Bench and pilot plant studies were carried out at ANSTO to develop a process for rare earth recovery from the Mt Weld deposit near Laverton, Western Australia. This paper describes the development of the flowsheet, which is similar to conventional monazite processing, but with the introduction of several innovative steps to account for the complex rare earth mineralisation and the presence of specific gangue minerals. A unique feature of the flowsheet is the recovery of cerium by solvent extraction from a sulphate leach liquor. The process was tested continuously by the operation of a pilot plant at ANSTO's Lucas Heights Research Laboratories, Sydney in the first half of 1992. The plant, designed to treat 100 kg per day of beneficiated ore, confirmed the viability of the process, with rare earth products from the operation satisfying stringent buyer specifications.

This paper reviews an analytical model that defines the relationship of weight-weighted or volume-weighted average haulage distance with bench height and other related parameters; presents the optimum bench heights under various conditions in terms of minimising the weighted average haulage distance of ore/waste during the full lifetime of an open pit mine, and discusses the truck-haulage economics of mining open pits by high bench, specifically by 15 m, 18 m and 20 m bench through marginal analysis. The observations from these analyses disprove the previous conflicting assertions that the overall weighted average haulage distance either increases or decreases monotonically with bench height. It is concluded that: (i) an increase of bench height to 15 m from 12 m is likely to be viable under the general conditions of large-scale deep open-pit mines; (ii) the reduction of haulage cost is limited with the case of increasing bench height to 18 m from 15 m; and (iii) the feasibility of mining open pits by 20 m benches is generally questionable. These conclusions may serve as a useful guide for those who advocate open pit mining by high benches.

Diversity is a key strength for Western Mining Corporation. An international corporation with assets of about $A10 billion, WMC is engaged in both mining and downstream processing of minerals including nickel, gold, alumina, copper and talc, as well as having interests in oil and gas production and agricultural fertiliser. The company is focusing on several core commodities that will maintain its strength in the years ahead. Although most current mineral assets are within Australia, it plans to have 25 per cent of its operations off-shore by the turn of the century, and be a major producer in at least six core commodities. WMC's strategic and management focus has shifted from a regional approach to a commodity focus so that it can more readily cater for different markets with differing sensitivities. To explain in any depth the industrial relations of Broken Hill I believe that it is necessary to trace some of the many happenings that created the present industrial climate. While appreciating that our relations with the local industry are relatively good, it must be pointed out that to preserve and improve this present situation a duty is owed to everyone connected with the industry (workers, share- holders, etc.) by management and unions to see that just and reasonable agreements are found for any disputes. If the companies ever take the local position for granted it would soon die, killed by someone who may get some short term benefit, but who would lose something of incalculable worth in the long run. Acidic and metal-rich waters have been discharging from Sullivan Mine, West Coast, New Zealand since the closure of the mine during the early- 1990s. This has resulted in a decrease in pH from a background of 4.5 to 2.8 and an increase in metallic elements in nearby Rapid Stream. In addition to the chemical effects on Rapid Stream, a study of freshwater macro-invertebrates revealed the absence of most biota downstream from the discharge. An attempt is being made to use the Sullivan Mine as a case study of problem and remediation analysis.

Opinions vary widely within the community on what are legitimate environmental social respon- sibilities. The extreme conservationists see the responsibility as the total preservation of the natural environment achieved by opposition to all forms of industrial development that would disturb it. The `growth-at-any-price men' consider it more important to stimulate economic growth, develop new industries, and maximize profit letting the environment take care of itself: within this wide spectrum of concern are the middle-of- the-road men, part of the vast majority, fully aware of the need to compromise to achieve a satisfactory economic growth rate whilst pre- serving to the greatest extent practicable the con- ditions upon which we depend for a balanced self-perpetuating existence. Environmental change is not new. It is the inevitable accompaniment of human activity. To achieve an efficient separation in the flotation process, valuable particles need to be selectively segregated from the gangue while utilising a minimum number of flotation stages. TodayÆs existing flotation technologies are effective for fine particle size classes; however, limitations due to particle buoyancy and bubble-particle detachment restrict the effectiveness of traditional flotation approaches on coarser particles. As a result, flotation circuits are generally configured to process only fine particle size classes in order to maximise recovery in the primary stages. Eriez has invented a novel flotation technology, the HydroFloat, which overcomes these limitations by carrying-out flotation in a dense, fluidised-bed medium allowing for the recovery of coarse particles (>0.250 mm). Over the last 15 years, this technology has been successfully applied to industrial minerals with several full-scale units installed to recover particles up to and exceeding 3 mm diameter in primary flotation circuits. This paper includes discussions on the history of this technology, process theory, existing applications, and a review of recent sulphide-based laboratory test work conducted for Newcrest mining and others. A scheme is presented whereby the complexities of design and operation of a hydraulically powered coalmine support are modelled using the finite element method. This enables predictions to be made of the interaction of the support with its environment in a variety of operating conditions. The model is a two dimensional representation. The modelling scheme was applied in two case studies. In the first, the performance of a four leg support was uprated by increasing the front leg force. The finite element model enabled changes in overall support performance to be verified. In the second case study, the change in lateral force developed by a two leg support was assessed with changes in support operating height and floor foundation stiffness. The modelling scheme is capable of further development with the possibility of extending the model into three dimensions and the addition of control elements that would enable an actual mining sequence to be Represented.

