Culture and leadership go hand in hand, especially when it comes to investing in safety. But the reality is that most safety leaders haven’t been taught the fundamental soft skills needed to lead effectively. In fact, only one in four safety leaders demonstrate effective skills and behaviours. Furthermore, when compared to its peers in other high-risk industries, our research indicates mining has the most room for improvement when it comes to effective safety leadership. In this presentation safety culture, climate and leadership will be outlined. Additionally, research data collected from our clients, across a variety of industries, will be shared to inspire reflection on the value of safety leadership. Finally, strategies to empower leaders and increase safety leadership behaviours will be described.

With recovery being important in optimising the business performance of a laterite and sulfide plant and with water being a precious resource in Australia, there has been increased pressure for companies to improve their methods of improving liquor recovery and improving water recovery in both laterite and sulfide plants. This has resulted in new control technologies such as the Manta Cube being applied on countercurrent decantation (CCD) and thickening circuits which is necessary to improve stability and optimise the liquor and water recovery in these processing plants. This paper describes the benefit of applying these new control techniques on CCD and thickening circuits in some of the mineral processing plants in Australia.

South Bulli is the oldest and largest underground coal mine in Australia. Two longwall units are in operation and current production is 2.5 to 3 million tonnes of run of mine product per year with a workforce of 600. Prior to 1984 a workforce of around 1,200 produced 1.5 million tonnes. Advances in technology can. of course, account for some of this gain, but the changes made in the human resources area are also seen as playing a major role in South Bulli emerging as a reasonably stable operation.The human resources strategy adopted recognises the value of the workforce and is aimed at not only fostering cooperation as all levels, but also making employees aware of the direct contribution they can make to the success of the enterprise.

In the process of mining the lower seam in a multi-seam operation, a lot of oblique fract- ures appeared in the upper seam which was in the equilibrium zone. These fractures closed soon after the lower face line passed. Despite the occurrance of some degree of undulations, and and step-like unevenness, the upper seam was subsequently extracted without difficulty. When attempting multi-seam extraction, from the height of the equilibrium zone, the minimum distance between seams in ascending mining should be predicted. By analysing roof con- vergences data and the geometrical configuration of subsidence profile, it was found that the minimum safe distance for ascending multi-seam mining depends on the mining height of the lower seam and the properties and structure of the inter-stratified rocks.

Following a long period of increase, there has been a reduction in exploration expenditure and activity in Australia over the past two years. During the post Second World War period, exploration was largely driven by mining companies seeking resources to satisfy an increase in world demand, while increasing their asset base as a result of mineral discoveries. In general, return on investment to shareholders was not the major driving force. With the exception of gold the mining industry has been faced with a long-term fall of metal prices in real terms. As a result the net profit return on average shareholderÆs funds in the Australian minerals industry has fallen from over 20 per cent in 1990 to less than five per cent today. Mining is now competing for funds with communication and finance based industries yielding high returns on shareholder investment. Shareholders and superannuation fund managers seeking a high return on short-term investments have indirectly reduced the funds available to the mining industry. Globalisation of the mining industry is leading to the rationalisation of the Australian mining industry as witnessed by mergers and acquisitions of local companies by foreign investors. The return on capital invested in the Australian mineral exploration industry must improve if the industry is to be competitive on a worldwide basis. Failure to achieve this will result in capital flowing overseas or to other industries. Relatively short-term upswings in metal prices which are generally driven by threats to the supply base (eg strikes, mine closures, increases in country risk) often lead to increased capital raisings for exploration funding. As a consequence of the time taken to raise the capital and increase exploration activity, measured exploration activity lags the metal price increases. There are also lags between commencement of exploration and discovery and ore production. In the case of gold exploration expenditure peaked six years after the price rise of 1980 Companies persevering with exploration in the current difficult period will be rewarded because they will be able to capitalise on future metal price rises and a minimised time lag.

Lime and cement manufacturing has a proud history in Otago, with the earliest lime kilns appearing around 1849 at Caversham and Kaikorai in Dunedin . At Dunback or Makareao (to be precise) three well-type kilns were built by the government in 1899. In 1909 these kilns were leased to the then Milburn Lime and Cement Company. They erected a large brick Schmatolla kiln in 1909, elliptical in plan and fired by coal gas. The kiln operated up until 1944 before being left derelict. The quarry which supplied the kiln also supplied the Burnside Cement works from 1929 up until its closure in 1988. The quarry was shifted to the top of the hill in the 1950s.

