Asian countries are now facing very crucial aspects of urban living under the recession of the economy. The current situation is such that those hard aspects may make the living standards worse and worse in the next century, unless proper measures are taken on the infrastructure for urban lives. More than half of the population in Asian countries are now living in cities. Nowadays, the socio-economic development of the Asian countries has been closely linked to the development of world economy because of the border-less economy system. The population inflow to big cities is inevitable as the Asian countries step into an industrialised economy. Such a tendency will be further accelerated when Asia becomes a centre of financial business in the 21st century. The government of any country has realised the situation very well. The United Nations has established a specific agency to solve the problems caused by the rapid urbanisation. This global agency for urbanisation is named United Nations Center for Human Settlement and it is so called Habitat. There are three Habitat offices in the world, Nairobi in Kenya, Santiago in Chile and Fukuoka in Japan. The activities of Habitat offices cover a wide field of issues such as housing, urban development, infrastructure and environment, etc. Habitat Fukuoka Office is serving Asia and Pacific in co-operation with the government offices concerned.

Zinc produced by pyrometallurgical processing techniques suffers the disadvantage of restricted market potential because of its impurity contents, typically lead and cadmium. Market zinc to the Special High Grade (SHG) standard can only be produced by reflux distillation refining, which is costly in terms of energy and equipment, and potentially capacity limiting. Recent published laboratory work suggested that molten salt electrorefining of zinc metal is a potentially much cheaper alternative to the reflux distillation refining. The extrapolation of the laboratory results to an industrial configuration, however, resulted in an estimated power consumption for electrorefining and associated costs offering no advantage over current reflux distillation practice. A review of this estimate now shows that a serious error in calculation was made, and that the energy consumption for the electrorefining of molten zinc would be an order of magnitude lower than that for reflux distillation refining. While this is a promising indication, further research is required before development towards an industrial scale operation is warranted. This would particularly relate to the extent to which adverse electrolyte deterioration may take place and its potential effect on the anode and cathode efficiencies of the process. This paper considers the laboratory investigations required to explore the industrial potential of the molten salt electrorefining of zinc and foreshadows some of the practical problems to be solved in further development.

Since early 1971 Western Titanium N.L. has been operating an ilmenite upgrading plant on a commercial basis at Capel, Western Australia. In their process ilmenite is pre- oxidized, then reduced in a rotary kiln to a mixture of metallic iron and titanium oxides. The iron is leached out by accelerated rusting in aerated water, leaving a product with titanium content, expressed as Ti02, of about 92%. Samples from different stages of the up- grading process, representing operations over the last two years, have been studied in detail by X-ray diffraction methods, and the sequences of phases and reactions occurring have been determined. Quantitative X-ray studies showed the ilmenite feed materials to consist of a mixture of ilmenite and pseudo- rutile. Pre-oxidation of the ilmenite at =1000¦C leads to the formation of rutile plus a Fe2TiO5-FeTi205-Mn2TiO5 solid solution. The final reduction product consisted of a mixture of metallic iron, reduced rutile and a FeTi05-MnTi205-Ti305 solid solution. The relative amounts of these reduction products were very sensitive to the initial concentra- tions of the minor constituents manganese and magnesium. The effects of variation of ilmenite feed rate, reducing atmosphere,- reduction temperature and controlled addition of magnesium were also studied.

A survey of leaching systems for the dissolution of gold has been undertaken and their advantages and disadvantages evaluated both from their effectiveness at leaching and their compatibility with carbon- in-pulp (CIP) and resin-in-pulp recovery. In the near future it is almost certain that cyanidation in some form will remain the leaching system of.choice although economic and environmental pressures could see the introduction of other leaching systems particularly for treating refractory gold ores. The most likely alternative leaching systems appear to be acid chlorine, acid thiourea and ammoniacal thiosulphate. INTRODUCTION High grade reserves of readily recoverable gold ores are gradually being depleted which, inevitably, must create a greater awareness amongst gold producers, of the efficiency and, in some cases, the suitability of present day metallurgical processes for treating low grade, complex and refractory deposits. One of the key steps in the extraction of gold is the dissolution of the metal using chemical reagents which, ideally, should be cheap or recyclable, selective, non-toxic and compatible with down-stream recovery processes. In practice, meeting all these critera is difficult - if not impossible - particularly in view of the stringent environmental impact requirements which must be met Nowadays.

The overland conveyor at the Los Pelambres mine in Chile is designed to move 8700 t/h of material over 12 km at a speed of 6 m/s while descending 1400 m. The conveyor, which is divided into three segments, is equipped with a braking system that must bring it to rest without producing excessive stresses in the conveyor belt. Retardation and gently stopping a mass of 250 t requires retardation times in the order of 60 seconds. Brakes that can provide this performance require sophisticated controls as well as very high heat absorption capacity. This paper describes the thermal analysis of the braking system, which required the use of novel materials to meet the arduous duties imposed on the callipers and discs.

