Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. In lending his name, the expert will often, as in this case, be lending a name to conjure With.

Transportation networks extend every day around the world, requiring safe and well-maintained structures for efficiency and for users’ safety. Due to specific features of the infrastructure, such as longer tunnels, increased traffic and marginal safety rules, fire safety in rail and road tunnels becomes more challenging.The situation becomes more critical due to the global economy and increasing worldwide tourism, with multi-national companies often involved in both design and construction of transportation routes or systems in other countries. Tourism brings the risk of visitors becoming victims in a foreign land; thus, international law becomes more and more applicable to transportation projects all over the world, requiring a consistent approach to safety (UN Economic and Social Council, 2001; US DOT Federal Highway Administration (FHWA) 2006; US Transportation Research Board, Committee on the Role of Public Transportation in Emergency Evacuation, 2008; UK Parliamentary Office of Science and Technology, 1997).There are significant differences between rail and road tunnels, both in their functionality and safety requirements. Most tunnels over a certain length are equipped with emergency ventilation systems capable to control the spread of smoke by creating an air stream in the desired direction. Besides ventilation, fire-life safety (FLS) includes smoke and heat detection by linear or spot detectors, closed-circuit television (CCTV) and public address systems with prerecorded announcements, as well as evacuation signage and monitoring capabilities (Vägverket – Swedish National Road Administration, 2004).There isn’t a consistent, worldwide approach to the design of emergency ventilation systems for tunnels, with significant differences from continent to continent (US DOT Federal Highway Administration (FHWA), 2004, US Federal Transit Administration, Transportation Research Board, 2006). In North America US NFPA 130 and 502 standards for rail and road tunnels, respectively, represent the main criteria, however, they are continually revised and new versions issued every three years. For road tunnels the World Road Association PIARC issues guidelines, but they are not truly enforceable. There are no similar international guidelines for rail tunnels, except general recommendations by the International Association of Public Transport (UITP) (IAPT, 2003).In Europe the Directive #54/EC adopted by European Community Parliament in 2004 requires a minimum level of safety for road tunnels users in all existing and proposed tunnels in the Trans-European road network that are greater than 500 m in length. Authorities having jurisdiction in many other individual countries, such as Australia, Austria, Germany, Japan and others, enforce specific safety regulations (Miclea et al, 2007). While it is impossible to summarise all aspects of this topic in a short paper, a review of the design approach, the existing differences in safety requirements, as well as applicable design solutions to meet safety codes for both rail and road tunnels are discussed below.

For multi-site mining companies, checking the quality and consistency of the data recorded in risk registers is important for confirming how well mine safety management systems have been implemented. However, this task is complicated by the differences in scope of the site, their particular nature, the complexity of the operations and many other factors that can introduce nuances to the characteristics of the risk registers. We present here an application of a technique called Causal Network Topology Analysis for comparing the quality and consistency of risk registers. By quality we refer to, for example: - missing causal relationships between risks - location of missing controls - focus of risk treatment strategies: prevention versus mitigation controls. By consistency we refer to how causally interdependent are the risk events. There are often causal interactions between the lines of a risk register that mean that the likelihood and consequence scores that are applied to each risk event are not independent. We measure this degree of interactions by: - proportion of independent scenarios per register - efficiency of risk treatment strategy comparison. This approach can indicate quality and consistency differences between registers irrespective of the actual details of the site or operation. This occurs by comparing aspects of the structure of a causal network extracted from how the risk events, causes, controls and consequences causally interact. In this work we compare pairs of registers to demonstrate the approach.

Over the last 100 years in the Polish mining industry considerable work has been done to assess optimum slurry, develop flexible delivery systems and adjust the fill technology to a wide variety of mining and geological conditions. Sand or industrial mineral waste materials for the backfilling of underground voids are used to control ground movement and surface deformation. This paper discusses various criteria to he considered in the preparation of a fill, including slurry properties, mine infrastructure, mining geometry, placement methods and the purpose of the backfill. This paper presents laboratory and in situ test data on the influence of materials parameters on the slurry flow in a pipeline system, stiffness, permeability, binding time and strength of a backfill, on the distribution of mixture in underground voids or the penetration between roof fall Materials.

