This paper presents the results from research undertaken in the CSIRO-funded Mineral Futures Collaboration Cluster on developing a future vision for the mining and minerals industry – Vision 2040 – in which the industry proactively contributes to long-term benefit for communities and the nation. Our research finds that Australia is currently experiencing mining-led prosperity due to high commodity prices, yet underlying this are challenges for maintaining market share due to lower productivity from extracting lower grade, more remote and complex ores. Whilst much focus has been on developing new technologies for finding and processing such ores, this paper assesses these activities, together with policy and market innovations in the context of needing to strengthen social, environmental and financial capital for long-term benefit. Vision 2010 sees mining activities linked to systems that are net providers of clean water, energy and ecosystem services, rather than minimising negative impacts alone; sovereign wealth funds are used to harness current prosperity for future innovation. Using a case study in lithium and comparisons to iron/steel, coal and copper – we illustrate the opportunities for new technology, policy and market innovations to link the mining and minerals sector in Australia to more sustainable patterns of production, consumption and prosperity.

Social licence to operate is becoming part of a mining company’s DNA in the same way as health and safety. Consequently, mining companies are receiving increasing pressure from their shareholders to ensure that they add enduring value to the local communities in which they operate. Apart from the shareholders, a company has responsibility to suppliers, customers, employees, the government and the community, which means under the social responsibility model they must be accountable to the other stakeholders. External and internal challenges in mining are increasing the difficulty and complexity of mines to operate. The external mining environment has a big impact on mining operations and is driving matters such as the focus on safety, responsible mining and resource management, sustainability issues, profitability and productivity. Considering this, it is expected that the widespread implementation of Environmental, Social and Governance (ESG) related practices across the mining industry in the next ten years will increase, not just for the big players but for juniors as well. Companies, investors, governments and insurers who fail to act on ESG matters are to likely face greater risks. Demonstrating leadership in ESG will ultimately become a differentiating factor and market participants have much to gain from embracing ESG stewardship as part of their competitive advantage. Stock Exchanges have an important role to play in advancing sustainability in the capital markets. It is for this reason that the Sustainable Stock Exchanges (SSE) initiative was founded to serve as a global platform for exploring how exchanges can enhance performance on ESG issues and encourage sustainable investment. The SSE initiative provides an effective platform for dialogue between the United Nations, stock exchanges, investors, companies and regulators in the mining industry. The paper will explain why ESG reporting is crucial for the survival of a mining company and how the lack of transparency could be detrimental to its public image and shareholder relations. The paper will also identify bodies that regulate ESG reporting, as well as the available tools that provide guidelines on reporting ESG matters. Key ESG reporting parameters (at a global scale) will also be highlighted.

Risk assessment in the mining industry is currently a topic of great interest with risk methodologies being increasingly applied beyond the traditional areas of finance and feasibility to analyses of risks due to various physical hazards including chemical, electrical, mechanical and geotechnical sources. The application of risk analysis and evaluation techniques to the management of personnel safety is being promoted by both industry and regulators but, particularly for geotechnical hazards, often there are inadequate databases for a meaningful quantitative calculation of risk. In Western Australia over the decade 1987 - 1997, the annual fatality rate for underground mining has averaged at approximately 1.3 in 1000 employees with rockfalls/rockbursts accounting for over half of these deaths (Prevention of Mining Fatalities Taskforce, 1997). Recent improvements have been made since this time, perhaps halving the annual fatality rate, mainly due to industry improving ground control measures and implementing various recommendations from the Prevention of Mining Fatalities Taskforce (1997). However there still remain a large number of unknowns when trying to address the complex area of geotechnical risk in mining. Risk calculations require information about the source of the hazard, the people or assets exposed to the hazard (the æelements at riskÆ) and the effects on these vulnerable elements if the hazard actually occurs (the potential consequences). To date, little information has been available on the exposure of mining personnel and equipment to underground hazards other than occupational safety studies on chemicals, heat, dust, etc. This paper concentrates on underground geotechnical risks and presents a data collection and rating system for the exposure of both the underground workforce and equipment to rockfalls and rockbursts. The methodology considers exposure times, personnel protection levels and hazard proximities to give exposure ratings for the major underground mining activities and hence rate different locations within a mine. This exposure methodology is then applied to the workforce and production/ development cycles in an actual WA underground mine, creating a snapshot map of differing levels of personnel exposure across the mine.

