The ocean floor is increasingly being discussed in terms of its resource potential. New discoveries, improved knowledge and access to unexplored areas of the deep sea and continental shelf are some factors contributing to a renewed interest in the seafloor exploration and mining industry. The industry has been referred to as the ænext minerals frontierÆ. To date, much of the research has focused on proving economic and technical viability of the industry, with environmental issues addressed locally. However, there is limited research internationally, and none known in Australia that considers the social viability of the industry, addressing issues such as regulatory contexts, international precedence and public acceptability. Does the nascent seafloor exploration and mining industry have a social license to operate? Does it have support amongst the wider community? If not, why not? The Wealth from Oceans National Research Flagship explored these questions by scoping the social issues that would surround an expansion. Two desktop studies provide insight into the current level of activity in seafloor exploration and mining, recent developments and the regulatory regimes on which the industry is based. One study focused on the situation in Australia, while the other was internationally focused. A series of workshops were held with key stakeholders from government agencies, industry and other interested parties, such as environmental groups and the fisheries industry. These workshops identified and explored the different stakeholdersÆ perceptions of the benefits, concerns, opportunities and key questions associated with an expansion of the seafloor mining industry. The desktop studies revealed that Australia is one of only a few countries with legislation specific to seafloor exploration and mining. Nevertheless, barriers to licence approval exist because of lack of precedent in applying this legislation. Consequently, the decision process can be vulnerable to political issues and subjective judgements. The outcomes from the stakeholder workshops suggest this inconsistency may be influenced by the high levels of concern and uncertainty over environmental impacts. Uncertainty over environmental impacts can influence the acceptability of an environmental impact assessment (EIA) and also mean the perception of risk is variable. Overall, this research suggests that the future of the seafloor exploration and mining industry will be highly dependent on AustraliaÆs ability to:improve the knowledge-base underpinning the regulatory regime,generate open and transparent communications between stakeholders, andimprove the understanding of policy and regulatory processes.

The iron blast furnace is the most widely used and efficient producer of liquid iron; however, emissions from sintering and coking cause environmental pressure for the integrated steel works. The combustion of coke fines (breeze) during sintering contributes to greenhouse gases (GHG) (eg carbon dioxide) and is a source of SOx and NOx emissions. Coking capacity is also constrained by environmental concerns and economic factors, such as increased coke consumption, and short supply is leading to high prices. Improved coking practices, which result in reduced production of fines, are also contributing to the tight availability of breeze for sintering. This combination of factors presents an opportunity to consider alternatives to coke as a fuel for sintering. CSIRO Minerals has been investigating the use of wood biomass/char as a substitute for coke during sintering. Wood biomass, or char produced from it, is an attractive carbon source as carbon dioxide liberated during combustion can be sequestered back into growing biomass. It has great potential to reduce the emissions from integrated steelworks and improve their environmental acceptability. Harvested biomass/char is also a renewable and sustainable resource and can be integrated with good land management practices such as remediation of salinity affected land. Weeds, especially woody weeds, can also be used as a source of biomass for charcoal, and integrating char production with weed management can help address a pressing environmental issue in Australia. Previous reported preliminary testwork indicated that the use of Red Gum char as a replacement for coke resulted in a product sinter of comparable quality, improvements in productivity and significant reductions in SOx and NOx emissions. In the latest testwork, CSIRO has examined the properties of a range of potential charcoals, and has conducted a further series of granulation and small-scale sintering trials with them in simulated Japanese Steel Mill iron ore blends. Sinter fuels characterised and evaluated include industry sourced coke breeze, commercially available wood char and a charcoal from prickly acacia (acacia nilotica). Prickly acacia has been declared a noxious weed, is widespread in Australia, and is classified as a æWeed of National SignificanceÆ. The results presented in this paper support the notion that charcoal outperforms coke in many aspects of iron ore sintering and factoring in environmental considerations makes the switch to charcoal even more favourable.

