The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. A diesel engine with a misfiring cylinder is likely to break down in a short time when the engine is used without maintenance. The authors have developed a method of detecting the occurrence of cylinder misfiring and specifying the misfiring cylinder by using wavelet analysis and statistical analysis on the root mean square (r.m.s.) values of two kinds of acceleration waveforms. This detection method is considered superior to traditional methods, which require several accelerometers, especially in terms of simplicity. Since the development of the method, research has been conducted on semi-automatic processing of measured signals and signal transmission from the worksite to a remote office. Field tests confirmed that 1 + 105 points of dynamic data could be transmitted through the mobile multimedia network within 15 minutes, and the time for signal processing was within 15 minutes. Final determination on the condition of a diesel engine in heavy machinery could be achieved within 30 minutes. Shortened processing time is expected by improvement of the processing software.

Leading Article from "British Medical Journal," London, 4th, November, 1944.Assuming that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid, Denny, Robson, and Irwin thought that if the solubility of siliceous material retained in the lungs could be suffciently reduced the usual fibrotic response could be diminished or prevented. They discovered that aluminum powder rendered siliceous material insoluble in vitro by coating the silica particle with a thin film of gelatinous hydrated alumina, which on drying formed crystalline alpha aluminum monohydrate. The presence of this adsorbed layer on the surface of the quartz was shown by staining it with aurin. That metallic aluminum dust produced no fibrosis in the lungs was demonstrated by dust-inhalation experiments on eight rabbits. Attempts were therefore made to prevent silicosis by mixing quartz with metallic aluminum dust.Animals exposed to quartz dust developed typical silicosis in about five months, but the addition of 1 per cent. aluminum powder prevented this even after exposure had been lengthened up to 22 months, provided the aluminum powder was of a particle size below 5. This year Crombie, Blaisdell and MacPherson have reported the treatment of 34 silicotic miners by the daily inhalation of fine aluminum powder freshly ground from small aluminum pellets in a specially constructed mill. Daily treatment began with five-minute inhalations, which were gradually increased to 30 minutes. Some of the men received 300 treatments, but the majority only 200. Out of the 34 cases thus treated clinical improvement was manifested by lessening or disappearance of shortness of breath, of cough, of pain in the chest, and of fatigue. In 15 cases the condition became stationary and remained so in spite of continuous employment in silica dust throughout the treatment. The progress of the disease was assessed by means of tests for respiratory function repeated at three-monthly intervals. Obviously this treatment cannot be regarded as a cure for silicosis, since it cannot restore lung tissue which has undergone fibrotic change; but Crombie and his colleagues believe that the inhalation of finely particulate aluminum powder offers every prospect of preventing the development of human silicosis.In view of these findings, it is surprising that repeated papers by Goralewski from Germany describe various types of lung disease attributed to aluminum dust, and press for them to be scheduled under the Workmen's Compensation Act in that country. Seven hundred workers were investigated. They were making, probably by a stamping process, aluminium powder containing about four milliards of particles of dust per grain, and are reported as complaining of dry cough with pain on breathing, shortness of breath, poor appetite, and gnawing abdominal pain. "Falls of ground still cause around one-third of all underground mining fatalities. The recent introduction of mechanised room and pillar working into Indian coalmines is an example of the application of new design by measurement and safety monitoring strategies, which can be used to reduce falls of ground risks in mines.Rock Mechanics Technology, now part of Golder Associates UK Ltd (Golder), is providing rock bolt support and pillar design services to the mines using a design by measurement approach. This involves in situ monitoring to confirm support and pillar designs and pillar extraction sequences.Site examples are given of the support designs determined and the monitoring programs undertaken for both design and safety.Routine safety monitoring of roof movement using telltales is also described. A new auto warning telltale has been developed specifically to warn of imminent caving as pillars are extracted.The approach used by Golder has played a major role in ensuring the success of these projects. As a consequence, mechanised room and pillar working is now firmly established in India, and wider application is planned to help meet future demand for coal.The experience confirms that the design by measurement method for this application has important advantages over conventional design approaches using analytical or empirical methods. Firstly, it measures the design performance or outcome rather than trying to calculate or predict it. Secondly, it provides the opportunity for the design to be adjusted to obtain the optimum outcome. Thirdly, it can do this at a local level, so that the support design can be matched to changing conditions to give the most cost-effective design. A recent review of resource reports lodged to statutory bodies found geological models with oversmoothed or unrealistic lithological boundaries, many of which do not represent geological appearance in the field, pit or underground drive. The underlying data is often too complex or messy to be incorporated into the resource model and is thus a simplification of reality, to the detriment of the mining operation and its shareholders. Volumes can be over- or underestimated and subsequent grade predictions can be misplaced, combining to cause over- or understatement in resource reporting to stakeholders and statutory authorities. Domain models can be improved with new modelling techniques such as machine learning. However, with poor data or improper use of machine learning techniques, the conclusions can be just as misleading as with current techniques. Machine learning rarely offers a single ‘right’ outcome, rather a range of possible outcomes from the data provided. But importantly it can take advantage of the full richness of data for more informed models. Machine learning also provides confidence in its predictions so that uncertainty in the resultant models can be quantified and passed through for risk assessment during mine planning and operation. This paper will discuss the factors accentuating complexity in deposit modelling: data diversity, structural controls, chemistry, data volumes, process workflows and external non-geological constraints. A case study illustrates the risk of reducing or ignoring complexity, which can result in an overly simplified geological model.

