Information obtained from a reconciliation system provides fundamental indicators to an operations performance and is often neglected as a key performance indicator when developing a business plan or mining schedule. The cycle of exploration, ore definition, mining and processing within a company is constantly scrutinised both internally and externally as to the safety, environmental and financial performance of these activities with the operators judged on their performance on a periodic basis. However, it is not unusual for the reconciliation process to be given scant attention until a serious issue (usually a shortfall) occurs, at which point short-term solutions may be implemented which only serve to compound the original problem. A robust reconciliation system takes time to develop and implement initially and must continue to evolve with time. The best systems are those where all the stakeholders in the ultimate outcome are involved in the design and accept responsibility for the validity of their component inputs. Output from the reconciliation process can be utilised to fine-tune all aspects of an operation once the underlying issues leading to a particular result are understood.

The Nanisivik Mine is located 750 km north of the Arctic Circle at the north end of Baffin Island in the Canadian High Arctic, and has been in production since 1976. The paper describes the regional and local geology and the current mining and mineral processing operations, including recent innovations in each area. The Nanisivik zinc-lead deposits comprise Mississippi Valley type sulphides in a block-faulted sediment sequence of Proterozoic age. The deposits formed in two mineralizing stages by replacement of the carbonate host rock. Exploration techniques adapted to the permafrost environment include high frequency EM and ground probing radar. Core drilling is done with calcium chloride brine but trials with heated flushing water indicate potential for cost reduction. The predominant mining method at Nanisivik is room and pillar. Cut and fill is used in some satellites to the main zone. Due to the permafrost, dry drilling is employed in the underground mining. The permafrost enhances ground stability, permitting large underground openings and, as a result, the use of relatively large scale mining equipment. For power conservation, a remote control system for the ventilation fans has reduced mine power costs. The milling of the simple coarse-grained ore in an arctic environment requires special techniques in the design and operation of the plant for materials handling, utilisation of waste heat, reagent selection and tailings disposal. Regulated heavy metal contents in effluents discharged to the sensitive environment are achieved by natural processes. A recent change from sub-aqueous disposal of tailings to beach type deposition within a cell in the tailings area is reviewed. Planning closure of the property presents special problems and an opportunity for innovative techniques. Approximately 25 per cent of the employees at Nanisivik are drawn from the Inuit population of the Canadian Arctic. As the first permanent industrial activity in the High Arctic some innovative approaches to employee relations were required which have resulted in a very stable, culturally mixed community in a remote location.

The paper outlines the development of a solvent extraction process for the recovery of scandium, yttrium, thorium, and heavy lanthanides from waste sulphate liquor at the Port Pirie uranium treatment plant. A summary is given of known solvents for these elements, including the recently developed alkyl-phosphoric acid esters which are applicable to sulphate solutions.A kerosene solution of di- (2'-ethylhexyl) phosphoric acid (EHPA) has been suggested by some workers as a suitable solvent for fractionation of the lanthanides. Experimental work with this solvent showed that it could be used for initial recovery of the above elements from low concentrations in the complex sulphate liquor. In particular, scandium could be recovered as a high grade product by extraction with 0·lM EHPA, followed by a purification strip with 9N sulphuric acid, and final stripping of scandium with sodium hydroxide solution.To enable alkaline stripping to be used successfully, the kerosene solution of the reagent was modified by the addition of a small proportion of nonanol. Experimental work included laboratory scale batch tests and small pilot scale continuous tests.A proposed extension of the process for the separate recovery of individual heavy lanthanides, yttrium, and thorium is described.INTRODUCTIONAt the Port Pirie uranium treatment plant of the South Australian Government, large volumes of "barren liquor", free from 'uranium, are at present run to waste. Activity-composition-temperature relations for both gold and nickel have been determined for the solid and liquid states of the gold-nickel system by the application of the Margules equations. These relations are in satisfactory agreement with activity measurements of nickel in the solid state, the observed phase boundaries of the system between 700 and 1725°K, as well as being consistent with data on the enthalpy of mixing.

As partition curves are widely employed to characterize screening efficiency which, by definition, should include a time parameter, it is shown, perhaps for the first time, that time is already included in the partition curves and how. Laboratory and plant results are used to show how screening efficiency depends on feed composition, near-mesh and oversize material and screen motion, and how these factors may combine to give an erroneous result that two identically efficient screens are different and two screens of different efficiency are identical. Reasons are given which show why a renewed interest in screening would benefit not only screen engineers and operators but also those concerned in formulating standard specifications of screen analysis methods.

