but the more recent practice of using scrapers has resulted in more stable dumps. The erosion problems created by poor compaction have been controlled by contour banks, diversion drains, bitumen lined run-off drains, and hay mulching.

Each technological process can be reduced on the transport networks, and namely on the parametric networks and the non-parametric ones. The parametric networks are created by the piping, electrical cables or channels. The non-parametric network is created by the ways, suspended grooves, trackages and also by the belt conveyors or other conveyors for continuous material transport. If we reduce the technological process on transport networks, then, by the creation of these networks models and their mutual interconnection we obtain the model of the whole technological process. The model can be understood as the universal one, without exaggeration, because it is valid for any technological process. However, for us the mining production process is important what represents the mining and transport of raw materials under the support of the ensuring system. In this contribution one of the first attempt is described, and namely how to connect the parametric network which has been already worked out very properly with the non-parametric network what is presented in this contribution by the transport line of belt conveyors.

As an indication of the overall quality for the three periods the expected run of mine ashes are given. Operating Period R.O.M. Quality Years 1 - 4 22.0% Ash (db) Years 5 - 14 18.8% Ash (db) Years 15 - 20 17.3% Ash (db) The size distribution of the coal was found to be generally as predicted in the 1980 study. However the ash, particularly in the smaller fractions, was found to be higher due to the previously mentioned friable nature of contaminant material. Following evaluation of this additional information, the proposed washery design was reconsidered. Three basic process schemes were examined. 1. A jig with two-stage heavy medium cyclones and spirals for treatment of three different size ranges. 2. A heavy medium vessel, two-stage heavy medium cyclones and spirals for the different size fractions. 3. A jig for initial treatment of the total feed (that is all sizes) with single-stage heavy medium cyclones and spirals for rewashing of the intermediate and smaller size Fractions.

The source and origins of the hydrothermal fluid of orogenic, or quartz-vein lode-gold deposits remain uncertain and disputed: Resolution would likely have a significant affect on exploration strategy. The gold-carrying fluid is interpreted to be a low-salinity mixed aqueous-carbonic fluid of near ambient pH and redox state, that may be derived either magmatically through crystallisation of granites at depth in the crust or through metamorphic reactions in a range of rock types. Classic isotope and geochemical tracers of fluid source have not differentiated these possibilities and have produced conflicting conclusions. Mass balance calculations show that fluid composition will be modified by wallrock reaction between source and deposit, and tracers should not be expected to give clear indications of fluid source. Fluid oxidation state can also be modified along flow paths. Tracers should be interpreted with care and with view to possible modification. Modelling of full flow paths and examination of the hydrothermal histories of proposed source rocks may be alternative approaches to determining fluid source.

Since the introduction of the Neil George Five Point Safety System, to the underground sections of The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines in March, 1969, the Disabling Injury Frequency Rate has been halved and shows signs of contin- uing to fall. The total accident frequency rate has also fallen, although the decrease has not been as significant. Before the introduction of the Neil George Safety System, analyses of the direct causes of accidents showed that approx- imately 25 per cent were caused by "unsafe conditions", while 75 per cent were attribu- table to "unsafe acts". Within twelve months of introducing the system, these percentages had significantly changed to 7 per cent unsafe conditions and 93 per cent unsafe acts. Today, the figures are 3 per cent and 97 per cent respectively, and these figures clearly show that the main emphasis in the current programme must be directed towards making the operating men safety conscious. The effort must be focused on changing the minds of men.

