The role and policies of the Aboriginal Sacred Sites Protection Authority are described in conjunction with the provisions of the N.T Aboriginal Sacred Sites Act 1978. Comment is made on the application of the legislation and these policies to development proposals in the Northern Territory. A brief review of criticisms by both developers and Land Councils is provided together with responses to these Criticisms.

The economic feasibility of controlled district cross-cut recirculation is examined in this paper with particular reference to the most important mine ventilation network parameters. An algorithm is developed to express the annual cost of recirculation which is then compared to the annual cost of conventional ventilation using the University of Queensland Experimental Mine as a case study. The concepts of resistance ratio and volumetric efficiency ratio are introduced and used to analyse the economic feasibility of controlled recirculation within a mine ventilation network.

The possible use of combined (flotation/magnetic separation and magnetic separation/flotation) technologies involving the new flotation reagent systems for upgrading the iron ore concentrates, low grade manganese products and beneficiation of graphite-bearing dusts from integrated iron-and-steel works has been shown. It has been found that the absence of magnetic flocculation phenomenon worsens the reverse cationic flotation of oxidised iron ore concentrates and direct flotation of low-grade manganese products which require the use of modifiers possessing the flocculating properties. The Northside Storage Tunnel (NST) is the largest tunnelling project ever undertaken in Sydney. The tunnel extends deep underground from the western bank of the Lane Cove river to the North Head sewage treatment plant (STP), with a branch tunnel from Scotts Creek connecting to the main tunnel under Tunks Park. The aim of the tunnel is to intercept wet weather overflows from four key points along the northernsuburbs ocean outfall sewer (NSOOS) and provide short-term storage and transfer of sewage to NorthHead STP for treatment prior to discharge to the ocean through the deep ocean outfall. The project was an ambitious undertaking by an alliance between the client Sydney WaterCorporationand the engineering firms of Montgomery Watson, Connell Wagner and Transfield to design andconstruct approximately 20 kilometres of tunnel, tunnel declines and shafts in just over three years. In order to achieve this tight timeframe construction of the NST has been undertaken simultaneously at seven construction sites located across the northern suburbs of Sydney. As with most tunnelling operations, tunnel boring machines (TBMÆs) and roadheaders dominated the excavation activities. Tunks Park and North Head STP are the major tunnelling sites. An access decline was excavated using roadheaders at both of these sites to facilitate tunnelling using TBMÆs. Three TBMÆs 3.8 m, 6.0 m and 6.3 m diameter) were launched from Tunks Park and one TBM (6.5 m diameter) was launched from North Head. At the overflow interception sites of Scotts Creek, Lane Cove River and Quakers Hat Bay two vertical shafts known as drop and access/ventilation shafts were constructed. These shafts would provide the linkage between the existing sewer and the tunnel. As their names suggest the drop shaft would convey the wet weather sewage overflows to the tunnel while the access/ventilation shaft would provide access during dry weather and ventilation during a filling event. The fourth overflow site of Tunks Park would use the tunnel decline as its link to the tunnel. Originally these shafts were to be excavated using the raise bore method. This technique however, is entirely dependent on the TBMÆs reaching the shaft locations at the specified time. This was not the case at two of the three shaft excavation locations and top down methods of excavation such as, a percussive cone fracturing (PCF), blind bore, mechanical excavation and drill and blast were investigated to ensure the project met its completion schedule. Traditionally project decisions are dominated by cost and schedule objectives. The contractual arrangement of the Alliance however, required that the objectives of safety, community and environment also be considered in any decision making process. Thus each of these top down methods of excavation were assessed against these five objectives. On considering all of these factors the use of explosives was considered to be the superior technique.

Characterising the weight percentage of each mineral in base metal ores is an integral part of assessing the quality of an ore in terms of its processing properties. The Rietveld method, which uses X-ray diffraction data, has been applied to routinely quantify the minerals in lead/zinc and copper ores from Mount Isa Mines Limited and supergene copper ores from Ernest Henry Mining as well as their related products from the concentrators. The Rietveld method has been tested by comparing Rietveld mineral data with a standard sample with known mineral weight percentages and comparing Rietveld mineral data with mineral data calculated from elemental assays where the element only exists in one mineral such as lead in galena. Where this latter situation does not occur, the Rietveld method has been checked with both elemental and optical microscope data. In all cases, there is a good correspondence between the Rietveld data and the data it was checked against with absolute differences generally in the range of 0.5 to 3 wt per cent. The Rietveld method generally quantifies all minerals occurring over 1 wt per cent in one analysis and is less expensive and more routine compared to traditional methods such as optical microscope point counting. The Rietveld method can be applied to many stages of the mining cycle such as exploration, feasibility studies, mining, minerals processing and for environmental studies.