Experience has shown that the E-Type multiple indicator kriging (MIK) estimation technique often works well for resource estimation in stockwork mineralisation that contains a mixture of high and low-grade mineralisation types that are difficult or impossible to separate spatially. E-Type MIK, like ordinary kriging (OK) is a smoothing estimator and where data is sparse can result in estimates of grade tonnage curves that do not reflect the true block variability at selective mining unit (SMU) scale. The rank and replace (RR) estimation methodology is designed to reproduce both local block accuracy and true block variability at SMU scale and has shown good results when used with highly skewed unimodal diffusive style mineralisation. This paper examines the use of RR with mosaic style mineralisation typically found in stockworks via a case study using real data from Newcrest’s Telfer West Dome deposit. Resource level estimation results for ordinary kriging (OK), E-Type MIK and RR are compared to close spaced grade control models as the reference reality.Results show that stationarity requirements and declustering can severely impact on the usefulness of the rank and replace technique and that it should only be used where trends are not too strong and data are relatively uniformly spaced. This does not rule out its application to stockwork or mosaic style deposits. However, in this case, the presence of trends and different data densities requires the non-stationary domain to be further broken down into sub domains for the RR technique to be effective.CITATION:Kentwell, D and Finn, D, 2017. Debswana, owned by the Government of the Republic of Botswana (GRB) and De Beers in a 50:50 joint venture partnership, operates the Jwaneng diamond mine in Botswana - the most valuable diamond mine in the world. The mine provides between 60 - 70 per cent of DebswanaÆs earnings, and about 30 - 40 per cent of the GRBÆs income. In 2008, the company embarked on the Cut 8 Project - an open pit waste cut-back to expose more diamond bearing ore to sustain mine life by another six to seven years. This undertaking was much larger than previous cut-backs; it increased the waste stripping ratio threefold, increasing significantly the waste handling fleet of trucks, shovels and infrastructure, and impacted a large part of the materials handling plant which required replacement with new facilities. The project coincided with the beginning of the Global Financial Crisis (GFC) and a slowdown in the economy. Its $4 billion total life cost was billed as æthe largest private investment project in BotswanaÆ which produced heightened expectations amongst stakeholders that it would redress some of the issues brought about by the GFC and leave behind a legacy of jobs, increased opportunities for citizen owned business and improved social infrastructure.Most of the big project challenges were non-technical and ranged from dealing with various stakeholders?at?all levels, a 25 per cent currency depreciation of the Botswana Pula against the South African Rand, obtaining work permits for non-citizens in a job starved environment, managing construction to world class safety standards, managing the low productivity of construction workers and producing a viable legacy program that satisfied the GRB and stakeholders. Whilst most of these risks were identified in front end studies, the magnitudes were in many instances underestimated. Managing this uncertainty on Cut 8 can provide valuable lessons to other projects in a similar environment, or at least provide the information to indicate that these factors should be adequately provided for in the financial evaluation of a project in the form of budget, schedule, contingency or risk mitigation.CITATION:Jones, G M and J Rademan, 2012. Open cut coal-mining has been conducted in the Bowen Basin region of central Queensland for almost five decades, and has disturbed an estimated area of 140 000 ha of agricultural land until 2011. Approximately one-third of the area disturbed by mining has been rehabilitated to pastures or bushland. However, none of the rehabilitated land has yet been assigned a specific end-use. This research project develops an approach for assessing end-use risks for the regionÆs mined land, and develops risk assessment models for selected end-uses. First, a web-based survey of stakeholders was used to identify risks to be assessed. The risks identified were surface erosion, subsurface erosion, bushfires, weeds and feral animals. The survey also identified possible end-uses of bushland and grazing. Second, conceptual risk models were developed based on the risk assessment concepts of likelihood and consequence specified in the Australian and New Zealand risk assessment standards. Likelihood was modelled using site characteristics and management factors that influence the occurrence probability of risks (eg surface erosion), while consequence was modelled using a set of site condition indicators and condition thresholds (changes in root-zone water-holding capacity, soil erodibility, vegetation ground cover and soil organic matter and transition probability to a non-preferred ecosystem type).The factors influencing likelihood and consequence for each risk have been integrated using Bayesian networks. The next step in model development is to parameterise the Bayesian networks using existing equations, empirical datasets, or expert opinion where data are not available. The parameterised models will be used to assess grazing and bushland end-uses against erosion, bushfire, weed and feral animal risks for rehabilitated mined land sites, with the purpose of identifying the relative risks associated with each end-use, and the landform design specifications and land management practices under which end-use risks are minimised.CITATION:Maczkowiack, R I, Smith, C and Erskine, P D, 2012. A hidden asset in most exploration and mining activities is data. Common practice involves the spending of large amounts of money to discover, define and prove the viability of a mining project. Some organisations have used operations research analysis and internal costing methods to allocate a value to their data and to compare the costs of data maintenance to other more tangible activities like plant and equipment maintenance. Those organisations, which do not undertake such an analysis often, have little knowledge or understanding of the extent and the worth of their data. Often the organisations lack of knowledge and understanding of the data is indicated by their failure to fully exploit or realise their opportunities. The focus of this paper is to discuss new technologies that optimise the management and security of collected and derived data. The technologies discussed are components of the software systems acQuire and MineSight.

