A new approach to strategic planning, the Life of Business Optimisation System (LOBOS) optimises production systems from the scale of stopes in a single mine to an entire business strategy consisting of multiple mines and products competing for capital and processing capacity. LOBOS has optimised cash flow for a wide variety of operations, including large metalliferous or coal mines and as an aid to high-level strategic business optimisation solution to multi-mine/processing/product complexes. This paper discusses the application of optimisation technology to strategic planning with an emphasis on project evaluation with examples on the application of LOBOS to a variety of recent projects.

Ideal iron ore sinter is produced by optimising the balance between coarse (+2 mm), stable ore nuclei and a reactive matrix consisting largely of fluxed -1 mm fines. The authors have previously published work evaluating the matrix melting behaviour of a number of fine ores, using techniques developed by CSIRO. The focus of that work was to demonstrate the contribution of the matrix to overall sinter quality, with the results showing a direct correlation between melting point, matrix porosity and strength. CSIRO has also developed a complementary test to study the behaviour of coarse ore nucleus particles in contact with the sinter matrix and provide an evaluation of their reaction and assimilation properties. This test provides valuable fundamental information that can be used to better understand the role of specific ore types and optimise blend composition.The CSIRO laboratory-scale assimilation test is carried out by embedding particles of ores of specific sizes into a fluxed matrix of known sinter blend composition, using real ores and fluxes, in a laboratory test that directly relates to pot-grate and plant sintering conditions. Samples are fired under controlled conditions in a tube furnace using a standard heating profile and a constant, low-oxygen potential atmosphere. These conditions simulate the actual sintering process while removing the effects of the many locally-variable parameters (eg temperature, oxidation potential and localised chemistry) that exist in the actual process, meaning that trends in behaviour can be more clearly seen. Designed as a compromise between the industry-standard pot-grate sintering test and a more fundamental test using chemical reagents, the aim is to isolate and evaluate the nucleus behaviour of an individual blend component to allow an improved understanding of the role that an individual ore plays in a specific blend. Measured cross-sections of the resulting fired samples provide a semi-quantitative measure of reactivity, while accompanying photomicrographs allow a qualitative assessment of assimilation properties (eg volume and distribution of secondary porosity generated during reaction).In this paper, to complement the previous work published on melting behaviour, nucleus particles were selected from hematite, hematite-goethite and goethite ores and embedded in a simulated plant sinter matrix. Drilled core particles of two sizes were tested at fixed temperatures simulating low- (<1300°C) and high-temperature (>1300°C) sintering conditions. The resulting assimilation properties are compared and discussed as a function of particle size, temperature and ore/sinter mineralogy. This paper focuses on measures of the economic significance of mineral exploitation and processing activities, such as beneficiation, refining and smelting. Empirical measures are suggested to quantify the relevance of the degree processing within a nation's mineral industry. The most useful, based on the input-output econometric framework, are used to establish the magnitude of links between the mineral industry and its satellite activities and for the appraisal of large, non-marginal projects. The input-output impact analysis is refined to allow for country specific behaviour and synthetic indices for the appraisal of investments in the mineral sector are developed. These indices are further improved with the introduction of shadow prices to incorporate socio-economic issues. They are useful to direct mineral policy decisions and several investments towards the most promising objectives for national goals. Finally traditional methods for the appraisal of small scale, marginal, mineral projects are assessed where local impact and regional development issues are more relevant than national ones.

In the last two decades, equipment used in the coal mining operations has become much more sophisticated. The way that work is organised and performed in the industry has also changed significantly. Changes in equipment specification or procedures inevitably means that the risk associated with that equipment or procedure also changes. In an attempt to address this the Joint Coal Board Occupational Health and Safety Trust (JCB) commissioned the University of New South Wales Mining Research Centre and Mine Site Technologies to perform a feasibility study into the development and deployment of Virtual Reality (VR) based training simulators in the New South Wales coal industry. The main aims of the study were to identify, the key providers of VR Technology, the VR options available to the JCB and the information that would need to be included in any simulator. It was anticipated that a critical assessment of these components would produce a format for a cost effective, state of the art simulator that could be readily accessed by all mines. The expectations of the feasibility study were that VR should offer three-dimensional (3D) simulations that are interactive, high-resolution models of real environments based on best practice Safety Management Plans. It was anticipated that the simulations would allow trainees to experience the consequences of poor decision-making and allow them to learn from their mistakes in a safe and forgiving environment. It was envisaged that such simulators would become an addition to the existing training methods used in the industry.

