This paper examines the integration of risk management into the design philosophy of a project to produce a æzero baseÆ design, which targets a minimum capital cost without adversely impacting upon the operating costs of the resulting plant. The concept of zero base design is similar to zero base budgeting and the desired outcome is to improve the economy of the design. Design requirements are questioned in an attempt to distinguish preference, prejudice and myth from necessity. Where doubt remains a risk management approach is adopted. The key to risk management is not risk elimination, but risk mitigation. Risks can be managed by designing them out, but often this involves considerable capital cost penalties and it is more attractive to accept the risk and design an operating strategy to deal with it. The paper discusses this with some examples of real world risk mitigation strategies that resulted in substantial capital cost savings. The paper concludes that as much as a quarter of project capital costs can be eliminated by a combination of zero base design and carefully crafted risk mitigation strategies.

The chemistry of acidic mine drainage discharging from flooded coal mines is commonly reported to improve with time after flooding. This investigation describes a 18-year dataset of post-flooding water chemistry for a below-drainage underground coal mine within the northern Pittsburgh coal basin (Pennsylvania, USA). The Montour mine is a 5650-hectare below-drainage coal mine of maximum 260 metres depth. Montour was closed in 1980 and flooded to within 38 metres of land surface within 4.8 years. Pumping averaging 210 L/s was then employed to maintain water levels at this elevation. The flooded proportion of the mine (by volume) at full flooding was 56 per cent. The shaft where water was pumped from Montour for water control is located about 70 per cent of the distance between the mine water table and the back of the mine ù that is, it is close to the back of the mine. The residence time (total water volume at flooding divided by pumping rate for control) is estimated at 5.6 years. Time series of chemical analyses show three phases of chemical behavior in post-flooding discharge. In Phase I (zero to two years after flooding), iron concentrations were high and reached their maximum (1100 mg/L). In Phase II (two to four years after flooding), a transition was begun to alkaline conditions, with decline in iron and other solutes. In Phase III (>4 years), net alkaline conditions began, with iron concentrations declining exponentially to 50 per cent of mined volume. This attainment of net alkalinity in this case may have also depended on abundant calcite in overburden extended up to 30 m above the mine floor.

Total mechanisation in the Western district of New South Wales is quite a recent addition to productive methods in that State, for it was only in 1940 that the first colliery was equipped for this method of winning coal. Now almost all mines either are totally mechanised or are planning to get their coal by these means.This marked change in recent years is explained by the salient features of the industry's history. Collieries in New South Wales had generally been subjected to low selling prices forced on them by over-production and severe competition. Little money was available out of profits to purchase machinery, and returns on capital were so poor that inducement to invest money in the industry was nonexistent.The second world war brought price fixing at the already low prices. It was not until the post-war period that there has been any inducement to mechanise.Much credit for mechanisation can be given to the Joint Coal Board, a government body formed in 1948. Pursuing a broad plan for the rejuvenation of the industry, this Board, purchased large quantities of machinery for use in, mines under hire-purchase agreement. These agreements encouraged machine mining, and this fact, together with the ensuing production economies, has improved the financial position of the industry.The Board has also been instrumental in the granting of increases in the fixed price of coal, so that the industry has been given an even greater boost in the direction of mechanisation.

The in situ testing of mine ventilation fan systems has been a contentious issue for many years. Site testing was generally undertaken by adapting standards that were developed for the laboratory testing of fans using standardised airways. The deficiencies inherent in this practice have been widely recognised by informed practitioners, and this led to the first stand-alone document specifically intended for the in situ testing of large fans (ISO 5802:2001 Industrial fans - Performance testing in situ).This paper describes the structure of the International Standards organisation and the processes that are followed in the course of preparing such a standard.The application of ISO 5802:2001 is briefly outlined together with how test data is assessed for compliance with the suppliers guarantee. Clinoptilolites, modified with sodium, produced a material which has been tested for the ability to remove Hg (II) from aqueous nitric acid. The amount of adsorption depends on contact time, acid concentration of aqueous solution and initial mercury concentration. The study of the kinetics of mercury uptake revealed that all sorbents exhibit a fast rate of sorption. The highest sorption capacities were observed for sodium forms, and were up to five times higher than for the unmodified zeolite. The maximum sorption capacity toward mercury is determined as 0.093 ¦g/g at an initial concentration of 10.0 ¦g/L for a clinoptilolite from Tsagaantsav deposit (Mongolia). The sorption of Hg (II) has an ion-exchange nature and consists of three stages, ie the adsorption on the surface of microcrystals, the inversion stage and the ion exchange in the interior of the microcrystal. Sorption capacity decreases with the increase of mercury concentration. The presence of other metal ions such as Cd (II), Cu (II), Ni (II) and Zn (II) increases Hg (II) uptake capacity. Finally, sorption for Hg (II) was investigated in batch systems to evaluate the short-term stability of the sorption properties.

