Surviving mine structures and site relics are part of the industrial heritage signifying the technological and economic development of a small isolated nation. Some of these are described. Identification, recording and preservation where practicable is advocated.

The transition from exploration to feasibility is a stage in the development of mineral resource projects that is frequently not handled well. The transition marks a point in the project development process where resource evaluation priorities change significantly from the discovery of mineralisation and the rapid assessment of the potential tenor of the mineralised system, to the detailed assessment of the deposit.   Information used in the exploration process tends to be of a qualitative or theoretical nature initially, but gradually becomes more quantitative in character as geological knowledge relating to individual prospects grows.   The transition from discovery and rapid exploration of a new deposit occurs at a relatively early stage in project development, coinciding with the first attempt to prepare a resource estimate for the deposit. Fundamental assumptions regarding both structural and grade continuity and uncertainty inherent in existing information need to be made so that they themselves may be addressed during the collection of additional data.   The effective commencement of feasibility studies involve the introduction of new accountabilities either as a result of appointment of a project manager, and through needing to be able to quantify: ò     the quality of data being collected for resource evaluation purposes; ò     confidence associated with resource estimates; and ò     the need to develop an audit trail for the project, required to make the resource evaluation decision-making process as transparent as possible.   Quality assurance is a concept to which exploration geologists have frequently had little exposure. Being able to demonstrate the quality of data used in feasibility studies is, however, a crucial component of the overall risk management and reduction.   Development of a transparent audit trail for data assists in demonstrating the quality of data which is frequently perceived to translate directly to confidence inherent in resource estimates.   Establishing procedures for geological data collection and management also provides a more reliable framework for making decisions that impact on project execution, again resulting in improved confidence in resource estimates and associated geoscientific data.   Regular, independent technical audits, in principle similar to audits conducted for the ongoing certification of standards compliant quality assurance systems, are a major, positive factor in effective project management and execution.   Information used in project evaluation, feasibility and development must be based on facts. Facts are effectively observations that are ideally made systematically, recorded in a systematic manner, and by being collected effectively are not subject to change.   Effectively managing the transition from exploration to resource evaluation, feasibility and project development involves recognising the nature of changes in the nature, detail and scope of geoscientific data required at each stage of project development. In doing so it is essential to: ò     recognise when the change occurs (as early as preparation of the initial resource estimate for a project); ò     accept that the change may not be gradual; and, ò     ensure that the project evaluation team is adequately resourced.   These objectives require recognition of the value of previous experience and the need to instill a true team approach amongst both staff and contractors associated with the project. Regular formal and informal communications between staff, contractors and other stakeholders in the project are an essential tool in ensuring personnel are aware of factors affecting their role in the project.

An Environmental Impact Statement (EIS) for a major mining development typically has to address various aspects of surface water management, including some which generally tend to be the more contentious: the diversion of rivers and creeks from areas disturbed by mining, and their rehabilitation; the effective management of disturbed area run-off via the collection, containment and treatment of contaminated water on site in sedimentation dams; the collection, containment and treatment of mine pit water; the decommissioning of surface water storages; final void water quality; and water discharge criteria. Environmental Impact Assessment processes for proposed mining developments in Australia at the state and commonwealth level usually involve a form of Initial Advice Statement (or Notice of Intent), Terms of Reference, an EIS, and a Supplementary Report (or similar) which responds to agency and public comment on the EIS. The EIS is used by approval agencies to decide the acceptability of the Project, and to set the conditions of approval. The conditions are often in the form of a state-issued æOperational LicenceÆ or similar. With mining, the initial approval at the EIS stage is often just a pre-cursor to various other planning related approvals, including obtaining a mining lease. Afterwards, mine plans and plans of operations must be submitted to government at various stages of the mineÆs life, ostensibly to provide the detailed mine planning over periods of one û five years. Despite all this additional planning and documentation beyond the submission of the EIS, government approval agencies are increasingly not satisfied with conceptual water management designs and commitments to an outcome (such as meeting a specified water quality standard) in the EIS. Agencies are also requiring sufficient water management design information to be convinced that the outcomes are achievable. To assist proponents of major mining developments, the Queensland Government has published Technical Guidelines for water management, and Environment Australia has published a æBest Practice Environmental Management in MiningÆ booklet on water management. In addition, the Australian and New Zealand Environment and Conservation Council (ANZECC. 2000) has published Water Quality Guidelines which provide an approach to water management, and provide receiving water investigation trigger criteria. So, what are the water management issues that are likely to be the subject of comment, debate and negotiation prior to the EIS being approved? and what commitments may a mining proponent have to make in order to convince the approval agencies that sufficient investigation and design has been provided? This paper provides some answers to this question, by reference to recent major mining proposals which the author has managed through state and commonwealth Environmental Impact Assessment processes.

