The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

"With the recent advancement in drill core imaging systems, a large volume of high resolution drill core images can now be rapidly collected and mineralogically classified. This paper introduces a novel semi-automated method for rapid prediction of process engineering parameters from this type of image. The aim is to allow for a rapid and low-cost assessment of the ore processing variability within a mineral deposit with a reduced amount of metallurgical test work. This method will see its application primarily in the project evaluation phase, where proper evaluation of the processing variability of the orebody normally requires a prolonged and costly metallurgical test work program. Applying this image-based texture analysis method on the mineralogical classified drill core images, the ores are classified according to their textures. For each engineering parameter, a small number of physical test work is required to produce a data set for training and testing of the predictive model. The ocean floor, often called the last frontier, is increasingly discussed in terms of its resource potential û from near shore building aggregate and placer deposits to massive sulfide orebodies in the deeper ocean. Consequently there is an increasing incentive to mine the seafloor. But, do we have the social license to explore and mine the seafloor? Does this nascent industry have support amongst the wider community? If not, why not? And what should be done? To answer some of these questions, the Wealth from Oceans National Research Flagship has explored the social viability of an expanded seafloor exploration and mining (SEM) industry inAustralia. The results show that there are significant geological and environmental data gaps and that, in the absence of sufficient information, stakeholder reaction to the prospect of an SEM industry expansion may be reactionary and negative. This uncertainty means that the perception of risk from the industry is variable and often dependent on individual values. The acceptability of an expansion to the SEM industry is currently precarious, in particular due to the high levels of uncertainty regarding the environmental impacts of seafloor activity. While there are existing federal regulatory frameworks and government processes for the licensing of seafloor mineral exploration and extraction, there is little precedent in the application and implementation of these regulations. The future viability of the industry will be highly dependant on AustraliaÆs ability to improve the knowledge-base underpinning its regulatory regime and also to generate open and transparent communication channels between stakeholders. It will also be dependent on the SEM industryÆs ability to communicate an acceptable value proposition to society. This proposition will need to include the relative impacts of terrestrial and marine mining, the alternative potential uses of the ocean and the multi-use conflict that SEM might engender. Diamond exploration in Queensland is influenced by the South African approach modified by the discovery of diamonds in Lamproite in Western Australia. The current approach is to explore for Kimberlite and Lamproite bodies using indicator minerals dispersed by fluvial and colluvial processes. In the north-west, diamonds are derived from kimberlitic and lamproitic sources, whereas those in the coastal and subcoastal areas of eastern Queensland are associated with xenoliths included in rocks formed during Cainozoic volcanism. In these areas, sapphire is commonly associated with diamonds. In New South Wales diamonds in economic quantities occur in alkali basaltic intrusions and a subduction model has been proposed for these occurrences (Barrows et al, 1996). Exploration for diamonds in Australia increased following the discovery and exploitation of the Argyle mine. State geological surveys have produced digital information on the local occurrences of diamonds. As part of the Smart Mining Initiative (2006 - 2010), the Geological Survey of Queensland compiled a database and report on microdiamonds and diamond indicator minerals from open file company exploration data from 1968 to 2008 from the Department of Mines and EnergyÆs QDEX system. Most exploration in Queensland was conducted with exploration for other commodities. There is no commercial exploitation of diamonds in Queensland and, to date, only rare occurrences of microdiamonds. There is a regional difference in diamond occurrences with the kimberlitic and lamproitic models favoured for the north-western regions of the State and the subduction (S-type model) favoured for the eastern coastal zone linked to Cainozoic alkalic basaltic volcanism. Further diamond exploration is warranted in Cainozoic basalt provinces along the eastern coastal and near coastal regions and in the north-west of the state in conjunction with airborne geophysics flown as part of current Departmental Smart initiatives. The explosion at Appin Colliery on July 24th, 1979, demonstrated the need for a large scale facility to simulate an underground type explosion and study its effects. The effects of an explosion cannot be established quantitat- ively using small scale models. A gallery was constructed for this purpose at Londonderry Centre and commissioned in Feb- ruary, 1980. It is 50 metres long, 2.7 metres in diameter, capable of withstanding an internal pressure of 210 kPa and is the only facility available for this purpose in Australia. The gallery has provided valuable inform- ation on blast effects of explosions in tunnels and is to be used for testing the performance of explosion arresting devices, further invest- igation of explosion effects, research into basic explosion phenomena and instrumentation development. Additionally, it will provide a demonstration facility for training purposes.

