The growth of "Unit Load-cargo handling technology in world cargo lin- er trades over the last decade has cre- ated a situation in which special pur- pose-vessels (cellular container ships, roll-on/roll-off vehicle deck ships and Lash type vessels) are rapidly replac- ing conventional cargo ships, the principal means previously available for transporting heavy lifts. Consequently heavy lift traffic has tended to accumulate awaiting ship- ment, especially where discharge is required in "off beat" locations. A partial solution to this problem will be provided by new and small but exceptionally versatile ocean going heavy lift carriers now finding their way into world trade routes. These new ships combine extremely high lifting capacity, high manoeuvreability and exceptionally shallow draft with bow and stern Ro/Ro capability. They can handle rolling loads of exceptional size and weighing up to 1,000 tons Each. But the problem is a far larger and more serious but essentially a domestic one. Major industrial pro- jects in Australia will require pro- gressively heavier and larger plant and construction sites are becoming much more inaccessible. Whereas these new ocean going heavy lift carriers have ample capacity to satisfy part of the total transport requirement, there is clear evidence to show that domestic transport resources have little if any potential for increase in capability at the same rate as demand or at the same rate as sea transport facilities. Resolution of the larger problem is within reach but only through a pro- perly co-ordinated approach to future planning for the overall needs of large scale projects on a national basis. This co-ordinated approach must involve Federal and State government transport administrators, railway and highway authorities, shipping and road haulage interests and finally the planners of the projects which require these improved heavy haulage services.

"The SUSOP« Framework is a new technique that helps incorporate sustainable development principles and objectives into the design and operation of businesses. Developed through the Co-operative Research Centre for Sustainable Resource Processing, it brings a design methodology to sustainability, similar to what hazard and risk techniques such as HAZOP did for safety.Metallica Minerals Limited (æMetallicaÆ) adopted the SUSOP« framework to help identify opportunities and risks that could directly improve or affect its flagship SCONI (nickel-cobalt and scandium) project. This project has the potential to become the worldÆs largest producer of scandium oxide (æscandiaÆ) which is used in solid oxide fuel cells and strengthens aluminium alloys. Located northwest of Townsville in Queensland, the plant site will be located within the previously mined and partially rehabilitated Greenvale Nickel Mine. By applying the SUSOP« framework through a series of multi-disciplinary workshops and offline analysis, Metallica was able to identify numerous sustainability opportunities and risks. Opportunities were clustered together to form concepts to develop a more holistic understanding of the projectÆs overall potential contribution to sustainable development as well as determine where key risks could be mitigated. Four key concepts were identified: Waste and Water Workforce Community and Enterprise Development Energy and Greenhouse Gases (GHG). Metallica was able to include a range of initiatives that could deliver enhanced environmental, social and community outcomes into their mine development plan. These included measures to reduce reliance on water, reduce the volume of waste, provide local opportunities for training and skilled employment and create support for local enterprise development. These measures also resulted in a significant reduction in the capital estimate of the project.This paper provides an overview of the SUSOP« framework, details its application to the SCONI project and discusses the outcomes that will help establish the projectÆs strong sustainable development credentials and improved business outcomes.CITATION:Corder, G, Currey, N and Becker, G, 2013. Organisations’ incident classification processes are plagued by the overclassification of events, often leading to excessive workloads and suboptimal outcomes. This presentation addresses the pressing need to rethink how incidents are classified to maximise organisational learning and minimise systemic risk. A major issue in the current incident classification landscape is the tendency to classify events at high levels, overwhelming organisations with investigations they cannot efficiently handle. This results in inadequate risk reduction and learning opportunities. The link between injury classification and investigation methods further compounds these problems, creating unnecessary administrative clutter. Challenging the misconception that every event, no matter how minor, requires a comprehensive investigation, this presentation advocates for a shift in perspective. The key recommendation is to decouple injury classification and risk matrices from the decision-making process regarding what and how to investigate. Instead, the emphasis should be placed on identifying opportunities for organisational learning and risk reduction. Organisations can streamline their incident management processes by adopting a more pragmatic approach that aligns incident classification with the organisation’s investigation capacity. This transformation focuses on achieving meaningful outcomes, enhancing safety and improving performance. This presentation provides an innovative process for organisations to revamp their incident classification practices, enabling them to harness the full potential of incident data for learning and risk mitigation. It highlights the importance of aligning incident classification with the opportunity for organisational learning, ultimately leading to more effective incident management and enhanced safety outcomes.

