The issues which are the subject of this paper cover an extremely broad field. In themselves the components of the topic could be the theme, in considerably greater detail, of a two day seminar. Indeed a full course in an academic year would probably not do justice to the topic. I have therefore experienced considerable difficulty in condensing such a broad subject range down to a 30 minutes address and in doing so have tried to, hopefully, provide a little bit of everything for the wide range of professional interests and different levels of commercial, professional and legal expertise represented at this conference. Perhaps my address could best be described as a "bird's eye" view rather than a "worm's eye" view of the subject.

One of the major changes in the resource industry in the nineties has been the re-internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in turn, has led to a new generation of exploration and mining projects. In South America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by R.T.Z. - B.H.P. at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.

In support of the development of its Liberian iron ore project, ArcelorMittal Mining Research and Development (AM Mining R&D) has performed characterisation and beneficiation test work on drill core samples received from the proposed mine area. In addition to this, a sinter feed product was composed by blending and processing the drill cores in order to predict sintering performance of the ore. This article presents the methodology used to prepare the drill core blend for characterisation, as well as describe the sinter pot trial. The New Zealand Minerals Industry Association was incorporated as the NZ Mineral Exploration Association in 1982, with a membership that consisted of the gold exploration companies then active in New Zealand . As its membership broadened, it changed its name to the Mining and Exploration Association in 1994, and more recently the Minerals Industry Association. It is a non-profit-making incorporated society relying on voluntary membership, and is not funded by industry levies.   It has employed a full time executive director since 1988 when Robyn Ross was appointed, followed by John Pfahlert (1991 - 1996) and now with Doug Gordon managing the Association.   The Association is one of a number of organisations that represent the mining industry in New Zealand. Others include the Coal Association of NZ (CANZ), the Aggregate and Quarry Association (AQA), The West Coast Commercial Gold Miners Association and Minerals West Coast.   NZMIA membership comprises the main exploration and mining companies that account for over 80 per cent of New Zealand Æs mine output, and nearly all of its exploration investment. Its membership has expanded from gold exploration to encompass exploration and mining companies active in coal, gold, aggregates and industrial minerals.   The Association has developed a National Minerals Strategy that determines its priorities, implemented via a Minerals Industry Advisory Committee. This group was established six years ago to advise the Associate Minister of Energy on issues relating to the long term development of the minerals sector in New Zealand.

This contribution summarises new knowledge and data, obtained during a three year ARCAMIRA funded research project, on the mineralogical and geochemical characteristics of hydrothermal alteration associated with low sulfidation, gold-silver epithermal deposits. These data are used to develop exploration vectors for use at both deposit and district scales, plus techniques have been established to distinguish ore grade epithermal systems from barren or low grade systems. Deposits investigated were Ladolam, Papua New Guinea, Gosowong and Mt Muro, Indonesia, Cerro Vaguardia, Argentina and Bimurra and Twin Hills, Australia.

Bakelite is fairly widely known as a suitable material for the mounting of ore specimens, concentrates and tailings for microscopical study, but has not as yet had extensive application. It is the most suitable mount for specimens which are to be held in the mechanical holder of a polishing machine, based on that described by J. W. Vanderbilt*, which is installed in the Geological Department of the Melbourne University.Bakelite products are prepared by subjecting bakelite powder to a temperature of about 1600 C. under a pressure of approximately two tons per square inch for a period of four minutes. The shape and size of the products are governed by the use of suitably constructed dies. When the concentrate or tailing is mixed with the bakelite powder, a briquette is produced which can be polished so that the opaque minerals in the sample can be examined microscopically in the same way as in a piece of solid ore. Large volumes of tailings are produced annually by the goldmining industry of Western Australia. This material ishydraulically discharged into large storage facilities usingsub-aerial deposition methods. Much of the gold comes fromhighly weathered rock, resulting in tailings with significant claycontents. Consolidation of these materials can be very slow,particularly if occurring under the effects of self-weight alone.To optimise the consolidation behaviour of the tailings, disposalstrategies can take advantage of the effects of evaporation byallowing each tailings layer to dry before the next layer isdeposited. In the last 20 years, much of the gold processing inWestern Australia has utilised saline groundwater. As the salinetailings dry, the surface will develop a thin salt crust. Laboratorytests have shown that these crusts can drastically reduce thesurface evaporation, adversely affecting the behaviour of thestorage. This problem has been the focus of an extensive researchprogramme, with the objective of obtaining a fullerunderstanding of the mechanisms controlling the coupledconsolidation and evaporation behaviour of saline gold tailings.Part of this study involved site investigations of a wide range ofstorages to ascertain their current states. Methods of gainingaccess to the tailings following deposition were developed.In situ testing and high quality sampling were conducted on each storage and samples returned to the laboratory for analysis. These investigations have enabled full characterisation of the storages to be accomplished. Examples of data are shown herein and the implications of the results are discussed.