Safety legislation has a long history and widespread application, but how can one test its effectiveness? One way is to examine safety statistics. Another way is to compare the legislation with principles of good safety practice. Mine safety legislation contains many features that are widely accepted, and these should be examined critically to determine their importance. High productivity mining is the key to the financial success and stability of modern mines. This can be achieved through the use of new technologies, the development of innovative work practices andoptimisation of the mining method to suit the mining environment.Big Bell Mine is a 1.7 Mtpa longitudinal sublevel caving operation at a head grade of 3.14 g/t. Annual production is 170 000 ounces of gold. The selection and implementation of bulk emulsion explosives was seen as the logical progression from blow loaded ANFO for the high tonnage rate required from the longitudinal sublevel cave.Prior to the implementation of bulk emulsions an investigation wasrequired to examine the technical and financial benefits available with the introduction of bulk emulsion. This paper examines the review process and the successful implementation of bulk emulsion explosives at Big Bell.

An effective production control system should maximise recovery of economic material from the resource. To do this, internal waste must be accurately delineated and efficiently removed. Achieving this is most difficult in low grade blocks just above and just below the cut off grade, where ore:waste separation follows assay or statistical, rather than geological boundaries. Difficulties arise from sampling errors, configuration of the economic mineralisation, and local variations in geology. Mine bench parameters and mining equipment size apply further constraints to the actual field separation of the ore from the waste. At BCL, management of the resource starts with an effective orebody model for planning, scheduling and ore:waste prediction. Ore production from each mining location is reconciled with concentrator tonnage and grade, and the reconciled grades are compared with the planning orebody model to highlight any Differences.

The Mons Cupri Cu-Pb-Zn deposit is situated within a complex Archaean volcanic sequence dominated by rhyolitic fragmental rocks. This sequence is underlain by a 150 m group of rhyolitic ash flow tuffs with minor conglomerate and sandstone, and is overlain by approximately 180 m of dacite and andesite flows. The Mons Cupri sequence itself consists of several elongate or circular rhyolite domes, flanked by rhyolitic fragmental rocks ranging up to 400 m in thickness away from the domes. The lithology of clasts (typically 1 cm to 1.5 m in size) provides strong evidence that the flanking fragmental unit was derived by explosive eruptions associated with the rhyolite domes. An approximately 15 m thick shale horizon, bleached and silicified at its base, overlies both the rhyolite domes and the frag- mental unit. A south-dipping chloritic pipe-like body, with near-surface dimensions of 1,000 by 250 m and narrowing at depth to produce a cone-shaped cross section, lies within the rhyolitic frag- mental rocks about 250 m north of the largest rhyolite'dome in the Mons Cupri vicinity. Its east west elongation parallels that of the rhyolite dome. Ghost fragments indicate that the material in this fissure is a severely chloritized derivative of the rhyolitic frag- mental unit. In the Renison Bell area of western Tas mania, a series of Lower Cambrian quartzites, shales, carbonate beds ("dolomites"), cong- lomerates, tuffs and argillites have been folded into a broad monocline whose general strike is NW-SE, plunging slightly north and dipping NE. The downwarped eastern side of the monocline is disrupted by a steep (50-800) east dipping normal fault, known as the Bassett Structure, whose throw is in excess of 500 m. A series of flat north dipping normal faults, each with a throw of approximately 50 m, further disrupts the sequence. All major faulting was pre-mineralization. A cassiterite- bearing Devonian quartz porphyry body intrudes this Cambrian sequence 2 km south of the currently operating mine. Of economic importance is the presence of three carbonate beds in the sequence. These carbonates consist of a mixture of calcite, dolomite and siderite. The No. 1 (youngest) and No. 2 carbonate beds are each approximately 15 m thick and are separated by 20 m of hematitic conglomerates and tuffs. The No. 3 (oldest) carbonate bed is approximately 5 m thick and is separated from the No. 2 horizon by 50 m of dark grey, finely laminated shales and quart- zites. A sequence of ultramafic units, very well exposed in Munro township in the Abitibi areal, of the Cahadian Shield, exhibit features which indicate that they are sub-aqueous extrusions. They occur within a sequence of tholeiitic pillow lavas, thin graphitic sediments. and large differentiated sills. The units range from a few metres to more than 250 m in length and less than 1 m to over 30 m in thickness. Over 60 individual units, occurring as flat pancakes on top of one another, make up a total exposed thickness of 150 m. The units have formed from a magma composed of a very olivine-rich picritic liquid carrying up,to 40 per cent olivine phenocrysts in suspension. Different units display a variety,of cross-sectional profiles. As an example of the most extreme type of profile, a typical unit 2 m thick consists of a cap of highly jointed fine-grained quenched rock, 10-30 cm thick, which becomes coarser downwards, grading into a zone composed of radiating and criss- crossing skeletal olivine crystals forming the well-known spinifex texture. This becomes even coarser-grained downwards, with "books" of parallel platey olivine crystals developing sub-perpendicular to the plane of the units. Batu Hijau is a porphyry copper-gold deposit located on Sumbawa Island in the western Banda Arc of Indonesia. The deposit has been evaluated from 54000m of drilling in 105 diamond drill holes over a surface area of 1.2km2 and to a depth of 1000m below surface (412m below sea level). A provisional plan is being evaluated to mine 642 million tonnes at an average grade of 0.61% Cu and 0.55g/t Au (variable cutoff) from an open pit in the higher grade portion of the resource. The deposit is associated with a caic-alkaline intrusive complex that was emplaced in a thick sequence of andesitic pyroclastic rocks. The oldest and most widespread intrusion is porphyritic to medium-grained, equigranular, quartz hornblende diorite. At Batu Hijau the western diorite contact zone was intruded by two phases of tonalite. The older tonalite is a stock increasing from 200m diameter at surface to 500m at sea level. It consists of quartz, plagioclase and hornblende phenocrysts set in a groundmass of similar composition. A younger tonalite intrudes the tonalite stock, quartz and plagioclase phenocrysts are more abundant and it has a finer groundmass than the older tonalite. Brecciation occurs near the older tonalite contacts but there are no breccia pipes or late-stage features such as pebbldykes or postmineralisation intrusive rocks.