Quantitative probabilistic ecological risk assessment has been used to evaluate the likely effect on fish diversity and abundance of filtered and bioavailable metals in streamwater affected by acid drainage from the abandoned and remediated Rum Jungle U/Cu mine in the Northern Territory of Australia. The water quality was determined using monitoring data from a gauging station on the East Branch of the Finniss River, downstream of the mine site, and modelled assuming a number of potential water quality management options. The management options ranged from no action, through some flushing options to full catch and treatment of contaminated seepage from the waste rock heaps. The computer code AQUARISK was used to undertake the analyses. Critical criteria for contaminant water concentrations at the site, derived from probability density functions of available fish ecotoxicology data, were found to closely approximate the regulatory trigger values for the contaminants of concern. Modelled predictions of reduced diversity and abundance were also in good agreement with in situ biodiversity measures. Based on a reasonable target of 67 per cent species tolerance for this heavy impacted site, it was found that none of the low cost options for wastewater management was acceptable. Combinations of two of the options approached acceptability. Both of the catch and treat options exceeded the arbitrary acceptability target well. This implied that the more expensive option of liming to pH 10 might be unnecessary at this site. Thus, the use of ecological risk assessment modelling has proven useful in undertaking cost-benefit analyses for this site. The approach provides a management decision-making tool that can be economically used to link expensive on-site environmental engineering options with site-specific ecological goals rather than the previous nebulous aims of æreduced contaminant loadÆ or æimproved biodiversityÆ that often resulted in excessive expenditure without achieving successful environmental benefit.

Key indicator hydrothermal alteration minerals formed from fluids of known fluid composition (neutral versus acid pH) and temperature have been mapped for New Zealand (NZ) geothermal fields by visible/near-infrared (VNIR) and short wave infrared (SWIR) reflectance spectroscopy. Smectite, interstratified illite-smectite and illite formed from neutral pH fluids have zoned distributions with higher temperature illite (>220ºC) in and around the upflow of chloride waters and low temperature smectite (<150ºC) on the margins (eg Ohaaki, NZ). In adularia-sericite epithermal deposits, Au-Ag veins are similarly surrounded by zoned clays, with mineralised veins enclosed by illite (eg Martha, NZ) or occurring at the illite/illite-smectite boundary (eg Favona, NZ). Reflectance spectroscopy is also highly effective in identifying minerals formed from acid fluids; both steam-heated acid-sulfate waters (eg kaolinite and alunite at Rotokawa, NZ), or magmatic-hydrothermal fluids (eg pyrophyllite and topaz at Ngatamariki, NZ). These same alteration minerals commonly show zoned distributions in high sulfidation epithermal deposits (eg Rodalquilar, Spain) and in lithocaps associated with porphyry deposits (eg Lepanto, Philippines). Deposits of the metalloids arsenic and antimony occur in quartz veins of mesothermal hydrothermalsystems in the South Island as arsenopyrite (AsFeS) and stibnite (Sb2S3). Arsenopyrite and stibnite occur in natural exposures in gold-mining areas, and additional arsenopyrite and stibnite have been exposed to the atmosphere by mining activity. At present the drinking water limits for dissolved As and Sb are 10 ppb and 3 ppb respectively. Sampling and analysis techniques are critical to determination of metalloid concentrations at these low levels. Endeavour Inlet in the Marlborough Sounds is an historic mining area (late 19th Century) with elevated As and Sb in waters emanating from mineralised rocks. Waters running out of abandoned adits have concentrations of As and/or Sb up to ppm levels. Natural waters have high Sb and low As, and the As levels increase markedly where anthropogenic activity has exposed rock. Changes in Sb/As ratio could potentially be used to quantify the anthropogenic component of metalloid mobility on mine sites on the 100-year time scale.

The paper describes the preparation of new rail guides, removing existing rails, and replacing with new rails in a vertical winding shaft.INTRODUCTIONThe general practice in coal winding shafts is the use of two cages, with one or more decks in which men and materials are raised or lowered. Winding speeds vary according to depth, the type of winding gear, and whether winding is done in downcast or upcast shafts. Each cage occupies a position between the centre and side of the shaft, with a clearance depending on the type of guides used. The function of the guides is to keep the cage in position throughout the entire depth of the shaft. There are three types of guides, two of which are in general use.1. Selected wood of about 6 in. square section, fixed to the side of buntons.2. Solid strand steel made up similarly to that of an ordinary wire rope, suspended from the head frame with weights attached to the lower end.3. Standard T-rail sections fixed to end or side buntons. In engineering applications of explosives for rock breaking, the released energy is expended mainly into heat, rock crushing and fracturing, seismic waves, air blast, and noise. Those parts of energy which pass into seismic waves and air wave create environmental problems since they are transmitted away from the blast site. In order to predict the environmental effects accurately, one must be able to predict the energy distribution at the source. The energy distribution at the source is significantly controlled by the blast constriction. Consequently, the accuracy of prediction and control of ground vibrations generated by blasting is affected by various matrices of blasting constriction.

