After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. This paper deals with the evolution of Canadian shaft sinking technology over the last 15 years. Most, if not all, shaft excavation projects in Canada prior to 1990 were sunk using traditional benching methods with labour intensive equipment. In the late-1980s, J S Redpath Limited of North Bay, Ontario, Canada, were contracted to deepen the shaft at Atomic Energy of Canada LimitedÆs Underground Research Laboratory (URL) located in southern Manitoba. The laboratoryÆs role was underground hydrological and geomechanical research, so the project offered both time and opportunity to conduct additional experiments while sinking. The offshoot of the research program was the true birth of the Canadian version of full-face, long round shaft sinking technology. Throughout the 1990s, this sinking method has been further refined over a number of shafts. The results have been faster sinking rates, a safer work environment and an overall improvement in project economics.

ZINIFEX Century Mine is a zinc, lead and silver concentrate producer. Flotation is the primary method of minerals separation in this circuit. The flotation circuit is quite large with 79 flotation cells. The levels in each of these interconnected cells are controlled at more than 45 level control stations. Due to the multivariable interaction throughout the circuit, good level control was found to be difficult to achieve by just using normal Proportional-Integral-Derivative (PID) control. As a first step in advanced process control, the FloatStar Level Stabiliser, a multivariable controller developed specifically for flotation circuits, has been commissioned at Century mine to solve the level control problems. The first section of this paper therefore discusses and shows the results and improvements obtained by using the FloatStar level stabiliser. The results and benefits of the FloatStar Flow Optimiser are discussed in the second section of this paper.

The use of geological data for optimisation of operating plants has become a significant part of the modern process mindset. The underlying principle is to convert spatial geological data into metallurgical information to drive production and mine planning, blast design, blending strategies and plant set-up. Increasingly the process designer is required to interface with geological and mining staff to propose the best investment strategy for a project’s benefit.The geometallurgical model development for the Zafranal copper-gold project commenced in March, 2010, several months after the start of a major drilling campaign by AQM Copper Inc. The initial evaluation stage required review of historical Teck RC data to determine areas of metallurgical interest within the project. As drilling transitioned from RC to diamond drilling, core that was considered representative of the resource was selected and subjected to MLA mineralogy analysis. When coupled with sequential copper analyses this allowed calibration of an assay derived mineralogy model, allowing process concept options and a preliminary test program to be developed. This Phase 1 test program provided a preliminary process design, operating costs and anticipated concentrate grades and recoveries. Both this data and resource estimation were used to generate a preliminary Whittle pit optimisation based on maximising net smelter return, which in turn fed into a preliminary mine plan. The preliminary mine plan, in conjunction with geological logs and core results was used to develop a phase 2 metallurgical test program, where variability tests were conducted throughout the resource and composites formed to investigate specific years of the mine plan in locked cycle flotation. In addition comminution tests were modelled against geometallurgical domains allowing comminution components values to be calculated for 36?000 m of core. A flotation geometallurgical model was developed and incorporated into the resource model allowing concentrate grades and recoveries to be estimated on a block-by-block basis.

Dugald River Mine (DRM) is located approximately 85 km north-east of Mount Isa, and 65 km northwest of Cloncurry, in the north-west Queensland Minerals Province of Australia. DRM is an underground operation and includes an above ground processing area, a 200 ha tailings facility, two waste rock dumps and associated infrastructure. The mining method is conventional underground longhole open stoping and downhole benching of a lead/zinc deposit within a black slate environment. The deposit is estimated to contain ~53 Mt of zinc and lead, which will be mined over a 30-year period. During operations, waste rock is segregated into either Potentially Acid Forming (PAF) or Non-Acid Forming (NAF) based primarily on the sulfide concentration of the rock. In particular, the NAF waste rock is an asset and is used for various small construction projects during operation; however, its primary use is for rehabilitation work at closure. Since beginning operations in 2017, DRM has generated more NAF than was originally anticipated. Whilst this is an excellent asset to DRM, it did pose a logistical problem of where to store the additional NAF for the life-of-mine and how to manage the run-off. DRM experiences distinct wet and dry seasons with hot conditions and periods of rainfall between November to April, and relatively dry and mild conditions between May to October. Majority of rainfall is received between January and February with an annual average rainfall of 501.1 mm. Short and intense rainfall events are common. DRM’s above ground infrastructure is land-locked between two large ephemeral watercourses, making the significant expansion of any assets challenging from a permitting/regulation and cost perspective. MMG is also a member of the International Council on Mining and Metals (ICMM) and is committed to adapting to a changing climate through operations and closure. Following extensive studies DRM opted to store the additional NAF material into the adjoining NAF Dam and concurrently upgrade a previously minor sediment basin into a highly engineered sediment basin which relies on automatic flocculant dosing to meet the required discharge quality limits. This basin is climate-resilient in that the dosing system can be adjusted to counter high intensity extended rainfall events which produce highly variable inflow water quality. This abstract broadly describes how DRM designed and implemented an engineering innovation to enable the site to meet the changing climatic challenges. The abstract then describes the process to design the sediment basin and how the dosing rate was established and validated. Finally, the abstract comments on the effectiveness of the sediment basin and how it has revolutionised DRM’s approach to water treatment and management; all whilst minimising the disturbance footprint of the operation