The REGCHEM (Regional Exploration Geochemistry) database of open file mining company data, managed by GNS Science, has recently been upgraded with the compilation of additional data, especially for the Otago region (see http://maps.gns.cri.nz/website/minmap). In June 2007, data compiled for the Otago region included more than 2000 stream sediment samples from 19 surveys, more than 800 BLEG (bulk leach extractible gold) samples from 12 surveys and a few pan concentrate samples. The stream sediment samples were typically analysed for Au and As, and in many cases for other elements including Cu, Pb, Zn, Sb, W and Mo. The BLEG samples were analysed for Au and in some cases also for As. The main exploration target was mesothermal gold deposits in the Otago Schist, although one survey of the Otago Peninsula targeted potential gold deposits associated with the Dunedin volcanic complex. Geochemically, the mesothermal gold deposits are characterised by anomalous As and Au, with some also characterised by anomalous W and Sb, and these four elements are the best pathfinders in stream sediment geochemical surveys. The introduction of lower detection limits in Au analyses in the more recent stream sediment surveys and in the BLEG surveys enables the use of this element as the primary pathfinder for mesothermal gold deposits.

The El Teniente mine produces more than 340 000 tonnes of fine copper per year from an industrial complex of underground mine, concentrator and smelter. Mass caving methods are employed to deliver approximately 95 000 tpd of ore to the mill, from a number of sectors underground, each sector being in effect a large-scale mine in its own right. This mining activity has faced challenges over the course of the last century such as:the capacity of the underground mine has been expanded to maintain and increase output of fine copper; the increasing size of the ore fragmentation forced to change the mining method to achieve the high productivity and profitability required in the business; and to modify the mining methods to continue mining at depth with safety. Fundamental activities in these mining methods, for the successful initiation of caving and subsequent draw, are:undercutting the base of the block or panel by blasting; and excavating of drawbells. The undercutting design evolves mainly on the height of the blasting to manage the change on ore fragmentation. The methodology move away from incorporating massive areas, typical of the block caving method, to a continuos blasting, typical of the panel caving method. Drawbell design changes on geometry, dimensions and sequence of excavation to deal with a corse ore fragmentation and the resolution of mining difficulties in the form of major rock bursts and collapses of production facilities. This paper focuses upon the evolution of the undercutting and drawbell design used at El Teniente mine and techniques under consideration to deal with future caving operations to provide the bulk of the daily production for the foreseeable future.

The production of stabilised backfill at mine sites commonly uses Portland cement as the binder. Calcined gypsum has cementing properties and is cheaper to produce than cement. This paper discusses the strength of fills stabilised with calcined gypsum. Laboratory tests were carried out on specimens prepared from tailings obtained from four different sites to allow for the wide variety of tailings found in practice. The results show that the gypsum-based fills can achieve a strength of I MPa using around two and a half to four times the corresponding amount of cement.

In April 2000 Mount Isa Mines installed hoist ropes of a new design on the double-drum winder at their P49 shaft. The ropes, CASAR Duroplast, were about three times as expensive as the previously used triangular strand ropes. The P49 shaft is situated at Mount Isa MinesÆ George Fisher Mine, located some 30 km north of Mt Isa. This shaft used the tried and proven 6 x 33 triangular strand style ropes. The rope life attained by these ropes at the time was acceptable due to many years of satisfactory performance. The following study indicates the improvement of service life using CASAR Duroplast rope in P 49 shaft, which depends on shaft and winder parameters of that particular shaft and cannot necessarily be generalised to other shafts.