Western Europe is a dynamic region, with an emerging co-operation between the individual nations both politically, economically, technically and scientifically. The European Union, today with 15 member States and with a range of central European States applying for membership, is a catalyst for this Cupertino, using a combination of EU funds, for financing research initiatives, and legislation to enhance development of technology and environmental performance. Europe is a major net importer of metals but with a large potential for own production, in particular in the accession countries. The metals and mining sector is furthermore identified as having a large potential to generate wealth both in todayÆs EU and in the future, widened Union. This paper provides a chart of examples on the many research initiatives presently underway in Europe, addressing environmental issues related to mining. The list of programmes and projects does not claim to be complete; it is rather an illustration on the wideness of the approach, describing various ways for transboundary Cupertino. The approach taken by many of the programmes goes beyond the strict ARD scientific area and therefore only a limited number of the many programmes can be identified as ARD research programmes. Also national programmes, without EU funding, are operating, eg in Sweden, Germany, and UK. The picture is continuously changing with new programmes being commissioned and old ones being completed.

As part of the AMIRA P843 project Keeney and Walters (2008) describe how the principal components analysis (PCA) method can be used to identify classes of samples with similar metallurgical characteristics. However PCA does not take account of the location of each sample in 3D space. This paper describes a study to analyse the spatial distributions of the classes and determine appropriate modelling methods to control the estimation of the comminution parameters and mill performance indices into a 3D block model. This includes but is not restricted to geostatistical techniques that are used for grade modelling. The starting point for the study is the class definitions and the regression models for estimating the comminution parameters and performance indices. Each sample is assigned a class and the spatial distribution of each class has been analysed using different techniques including the calculation of variograms. This establishes whether the classes can be used as domain control for estimation into the block model – a procedure similar to using geological rock type domains for controlling the estimation of grades for a resource model. However, standard geostatistical estimation methods such as ordinary kriging assume that the variable being estimated is additive or linear. This assumption is valid for variables such as grade but this is not necessarily the case for the comminution parameters or the performance indices. Therefore the estimation procedure must either use variables that are definitely additive or the effect of potential non-additivity must be tested and accounted for where possible.The results of the study show how performance indices such as recovery, throughput and specific power can be estimated into the block model. This model is then combined with the geological model to provide a multi-parametric model that is used to optimise the mine planning and scheduling activities which can lead to significant improvements in NPV.

There have been enormous changes in mineral processing in the past four decades. For example grinding mill power has increased by an order of magnitude, regrinding is done to -10 microns and flotation machines are 100 times bigger. Operating staff have unprecedented opportunities for online monitoring and performance control of mineral processing plants. Sophisticated instruments can provide a plethora of data characterising the mineralogy and surfaces of particles. Digital computers allow complex calculations on huge amounts of data including modelling and simulation of machine and plant performance. However, all these changes have not necessarily lead to better metallurgical results. An analogy can be drawn with the thoroughbred racing industry in Australia. Significant advances in scientific knowledge in animal genetics, physiology, biomechanics and nutrition applied to the business have resulted in only a two per cent reduction in winning times for the Melbourne Cup and Caulfield Cup since the 1920s. A critical look at some mineral processing metrics suggests similar failures to improve performance despite putting in more resources. In fact certain parameters such as operating times and plant start-up performance are considered to have remained static or even deteriorated. There has been an emphasis on 'process' at the expense of 'outcomes'. The industry's strength has been in finding technical (or 'hardware') solutions while its weakness has been at the people end of the business in maximising and consolidating the gains from the technologies. Some trends in plant design over these years have exacerbated the apparent deskilling of operating and technical staff. Despite unparalleled options for communications, some staff are embarrassingly uninformed about technical developments in their fields. The 'boom and bust' cycles of the industry, together with trends in tertiary education and the effects of fly-in, fly-out (FIFO) operations, raise serious questions about the sustainability of human capital in the mineral processing sector. This paper by two experienced mineral processing engineers, with contributions from other senior practitioners, reviews these trends. While there may be an element of 'the older we are, the better we were', it is an attempt to identify the issues and propose solutions.

