Fire suppression systems are but one of the many technologies currently available to manage operational tunnel risks. However, the actual reasons for their use are often shrouded in mischievous discussions of the marketing variety.The international tunnelling community still stands divided on the merits (or otherwise) of fire suppression systems. For some the debate focuses on their cost compared to the theoretical benefits they bring to human safety.Long standing concerns about their potential adverse effects in an emergency are often at odds with the experience from tunnels which use them. High installation and operational costs are cited as reasons not to use them, yet toll road operators and insurers increasingly use them as a risk mitigation strategy for toll revenue protection.Fact or fiction, myth or reality, should such systems be seriously entertained or are they just another expensive gadget in the escalating array of expensive toys for modern tunnels? Ultimately this presentation argues that they have their place as a risk mitigation measure to achieve a range of objectives. The exact circumstances for their use ultimately fashioning their design and operational characteristics. This is an abstract only. No paper was prepared for this abstract.

I congratulate The Australasian Institute of Mining and Metallurgy on its decision to hold its Annual Conference here in Western Australia. Western Australia, with its abundant mineral and energy resources, plays a key role in the Australian mining industry... and Western Australia will continue to figure prominently in this vital industry for many years to come. The success of our gold, iron ore, bauxite, mineral sands and other primary industries has enabled Western Australia to contribute significantly to Australia's export revenue and, therefore, to the nation's economic strength. The State's mineral wealth has also provided the impetus for a recent surge in mining related activity, including a dramatic increase in downstream processing of our raw materials. Billions of dollars worth of new project investment is either committed or awaiting final approval - and most of this new investment is a direct result of a healthy and vibrant mining industry. The North West Shelf Project - which has been providing natural gas for homes and industry in Western Australia since 1984 - has also played a key role in stimulating industrial development. The availability of abundant, competitively-priced gas from the North West Shelf has - along with the availability of other raw materials - made Western Australia a more attractive proposition for industrial investment. The company I represent, Woodside Offshore Petroleum, is operator of the North West Shelf Project on behalf of the Project's six Joint Venture Participants - Woodside Petroleum Ltd, BHP Petroleum (North West Shelf) Pty Ltd, BP Developments Australia Ltd, Chevron Asiatic Limited, Japan Australia LNG (MIMI) Pty Ltd and Shell Development (Australia) Proprietary Limited. The theme for this Annual Conference: "Excellence - the key to the continued success of the Australasian mining industry" is appropriate to the North West Shelf Project. The pursuit of excellence has been a hallmark of the Project. The Joint Venture Participants have been conscious of the need for stringent quality control at all stages of development. Procurement and purchasing policies, for instance, have demanded strict adherence by contractors and suppliers to the highest standards and specifications.

High class skilled professional management teams will analyse job definition and selection procedures for posts, as well as objectives for and delivery of effective management training.Some fundamental changes in attitudes towards training as a means of achievement may be by managers at all levels self-examining their abilities to improve their styles, and by moving training more into the world of high technology techniques. The resulting improvements to management and training with attendant cost benefits will be enjoyed by the companies responding most effectively to these challenges.