The injection of coal as an auxiliary fuel in ironmaking blast furnaces has been introduced on many furnaces worldwide. This paper examines the present practice of coal injection and discusses future directions for the technology. This has been undertaken through the use of a heat and mass balance model which predicts the replacement rates of coke by coal and the effect of coal injection on blast furnace productivity. The results indicate that future pulverised coal injection could replace substantial quantities of metallurgical coke, but that the energy balance economics of individual steel plants will have a dominating influence on the future of the technology.

An exploration and preliminary mine design contract was undertaken in Thailand to establish whether adequate lignite resources existed for the addition of future power generation plant through to the year 2000. The lignite ranges in heat value from 14 to 24 MJ/Kg (air dry basis) and occurs in 2 major seams consistituting measured reserves of 536 Mt (with an ash cut-off level of 45 % on an air dry basis) and a strip ratio of 4.1 bank cm/t. The paper describes the pre-planning, programming, equipment used, project management, logistics and exploration methods adopted to undertake the contract in a monsoonal area using Australian drilling and geophysical contractors.

In iron ore sintering, packing the granules onto the sintering strand to form a porous bed with optimum permeability is a complex dynamic process. The packed bed voidage is the key factor determining the flame front speed and the final sinter productivity and quality. Previous studies have found that granules are soft quasi-particles with a typical structure of nuclei with an adhering fines layer. The deformation of the adhering layer greatly affects the bed voidage during packing, which is related to the strength of the adhering layer and the force exerted on the granules. In this study, tablets simulating the particle size distribution in the adhering layer of granules were made for four single ore blends. Both the tensile strength and shear strength properties of these tablets were investigated as a function of water content by the uniaxial compression test and direct shear test respectively. The results of compression tests show that the adhering layer becomes weaker and more compliant with the increase of moisture. The most porous ore has a more rigid adhering layer than the other three tested iron ores at any given moisture content. In direct shear tests, the internal friction angle of the adhering layer ranged from 31° to 37° and varied little with the moisture content or ore type. The cohesion constant is around 1 kPa and is quite small compared to the stress applied to the granules during packing. Research conducted into backfill drainage at Mount Isa Mines since 1992 is described. Piping in draining backfilled scopes has been the primary cause of bulkhead failures and emphasis is placed on research into the piping mechanism. Laboratory and in situ tests aimed at understanding the piping mechanism have been conducted and the results are presented. A case history of piping in a draining bench scope fill mass is described and a technique for reducing the potential for bulkhead failures in hench stopes is presented. Hydraulic fill is produced by standard cycloning of tailings and the overflow (reject material) is sent to thickeners prior to placement in the tailings dams. Research into the partial introduction of thickener underflow into the backfill system and its influence on backfill drainage is also descrihed.

Rosebery Mine is situated on the west coast of Tasmania and is AustraliaÆs largest volcanic-hosted base and precious metals deposit (zinc, lead, copper, gold and silver). The milling operation has been producing zinc, lead and copper concentrates continuously for over 100 years. RoseberyÆs long life demonstrates the operation to be high grade, and high margin, capable of operating through several commodity price cycles. Paradoxically, throughout this long history the ælife-of-mineÆ as defined by proven and probable reserves has been short. Zinifex has demonstrated its commitment to discover the future of Rosebery with the growth project æProject HorizonsÆ. The aim of the project is to extend the life of mine beyond 2020, with an additional exploration expenditure of $19 million over three years. Despite the maturity of the deposit, early success has confirmed the potential with the discovery of new resources. Mine planning strategic studies are challenging established paradigms of mine production, throughput rates and metal cut-off grades. Discovering the optimal process rate for Rosebery, by examining the æHill of ValueÆ and underground mine optimisation is proving critical to the best exploitation of RoseberyÆs rich resources. The promise of finding a mine within a mine is being realised, with new lenses being delivered by exploration success and real grade/tonnage options optimised through dynamic mine planning. The future of Rosebery is co-dependent on these two areas of discovery. This ensures capital expenditure decisions are informed, to secure the next 20 years of wealth creation and beyond.