Classical electroslag remelting of consumable electrodes is a drop-by-drop melt feeding through a slag layer into a renewing molten metal bath, slowly solidifying into a homogeneous, dense, defectfree ingot in a copper water-cooled mould. The new look at the additive nature of the electroslag remelting (ESR) process in a protective atmosphere allowed us to formulate the principles of a comprehensive thermodynamic-based model that can predict dynamic changes in slag and metal composition at certain ingot remelting. The model considers drastically different slag-to-metal mass ratios at the beginning and end of remelting and predicts gas, slag and metal composition in a chain of thermodynamic subsystems. Despite consisting of calcium fluoride and stable oxides, the ESR slag can oxidise main and active elements from steel and alloys (primarily aluminium, titanium and silicon) due to chemical reactions between slag and metal. ESR is not an electrochemical process in its nature. However, slags are ionic melts and deviation in their composition causes a change in their properties, affecting both operation mode and ingot quality. Another important understanding derived from the modern metallurgy technological route is that the ability to refine metal from impurities is not a priority for the ESR because consumable electrode has already passed all stages of refining and deep degassing at ladle treatment that changes ESR slags engineering principles. The critical importance became slag’s ability to generate process heat and keep the melting composition in the metal bath unchanged (except for non-metallic inclusions assimilation). Slag engineering for ESR required a compromise between chemical inertness to a metal composition and desired physical properties deriving from technological reasons. The Directed Chemical Bonds Concept (DCBC) in a multicomponent oxide system was used to build predictive models of electric conductivity and the melting temperature of fluoride-oxide slag based on their chemical composition. Both models help to design a customised composition of effective slags for steel and alloy groups or individual grades, and they are significant steps in the development of a comprehensive model of electroslag remelting.

The importance of mine ventilation to health and safety in both coal and metalliferous mines has been long recognised. The primary and secondary ventilation systems in most metalliferous mines incur 50 per cent or more of the total mine electrical power consumption and frequently about 10 per cent of total underground mine operating costs. The requirements for ventilation-related horizontal and vertical development, fans and cooling have a significant impact on mine capital costs and also on mine schedules and start-up times and hence cash flows. There are increasing pressures on regulators and miners to reduce airborne contaminants such as diesel particulatematter, nitrogen dioxide and heat (wet bulb temperatures), and significant pressures to reducegreenhouse gases such as fugitive methane emissions from coalmines and the carbon dioxide footprint of both coal and metalliferous mines. Many previously Australian miners are now globaloperators and have extensive overseas mining operations where local ventilation standards and expertise may not be consistent with Australian practices. The role of the site ventilation officer is also changing with strict new requirements for the statutory position being introduced into Queensland metalliferous mines and the potential for this to become more widespread. Recent regulator and parliamentary review committees have identified systematic shortcomings in mine ventilation compliance, and statutory certificates in both Queensland and NSW now require continuing professional development to maintain currency. Public and investor support for mining are also increasingly contingent on safe, healthy and environmentally responsible practices and the standards for these are frequently tightening. Good ventilation design and operating practices that are consistently well executed therefore contribute significantly not only to a safe and healthy mine but also to a productive and cost-effective operation and the ongoing social licence to operate. There are a variety of ways of providing technical design and oversight into a mine’s ventilation systems; this paper explores some current trends in ventilation standards and statutory requirements, as well as ways to support and develop mine ventilation staff for both domestic and international operations and also the emerging senior technical roles of Group/Principal/Corporate mine ventilation engineer.