Sampling protocols that are designed to suit the mineralisation style will result in a reduction of the nugget effect and hence resource risk. The a priori need for all sampling programs is the effective characterisation of the mineralisation type(s) to support optimisation. This requires a program of sampling for sampling followed by holistic characterisation. At each end of the coarse-gold to fine-gold spectrum, the samplability of a deposit ranges from relatively simple for fine-grained disseminated gold particles, through to extremely difficult for coarse nuggety mineralisation. Many deposits contain a proportion of both particle size types. The proportion and size of coarse gold particles has a direct impact on the effectiveness of sampling, where coarser particles will require larger samples and more specialised protocols. The nature of mineralisation geology/mineralogy and associated gold particle sizing can only be determined by sampling to facilitate optimised protocols. Mineralogical studies, focusing on particle size, particle clustering and distribution in host minerals, are required as part of wider paragenetic and metallurgical investigations. This paper discusses the role of mineralogical studies in the characterisation of gold ores for sampling optimisation through a series of case studies.

Many of the worldÆs stibnite deposits are found in orogenic zones and are mesothermal or epithermal in origin. They commonly occur near contacts between intrusives and metasediments. However, the spatial extent of anomalous Sb levels around such deposits is not well documented. This project has aimed to gain a better understanding of the mineralogy and geochemistry of Sb by deriving solubility and thermochemical data for some of the most common secondary Sb minerals. Various ways for applying the X-ray fluorescent method to process lump-by lump separation of secondary aluminium raw materials (scrap, slags, waste) as well as ferrosilicon and ferrochromium are being considered and physically demonstrated. A commercial X-ray radiometric sorter has been developed for processing secondary raw materials. Marketable quantities of aluminium scrap with appropriate copper and zinc content have been produced for smelting with a minimal additional of pure aluminium. An industrial complex for scrap processing, incorporating two X-ray radiometric sorters from the Hammermils company is successfully operating at one of the works in Russia.

A nuclear technique for the analysis of copper in bulk materials has been developed and successfully field tested at Mount Isa Mines Limited. The technique utilises the gamma-ray resonance scattering process. A bulk analyser based on this technique gives a rapid and accurate measurement of the percentage by weight of copper or nickel aver- aged over a large mass of sample, typically 20 kg. The only sample preparation required for accurate analysis is crushing to -2.5 cm. At Mount Isa over 100 mineral samples covering a wide range of rock types and copper contents were analysed. Bulk analyser assays and chemical laboratory assays agreed closely for underground pillar-extraction and geolog- ical chip samples, conveyor belt samples, and finely ground samples from the ore concentrator. For the concentrator samples, the root mean square deviation between bulk analyser and chem- ical laboratory assays was 0.06 wt.% copper. The chemical assay errors for these samples were about 0.06 wt.%

ABSTRACT' The high gas emissions associated with coal extraction at some-Australian collieries have provided a need to investigate the methods used to predict these gas levels and the vent- ilation requirements for gas dilution. It is generally accepted that the introduction of longwall extraction in particular is associated with complex ventilation planning problems. These problems are made much more severe when the colliery introducing longwalls is already facing high gas emissions even during the development stages. A forecast of likely gas emissions during the longwall mining process indicated possible ventilation problems in maintaining the necessary ventilation levels to satisfy the statutory gas limitations for various production rates. Although there are sound principles used in world recognised methods of gas emission prediction a new approach developed from the findings of the Barbara Experimental Mine in Poland appears most suitable for Australian conditions. This has been applied to an Australian colliery preparing for longwall mining using statistical methods for air

The production of synthetic crude oil requires a suitable coal or a coal extract modified by hydrogenation for pyrolysis. Existing classifications are broadly based on historical and current needs. One, Seyler's, is based on a visual display which can be used to present petrographic bounds. The analysis of the coal extracts from solvent hydrogen-donor testing allows an experimental limit to be described and a plant limit to be indicated. Australian black coals are discussed within these petrographic and plant bounds and their limitations as a feed for the production of synthetic crude presented. Potential uses for the aromatic liquid products are suggested. The application of the diagram as a screening procedure for sub-hydrous coals is described.

