In November 1986 the Australian Minerals and Energy Council (AMEC) endorsed an "Australian Code for Reporting Identified Coal Resources and Reserves" for use by the Federal and all State Governments. Before this endorsement there were six different coal codes in use in Australia. The code is broad in nature to accommodate the wide range of coal deposits in terms of rank, quality and geological environment, that are present in Australia. In the code, Resources refer to all of the coal in situ which may have potential for use and the various categories indicate the level of confidence of the assessment. Reserves are those Resources which are planned to be mined and for which such planning has been undertaken. Only minimum guidelines are set by the code and the onus is on the estimator to state clearly the criteria used in any Assessment.

The mining and exploration industry is governed both directly and indirectly by a complex and constantly changing regulatory and legal system, yet few technical professionals realise the extent to.which they are affected and that they are personally liable for any breaches. These breaches may result in criminal or civil prosecution that could involve significant financial penalties (to the extent that all personal assets are at risk) and even imprisonment. Generally, a professional at risk should be able to mount a due diligence defence in order to avoid or mitigate these consequences. Mineral property and company owners, directors, managers and employees are at risk, as are consultants, contractors and suppliers of equipment or consumables. Whilst all are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control, the focus here will be on the exposure of the consultant. Consultants are usually driven by an internal desire to perform to a high standard because of personal pride in their work and concern for their professional reputation. However, there are an increasing number of external requirements for them to be able to demonstrate, if necessary, that their actions were based upon reasonable grounds and that their work conformed to current best practice standards. If they cannot do so, they may face potential personal Liability.

The electrification of Australian mine sites will see a boom in the use of batteries of all chemistries. Lead acid batteries, a traditional mainstay of the mining industry, are expected to nearly double by 2030, however their use will be eclipsed by the explosive growth in lithium batteries. By 2030 the lithium battery market is forecast to be nearly four times the size of the lead acid battery market. Unfortunately, this will result in a corresponding avalanche of waste batteries to be disposed of. Barely a day goes by without battery generated fires being reported in the media and they have become an increasing nightmare for waste management companies and waste facilities. The safe recycling of batteries will also become increasingly important for mine sites to achieve their sustainability goals and reduce their environmental footprint. What are the risks posed by waste batteries, what are the regulatory requirements and how can you manage or eliminate these risks? What current practises does your mine site currently have for the safe management and disposal of batteries from your site? How prepared are you for the coming avalanche of waste batteries?

Independent Project Analysis (IPA) is in the business of benchmarking the performance of capital projects on behalf of owner companies in the processing and extractive industries. IPA assesses between 500 and 800 projects each year. The projects are conducted globally and range in size from about $1 million to over $30 billion. Using the data, we are able to benchmark the performance of Australian projects against the rest of the world. This presentation focuses on the performance of large (greater than $100 million) projects that involve chemical or thermal processing.We regularly hear calls for more processing to be conducted in Australia but on the other hand industry leaders are concerned about the poor success rate of solids processing projects in Australia. Data gathered by IPA indicates that there is good reason for the concern. Out of a sample of 31 large processing projects conducted in Australia, 23, or 74 percent, were classed as failures. This performance is significantly worse than for similar projects in other parts of the world. The presentation analyses why the performance is worse and demonstrates that many of the reasons behind the failures were manageable by the project team. Furthermore, members of the project teams on at least half the failed projects knew that the projects were on a path to failure before the project was authorised but could not be heard.The presentation discusses how large projects that involve process design and, in many cases, new technology, need to be set up for success. *This is an abstract only. Rock mechanics involves characterizing the mechanical properties and behaviour of rock material and the natural discontinuities of the rock mass, while rock engineering is concerned with specific engineering circumstances, for example, how much load will the rock support and whether reinforcement is necessary. Rock engineering models developed depend considerably on the input data such as boundary conditions, the properties of rock material and rock mass. Correct evaluation of these properties frequently requires laboratory and in-situ tests, supplemented with a high degree of experience and judgment. Accordingly, since 1974, the ISRM Commission on Testing Methods has spent considerable effort in developing a succession of the ISRM Suggested Methods (SMs) for different aspects of rock mechanics and rock engineering with the contribution of a number of working groups and cooperation of some other ISRM Commissions. This paper emphasizes the need and importance of standardization of rock testing methods within the context of the ISRM SMs, gives a guideline for developing ISRM SMs and finally discusses on some implementation and contractual issues associated with rock testing and experienced in practice, and briefly introduces main future trends in rock characterization, testing and monitoring. The selection of the optimum process route for a new project has traditionally consisted of investigating existing options and ranking them in terms of cost, technical risk and environmental acceptability. With the current focus on sustainable development other factors now need to be considered. Life Cycle Assessment (LCA) of the process options can be used to extend the assessment in terms of their potential for earning renewable energy credits and in judging their ability to achieve greenhouse gas emission reductions. A rigorous life cycle assessment is demanding in terms of setting the baseline for comparisons and evaluating the elements that make up the emission profiles of the process options. However, a simplified LCA can provide a useful tool for comparing different process options. This approach can be combined with traditional assessment criteria to rank the options available to the project. GRD Minproc has been intimately involved in executing LCA calculations for different municipal waste treatment options. This paper applies a similar LCA methodology to investigate the greenhouse gas implications for different options for copper processing. The process options considered are:concentrator û sale of concentrate to smelter, concentrator û on-site mini smelter, and concentrator û leach SX/EW. The paper then goes on to consider the operating cost implications that could arise with the introduction of carbon taxes or carbon credits and how these might impact on the future choice of flowsheet.

