Blasting is the most commonly used excavation technique in mining and civil engineering applications. Blasting induces strong ground motions and fracturing of rock mass in rock excavations. Particularly, high ground motions may also induce some instability problems of rock mass and structures nearby. Furthermore, it may cause some environmental problems due to noise as well as vibrations of structures near the populated areas. Furthermore, flyrocks is another major issue for the safety of people and damage to machinery and equipments when blasting is employed. In this study, the authors explore the ways how to estimate the ground motions as a function of distance, amount of explosive, number of holes. The ground motions were measured by stand-alone accelerometers developed by the first author and some empirical relations are developed. The effect of ground motions on the instability issues of benches such as sliding, toppling and rockfalls were investigated. Furthermore, the flyrock issue is investigated and some empirical relations to estimate the maximum distance of flyrocks from the blasting relations are compared and discussed. Permitting, engineering and evaluation, detailed design and construction aspects of the Golden Cross goldmining project in New Zealand are briefly reviewed. The extremely lengthy and complicated governmental approval process together with the delaying tactics of opponents of the project are outlined and comment is made on aspects of the draft legislation proposed as part of the overhaul of New Zealand's resource management laws.

Dissolved oxygen has been measured directly using a rugged, reliable, accurate electrochemical probe system developed for steelworks application by B.H.P. Central Research Laboratories. Furnace measurements show that the steel is generally supersaturated with oxygen and that oxygen contents vary considerably from heat. to heat. Ladle measurements also show considerable heat-to-heat variations. Analysis in terms of ladle deoxidation chemistry differentiates between carbon monoxide controlled and manganese silicate controlled oxygen levels. Deviations from these levels are sometimes due to aluminium present in other added ladle alloys but in some cases the plant applicability of laboratory derived equilibria is questionable.

Surface oxidation of sulfide minerals, such as that found in the regions of a sulfide ore body near the water table, can have a significant impact upon flotation. This theme has been explored for Merensky ore type sulfides where an ore containing pyrrhotite, pentlandite and chalcopyrite was thermally oxidised and the role of potential remedies investigated. Back-scattered scanning electron microscope images are presented showing the oxidation layer which formed in the mineral surfaces. These oxidation layers were depleted in both sulfur and iron with incorporated oxygen. Flotation recovery rapidly decreased with increasing oxidation, particularly after 27 days and reached a plateau after 50 days. Up to 27 days, this effect could be partially overcome with higher collector additions. Oxidation had more impact upon the finer size fractions, particularly for pyrrhotite. For more heavily surface oxidised samples, ultrasonic treatment prior to collector conditioning was found to improve flotation recoveries. This treatment had the greatest effect upon chalcopyrite particles. Sulfidisation was successful in restoring the flotation recovery of the heavily oxidised sulfide minerals. Longer sulfidisation conditioning times were not conducive to good flotation recoveries of both oxidised pyrrhotite and pentlandite due to oxidation of the freshly formed sulfide surfaces. For maximum flotation recoveries of oxidised pyrrhotite, pentlandite and chalcopyrite, different sulfidisation conditions are indicated. It appears likely that in a mineral processing operation treating oxidised Merensky type ores, two stages of sulfidisation employing different conditions would be required.