The excavation of sandstone of generally medium strength for the Liverpool Link Line by Dosco Mark 2A Roadheaders has demonstrated the versatility and good performance of road- headers in suitable rock formations. A description is given of the strata traversed by the tunnels together with descriptions of equipment and crews, excavation sequences, operating difficulties and the results achiev- ed. In addition tunnel construction is des- cribed for a difficult section where there was only O.Sm clearance between invert and a four lane vehicular tunnel below, and O.5m clearance between tunnel crown and a century old sewer above.

An innovative process for the separation of carbonaceous minerals from bulk ores is presented. In this process, the surface of carbonate minerals is reacted with acid used to nucleate CO2 bubbles at the particle solution interface. Entraining the liberated CO2 gas at the surface via coating agent renders the particle more buoyant providing for a selective separation from non-carbonate containing masses. Different surfactants were tested to stabilise the bubbles and float the particles. In this paper, separation of dolomite from apatite using PVA (polyvinyl alcohol) as a coating agent, is discussed. The Western Australian School of Mines is continuing to investigate the blasting techniques and mining strategies that are used for ore/waste separation (or high grade/low grade ore separation) or to prevent ore and waste mixing. The aim of all the mining strategies is to produce an optimum product. The optimum product is one which contains no diluent and undergoes no mixing of the various identified ore and waste blocks and is fully recovered at the minimum overall operating cost. The current study includes the use of computerised Knowledge Based Systems (KBS) technology to assist the user with the blast technique selection and blast design process. These aspects are highly dependent on the geology. (geometry, rock mass properties, grade distribution), explosive performance and the expectations of the mining company in terms of production rates and equipment utilisation. Most of these factors are not well defined and nor are they easy to quantify. However, a large amount of knowledge does exist and is available in the following forms: rules of thumb, empirical formulae, engineering judgement and past experience. KBS techniques are well adapted to handle such"forms of knowledge. The primary objective of this paper is to illustrate an approach for the use of Knowledge Based Systems during the analysis and interpretation stages of the blast design process. In particular, the components and methodology of the developed system are described for selective open pit gold mining. The Knowledge Based System developed was written using the declarative programming language PROLOG.

The Highlands Region of Papua New Guinea has 3 major national highways. The locations of these national highways are shown in Figure 1. The Highlands Highway begins at Lae City on the coast and passes through the Highlands towns of Goroka, Kundiawa and Mt Hagen. It terminates at Togoba approximately 10km out of Mt Hagen town. The Enga Highway begins at Togoba and passes through the towns of Wapenamanda, Wabag and Laiagam. It terminates at the giant Porgera Gold Mine. The Southern Highlands Highway also begins at Togoba and passes through the major towns of Mendi, and Tari. It terminates at Koroba station, near the Hides Gas Field. Two separate Feeder roads intersecting the main highway service both the Kutubu Oil Project and the Hides Gas Field. These national Highways play a very important role in the development of Papua New Guinea. Goods and services are delivered to the bulk of the population of the Highlands Region using these highways. Heavy machinery and equipment for the mining and petroleum projects of Porgera, Hides and Kutubu are transported using these roads.

The 1980's have produced an outstanding revival of the Australian gold industry. In contrast to some previous mining booms, the economic aspects of the growth in gold production are soundly based. In general the new developments have been highly profitable and this is beneficial to all parties- whether they be government, shareholders employees or suppliers. Mining companies are showing a large commitment to gold exploration with approximately 50% of Australian exploration budgets now being directed towards gold. An increasing proportion of this expenditure is being channelled towards the eastern States with Queensland 'being the major centre of interest. Further strong growth in production is expected with some 50 projects likely to come on stream before 1990. A very significant aspect of the foundation for this growth is a continuation of the existing tax status of the industry.

