QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

The minerals industry has enormous potential to positively contribute to sustainable development and many leading companies have concluded that their long-term success is directly linked to their ability to leave a lasting positive legacy. While there are many examples of success, there have been failures as well and much work has been done in recent years to define the role of the minerals industry in sustainable development and identify the key elements for success. In the past, our sector could point to the taxes and royalties it paid, the exports it generated and employment it created and felt confident that its contribution would be recognised and duly acknowledged. This is no longer the case. Critics of the industry have highlighted resource-rich countries that have failed to capitalise on their resource wealth and have arguably lower standards of living than their resource-poor peers û the æresource curseÆ hypothesis. Recent research has done much to clarify the factors that contribute to a countryÆs success or failure and all stakeholders in the industry now need to include these learnings in their approaches going forward. We know that our long-term success relies on embedding a company- wide approach to sustainable development into all aspects of our business operations. In this paper we highlight BHP BillitonÆs experience in the development and implementation of policies and systems designed to enhance our contribution to sustainable development. We detail the business drivers for excellence in this area and the key external codes and initiatives that have shaped our approach. The values-based BHP Billiton Charter, Sustainable Development Policy and associated Health, Safety, Environment and Community (HSEC) Management Standards are central to our approach. Implementation is reviewed through our HSEC audit program. One area in which we have placed particular emphasis is our approach to community development. BHP Billiton has a corporate target to contribute one per cent of its pre-tax profit on a three year rolling average to voluntary community programs. As our profit stream has increased with the minerals boom this is approaching an A$100 million commitment. In our paper we detail how we are working to ensure we maximise the value of this contribution for our communities and our shareholders.

The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.

Mine closure planning integrated into life-of-mine (LOM) planning during the operational phase consists of many subcategories. One of these subcategories that needs to be fully integrated into the LOM planning is that of water management planning. Issues arise when mine water management infrastructure, which is required post-mine closure, is only considered closer to the end of LOM. Once the mine is closed monitoring is focused on water quality as an indicator of closure performance, hence inadequate upfront post-mining water management planning or integration into operations will result in environmental harm. The lack of considering post-mining water management is not uncommon in LOM planning. Poor mine site water management and planning are a wide reaching problem for the mining industry. Numerous active mines have been issued with environmental notices and penalties for contaminated water discharge; including issues with abandoned mines now being cared for by governments all over the world.Mitigating sources of water contamination caused by existing and closed mine sites that are leaching pollutants might be impractical, due to inaccessibility to the contaminants or final landform topography. The opportunity to consider and introduce post-closure required mine water management infrastructure is lost once the waste facilities are constructed. Mitigating contamination is made more problematic with mines located in remote areas, serviced by dedicated roads, water supply, electrical supply, etc. It is expected that these services will be decommissioned or drastically reduced, once closure is reached making remedial work much harder. Inadequate planning, to ensure access and easily maintainable water management infrastructure, could lead to erosion and contamination going unnoticed. There are numerous examples of poor mine water management practices in Africa, Asia, Australia, South and North America. In the United States more than 23 000 km of streams are affected by pollution sourced from some 50 000 abandoned or mature mine sites (DeGraff, 2007).CITATION:Boshoff, H J J, ?2014. In Australia we usually define "resource" in purely material terms, and rarely relate it to intellect and human capacity. We look at the sheer abundance of our natural resources and are satisfied with the feeling that we don't really need-to rely on using our brains. Certainly our country is fortunate to have the mineral resources it does, but in many ways Australia's worst enemy is its "lucky country" syndrome because we tend to underutilise the great resource we have in the capacities of our people. Raw material exports will undoubtedly continue to contribute a major share of our export revenue, but to harness the riches our country has to offer most effectively we need the vision and planning necessary to bring together our material and human resources. There is a need not only to find, exploit and process our minerals economically, but to turn as much of our mineral wealth as possible into high value products before it leaves the country. In particular we must use our brainpower if we want to maximise economic benefit from and political influence over the strategic minerals which leave our shores. In the past we have been successful in finding and exploiting minerals because our mining industry has been in the forefront of private sector research and development. But if Australia is to have an advantage over other mineral rich countries in insulating itself from the effects of cyclical swings in commodity prices, then the future of the industry must lie even more in technological sophistication rather than depending. on such considerations as size and location of mineral deposits. To survive, our mineral industry must have the foresight and resourcefulness to make its own luck. There are two keys to increased efficiency in exploration and production and in further processing methods: enhancement of the skills of the workforce and continual improvement of R&D.

India is well endowed with vast reserves of banded hematite ore, about 12 billion tonnes, estimated by some conventional methods. Various authors have assessed this huge reserve using some advanced geostatistical methods. A Banded Iron Formation (BIF) belt named the `Singhbhum-Keonjhar-Bonai' belt in India has been chosen as a case study. In this paper, the experiences of Chiria iron ore, in particular, have been described. This study will finally create a dynamic mineral inventory after standardising the geostatistical parameters which will help to cater for the needs of the stringent quality requirements of the Indian steel industries.