The flotation of fine coal (minus 0.5 mm) often requires the addition of an insoluble hydrocarbon collector to apparently promote the adhesion of coal particles to air bubbles. A series of experiments was conducted using a radiotracer and narrow size fractions of clean coal to determine the effect of particle size distribution, collector addition rate, desliming of feed and emuIisification of collector on the distribution of collector between the different size fractions. The concentration of collector per gram of each size fraction was found to be approximately proportional to (average particle size)-2 except if the collector was emulsified prior to addition, the dependence altered to approximately (average particle size)-1. Mechanistic consequences are discussed.

A number of people have expressed concern, understandably, that if mining operations take place in the Coromandel, the flows of mineralised ground water which exist will be intercepted. This water in many cases contains toxic metals including mercury, arsenic and lead and it is thought that if this water is allowed to enter streams or the waters of the Hauraki Gulf, it could endanger natural marine life and possibly established fisheries. This paper seeks to explain in simple terms the geology and the process of deposition of the various mineral deposits in the ground, the chemistry of the reactions between these minerals and the rain water falling on the ground, the hydrology and behaviour of this mineralised groundwater as it moves through the ground until it eventually enters the sea.

Western New Zealand can be regarded as a rifted continuation of eastern Australia. Detailed studies of units previously considered to have trans-Tasman correlations are being undertaken within the FRST Programme Mineral Wealth of NZ and its EEZ to test specific connections, and thus add to the exploration framework of NZ. Correlation of two major episodes of granitic magmatism are currently being investigated. These represent the oldest (mid Paleozoic) and youngest (Early Cretaceous) magmatic events that conjoined Australia and New Zealand are believed to have in common.

As mining and extraction processes improve and lower grade ores become economic, mining for most ores have extended to depths beneath the zone of weathering oxidation created over geological history. These deeper openings expose sulphidic formations and reduced mineral species as either primary ore or simply as accessory or gangue minerals in the country rock. This is not new, underground mining for primary base metal and gold have long been familiar with these problems, as have coal and uranium miners. The change is simply that the number of mines exposing sulphidic waste rocks, tailings to the atmosphere and/or leaving behind dewatered sulphidic rock surrounding the mine void has increased the number of sites from where acid mine drainage (AMD) may emanate with consequential problems for the hydrological environment including downstream catchments (Miller et al, 1996). The principles of ecologically sustainable development (Brundtland, 1987) have been more or less ratified by all the developed nations of the world and this has led, amongst other things, to an expansion unprecedented in the research and documentation of means for achieving long-term environmentally acceptable stabilisation of solid wastes of all sorts. These have revealed that AMD problems can be minimised and even reversed in many cases by the integration or co-disposal of biodegradable organic wastes with oxidising sulphidic wastes (Elliott et al, 1996). This paper considers how this might be achieved at mine sites in Australia and the results encountered at some relevant sites.

Good morning ladies and gentlemen, and may I extend a particularly warm welcome to our shores to those of you who have travelled from overseas to attend this conference. I trust that you will find your visit to New Zealand both rewarding and enjoyable.   This is now my fourth appearance at a New Zealand minerals conference, the second of which has been jointly co-hosted by AusIMM and Crown Minerals. Since taking on the role of Associate Minister of Energy, I have had the opportunity to meet most of the industry players, and to visit a good number of the major mining operations. Through all of this I have become increasingly aware of not only how dynamic the minerals and coal industry is but also the array of factors that affect investment decisions in this business. Many of these factors, such as commodity prices and availability of investment funds, are determined primarily on the international stage. Others however, such as the allocation, regulatory and the fiscal regimes for minerals, are closer to home and are directly influenced by government policy decisions. I will talk more on what the government proposes in this area shortly.   But first, I would like to commend you all on your industryÆs continuing contribution to New Zealand Æs economy. 2004 has seen New Zealand Æs mineral and coal output top $1 billion for the second consecutive year. To put this achievement in perspective, it represents a staggering 47 per cent increase over the national output value recorded just five years ago. Notable contributions over the year came from gold which increased production to 10.2 tonnes (up nine per cent), ironsand production at 2.3 Mt (a 20 per cent increase), and industrial rocks and building stones (up six per cent) with rock for building, cement and roading showing significant rises on the back of strong regional growth and infrastructure development. Many regions, in particular Auckland, Bay of Plenty, Wellington and Southland, recorded significant increased regional activity with supply often struggling to meet demand. By contrast the coal sector had a relatively steady year with production remaining stable at just over five million tonnes for the second year running. Coal exports however are now consistently exceeding two million tonnes annually, generating export earnings of over $200 million, and could well be higher with rail capacity improvements. Many countries throughout the world are now importing our high quality bituminous coal for steel manufacturing and other industrial uses.