Underground mine planning is characterised by a series of designs, starting with prefeasibility and culminating in operational. Information on the mineralisation and geotechnical conditions is available in increasing levels of detail, as development occurs. In the recently completed AMIRA Planning and Rapid Integrated Mine Optimisation (PRIMO) project, a methodology for producing good strategic and then tactical designs using new optimisation tools, was developed. At the strategic level, fundamental decisions must be made such as those relating to cut-off grade, bench heights, mining methods, access and haulage systems, properties of the mill, etc. The inputs are the block and financial models, geotechnical data, infrastructure and production costs, etc. Stope definition for strategic designs includes bench RLs (relative levels), orebody envelopes, and design and placement of amalgamated or simplified stopes. If multiple mining methods are under consideration, then stopes need to be associated with these. Access design must take into account decisions such as declines versus shafts, a template for level layouts and the topology of the access network. Some of the geotechnical and physical constraints are relaxed for strategic design stages. Strategic scheduling is high level, from a month to a year at a time. In the PRIMO project, software tools have been developed enabling the mine planner to rapidly produce a large number of such strategic designs. After the designs have been evaluated, the highest value designs are chosen and a small number of these can then be further refined at a tactical level. For these designs, the first step is determination of all stopes meeting physical and geotechnical requirements and constraints, allowing for complex stope shapes. Next, detailed layout of the mine access network is obtained, satisfying all operational and geotechnical constraints. Finally, more detailed scheduling is performed, over shorter time periods. The Melbourne University group has focused on optimal access design. In particular, the access network is optimised for minimum cost, taking into account the cost of haulage and development over the lifetime of the mine. Costs vary over the different parts of the network depending on the quantity of haulage and so a weighted network optimisation problem has to be solved. We have developed two software tools for this task, decline optimisation tool (DOT) and planar underground network optimiser (PUNO). DOT produces an optimal network of declines and crosscuts connecting access points on the levels to a portal or break-out point from existing infrastructure. PUNO designs the level layout, including footwall and hanging wall drives, development drives and connections to vent raises. A survey will be given of the capabilities of DOT and PUNO when used on some recent case studies. Our current goals include incorporating some aspects of ventilation design and modelling the development costs when additional ground support is required. This is an abstract only. Mining operations have been carried out at Mt. Lyell for the past century. Until the 1970's the location of the mines in relation to the surface topography has enabled the mines to drain their copious inflows of water by gravity. Deeper mining has forced the Company to undertake pumping of increasing inflows of water. A major pumping facility is being established near the base of the known ore reserves with a view to serving the future requirements of the mines. The system has a design capacity of 600 litres per second. Run of mine water will be treated in Vertical Flow Settlers to produce clear water and thickened mud, each of which will be disposed of separately. The clear water will be pumped by six 1000 kW conven- tional centrifugal pumps. The thickened mud will be removed by a Hydraulic Displacement System. The rising mains for both the mud and the clear water are stainless steel cased bore- holes.