Gold mining cyanide-bearing solutions can pose a risk, cause significant wildlife deaths and adverse public relations and result in non-compliance with regulatory conditions. The International Cyanide Management Code for the Manufacture, Transport and Use of Cyanide in the Production of Gold (the Code) was developed as a voluntary code to encourage industry-wide improvements in managing cyanide responsibly. The Code requires design and implementation of robust monitoring programs for compliance under the following standards of practice: 4.1, 4.4 and 4.9. A robust monitoring regime can be complicated as each processing and tailing system is different. The following systems are commonly used in Australia: carbon-in-leach (CIL); carbon-in-pulp (CIP); heap leach process ponds; tailing waste disposal systems; peripheral discharge, central discharge and in-pit disposal. Some terrestrial wildlife can be denied access by fencing tailing storage facilities (TSFs) or other physical barriers, therefore limiting wildlife interaction with cyanide-bearing tailing and solutions to mainly birds and bats. While wildlife monitoring programs for processing and TSFs contain similar core attributes, it is necessary to adapt monitoring to take into account the site-specific features of each system. These core attributes are discussed in this paper, with reference made to cyanide concentration and associated methodologies. The issue is considerably complicated if tailing solutions are deemed or discovered to be toxic to wildlife. Essentially cyanides are required to be measured to gain an understanding of the concentrations to which wildlife may be exposed. This usually equates to measuring the cyanide concentration of solutions entering and leaving a tailing system. To assess the risk to wildlife presented by tailing and heap leach systems it is necessary to monitor both the hazard (cyanide concentrations) and the exposure (live wildlife species, presence and interaction). These tasks need not be arduous and a system of simple frequent monitoring has been developed and implemented for Code compliance. The wildlife monitoring developed by Donato Environmental Services (DES) and used at mining operations departs from the industry norm. It documents observer effort, live wildlife presence, habitat and behaviour in a tailing system, as well as deaths and carcasses. A greater understanding of wildlife cyanide toxicosis associated with this monitoring approach will enable mining companies to adopt a proactive approach to significantly reduce, or preferably eliminate, the impact on wildlife and assist in gaining Code compliance.

The iron ore mining district of Labrador West and adjacent Quebec is Canada's largest iron ore producer with almost 50 years of production. The area is currently experiencing a period of renewed activity not seen in decades that includes new mine development, mine expansion and exploration for new iron ore resources. All of the past and present production and exploration programs in the district are centred on the Lower Proterozoic Superior-type iron formations of the Knob Lake Group, located within the Grenville tectonic province of the Canadian Shield. The Knob Lake Group is a continental margin sedimentary sequence which was deformed and subjected to greenschist to upper amphibolite facies metamorphism during the Grenville orogeny. Regional deformation and metamorphism plays a key role in making the iron formation of the Knob Lake Group economic. The distribution of orebodies in the district is controlled by superimposed F1/F2 synclines which causes thickening of the iron formation through repetition. Ore mineralogy consists of specular haematite, magnetite and locally martite with quartz as the major gangue mineral. Regional metamorphism has caused an increase in grain size of the ore minerals making it more amenable to concentrating and pelletising. Altius has been active in Labrador West since 2003 and is now the second largest licence holder in the district with several iron ore exploration projects. The Kamistiatusset project is located in the heart of the region's transportation, power and mining infrastructure. The property has seen limited previous exploration, but covers several significant iron ore prospects. Work by Altius includes a helicopter-borne magnetic survey, ground magnetic and gravity surveys, geological mapping, sampling and 6000 m of diamond core drilling all of which confirm both a favourable geologic setting and ore mineralogy.