The Tui Mine is an abandoned Pb-Zn mine giving rise to water quality problems in the Te Aroha region of Coromandel, New Zealand. When sampled in September 2002, for example, both the Tui and Tunakohoia Streams draining the mine site exceeded ANZECC (2000) water quality guidelines for aquatic life protection (Cu, Cd and Zn) and recreational quality (Cd). Based on trace metal mass flux (kg/yr) from parts of the mine site, the principal pathways by which Cu, Zn and Cd contamination reach these streams have been identified as:the tailings dam leachate,the diverted stream water from above the dam,the drainage from Adit 5 (which accounts for 95 % of Zn and Cd contamination in Tunakohoia Stream), andto a lesser extent, run-off from waste rock piles below Adit 4 level. Of the various remediation options, which have been proposed for the site, the following are identified as providing the best protection for the Tui and Tunakohoia streams:stabilising the tailings dam embankment and capping the embankment and tailings,constructing and/or cleaning out engineered diversion drains around the perimeter of the tailings dam to divert surface water away from the tailings dam, andinstalling bulkheads within Adit 5. A formal postal survey of the people of Te Aroha (66 respondents from 230 surveys) indicated that their priority was that the site be made safe for the public to visit, and used for recreation. As soil samples in potential recreational areas of the mine site, significantly exceeded guideline values for Cu, Pb, Zn, Cd and As, soil removal or capping clearly also needs to be part of a remediation plan. Development of the site as a historical/ecotourism area was viewed favourably, as this may encourage more visitors to the Te Aroha area as well as educate local residents.

This paper describes the design of the steel fibre reinforced precast concrete (SFRC) segmental lining for the intake and discharge tunnels for the Gold Coast desalination plant in Queensland. In addition, the key design requirements and design methods for the lining of these 2 km long, 2.8 m internal diameter tunnels, including structural, durability and maintenance requirements are discussed. Details of the segment configuration and erection process are presented along with information on the manufacture and trial testing of the concrete for the segments. The paper also gives a brief introduction to steel fibre reinforced concrete behaviour. Construction of the tunnels commenced in April 2007, and the authors believe this is the first application of this technology in Australia.

It is predicted that underground coal mines in the Bowen Basin will have a significant rise in heat problems as mines aim to increase production, depth of extraction and length of longwall panels. At an actual Bowen Basin mine, extended longwall panels greater than 4 km in length are planned to be mined at depths with a virgin rock temperature (VRT) of more than 40¦C. Research has been completed into the reasons for the substantial increase in temperature at the face for underground coal mines in the Bowen Basin. An analysis into heat loads produced at the Bowen Basin mine for the development and production phases shows a significant amount of additional cooling will be required to ensure safe working temperatures. All of the major sources of heat, which included both natural and mine induced heating, were considered for the analysis. Maximum heat loads were assessed, together with peak intake surface temperature to determine the maximum cooling capacity required at a Bowen Basin mine. These maximum heat loads were assessed for a specific longwall panel, Longwall A, which extends to over 4.1 km in length and at a maximum depth of over 330 m, resulting in a VRT above 40¦C. The cooling system positional efficiency was analysed, determining that underground cooling via an indirect heat exchanger was preferred to increasing the capacity of the current bulk air cooling (BAC) on the surface. A preliminary cost analysis was also detailed which compared the cost of additional BAC compared to implementing underground cooling.CITATION:OÆConnor, T, Kizil, M S and Belle, B, 2013. The description, characteristics, advantages and application of a new bulk explosive for medium to large diameter dry blasthole conditions is described. A brief outline of the delivery system for the product is also included. This explosive has been designed to provide an alternative to ANFO, currently the most common bulk dry hole product available to the mining and quarrying industry. The selection of the optimum explosive for any blasting operation is of prime importance. It is a major factor contributing to the production of the desired results in terms of muckpile fragmentation, shape and diggability. The optimum explosive can be defined as the most cost-effective in producing satisfactory breakage and displacement of the material. ANFO satisfies this prerequisite for a significant proportion of dry hole applications. This unique, low density and low velocity of detonation explosive has been developed to provide the industry with a cost competitive alternative to ANFO. Typical loading or average inhole densities nominally range between 0.40 g/cc to 0.70 g/cc, depending on the application. Characteristics of this explosive allow for specific and common applications in open cut coal and metalliferous operations. These include ore/waste control operations, prestripping and presplitting applications, sites confronting cap rock problems, and large hole diameter quarries.

Measurement of the net percolation from the base of a cover system into the underlying waste material is a key component of a cover system monitoring program. The units of measure (ie a percentage of precipitation or rainfall) are simple to understand for all stakeholders, which increases the importance of obtaining representative net percolation values. In general, lysimeters are used to measure net percolation across the cover material-waste material interface; however, the design of lysimeters for cover system monitoring programs in the mining industry have typically not considered fundamental aspects of lysimeter design. Lysimeter design is typically thought of as being conceptually simple, when in reality the design, installation, and operation of lysimeters is often counter-intuitive, due to the complexities of flow through unsaturated soil systems. This paper puts forward a methodology for lysimeter design while also presenting the fundamental design variables that should be considered. Lysimeter design for differing climates, cover materials, and waste materials is discussed. Finally, the performance of lysimeter designs previously installed in the field at sites in Australia, Canada, and the United States are subjected to numerical modelling to determine whether net percolation is being measured properly.