The Cadia mine has shifted from an open pit operation to the Cadia East underground panel cave. The resulting increase in milled tonnes, more competent ore and the decrease in fines production through shifting to panel caving were predicted to require an increase of over 25 per cent in installed power. This expansion was accomplished via the installation of secondary and high pressure grinding rolls (HPGR) crushing of the ore, with the semi-autogenous grinding (SAG) mill receiving a combination of primary, secondary and HPGR crushed feed. This design, criteria and rationale for selection was presented at the SAG Conference 2011. Exploration for economic nickel sulphide mineralisation has often been directed by rationalisations based on poorly understood genetic models. Among those that have enjoyed popularity over the past decade are the "layered gabbro" model and the "basal ultramafic" or Kambalda model. The new discoveries in the Mt Keith-Agnew area could well become a model for future nickel search. Exploration based on even the crudest state- ment of the Kambalda model - prospect the basal contact of Archaean ultramafic complexes for gossanous expressions of sulphide mineralisa- tion - has met with remarkable success. Refine- ments to this model, besides satisfying the geology of any particular deposit, have the major virtue that many of the genetic options - magmatic segregation, hydrothermal transport, sulphurisation, replacement sedimentary, structural control, etc. - are still open. Recent descriptions of highly magnesian silicate melts associated with the ultramafic rocks, do however, place some constraints on the formation of these deposits. Further evidence, from experimental studies on sulphide-silicate and sulphide-oxide phase relationships, and nickel-iron exchange in pyrrhotite, is taken with descriptions of sulphide nickel occurrences in Western Australia to examine genetic models for existing ore bodies.

A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

Buoyant levels of world economic growth and recovery in intensity of metals usage suggest that demand for minerals will remain relatively strong into the 1990's. Supply constraints, low stock to use ratios, financial and political factors imply lower elasticities of supply for minerals in the future. The outlook for minerals and metals prices from a pro-ducers viewpoint is, accordingly, promising.The recent recovery in world minerals prices, following strong growth in the world economy over the last few years, makes it appropriate to consider the structural forces at work in the formation of world demand and supply of minerals. This paper will review past trends and consider some of the main economic issues facing the mining industry in the 1990's.

Although laterite ores already provide a significant proportion of the world's nickel and cobalt production it is anticipated that they will surpass sulphide ores as a source of nickel in the next century. The most recent period of greenfield nickel project construction was during the 1970s when it was notable that all of the eight new plants were based on treating laterite ores. This was because of the relatively large selection of available high grade laterite ore deposits amenable to cheap open cast mining and a paucity of high grade sulphide ore prospect alternatives. Of the three processing options for treating laterite ores: 1. smelting for the lower horizon saprolite ore, 2. ammonia; and 3. acid leach for the upper horizon limonite ore, smelting currently accounts for about 80 per cent of nickel production. In the future, as saprolite ore grades decline because of relatively high exploitation rates, the incentive to process the large untapped reserves of limonite ore will increase. The high cobalt content of limonite ore also makes it ideally suited to processing by a hydrometallurgical rather than smelting route. With only two exceptions, all saprolite smelting operations have a Class 2 nickel end product (largely ferronickel) and do not produce a cobalt by-product. As a result of technological advances, the modified ammonia leach process for limonite and transition ore as undertaken at Yabulu, now allows the production of pure nickel metal as a Class 1 product, along with significant tonnages of cobalt by-product. The mixed Ni-Co sulphide intermediate product of the pressure acid leach processing of limonite ore at Mon is converted to Class 1 nickel and cobalt metal at Fort Saskatchewan, Canada.

Australia is a significant exporter of uranium for use as fuel in nuclear generating plants around the world. Although Australia does not have any nuclear power plants the Australian Atomic Energy Commission has a research program on methods for the safe disposal of wastes produced by such plants.

When we are beset with the economic problems the world faces today, we are always inclined to look at the shorter term future. Today I would like to take a long-term view of our industry, project historical demands for our products into the future and discuss opportunities for our members. Perhaps we could firstly look at the long-term demand trends for our metals. If I tend to use non ferrous metals as a basis for my figures it is because this data is more readily available to me. I am sure that most other products of our industry show similar trends.