"Since the adoption of open-door policy 30 years ago, rapid economic growth has resulted in serious resource depletion and environmental destruction, especially in mining areas. As an urgent response to this situation, the central government and the Ministry of Land and Resources (MLR) have adjusted policies with concrete and realistic actions for halting this trend of non-sustainable mining activities in China. æGreen Mine CampaignÆ is one of the actions implemented. In 2010, MLR announced the æGreen Mine CampaignÆ, in which existing and new mines will be evaluated against the æGreen Mine Construction StandardsÆ and certified as æGreen MineÆ if complying with these standards. The standards cover five key aspects: the considerations of science-supported resource exploitation efficient resource utilisation standardised management environmental friendliness harmonious community relationship.Every year, MLR reviews ægreen minesÆ from all provinces. Thirty seven mines, including coal, metal, non-metal, gold, chemical industry and building materials mines, passed the review and were certified as green mines in 2010. In 2011, 187 out of 194 mines that participated in the review were certified as ægreen minesÆ. Cooling tower design has not advanced significantly in the last decade. Recognising this, Outotec has developed an innovative horizontal outflow cooling tower with increased performance compared to conventional design cooling towers.Outotec® Cooling Towers operate today in applications such as spent electrolyte cooling in zinc plants and for gypsum removal before copper solvent extraction. In such applications the use of this latest design has enabled increased production and lower maintenance costs in the downstream operations.In actual operations, the cooling performance has been confirmed at start-up, and has demonstrated that the towers operate in accordance with the CFD modelling. In the last three years these towers have proven themselves in commercial operation to operate with high efficiency and availability.This case study will outline comparative data, collected over two years at a site where both Outotec and conventional cooling towers are operating. The data shows that Outotec cooling towers require less than half the maintenance time of conventional cooling towers, when adjusted to a total solution flow basis. A close partnership approach with the site has allowed continual development, ensuring high availability and high performance.Experience with previous cooling tower installations guided the development of maintenance philosophies and procedures; this resulted in a design where maintenance intensive components were accessible from the top of the cooling tower. It is sometimes necessary to resort to extremes in order to call attention to something that is pertinent to safety in mining. When some of the experts in occupational safety talk about this topic, they usually refer to a 'regulation' established by the Romans which stated that, due to the health hazards, usually death, no Romans but only slaves should work in mining. Since the time of the Roman Empire, a lot of ground has been covered in the field of mine safety. Nowadays, it can be said that occupational safety is being seriously addressed, with the result that the number of mining accidents has reduced dramatically, fatalities in this industry are less frequent, and the rate of accidents compared with other activities, such as construction or fanning, is low. This achievement has been possible initially through government legislation and by procedures established by the mining companies themselves. However, the dilemma for government is whether to regulate and if so, how much. It is pleasing to observe that most companies are establishing working procedures which conform with new government legislation, placing strong emphasis on the duty of care for mine employees. There will always be some regulatory aspects of legislation, and perhaps the best example of this is in the use of mine hoists where there are no international or Australian standards, and the regulations applied are of an empirical nature that err on the side of safety.

Hidden under picturesque Bemic Lake, in Canada's eastern Manitoba, lies a highly fractionated pegmatite orebody, hosting a unique assemblage of minerals. Accidentally discovered in 1929, the orebody had a brief history as a tin producer, but it is now mined by Tantalum Mining Corporation of Canada, Ltd. (TANCO), for its cesium, lithium, rubidium and tantalum bearing minerals. The mine also has potential for mbidium-feldspar, amblygonite, gallium rich mica, and quartz production. This paper describes the geology of the orebody, and its mining and processing. Selective, concurrent, mining and milling of the various products necessitates a high degree of planning and control, and these aspects are also discussed. The introduction of Quality Control and SPC are discussed, for such are the keys to excellence.

A cry that is often heard from front-line employees, particularly as a mine grows or circumstances change is "We used to be one big team but now they have set up teams for different functions - we don't know what's going on and we don't share resources any more. We used to just get in and do what had to be done, now we can't.". It usually occurs after management decides that, with the increasing mine complexity, functions and accountabilities of a manageable size need to be identified and defined for individuals and teams to facilitate optimum performance. However, as the statement indicates, these changes have often not delivered all the intended benefits. This paper will explore the reasons why the full benefits have not been realised and will identify actions which can be taken to improve the likelihood of optimal outcomes.