The Kyaukpahto gold deposit is located at latitude 23¦ 47Æ 55" N and longitude 95¦ 56Æ 35" E in the Kawlin-Wuntho district, Sagaing Division, Myanmar. Gold mineralisation is hosted in sandstone of the Male Formation (Eocene) and occurs as stockworks and disseminations. The high-grade gold mineralisation is locally concentrated in a breccia zone. The gold deposit is closely associated with a NNE-SSW trending fracture system that forms tensional open fractures. These tensional zones are thought to be directly related to the Sagiang transfer fault system that experienced several hundred kilometres of northward dextral movement during the post-Upper Miocene. Major sulfide minerals are pyrite and arsenopyrite with minor galena, chalcopyrite and sphalerite. Gold mineralisation is associated with intense silicification, sericitisation and argillic alteration. Primary Type I fluid inclusions in the quartz from the mineralised zone are 5 to 15 ¦m across and yield homogenisation temperatures of 239¦ - 310¦C and salinities of 1.2 - 10.9 wt per cent NaCl equivalent. Laser Raman spectroscopic analysis indicates the presence of CO2 and CH4 in Type II fluid inclusions. Sulfur isotope analysis of disseminated pyrite in the ore zone by the laser ablation method indicates d34S values from -5.48ë to +5.53ë. The geology, alteration, ore mineralogy, fluid inclusion microthermometry and sulfur isotope data of the Kyaukpahto deposit are consistent with an epithermal ore deposit model for the deposit. However, the presence of CO2-liquid bearing fluids and the detectable CH4 in the gaseous phase of the fluid inclusions conflict with a typical epithermal origin for the Kyaukpahto deposit. The host siltstone and mudstone sequence, trace element geochemistry, and the disseminated nature of sulfide and gold mineralisation are also common characteristics of a sedimentary rock-hosted gold deposit, and these features may indicate a Carlin-like affinity. Whilst much has been written in past years by geologists, scientists, mining engineers, etc., regarding the well·known and justly notorious anticlinal, or, as they are more commonly known, " saddle" reefs of Bendigo, comparatively little noticehas been given to the synclinal or "inverted saddle "reefs and their relationship with each other. In taking up the question of the synclinal folds, I recognise that it is a large undertaking to confine within the limits of a short paper, and at the same time convey a comprehensive idea of their characteristics, and the importance of their relationship with the anticlinal folds, in the general question of practical mining. However, from a practical point of view I consider the question of great importance, and if an interest in it can be awakened, more particularly among practical men, the object of this paper will be achieved.Before entering into the subject I must briefly state some facts, and perhaps some theories, in respect to the deposition of the Lower Silurian rocks, and their subsequent buckling up, as now seen on the Bendigo gold-field. At the same time, I do not intend to go very closely into the geological aspect of the question, as I wish the paper to be considered as a practical one.

The Cooperative Research Centre for Sustainable Resource Processing (CSRP) is undertaking a large research project involving partners from industry, universities and government, which aims to develop the necessary chemical and structural understanding of geopolymer materials made from waste products for them to be used to capture a significant market share of the concrete business for a given industrial region. We are investigating the suitability of a range of soluble silica-bearing waste streams for use as geopolymer concrete feedstocks. In order to utilise a variety of waste streams, either singly or blended, an understanding of the role of secondary metal ions (Fe, Ca, Mg, Ti, etc) in the geopolymerisation process is essential. A range of experimental and analytical techniques is therefore being used to better understand the structure-chemistry-property relationships of geopolymers. Currently, we are investigating geopolymers made from a variety of waste streams (fly ash, kaolinite, red mud, etc) available in the Kwinana Industrial Region, Western Australia. This paper will detail how the basic scientific research underpinning the project is vital if waste streams of varying composition are to be successfully used in a commercial concrete product and the regional synergies required to develop geopolymers from waste streams.

