Recent changes to environmental legislation and trends in the environmental regulation of mining in the Northern Territory are being driven by (among other factors) Federal Government policies and international agreements on the environment. These trends are discussed and the expected application of the NT Water Quality Management Strategy (based on the National Water Quality Objectives) over the next few years is examined with respect to mine environmental management practices. Some of the potential conflicts and changes in approach which may develop are identified and examples discussed. Proactive means of integrating trends in environmental legislation with mine planning and waste management are discussed.

The long-term outlook Tor Australla's traditional mining products is for flat demand and continuing low prices. This has come about because of three far-reaching changes since earlier boom days: 1. Continuing declines in intensity of usage of basic mine products; 2. The failure of newer western and third world developing countries to realise growth expectations; and 3. Continued production pressure from third world countries (and first-world primary producers) in an effort to earn foreign exchange and rectify trade balances. These trends have led to a general situation of excess supply and weak demand. In this environment, the prerequisites for survival in the mining sector are first-class mines, modern and efficient production methods, low unit costs, aggressive marketing, and products with reasonable operating margins. Many of Australia's mines meet these prerequisites. Following the A$ depreciation and widespread unit cost reductions, most of these mines will be moderately profitable at current depressed commodity prices. They are well placed to benefit from price rises if these eventuate. A new generation of mines is concentrating on a more profitable product range (gold, diamonds, uranium, mineral sands). Australia's balance of trade remains firmly dependent on the primary mining and agricultural industries (Fig. 1). Despite optimistic talk of high-tech developments, tourism and a resurgence of manufacturing, these will remain a small component of Australia's export structure.

One of the main steps during the decision-making process of long-term mine planning is the definition of the optimal sequence of extraction, which usually is synonymous with maximising the discounted cash flow of the project subjected to several constraints arising from aspects of technical, physical, and economic limits.Open pit mine production scheduling (OPMPS) comprises several intricacies related to its size and uncertainty of input parameters. Due to its complexity and prohibitive size, traditional mine planning usually relies on heuristic or metaheuristic methodologies which are able to provide good solutions in a reasonable amount of time. However, most of the uncertainty that surrounds the mining complex is ignored leading to non-realistic results.In this paper, a new heuristic approach is explored in order to solve a stochastic version of the OPMPS problem accounting for geological uncertainty in terms of metal content, multiple processing streams, and stockpiling option. The methodology involves generating an initial solution by solving a series of subproblems and this initial solution is improved using a network flow based algorithm.The algorithm was applied to a relatively large gold deposit with more than 119 thousands blocks. This paper describes the work which has been undertaken at the Ohai coalfields in Southland to restore overburden heaps during past opencast mining operations, and procedures which have been adopted to ensure that restoration is achieved concurrent with present opencast mining activities. The system implemented for the treatment of wastewater from opencast mining operati6ns is also described.

The US Bureau of Mines is conducting research to improve the health and safety for underground coal miners, and the efficiency of the mining systems that are used. In 1986, the Bureau began a major research effort on the technology for computer-assisted mining systems for underground coal mines. The initial target was technology for continuous mining machines that would allow them to extract coal by computer-assisted operation. Technology areas being investigated include guidance systems, machine condition systems, computer systems, machine control, human-machine interfaces and planning. In each of these areas, individual system development has progressed to where underground testing of these systems will begin in 1991.In addition to coal extraction, the Bureau has also begun research for the development of technology for computer-assisted roof bolting. The Bureau is developing technology for a "smart" roof bolter that would be able to sense and analyze strata conditions to determine the requirements to provide a competent roof. The system would determine the location of the hole, drill the hole to length, and select and install the appropriate bolt.

In view of the lack of phase equilibria data of vanadium-bearing oxide system and the desirability of them for design or optimisation of vanadium extraction process, the phase equilibria relationships of V2O3-FeO-SiO2-CaO(15 mass per cent) system were determined experimentally and then an isothermal section phase diagram of this system was constructed. Totally, 81 samples of different composition were equilibrated at 1623 K for 48 hours in iron crucible under Ar atmosphere. The equilibrated samples were quenched quickly in cold water, and then the phase constituents of all the samples were identified by X-ray diffraction (XRD) combined with electron probe microanalysis (EPMA) measurements.