North Flinders Mines Limited (N.F.M.) is an Australian-owned mineral exploration and mining company based in South Australia. In the 1970's it researched the prospectiveness of the Tanami (central western region of the N.T.) for the identification of possible economic gold deposits. Having outlined the potential for such a deposit at The Granites (550 km. N.W. of Alice Springs), it marked out and in 1975 applied for the grant of eleven gold mining leases (G.M.L.'s) under the provisions of the then Mining Ordinance. This application was deferred by the Commonwealth Government during the time of the Aboriginal Land Rights Commission (Woodward), subsequent enactment of legislation and land claims. In 1980, the Walpiri and Kartangarurra-Kurintji land claim encompassing the G.M.L.'s, became Aboriginal land. It therefore became necessary for N.F.M. to negotiate a mining agreement with the Central Land Council (C.L.C.) represent- ing the Traditional Owners, before the G.M.L.'s could be granted. In August 1983, the C.L.C. and N.F.M. concluded an agreement to enable the grant of mining interests necessary for the devel- opment of The Granites Gold Project. In November 1969, New Zealand Steel Ltd pioneered the commercial use of the SL/RN solid fuel direct reduction process to make sponge iron as a feed material for electric arc furnaces. Serious process problems with the use of green balls and coal injection were progressively overcome. The process was developed by New Zealand Steel along a radical route, of feeding the fine grained raw ironsand concentrate and coal directly to the kiln. Contemporaneously with this development of direct reduction, steelmaking process innovations were made that enabled the arc furnaces to operate successfully with the high volumes of acid slag.

When Matthew Flinders entered in his log `This land forms the South side of the large bight; and besides projecting beyond the coast line, and being a little higher than usual is remarkable for having some reddish cliffs in it, and deep water near the shore', he was commenting on the deposit of bauxite at a place now known as Weipa. This sighting took place on 9 November 1802, and probably represents the first direct entry in Australia acknowledging a potential mineral deposit. Flinders, of course, had no idea as to what he was looking at, nor did he land to determine its content. If he had, he probably would have had no idea of the substance, and even less knowledge of its use. Nothing further was done to this for about 150 years.

Pneumatic flotation, as developed by Dr Rainer Imhof, has been applied in commercial beneficiation operations since 1987. Over 85 flotation cells have been installed in more than 30 operations, successfully beneficiating a wide range of minerals. Pneumatic flotation is however still considered as a non-conventional flotation process. Due to its highly selective nature in operation it has generally found its market in difficult applications where conventional flotation equipment has struggled. Compa±fa Minera Huasco (CMH) operates an iron ore pellet plant in central Chile. CMH desired to produce a low silica pellet for the export market where the SiO2 grade should not exceed 1.5 per cent. It is common practice in other countries to float quartz from hematite with relative ease. However, the silicates contained in the magnetite ore of CMH are only present as quartz in small quantities and the major undesirable silicates are difficult to float. CMH spent considerable time on developing a reverse flotation process and a reagent suite to try and reduce the silica content to acceptable levels. However, extensive laboratory and pilot plant tests with conventional mechanical tank type cells and with column cells failed to produce the required reduction in impurities. A series of tests with pneumatic flotation cells indicated that this type of flotation technology could achieve the required silica target. A 500 tph Imhoflot pneumatic flotation plant was subsequently constructed and successfully commissioned by CMH, making it one of the largest iron ore flotation plants in the world. This paper details the background and testing that was undertaken by CMH which led them to choose pneumatic flotation as the preferred process and compares the test results with that achieved in the industrial plant.

Present capacity for molten iron production at Port Kembla is an average of 13 000 t/day from five blast furnaces. The most recently installed blast furnace, No.5, was commissioned in March 1972 with a design capacity of 4 500 t/day. For the first reline currently scheduled for 1977, plans are being finalized.for significant modifications and uprating of capacity. Achievement of the initial design capacity from No.5 blast furnace on a sustained basis was not realised until the third year of operation. Although the furnace is only 42% larger than No.4 blast furnace on an inner volume basis, the more stringent raw materials, operation and maintenance requirements of the larger furnace and more complex equipment have been found to be much more critical than anticipated in the planning stages. These problems have also been experienced by many other companies who have recently installed large new blast furnaces. Some of the principal problem areas are described together with measures taken to over- come the difficulties. Ore and coke of various size fractions (1 to 11 mm) were packed in a column (146 ó) and resistance to air flow measured under a range of conditions. Results have shown that layered charging results in an interface having essentially a directional structure the thickness of which is directly proportional to the coke and ore size ratio and whose flow resistance exceeds that of the coke layer many times its thickness. Friction factor - Reynolds number plots showed large positive departure from the Ergun equation for all components investigated whilst functional analysis and that in terms of bed constants, showed a strong dependency of the pressure gradient on bed properties and the actual particle size as well as the size ratio. It is also shown that pressure gradient in mixed beds follows previously reported behaviour and that a directional interface offers higher resistance to flow than a mixed interface having the same volumetric ore/coke ratio. Significance of results to practice is discussed.