Mining is an intensive resource development industry, where operations are often of relatively short duration and can result in dramatic impacts on the natural environment during the operational period and for many years post mining. An integral component of all mining operations is water û through exploration, resource definition, mine development and operation, rehabilitation and the long-term post-mining land use. Water is a basic requirement in the provision of worker amenities, in drilling, as a means of dust suppression, as a medium for washing or processing the mine product, and as an aid in establishing vegetation on post-mining landforms. Water also plays an important role in mobilising environmental contaminants and is the primary medium for the transport of contaminants off the mine or processing site into the wider environment. It is for this second reason that the mining industry considers water management as a key component of mine management. Cost-effective water management relies on planning that incorporates a total mine system approach commencing prior to exploration and continuing through to rehabilitation and decommissioning. One of the primary considerations that will provide confidence to both government and community at the time of mine closure and lease relinquishment, will be the evidence that any water originating from, or passing through, the mine site is of a quality that will not have any negative impact on the surrounding environs into the future. The role of vegetation in stabilising disturbances to a landscape is well known, as is the recognition of vegetation being a fundamental component of the water cycle through the physiological processes resulting in the transfer of water back to the atmosphere through transpiration. In terms of water management at a mine site, the two crucial issues are the æquantityÆ and æqualityÆ of water that enters a receiving æoff-leaseÆ catchment. In terms of tolerances of the receiving environment, the total load of potential contaminants becomes critical, a reduction in which can be achieved through reduced volumes of water discharged, reduced chemical and physical concentrations of contaminants in that water, and ideally, both. This paper examines the potential role of vegetation in reducing the quantity of water released from a site, and secondly considers vegetation in the role of influencing the quality of that water.

A Master of Applied Science degree course in Mining Geomechanics commenced in 1983 at The University of New South Wales, taught by extern- al (correspondence) studies. The course is aimed at graduates employed in the mining indust- ry, and especially people involved in geomechan- ics projects on a routine basis in remote locations. This kind of course is unique in Australia and is one of only two correspondence programmes available at this University. The author designed the course and nursed it through the early years, and was Director until 1986. The paper describes the teaching and assess- ment methods and also discusses aspects of admin- istration and coordination of such a course. It is concluded that an important need of the mining industry is being catered for and it appears that similar correspondence course for- mats would also be useful in other areas of the minerals industry.

Mined-out limestone/aggregate quarries in Japan contain many high and enormous pit walls. Many precious resources are abandoned in these final pit walls. In addition, there are many mines which are located in or near populated areas in Japan. Utilisationof the potentially useful under- ground space at mined-out sites is a topic relevant to the practice of surface mining. This paper describes and discusses the concept of underground space utilisation and tunnelling systems, referring specifically to geotechnical/ tunnelling parameters.

The Mineral Research Centre is located at Perth in the suburb of Waterford, adjacent to Curtin University of Technology and within a Technology Precinct which includes Technology Park. The Centre, constructed by the WA Government at a cost of $16 million and occupied in late-1994, comprises three separate buildings housing the CSIRO Division of Minerals, Curtin University's School of Chemical Engineering and the Mineral Processing Laboratory of the Department of Minerals and Energy. The emphasis on R&D at the Centre is primarily in hydrometallurgy as a result of staff expertise, extensive bench and pilot-scale facilities, track record with the industry and, very importantly, two of the occupiers being partners in the AJ Parker Cooperative Research Centre for Hydrometallurgy. Staff in the Centre have a long involvement with R&D agencies such as AMIRA and MERIWA. The hydrometallurgical focus of the Centre complements that of pyrometallurgy at the GK Williams CRC in Melbourne and the Centre for Mining Technology and Equipment in Brisbane, to ensure that the mineral processing industry in Australia has access to a complete range of expertise and facilities to serve its needs.

The Circum-Pacific is defined to include back arcs and continental areas of volcanism. Volcanoes must be regarded as dormant, if the time since their last eruption is less than about ten times the average interval between eruptions, even if they have not erupted for tens of thousands of years or longer. It is important to establish a complete history, over as long a period as possible, for varying volumes of eruptions. In order to assess risk, the average interval between eruptions should be calculated for each range of erupted vo4ume~, in orders of magnitude from about 10 m up to the maximum volume possible at each volcano. Eruptions are considered to consist of individual explosions, and are grouped into eruptive sequences, with the sequences grouped into overall cycles of activity. Frequency of eruption versus volume erupted is a linear relationship for most andesitic and basaltic volcanoes, but is often bimodal at rhyolitic volcanoes, 3 with a slower eruption rate above about 10 km. Worldwide, during the last 7000 years, there have been three known e~uptions with volumes of ejecta of > 100 km , a9d, since 1638 A.D., 7 with volumes > 10 km , and 48 with volumes > 1 km . Average recurrence intervals are about 71 years for eruptions of > 20 km , 39 years for those of > 10 km , and 7 years for those of > 1 km . Rough esti- mates can be made for larger volumes erupted. Mean intervals in the Circum-Pacific are about twice the length of those for the world as a whole. During the last 400 years, about 61% of the world's eruptions of > 1 km3 have taken place in this region.