There is very little in Australian mining law that sets out the rights of mining tenement and exploration licence holders as against other parties who wish to carry out ground or aerial surveillance over those areas.There have already been several legal actions arising out of this lack, and more can be expected as the public places more rigorous constraints on corporate and individual behaviour. Field personnel, who are mainly fairly junior and less experienced, are entitled to some guidance from the minerals industry, guidance which up to now appears to have been either lacking or covering such a wide range of standards from corporation to corporation as to be virtually useless.Because each State writes its own laws there is no consistency, and the laws generally are lagging behind developments in the industry. In particular, the practice of granting mining tenements for sporadic exploration, a practice that is a leftover from much earlier mining law, has dotted the Australian continent with unattended and unmarked or poorly marked tenements that are difficult to find but confer on the holder prior rights to the minerals under them. Entry onto those areas in most jurisdictions is an offence and their existence compromises the efforts of regional explorers.This clearly unsatisfactory situation requires remedying, which is the purpose of these proposals. A more systematic approach to the granting of reconnaissance, regional and detailed exploration, mining, and retention rights will eliminate much of the problem. For the rest, a code of practice needs to be adopted as soon as possible.

Haul roads are often permanent unsealed access roads used by heavy haul trucks to transfer minerals. These roads can deteriorate rapidly which results in potholes, deformations and dust. Downer EDI Works has successfully provided efficient solutions to the mining industry to maintain their haul roads. HaulPac as a solution package is a process in which a bituminous emulsion is used to create a stable and durable pavement. The emulsion penetrates the road and binds the particles together, creating a stable base. It also seals the surface and prevents water from penetrating the underneath layers. Bituminous emulsion can increase the strength of the pavement material and decrease the road surface degradation which results in dust suppression. However, the everincreasing price of commodities, the necessity of reducing carbon emissions and the increasing use of autonomous haul trucks have made it vital to invest in novel maintenance solutions that can meet the needs of the mining industry in a cost-effective manner. This paper outlines the benefits of bituminous emulsion in terms of productivity, safety and environment followed by Downer’s approach to evaluate the suitability and to optimise the amount of product. The potential for changing the colour of the treated surface is explored and an initiative that incorporates end-of-life tyres of haul trucks into the pavement is introduced. And finally, an innovative method using artificial intelligence to estimate dust emission is presented.

Addressing community concerns in relation to an economic activity, particularly when it causes significant community impacts, is especially important for the development of extractive industry projects. Pipelines comprise an integral part of many hydrocarbon developments, which may cause different effects on local economic development, communities and the environment compared with open cast mines. This paper explores community impacts associated with a case study of the oil pipeline æEastern Siberia-Pacific OceanÆ in the Republic of Sakha (Yakutia), Russia. Based on semi-structured interviews, conducted in 2006 - 2008 in Russia, the paper investigates claims of local communities about potential impacts of the pipeline development of their environments and economic activities as well as community claims for greater involvement in sharing the benefits from this major infrastructure project. A community of Indigenous people, Evenk, is likely to be most profoundly affected by the development due to impacts on their traditional activities such as hunting and reindeer herding. The paper examines in detail the regional economic, social, environmental and Indigenous peoples concerns over the construction of the oil pipeline and investigates actions and methods adopted by community organisations to voice their concerns about the pipeline development. Finally, the paper assesses the process of interaction between the pipeline developers and regional stakeholders.

A coal mine is proposed for an area where a major river traverses the project area. There were initial concerns that inflow of groundwater from exposures of high permeability alluvium associated with the river system could pose mine dewatering problems together with adverse impacts on surface water resources in the river. The project included collation and analysis of geological and hydrogeological data collected historically over a long period of project investigation and evaluation. The project also included establishment of additional groundwater monitoring points to provide a reliable groundwater contours. The groundwater level contours were produced to allow numerical models to be calibrated to support estimation of groundwater inflow. River bed cross sections were also prepared to assist study of the effect of river flow on the inflow. Two separate MODFLOW groundwater models were produced to simulate long-term groundwater inflow to the mine with an upper model consisting of the Quaternary and Tertiary alluvium lumped together and a lower, separate model consisting of Mesozoic coal measures. Analytical solutions were used to predict initial inflow from the alluvium and from the coal measures.