The Metropolitan Water Supply, Sewerage and Drainage Board, Perth, has recently con- structed two major sewerage tunnels in the metropolitan area and a further one is under construction. These tunnels were constructed in sand, sandstone and limestone. The Tamala Limestone is a Pleistocene calcareous dune sand which now varies in com position from loose sand to cemented rock. Investigation techniques included surface mapping, auger and diamond core drilling, seismic refraction geophysics and mechanical testing. The variable nature of the ground caused difficulties in all aspects of the investigation, particularly in core recovery and seismic work. The Beenyup Tunnel, 2.25m in diameter and 3440m long was excavated with a Dosco TBM 1800 machine and shield with precast concrete Charcon Universal bolted segment lining. The Burns Beach Sewer Tunnel, 1.27m in diameter and 860m long was hand excavated with precast reinforced concrete lining pipes jacked continuously behind an excavation

The Prominent Hill copper-gold concentrator of OZ Minerals Limited in South Australia was built in 2008 and commenced commercial production in early 2009. It has a design ore throughput of eight million tonnes per year (Mt/yr). While the flow sheet has many items in common with other plants treating ores from iron oxide-hosted copper-gold deposits, the Prominent Hill concentrator also has some unique features. Plant design has been based on a 'template' of the very successful Ernest Henry concentrator. Initial options considered for processing Prominent Hill copper-gold ore are briefly examined as well as potential complications arising from the presence of a considerable tonnage of 'gold-only' material present in the deposit. Metallurgical test work and the subsequent decisions leading to the selection of a conventional crushing, semi-autogenous grinding (SAG) and rougher flotation circuit is discussed. One particular difference with other plants treating this ore type is that metallurgical tests and mineralogical studies identified that rougher concentrate had to be reground to a P80 of 20 - 25 microns or finer for adequate liberation of fluorine-bearing minerals. Subsequent satisfactory separation of fluorine-rich gangue material from the valuable copper sulfides requires highly efficient cleaner flotation to make a commercial quality copper-gold concentrate. Xstrata Technology's IsaMillÖ and Jameson Cell technologies developed to meet similar taxing fine grinding and flotation duties for the treatment of the refractory zinc-lead-silver ores of the Carpentaria-Mount Isa Mineral Province were selected for regrinding and cleaner flotation. Plant design has features aiding ergonomics for ease of operation and maintenance not commonly seen in recent projects with large sulfide flotation concentrators.

In recent years the Australian gold industry has gone through a major expansion phase. The need for finance has led to adoption of different approaches such as the well known gold loan, forward selling, equity participation by suppliers and equipment leasing. During early periods of the expansion, significant new equity was raised chiefly for high risk exploration ventures. The major form of new equity finance was ordinary shares, often in 'No Liability' companies. The increasing capital requirement of the huge new development projects of the 1980s also spurred the use of debt finance. This trend was accelerated as high inflation and the taxation advantages of debt finance made borrowing attractive. This paper reviews major financing techniques used by the Australian gold industry with particular emphasis on the innovative financing techniques initiated recently. An analysis has been undertaken of the effects on the industry of issues such gold loans, forward selling, equity participation by suppliers, fly-in fly-out operations, contractor mining and equipment leasing. In order to achieve a better understanding of the innovative financing techniques, a survey of already published financial data from well known Australian gold mines was carried out. Data was collected from various published financial reports of gold mining companies. In addition, a questionnaire survey was sent to gold mining companies to assist the collection of further information. The results of this study show that there are a significant number of gold mines variously using gold loans, forward sales, contractor mining and fly-in and fly-out arrangements to finance their projects. Only four operations have vendor suppliers investing capital funds in their projects. Based on the findings of this study, conclusions and recommendations are drawn that these approaches are likely to be with Australian gold industry for some time in the future and will continue to be intensively applied to finance gold projects.

The economic viability of base metal and gold production projects at Chillagoe, North Queensland has been elusive or difficult to achieve. Because of isolation and low grades metallurgical efficiency has always been essential. This paper, concentrates on the Chillagoe Railway and Mines Company's operations from 1898 to 1914 and Elders Resources Limited's current developmental operations at Red Dome. The technological methods of concentrating, smelting and refining the copper, silver, lead and zinc by the Chillagoe Company will be outlined as well as their understanding of the geological aspects of the ore bodies and the stock market speculation. The Chillagoe Company failed in its economic management but developed the region. Elders Resources have successfully redeveloped the region including fostering the tourist potential of the area through their expert financial, engineering and metallurgical strategies within the external economic parameters of the Pacific Region.

Mixers are commonly used for the transfer of oxygen in gas-liquid-solid reactions in minerals processing. The process rate is usually controlled by two steps: gas-liquid mass transfer and reaction kinetics. Some examples are described along with the factors used for analysis of the mass transfer design problem. Typical oxygen rates and appropriate types of aeration systems or mixers are reviewed. The commonly used Rushton turbine has limitations in a number of mineral processes. The development and characteristics of the LIGHTNIN A315 axial flow gas dispersion impeller are described. Some practical examples which highlight its advantages are briefly described.