Oceana Gold (New Zealand) Limited operates the Macraes Gold Mine near Dunedin on the South Island of New Zealand. The orebody is mineralogically complex and comparatively low grade requiring a series of unit processes and resulting in a relatively complex plant. As part of Oceana GoldÆs ongoing Business Improvement program, a concerted effort has been made to focus on operational efficiency. One aspect of this has been the efficient use of energy in the gold recovery process. A benchmarking process has been developed for the Macraes operation that includes comparison with other operating mines and theoretical design. Criteria for determining operational efficiency have been developed. While benchmarking is, in theory, a simple process, this paper looks at putting benchmarking into practice by catering for variability in ore and associate processing methods. The unit processes discussed include the comminution circuit, flotation plant, pressure oxidation plant and gold recovery circuits.

At Tropicana gold mine (TGM), mine planning is completed from ‘one source of truth’ known as the Integrated Planning Model (IPM). The IPM is a block model which forms a core component of the TGM Mine Planning System – used for short, medium and long-term mine planning cycles, and for Mine to Mill reconciliation.The IPM was developed from a desire to consolidate long-term information contained in mineral resource and ore reserve models, with short-term information from the grade control processes, including grade control models and ore polygons.The IPM is informed initially by resource models, upon which the longer term budget and schedules are based. The IPM is routinely updated with grade control models and ore design information, providing increased confidence for short to medium term mine planning. In this format, the IPM also provides a framework for reconciliation of resource performance with grade control, mining actuals and mining schedules, and ultimately milling. As well as a means for analysing past performance through reconciliation, it has proven its worth as a predictor of variation and an input to successful schedule sequencing and change management. The IPM is a critical component of the TGM Mine Planning System, providing a centralised framework for short interval mill feed prediction through to life-of-mine (LOM) planning.Current development of the IPM is working towards incorporating Mine to Mill optimisation and real-time material tracking projects at TGM. If successful, the model will provide a truly powerful mine planning data source. Current development outlines a mechanism for tracking material from Mine to Mill, and for transferring mill performance data back to the IPM. Increasingly advanced material classification and mine planning, incorporating the multiple geometallurgical variables, will enable the mine to provide consistent mill feed products and result in a steady state and optimised mill.This paper outlines the vision, creation and benefits of the IPM at TGM. "Automated mining systems are increasingly being seen as a key requirement for a productive mining operation in the future. The importance of an integrated communication network infrastructure to support such systems is growing.This paper outlines the introduction of automated mining systems in large conventional mines as well as their growing role in block cave mines currently operating or being developed. The paper will then focus on a case study of how the communication infrastructure is fundamental to the operation of such systems and explain why the resultant communication networks require much more than just increased bandwidth (data capacity) to properly support the automation system within the overall mine operation.Mining operations already embarking down this road are discovering that the required network must be based on a true enterprise level architecture to not only enable the mine’s current plans for remote and automated mining, but also provide a scalable and integrated platform for future developments and requirements. Rail, port and shipping charges represent 30 to 50 per cent of landed costs for Australian coal mines selling to Asia. This proportion is higher for sales to Europe, yet it is in Europe where Australian producers are aiming for increased market share. The landed cost of coal to the international customer is the key parameter which determines market competitiveness. The objective of this study is to examine Australian export coal competitiveness in terms of transport distance. The approach used examines world coking coal and steaming coal production and the transport distances between major exporting regions and importing countries. Reference is made to the importance of land transport costs and a comparative approach for emphasising the relative magnitude of this factor is developed. Models developed are examined in terms of Australia's exports and a conclusion is reached that a reduction in rail freight costs would be an effective measure for improving the competitiveness of Australia's coal industry.