Process industry measurement systems, once installed, are often interpreted as static black boxes delivering correct values as long as not proven otherwise. After first implementation and set-up with a distinct sampling frequency, they often run ‘forever’ without checking if this frequency is still appropriate with respect to changed raw materials characteristics, different process conditions or changed customer specifications. Failure detection is based on operator experience and skills (often close to an art form) and/or from control measurements of reference samples. This may well be too late for many industrial process contexts. An appropriate sampling frequency is a critical success factor for valid monitoring and control.Based on the methodology of variographic analysis we here illustrate how to design/re-design/optimise an industrial measurement system in terms of sampling frequency, discretisation and accuracy based on customer specifications. We also show how variographics can be used to monitor for deviations. We use experience from process industry to show how these methods can be used not only for product characterisation, but also for monitoring input factors, process indicators and measurement of these. The information hidden in the vast amounts of data that is continuously created in modern process industries can be utilised to cut costs in the measurement activities and at the same time contribute to early error detection. We illustrate by case examples from production processes at a nickel refinery, supporting the Lean and Six Sigma methodology. This will provide a standard operating procedure for monitoring the stability of measurement systems, and provide a basis with which to discuss how a variographic approach can be integrated with the Lean and Six Sigma approach as an online tool to map, characterise and validate measurement systems and thus avoid more cumbersome measurement system analysis in full detail.CITATION:Thisted, E, Thisted, U, Bøckman, O and Esbensen, K H, 2017. The Eastern Distributor Tunnels - the first major road tunnel project in Australia - are the preferred solution to traffic congestion problems, when compared with alternatives, in this inner urban environment. This is because of the reduced impact on residential housing, the improvement of the existing environment, less restrictions on future developments, and a reduction in noise and pollution. Developments leading to a tunnelled solution, traffic needs and reasons for route location are discussed. Criteria for design of tunnel alignments and geometry are described, including the restraints imposed by surface connections on profiles and grades resulting in low rock cover at tunnel portals. The main geotechnical restraints are a major weathered dyke at the shallow large span underground fork and the weathered Ashfield Shale capping the Hawkesbury Sandstone at a portal. Rock cuttability and excavation methods are discussed. Roadheader machines are the most suitable for the varying shallow arched cross sections required and the tunnel lengths involved but the use of blasting in special situations cannot be ruled out. Initial support for the major tunnel lengths will be provided by rock reinforcement in conjunction with shotcrete. Steel ribs are proposed in areas of low cover and weak ground. Final support will comprise an insitu concrete lining. Construction concepts and special tunnelling methods required at the shallow underground forks and tunnels are described.