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New- York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company's faith in pioneering' this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three-year period. Also to be discussed will be the operation of this line during the past eleven months.

Classification within the Inferred Resource category is based on geological judgement and the balance of extrapolation versus interpolation that the Competent Person is prepared to accept. These resources are typically drilled at spacings well in excess of the geostatistical range and at a density that is non-uniform. In many cases, a substantial proportion of the available data will be historical, and should be considered with more recent data sources. The provision of a robust geological model will increase the confidence in any resource estimate, and should be viewed as a critical component. The definition of Inferred Resources is of great importance to vein gold projects, since Indicated and Measured Resources generally require costly underground development for delineation. Indeed, many gold vein operations possess substantial quantities of Inferred Resources (>75 per cent) in their resource inventory both at project start-up and during production. This contribution explores a number of the key issues when using the Inferred Resource category and presents four recent case studies.

The Société Nationale Industriel et Minière (SNIM) is expanding its ore and concentrate production capacity in Mauritania, West Africa. This government-controlled mining company has been in production since 1963 and currently exports some 12 Mt/a.SNIM is presently doubling its magnetite concentrate production at the Guelb el Rhein mine. An existing processing line will have a second parallel production line of 4 Mt/a added. The mine is located some 600 km inland from the Atlantic coast in the heart of the Sahara Desert.The metallurgy of the ore is reasonably straightforward. It is a magnetite banded iron formation that is amenable to magnetic separation. While the existing plant uses semi-autogenous grinding and dry magnetic separation, the new processing line will use HPGRs, dry magnetic separation, and a wet milling and magnetic separation circuit for treating middlings.The process choices refl ect the scarcity of water in the region, the high cost of locally generated power and the operating experience and preferences of SNIM. Dust control in the desert environment has been a particular challenge.The metallurgical design aspects as well as the infl uence of the environmental and commercial aspects of the project are presented.

As more and more mining operations around the world either switch to, or trial, electronic initiation systems, the breadth of knowledge and experience regarding their effective application has widened considerably.In South America, for example, there is a strong perception that in order to achieve the finest possible fragmentation, very short electronic delays must be used between successive holes within a row. Limited field studies involving measurement of fragmentation have been conducted to support that paradigm and there are few long term studies which have been strongly supported by measurements of productivity either in the pit, in the plant, or in the leaching pads.On the other hand, some well documented studies have been conducted in North America, showing not only the impact of delay timing on fragmentation but also the effect on semi-autogenous grinding (SAG) mill productivity over extended periods of in excess of 12 months. To date, those studies suggest that optimum timing is considerably longer than the times commonly used in South America.This paper explores the current knowledge of the effects of delay timing on issues ranging from size distribution to vibration impacts in pit walls, to vibration and overpressure impacts in surrounding communities. It also explores how fragmentation modelling can be adapted to reflect fragmentation trends that have been reported in various technical conferences around the world.

The green energy transition is speculated to cause an increase in the demand for raw materials while recycling rates are improving; discoveries are required to maintain supply. Geological remote sensing offers a cost-effective way of exploring mineral resources. While satellite and airborne imaging are routinely used for exploration targeting, a gap remains at the outcrop scale. Hyperspectral imaging (HSI) is advantageous for large-scale regional mapping, typically performed from satellite or airborne platforms. Accurately mapping geological lithologies remains challenging in inaccessible areas, such as rough terrain or mine sites. Proximal sensing techniques can boost geological activities’ reliability, safety, and efficiency in exploration or during mining activities. It also generates objective, reproducible results and valuable raw data that can be archived, further processed, and re-interpreted. Ground-based hyperspectral imaging of outcrops has steadily increased during the last decade due to sensor development and better processing routines. There is often a big technology gap related to mineral mapping, integration of images and spectra (reduction in manual identification of minerals and types) and hyperspectral data visualisation through remote sensing. TEXMiN Foundation, in collaboration with its industry partner Dassault Systemes Foundation, carried out the project, ‘Developing Hyperspectral Image Processing and Analysis, build a rich library of Hyperspectral images of a vast range of minerals from India which will help in increasing prediction accuracy of mineral deposit for mining exploration’.

In many cases mine design is the most important driver of the profitability of a mining project, however to reach an æoptimumÆ mine plan many compromises have to be made. Some of the fundamental profit (and loss) drivers relate to stoping methods and stope design parameters. Inevitably trade-offs have to be made between the stability of underground openings, ground support costs and production efficiency. This paper looks at the role of geomechanics in the mine planning and design process. The concepts of æcontrollable lossesÆ and æuncontrollable lossesÆ are developed as a means of partitioning ground control costs. A stope design example is given which provides a method of examining mining costs, and includes a decision making element in order to quantify geotechnical impacts and select stope dimensions. The method also provides a general framework as a means of balancing ground control costs against maximising returns from an underground mining project.