Ridgeway Gold Mine is part of Cadia Valley Operations which is wholly owned and managed by Newcrest Mining Limited. Ridgeway is an underground sublevel cave (SLC) operation mining approximately 5.6 Mt of gold-copper ore per annum. Ore tracking and accounting systems monitor gold and copper grades, copper mineralogy, host lithology and ore sizing. These factors have material impacts on concentrator throughput and metal recovery. Drawpoint recovered grades are routinely reconciled back to design data to monitor and assess draw performance. Grade control at Ridgeway has been based upon sampling the ore from SLC drawpoint bunds using 15 kg grab samples combined to form 30 kg samples prior to assay. This large sample size was selected in an attempt to representatively sample the coarsely-sized broken ore, the samples collected having a nominal diameter of about 130 mm. The assay results for gold and copper from these samples are extremely variable and the usefulness of the results has been questioned by the mine, particularly given the onerous and OH&S hazardous activity of handling large sample masses. Granulometry testwork at Ridgeway confirmed the extent of the relationship of decreasing sample grade variability with particle size. Based on this relationship, drawpoint sampling tests were carried out using 9 kg samples sieved to -45 mm at the drawpoint site. The gold and copper results from the finer 9 kg samples were significantly less variable than those from the normal, coarser 30 kg samples. The variance reduction was similar to that predicted from broken ore sample theory for the selected sample mass and nominal particle size. This relationship therefore allowed Ridgeway to assess the sample mass and particle size required to achieve a particular precision. In addition to improving the precision, the reliability of assay results from smaller samples from the fine particle fraction for drawpoint control depends on the accuracy of the results. The assumption is that the grade of the finer ore is similar to that expected from the lot, or that if a bias exists, then the extent of this bias is acceptable and consistent enough to be accounted for in the grade control system. The distribution of grade with particle size and the reconciliation of drawpoint sample and mine results is currently under investigation.

During the late-1980s crawler-mounted crusher units established their position in the aggregates industry. Between 1986 and 1994 about 700 units were delivered to customers all over the world for surface operations, mainly in Scandinavia and central Europe. The crawler-mounted units are popular among smaller crushing operators because they are versatile and easy to move between sites. In large quarries the greatest benefit is obtained by combining a primary crawler-mounted crusher unit with mobile belt conveyors which eliminates the need for costly haulage by dump truck. Savings of up to 40 per cent in production costs prior to secondary crushing have been achieved. Today the environmental aspect in quarrying is assuming ever greater importance. Besides being costly the dump trucks are also the major source of dust and exhaust fumes within a quarry. A complete face crushing system consisting of a crawler-mounted crusher unit and mobile belt conveyors can be electrically driven and can be equipped with dust encapsulation and dust collectors. A mobile crushing unit is not a new idea. From the mid-1950s onwards the mobile and self-propelled units have been built equipped with crawlers, tyres or walking mechanisms, with weights usually of 500-1000 t. Due to their massive size these unit are not mobile in the same way as the today's mobile units. It is not feasible to move them more than a few times a year unlike today's fully mobile units which are often relocated once an hour. This means that the massive units can not continuously follow the production face and their loading always requires a certain amount of haulage. Today the mining industry is facing new challenges. With low mineral prices and high labour costs, increasing productivity is essential for survival. New standards are also being set for the labour safety and the environment. Large research programs have been launched to meet these challenges. However, technology which can partly solve these problems already exist and is only waiting to be introduced into underground applications as well - the mobile crushing unit followed by belt conveying. As in surface operations the elimination of truck haulage also brings considerable savings in operating costs in underground mines and reduces the amount of dust and exhaust gases generated. An additional benefit especially in underground applications is improved safety. In an underground mine most accidents are caused by moving vehicles.