While objective selection and assessments are an accepted part of employing managers and other staff, they have had only a limited place when selecting mineworkers in Australia. Wambo Mining Corporation has used occupational testing as part of its recruitment process since 1994. For managers and staff in particular, it is considered this has contributed significantly to a 95 % fit of those appointees. In 1997 when Wambo undertook development of a new "on site" subsidiary underground mine called Wollemi Services, they wanted to select the most appropriate people in terms of skill and on the job performance. To achieve this they reviewed and improved their recruitment processes to facilitate selection and transfer of an initial intake of almost 50 staff and mineworkers.One of the issues for Human Resource Management was to provide an environment where employees could let go of previously held (but not necessarily individually believed) entrenched views about individual performance and assessment. It needed to be emphasised that performance could be objectively and fairly assessed. More importantly, the performance being assessed was the application of skills and that new skills could be learnt and individuals could choose to change Behaviour.

Pipe umbrella systems have effectively been used as an additional support system in the working area in weak ground conditions during the last decades. Thus, a considerable number of applications accounts in urban tunnelling with shallow overburden. However, this support system is also successfully used when a tunnel alignment crosses fault zones, sediments, moraines or talus with overburdens from shallow to deep. The pipe umbrella support system itself is termed differently worldwide – synonyms are canopy tube umbrella method, umbrella arch method, or long fore-poling method.One main reason for the increase in application is that this support system closes cost-effectively the gap between reasonable, normal supported tunnels and tunnels supported with more expensive special techniques like horizontal jet-grouting or ground freezing. By using this system, many projects can be built more cost effective without decreasing the common level of safety.The pipe umbrella construction method is pretty young, so the knowledge about this system has been intensely researched in the last decade. This led to an enormous increase in understanding the interaction between support system and surrounding ground, the mode of action, and the important details for construction.Pipe umbrella support systems are applied in difficult ground conditions, so a special developed measurement arrangement was used to observe deformations ahead of the working face during tunnelling. The evaluation of collected data sets identifi ed that cased-drilling systems have clear advantages compared to predrilling systems during the installation process in weak ground conditions. This may become important depending on project requirements, so this difference must be considered in design as well as in the tender document specifications.

Geology can be the root of evil or a source of bliss; there is a choice; to ignore geology is at a mine's peril.Risk can be minimised and profitability maximised by the application of a detailed understanding of geology, alteration, structure, mineralogy, chemistry, fabric and texture.Geology is dynamic, not static.The impact of geology is pervasive.The integration of ore quality control with grade control is one strategy for improving the utilisation of both the mineable reserves and existing plant and equipment. Grade maintenance is but one constraint on the problem of how best to blend the ore. Other ore characteristics such as mineralogy, hardness for grinding, and pulp fluidity or density for slurry size classification can be included to explore alternative blending Strategies.

The discovery of magmatic nickel sulfide mineralisation within the Musgrave Block of Central Australia, in a region which has received virtually no exploration since the early 1970s, promoted a pegging rush throughout the region and provided a significant boost to the investor interest in resources sector companies. The discovery proved a significant success for the application of generic models for major magmatic nickel-copper sulfide deposits. The entry of junior explorers to the region is the principal mechanism by which the region will be explored, although significant social and physical challenges will impact on the ability of explorers to maintain investor confidence in the region.

The CSIRO Division of Mineral and Process Engineering in Melbourne has been developing on-stream analysis sensors based on neutron and gamma radiation for better control of quality and process operations. This has resulted in the development of Ironscan, an on-stream analyser that measures the iron content of both lump and fine iron ore on conveyor belts. It can be mounted under existing conveyors with minimal modifications to the conveyor structure and can cope with steel cables in the belt. An interface gauge and an on-stream coal ash analyser have also been developed, both based on measurement of natural radioactivity. The interface gauge monitors the interface between liquor and mud in thickeners and washers, provided the natural radioactivity of the mud is sufficiently high to detect it above background. The natural-gamma ash gauge is a valuable addition to the Coalscan range of ash gauges. It is applicable to heavily laden coal conveyors or bins where the coal bed thickness exceeds 30 cm, and also to lightly laden conveyors, provided the coal is profiled on the conveyor.

The future challenges in mining instrumentation, mainly on future intelligent mines, are to continue providing instruments with the highest level of reliability at the lowest possible cost, and also to take advantage of technology existing in other industries and to adapt it to the mining context. New wireless instruments (smart sensors, smart actuators, smart controllers) would also be very useful, as well as instruments fully adapted to the monitoring of large movements that are observed, in both underground and open pit mines. Mining instrumentation is found to various degrees in most mines, both open pit and underground. Smart mining instruments present a certain number of aspects specific to the environment in which the instruments are installed. Namely, the instruments can be installed either for short-term or long-term purposes. The mining industry is always looking for useful instruments that can provide relevant information on ground behaviour adjacent to mining stopes or permanent infrastructure. The instruments must meet the various criteria, and must also evolve with the new mining technologies that are continuously being implemented. A strong collaboration between the mining industry, research organisations, and instrument manufacturers is the key to meeting these objectives. This contribution describes the current trends on smart sensors and smart instrumentation with Wireless LAN support.

Steel rolling mill product finishing pro cesses gradually become or often already are unsuited for current production and marketing conditions. Indications are made as to what has been done to (i) rectify situations of this kind and, (ii) to reduce both product finishing time and costs.