Mine dust is the most serious occupation hazard in coalmines. And many coal workers suffer from pneumoconiosis because of long-term inhalation of respirable dust. Reducing the dust concentration of workplaces by effective technical means is an important way to prevent coal worker’s pneumoconiosis (CWP). In order to overcome deficiencies in existing dust control technology for underground mining, especially the disadvantage of water spray technology mounted on roadheaders or continuous miners, the authors developed an integrated dust suppression technology utilising foam for fully mechanised heading faces. This paper presents an overview of the principles, materials, equipment and application of this technology. Among these, a jet type foaming device and a green foaming agent were developed, which can realise the goal of efficient preparation of foam. In addition, an arc fan nozzle used for foam spraying was invented, which can effectively cover and enwrap the dust produced by the roadheader at the cutting point and achieve the goal of efficient utilisation of foam. This dust suppression application of the proposed foam technology was investigated on fully mechanised heading faces. The results show that the dust concentration was cut down significantly with a dust suppression efficiency of greater than 85 per cent, an increase of over 30 percentage points compared to the water spray system. This study demonstrates that this foam technology can play an important role in dust suppression on fully mechanised heading faces, which provides an important method to improve the working environment and protect coal workers’ health.CITATION:Wang, D and Wang, H, 2015. The modern workplace has changed dramatically in recent years with an increased emphasis on the psychological well-being of employees. While adhering to a certain standard of psychosocial safety at work is now not only a moral, but legal obligation in Australia, it begs the question: how can organisations begin to ensure psychosocial safety? A positive psychosocial safety climate is one where employees feel they are psychologically safe, feel supported in their work and are not exposed to work-related stressors that can negatively affect their mental health. Such a climate can help boost productivity and create a more positive working environment. This presentation will provide a twopronged approach to understanding and managing psychosocial safety: pairing a traditional risk assessment with climate measurement. Risk assessments can provide several benefits, including identifying and characterising work-related hazards, identifying the nature and severity of the risks to employees and prioritising necessary interventions for reducing or preventing psychosocial harm in the workplace. However, these assessments can have certain limitations, especially when it comes to capturing some of the less obvious causes of psychosocial harm. Climate measurement can provide valuable insights into employees’ perceptions of the work environment, identify areas of concern that may not have been identified in the risk assessment and help to guide organisational changes that will enhance employees’ psychosocial well-being over time. It will also be argued that climate should be assessed from a broad perspective exploring general, physical, social and psychological aspects of safety climate. This presentation will explore why conducting risk assessments in conjunction with detailed climate measurements is integral to protecting the psychosocial safety of employees in the workplace and demonstrate why employers should view the two approaches as complementary and interconnected. Best practice recommendations will be provided for the risk assessment, climate measurement and psychosocial interventions

A series of tests on rock stress measurement devices used with the overcoring method indicated that improvements could be made in their construction. A prototype inclusion cell was developed with strain gauge rosettes bonded to a 0.05 mm thickness stainless steel sheet which was formed into a cylinder around two end pieces. The finished diameter was slightly larger than previous cells so that the thinner plate and the reduced annulus of Araldite cement in the installation borehole gave a better response in the laboratory than the other cells tested, especially in simulated bedded rock. It was less affected by inhomogeneity and temperature changes. Its high sensitivity should make it suitable for both absolute stress measurement and field monitoring. A table of comparative readings is given for the new cell and for four other devices used in simulated in-situ rock conditions.

Questions of sampling precision and accuracy affect every process plant in differing ways and to differing extents. To address these perceived issues, chemists, metallurgists and engineers are often asked to check their results to confirm their reliability. However, it is not possible to achieve the level of detail required to check every sample, especially if the event has already occurred. No operation has the resources to frequently sample every point in the process for the purpose of verification.One way to address this scenario is by generating a sufficiently detailed comparative data set from a dynamic mass balance simulation of the processing plant. This mass balance uses both sample and plant instrument data to model every flow, while also taking inventory changes and process chemistry into account.The mass balance data can be used to identify any bias present in plant sampling and analysis. It can also be used to verify any unexpected assay results by taking a holistic view of the process. Improving the precision and accuracy of sampling data helps support operational decision-?making and understanding. Over 90 per cent of the explosives in Hong Kong are used in civil engineering works. The Hong Kong Government controls all explosives and delivers on a daily basis to each site which it has licensed. Such deliveries need to be arranged the day before actual delivery. With the vagaries of the traffic in Hong Kong, contractors do not necessarily know the time of arrival of explosives. Contractors in general would like to reduce their exposure to these potential delays and the high cost of explosives deliveries. The high population density and urbanisation means that rock blasting has to be carried out in close proximity to other property. In order to protect life, property and utilities, it is not only necessary to employ proper blasting techniques but also to adopt effective safety measures. The Route 3 Advance Earthworks project is located on the north-west corner of Tsing Yi Island, Hong Kong. It is one of the Airport Core Programme projects for the new Chek Lap Kok Airport. Secured by Leighton Contractors (Asia) Ltd in early-1992, the work commenced in May of the same year, with completion and handover to the Hong Kong Government in May 1995.