In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

Drive stability is critical in block/panel cave mining. The production levels of these mines are required to remain operational for the entire life-of-mine which can be in excess of 30 years. It is therefore necessary to produce high-quality drives to ensure sustainable mine productivity. In order to improve the quality of drives and pillars, this gold mine instigated a project to optimise their development blasting. The initial aim was to reduce the level of overbreak in development mining, which was averaging approximately 18 per cent. The benefits of controlling overbreak not only included an increase in the integrity of the drives but also a decrease in load and haul and ground support costs. Through focusing on the optimal blasting of the perimeter holes, overbreak was reduced to 4.5 per cent. The project’s focus then moved to drill and charge designs for development faces. In optimising these designs, it was anticipated that improvements in the development mining cycle would be achievable.CITATION:Klaric, P, 2015. Throughout the minerals industry, it is evident that a new wave of technological innovation is needed as the mining sector looks for ways to achieve higher security and safety as well as higher production rates with less investment. Innovation has always been one of the key factors in achieving success within the mining industry. However, its importance will be especially relevant in the coming years if negative trends in commodity prices and new challenges facing the industry (lower grades, deeper mines and economy of scales) are to be overcome and the future sustainability and profitability of the sector ensured.The drive towards fully autonomous operations has begun, with the implementation of automated systems in both surface and underground operations. However, these automated systems are currently planned and realised with well-defined automated tasks within structured environments and isolated spaces. Currently, there is no interaction between automated systems, manned systems or humans, which creates physically isolated environments.For fully autonomous and continuous operations, the automated systems need to operate in environments that enable flexible interactions between automated machines, tele- and manually operated machines and humans.In this paper, we address the automation paradigm considering the synergistic collaboration between humans and automated systems. In this paradigm, humans and machines would interact in a flexible, collaborative and synergistic way without the need for isolation. The implementation of this concept within mining operations will have to be underpinned by science and technological developments and will require adaptation from many fields, including robotics, automation, distributed systems, communication, human factors, pattern recognition and mine design.The paper also presents the research and development work being undertaken at the University of Chile’s Advanced Mining Technology Center, in collaboration with the Chilean mining industry. It has been almost a decade since the release of the International Council of Mining and Metals (ICMM) Health and Safety Critical Control Management: Good Practice Guide (2015a). During this time the ICMM member companies, along with many others across industry, have been busy designing, deploying and enhancing their own critical control management (CCM) programs. So, what have we learnt? This paper discusses the scope, application and learnings from the implementation of CCM within the mining industry. What’s going well? What are the common challenges? What are the opportunities to strengthen the approach? What are the threats to successful implementation? The paper draws on the author’s experience as one of the key contributors to the development of the CCM Good Practice Guide and an adviser to many mining companies, including six of the ICMM members. The paper focuses on the practical (operational) application of CCM and the cycle of identifying, defining, implementing, verifying and improving critical controls at the frontline. The paper also includes a discussion on the safety performance of the ICMM member companies over the past decade and provides a recommendation for how CCM can be incorporated into a more proactive model to measure safety performance. The paper concludes with practical recommendations that mining companies, regardless of their CCM maturity, can consider as they look ahead. They are supplemented by three additional recommendations for consideration at the industry level.

To enable ammonium nitrate-fuel oil (AN-FO) to be used on an equal weight basis with nitroglycerine explosives, smaller diameter bore holes became necessary with consequent modifications to drill steel and burden on holes. Detonation of AN-FO in small diameter holes proved successful both with and without primer charges but some alterations were required to adapt anoloders to the smaller holes.Important factors in training all operators in the new charging method were the retention of improved fragmentation, avoidance of excessive overbreak and keeping wall rock dilution to an absolute minimum. The successful storage of ammonium nitrate in climatic conditions with daily temperature fluctuations above and below the critical 90°F has been achieved.INTRODUCTIONTechnical aspects of ammonium nitrate-fuel oil (AN-Fa) blasting agent are well covered in recent literature. This paper deals primarily with the manner of its introduction as the principal explosive underground at Great Boulder Gold Mines Ltd. and with the many problems encountered in the process. Following reasonably successful experimental firings in June 1962', using granular ammonium nitrate and an anoloder, permission was granted by theWestern Australian Mines Department to carry out test work in selected areas of the mine. The permit allowed for fuse firing only, and for a mixture of AN-Fa containing between 5t and 6 per cent fuel oil, with an adequate primer.The use of AN-Fa on an equal weight basis with nitroglycerine explosives, involved smaller diameter holes with alteration to ground burden and modification to drill steel.Initial tests indicated that it was apparent that AN-Fa could not replace gelignite on an equal weight basis if the...

The pitfalls, pleasures and management issues associated with international and remote projects are diverse.However, no problem is insurmountable and if an engineering team chooses (by luck or good planning) to push through the difficulties, success can mean an extremely satisfying experience for individuals and a significant, positive result for an organisation.International projects are not for the faint hearted or inflexible. Working in foreign lands with people who may or may not speak English and who may not initially respect you can become mentally and physically tiring.Sometimes the challenges are not fully explained to individuals in advance. Individuals then often learn about the challenges ù and discover solutions ù on the job. While this initially puts great pressure on individuals, matters improve eventually, especially when the locals come to understand that you are on site to make a positive difference.This paper will discuss aspects of a recent international project including meeting international clientsÆ expectations, dealing with cultural differences, social reckoning, environmental issues, and personal challenges. Specifically, it will cover aspects of working within a Russian cultural setting and overcoming social barriers.The paper also presents coping strategies for long periods of time spent away from home in remote places with extremes in weather beyond the normal experience of most Australians. For example, dealing with the effects of the spring thaw and coping with temperature ranges of -45 to +45¦C.Lastly, and possibly most importantly, there will be a focus on the role of translators. They have the power to make an engineer everyoneÆs best friend or, on your behalf, to order cold chicken liver and heart salad for lunch. With so many offers on the table and companies outbidding each other to attract the best talent, many new professionals are being lured in by the big money, sometimes at the expense of a satisfying career and a sustainable lifestyle. What should we consider when accepting a new position? What are our values, and how do these drive our decision making? This paper examines our core values as people and makes some observations about what it takes to really succeed in the mining industry.