"Every year a large number of projects are evaluated by small listed and unlisted mining companies that are hoping to find the ideal project, which will catapult them from a mining junior status to that of a mid-tier mining company. Usually this includes finding the æidealÆ or ærightÆ orebody and then developing a process which will allow cost-effective recovery of the valuable metals and the production of a saleable product. These dreams are seldom realised and there are a number of good and obvious reasons for this. Issues that are generally high up on the agenda for the smaller companies are: cost of developing a project before the feasibility study stage finding a suitable, or optimum processing technology financing of the project dealing with risk.The most expensive part of the development process for the small miner is often the exploration side of the business and finding the æidealÆ orebody. However, finding the right orebody will not be discussed in this paper. The æidealÆ orebody does not necessarily solve the problems of the mining junior, as much of the uncertainty lies in the process required to recover and produce the final metal product. Once a mineralised deposit has been identified and the grade at least reasonably qualified, the development of a suitable process becomes the driver to convert the deposit into an orebody. This paper proposes that a small exploration company has a very limited opportunity to succeed if it does not do sufficient homework before it identifies the æidealÆ orebody. The risk profile for the small mining company, by its very nature, has to be different to that of a major company and as a result the opportunities often lie in managing different and often new process options, which may be the key to bring such projects on line successfully.CITATION:Muller, H and Lorenzen, L, 2012. Currently, there are several open pit mines with production rates of about 200 000 tpd of ore that are reaching the end of their economic lives. In most cases, the remaining orebody extends to depths greater than 300 m below the pit limit, leaving hundreds of millions of tons of reserves that can only be recovered by means of an underground mining method. One such method used for mass production is block caving. This paper presents a ventilation system for a four-zone block cave mine operation developed on a footprint 1000 m wide and 1200 m long. The system is designed for a mine with a nominal production rate of 120 000 tpd of ore using diesel powered units on the production and reduction levels. It discusses the air quantity requirements for the worst case scenario, which is anticipated to occur five years after the mine has reached its full production capacity. Finally, it summarises the results of computer modelling exercises that were carried out to determine an economic ventilation infrastructure that includes shafts, drifts, main fans, and ventilation control devices.

Operating metallurgists spend a significant part of their time running plant trials to compare two or more conditions in order to improve the process, such as a new reagent, flow sheet or piece of equipment. The best way to conduct such a trial is as a paired experiment when testing two conditions (eg 'old' and 'new') or a randomised block design when testing more than two conditions. These experimental designs should always be preferred over alternatives if their requirements can be met, because they block the effect of uncontrolled variables ('covariates') and are the most statistically efficient, ie they will lead to the required level of confidence in the outcome faster than other methods. Sometimes, however, it is not possible to switch condition easily, which is a prime requirement of these methods. In such cases the only option may be to switch condition once only, and compare the process performance before and after the switch. Examples are testing grinding media, large equipment, or long residence time processes such as leach trains or CCD thickeners. This paper considers some data analysis methods to deal with this situation. Modelling with intervention analysis (IA) uses regression models with a dummy variable to indicate the presence or absence of the test condition. IA with a time series model ensures that the residuals are uncorrelated. IA with a process model helps to deal with the problem of covariates. The reference distribution is a method free of any statistical assumptions but is less powerful than the other methods. Cusum charts are a helpful visual aid to interpreting time trends. A combination of these methods can help improve the confidence in the final decision. None are as good as a formal experimental design such as a paired trial.