The scope of this report is to examine the aforementioned hypothesis by performing a detailed analytical comparison of a P&H electric rope shovel to an O&K diesel powered hydraulic excavator. In order to complement the integrity of the concluding results, two different size categories will be analysed in order to demonstrate that the findings can be extrapolated and applied to all the machinesÆ size classes. These two size classes are categorised by their bucket sizes and they are in the range of 43 - 58 cubic metres and 23 - 26 cubic metres. It should be noted that electric powered hydraulic excavators will not be considered in this report. In order to compare the electric and hydraulic types, the machine variants that will be analysed are commercial cost-effectiveness and operational flexibility. Although operational flexibility can be an ambiguous characteristic, a clear and thorough definition describing its exact meaning has been included. In order to simplify this study, all the data collected for this comparison have been for overburden removal, eliminating the variation that occurs with the movements of the shovel when selectively mining in the ore deposit. Thus, it ensures that all the data that is compared stems from a common origin for all the shovels. In other words the information will be compared when digging in the same material, loading into the same sized haul trucks, and when possible, with the same operators. Theoretical data received form the respective manufacturers, and actual data obtained from Mount Whaleback, was used for this comparison. This leads to the final comparison, where the operational flexibility and the cost-effectiveness are evaluated, with respect to their individual importance, ultimately influencing the final recommendation.

Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

"The White Mountain sediment-hosted gold deposit is located in north-eastern China. Mineralisation is associated with silica–hematite–altered polymict breccias that occur within dolomite at or near the contact with overlying sandstone. Economic gold grades are controlled by the distribution of the polymict breccias and can transition rapidly to low or zero grade over short distances. This results in sharp and highly irregular ore contacts on whose accuracy proper stope design and ore control is reliant at this blasthole underground mine.Short-term planning and ore control utilise a grade control model created from infill drilling and grade control sampling (ie face and wall sampling). Typically, the grade control model was maintained by time-consuming manual editing of earlier made contacts to incorporate any new data. This approach also was quite error-prone due to: the complexity of the breccia and ore grade contacts irregularly oriented and/or insufficiently dense drill holes inconsistent incorporation of grade control sampling. These errors resulted in unplanned dilution and ore loss due to inaccurate interpretation of the ore contacts.The primary advantage to implicit geological models over conventional, manually-built wireframe models is that they can be updated very quickly and frequently. In a mine setting, the power and efficiency of using an implicit model is greatest where the use of manual inputs or editing can be minimised. Recently a workflow was set-up for the mine geology team to create an implicitly-modelled ore shape for short-term planning needs by using all data, especially all grade control samples. The resultant 3D shapes provided metre-scale accuracy and consistently reconciled complex ore geometries much faster and to a higher degree of quality relative to the wireframe model. The mine stakeholders can now obtain an accurate ore model that will always be in sync with available data.CITATION:McKinley, S, 2017. Problems caused by water discharge from surface mine ventilation shafts can be significant and are usually unforseen. The discharged water is often hyper-saline or acidic and can cause environmental degradation over a wide radius. It can also lead to recurring power pole fires and primary fan breakdowns. A range of solutions to the water discharge problem has been implemented in many Australian mines. In most cases the solutions have been ad hoc, with the overall cost and effectiveness varying tremendously. This paper reviews and contrasts the practicality and effectiveness of the various available remedial options.