The Hishikari gold deposit, discovered by the Metal Mining Agency of Japan, has become a giant class epithermal gold deposit with the highest grade of gold yet recorded in the world through detailed exploration and development by the Sumitomo Metal Mining Co Ltd. The exploration strategy involved a regional approach combining geological and gravity surveys over a 900 km2 area which had historically produced over 120 t of gold. These surveys were carried out to grasp the common geologic features of epithermal gold deposits in the survey area. A genetic model for epithermal gold deposits in the area under regional survey was also considered based on detailed research of the Kushikino epithermal gold deposit which was in operation at that time. This model was applied to the targeted areas, and important relationships between mineralisation, host lithology, intensive propylitic alteration and gravity highs became apparent. The Hishikari block was selected in this way and bonanza gold was discovered during drilling. Since the development of the Hishikari mine, information useful for further exploration for the same type of deposit has been accumulated.

The PACMANUS and Jade deposits are two active hydrothermal fields that are forming massive sulphide deposits at the Pacific rim margin. Both are associated with felsic submarine volcanic rocks and both occur in back-arc settings. However, PACMANUS is associated with almost sediment-free dacites and lies on the crest of a volcanic ridge, whereas Jade occurs in a heavily-sedimented tectonic depression associated with a basement of pumiceous rhyolite. The PACMANUS deposit is richer in Cu and Au, and Jade in Pb. Zinc, Ag, As and Sb contents are similar. Sulfide textures at PACMANUS suggest formation of Cu and Zn sulfides by simultaneous double-diffusion involving inwards-moving seawater mixing with outwards-moving hydrothermal fluid. By contrast, at Jade there is a more complex history of formation where initial growth of barite on the sediment surface, probably associated with microbial activity, formed an impervious cap which trapped higher temperature hydrothermal solutions.

Failure to manage these issues appropriately can jeopardise the obtaining of regulatory approvals for new projects and place at risk the æsocial licence to operateÆ of existing operations. Conversely, there may also be significant opportunities for companies to engage constructively with communities over water issues and to make a positive contribution to the sustainable development of these communities. Using case studies, this paper will explore the various types of social risks and opportunities associated with water and mineral resource development and identify key learnings relating to the management of these issues.

As known to the international mining sectors, Hunan province, called as ' Nonferrous Native Area ', is the main base of nonferrous metals Pro- duction in China. There are over 194 nonferrous mines in this province, most of them distribute over the basin of Xiangjiang River. The state of management of wastewater in Hunan's nonferrous mines is outlined.The experiences and economic benefit in the management and treatment of wa- stewater in Bofang and Mayang copper mines, and at Shizhuyuan polymeta- llic mine, are mainly introduced. It concludes with measures and recommendations for future management and treatment of wastewater in Hunan's nonferrous mines.

Cobalt is principally produced by hydrometallurgical means from the copper-cobalt ores of Zambia and Zaire. In addition cobalt is commonly found in minor quantities in association with nickel and copper-nickel orebodies. Generally the level of cobalt common to these latter orebodies does not warrant separate processing unless the metal price reaches levels last achieved in 1979 and 1980. For pyrometallurgical processing the distribution of cobalt and the factors which affect the distribution of cobalt between matte and slag are not well understood. A limited amount of fundamental research has been completed on cobalt distribution both for simple oxide and matte systems. The paper briefly reviews the relevant literature on theoretical aspects of cobalt distribution between metal and slag and the deportment of cobalt in sulphide smelting circuits. The deportment of cobalt in the Kalgoorlie Nickel Smelter circuit is critically analysed and areas where recovery improvements may be achieved are highlighted.