The metals titanium and zirconium and their alloys occupy individually unique positions in the catalogue of metallic materials available for engineering applications. Because of the uniqueness of their usage in the aerospace industry, in the case of titanium, and in the nuclear industry, in the case of zirconium, the except- ional resistance of both the metals to the majority of corrosive media is often overlooked. The cost factor in the application of these more exotic metals has, in the past, been a major considerat- ion in the rejection of titanium and zirconium as constructional materials in areas of usage where their superior corrosion resistance strongly favoured them over more conventional metals and alloys. The cost differential, vis-a-vis austenitic stainless steels, for example, is not a trifling matter, being of the order of 6 : 1, when compared on a weight basis. However, if one considers the cost, for, say, sheet product on an area basis, the ratio is redgced to approximately 3.4:1. If one also takes into account the enhanced performance of the more expensive material and the sub- sequent increase in service life and decrease in plant down-time, the economics of the usage of materials such as titanium becomes much more attractive and, indeed, highly competitive,

There is considerable variability in the level of detail incorporated in prefeasibility studies relating to mining developments. Hence, when undertaking a review or audit, it is critical to attempt to ascertain at an early juncture precisely who has compiled the various facets of the study, for what purpose it was intended and the terms of reference given to the authors. Likewise, when commissioned to undertake an audit it is preferable to have proper terms of reference and to be aware of the purpose to which the audit will be put.These factors will influence the degree of detail an auditor would expect to find in the study and consequently, the degree of effort/time required for the audit process. In most instances audits do not imply recalculation of the entire study or modifying it in anyway, but involve an overall assessment of the methodology used, combined with spot checking of detail. One of the most difficult aspects is to determine a realistic order of accuracy for the overall study when the accuracy of the individual components may differ markedly.

A forecast of mining conditions in Upper Silesia collieries for the beginning of the 21st century has special focus on average depth of mining, energy of seismic tremors induced by mining and energy of dynamic loads on roadway supports. A method of dynamic loads calculation is based on volume of failed rock surrounding an opening and the seismic energy of tremors anticipated. New types of yielding steel arch supports have been designed to resist massive static and dynamic loads and a system of supports has been tested both on 1 : 10 scale models and in natural size. The support sections used are 29, 36 and 44 kg/m.

In September 1980 the N.S.W. Environ- mental Planning and Assessment Act was gazetted. This legislation created a new arena of government involvement in the procedure for obtaining approval to open a new mine, or expand an existing mine in N.S.W. Since 1980 the legislation relating to environmental protection requirements, the procedure for obtaining Development Consent and the nature of relevant government policies have caused considerable confusion on the part of many potential developers. Implementation of the legislation has now become systematic and relatively predictable. However, certain aspects can be improved and require urgent government action.

Legislation for control of ventilation in New South Wales coal mines is contained in the Coal Mines Regulation Act, 1912, as amended. The standards set down in that Act were based on the needs of the industry at the turn of the century. Changes and additions to the original standards have been made to cater for mechaniz- ation of the industry and the introduction of modern developments such as the use of diesel equipment. Technological progress has been recognized by the requirement for monitoring of machines and return airways. The passing of the Coal Mines Regulation Act 1982 has ensured that there will be a revision and modernization of the regulations affecting day to day operations of the industry.