The major technological advances of the last 30 years have profoundly reshaped mining practices. Machines keep getting bigger while productivity continues to increase and manning levels drop. These trends will continue and the introduction of breakthrough technologies will continue to accelerate, driven by a continued focus on lowering the cost of production, improving the productivity of workers and machines, and ensuring safer working environments. At the same time, global consolidation of mining companies has impacted on technology development in a range of ways. There are many potential technologies being proposed, some already operating in Australian mines. The automation of underground load-haul-dump (LHD) trucks for example, continues the process of removing workers from the most dangerous operating environments. Global positioning systems fitted to draglines, fibre optic communication channels, and 400 tonne trucks are only some examples of what lies ahead. However, where we need to return focus is to the technology of management û which is also one of the two key interrelated themes of this keynote address. Have we, as an industry, adequately been able to keep up with technological advances? Are our management systems as competent as the machinery we employ? The other key theme is the processes of globalisation and consolidation. What are the impacts on our industry? What are the implications of these processes, particularly for the ways in which we manage our people? My paper is divided into several components:some comments on the coal industry and the dramatic restructuring we have seen in recent years; in the context of this restructuring, an overview of my company and its evolution; my views on the role of contractors; some comments on the consolidation also occurring in the mining machinery and equipment, technology and services sectors; some observations on two major areas of technology û drill and blast; and trucks, shovels and excavators; the implications of consolidation and new technology for our employees and management; and finally some comments on research programs.

Sampling equipment manufacturers endeavour to ensure that the mechanical equipment installed in sampling systems are designed and manufactured to adhere to the requirements of the International Organization for Standardization (ISO) or other standards relevant to the application. The mechanical parameters necessary to achieve these standards can be well controlled and requirements such as constant speed can be met through good mechanical design and engineering. However, when the equipment is installed and put into operation, the ISO compliance of the system is out of the hands of the equipment manufacturer and handed to the operator, who may be a generalist control system integrator.Making a sampling system perform according to standards, and being able to monitor and report on compliance require that the sampling system knowledge and the control integration is combined and applied in an integrated approach. Using a dedicated library of control routines developed for sampling can change a system from having compliant equipment to being a compliant system. This study considers realistic data for a planned open pit iron ore mine, but is applicable to any open pit situation. By interpolating drill hole data, grades are generated for a rectangular block model. Each blockÆs grade designation vector has components for each analyte (chemical element or compound) influencing ore value. Interpolation by means of geostatistical kriging leads to each block being assigned its expected value, and thus underestimates the overall grade variability. Alternatively, interpolation by means of conditional simulation is a method that implements random sampling from an infinite population of solutions. Each conditional simulation has appropriate overall grade variability, but estimating any blockÆs mean and variance requires sampling from multiple conditional simulations. For a block model, an ore/waste selection criterion maximises the expected tonnage at a target grade. This criterion is a linear composite of the grade components, with positive coefficients for the beneficial analyte (iron) and negative coefficients for the deleterious analytes (such as silica, alumina and phosphorus).Although conditional simulation gives the same expected grade as kriging for each block, the expected maximum tonnage of ore selectable at a target grade may differ from that obtainable from the kriged solution. We apply the linear composite selection criterion to each of 25 conditional simulations, as well as to the kriged block model. The resulting distribution of product tonnage is confirmed to have an expected tonnage that is over 20 per cent greater than that of the kriged model. The method also enables a selection probability to be computed for each block, and thus a probabilistic pit boundary distribution to be identified and used in mine planning. Proposed extensions will consider risk-based scheduling of the multiple selection solutions through minimisation of a derived æstress factorÆ and treating the mining process as an iterative system with actual or artificial ædepletionsÆ modelled in line with the mine plan, using the updated state (with new information) to re-evaluate the mine plan for subsequent periods.CITATION:Everett, J E and Grobler, F, 2013. According to the literature, material transportation represents 50 per cent of the operating costs for an open pit mine. In this context, this paper proposes a multistage approach for dynamic truck dispatching in real open pit mine environments, implemented in the commercial package SmartMine®, marketed by Devex SA. The first stage of this approach defines the optimal number of trucks that maximises the tonnage production by means of a robust linear programming model, which considers the operational constraints of a real mining process. The second stage uses a dynamic dispatching heuristic joining computational simulation and multicriterion optimisation techniques for decision making for truck dispatching. Another relevant contribution of this work is the publication of realistic instances collected from a dispatching system managing an iron mine, containing information about the hauling and loading fleet, the equipment situation when the working shift starts, cycle times, the time line of special occurrences (such as equipment stoppages and loading equipment reallocation in order to satisfy the mine planning) and the tonnage produced. These instances were generated with the purpose of submitting the method to the test of a real situation that considers the uncertainties existing in the process studied. The proposed approach was validated by means of a discrete event simulation model applied to the previously designated instances. Using this multistage approach as a mechanism for dispatch decision making, it is shown that the haulage fleet productivity increased when compared with the real values reported from the instances. These results are important because they show that the proposed approach generates efficient dispatch decisions for trucks operating in a real environment, reducing operating costs, increasing production and making the mine more competitive.