Three well-known copper and gold deposits in northern Luzon, Philippines are located in the Mankayan Mineral District. These are the Lepanto Copper-Gold Deposit, the Far Southeast Porphyry Copper Deposit and the newly discovered Victoria Gold Deposit. The latter discovery led LCMC to shift from a predominantly copper mine to a gold mine. The pre-Eocene Lepanto basement andesite and the middle Miocene Balili volcaniclastic sequence underlie the Mankayan Mineral District. They are intruded by tonalitic to gabbroic Bagon Intrusive followed by diorite-quartz diorite intrusions. Diatreme emplacement of late Miocene-early Pliocene Imbanguila dacite pyroclastics and porphyries took place much later. Faults in the district mostly form a conjugate fracture pattern dominated by north and northwest trending shears, east-west trending extensional fractures and few north-south trending fissures. Victoria is an epithermal gold-base metal rich quartz vein deposit. The veins occur along tensional structures and it is common to observe crustiform and banded features among the sulphides and gangue minerals. It is an open space infilling type of mineralisation. The Victoria vein systems are divided into zones based on continuity. In each zone are major veins and associated spits. Dacite pyroclastics and porphyries predominantly host the major veins with a few narrow veins hosted by the Balili volcaniclastics and the Lepanto metavolcanics. The veins generally trend east-northeast with 75 - 80 dips towards the south. The longest vein can be traced fairly continuously for a horizontal distance of about 600 metres. The vertical persistence of major veins exposed on three level drives has a range of 150 metres and can reach as much as 400 metres based on drill hole intercepts. The vein widths vary from two to eight metres. Right lateral movements of either the NW or NE shear faults could have produced the east trending tensional fractures. The development of ore shoot patterns was recognised and has been helpful to the mining operations. Cymoid loops with defined pinch and swell features are noted both laterally and vertically. Complementing the structural pattern is the distribution of gold values along veins where lateral and vertical continuity is also observed. Gold is associated with quartz, sphalerite, galena and chalcopyrite. In relatively high gold zones, the abundant sulphides are sphalerite and galena. In relatively high copper zones, there is an abundance of chalcopyrite and tetrahedrite. Galena is always associated with sphalerite but less in abundance. Chalcopyrite occurs either as separate bands from or associated with sphalerite-galena. Chalcopyrite and tetrahedrite appears contemporaneous with sphalerite and galena but in some portions the former cuts the latter sulphides. The predominant gangue minerals are quartz, carbonates and gypsum. Rhodochrosite is the predominant carbonate gangue. Few sulphides are found in the carbonates. Gypsum (anhydrite) is found cross-cutting early mineralisation. It carries very few sulphides. The alteration halos around veins are relatively narrow. In an outward sequence, the silicic alteration occurs very near the veins, followed by sericitic-argillic alteration then to propylitic zones. It is also common to observe veins bounded by propylitic alteration. Preliminary paragenetic studies show apparent three stages of mineralisation, the early-quartz (-gold) stage followed by a carbonate stage and a late-gypsum stage. The abundance of base metals relatively decreases towards the gypsum stage. The Victoria gold deposit could have some genetic associations with the Lepanto Cu-Au deposit and probably indirectly with the FSE porphyry system. It is relatively apparent that the Victoria quartz-gold-base metal veins could have occurred similarly as the quartz-gold roots overprinting the Lepanto enargite mineralisation. This overprinting signifies the waning stages of the entire hydrothermal system.

Hong Kong continues to display a remarkable enthusiasm for undertaking ambitious tunnelling schemes despite apparent recessions in the Asian economy. This paper provides an outline of tunnel projects currently under construction, those recently tendered and a glimpse of the extent of forthcoming projects which, according to Government sources, carry a price tag of HK$ 200B. Committed works will cost about HK$ 15B and involve a variety of TBM and drill and blast tunnels. These include the recently tendered works for KCRCÆs West Rail and MTRCÆs Tseung Kwan O railway extension, together with five no retendered TBM drives for the Strategic Sewage Disposal Scheme (SSDS) following forfeiture of the works by the Campenon Bernard-Maeda JV in mid-1997. The JV claimed unreasonable specifications leading to unacceptable levels of water inflow and dangerous working conditions. Key technical issues that are now arising in Hong Kong are:the general use of design and build contracts for bored tunnel contracts;a trend to accept TBM options for relatively short drives in urban areas;the use of æfixed-priceÆ contracts which in the current competitive market, can encourage tenderers to take contractors to take very high risks; andthe difficulty of predicting and managing water inflows in rock tunnels.This paper also includes a new empirical method of predicting water inflows in rock tunnels, and makes recommendations for managing these on-site.