Very few of those occupied in pursuits other than mining have any conception of the extent of boring operations that have been carried out on the gold and coal fields of Victoria, or of the valuable and definite knowledge obtainable by such means. The subject comprises various branches, which it will be necessary to describe in detail. The three main divisions are The Administrative, which includes all financial work and general management. The Professional, dealing with topographical and geological work necessary before any scheme of boring can be laid out, the preparation of plans, the inspection of cores obtained from bore holes, the examination of diamonds, etc. The Mechanical Branch, dealing with the drilling machinery, setting of diamonds, maintenance of stores, etc. In 1877, the Goverpment of Victoria decided to assist in prospecting the mineral resources of the colony by the aid of diamond drill boring, and for that purpose, a vote of £5,000 was passed, with which were purchased three diamond dulls, an American type being adopted.

Non-intrusive methods for the reliable determination of dragline bucket and rigging performance have been achieved using physical modelling. Modelling offers a logical first step towards developing mathematical simulation models. The process of physical modelling has been applied successfully to predict dragline bucket performance and capacity as well as to demonstrate the effect of varying dump rope length on performance. ACIRL's Surface Miming Group has used physical modelling to carry out dragline bucket sizing for a new high productivity bucket and compared performance with Throng Coal's existing dragline bucket. The predicted bucket performance has since been confirmed in the field using dragline monitoring techniques.

The measurement of the fragmentation size distribution of a blast muckpile can be achieved directly by screening the entire muckpile. Screening of muckpiles in a production operation is generally not practical due to the logistics and time involved moving large volumes of rock through a screening plant. An indirect technique to assess blast fragmentation size distributions has been developed. This technique uses photographs of the blast muckpile taken at intervals during the excavation cycle. The images from the photographs are input to desktop computer software via a digitiser tablet. The software compilates the rock fragment sizes and calculates a size distribution. This paper discusses the technique and subsequent data analysis. Examples of the application of this technique for the assessment of comparative blast performance are given.

Air leakage through rock fractures in coal mining is a major cause of coal spontaneous combustion. In order to overcome the deficiency of the existing fire control technology and prevent coal spontaneous combustion by isolating coal from oxygen, the article proposes a novel technology of inorganic solidified foam (ISF) with high expansion to fill fractures effectively. ISF consists of fly ash, cement, setting accelerator, redispersible polymer powder, water and aqueous foam. For preparing homogeneous and stable ISF, a preparation system with a pore type foam generator, a mixer device installed with a hollow shaft and helical blades, air compressor, slush pump and monitoring instruments was developed, and the working principles of key devices were elucidated. Based on a series of experiments on the different ratios of each component material and technological parameters of the preparation system, ISF with a foam expansion ratio of 8~10 and dry density of 250–400 kg/m3 was prepared. The relationship between elastic compressive strength, modulus of elasticity and density was summarised. Based on the injection experiment for fracture of loose coal pile with high temperature, the characteristics of sealing air leakage, compressive strength, thermal insulation, flow and cooling of ISF in the fresh state were investigated, indicating that ISF can effectively cut off the air leakage and cover the coal sample to reduce the temperature in the earlier stage, and ISF can remain stable and not crack. The ISF was applied to Luwa coalmine to seal small coal pillar pressure fractures and loose coal fractures in goaf. After press-casting the ISF in Luwa coalmine, the pressure-difference of inner-outer increased, meaning the effect of external conditions on the pressure-difference decreased, showing that it could plug the air leakage effectively.CITATION:Qin, B T, Shi, Q L, Lu, Y, Zhu, C, Li, F L and Jia, Y W, 2015. Outsourcing of mining operations and services is done for various reasons and there is no single model which fits all situations. Experienced contractors and mine owners have also developed, more often than not, jointly, numerous commercial arrangements and project delivery methods to suit their particular project. It is often the case that some mine owners who have not considered outsourcing to contractors do so because of a simple lack of understanding of the potential benefits. This paper will highlight the potential benefits and perceived disadvantages of outsourcing for mine owners and demonstrate how these issues have been addressed by the mining contracting community over recent times as well as demonstrate the evolution of current commercial arrangements in engaging mining contractors.