This paper presents the results of state parameter estimates in an active coal boiler ash storage facility using the most recent methods currently in use for cone penetrometer interpretation. State parameters estimates are also compared with the critical yield stress ratio approach, which is proposed as an additional liquefaction potential screening method. Recommendations are provided regarding additional in situ tests and laboratory tests that may be undertaken to improve the state parameter assessment and data produced for use in subsequent stability or liquefaction studies.

The field of astrometallurgy is a growing area of study. Metal production on the Moon is likely to begin in less than a decade as major space agencies such as NASA (National Aeronautics and Space Administration) and CNSA (China National Space Administration) are preparing to construct permanent lunar bases. The utilisation of regolith to generate oxygen and metals is expected to be important in the development of a sustainable lunar habitat. This paper provides an overview of potential metallurgical processing methods for lunar conditions, emphasising the impact of lunar factors on slag chemistry. The interaction between regolith and the extracted metals, as well as their impact on slag composition and refractory performance, are critical considerations in metal production on the lunar surface. The initial research on lunar metallurgical technologies is focused on oxygen extraction and Fe-Si alloys are reported as the by-products of these processes. This paper delves into the fundamental thermodynamics associated with the carbothermic reduction of lunar regolith. Thermodynamic analysis using the FactSage™ ver 8.2 software package indicates that the Fe-Si alloy can be produced as a metallic product from the lunar regolith at temperatures ranging from 1400°C to 1600°C under terrestrial conditions. However, under ultra-high vacuum conditions (3 × 10-15 bar) on the Moon, the required operating temperature for producing ferrosilicon would be significantly reduced. Thermodynamic modelling results indicate that under lunar vacuum conditions, Fe-Si alloys only exist as solid phases at lower temperatures below 650°C. At higher temperatures, both Fe and Si are expected to be present in the gas phase. In this work, the carbothermic reduction of the Lunar Mare Simulant (LMS-1) is conducted under terrestrial conditions. The findings indicate that the process can readily yield Fe-Si alloys with 7–10 wt per cent Si at 1600°C. Additionally, energy dispersive spectroscopy (EDS) analysis of the resulting Fe-Si alloy indicates the presence of phosphorus up to 1 wt per cent.

The concept of a ‘critical velocity zone’ in the longwall goaf environment for the development of a spontaneous combustion event has been supported by numerical modelling. However, there is no experimental data available for Australian coals to show ventilation effects on the self-heating incubation behaviour of broken coal in the longwall goaf. A preliminary study using incubation testing has been completed on three high volatile bituminous coals (A, B and C) with R70 self-heating rate values of 3.86°C/h, 3.15°C/h and 2.09°C/h and moisture contents of 11.3 per cent, 3.9 per cent and 4.7 per cent, respectively. Mass to flow rates used in the adiabatic oven reaction vessel have been selected to be indicative of a sluggish, natural air leakage and medium ventilation environment. Under a sluggish ventilation flow rate all three coals incubate to thermal runaway in minimum time frames of 2.8–3.1 years, 34–42 days and 79–95 days, respectively. When the ventilation flow rate is increased to natural air leakage, coal A with the highest R70 value and highest moisture content selfheats to 28°C above mine ambient temperature before heat loss takes over due to moisture evaporation. However, both Coals B and C at this flow rate incubate to thermal runaway in a shorter time frame than under sluggish flow. At the medium ventilation flow rate, only Coal B incubates to thermal runaway, albeit after a significant extended period of time. These results show how important it is to determine the heat balance between the coal intrinsic reactivity (as indicated by the R70 value) and moisture content. The results also have implications for the possible location of the ‘critical velocity zone’ and subsequent hotspot development and migration.