The Karangahake gold-silver deposit is located 11 km west of Waihi in the southern part of the Hauraki Goldfield. Historically it was the second largest bullion producer in the goldfield with a past production (1882 - 1944) of 126.712 tonnes of gold-silver bullion (Au:Ag ratio of 1:3.3) from 1 142 315 tonnes of ore grading 27.4 g/tonne gold equivalents.

The Porgera gold deposit in the Papua New Guinea highlands contains about 387 tonnes of gold. The results of its exploration show the benefits of persistence and commitment to this difficult deposit. The mineralization consists of a complex intermix of auriferous and argentiferous sulphides, gold tellurides and free gold as disseminations, veins, stockworks and breccia matrix. Its deposition was structurally contolled within a system of mafic diorite intrusions and adjacent sediments. Two styles of alteration accompany the mineralization. Gold grades vary erratically throughout the deposit. Over a period of 22 years nine phases of exploration have been undertaken by six companies or consortia of companies. Surface rock chip sampling, geological mapping followed by scout and systematic grid diamond drilling have been the most successful exploration tools. Exhaustive metallurgical process investigations and economic evaluations of mining options have been invaluable in guiding the exploration towards defining the ore body. Impetus was given to the project during times of flagging enthusiasm by several important discoveries and a breakthrough in the metallurgical processing approach. The discovery of high grade ore deep in Zone VII in 1984 turned this marginal deposit into a potentially very large gold mine.

The Mount Sisa orebody on Misima Island, P.N.G., consists of goldsilver mineralisation associated with massive carbonate and amorphous iron-manganese oxides in fractures and breccia matrix. The orebody forms the northern extension of the Umuna deposit, which lies within a three kilometre strike length of a northwest trending, 300 metres wide, high angle fault zone. The structure is deeply oxidised, with the magniferous oxide material resulting from oxidation of carbonate. The wallrocks are metamorphosed basement psammopelites and basic volcanic rocks, extensively intruded by microgranodiorite. These are dominantly epidotised and sericitised. The precious metals are associated with anomalous Cu, Zn, Pb, Mn, As, Ba, Ga, Sb, and Mo. Many of the features of the Mount Sisa mineralisation are characteristic of volcanic-hosted epithermal deposits of western North America.Lithologic and textural gradation is observed between the carbonate hydrothermal breccia-fill at Mount Sisa, and the quartz dominated brecciafill and dilational fracture-fill mineralisation which forms most of the Umuna deposit to the south. This gradational relationship is analogous to that in the Amethyst-OH vein system at Creede, Colorado, where it is shown to be indicative of deposition from laterally migrating fluids.

To discuss this relationship both the problems of the mechanisms of ore accumulation and the origin and cause of volcanism must be faced. Volcanic activity is associated with hydrothermal activity but the causes of volcanism are inseparable from the problems of the origin of magmas generally. To be more in accord with the inevitable reaction between water and silicates at high temperature, it is suggested that reconsidera- tion be given to the role of water in magmas such that our general concept of magmas becomes one of hot hydrous pastes rather than melts with water in them. It is claimed that a general concept of magmas as gelatinous hydrosilicate masses is a far better assumption because the rheological and diffusive properties of such materials enables an adequate explanation of a greater number of observations. It is consistent with the mergence of magmatic and metamorphic rocks and requires low to modest temperatures at the time of liquifaction allowing convergence with mobilised and disturbed sediment masses. The physical and chemical properties of both wet sediment pastes and magmas envisaged as hydrolised silicate masses are entirely dependent on the enormous internal surfaces of their disordered solvated components. Early in 1990, Pancontinental Resources (Base Metals) Pty Ltd commenced flotation treatment of ore from the complex copper-lead-zinc sulphide orebody at Thalanga, 65 km west of Charters Towers in North Queensland. The orebody consists mainly of primary sulphide ore but also contains a substantial proportion of supergene ores which are being processed during the first year of operations. The supergene ores are of three main types, designated as A, B, and C. Supergene A ores are essentially copper ores, containing little lead and zinc, while B and C ores are copper-lead-zinc ores with different degrees of alteration of the original chalcopyrite and different ratios of copper to zinc content. Copper is present in the supergene ores mainly as chalcocite, digenite and covellite. Lead and zinc occur mainly as galena and sphalerite respectively. This paper describes the development of flotation plant practice, aided by laboratory testing, to process the supergene ores. The major challenge in treating these ores is that a varying proportion of the sphalerite is naturally activated and is not easily depressed in flotation by the conventional zinc depressants.