The Miitel nickel sulfide deposit has been overprinted by a family of late stage structures that have acted as conduits for fluids that have contaminated the orebody with arsenic minerals. This has resulted in highly variable and unpredictable arsenic grades throughout the Miitel orebody. The ore produced from Miitel is processed under a toll-treatment agreement with Western Mining Resources Kambalda Nickel Concentrator. Part of this arrangement includes a financial penalty if monthly average arsenic grades in ore delivered exceed 800 ppm. This constraint has provided an extra challenge to the Miitel mine geologist in addition to daily underground duties. Routine development and stope mapping, close spaced sampling and cross-sectional interpretation were used in building an understanding of the structural controls of arsenic mineralisation and ore repetition at the Miitel nickel mine, and in providing maximum input to mine planning and scheduling. The distribution of structures responsible for arsenic introduction is now well understood from detailed mapping, sampling, and interpretation. By applying these insights to mine scheduling, the operation has successfully managed arsenic levels within the required specifications. Geological mapping has also improved the understanding of the structural complexity of the ore deposit, leading to the addition of ore tonnes and an increased confidence in resource modelling. Regular sampling and tight controls on data quality provided confidence in a strongly skewed arsenic data set. Multiple Indicator Kriging has been used for resource estimation of the arsenic contaminated nickel ore since it allows explicit control of the spatial influence of extreme grades in the positively skewed arsenic sample population. Both the grade control and exploration data sets are used to model the arsenic distribution.

Lenders do not normally participate in any project upside. The economics of lending dictate that banks can only accommodate a low probability of loan default and consequently banks' principal focus in mineral ""valuation"" is ensuring an acceptably comfortable probability of debt repayment. A simple conceptual explanation of lenders' risk / return position is outlined.

Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. Diamond exploration in Queensland is influenced by the South African approach modified by the discovery of diamonds in Lamproite in Western Australia. The current approach is to explore for Kimberlite and Lamproite bodies using indicator minerals dispersed by fluvial and colluvial processes. In the north-west, diamonds are derived from kimberlitic and lamproitic sources, whereas those in the coastal and subcoastal areas of eastern Queensland are associated with xenoliths included in rocks formed during Cainozoic volcanism. In these areas, sapphire is commonly associated with diamonds. In New South Wales diamonds in economic quantities occur in alkali basaltic intrusions and a subduction model has been proposed for these occurrences (Barrows et al, 1996). Exploration for diamonds in Australia increased following the discovery and exploitation of the Argyle mine. State geological surveys have produced digital information on the local occurrences of diamonds. As part of the Smart Mining Initiative (2006 - 2010), the Geological Survey of Queensland compiled a database and report on microdiamonds and diamond indicator minerals from open file company exploration data from 1968 to 2008 from the Department of Mines and EnergyÆs QDEX system. Most exploration in Queensland was conducted with exploration for other commodities. There is no commercial exploitation of diamonds in Queensland and, to date, only rare occurrences of microdiamonds. There is a regional difference in diamond occurrences with the kimberlitic and lamproitic models favoured for the north-western regions of the State and the subduction (S-type model) favoured for the eastern coastal zone linked to Cainozoic alkalic basaltic volcanism. Further diamond exploration is warranted in Cainozoic basalt provinces along the eastern coastal and near coastal regions and in the north-west of the state in conjunction with airborne geophysics flown as part of current Departmental Smart initiatives. The explosion at Appin Colliery on July 24th, 1979, demonstrated the need for a large scale facility to simulate an underground type explosion and study its effects. The effects of an explosion cannot be established quantitat- ively using small scale models. A gallery was constructed for this purpose at Londonderry Centre and commissioned in Feb- ruary, 1980. It is 50 metres long, 2.7 metres in diameter, capable of withstanding an internal pressure of 210 kPa and is the only facility available for this purpose in Australia. The gallery has provided valuable inform- ation on blast effects of explosions in tunnels and is to be used for testing the performance of explosion arresting devices, further invest- igation of explosion effects, research into basic explosion phenomena and instrumentation development. Additionally, it will provide a demonstration facility for training purposes.