Discovered in 1991 by combined plume detection and bottom-tow photography (Binns and Scott, 1993) and for some years thereafter the highest tenor mineral occurrence known on the ocean floor, the PACMANUS hydrothermal field has since been surveyed and sampled in great detail by CSIRO and international research agencies (Binns et al, 1995; Auzende, Urabe and Scientific Party, 1996; Binns et al, 2002; Tivey et al, 2006). Since 2005 commercial surveys employing deep-tow geophysical packages and remotely-operated vehicles (ROVs) have been conducted by Nautilus Minerals Inc and partners within Papua New Guinea-granted offshore exploration licenses (Nautilus Minerals Inc, 2008). Two academic drilling programs have been conducted, one under the international Ocean Drilling Program (ODP) directed at deep structure (Shipboard Scientific Party, 2002; Binns, Barriga and Miller, 2007), and one using a 5 m capable seafloor diamond drill to investigate the immediate subsurface at one site (Petersen et al, 2005). The main task of grade control on a daily basis is to define the material that should be mined to a destination under various categories. This can be determined by grade, lithology, quality and blending criteria. In the case of multi-element deposits or deposits with various blending or other processing criteria the optimum selection of ore block boundaries can be quite complex. In every case the balance between ore loss and dilution must be considered when designing the ore block boundaries and this becomes a risk-based decision when using the conditional simulation model. The use of such systems allows grade control to meet specific targets, such as budget tonnages and grades and blended product specifications. Two case studies are presented: the Prominent Hill copper/gold mine and the Rapu Rapu zinc/copper mine. Mining is based on a rational grade control strategy involving a number of factors, including strong geological control, advanced geostatistical approaches, such as conditional simulation, and optimisation of the ore blocking to meet production requirements. This provides an objective, transparent and repeatable grade control strategy.

A mineral and chemical characterisation study was conducted on ilmenite-rich heavy mineral concentrates sourced from the western sector of the Eucla Basin in southern Australia. Test work involved using X-ray diffraction (XRD), scanning electron microscope (SEM) and electron microprobe-based characterisation methods. Results showed considerable variability in the degree of ilmenite alteration between deposits with TiO2 contents varying from 53 - 63 wt per cent TiO2. Notwithstanding variability between individual deposits, the samples all had [Ti]/[Ti+Fe] ratios >0.5 consistent with a mineral assemblage of hydrated ilmenite or the hydrated, Ti-rich alteration phase pseudorutile (Fe3+2-x Ti3O9-3x (OH)3x). Accessory phases consisted of rutile (primary and secondary), zircon, aluminosilicates, quartz, Fe oxyhydroxides and spinels. Results for the most altered material are broadly comparable with data for ilmenite concentrates from the eastern margin of the basin. The mineralogy of the western Eucla Basin concentrates and the minor element composition of the ilmenite grains suggest they could be upgraded to synthetic rutile by a modified Becher process.

Production of refined zinc (99.95 per cent) at the minesite without increasing greenhouse gas emissions is considered. As an example, exploitation of the full reserve of the McArthur River orebody is proposed, using the existing concentrator, whilst introducing radically innovative smelting technology. Bulk flotation of all the sulphide minerals is followed by smelting in a melt circulation reactor with tonnage oxygen. By smelting the high-energy pyritic concentrate and reacting the evolved sulphur dioxide with near-mine dolomite, a large amount of electricity can be generated. This is enough to supply all the requirements for the smelter itself, an air separation plant and a facility for compressing and liquefying carbon dioxide. Carbon dioxide is disposed of off-shore for enhanced oil recovery or by other means. The reacted dolomite fixes sulphur as an inert and environmentally acceptable solid residue. Treatment by these means leads to virtually zero gas emission smelting. The paper concludes with a vision for the future in which expansion of zinc smelting capacity is seen to be definitely needed.

A cylinder-cyclone system, fitted with a flow control valve between the cylinder and cyclone plus in some tests a variable cyclone spigot, has been used to achieve classifier separations at unusually coarse sizes relative to the diameter of the units used. The method has proved to be useful for low tonnage flows at low pulp density and variable feed rate. The system relies on use of a cylinder unit to reject excess water and fine particles, the amount rejected being adjusted by the flow control valve. The valve also adjusts flow rate and pulp density of feed to the cyclone unit, and can be adjusted to give a separation at a coarse particle size. The system has been used in connection with experiments on the pilot plant at Mount Isa, where a 76 mm system was used to classify feed to the lead secondary rougher circuit at sizes as coarse as 52 micrametres galena equivalent for split conditioning tests. Further tests have been carried out with quartz to assess the range of size separations Possible.

Operations at the Mount Bonnie gold/silver project are described. The project is based on the gossan of a stratiform and stratabound polymetallic sulphide deposit. The gossan contains approx- imately 100 000 tonne of ore grading 8g/tonne Au and 230g/tonne Ag. This is mined in an open cut, and transported to a stockpile area lkm away, from which it is fed to the treat- ment plant. The ore is crushed through two stages and fed to a fine ore storage shed, from which it is reclaimed, milled and cyanide leached in draft tube agitators. The pulp is filtered using a horizontal belt filter to recover a pregnant solution. Silver sulphide is precipitated using sodium sulphide solution, and collected as a mixed sulphide/precoat concentrate on a drum filter. The solution is then passed through carbon columns where the gold is adsorbed and is subsequently recovered by methanol desorption using a process developed by Micron Research, and electrowinning. Modifications to the treatment plant circuit based on operational experience are Described.