The industries and companies represented at this Conference are in an arena of high competition, risk taking and enormous capital outlay. They are industries which our overseas markets (rightly or wrongly) have criticised for industrial relations problems, unreliable production and uncertain deliveries. They are industries which have an urgent need to be cost effective and competitive at all levels of activity.A critical factor in the mining and metallurgy industries is, therefore, its human resources and its human resource management. It requires the full use of available talent, innovation, skills and qualifications within its workforce, and the appropriate management of these resources.

What is the best circuit to comminute primary crusher product to make beneficiation feed? Finding the best circuit to crush and grind minerals to beneficiation sizes is a complex problem that can lead to interminable discussion. Conclusions reached can be questioned. This will continue as long as the technology of comminution continues to expand, and is a mixture of many technical and economic factors in what is not a precise science. Laboratory and pilot plant procedures now exist that can help process engineers make sound decisions on which circuits are the best for crushing and grinding the specific ore being studied. It is the aim of this paper to discuss such procedures so a better under- standing of key decision parameters is avail- able, and to update comminution testing which has seen a. period of change in which new procedures have been introduced.

The Pajingo gold operation in Queensland is approximately 50 kilometres south of Charters Towers and 134km south-west of Townsville. The resource was discovered in 1983 and first open pit gold production began in 1986. The mine traditionally employed a bottom-up sequence – a combination of modified and traditional Avoca methods with run-of-mine waste backfill. This practice caused many high-grade crown pillars to be left in place, yet accessible. In recent years, these crown pillars have been extracted by injection grouting of rockfill. This process facilitated blind up-hole open stoping. To date, thirteen separate injection campaigns have been completed, of which ten were deemed successful. In general, the two key technical difficulties in this mining technique are: maintaining a consistent high-quality ground consolidation of the rock fill material; and controlling the drill and blast practices during stoping. Here, effective drill-and-blast control was found to be essential to achieve the dual aims of 100% extraction, and maximum sill pillar stability to minimise dilution. During stoping, the technical performance of the consolidated rock-fill was recorded; both to verify the design, and to identify operational improvements. The results showed that Pajingo has realised both reduced production down-time through use of early strength gain grout, and more rapid and thorough grout consolidation through changes to the emplacement method. The optimisation of consolidated rock fill has led to several quantifiable benefits to the mine, including: profitable extraction of previously sterilised crown pillars resulting in both increased ore reserves and production profile; improvements to the stability of grouted stope crowns, thereby reducing safety and production related; risks associated with open up-hole stopes; reduction in cost and time constraints, with respect to the grouting of loose fill; and reduction in grout curing time – from 14 days to 8 days – thereby minimising production down-time. This paper is a case study of the evolution and optimisation of the up-hole open stoping mining method at Pajingo. The challenges and successes are discussed in terms of their key mining outcomes. The application of microwave energy as a substitute for conventional heating has drawn interest from many researchers in extractive metallurgy. Microwaves have a heating effect just as many other forms of radiant energy. Microwaves are able to penetrate the substance at which they are directed and in being absorbed heat the material from the inside. As a result of heat generated in the interior of a particle, microwaves can affect the rupture of a particle (in this case a host ore) and break down the matrix of the particle (host ore) and expose the recoverable mineral to the leaching reagent. Two series of leaching experiments were carried out at temperatures above 90????C using a conventional heater (hot plate) and a modified 850 W, 2.45 Ghz microwave oven. One series of tests was carried out at ambient temperature. A pyritic/arsenopyritic gold concentrate was leached with 3.3 kg/t to 6.8 kg/t NaCN for two hours. The extraction of gold at 6.8 kg/t NaCN was higher in microwave assisted leaching (59 per cent) than the extraction obtained in leaching at conventional heating (39 per cent) and ambient temperature (28 per cent). Extraction of gold was dependent on the size fraction used and was 48 per cent for û75 ¦m, 43 per cent for û90+75 ¦m and 37 per cent for û150 + 90 ¦m size ranges.