"Northparkes installed and commissioned a secondary crushing circuit in 2010 to debottleneck the semi-autogenous grinding (SAG) mill constrained grinding circuits. Following further improvements to the circuit (inclusion of a double deck vibrating screen), the project successfully delivered finer feed to the SAG mill. The result of this project was an increase in the milled tonnes from 5.6 Mt/a in 2012 to 6.0 Mt/a in 2013.The increased throughput rates introduced new challenges with the circuit becoming power limited. How to best optimise the available comminution power, while delivering the optimal particle size to the flotation circuit was made the key optimisation objective. To achieve this objective, Northparkes initiated a project that included engaging comminution experts. Recommendations included changes to the SAG mill including mill lifter design, increased grinding media charge levels and reduced grinding media size with aim of producing a finer grind size.Northparkes implemented these recommendations along with some other changes to SAG discharge grates and the mill discharge vibrating screen. This achieved a substantial reduction in the flotation feed particle size distribution (approximately 20 microns) by utilising increased average SAG power utilisation, in turn resulting in a two per cent increase in copper recovery.With power utilisation now maximised, the next phase of optimisation has moved to the throughput-grind-recovery relationship and the cost benefit analysis of installing additional grinding power.Citation:Sulianto, Y, Trott, T, Morgan, D, Bell, T, Kock, F and Putland, B, 2016. There is currently in the mining industry, as well as in other industries, a movement seeking to increase investments in decarbonisation processes to help combat global warming. Among some initiatives taken is replacing diesel-powered mobile equipment in the mines with electricity-powered equipment, such as electric off-highway trucks or even belt conveyors in the mining operation. Samarco is a Brazilian mining company that since its conception has used a conveyor belt mining system in its mining operation, using only a small number of trucks to complement the mining process. This mining process that combines conveyor belts and trucks has brought environmental gains for the company since the environmental impact of conventional truck-only mining is greater than that of the combined system. To measure these gains, a medium-term mining plan was developed in which two fleet scenarios were detailed. One scenario contemplated a high level of detail of belt mining seeking its maximisation, while the other considered the operation performed 100 per cent by trucks, eliminating the use of conveyor belts. Through the comparison of these two scenarios, it was possible to make an inventory of atmospheric emissions and greenhouse gases for each one of them considering data such as types of equipment, diesel consumption, total distance travelled and energy consumption. The results showed that the fleet scenario with conveyor belts results in periods with up to 15 per cent less greenhouse gas emissions and 37 per cent less total particulates compared with the truck-only scenario. Therefore, the results confirm the environmental benefits of the method and the need to look for ways to even expand it in future operations through a study to identify the potential areas in the long-term mining plan.

Ore selection is generally a highly subjective task, with emphasis on producing product with a consistent target grade matching a perceived market requirement. A composite selection criterion ‘Comp’ (a linear function of the grade vector) can be used to maximise ore tonnage at a specified target grade (in Fe and contaminants) extractable from a block model. The blocks correspond to the selective mining units, with grades interpolated from diamond drill hole data. An iterative procedure has been developed to identify the coefficients and cut-off value for the composite function ‘Comp’, maximising potential ore tonnage at target grade.Commonly, target grade is predetermined by marketing; however, there is no guarantee that maximising ore tonnage at a specified target grade maximises the potential value of the mine. If the value of ore could be expressed as a linear function of the grade components, then these coefficients would be appropriate for the selection criterion ‘Comp’. The cut-off value for ‘Comp’ would correspond to the marginal cost of production; all blocks with a ‘Comp’ score above the cut-off would be classified as ore; and the cumulative grade of these ore blocks would be the average product grade over the life of the mine.Unfortunately, no such value function for iron ore is generally available. Methods for estimating the value function are discussed, using the spot price and sensitivities based either upon operational tolerances for Fe and the contaminants or upon published price differentials. This approach has been applied to an anonymous Pilbara deposit with about one million blocks averaging 1.1 kt. It is shown how the optimal target grade, cut-off grade and maximum tonnage can all be explored as a function of marginal cost and iron ore price. Alternatively, given marginal cost and an iron ore price, the effects of changing the tolerances (and therefore the relative costs of the contaminants) can also be explored.It is suggested this procedure can enable informed decision-making for an iron ore mine. Rather than setting final policy for the entire life-of-mine, the method enables target grades and tonnage estimates to be revised by re-computation as the mine life proceeds to recognise changes in market conditions and knowledge about the resource.It should be emphasised that this paper is concerned with ore selection rather than ore sequencing. Appropriate ore selection is a necessary but not sufficient condition for maximising value. Having identified the set of blocks that potentially maximise value, the sequence in which they are mined will present a trade-off between producing at constant grade and extracting high value ore early. The sequencing issue is not considered here. It is shown that optimum ore selection for an open pit mine is independent of any consideration of discount rates, although ore sequencing will depend upon the time value of money if the product grade is to vary across time.CITATION:Everett, J E, 2015. Utah Development Company operates a mine at Blackwater with a present annual production of 4 000 000 tonnes of coking coal. Mineable seams outcropping on the company's lease are part of the Permian Mammoth Rangal Coal Measures. Current operations are based pre- dominantly on the Main Lower seam. Coal quality variations occur along the seam strike, in the direction of seam dip, within the seam plies and in isolated anomalous areas. Raw coal of non-specification quality is washed to reduce ash and sulphur and to improve the free swelling index. Raw coal meeting specification quality is sent directly to product, by-passing the washplant. Careful attention to mining, coal preparation and product blending is necessary to ensure that the combined product meets specifications.