This paper presents an application of the newly developed risk-cost-benefit (RCB) framework to support risk management decisions for the selection of wall monitoring technologies at an open cut mine site. The RCB framework quantitatively assessed the risk of unstable slope-induced wall failure and its impact on both loss of life and coal recovery. The RCB framework was utilised in the selection of an optimum group of risk-controls to effectively manage the risk of wall failure to ensure safety and optimal production occurred. The RCB framework incorporates mathematical modules that integrated RCB calculations and risk-control effectiveness assessments to determine the risk reduction and financial impact of the examined safety initiatives.This paper provides an overview of the five-staged RCB framework, incorporating the RCB decision support tools, RCBGEN (Risk-Cost-Benefit Generator) and RCEMETHOD (Risk-Control Effectiveness Method), and demonstrates its application to slope stability risk management at the case study site. The RCB charts are designed to display a balance between risk, cost and benefit for easy interpretation by decision makers to support the objective selection of an optimum suite of risk-controls. The RCB analysis revealed that a combination of ævisual inspections, automatic extensometers and radarÆ for fast- and slow-wall failures with structure were sufficient to reduce the probability of loss of life (PLoL) to the æModerateÆ zone as defined by the Australian Geomechanics Society (AGS, 2007) for the case study site. The new framework presented in this paper provides a method to effectively determine the suitability of risk-controls and supports industry efforts to reduce risk to as low as reasonably practicable (ALARP).CITATION:Kizil, G V, Bye, A and Joy, J, 2012. In the metal and mineral industry, different empirical techniques are used to estimate the remaining thickness of the lining within an operating furnace. The disadvantage and costly factor when using these methods is that production needs to be halted. Hatch has developed an accurate and reliable technique based on stress wave propagation principles to determine the condition of the remaining lining whilst the furnace remains online and operational.The technique involves test data collected and compiled to generate 3D imagery used to assist operators and maintenance planning personnel with valuable information showing areas of metal penetration in the lining, remaining lining thickness, exact location of voids, cracks, poor contacts and deterioration due to chemical attack. In this paper, the principals of the AU-E technique will be explained both theoretically and practically. In addition, the use of ultrasound technology for determining the condition of copper cooling elements will be briefly addressed.

Mines operating close to communities face growing challenges, especially with their drilling and blasting activities. Proper management of environmental and community impacts is critical to provide sustainability to the mining business in the long-term, by enabling the licensee to operate. This paper will present new technology solutions to minimise the impacts to communities and the environment from blasting operations. A case study of the wireless initiation projects conducted at Kinross Morro do Ouro Mine (located in Paracatu, Minas Gerais – Brazil), will be presented. Focused on overcoming the complex challenges in the mine, Orica and Kinross searched for initiatives to optimise the drilling and blasting operations. The team evaluated the WebGen™ wireless initiation system for controlling environmental impacts as well as operational flexibility and productivity. Since January 2023, three planned wireless blasts to demonstrate the technology and applications were executed. In the tests, the vibration level was able to be maintained lower than the limit of 3.0 mm/s while dust and flyrock impacts were well controlled. The main benefits of using this technology for the Morro do Ouro Mine are: reducing the number of blasts while increasing the blasted mass per month; control of projection of fragments using additional cover; dust control by watering the bench easily; lightning initiation risk reduction due to the absence of wires or tubes on the surface; flexibility in changing the blast day to better control the noise and dust; flexibility in mine planning mining (potential application in the future). The use of the WebGen™ wireless initiation system, enables improved productivity while enhancing safety and reducing impacts to communities. Implementation of this technology has enabled Kinross Morro do Ouro Mine to build trust with its neighbours, maintain the license to operate, and helping to mobilise resources in a sustainable way. This has allowed Kinross to position Morro do Ouro Mine as a world reference operation, especially in relation to innovation, safety, and social responsibility.

Hamersley Iron's pellet plant at Dampier involves ore drying, dry grind- ing in ball mills, disc balling and, indurating by use of the straight grate system. After five years of operation, the plant's output has been increased from the design capacity level of 2 M.T.P.Y. to 2.5 M.T.P.Y. Steps taken in equipment modifica- tion, improvements in process control, and changes in maintenance procedures are described.

The Singapore Land Transport Authority (LTA) has been procuring the expansion of their underground mass rapid transit rail network at a prodigious rate since the first line opened in 1987. Four lines (149 km) are currently operating and several more lines are at various stages of planning/construction; one of these is the Downtown line stage 2 (DTL 2).DTL 2 contract C917 was awarded in September 2009 for S$320 M. On 18 June 2013 the original contractor became insolvent, leaving the works incomplete. Following a fast-tracked tender process, McConnell Dowell was awarded the S$254 M contract on 29 August 2013 to complete the works. This contract includes two underground stations constructed by cut-and-cover methods and twin bored tunnels between the stations. Each tunnel is 1400 m long, excavated by earth pressure balanced (EPB) tunnel boring machines (TBM) at an average depth of 20 m and segment lined to 5.8 m inner diameter. The tunnel alignment is located under a busy five-lane road lined with prime residential real estate and congested with utilities.To compound the difficulty the tunnels are located within the notorious Bukit Timah Granite formation. This has a very wide range of strength, from below 1 MPa to over 300 MPa. This strength range is a consequence of six weathering grades, from soil to fresh rock, with the fresh granite causing severe abrasion problems. The various grades can occur within a very short distance of each other. Consequently, the problem of supporting a mixed face exists, particularly in the intermediate weathering grades where intact rock is encountered in the invert and corestones within a loose soil matrix in the crown, which can increase the instability by allowing the ground to flow into the TBM.The focus of this paper will be the excavation of the bored tunnels by EPB TBM used by McConnell Dowell to complete these challenging works.CITATION:Jones, G and Shepherd, J, 2014.