The thermodynamic model for species distribution in aluminium chloride (AlCl3) and 1-butyl-3- methylimidazolium chloride (BMIC) system was developed. The experimental thermodynamic data, considering a range of aluminium chloride species, such as AlCl4-, Al2Cl7-, Al3Cl10-, Al4Cl13-, and Al2Cl6 were used in developing the model. When the XAlCl3 was in the range of 0 to 0.50, only anion species Cl- and AlCl4- were existing in the solution. As the XAlCl3 value increased more than 0.50, the available anions were Al2Cl7-, Al3Cl10-, Al4Cl13-, and Al2Cl6. Specifically, the concentration of Al2Cl7- increased in the composition range from 0.50 to 0.67 XAlCl3, after which it decreased. This change in the concentration of Al2Cl7- was due to its reaction with excess AlCl3, leading to the formation of Al3Cl10-. The average cathode current density was determined by the electrochemical experiments varying XAlCl3 from 0.50 to 0.71 in the AlCl3:BMIC solutions. The average cathode current density increased as the XAlCl3 increased from 0.50 to 0.67. However, it decreased when the XAlCl3 > 0.67. This trend can be attributed to the electroactive species Al2Cl7-. The Al2Cl7- promotes the reduction rate at the cathode, resulting in an increase in the average cathode current density.

The philosophical context of many activities in mine geology can be an important lever in adding value to operations. For mine geologists (including resource and grade control geologists) we argue that the tasks of problem formulation, observation and data collection, interpretation and modelling invoke various philosophical considerations whether the practitioner is aware of them or not.Constructing testable models to explain reality is the definitive aspect of any activity claiming to be ‘scientific’. A primary goal of mining geology is to build models that accurately predict reality to an acceptable degree and these include litho-structural, stratigraphic, grade control, resource or reconciliation models. What’s more, in mine geology we are often able collect additional drill samples or access new underground openings, for example, that can provide relatively rapid feedback on how predictive, and therefore useful, our models are. In this paper, we describe the key philosophical frameworks proposed for conducting scientific investigations, including falsification, the method of multiple working hypotheses and structural concepts of scientific theory. The strengths and weaknesses of these approaches are discussed and an attempt is made to relate them to activities undertaken by mine geologists. Common perceptions of what constitutes the scientific method have been dominated by how scientists do experimental physics and chemistry in particular. There are very important differences in the types of problem confronted in these experimental sciences compared to the ‘historical sciences’, such as geology, where the processes studied are unique and only evidential traces of past events are available. The philosophical implications of attempting to validate numerical geological models, such as resource estimates are also briefly considered.Some practical conclusions are drawn about how mine geology activities can be better implemented if practitioners are cognisant of the importance of philosophical considerations when attempting to gain new knowledge through a scientific investigation. We believe that the implications for creating additional value to a project or operation can be very significant when geology is applied by a practitioner with an understanding of the philosophical basis of the activities we think of as constituting a scientific investigation.Remember that all models are wrong; the practical question is how wrong do they have to be to not be useful? (Box and Draper, 1987, 74 p).The demand that theories be highly falsifiable has the attractive consequence that theories should be clearly stated and precise. If a theory is so vaguely stated that it is not exactly clear what it is claiming, then when tested by observation or experiment it can always be interpreted so as to be consistent with the results of the test. (Chalmers, 1999, 67 p).

The mining industry is faced with imperatives to improve worker safety and productivity, adapt to skills shortages, high worker turnover rates, and provide more effective maintenance to new and ever more complicated plant and equipment. While more effective use of data combined with advanced analytics offers opportunities for improvement, providing this information to the worker in the field, in real-time, has proven expensive, cumbersome and ineffective. New capabilities are now emerging which address some of the limitations experienced to date. Augmented reality (AR) provides a means to overlay interactive digital information on top of the physical world. Combining the latest visual display, mobile computing and ‘track and trace’ technologies, AR provides an experience similar to a heads-up display in a fighter jet through small, personnel devices, such as smart phones or wearable glasses. Applying AR would allow a mobile worker to ‘see’ all relevant information for a given task, in the context of their physical environment and at the time they require it. The technologies behind AR are rapidly maturing and becoming available at a price point that is viable for commercial applications. It is anticipated that AR will become ubiquitous at a consumer level within the next five years. The specific challenges faced by the mining industry make it an ideal early adopter of AR technologies. This paper examines a number of use-cases of how AR can be applied to the mining industry and the benefits that can be realised. The paper will identify areas of further work and viable opportunities for immediate adoption within the industry.