Due to increased production of steel in India, the thrust is now on iron ore producers not only to enhance productivity from existing mines, but to look also into alternative resources, like lean grade iron ores such as banded haematite quartz (BHQ)/banded haematite jasper (BHJ), which are available in abundance but not yet utilised for want of suitable process technology. In this context, BHJ ore from the Bellary-Hospet sector was collected and subjected to detailed physical, chemical and mineralogical characterisation and beneficiation studies. The as-received sample was found to occur physically as alternating layers of haematite and jasper. The chemical analysis of the sample was 41.20 per cent Fe, 39.10 per cent SiO2 and 0.86 per cent Al2O3. Based on the mineralogical observation, haematite was found to be the lone ore mineral and jasper was the major gangue mineral. The microscopic observations revealed that the ore minerals liberate at a top size of 0.150 mm. Guided by the characterisation results, indicative tests were conducted using gravity and magnetic separation equipment, namely, Floatex«, gravity slime table and wet high intensity magnetic separator (WHIMS). The results indicate that it is possible to upgrade the sample by both gravity and magnetic separation techniques. However, the WHIMS results indicate that jasper grains report to the concentrate at higher gauss intensities. Therefore, based on the encouraging gravity separation results and the availability of new design spirals for treating fine particles, the applicability of gravity spirals for beneficiating BHJ in the liberation size range of -0.150 mm was studied. The sample was ground to a top size of 0.150 mm and was subjected to preconcentration using wash waterless spirals. Tests were conducted at different feed rates, pulp densities and splitter positions. The results indicate that it is possible to upgrade the sample from a feed grade of 41.20 per cent Fe to a preconcentrate ranging from 46 per cent to 62 per cent Fe with a yield ranging from 19 per cent to 55 per cent. The obtained preconcentrate was then subjected to a cleaning stage by using a combination of wash water and wash waterless spirals. The test results indicate that it is possible to obtain a final concentrate assaying 65.75 per cent Fe and 4.75 per cent SiO2 with a yield of 25.9 per cent and an iron recovery of 41.31 per cent. It was concluded that further test work is necessary to increase the recovery and improve the product specification.

In 1992 environmental audits were carried out at seven coal mines operated by Oakbridge Limited in the Hunter Valley and Lithgow areas of NSW. The audit reports recommended a course of action designed to improve the environmental management system already in operation at the mines. This program started with training in environmental awareness for the Board of Directors, and the development and authorisation of an environmental policy. On-going programs at each mine were expanded to include environmental awareness training for all 2000 employees at the mines, and the development of a 20-module environmental training program which included air, water, soil and noise management, oil and chemical handling, sampling and monitoring, rehabilitation techniques and many more. Environmental incident reporting was introduced, and a system of reporting from the coal face through individual mine site environmental committees, to a Corporate Environmental Committee and up to the Board Environmental Committee became an effective part of a due diligence program. The Board resolved to undertake external independent environmental audits every two years, with internal reviews in the alternate years. An Environmental Management Group was formed, consisting of four internal environmental personnel and Oakbridge's appointed environmental consultant, to effectively resolve many of the environmental issues facing the Group. This program is continuing to evolve as an industry leader in environmental management Practice.

Challenges facing middle management in the 1980's and beyond are not confined to business matters such as industrial relations, government and legal constraints, corporate takeovers, and commodity marketing. More particularly they deal with people issues and the interrelationship of corporate/ family relationships. There is a need for corporations to acknowledge the growing conflict between corporate/family roles being brought about by such matters as equal opportunity, double professional marriage partnerships, personal mobility and the increasing stress faced by managers as a result of current demands and expectations being placed on them. While the main responsibility for managing professional life as well as the relationship between professional and private life rests with the individual executive, corporations nevertheless have a major responsibility to assist these executives in this management process. Corporations in Australia are taking steps to address this situation but much more needs to be done. This was highlighted in the March 1985 "Middle Management" course with its associated Spouses Programme presented jointly by Australian Mineral Foundation and The Australian Administrative Staff College. Effective communication is at the heart of the matter but no amount of training on this subject will bear fruit unless there is an associated commitment by executives to improve the effectiveness of their communi- cation process both in their corporate and family roles.