For the past 40 years, underground trucking using diesel powered or electric wheel driven vehicles, either conversions of surface trucks, or purpose built, has been the preferred means of ore and waste transport in underground mining. The relatively low capital cost, flexibility and requirement for minimal infrastructure means that trucking systems are selected in the early stages of a mining operation. An increase in the carrying capacity of trucking systems with dimensions to operate within existing development excavations is the solution to long term ore and waste underground haulage systems using trucks. The next generation of underground trucks will be low profile articulated trucks with carrying capacities up to 60 t.

Constructed between 1885 and 1891, the New Croton Aqueduct (NCA) in New York State is a 50 km long (31 mi) brick-lined tunnel conveying water from the Croton watershed north of New York City to distribution systems in the Bronx and Manhattan. Except at two siphons, the aqueduct operates as an open channel conduit from the New Croton Reservoir downstream 39 km (25 mi) to the Jerome Park Reservoir in the Bronx. The remaining 11 km (6 mi) is operated as a pressurised conduit and includes a major siphon, of circular cross-section, under the Harlem River. The aqueduct has a flow capacity of approximately 1100 million litres of water per day (13 m3/s or 290 million gallons per day) and supplies on average ten per cent of New York CityÆs drinking water. The CityÆs water supply system is operated and maintained by the New York City Department of Environmental Protection (NYCDEP). This paper covers the work done during the three main stages of the program to rehabilitate the entire NCA: inspections, design and rehabilitation. It also includes some of the more interesting structural findings of the original construction as well as documents and drawings from the NYCDEP archives. The rehabilitation program has been underway in phases since 1993, with inspections scheduled to minimise outages, allowing this strategic aqueduct to remain in service during critical seasonal periods. The open channel flow section of the aqueduct in the north is horseshoe shaped, with inside dimensions of 4.1 m (13.6 ft) in width and 4 m (13.5 ft) in height. The pressurised section is 3.7 m (12.3 ft) in diameter, and includes a 90 m (330 ft) deep siphon under the Harlem River. A total of 163 million bricks were used in the construction, enough to build a 48 km (30 mi) wall around Manhattan Island, 3 m (10 ft) thick and 15 m (50 ft) high.Between 1993 and 1997 a series of in-tunnel investigations were performed in the open channel portion of the NCA, consisting of field inspection, non-destructive geophysical testing, and coring of the brick liner. Between November 2004 and September 2005, a major inspection program was conducted to assess the condition of the 11 km (6 mi) long pressurised section and all shafts, headhouses and blow-off structures along the entire 50 km (31 mi) alignment. Inspection methods included using an underwater remote operated vehicle (ROV) equipped with sonar and cameras to inspect the deep siphon, fibre optics examinations of probe holes drilled through and beyond the brick lining, and core holes and geophysical inspections to assess properties of the liner and behind-the-liner materials. A water pressure and test grouting program was conducted to assess methods and expected grout takes for the rehabilitation work in the pressurised sections. The rehabilitation program is anticipated to be completed in 2010.

In the raisebore industry, there are two known methods of removing large diameter reamer heads once the reaming of an underground shaft is complete: 1. Lower the reamer head to the base of the shaft and use a thermal lance to cut the drill string and drag the reamer away from the hole. This method exposes the person doing the job to falling rocks from the unsupported mineshaft, a hazard which is difficult to control and has caused fatalities. 2. Install breast plates in the backs above the reamer head at the top of the hole, and use air hoists to lift the reamer out of the hole. Steel beams are then placed across the hole which the reamer is lowered down onto, dragged forward away from the hole, disassembled, and removed. This method is time consuming, expensive, and complex in the controls required to ensure safe completion of the job At Carrapateena, the air hoist method had been successfully used, however, with the cost involved and the complexity of this process, development of an improved and fit for purpose reamer removal method was pursued. OZ Minerals collaborated with Pybar to develop an industry first application of Enerpac SL100 lift and shift technology; a track mounted system with hydraulic lifting units that can both lift the reamer out of the hole and tram it back along the tracks away from the hole. A key component of turning the idea into a reality was by establishing a truly collaborative relationship between client and contractor. When the SL100 mobile gantry arrived, it was set up in Adelaide and trialled with the whole raise bore crew attending the two-day workshop and risk assessment; a rare opportunity for drillers. There have now been five successful reamer removals with the SL100 mobile gantry at Carrapateena. It has proven to be an efficient process with the entire process from setup to demobilisation taking less than 48 hours. This new way has completely removed hot works and uncontrolled hazards from working at the bottom of a shaft. It has also saved the reamer stabiliser from being cut and thus wasted. Exposure to the open hole has been minimised significantly as assembly of the SL100 is completed well forward of the open hole. This new process is exponentially safer, quicker and cheaper.