Cannington mine is a silver lead zinc operation located in north west Queensland. The operation has been in production since 1997. Ore is primarily moved through an underground material handling system comprising of a crusher, conveyor and hoist. The underground crusher and conveyor system were sited in lower grade ore when the mine was first commissioned. As Cannington is now a mature operation, this ore is considered run of mine and stoping progressed into the crusher exclusion zone. As the stoping fronts advanced there was increased damage on the crusher chamber and infrastructure. In response to monitoring data, the crusher monitoring system was significantly upgraded in 2016. The monitoring system included rock mass and infrastructure instrumentation. It improved the understanding of stress impacts and mechanisms driving the damage within the chamber. It allowed the site geotechnical team to respond to changes utilising ground support, mining sequences and increased levels of monitoring. As stoping and damage to the rock mass continued, so did the process of responding to monitoring data. Ultimately, the monitoring system enabled a safe and controlled closure of the chamber. Resonance re-emission from nickel vapour affords a convenient method for isolating the resonance lines at 3415A, 3515A, and 3524A. The vapour is generated by cathodic sputtering and is illuminated by light from a nickel atomic spectral lamp. The resonance lines thus isolated can be usefully employed for absorption measurements on mineral samples where the nickel concentration is too high for measurements with the more sensitive line at 2320A. A spectrophotometer employing a resonance lamp as monochromator possesses several advantages where a great number of determinations are made under routine conditions. The wavelength setting is stable under even the most rigorous conditions and with the provision for automatic setting of full scale deflection the instrument requires virtually no adjustment. The instrument has been used under routine conditions for the determination of nickel (in the range O· 05-2 per cent) in mineral samples.

The Hydrogeological Survay of the bauxite mines in Hungary was establisned 30 years ago. The goal of the HS has been to collect the all available date needed to solve the hydrogeological problems of bauxite mines. The results of activity of the HS have been summarized in the annual reports-. This report is going to present a few methods to evaluate the hydrogeological properties of fissured, karstic rock ie. the evaluation of drilling mud losses, the statistics of core samples evaluated by a special computer program for calculation the porosity and permeability of the rocks. An experimental injection test is presented together with the development of a new portable instrument to get signes of the water table change during the injection test in every two second. It can be proved that the flow around the well may be a transient one if the yield of the injection exceeds a definite one (Figure 2.). It was observed that the permeability calculated from the pumping test date may be 1.2-1.6 time higher than it coming from the injection test. A practical example is presented also how to use the results of the HS for designing the dewatering of a new mine together with an analogous computer model to forecast the yield expectable for making the drift tunnel. A suggestion based on the hydrogeological feature has been done for the dewatering without using electric energy (see Figure 3.-6.).

The Victorian State Government recognises that the extensive brown coal deposits in Victoria are one of the State's key competitive strengths for economic development. The unique properties of the coal, together with the ease of open cut mining, make it suitable for a variety of new applications. Research and development activities are centred around applications which take advantage of the natural attributes and unique properties of the coal. The high reactivity and low ash content of the coal led to its selection for the Japanese brown coal liquefaction pilot plant currently operating in the Latrobe Valley, with support from the Victorian Government and the Coal Corporation of Victoria. Research and development of new brown coal based products together with many other areas of applied and fundamental research are being conducted in Victoria by Government research organisations, tertiary insti- tutions and private industry, with the objective of establishing new indus- trial developments based on Victoria's vast brown coal resource.

Sandvik Tamrock Corp has developed an underground rock flow simulation tool OPTIMINEÖ which is a direct simulation tool for matching suitable technology in rock material flow for underground mine layouts and production requirements. The tool gives the possibility of determining intersections, limitations and critical points in the layout and working procedures at an early stage of a new mine/mining area planning process. The tool combines the supplier machine knowledge with operational know-how and mine environment. It can be used for identifying the effect of an individual incident such as the effect of one additional turn in a continuous loading cycle to the daily capacity. This paper discusses the way the OPTIMINEÖ simulation tool operates, the benefits and restrictions, and reviews how it simulates some example cases and how the mines benefit from the tool in maximising the performance and optimising the mobile fleet, scheduling work and fine-tuning the layout.

Nuclear power stations to be installed in Australia will be fuelled from Australian resources of raw materials. This will require the establishment of new manufacturing industries and the eventual expansion of established activities, especially in uranium mining and the preparation of precision metal products. This paper presents some predictions of the possible growth of nuclear power installations in Australia. These might amount to 4000 MWE by 1985 and 11,500 MWE by 1990 and towards the end of the century, about 50% of new generating plant might be nuclear. Predictions are given of the demands for materials (uranium and zirconium) and fuel manufacturing services for four reactor systems which might be considered in the programme. - The availability of raw materials and technical capability place Australia in a particularly good position to undertake the manufacture of nuclear fuel'; in addition to satisfying the domestic demand we should actively seek export markets for these products.