Precious metal mineralization at the North Arm goldfield in SE Queensland occurs in the Triassic North Arm Volcanics, a sequence of andesite to rhyolite, pyroclastic and epi- clastic rocks deposited in a continental envir- onment. This unit displays a well-defined fracture system on Landsat imagery, including several arcuate structures which may represent former calderas. Two of the latter are associ- ated with zones of hydrothermal alteration, breccias and anomalous precious and volatile metal values. At the North Arm prospect, alter- ation is zoned from outer propylitic into exten- sive sericitic, although K-feldspar alteration is prevalent in the rhyolite. A zone of advanced argillic alteration is also present at Mt. Ninderry, SSE of North Arm. Alteration involves depletion of Na, Ca and Sr, and vari- able enrichment of S, As, Au, Ag, Hg and Mo. K and Rb are strongly enriched in K-feldspar altered zones. Precious metal mineralization occurs in veins, stockworks and hydrothermal breccia zones, and pervasive low grade Au-Ag dispersion is found throughout the sericitic and K-feldspar altered rocks. Veins and brec- cia interstices contain abundant quartz (common- ly banded), minor pyrite, calcite and sericite, with traces of silver grading to electrum, frei- bergite, naumannite, allargentum, marcasite, chalcopyrite and sphalerite. Mineralogical and geochemical characteristics are consistent with that found at volcanic-hosted epithermal precious metal deposits, particularly with the low-sulphur/adularia-sericite type.

Here, in what is partly a review and partly a personal viewpoint, I take stock of changes in emphasis and comprehension on the subject of basaltic volcanism in the decade that has passed since the completion of the landmark Basaltic Volcanism Study Project (1981). I concentrate attention on the relatively neglected physical-volcanology aspects (in 1988 it was still possible to publish a 340-page book on flood basalts with barely any mention of physical mechanisms).I adopt the useful unifying concept of "volcanic system" to embrace the invariably-present intrusions as well as the volcano; I consider controls exercised by magma-supply rate and modulator-mechanisms on the nature of the system;I emphasize that sheeted-intrusion complexes, consisting either of dikes or inclined sheets (depending on the ability of the system to expand laterally) occur in all eroded major systems and fuel geothermal systems; I show how constraints set by cooling of narrow intrusions cause such complexes to be wedge-like and produce considerable rotations; I consider the role of the level of neutral buoyancy in making magma chambers possible, causing lateral subsurface magma flow and localizing intrusions, while the LNB itself can be accentuated by intrusions; and I examine the possibility that underwater systems could have very different internal structures from systems on land.