"The primary control objective of the project is to achieve milling optimisation by ensuring that the energy available for rock breakage is used as efficiently as possible. This is achieved by increasing the level of mill filing until a process constraint is reached. Stable operation against this limiting constraint is then maintained to ensure long-term optimised operation.Semi-autogenous grinding (SAG) mill control optimisation presents a number of challenges. SAG mills have multiple inputs that are used to control multiple outputs (MIMO process). Secondly, the SAG mill loading process is a ‘high inertia’ process that can be approximated as an integrating process. This means that it is open-loop unstable. The hybrid control strategy presented implements an advanced ‘load stabiliser’, which transforms this integrator process into a more manageable first order process, which can be steered stably against the constraints. This SGS hybrid Expert control strategy implemented on both SAG mills at the Porgera concentrator therefore consists of two integrated parts responsible for:stabilising the mill load to a targetdriving the mill load target to the maximum determined by the process constraints (eg maximum power draw) to maximise efficiency and throughput. A comparative study is done between the operation of the plant for a period of a month before and a month after the implementation of this strategy. Gravity gold circuits have an important part in reducing operating costs and maximising recovery in modern gold plants where coarse gold is present in the ore body. The design and selection of equipment has a vital part in the overall effectiveness of the gravity gold circuit. There are a number of associated factors that need to be taken into consideration when selecting the most suitable equipment for gravity gold circuits including occupational health and safety, security and labour requirements. This paper is a case study that outlines the validation behind the design, selection of equipment and subsequent benefits of the recent upgrade of the gravity circuit at the Marvel Loch gold mine with the main component to the upgrade being the installation of a Consep Acacia Reactor. Since the upgrade there has been a significant increase in gravity recovery, which has reduced the amount of gold reporting to the leaching circuit therefore reducing reagent consumption and overall operating costs. There has been an increase in overall gold recovery and therefore increased gold production. The benefits to occupational health and safety include the removal of toxic gases being released in the gold room during the previous practice of gold concentrate calcination and the removal of the arsenic and nickel from the gold doré, which poses a risk during refining. Manual handling and security has improved as there is no physical contact with gold concentrates during the automated process using the Acacia reactor. The total time for gold room personnel working in the gold room has also reduced from around six hours per day to less than one hour per day.With the continuing development of low grade gold deposits, there will be an increase in demand for low capital, high recovery gravity gold circuits that can significantly increase overall production while reducing operating costs.

Semi-autogenous grinding (SAG) mill control is complex and depends on many dynamic process variables. Good control strategies ensure that a mill is operating as close to optimal as possible, resulting in significant economic benefits to an operation. Pueblo Viejo, a gold mine in the Dominican Republic, has been actively improving their control strategies since start-up in 2012, and one of these initiatives was to install an acoustic monitoring system on the SAG mill. The data from the system is used to optimise the mill’s performance by limiting the time the mill is either running too quiet or too loud. The lower limit is an indication that the charge in the mill is too high for efficient breakage or that the mill speed is too low and grinding media are not striking the toe of the charge. Conversely, when the acoustic emissions from the mill are too high, this can indicate that the balls are striking above the toe of the charge, resulting in inefficient grinding and excessive liner and lifter wear. Adjusting mill operating conditions to keep acoustic emissions in the ‘sweet spot’ between these limits results in more efficient grinding.Pueblo Viejo installed a Metso SmartEar™ to monitor the acoustic emissions of their SAG mill in January 2013. This system has been installed on many mills around the world and is specifically designed for optimising SAG mill control. One system output is the impact counter which measures steel-on-steel impacts on the mill shell. The impact counter uses both frequency and time domain analysis to approximate the number of ball impacts per minute. This method of analysis excludes parts of the sound signal not associated with steel-on-steel impacts and gives an accurate measure of this critical control parameter. After the acoustic system was installed, Pueblo Viejo collected data to determine the upper and lower limits for the impact count variable. The live data is available to the mill operators and it is used as one of the key operating variables to control the mill.Through continuous improvement and the use of advanced technologies like SmartEar™, Pueblo Viejo are improving the control and operation of their SAG mill, resulting in reduced liner wear, more efficient mill performance and optimised energy consumption. ROES« is a proposed new mining system for underground hard rock mines. Ore is accessed from within a shaft, which is located close to or within the stope, and pitched either vertical or within approximately 20 degrees of vertical. The shaft is designed to exclude personnel entry so production drilling and explosive placement is done using remotely controlled or automated machines. Routine remotely controlled survey of the shaft, stope back and broken rock within the stope is typically done following each blast. The survey may include excavation geometry, rock fragmentation and geotechnical characteristics. Blastholes are surveyed before placement of explosives. This provides mine operators and engineers with real-time data, allowing them to monitor production performance and risk factors so that they can make rapid changes as required. ROES« is designed to apply to open stoping or sublevel caving situations either in disseminated, geologically defined, thick tabular or narrow vein orebodies. The technologies developed for ROES« will also have potential applications to block caving operations to reduce the risk of frozen ore and poor fragmentation. In a typical sublevel open stope application, ROES« will reduce the amount of stope-associated development by about half and therefore will allow ore to be brought on-stream sooner and at significantly reduced cost. Other savings are expected to flow from the centralisation of mining activities and operational data, reduction in mining fleet, reduction in ventilation requirements, improved occupational safety and reduced mine complexity. CSIRO and Orica Mining Services are developing the required technology and AMIRA is seeking sponsorship for a project to trial the mining method. This paper details the ROES« method, expected benefits and applications and includes typical stope and mining block designs and design requirements.