Sampling protocols that are designed to suit the mineralisation style will result in a reduction of the nugget effect and hence resource risk. The a priori need for all sampling programs is the effective characterisation of the mineralisation type(s) to support optimisation. This requires a program of sampling for sampling followed by holistic characterisation. At each end of the coarse-gold to fine-gold spectrum, the samplability of a deposit ranges from relatively simple for fine-grained disseminated gold particles, through to extremely difficult for coarse nuggety mineralisation. Many deposits contain a proportion of both particle size types. The proportion and size of coarse gold particles has a direct impact on the effectiveness of sampling, where coarser particles will require larger samples and more specialised protocols. The nature of mineralisation geology/mineralogy and associated gold particle sizing can only be determined by sampling to facilitate optimised protocols. Mineralogical studies, focusing on particle size, particle clustering and distribution in host minerals, are required as part of wider paragenetic and metallurgical investigations. This paper discusses the role of mineralogical studies in the characterisation of gold ores for sampling optimisation through a series of case studies.

Many of the worldÆs stibnite deposits are found in orogenic zones and are mesothermal or epithermal in origin. They commonly occur near contacts between intrusives and metasediments. However, the spatial extent of anomalous Sb levels around such deposits is not well documented. This project has aimed to gain a better understanding of the mineralogy and geochemistry of Sb by deriving solubility and thermochemical data for some of the most common secondary Sb minerals. This has then been applied in field exploration for Sb ore deposits. An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation.

Various ways for applying the X-ray fluorescent method to process lump-by lump separation of secondary aluminium raw materials (scrap, slags, waste) as well as ferrosilicon and ferrochromium are being considered and physically demonstrated. A commercial X-ray radiometric sorter has been developed for processing secondary raw materials. Marketable quantities of aluminium scrap with appropriate copper and zinc content have been produced for smelting with a minimal additional of pure aluminium. An industrial complex for scrap processing, incorporating two X-ray radiometric sorters from the Hammermils company is successfully operating at one of the works in Russia.

A nuclear technique for the analysis of copper in bulk materials has been developed and successfully field tested at Mount Isa Mines Limited. The technique utilises the gamma-ray resonance scattering process. A bulk analyser based on this technique gives a rapid and accurate measurement of the percentage by weight of copper or nickel aver- aged over a large mass of sample, typically 20 kg. The only sample preparation required for accurate analysis is crushing to -2.5 cm. At Mount Isa over 100 mineral samples covering a wide range of rock types and copper contents were analysed. Bulk analyser assays and chemical laboratory assays agreed closely for underground pillar-extraction and geolog- ical chip samples, conveyor belt samples, and finely ground samples from the ore concentrator. For the concentrator samples, the root mean square deviation between bulk analyser and chem- ical laboratory assays was 0.06 wt.% copper. The chemical assay errors for these samples were about 0.06 wt.%

ABSTRACT' The high gas emissions associated with coal extraction at some-Australian collieries have provided a need to investigate the methods used to predict these gas levels and the vent- ilation requirements for gas dilution. It is generally accepted that the introduction of longwall extraction in particular is associated with complex ventilation planning problems. These problems are made much more severe when the colliery introducing longwalls is already facing high gas emissions even during the development stages. A forecast of likely gas emissions during the longwall mining process indicated possible ventilation problems in maintaining the necessary ventilation levels to satisfy the statutory gas limitations for various production rates. Although there are sound principles used in world recognised methods of gas emission prediction a new approach developed from the findings of the Barbara Experimental Mine in Poland appears most suitable for Australian conditions. This has been applied to an Australian colliery preparing for longwall mining using statistical methods for air

The production of synthetic crude oil requires a suitable coal or a coal extract modified by hydrogenation for pyrolysis. Existing classifications are broadly based on historical and current needs. One, Seyler's, is based on a visual display which can be used to present petrographic bounds. The analysis of the coal extracts from solvent hydrogen-donor testing allows an experimental limit to be described and a plant limit to be indicated. Australian black coals are discussed within these petrographic and plant bounds and their limitations as a feed for the production of synthetic crude presented. Potential uses for the aromatic liquid products are suggested. The application of the diagram as a screening procedure for sub-hydrous coals is described.