Rock formation at shallow depths is generally associated with complex geology consisting of many joints, fractures, bedding planes, etc. Fragmentation results from primary blasts in such strata are therefore significantly influenced by structural discontinuities. To evaluate the role of discontinuities, which is of great use in the design of blasts in such conditions, a two-stage investigation program was taken up. In the first stage, model scale tests were conducted with single and double holes with the strike of discontinuities parallel and perpendicular to the face. Later, field studies were conducted in a limestone mine and a coal mine. Blast patterns were modified based on the results obtained from model scale blasts. Secondary blasting was taken as a measure to assess blast performance in the field, whereas mean fragment size, fine and coarse fragmentation indices were considered as fragmentation measures in model scale tests. Model tests indicated confinement of explosive energy by the discontinuities surrounding blasthole. Crater shape and size were significantly influenced by the orientation of joints with respect to the face. Modified blast designs with decreased burden x spacing patterns resulted in improved fragmentation in the field. A reduction of about 12 per cent in explosive consumption was recorded with modified blast designs. Boulder formation was observed to decrease by about 79 per cent as well.

Cyanide-extractable gold is far more meaningful in the definition of ore, and control of extraction, than fire- assayable or aqua regia digestible gold. The use of cyanide- extractable gold addresses the significant problems of over- as well as under-assaying by fire and aqua regia digests. The problems of conventional control or diagnostic cyanidation extractions: lengthy extraction, and masking by pregrobbing in cyanidation extractions for assay purposes; are surmounted with a novel activator - Leach WELL. Full extraction of liberated gold, insignificantly affected by preg-robbers, can now be achieved within 30 minutes. This can assist in reducing common gold losses presently often hidden by inappropriate mine call factors, and/or high grade cut values. This paper includes a discussion of fundamental mechanisms of cyanidation, preg- and assay-robbing, which underlie the phenomena Involved.

The AJ Parker Cooperative Research Centre for Hydrometallurgy is the focus of a world-class effort in providing technical solutions to the minerals industry. The 85 FTE staff are drawn from the CentreÆs five joint venture research partners comprising universities (Curtin, Murdoch and Qld) and government research agencies (CSIRO and WA Dept of Industry and Resources). There are also 12 industry partners, representing most of the leading mining companies in the world. Around 45 postgraduate students, mainly PhDs, make a significant contribution to the research effort. Total annual expenditure on R&D is around $17 million.Hydrometallurgy activities encompass both fundamental and applied research across the alumina, gold and base metal sectors. The Centre is now growing its client base into overseas markets, particularly North America, South Africa and Europe. Quality, strategic R&D by the Parker Centre is seen by the industry as an attractive investment. A recent survey of the industry revealed an estimated ten-fold return based on direct costs of research to the client. In addition, the Parker Centre has a strong commitment to education of postgraduate students wishing to enter the mining industry as well as providing specialist courses for those technical professionals already employed in the industry. The wide range of employment opportunities in the mining industry is reflected in the diversity of the disciplines amongst the CentreÆs research team, eg extractive metallurgy, chemistry, biotechnology, physics, engineering, molecular modelling, microscopy, geology and computational fluid dynamics. How does an atomic force microscope and molecular modelling improve our ability to control gypsum scaling or understand crystallisation of alumina in a Bayer plant? Can a biologist contribute to the problem of the slow leaching of copper from chalcopyrite? Why are computational fluid dynamics and lasers the basis of understanding how to make thickeners work more efficiently. Can you combine a PhD or Honours degree with industry experience? What is crud and why is nickel stressed? These are typical examples of the CentreÆs research activities and demonstrate the contributions of its multi-disciplinary teams which keep the Australian mining industry at the cutting edge of advanced global technology.