A Feasibility Study was completed in late 2002 to ascertain the risk and reward profile from the proposed deepening of operations at Perseverance Nickel Mine in Western Australia. The system and approach adopted to this brownfields extension work is outlined and the main components of the study are overviewed. In particular, emphasis is given to the integration of mine design and scheduling tools through to financial evaluation. Detailed comment is given on the ability of the system used to provide a robust project schedule complete with 3D animation. The level of importance in eliminating scheduling errors is demonstrated in relation to the reported bottom line viability of the project. It is suggested that this is an area where brownfields Feasibility Studies have lacked clarity and authenticity, leading to the creation of an unrealistic benchmark for project implementation.

Exploration risk increases with time, due to a general decrease in prospectivity as the more accessible deposits are found, and be- cause of rising costs and demands due to an improving standard of living. Risk is separated into financial risk, which increases sharply at the development stage, and the risk of failure which is at its peak at the outset of exploration. Risk is also divided into internal and external factors; some of the latter cannot be offset, viz. the systematic overall risk for any enterprise. The recently emergent risk embodied in withdrawal of large areas from exploration access is discussed. An appeal is made for objective multiple land-use policies to be applied so that land remains available at reasonable cost and with appropriate environ- mental safeguard conditions. Risks specific to gold exploration are discussed. As gold now accounts for over 50% of all mineral exploration, and most other metals are depressed, any sharp decline in gold will have grave effects on the ex- ploration industry. Gold exploration will become more difficult and expensive in about five years, after most of the readily accessible deposits in Australia are found. Government's role is important in pro- viding stability and basic data at reasonable cost. Exploration for specific minerals or of particular areas could be stimulated by extending the 150%.tax deductibility of R & D to aspects of exploration of strategic im- portance, particularly in the event of a downturn. Exploration is classic scientific research, at least through to the proving Stages.

Heatings, fires and explosions in New South Wales (NSW) and Queensland coal mines since 1972, are reviewed. Geological and mine settings are outlined. Where available, gas analysis and critical decisions are discussed. This paper updates work by NSW Department of Mineral Resources (1995) and the Queensland Department of Mines and Energy in a report on fires and explosion in Queensland coal mines (Richardson and Ham, 1996). Incident data has important applications in terms of evidence-based risk assessment and identifying key issues to be integrated into competency based training programs. Predictive indicators are reviewed in terms of coal parameters in seams where the incidents occurred.

This paper examines the interrelationship of conducting full risk assessments in the context of the coal mining industry and under the framework of the Health's Safety in Employment Act 1992. In the context of Occupational Health's Safety, Risk Management is a holistic management process that can be used by individuals working in all organisations and from all industries. The Australian New Zealand Standard 4360: 2004 defines a Risk as being; The chance of something happening that will have an impact on objectives. This definition is followed by several notes that include: a risk is often specified in terms of an event or circumstance and the consequences that may flow from it, risk is measured in terms of a combination of the consequences of an event and their likelihood, and risk may have a positive or negative impact. For the purposes of this paper, the above definition will be adopted. This paper examines the newly expanded approach of the fully documented risk management process in the New Zealand coal mining industry. This is done in the context of the coal mining regulations but more importantly by using the framework of the Health & Safety in Employment Act 1992. This legislation under Section 6 requires all employers to, Take all Practicable Steps to prevent harm coming to employees while at work and to others who might be at or in the vicinity of a workplace. When the term 'all practicable steps' is studied, one can clearly see that such steps should be the same steps taken that a prudent and reasonable person would have taken given the same type of circumstance. Due to the fact that in New Zealand parliament made statutes is administered by a Government Department, means that their breaches will be heard before a judge in the District Court. Under the Westminster System of Justice, a basic dictum of that court in matters relating the occupational health and safety is that a breach needs to be satisfied to a specific standard. That standard is, 'Beyond a reasonable Doubt'. One of the primary benefits of adopting a proactive approach to risk management is that if the industry were to adopt similar approaches, then this mythology could be seen as an industry standard. As such, the approach carries the same status in a court of law, as that of an Approved Code of Practice.