Borehole geophysical logging data are routinely acquired during exploration of coal deposits in Australia. These data are commonly used qualitatively to identify and correlate coal seams and geotechnically significant interburden rock units. Some quantitative analysis, such as using sonic logs for rock strength estimation is becoming increasingly widespread. This paper discusses results from a project aimed at expanding the quantitative approach to more detailed mineralogical and lithological analysis, which leads to improved geotechnical characterisation for mine planning and mining hazard reduction. A standard suite of wireline logs measuring density, natural gamma, sonic and neutron were analysed from three coal mines in the Bowen Basin. Thirty-nine samples from cored sections of the boreholes were analysed by X-ray diffraction, spectral gamma counts and hyperspectral scanning. Using a standard petrophysical approach to calculating porosity, shale and matrix components from a combination of density, natural gamma and neutron logs, a good correlation with observed mineralogy was demonstrated. However, unusual mineralogies such as heavy minerals or low-potassium clays may distort this analysis. Simultaneous evaluation of all available geophysical logs by modern data mining methods was able to show how these ambiguities may be solved.

Polycrystalline diamond compacts (PDC) have been widely used as cutting elements in the drilling tools for the oil, gas, civil and mining industries because of their faster penetration rates and longer bit life. US Department of Energy reports that PDC bits account for more than one-third of the total footage drilled worldwide (US Department of Energy, 2004). However, non-thermally-stable diamond composites (NTSDC) have seldom been applied to geothermal drilling, since premature failures of such PDC cutters have been observed in hard rock formations. Several factors need to be considered to prevent premature failure of cutters and improve cutting performance when using PDC-based bits and other rock cutting tools. The first set of factors consists of the strength, density, stiffness, toughness and thermal resistance of the PDC and the rock. A second set relates to the complex behaviour of the bonding between the PDC cutter and the bit matrix, or the pick and the pick holder, which is vital in maintaining stable, reliable and durable adhesion of the cutters to their hubs. Finally, based on a better understanding of the cutting processes, the formulation of a predictive model would assist in further development of cutter design.

Ok Tedi Mine is located eighteen kilometers from the Irian Jaya border in the Star Mountains, Western Province, Papua New Guinea. Sequential flotation concentrators produce a copper / gold concentrate for market, and a pyrite concentrate for environmental containment, with low sulphur tailings from the pyrite flotation sequence being discharged to river. Strict sulphur assay targets are set for the riverine discharge. Current porphyry and skarn ore blends from open pit operations at Mt. Fubilan will cease by 2017. However, drill cores indicate an economic ore body in the skarn ores surrounding and below the current pit limits. With proposed mining from a western pit wall ‘cut back’ and an eastern pit wall underground operation, potential for ore ageing in sub level cave underground stockpiles is apparent. With little information in the literature, Ore Ageing test work at prefeasibility level consisted of multiple one tonne stockpiles of -50 mm crushed rock. For the bankable feasibility study, a successful test work program was implemented utilizing 40 tonne ROM ore stockpiles composed of exposed pit extensions of future ores. Realistic ageing profiles of Skarn ores were obtained from one tonne monthly samples subjected to laboratory testing. Test work outcomes included:• Similar ore ageing profiles from both the pre feasibility study (PFS) and feasibility study (FS) programs, suggesting ore susceptibility to oxidation has greater effect in ore ageing than rock size for Ok Tedi skarns. • Laboratory rougher flotation of pyrite showed significant variation in sulphur recovery rate, suggesting three classes of pyrite floatability.• Laboratory rougher flotation of both copper and pyrite for up to 19 months ore ageing from 11 stockpiles, suggested three stages in the ore ageing process.