Electrostatic separation is a core requirement for the beneficiation of mineral sands suites to provide valuable product. Although the basis of electrostatic separation has been understood for some time, the details required to be able to calculate the metallurgical performance of a separator has not previously been achieved from a mechanistic perspective. Empirical models have had some success but require extensive test work. Traditionally, performance of an electrostatic separator is determined by careful experimental work using the target mineral suite. Although electrostatic separation was invented at the end of the 19th century, very little modification of the basic equipment occurred until relatively recently, with the addition of a plate electrode to aid separation. Previously, the author has presented results, calculated using finite element modelling (FEM), of the electric fields present in an electrostatic separator in various configurations. This paper will present some new mathematical modelling work, which uses the FEM determined electric field configurations but also incorporates some fundamental physical processes that provide insight as to the limitations and opportunities for this important separation technique.

The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

Many organisations struggle to yield meaningful outcomes from incident investigations. This paper will demonstrate that we can discover systemic issues by rethinking the ‘Why’ and ‘How’ of investigations, fostering genuine risk reduction. Key points: 1. Shift from ‘prevent recurrence’ to ‘learn and reduce risk’: conventional investigations focus narrowly on recurrence prevention, resulting in narrowly focused investigations with limited ability to identify and reduce organisational risk. Redirecting our objective to learning and improvement opens avenues for broader risk mitigation. 2. Understanding daily work for risk insights: recognise that work is not always completed in full compliance with procedures. Workers will adapt how they complete tasks influenced by the conditions and management systems that exist every day. Understanding the conditions and systems affecting everyday work is vital for uncovering systemic risks. 3. Unearth systemic issues through in-depth exploration: many investigations address surface concerns such as lack of training, incorrect procedures, equipment not being maintained, and missing overarching organisational risks. Systemic, organisation-wide risks are not identified. To discover these systemic issues and create shared learnings, investigators must question management systems, including resourcing, planning and risk management. 4. Design actions for safe failure: common actions like discipline and training fall short and do not reduce risk. Resilience emerges from well-designed controls. Incorporate planning, better resources, interlocks, and guarding to bridge the gap between task execution and risk. 5. Investigation Reports as a Business Case: Investigation reports should not simply state historical information regarding an incident. They are to facilitate decision-making and be presented as a business case to drive change. Organisations can move beyond localised risk and ineffective administrative actions by changing investigation objectives and methods. They can facilitate learning, understand daily work intricacies, identify systemic issues, and enhance the capacity for safety, driving lasting risk reduction.

History attests to the catastrophic consequences that fire, explosion and contaminated, noxious andirrespirable atmospheres can have for workplace health and safety in underground coal mining. It also confirms that fires and explosions present the greatest risk of partial or total loss of underground mines and equipment and that this risk continues to materialise. The design, implementation, operation and maintenance of the mine ventilation system are core controls for managing the hazards associated with these risks, both for preventing them from materialising and for mitigating their consequences if they do materialise. These are most effective when embedded in a risk management approach.

A position entailing the highest compliment the Institute could bestow on any of its members, and one which I feel my inability to properly fulfil, inasmuch, as you have men in your ranks of the highest scientific training residing on that great continent where the head quarters of the Institute is established, while my engagements here will not permit me leaving this colony but for a very limited period.About six years ago, during the time the mining boom was at its height, there came to this colony from England, Germany, and South Africa, several mining engineers, who in conjunction with the mining engineers here, formed an Institute which we soon found we were not able to maintain. The mining boom gradually died away, and many engineers have left the colony to find employment in other parts of the world. We made overtures to your Iqstitute to take us under your wing, which you were kind enough to do, and the outcome is that you have come over 1200 miles to hold a meeting in New Zealand. The paucity of members residing in this colony does not admit of a large attendance; but we heartily welcome you to our shores and hope you will enjoy a holiday visiting some of the principal mining centres and exchanging ideas, which not only improves our minds, and widens our field research, but also tends to lead to further economic improvements in the extraction of metals the earth contains...