Looking back 25 years, the role of the drill and blast engineer in an Australian mine seemed relatively simple, with the primary focal points being scheduling of the drill rigs, oversize control, and budget control with respect to consumption of both explosives and drill consumables. The choice of explosive selection was relatively simple, though many mines were becoming involved in trials of slurry explosives, emulsion blends, and low density ANFO blends. Guidelines to assist the engineer towards specific fragmentation targets were scarce, environmental constraints were light, and computers were rarely found on the desks of any mining engineers. Wall control blasting was in its infancy, with the bulk of attention being given to appropriate slope design and little real attention given to factors such as explosive distribution, and optimum delay timing and sequencing. Quantitative measurement of blasting performance was rare. The science of blasting, for fragmentation control, wall control, and environmental impact control was about to be born, and was heralded in those years by intense efforts by the explosive manufacturers and a proliferation of research centres throughout the world. Since the early 1980s, the role of the Australian drill and blast engineer has gone through a major metamorphosis, and currently requires a greater depth of scientific understanding than any other specialisation within mining engineering.

The SMELT-2 package is specifically designed to perform on-line simulation of smelting processes. This paper describes its application to the simulation of continuous matte converting followed by reductive slag cleaning in SIROSMELT reactors. The matte, containing 50% Cu is assumed to be produced at the rate of 20 tph in a continuous matte smelting furnace such as an Outokumpu Flash Furnace, Noranda or Sirosmelt reactor. Two alternative fluxing strategies in the converter are examined, namely: ò conventional silicate slags, ò calcium ferrite slags, and the flow sheets associated with each strategy are discussed. A regular solution model is used in the present study to account for the variations in the activity coefficients of components in the slag.

Single station group velocities of fundamental made Rayleigh waves over the period range 15-100 s are carguted for five provincial profiles of the West Pacific. Based on recordings of earthquakes around the West Pacific by the W~ (World Wide Standard Seismic Network) stations AFI (Afianalu), HNR (Honiara), WEL (Wellington), PAR (Raratonga) and RAB (Rabaul). The inversion of the derived dispersion curves for average shear velocity-depth structure of the crust, LID and LVL shows that (i) the over-all structure beneath the profile 'westernSamoa-Micronesia-Mariana' is in between that of regions 3 and 4 of Pacific Ocean (Yu and Mitchell, 1979), except that the velocity is slightly lower, (ii) the uppermost mantle beneath the 'Vitiaz Trench' profile between AFI and HNR is similar to that of region 2 of the Pacific - in other words, thin LID and thick LVL; (iii) the structure beneath the ' Ibnga-Keradec Ridge' profile has a thick crust with thick sediments, and LID-LVL velocity and thickness are similar to region 3 of the Pacific; (iv) beneath the profiles ' Tonga/ Kermadec Trench events-RAR station' the structure is intermediate between regions 3 and 4 of the Pacific Crean; (v) from decomposition of the 'Solomon-meriana' profile, the structure beneath the Cntong Java Plateau has a thick crust with thick sediments and the uppermost mantle is similar to that of region 3 of the Pacific clean.

This work presents an experimental study of flow dynamics in a bubble column system (crosssection: 100 mm × 100 mm) using a non-intrusive optical technique with targeted application in a novel REFLUX™ Flotation Cell. The study had two aims – measurement of the bubble size distribution (BSD) and local energy dissipation rate in the system due to bubble motions over a low range of gas flux varied from 0.02 to 0.08 cm/s without impairing the visibility of the system. A central bubble plume was generated by injecting compressed air through a sintered glass distributor in quiescent liquid. Highspeed shadowgraphy imaging was performed to determine the BSD in the presence of surfactant (Sodium Dodecyl Sulfate (SDS) concentration ~ 10 ppm). The BSD exhibited a unimodal shape at different locations of the column for all gas flux cases. A non-intrusive particle image velocimetry (PIV) technique was used to quantify the flow field generated by the bubble motions, which was used to estimate the local energy dissipation rate. The local energy dissipation rate exhibited an increasing power-law dependency on the gas flux.