Portals to access underground mines are important infrastructure and their design requires careful consideration. Portals are generally expected to last for the life of the mine. Typically, the exposure of personnel and equipment is high, with many hundreds of movements through the portal per day. Consequently, the risk associated with geotechnical instability must be extremely low. Portals are often established from a boxcut. In areas where the weathering profile is well developed, the design and execution of the boxcut can involve significant effort, with the objective of minimizing the volume of the boxcut, whilst ensuring that conditions at the design depth are suitable for establishing a stable portal. Properly designed site investigations are a critical part of this process. Currently available portal design guidelines have not been updated for decades, however the equipment and ground support systems have changed significantly in recent years. Many mine portals have since been constructed in a relatively short time frame with success, often in challenging ground conditions using some of the more modern approaches to ground support. This is beneficial because delays in establishing a portal will generally delay other critical path activities, and lead to cost overruns.

The Hunter Valley Rail Project (HVRP) represents most of the coal producers using the Hunter Valley Rail System in NSW to haul coal to the port of Newcastle. This system carries over 70 per cent of NSW's coal exports, comprising over 30 per cent of total Australian coal exports. Hunter Valley coal is the largest export industry in NSW, and one of its largest export growth opportunities. However, the industry is under intense pressure in international markets from existing and new coal producers and from other energy sources. Whilst potential growth in demand is substantial, particularly for thermal coal in Asia, excess world supply has pushed prices down, and this underlying trend may well continue. The industry has lost international competitiveness and as a result, investment has dropped 44 per cent over the last two years. The industry must be rapidly structured to compete and attract investment on the basis that these pressures will continue. Substantial productivity improvement and cost reductions must be made for the industry to regain competitiveness, otherwise growth will not occur and the industry will decline, with serious implications for the Australian and NSW communities. The introduction of internationally competitive rail freight rates is an urgent and essential part of this process. It is the key objective of the HVRP.

The stability of access tunnels is one of the main engineering challenges in deep underground mine construction. Many underground hard rock mining operations are now reaching depths where the induced stresses are such that sudden and violent failure of the excavations can occur very soon after construction. The loading conditions on the installed ground support schemes are often underestimated by conventional engineering design methods. Therefore, the actual loading conditions often exceed the installed ground support capacity. This can result in failure of the excavations and, in extreme cases, potentially closure of mining operations amounting to hundreds of millions of dollars in lost production. More frequently, violent excavation instability at great depth causes operational delays, costly and unplanned rehabilitation, as well as risks to worker safety. In order to address this challenge, this paper briefly summarises a modern, innovative approach to the design and construction of mine development at great depth. The process follows seven main steps. The first step is to characterise the rock mass strength, structure and stress. The second step is a stability assessment, which identifies the plausible modes of excavation failure, based on the rock mass characterisation. The third step is the definition of an excavation geometry which is harmonic to the high stress conditions. The fourth step is to prepare a site-specific face destressing drill and blast design which will reduce the potential for rock mass instability during the development construction cycle. The fifth step is to accurately quantify the expected loading conditions on the installed ground support. The method of doing so is uniquely analytical and probabilistic. It is based on the natural mechanical relationships between rock strength, structure, induced stress and the physical characteristics of the instability, including its mass and ejection velocity. The sixth step of the design process is to specify a ground support scheme arrangement with sufficient strength and displacement capacity to exceed the rock mass demand by a safe margin. The final stage is to install the complete ground support scheme using mechanised technologies which minimise the exposure of the equipment operators to unsupported ground at the tunnel face.