Mining is a water intensive sector, contributing to declining water resource quality around the world. Improvements to current mine water management practices can help reduce the amount of water utilised by the mining sector and the impact on water resources. Creating a water account can help companies understand water use in their operations and identify areas where water reduction is possible. Water accounting methods include the Water Footprint Network method and the WaterMiner tool.The Water Footprint Network method is used to determine the amount of direct and indirect water used by an organisation either in a process or to manufacture a product. The total water footprint is divided into the blue, green and grey water footprints. Blue water is the amount of water abstracted from surface and ground water resources. Green water is the amount of rain water utilised. Grey water is the amount of freshwater required to assimilate the waste stream to the natural resource and still conform to ambient water quality standards.The WaterMiner tool is a program available via the internet, which can be used to model water use of mineral processing sites. The program reports the amount of raw, worked and treated water used by the process and recommends flows that can be added to reduce the amount of fresh water required by the process.To gain information on mine water management practices in South Africa, a water account for a platinum mine was developed using the Water Footprint Network method and WaterMiner tool. In recent years it has been shown that the concept of using partial molar excess Gibbs energy (G̅ex) to explain the behaviour of collectors in the recovery of minerals can be usefully applied to explain flotation performance. Fundamentally this is because hydrophobicity of a mineral particle on which a collector is adsorbed may be strongly related to the fact that the alkyl chain associated with the collector behaves in the same way as any hydrocarbon would in an aqueous medium. This hydrocarbon-water system represents a classical non-ideal mixture, and such mixtures are quantified thermodynamically by determining the activity coefficient of the hydrocarbon moiety of the collector and hence its G̅ex in the mixture. It has been shown that G̅ex is a more rigorous indicator of the contributions of various alkyl groups of a collector than HLB (Corin and O’Connor, 2014) and was also able to explain aspects of froth behaviour (Harris and O’Connor, 2017) and hydrophobicity (O’Connor, 2021). The present paper is aimed at extending the above concepts in two different ways. Firstly, a study is undertaken of a range of results previously reported in which various reagents containing different alkyl groups were analysed in terms of their effect on contact angle and their performance as flotation reagents in terms of recovery. These results sustain the previous observations that there is a robust positive relationship between hydrophobicity as indicated by flotation recovery and contact angle and G̅ex of the alkyl group associated with the collector. Secondly, on the basis of the observation that increases in G̅ex are indicative of increases in the hydrophobicity of the mineral particle-collector aggregate, a study was undertaken to examine the effect of ions typical of electrolytes in water as well as the effect of the presence of alcohols and of pH on G̅ex of the collector alkyl group. In the former two instances the absence of any correlation between G̅ex and recoveries supported the proposition of the respective authors of these studies that the major effect of these electrolytes and added alcohols may be on particle–bubble attachment rather than on the hydrophobicity of the mineral/collector in the aqueous system. On the other hand, the effect of pH on G̅ex correlated reasonably well with changes reported in the literature on the effect of pH on recovery and contact angle.

"Recognising that the mining industry is wedded to the break-even cut-off grade rather than a cut-off grade that optimises value, the author examines some perils and pitfalls in the use of break-even grades that lead to what the author calls ‘negatively geared ore reserves’.Negatively geared ore reserves occur when a portion of the ore reserves actually has a negative value and is effectively being subsidised by the more profitable portion of the ore reserves. This situation is generally difficult to detect with the level of information available to the public investor. The ore reserves can still be quite profitable in total, but now possess a level of risk that may not be appreciated.The risk profile (financial risk) of a negatively geared ore reserve is far greater than for a non-negatively geared ore reserve. Like a negatively geared investment property in a falling property market (for readers familiar with the Australian tax minimisation investment strategy), when the price of a commodity falls, a company that possesses a negatively geared ore reserve loses value at a magnified rate relative to a company that has a neutral or positively geared ore reserve. In the extreme case of a major commodity price reduction, as happened with the gold price in mid-2013, the negatively geared ore reserve can easily become negative value in total, not just in part.The negatively geared ore reserve is sometimes intentional – for instance in order to increase published ore reserve tonnages and meet the CEO’s key performance indicators – but is also often unintentional, resulting from various errors in the break-even calculation. Common errors in calculating a break-even grade include using fixed metallurgical recoveries, not including allowances for ideal laboratory versus real plant results, ignoring available operational data and using modal rather than mean parameter values in cost and performance calculations.This paper examines a common value distribution profile in many ore reserves and the effect of common break-even grade errors on this profile.CITATION:Poniewierski, J, 2016. The South Deep massive orebody consists of 20 to 30 in of payable conglomerates ranging in dip from 11¦ to 20¦ and at depths of between 2400 in and 34(10 in. The mine design process selected a mining method with a proven record of application that could be adapted to overcome the inherent difficulties associated with the depth, thickness and structural influences of the South Deep orebody. A modified cut and fill mining method provides a concentrated and highly flexible method of extraction. An integrated destressing cut will enable the modification of the stress environment such that it is suitable for massive mining operations. The choice of backfill type and stoping width in the destressing cut ultimately determines the characteristics of the stress modification and, as such, is critical to the success of the cut and fill operation. This paper discusses the decision process undertaken to determine the optimum backfill type and stoping width combination in terms of, conditions in the destressing cut faces and in the massive mining environment. Numerical modelling has been extensively used to analyse arious scenarios to aid in the decision process.