In flotation where a bulk flotation concentrate is produced or a gangue sulfide such as pyrite contaminates a concentrate, residual collector has to be removed from the sulfide surfaces to allow selective separation in a subsequent flotation step. Depending on the sulfide mineral, the main species that needs to be removed when using a xanthate collector is either a metal xanthate or dixanthogen. For the identification of surface species, specific solvents may be used to remove each species û metal xanthates are known to be soluble in acetone whilst dixanthogens are known to be soluble in non-polar solvents such as diethyl ether. Xanthates break down with time, temperature and pH into various decomposition products. The major decomposition product is dixanthogen which can aid flotation but other products such as perxanthate and carbon disulfide can have an adverse effect on flotation. Various analytical techniques can be employed to monitor the formation of decomposition products on the surface of the mineral and in solution. The best of these is ultraviolet spectroscopy as it has diagnostic peaks for decomposition product determination. In this work two approaches were taken to understand the relationship between the flotation of a chalcopyrite and pyrite from an ore containing these two minerals. One approach was to remove the xanthate species with an organic solvent and then use ultraviolet spectroscopy to determine the concentration of dissolved species. The second method involved measuring xanthate decomposition in solution by measuring the residual xanthate concentration using ultraviolet spectroscopy. These experiments confirmed the species adsorb at the surface of the mineral and how these species affect the recovery and grade of the valuable mineral. In both cases pH and temperature were varied and two xanthate collectors (SEX and PAX) were used to study these relationships. These relationships could be applied to industrial flotation systems and allow for more accurate determination of optimal xanthate dosage and hence save on reagent costs.

During the last 12 years the dominant theme at Mount Isa has been production expansion. Production rate of 3,200 tons per mine day in 1953 increased to 11,000 tons per mine day in 1960, completing the first stage of the programme. The second stage is still in progress. It is planned to increase production of lead and copper ores to 19,500 tons per mine day in 1968.Current mine workings comprise an area 2 miles long and 1/2 mile wide, the deepest production level being 2,000 ft below surface. During the next 10 years it is anticipated that mining will be carried out to a depthof 3,200 ft below the surface. The rapid extension of the mine has necessitated frequent re-appraisals and modifications to the primary ventilation system, and a system with considerable in-built flexibility has gradually evolved. Since 1953, volume circulation has increased eight-fold to approximately 2,400,000 c.f.m.To suit various mine operating requirements, a combined pressure-exhaust system of ventilation was adopted.The usefulness of this system is at a maximum when the fans installed permit ready changes in the location of the boundary between adjacent spheres of fan influence.Air flow through openings to the surface can be controlled or used as required. This feature is considered necessary for a mine where underground workings are comparatively shallow and caving to the surface willoccur.A major heat problem exists due to climate conditions, high geothermic gradient (one degree Fahrenheit in 95 ft), and oxidation in leached and brecciated areas.Because of this, quantities of air far in excess of the minimum requirements for dust removal are required to ensure satisfactory environmental conditions. In assessing fan pressure, consideration was given to 1. the mine resistance, and the requirement for pressure differential capability,2. the pressure requirement for deeper mining, with due allowance for booster fan use where appropriate,and3. the desire to avoid fan operation at pressure duties above the region of peak fan efficiency.The latter feature provides a safety margin between maximum operating pressure and the stall point of the fan.

Currently all engineering schools face a common problem, an ever expanding technological base which must be presented to students within a fixed time period. Traditionally the programmes of study taken by engineering students destined for employment within the mineral industry include formal instruction in aspects of management to an extent greater than that presented in other engineering disciplines. Providing an adequate coverage of an expanding technological base within a fixed time span can lead to a reduction in the time available for 'non-technical' subjects, such as 'management'. This situation calls for periodic review of course contents and allocations of time. Following consultation with an Advisory Committee representing the mineral industry, mining research establishments, and kindred teaching institutions, the University of Melbourne has revised its mining programme. Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. Large Late Archaean greenstone belts in Western Australia, Canada and Zimbabwe, contain abundant mesothermal gold, volcanogenic massive base-metal sulphide, and komatiite-associated Ni-Cu mineralization. These greenstone belts are similar in many respects to convergent and accretionary plate margins found in the Pacific rim; modem environments which are cor-respondingly rich in gold and base-metal mineralization. The giant gold placer deposits of the Late Archaean Witwatersrand Basin (the world's largest gold producer) formed in a foreland or retro-arc basin; in a similar tectonic setting to much modem placer mineralization around the Pacific. Gold and volcanogenic base-metal sulphide mineralization are abundant in Late Archaean terranes and the Pacific rim because1. gold mineralization is a product of convergent margin tectonics, and 2. accretion in convergent margin orogens provides the best chance of preserving base-metal mineralization related to submarine volcanism.It is therefore likely that the abundance of gold and base-metal sulphide mineralization in the Late Archaean reflects the widespread growth and sta-bilization of continental crust via tectonic processes broadly similar to those operating in the present Pacific basin.