Of the energy resources present in Australia, coal and uranium are by far the largest. These two resources ap- pear sufficient to satisfy Australia's energy needs beyond the immediately foreseeable future and long after the natural petroleum resources are exhausted or have ceased to play a significant role. By that time, coal could be converted in plants of very large size to synthetic liquid and gaseous fuels which will be used as substitutes for pet- roleum fuels, particularly for transport. The basic role of uranium will be to supply electricity from nuclear power stations for heat and power requirements, thereby freeing non-coking coal largely for conversion purposes. The establishment of these enterprises will require a massive national effort and a high degree of co-ordination at the planning stage.

In the pursuit of commercial solutions for environmental issues, individual problems are often identified, considered and resolved in isolation from other environmental matters and always at the end of the cycle û after the problem has been created. Inter-relationships are neglected if they are not seen to obviously impact on a specific problem and the issue at hand is plucked from the environmental landscape and dealt with in total isolation to all else. In a Zero Waste approach to environmental matters, all outputs are pursued as potential inputs. Industrial processes are viewed as a variation on natureÆs theme and opportunity pursued above all else. When viewed from this perspective, industry appears to have forgotten its origins. It has forgotten that it is principally about people. The juggernaut of global trade has forgotten that it is a small part of a big landscape and that its principal participants, people, cannot exist without healthy soil. Commercial activity in all parts of the world relies heavily on the ability of agriculture to produce the necessary inputs for industrial production. The care and nurturing of our soils is fundamental, not only to the survival of humanity, but also to the economic systems that support that humanity and to the industry which profits by it. Actual levels of domestic recycling in many countries around the world seldom reflect the 90 plus per cent desire to recycle recorded in surveys conducted by local authorities in almost every country. If the desire to recycle is far removed from the end result, why is it that the systems provided are so ineffective? It is obvious that what we do need is a recycling system that both engages and rewards the participant and stimulates the innate desire to support the environment. A recent trial in New South Wales, Australia, demonstrated that by giving individual households credits for recycling organic wastes, not only will contamination levels fall dramatically, but increased yields, improved soil structure, improved land values, reduced fertiliser costs and increased water use efficiency give the farmer good economic reasons for purchasing and applying quality composted product. By underpinning and securing the agricultural community, we secure the future of industry. The æCity to SoilÆ project linked the economic on-farm benefits of compost use with reduced contamination through the provision of rewards paid for by the purchase of product by the farmer.

During underground mining operations, rock masses are highly subjected to dynamic disturbance caused by blasting, mechanical drilling and earthquakes resulting in strain burst, slabbing and spalling. The dynamic fracture is a significant manifestation of rock failure in deep underground engineering, and it is of great importance to assess the dynamic fracture behaviour of the rock mass under elevated temperature conditions. The correlation between temperature – and loading rate-dependent dynamic fracture mechanism of strain burst is yet to be established. A good understanding of the dynamic fracture behaviour of brittle rock subjected to high-temperature under dynamic loading is required for the prediction of the damage extent during strain burst, and proper design as well as control of the underground rock structures. In this study, dynamic mode I fracture toughness tests are carried out on cracked chevron notched semicircular (CCNSCB) granite specimens to reveal the dynamic fracture characteristics of the brittle rock. For this purpose, a Split Hopkinson Pressure Bar (SHPB) apparatus is utilised to conduct the dynamic tests with various striker velocities on thermally degraded granite. The dynamic mechanical behaviour of granite after high-temperature treatment is examined and discussed. The dynamic fracture toughness is determined and compared for the specimens exposed to different temperatures at various dynamic impacts. The fracturing processes are recorded by a high-speed camera (HSC), and the crack propagation speeds are estimated by HSC image analysis. In addition, the dynamic fracture process and the coupled effects of temperature and loading rate on the dynamic fracture modes are identified by HSC image analysis. Energy partition characteristics in dynamic fracture of granite are quantitatively investigated.

Environmental and amenity factors have introduced a new dimension to the technical problems of the mining industry in finding, extracting and processing the mineral and energy products on which we all depend. Intervention by outside regulatory bodies is restricting the production of minerals and denying the industry access to large areas in which the orebodies of the future may occur. The solution lies to a large extent within the industry itself and appropriate management techniques are necessary to ensure that exploration and mining are seen as an acceptable as well as a necessary land use. Close liaison between operators and the responsible authority is necessary to achieve these objectives and to make the best use of our land resources.