The Mangani mine in West Sumatra is historically one of the most important precious metal mines in Indonesia, although the past production by World standards is small, totall- ing 5.66 tonnes gold and 242 tonnes silver. The geology is dominated by a distinctive NW-SE graben structure formed by dextral splay faults from the Sumatran Fault System. Quartz- rhodochrosite-rhodonite-Ag-Au veins are hosted by Tertiary pyroxene andesite volcanics and quartz-phyllite conglomerates, on N-S tensional fractures which intersect the Mangani graben. Intrusive rocks include andesitic dykes, pyroxene microdiorite, and hornblende granodiorite. Quartz-epidote-pyrrhotite alteration is related to concealed intrusions. Precious metal vein mineralization is characterized by: high Ag/Au ratio (>25); complex sulphide mineralogy of Fe, Mn, Ag, Cu, Pb, Zn, As, Se and the occurrence of Sn as stannite; low total sulphide content (

The Hunter Region, with a major part of the coal resources of New South Wales and a long history of coal mining, has experienced a rapid expansion of coal resource development in recent years. While there are inevitable conflicts between mining, urban development and related infrastructure, and between mining and other resources, the application of sound planning practices, and improved co-operation and co-ordination among the various parties, helps to reduce such conflicts. The planning process involves consideration of factors such as transport- ation (including port facilities), mine subsidence, provision for surface facilities, a,iC the need for buffer 'ones. In addition, provision must be made for urban expansion, often co-existing or in close proximity to present or future coal mining development. Approval of coal mining developments takes place within the legislative framework of the Environmental Planning and Assessment Act, 1979 (EPA Act), the Coal Mining Act, 1973 (CM Act) and the Mining Act, 1973. Considerable effort has gone into stream- lining and co-ordinating the procedures under these Acts. The EPA Act provides for regional and local environmental plans, as well as a linked process of development control and environmental impact assessment. The CM Act provides for the grant of exploration and coal mining titles and mechanisms for the responsible management of Mining.

Government geoscience may be categorised by objective under three headings: Applied Research for Geoscientific Framework Studies, Resource Inventory, and Technical Advice. In Queensland, the Department of Resource Industries is active in all three categories. Under the program-based management system adopted in 1987, three Programs, namely, Geological Survey, Mineral Resources Development, and Energy Resources Development and Utilisation, have geoscience responsibilities.Prime responsibility for geoscience resides with the Geological Survey Program, which provides a geoscientific framework for mineral and energy exploration and the development of the State. Simply stated, the Program goal is to provide geological information when and where it is required. Geological Survey work also encompasses aspects of resource inventory and technical advice, complementing the work of the other two Programs. This role has a 122 year long tradition, for geoscientists of the Geological Survey have been engaged in investigations designed to facilitate the identification and utilisation of the mineral, water and energy resources of Queensland since 1868.

A wide variety of process streams are sampled for grade control in the mining industry. However, in many instances the overall precision of the resultant analyses is inadequate for the intended purpose, ie grade control and optimisation of resource utilisation. Consequently, special attention needs to be given to the sampling, sample preparation and analysis procedures in place to ensure that meaningful grade control decisions can be made based on the analyses generated. For example, it is virtually impossible to control a process to within, say, ¦0.2 per cent if the overall precision of the analyses is no better than 0.5 per cent. Hence, precision targets appropriate for the task need to be established and the overall precision achieved in practice monitored and controlled on an ongoing basis.

In the recent past a number of smelting plants were commissioned in India to supply the rising demand by domestic steelworks for manganese-based ferroalloys, and they enjoyed cheap electric power and readily available high-grade manganese ore. Presently, the cost of electric power is much higher than in some neighbouring countries, there continues to be poor transport infrastructure and the prices of high-grade manganese ore have increased. Additionally, the Indian Government has opened its economy to the outside world, resulting in the import duties on ferroalloys being drastically reduced. In this paper the current situation in India will be detailed, the electric arc furnace and blast furnace smelting methods for ferroalloys compared and proposals for the construction of a new ferromanganese blast furnace in India outlined. The future of ferroalloy smelters in India will be assessed and actions which could be taken to improve their position discussed.