A series of low shock energy water resistant emlulsion based explosives have been developed by combining inert materials, such as Perlite P500, into the formulation. The material handling, water resistance and explosive properties of these mixtures were determined as a function of inert additive type, density, charge diameter and emulsion base. Of the emulsion bases tested Emulite produced the best and most stable low density mixtures ranging in density from 0.8 to 1.35 g/cm3 producing velocity of detonations (unconfined) ranging from 3000 to 5500 nits. The mixtures could be detonated successfully at these densities at diameters as low as 25mm. Low shock mixtures formed by combining Emulite with Perlite P500 were successfully trailed at the Cadjebut zinc mine in Western Australia. The performance of the explosive, at three densities, was monitored using both continuous and point to point VOD techniques. The fragmentation produced by the blasts were compared by photographic analysis. During this trial the low shock emulsion mixtures were shown to be as effective as the currently used explosives (packaged emulsion) at a significantly reduced cost.

Shane is enjoying his new work. Six months ago, he was stocking shelves at his local supermarket and decided to make the big move to a job in mining with more challenge and, of course, more dollars. He's been through his inductions, received his training tickets and is now working in a crew of eight underground at a fly-in, fly-out (FIFO) operation. There are many more systems and processes here than in his retail job, and Shane's comfortable that his safety is being looked after. He is enjoying the continually changing work and conditions, it makes the job interesting. It's taking some time to get used to the roster and he is worn out by changeover, but he gets more time with friends and family during R & R.   Generally, the mining industry has a maturing safety culture and well developed systems. This sometimes lulls people into a false sense of security. Safety systems cannot anticipate every possible situation, nor can they replace people's perception, thinking and decision-making. To manage safety, it's critical to find the right balance between dependence on systems and a healthy fear and respect of risks we face.   As safety standards are raised, systems tend to get more thorough and complex. When a new person joins a mining crew, we induct and train them to provide the information they need. As labour availability again becomes short, and many new people join our industry, we shouldn't assume they know the fundamentals. We need to explain not only what they are expected to do, but why doing what we ask and expect will keep them safe. We must equip people to deal with both the routine and the unexpected.   This presentation explores the challenges of balancing a structured, systematic approach to safety with the need to also equip people to deal effectively with risks everyday in dynamic and extraordinary situations.   Session purpose Introduce participants to a way of looking at risk from a different perspective, as a force for change and progress, if managed well. Demonstrate that risk is something we need to engage with emotionally as well as physically, if we want our risk management efforts to be successful. This purpose will be achieved through an entertaining and engaging presentation, using photos and case studies. The session will initiate interest to explore new ways of thinking about risk and generate discussion about the balance between people and systems. What is the right balance and why getting it right enhances the safety culture, while getting it wrong can impact on safety, business performance and sustainability.

The high gas emissions associated with the depth of mining and very high coal extraction at some Australian Collieries have provided a need to investigate the influence of geological and mining conditions on levels of gassiness. The introduction of longwall extraction in particular is associated with complex strata control problems and quick changes in gassiness. To this stage of Australian coal mining, no standard method has been developed to predict the different levels of gassiness associated with the various geological and mining conditions; and the relationship between coal output and total methane make has not been established. For local conditions, with a large number of coal seams lying in close proximity to the working seam, the significant contribution of gas emissions from adjacent strata was expected, especially as strata relaxation occurred during longwall mining. This depends mainly on geological conditions, strata control and coal production. For the deepest of the B.H.P. Collieries in the Newcastle region, the relationship between coal output and total methane make has been investigated by systematic gas balance measurement during longwall extraction. The computer method of iteration was used to approximate the mathematical equation from the initial graphs of coal production versus quantity of methane in the ventilation system for various strata conditions. The angle of caving was established for local geological and mining conditions, for planning and design of the positions of cross measure boreholes.