Mine gas control is a major issue in most of the gassy underground coal mines, due to its direct impact on safety, production delays and cost of production. Analysis of the gas data, from different collieries in Australia showed that longwall gas emissions have increased substantially over the years. Simply increasing the number of goaf holes in the panel or decreasing goaf hole spacing seems not to be effective, in controlling high goaf gas emissions. A major research project has been undertaken by CSIRO in collaboration with mine sites to address this goaf gas control issue with the aim of developing effective and optimum goaf gas drainage strategies. The project has combined extensive field studies with computational fluid dynamics (CFD) models, to characterise goaf gas flow patterns and develop effective gas control strategies. The research work specifically involved review of gas control issues at field sites, goaf gas monitoring, tracer gas tests, CFD simulations and extensive field trials. Field demonstration studies of the new optimum strategies have been conducted at two collieries in Australia. The project results have shown that the optimum strategies were highly successful, in improving the overall efficiency of goaf gas drainage systems, at both the field sites. Results of the goaf gas flow characterisation studies and field demonstration studies are summarised in this paper.

The purpose and current practice of cable trusses in underground coal mines is briefly outlined and details of various cable truss designs are presented. The main part of the paper describes the in-situ performance of cable trusses installed as secondary supports in gateroads and recovery roads of longwall coalfaces. The performance analysis is based on the results of in-situ monitoring carried out at a number of sites at two underground coal mines within Australia. Truss performance has been assessed as load developed in relation to roof convergence, face position and time. Additionally, the influence of strata conditions, installation pattern/density, roadway layout and geometry have been taken into account. An analytical model has been developed to predict truss loads. The principal variables are listed and the basis of the model is described. Based upon behaviour observed in the field the model has been progressively upgraded and validated against measured performance. Guidelines on truss performance and factors which influence it are presented and the implications of these to the use of cable trusses is discussed. Possible methods for improving truss performance in certain strata conditions are outlined and some comments are made on the value of cable trussing compared to cable bolting in these Situations.

One of the main steps during the decision-making process of long-term mine planning is the definition of the optimal sequence of extraction, which usually is synonymous with maximising the discounted cash flow of the project subjected to several constraints arising from aspects of technical, physical, and economic limits.Open pit mine production scheduling (OPMPS) comprises several intricacies related to its size and uncertainty of input parameters. Due to its complexity and prohibitive size, traditional mine planning usually relies on heuristic or metaheuristic methodologies which are able to provide good solutions in a reasonable amount of time. However, most of the uncertainty that surrounds the mining complex is ignored leading to non-realistic results.In this paper, a new heuristic approach is explored in order to solve a stochastic version of the OPMPS problem accounting for geological uncertainty in terms of metal content, multiple processing streams, and stockpiling option. The methodology involves generating an initial solution by solving a series of subproblems and this initial solution is improved using a network flow based algorithm.The algorithm was applied to a relatively large gold deposit with more than 119 thousands blocks. During the response to the Moura No 4 disaster, use was made of the New South Wales Mines Rescue Service’s ‘Mineshield’ inertisation equipment. The equipment had to be transported from Newcastle, approximately 1400 kms, and the liquid nitrogen a similar distance. The time taken, and therefore availability of the liquid nitrogen, became a significant problem. Operational issues were also experienced during use. Typically the liquid nitrogen is converted to a gas (vaporised) before being injected into the mine. However, as the propane gas tanker used for the vapourising unit was delayed, an attempt was made to inject the liquid nitrogen directly down uncased boreholes. This proved unsuccessful.Following the Moura No 4 disaster and the Moura No 2 disaster, recommendations were made relating to having inertisation capacity for the Queensland coal mining industry. Today the Queensland industry has multiple options available for inertisation, including the high-volume GAG and smaller volume units such as boilers and membrane separation units. Although it ultimately aided re-entry into Moura No 4, most likely due to the issues associated with supply to Central Queensland, liquid nitrogen has not found favour within the Queensland industry as an inertisation tool.Coregas has commissioned an air separation plant in Mackay, improving the availability of liquid nitrogen to Central Queensland. Based on the availability of this nitrogen, recent sealing operations at Kestrel have trialled using liquid nitrogen and associated vapourising units.