Slope stability has now become a practical tool in the design and oper- ation of open pits. The stability of rock slope depends on many factors, including not only structural geology, the existence of weak layers, ground- water, blasting and weathering, but also the virgin stress field. This paper presents an application of a numerical method to investigate the effect of the virgin stress on slope stability. The finite element method is employed to simulate the excavation of open pits. Redistributed stress fields in the slope of open pit are computed for several different virgin stress fields. Based on the redistributed stress fields, the shear force which tends to produce sliding of a rock mass and the frictional resistance to sliding are evaluated. The possibility of potential failure is assessed by the limit equilibrium method. The combination of the finite element method with the equilibrium method provides a powerful analytical tool for slope stability. The significant effect of virgin stress on the stability of slopes is shown by studying a typical case.

A statistically-designed experimental program has been used to study compositional and processing variables which influence the development of strength and reducibility of iron ore pellets. The effects of chemical composition and processing variables were investigated by indurating laboratory-made green pellets, of known composition, under approximately isothermal conditions in a pot- grate simulator. Some findings from a six- variable study are summarized in the form of contour diagrams and emphasize the importance of interactions between the variables. Production of strong, highly reducible pellets is possible over a considerable range of combinations of temperature and firing time. Abrasion index (AI) and cold compression strength (CCS) improve as both these variables increase, but reducibility (R) declines, so a compromise is required. When the lime level is too low to form enough slag for bonding, the AI and CCS may be inadequate. Larger additions of lime tend to improve AI and CCS, with only slight effects on R. Finer grinding of the balling feed (i.e. higher Blaine index) tends to improve Al and CCS without

The Western Australian School of Mines (WASM) has developed a facility for the static testing of full-scale ground support elements (Morton et al, 2007). The test facility consists of several stiff steel frames used to support the sample and a screw feed jack is used to load the sample. A large-scale punch test method has been developed to load various shotcrete configurations. The shotcrete is sprayed on to a rock substrate containing a centrally located circular disc. The rock and shotcrete sample is placed on to the sample frame and restrained on all sides. The circular disc is displaced at a constant rate by the screw feed jack which in turn loads the sample. Instrumentation measures the displacement and the load being applied to the sample through the loading disc. The testing method is described in detail and the results from the testing program are presented. The results show that it is possible through laboratory testing to simulate some of the mechanisms of shotcrete support reactions better than conventional beam and panel tests.

The blasting process involves a complex interaction of a delayed sequence of moving sources of seismic energy which produce nonlinear behaviour near the blast holes. A deterministic description of this nonlinear behaviour represents a formidable problem. The modelling of blast vibrations remote from the blast source may use some of the primary features of the blast design such as charge type, charge weight and initiation sequence. Such modelling of blast vibrations usually assumes linear behaviour remote from the blast holes. Site specific charge weight scaling laws may be used to predict the blast vibration levels with relatively poor accuracy. An important ingredient which is missing from charge weight scaling laws is the seismic source wavelet emanating from each blast hole. The present paper considers some approaches which may be used to determine a suitable source wavelet. The wavelets are suitable for use in the region where linearity may be assumed. In that region, it is possible to model the attenuation and scattering of the seismic wave as it propagates from the blast source to the measurement location.

This paper discusses why Argyle Diamonds adopted thickened tailings disposal in 1985 and how the system was developed over the next seven years. A wide ranging review of the thickened tailings disposal system and the tailings deposit it was producing was carried out during 1992 and 1993. The results of that review led to the abandonment of thickened tailings disposal at Argyle because of serious concerns about the stability of the resultant tailings deposit. The exposure to the risk of liquefaction and an assessment of the consequences if this happened to the thickened tailings deposit are shown. The criteria for selecting the new tailings disposal strategy are then described. The final section of the paper discusses the management strategies that have been put in place. These are designed to: ò reduce the risk posed by the thickened tailings deposit to an acceptable level; ò safely store tailings to the end of mine life; ò produce a land form that can be decommissioned to the satisfaction of Government regulatory bodies.