Initial glory holing was followed by sublevel stoping, with a small proportion of total production mined by shrink and cut-and-fill methods.The sublevel stoping method was successfully modified to cater for altering ground conditions encountered at increasing depths. At present, 94 per cent of production comes from sublevel stopes. The evolution of this mining method and current techniques and practices is outlined. A combined shrink and,sublevel benching method was also developed to increase the mining rate of narrow orebodies over the standard stoping lift of 380 ft. Pillar recovery and stope filling operations have been continuously modified to suit the relIuirements of a rapidly developing mine.INTRODUCTIONOre production commenced at Mount Isa Mines in June 1931. Since then production has increased from approximately 2,500 tons of lead ores per mine day to the current 11,000 tons of sulphide ores per mine day comprising 3,100 tons of lead ore and 7,900 tons of copper ore. Queensland Alumina Limited (QAL) is the worldÆs largest producer of smelter grade alumina, located in Gladstone, Queensland, Australia. The plant employs evaporative cooling towers for waste heat rejection. Process water requirements include red mud residue disposal, steam venting to the atmosphere and Calcination feed moisture. Raw (untreated) water consumption in 2001 was 37 700 m3/d or 3.8 m3 per tonne of production. The Gladstone region experienced a water shortage in the period 2001 to 2003, resulting in progressive water restrictions. Industry operated under a ten per cent restriction from April 2002 and in November 2002 a 25 per cent restriction came in force. The maximum restriction level of 50 per cent was anticipated for the middle of 2003. Water restrictions of these magnitudes have the potential to result in significant production limitations, which would have major economic consequences for QALÆs owners, customers, suppliers and employees. Therefore it was imperative that measures be found to mitigate the impact of these restrictions. Furthermore, as one of the largest water users in the Gladstone region, QAL had an obligation to the community to minimise water usage as much as possible. A thorough analysis of water usage on site was conducted, focussing on all water streams leaving the plant. The philosophy used was that by minimising water outputs, the inputs would follow suit. Where possible, preference was given to solutions that provided lasting water savings. This occurs when the value of the water saving justifies the project cost, irrespective of water restrictions. By June 2002 an average water saving of 19 per cent was achieved, almost double the required saving. By end November 2002 further projects had increased the total water saving to 29 per cent, mainly through the re-use of GladstoneÆs municipal treated effluent as wash water. Further measures to reach the target of 50 per cent reduction were investigated. The evaporative cooling system was to be replaced with seawater cooling, using cooling towers to minimise the seawater pumping cost. Another benefit of this concept was the ability to dispose of the cooling tower bleed stream with the existing system for neutralised red mud disposal. This would avoid the need for an additional environmental outfall from the plant. In February 2003 the Gladstone region received over 500 mm of rain, which boosted water reserves to five years supply at forecast usage rates. This led to the lifting of all water restriction. As most of the implemented water savings measures are economically viable in the absence of water restrictions, raw water usage at QAL is still less than 75 per cent of pre-2002 levels.

Teleseismic travel time residuals measured on 600-1000 km seismic arrays across the Rio Grande and East African rifts provide evidence for upper mantle low velocity zones beneath each rift of velocity contrast 6%-8%. Refraction studies show thinning of the crust below the rift axes. Regional uplift which extends hundreds of km either side of the axes, is isostatically compensated by negative density contrast at depth. Since the refraction argues against compensation by thickened crust, compensation in the upper mantle low velocity zones is suggested. Temperature effects alone can not explain the reduced velocities. Generation of a few percent of partial melt is the most probable source of the reduction. A passive extensional mechanism is investigated for the Rio Grande rift in which hot asthenosphere intrudes the lithosphere raising its temperature and generating moderate melting. It requires less than 1% extension to explain the melting but a prodigious 26% to raise the temperature from a pre-rifting continental geotherm to the solidus. Geological estimates find that extension is less than 10% over the uplift zone. Such a mechanism is possible only if the prerifting lower lithosphere geotherm lies closer to the solidus than that of stable continent. This is supported by the observed high heat flow in the Rio Grande rift uplift region which, given the long time constant for thermal diffusion, reflects elevated temperatures at depth well in advance of the onset of rifting.

Several nuclear techniques have been assessed for application to online conveyor belt analysis of oil yield from Rundle oil shale. The most favourable technique is neutron inelastic scattering which determines the total carbon content of bulk shale samples. Correlations of chemical laboratory assays for 540 Rundle oil shale samples show that oil yield can be predicted from total carbon to within 11 litre/tonne.Laboratory experimental work on 17 bulk samples of Rundle oil shale indicated that carbon and oil yield can be determined to within 0.6 wt per cent and 9 litre/tonne, respectively, using the neutron inelastic scatter technique. A practical neutron inelastic scatter gauge for application on a 23 mm thick reinforced conveyor belt could consist of a 5 curie 241 Am-Be neutron source and a 150 mm diameter x 100 mm thick Nal(TI) detector. With this gauge, the analysis time to achieve a counting statistical error of 6 litre/tonne should be about five minutes.