"In sulfide nickel deposits throughout the world, pentlandite and pyrrhotite are commonly found together along with varying amounts of chalcopyrite and platinum group minerals (PGMs). The mafic or ultramafic host silicates associated with the sulfide mineralisation commonly exhibit a complex assemblage of magnesium bearing silicates, many of which themselves contain significant nickel. Four types of ore are proposed, each presenting their own processing challenges. These are: economic grades of Ni, Cu and PGE (platinum group element) in a pyrrhotite-bearing sulfide deposit, with low pyrrhotite to pentlandite ratios  economic grades of Ni, Cu and PGE in a pyrrhotite-bearing sulfide deposit, with moderate to high pyrrhotite to pentlandite ratios uneconomic high pyrrhotite: low tenor deposits low-grade low sulfide, high MgO ± PGE deposits that can sometimes be economically mined and processed.The grades and recoveries of nickel concentrates produced from sulfide ores can be significantly impacted by the ore mineral texture, the nickel tenor of the sulfides, and the polytype of pyrrhotite which may be either hexagonal (non-magnetic) or monoclinic (magnetic). The mineralogy of the silicates is also of great importance, especially the magnesium silicates and those which tend to produce particles which are asbestiform or which affect slurry viscosity. Other magnesium silicates such as serpentine carry nickel in solid solution, limiting the recovery entitlement of nickel by flotation because serpentine is not amenable to sulfide flotation mechanisms. Differences in plant flow sheets and reagent assemblages are required to effectively separate these minerals.Experience from a variety of plant operations and from extensive flow sheet development programs are discussed. State ownership of mineral in the ground is not newthe Regalian Right is an ancient concept. And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. The CSIRO has pioneered the development and use of certain classes of magnetic resonance (MR) for mining applications. The MR technique is a radio frequency-based spectroscopy that provides highly quantitative measurement of selected ore minerals. MR has many inherent advantages for bulk sensing in mining applications, including deep sensing penetration into most bulk ores with the use of non-contact sensors that are robust and tolerant of demanding mine conditions. The highly discriminating nature of the technique also provides the very desirable attribute of robust and simple calibration, that can often be performed prior to sensor installation. Rapid sensing (within seconds) at very low grade (few hundred ppm Cu) has been demonstrated, as well as sensing at high tonnage rate. Besides sorting applications, MR may also be applied to preconcentration applications involving very large volume sensing including: (i) haul truck sensing using portal arrangements, where truck destination assignment may be dynamically determined based on the truck grade, (ii) in-pit gantries used for loading trucks that may similarly be equipped with sensors for truck assignment and (iii) deep mine bench sensing, recently progressed through a CRC ORE project, where local bench grade is determined at the few-metre lateral scale and at depth prior to blasting, to aid selective blasting and ore extraction. MR sensor prototypes have been developed for each of these applications and have been tested in laboratory or limited field conditions. To inform the value proposition for truck or bench sensing, initial analysis of truck assignment improvement based on an analysis of in-situ mine bench grade has been performed for a porphyry style deposit. The prototype sensors, preliminary results and future technology development and objectives will be described.

Occurrence data of Tastubian,Sterlitamakian, and Aktastinian (all of Sakmarian Stage of Early Permian) brachiopod genera are analysed by Q-mode cluster analysis, principal component analysis, and discriminant analysis based on presence or absence of genera. Five faunal provinces and their corresponding generic associations persisted throughout the Sakmarian Stage. The additional Sasian Province incorporating the Lhasa and Shan-Thai terranes became recognisable in Sterlitarakian and strengthened in òAktastinian, implying a Tastubian-Sterlitamakian rifting event, followed by subsequent northward drift and divergence from Gondwana, and convergence with Laurasia. The nature of Permian 'Tethys' is discussed on the basis of faunal migration and abrupt changes of faunal provinciality in Lhasa and Shan-Thai terranes.