The Morning Star Gold Mine presents an example of a prolific operation with considerable historical records, mine workings, drill hole logs and countless plans from greater than 20 adjacent mines which have now been consolidated to form the current project. Implementation of 3D computer modelling in the planning stages has provided an additional tool to integrate and refine geological models as a guide to some exploration strategies. It has allowed for a re- interpretation of the host rock units, dimensional constraints, new exploration extensions and provisional resource modelling. The initial consideration of this project was to integrate 135 years of mining history into a single database. Each historic mining area had an unrelated mine grid, often established parallel to the long axis of their main stopes; some were based on magnetic or true north. Survey plans were in chain, imperial or metric units. Through the manipulation and rotation of old grids, previously unrelated mine workings began to form continuous mineralised zones, with unmined portions still remaining in between the existing development. Furthermore the current drillhole database of >433 holes showed numerous confirmatory intersections of new mineralisation. A series of tiered tables were created within a relational database to derive guidelines for assessing data to attribute a Mineral Prospectivity Value [MPV] based on key indicators of mineralisation. Indicator logging now forms the basis of geological descriptions.

The risks faced by organisations are part of a risk continuum. They can be evaluated in terms of hazard, uncertainty and opportunity as well as by the degree of influence they have on conformance, operating performance and strategic objectives. This paper discusses the application of risk management techniques for mitigating blasting hazards, reducing blasting output variability, and implementing blast improvement opportunities. Effective risk management practices can identify and evaluate risks across all levels of the continuum and can deliver realistic assessments of the likelihood and impact of risks on the companyÆs safety and business objectives. This paper does not attempt to present technical details about blasting, rather it aims to provide enough blasting context and examples so that the practical benefits of applying the risk management process to blasting can be fully appreciated. The topics discussed include: explosive management plan; statistical process control; quality blasting, rock-on-ground; Blast Management; Mine to Mill optimisation; and blasting information systems. The concept of a blasting risk management system employing a continuous improvement loop is also introduced. On reflection the insights presented should be extremely useful for observing and understanding which risk face has management focus at a mine site or for a blast site.

Traditionally occupational health and safety (OH&S) has been managed for the direct benefits of reducing injury and illness to workers on mine sites. In the current skill shortage climate it is important to recognise the value that OH&S management can have in assisting mines in minimising their exposure to this issue. In times of skills shortage turnover is high as mines poach personnel from each other. This leads to loss of corporate knowledge and loss in productivity through the need to train new personnel in mine-specific operating procedures. In addition absenteeism can significantly disrupt production as there may be no ready replacements available for key jobs. Pressure will be placed upon workers to remain at work even though they are not completely fit for work, leading to presenteeism and consequently loss in productivity. In addition to the threats to routine operation, the loss of management and professional staff can significantly increase catastrophic risk through loss of experience and corporate knowledge. There is increased pressure to focus on events that occur regularly in the here and the now and underestimate the rare, or unlikely, events.The theme of this paper is that by properly addressing OH&S management at mine sites, companies can minimise their exposure to these problems. Put simplistically, a safe and healthy mine is a sustainable and productive mine. Case studies and relevant literature will be used to support this premise.CITATION:Cliff, D and Bailey, K, 2012. Indonesia holds a significant role in the utilisation of coal resources in the world. Although the number of Indonesian coal resources and reserves do not fall into the world’s top ten, according to 2009 statistics, Indonesia is the seventh largest producer of coal with a production of 256 Mt. More than 80 per cent of this amount is sold in the export market, making Indonesia the world’s second largest coal exporter. Most of the exported coal from Indonesia is used to fulfil the needs of the Pacific market, such as Japan, Taiwan, China, among others. It is also possible to reach the Atlantic market.Along with Indonesia’s development program, until 2025 the Indonesian government has adopted a National Energy Policy that aims to reduce the role of petroleum in electricity generation and replacing it with coal. As a follow-up of the policy, since 2009 PT PLN, the state electricity company has built steam power plants throughout Indonesia as an implementation of the first stage of the Electrical Acceleration Project with a capacity of 10 000 MW. Moving forward, in 2011 PT PLN will also build the second stage of the project with a capacity of 10 000 MW. As a result of the program, the domestic need for coal is expected to increase as much as 44.8 Mt.With the increase in domestic need and decrease in the number of reserves, the Indonesian government has adopted policies to secure the domestic coal supply. A policy that may potentially be adopted by the government is the limiting of coal production, seeing the high rate of increase in Indonesian coal production. The adoption of such a policy will change the distribution map of coal in the Pacific market. Thus, this paper will evaluate the change of coal distribution patterns in the Pacific market along with the increase in Indonesian domestic needs and Indonesian adoption of policies regarding the securing of coal supplies.