A biological column leach testwork program was undertaken on a chalcocite ore. Three tests were conducted in all, using 65 in x 100 mm columns in three sections. The tests were started with varying acid strengths and inoculated with bacterial solutions from previous column testwork. The leaching of Cu was found to occur in three stages. These stages consisted of direct acid leaching, bacterial oxidation and ferric iron leaching. These leaching stages can most easily he described through the examination of not only Cu dissolution but also Fe dissolution and its subsequent oxidation and precipitation. The p11 of the system was found to he critical in establishing and maintaining the bacterial leaching system. The oxidation potential was seen to he influenced by the leaching system as the oxidation states altered. Test variables such as, 02, COz, and temperature were all found to influence the system. Final copper recoveries were in excess of 90 per cent in each column test over a leach time ranging from 211 to 328 days. Given similar leach conditions are applied, the application of this technology to site is expected to give comparable results.

The late Carboniferous to early Permian Featherbed Volcanics cover an area of about 3000km near the western margin of the Hodgkinson Basin, in northeastern Queensland. The dominantly ignimbritic volcanic rocks are mostly confined to a single, composite, volcano-tectonic depression, but, along with the associated intrusive rocks, may be divided into two main groups: late Carboniferous I- type rocks and early Permian A-type rocks. Late Carboniferous I-type andesitic to rhyolitic ignimbrites and minor andesite lava crop out in the southeastern, southern, and southwestern parts of the complex, mostly confined to a basin-like depression, or "sag" structure, and are associated with coeval dioritic (and rare gabbroic) to granitic intrusive rocks. Extensive Sn, W and base- metal, and some Au, mineralisation are associated with these rocks, particularly in the southeast. The main part of the complex is of early Permian age, and consists almost entirely of A-type rhyolitic ignimbrite and relatively minor volumes of lava intruded by a peripheral ring dyke of porphyritic microgranite and by resurgent-type plutons of porphyritic microgranite and microgranodiorite. These rocks are associated with sparse base-metal, Au, U, W, and Sn mineralisation.

CONCEPTS AND REGIONAL GEOLOGY The Charters Towers region holds many keys to the metallogeny associated with the complex geological development of eastern Australia during the Palaeozoic. Tectonic, magmatic and volcano-sedimentary depositional episodes can be identified and related to the chronological development of batholithic host rocks (Clarke & Paine, 1970; Henderson, 1986; Murray, 1986). Pre-batholithic basement rocks in the north (Charters Towers Metamorphics) consist of a package of amphibolite grade schists interlayered with and intruded by gabbros and diorites (Peters, 1987). To the south (Seventy Mile Range Group) greenschist facies Cambro-Ordovician rocks overly some of the basement. The lower age of this basement is not constrained, parts of it could be as old as Pre-Cambrian. Mid-Ordovician (approx. 470 my) to Lower Devonian (approx. 400 my) age I-Type granitoid plutons of the composite Ravenswood batholith intrude the pre-batholith basement and the Seventy Mile Range Group. Igneous activity was initiated again in the Carboniferous with the extrusion of rhyolitic lavas and pyroclastics associated with porphyry and high-level intrusive complexes (Wyatt et al., 1971). The Ravenswood block is bounded by Devonian and Tertiary sedimentary sequences of mainly continental provenence.