The Culampajß auriferous district is located in the northern sector of the eastern edge of the homonymous hill, Catamarca Province, Argentina. Tajo Largo mine is situated in the southern flank of Las Minas gulch at an approximate height of 3.600 m above sea level. In the studied area main outcrops are orthogneiss rocks of Chango Real Formation. The ore mineral is native gold with a lesser amount of pyrite, chalcopyrite, haematite, limonite, malachite, azurite and covellite. These ore mineral assemblages are disseminated in quartz veins filling tension fractures in the host orthogneiss.Several types of inclusions have been recognised, including three phase H2O-CO2liq-CO2vap inclusions, polyphase inclusions with H2O-CO2 and one or more solid phases, and two phase aqueous inclusions. In the three phase H2O-CO2liq-CO2vap inclusions the Tmclath is about 1¦C and the CO2 liquid-vapour homogenisation occurs at 26 - 28¦C, to liquid phase. The homogenisation temperature of H2O-CO2 occurs at 365 - 380¦C in the aqueous phase. This set of data defined a solution with a salinity of 14, 4 wt per cent NaCl equivalent and a density of 0.84 g/cm3. In the two phase aqueous inclusions the melting temperature (Tm) of -5.4¦C and the eutectic point (Te) in -38¦C indicates a salinity of about 7.5 wt per cent NaCl equivalent, with the probable presence of Ca2+. Density of fluid is about 0.83 g/cm3. Homogenisation temperature ranges between 260¦ and 280¦C. The pressure, temperature and salinity of fluids in the polyphase inclusions suggest an early fluid of high density and high salinity. The three-phase fluid inclusions may be the result of an unmixing-phase separation of post magmatic hydrothermal fluid due to pressure decrease along fractures. It is suggested that the deposit was formed during the late magmatic hydrothermal stage genetically linked to granitic rocks and can be comparable with the intrusion-related gold system of Baker (2003).

"The paper introduces the structure and work processes of outside auger hollow claw tipped mechanical sampler for coal. Twenty sets of claw tipped sampler performance tests show that: The design of inner hollow cylinder-type (?180 mm) can ensure to take a coal sample with nominal top size of 60 mm. Built-in self-cleaning piston pusher ensures no adherence and blocking of the sample. The operation practices show that the mechanical sampler can operate in order for taking coal sample with up to 16 per cent of total moisture. Claw closing design can avoid sample leaking or spilling during the claw lifting and ensure the integrity of primary increment. Ultrasonic positioning device makes the sampler capture the materials no less than 10 cm from the bottom of the wagons, basically meeting the requirement taking full depth of the sample. The precision and bias test indicates that the moisture and ash have no relative bias under the sampling process; the sampling precision is in accordance with the requirement in IS013909.At present, the spiral mechanical sampler is widely used for coal sampling but there are many limitations during application, for example: It is difficult to capture a large size sample, so the size range of a coal sample taken is limited. There is easy adhering or blocking for high moisture coal, which will result in the mixture of different increments, wear of sampler and the difficulties for cleaning and maintenance of sampler. It is difficult to capture the coal sample at lower than 30 cm from the bottom of the wagons, in order to avoid damage of the vehicle. It is possible for coal sample loss and spilling during the sampler lifting, due to the unsealed sampler.For the outside auger hollow claw tipped mechanical sampler designed for solving the above problems, the opening distance of the claw is the opening size of the sampler and makes the size range of the coal sample to be taken wide. During sampling, the two pieces of claws open and the sampler rotates vertically downward to capture an adequate coal sample after reaching the specific point. Then the two pieces of claws close tight automatically to ensure there is no coal leaking or spilling. There is an increasing need for reliable and comparable coal resource data and it is necessary to standardize the traditional classification procedures by quantifying the three basic evaluation criteria of economic feasibility, geologic assurance and recovery. For well documented deposits, geostatistical methods can consider- ably improve classification quality. A geostatistically based algorithm for classifying coal resources within the current Queensland and New South Wales codes has been developed. Application of the method in classifying resources from a number of seams exhibiting different structural characteristics is assessed. The method is found to give classification results which closely reflect the error associated with an estimate of resource quantities based on current sampling densi- ties. It requires a careful geostatistical analysis with emphasis on geological awareness. Resource category restrictions must be arbi- trarily assigned and remain constant for all deposits being compared. Engineering judgement is needed and interpretation may be required with isolated and peripheral blocks.