"AEROPHINE® 3418A Promoter is a well-known and widely used collector and is an industry standard for its excellent selectivity and efficacy in the processing of complex polymetallic sulfide ores, particularly those containing silver. Until now, however, it has not found widespread use in primary nickel flotation.In an effort to increase nickel recovery without compromising selectivity over iron sulfides, Western Areas Forrestania Nickel operation trialled the use of AEROPHINE® 3418A as a secondary collector at low dosage. A series of ON/OFF trials were conducted, with the finding that a very low dose of AEROPHINE® 3418A increased nickel recovery by 0.6 per cent compared to using xanthate alone.This paper provides a brief operational history and overview of the Forrestania operations, a description of the trial and an analysis of the results.Citation:Emery, S, Flynn, M, Tan, K and Munro, C, 2016. Gold dissolution by cyanide requires the presence of oxygen which is usually supplied by sparging compressed air into the gold containing slurry. For those ores that contain certain obnoxious substances that consume oxygen, maintaining the required minimum level of dissolved oxygen can be troublesome. One of the most economical solutions to the problem of low dissolved oxygen, especially in plants that have air compressors installed, is to enhance the rate of oxygen mass transfer. The oxygen mass transfer rate was measured in a two phase system using two different sparger arrangements, and with addition of a frother that is known to reduce the bubble size produced by the sparger. The common sparger system was shown to be inefficient compared with a readily available but under utilised method of gas dispersion which introduces air directly below the reactor turbine. Transfer of this technology to an operating plant confirmed the beneficial effect of the improved sparger system. The addition of the frother did decrease the bubble size, but it also reduced the oxygen mass transfer rate.

Froth flotation process requires the use of frothers. These important flotation agents are commonly characterised as either æselectiveÆ or æpowerfulÆ and are chosen following general guidelines and verification by laboratory and/or pilot plant tests. Fundamental properties of the flotation frothers have been extensively studied over the last few years. These studies have led to the development of standardised procedures to characterise frothers in terms of their ability to reduce bubble size and to increase foam stability. In this research project, the performance of five frothers in flotation of coal is evaluated and related to the fundamental properties of these agents. Since the recovery of water in the concentrate is closely related to the non-selective transport of solid particles by entrainment, the tested frothers are also assessed in terms of their ability to promote the transport of water towards the froth collection zone, both in absence and in presence of solids.

BHP Iron Ore Ltd's Mt Whaleback is the largest single open-pit iron ore mine in the Pilbara region of Northwestern Western Australia. A division of BHP Minerals, one of three core businesses of Broken Hill Proprietary Company Ltd (BHP), BHP Iron Ore - Newman is a joint venture with minor participants C Itoh Minerals and Mitsui. Mine planning for Mt Whaleback generates detailed sequence plans for a long term forecast incorporating equipment requirements, marketing forecasts, and pit development strategy. Utilisation of several computer packages, both commercially available and site modified, are necessary to achieve such a demanding task.

Block cave mines are often thought of as rock factories where high volumes of production are mined from a fixed area suggesting little requirement for geological input and control. Yet caving operations have peculiar and specific technical requirements from prefeasibility through to post-mining reconciliation. Whilst essential elements such as resource definition, geological interpretation and sampling strategies are common to all mining methods, planning for a block cave requires a different emphasis and philosophical approach in how we deal with these issues. We will examine why a geoscientist’s input is critical towards the successful planning, design and monitoring of a caving operation.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Private equity (PE) firms are comparatively free of mandatory requirements for the level and scope of due diligence applied prior to making investment decisions in minerals projects when compared to listed entities, sovereign funds or financial institutions adopting the Equator Principles (Equator Principles Association, 2013). While this freedom allows for flexibility, agility and innovation in making investment decisions, it can also expose PE firms to material risks that may impact their ability to successfully list the projects or attract later financing.Financial institutions and investors with mandatory due diligence and disclosure standards may refrain from investment in or acquisition of a project if it fails to meet various performance requirements. There are many high-profile projects that have suffered significant write-downs on book value after acquisition because specific non-mining issues were not adequately assessed. Thus, a PE firm may be left with an asset that is difficult to divest and incapable of securing development finance.PE firms can manage this risk by being aware of the growth trend in the adoption of ‘international standards’ in addition to host nation standards and legislative requirements. This paper outlines key issues for PE firms to address to maximise the chances of obtaining funding or successfully taking an exploration or mining project through to listing or divestment.