The design and operating characteristics of the hydraulic cyclone elutriator were described in detail by Kelsall and McAdam (1963), and the method of operation of the commercially available version, the Cyclosizer, is described in the manufacturer's pamphlet (Anon). Complete details of the operating procedure are given in the relevant operating manual (Anon, 1964).The cyclones which form the basis of the Cyclosizer (Fig. 1) under normal operating conditions produce typical cut sizes of 44, 33, 23, 15, and 10 µm for cyclones one to five respectively for material with a specific gravity of 2·7. At the end of the selected elutriation period each sized fraction is discharged and collected for subsequent assay or analysis but all material rejected by the fifth cyclone (e.g. minus 10 \lm quartz) normally passes to waste. When this material is needed for separate study, although its amount and average analyses can be calculated by difference, it may be necessary to collect more than 250 I. of very dilute suspension, flocculate the solids, allow to settle, and decant off the supernatant liquid.This procedure is cumbersome and inconvenient and the simple technique to be described may offer some advantages. After the minim operation, most raw materials that occur in the earth's crust require some form of processing or refining before they can be converted into a final end product. In the mineral industry these remarks apply to materials such as iron ore, bauxite, limestone, copper ore and many others that are found in Australia in large quantities. Processing plants for these raw materials operate more efficiently, however, if the feed to them is consistent in both physical and chemical characteristics. Such uniformity rarely occurs in nature so that some form of homogenisation, or blending, is required ahead of the processing plant. Bending also assists the mining operation itself by reducing; the need for selective mining and, by combining high and low grade materials, a more uniformly graded, commercially acceptable product can be obtained, thereby increasing the commercial life of a mine or quarry. Bed blending is the most efficient of the processes available, and following its development in the United States in 1905, over 100 plants have been installed, or are under construction, all over the world. The original process, the Robins--Nessiter system, has been the subject of continued improvements and refinements, so that economical capacities are possible from less than 100 l.t.p.h. up to 10,000 l.t.p,h. and beyond.

On the face of it this is an easily answered question. Modern technology and life as we know it today would be impossible without industrial minerals and the responsible utilisation of mineral resources is essential for the economic wellbeing of the nation. The quarrying industry supplies a high percentage of the industrial minerals used in New Zealand and our role therefore, is to ensure a constant supply of high quality roading and concrete aggregates so that society and the community as a whole can develop. We must do this in a manner which causes the least possible disruption to members of the community, which efficiently utilises all the valuable resources, which causes as little pollution as possible and last but by no means least, creates realistic profit for the operator. It is only by achieving a reasonable profit that we are able to continue in business and therefore play our part in the development of the country. Unfortunately, quarries have a poor image and are not generally popular, as on the whole, they are noisy, dirty and dusty and attract large trucks which create traffic problems. Judging by the amount of restrictive legislation with which we have to comply today, not even government or the local authorities want quarries which presents the industry with some serious problems, some of which will be outlined in this paper.

Qualitative measurement of respirable dust in metal mines is limited and an example of this is demonstrated at Northparkes Mine, where operational experience was sought for measuring dust standards and identifying exposure limits. However, relying on operational experience has limited value due to variation in observations from person to person and is based on visible dust (which is larger in size than respirable dust). However, with sophisticated dust measuring equipment, like the real-time aerosol monitor, dust concentrations can be accurately measured and recorded concisely. Research conducted as part of a collaborative agreement on behalf of Northparkes to launch an occupational dust monitoring program was implemented on the mine site. To form the basis of this research, it was hypothesised that no proper dust measuring testing at the mine site had been adequately identified. In addition, existing occupational hygiene monitoring programs did not adequately quantify employee exposures to these hazards. This project will outline the results of an occupational dust monitoring program, hence greatly improving the capacity to quantify the health risks posed to employees.

All minerals contain radioactive elements, from the uranium ores of the Gabon, which contained sufficient uranium to initiate a natural nuclear reactor, to the very low levels of some recent evaporites. The commonly occurring heavy minerals such as ilmenite, rutile and zircon are no exception to this and contain varying qualities of radionuclides, depending on the source. With recent changes in legislation many natural minerals may become officially classed as radioactive. Such moves can inhibit the sales and exploration of many minerals in the heavy minerals suite. The many negative perceptions associated with the word radioactivity can produce an over cautious reaction from regulators and users. This paper presents a method of managing the radioactivity issues associated with minerals such that the safety aspects of workers and public are not compromised, whilst allowing the commercial use of such minerals to continue in a sensible manner. The paper focuses mainly on the mineral zircon and its uses. However the legislation changes particularly in Europe and the USA have the potential to affect all minerals imported into or produced in those countries. The model developed for addressing the issues of zircon radioactivity may be readily applied to other minerals since legislation governing such matters is not mineral specific. There is a strong need for education of both regulators and users of minerals. Regulators are usually not aware of the specific properties or uses of individual minerals. Similarly mineral users are not aware of the radioactive nature of their materials or how to manage this property. The paper concludes by recommending strong cooperative action by both producers and users of minerals to protect the future of their industry.