We can look at the water treatment and management strategies at some recently commissioned mines and minerals processing sites to see the likely future of water in mining. The future of water in mining will be based on a holistic approach to understanding the site water balance, appropriate treatment, reuse where possible, and environmentally managed discharge where required. This paper describes advanced and innovative water treatment and reuse processes as used by mines and mineral processing operations from around the world. Underground mining can often require dewatering to prevent groundwater seeping into and flooding the mine workings. Mining and processing often accumulates wastewaters in a tailings dam. The mine water can contain contaminants such as dissolved salts, iron, arsenic, manganese, heavy metals and acidic and odorous sulfates. On-site reuse, environmental discharge requirements, as well as community needs for water, drive mine operators to consider the most appropriate water treatment process. Mining water treatment for the future is described using case studies of innovative processes. The case studies include treatment of mine dewatering water for beneficial application from Australian mines, Ballarat Goldfields and Bendigo mining, treatment of produced water from oil and gas projects, and treatment for arsenic removal of tailings water from mining and processing at Goldcorp mines in Canada. Advanced and innovative processes including membrane filtration, reverse osmosis at extreme conditions, advanced biological treatment and water management are all part of these case studies. This paper uses real case studies of advanced and innovative mine water treatment processes to explain and examine the technology and the reasons for designing specific processes. The focus is on innovative processes that may be more widely used in future mining û where the water is used for sustainable environmental discharge or treatment to a quality that can be beneficially used by the mine or the local community.

This paper presents a resume of the likely profitable mining areas in New Zealand. It covers the main "minerals" - gold, coal, oil and gas, ironsands, silica sands, clays, lump silica, perlite, sulphur and limestone.The potential mining projects are depicted on a map of New Zealand together with the associated works involved in hydro-electric and geothermal power development requirement for industries such as aluminium, nickel ferro-silicon or silicon carbide production.The political need for mining development to relieve unemployment and reverse emigration is stressed. A case is made for exploration and development assistance by government in labour re-training, energy supply and transportation, if the tremendous losses through lack of use of human and industrial resources are to be rapidly reduced. These losses are currently estimated at $10,000,000,000 per year.The need for protection of the sanctity of contract and security of tenure of all mining operations is touched on briefly as is the need for a reasonably balanced view on conservation. However as both of these are more properly covered in papers on the legal and environmental aspects of the mining climate they are presented here only as they affect the economy of the mining operation.Finally there is a brief comment on the mining climate in New Zealand relative to Australia and South Pacific mining operations.

Sydney has hundreds of kilometres of sewer tunnels. Many of these are over 50 years old and some have been in service for more than 100 years. The tunnels are predominantly constructed in Hawkesbury Sandstone and many are unlined.Principles have been developed over many years for the safety factor required in designing and constructing new tunnels but these do not necessarily relate to the operation and maintenance of existing tunnels, and in particular those that do not necessarily require personnel access for anything other than regular inspections.Assessment of the stability of these established tunnels needs to take account of their size, their age, their function, and their method of construction, as well as the geology in which they are situated and any support measures which have been installed. More importantly a stability review needs to take account of the consequences of a collapse, with regard to the inspection process, carrying out of any required repairs and the long-term performance of the tunnel.This paper is based upon the authors’ experiences inspecting and reviewing more than 200 km of tunnel in the last ten years. It will show some of the procedures and methods adopted by Sydney Water, how these can be presented as an acceptable procedure in line with other safety standards, and how they might be adopted for other similar historic rock tunnels.CITATION:Gilchrist, D and Lees, D, 2014. According to the data provided by the most recent European Survey on Working Conditions, roughly 25 per cent of the European working population is exposed to mechanical vibrations for no less than one quarter of the work shift duration, while around ten per cent are exposed for the entire work shift. The occupational exposure to whole-body vibration (WBV), in particular, represents a major health risk in mining, quarrying and civil excavation activities. In accordance with European Directive 2002/44/EC, the latest version of the Italian law on physical risks has recently confirmed the possibility of using relevant literature data on vibration magnitude in order to evaluate personal occupational exposure (vibration database or data provided by the manufacturer). Still the alternative option, based on field measurements, represents the most appropriated method of risk assessment, as it accounts for the actual operating condition at the workplace; actual operator and vehicle under investigation and specific working cycle. The article discusses the vibration measurements taken on a number of heavy machinery (excavators, loaders, trucks, dumpers, etc) employed for talc extraction in a mine located in Sardinia and the resulting personal exposure for the drivers. The assessment was carried out in accordance with the specifications of ISO 2631-1 and EN 14253.