The categories of Mineral Resources and Ore Reserves that may be used for public reporting in Australasia are defined in the current JORC Code (2004). Most internationally accepted codes emphasise the principles of transparency, materiality and competence in classifying resources. They also provide some guidance in considering the impact of data quality. There is no method recommended in the JORC Code to classify a Mineral Resource into the allowed categories of Measured, Indicated and Inferred for public reporting. A clearly defined procedure is desirable for many reasons, including consistency, repeatability and auditability. The demonstrated use of geological knowledge in the classification method is desirable. In deposits with abundant historical data there can be large variations in data type and quality. Quantification of the error of the estimates may also be considered. Ways to formally incorporate such information into the resource classification process are presented as a first step towards establishing an objective, repeatable methodology that allocates resources into appropriate categories based on defined criteria of accuracy and precision.

Recovery of gold from gold ores has been driven by the available technology and its configuration in the process plant flow sheet.Conventional practice in test work programs has the ore being ground fine (to 106 or 75 microns) to ensure liberation ahead of leaching or flotation. This paper identifies that, in many cases, gold and gold sulfide carriers will liberate and be recovered to a concentrate at much coarser sizes.There is an exponential increase in energy consumption relative to particle size reduction. This impact becomes extreme when comparing crushing a product to 1 mm against grinding to 75?microns.The resultant reduction in energy consumption when liberating and separating at 1 mm or coarser compared to grinding to 75 microns can be in the order of 15 kWh/t or 60 per cent of energy in the comminution circuit.Recovery of free gold and gold sulfide carriers by preconcentration (using continuous gravity devices such as the InLine Pressure Jig), combined with flotation of the fine gold and gold carriers, can result in significant power savings.There are multiple locations within the flow sheet that can be targeted using this process, including recovery in the cyclone underflow of existing plants, preconcentration ahead of the plant or complete greenfield, low-energy process plants designed from first principles based on data from a Gekko developed test work regime.We will describe the process of defining mineralogy in the laboratory and the decision-making process through to actual applications in the field.Several examples will be provided, including a South African Witwatersrand gold ore, several Australian gold ores and others, indicating the benefits of this process and where it has been brought to commercial reality.CITATION:Gray, A H, Davies, M and Theletsane, G, 2014. The foundation of effective leadership is communication. You can have all the leadership theories, models and training you want, but in the end it is all about leaders talking to, listening to and understanding the point of view of those below and above them.The foundation of effective safety is peoples’ behaviours. Every incident, every near miss and every safe act comes down to what one person does and how that affects themselves and others. We tend to focus these behavioural considerations on the people at the ‘coal face’, those most in harm’s way. But it is the individual behaviours of everyone in the organisation, particularly those at the top, which are just as (if not more) important. The foundation of effective safety leadership in the mining industry is that it starts at the top, with the individual behaviours of leaders. The behaviours of each and every leader will be reflected in their teams. And where their teams are made up of leaders, these leaders will pass these behaviours on to their teams and so on. It’s the sum total of what people see their leaders do and what they do as a result, that creates the ‘culture’ of the business – and it’s this culture that makes or breaks how safely people work.

Traditional vat leaching has been done on a batch basis, which involves loading the vats, leaching, drainage, washing, draining again, and unloading. As a result of these many steps and the attendent cost of labor, vat leaching is generally not an economic proposition. Also, like heap leaching, there is a tendency for channeling to occur within the bed, whether the leach solution flow is by percolation upwards or downwards. No doubt experimenters over the decades have been enticed by the idea of fluidization induced by upward flow through the ore bed. If the bed could be fluidized, then a continuous flow of material could be set up, dispensing with the high cost of loading and unloading the vat. A quick calculation of solution flow requirements, however, soon reveals that the volume of constant liquid movement necessary to sustain fluidization is prohibitive from a power and cost standpoint. The premise of the Mackie Vat Leaching Jig (MVLT) concept was that the large volume of liquid flow required for fluidization could be achieved instantaneously, and that during this small element of time, the solids would flow under the influence of the hydraulic gradient in the vat. If this procedure could be repeated in a cyclic manner, then a steady-state condition could be set up. Experiments in the laboratory demonstrated that solids flow could be achieved in this manner.

Three aspects of rock mechanics, namely, in-situ stress estimation by acoustic emission (AE) method, strength of rock mass and role of chemicals to reduce the strength are covered. It is possible to detect the previously applied maximum stress by stressing a rock specimen to the point where there is a substantial increase in AE activity. This is known as Kaiser effect. From the AE signatures in the second and subsequent loadings, AE take-off point was identified more easily than in the first loading. In determining the compressive strength of rock mass, two factors have to be considered, namely, the size effect on the compressive strength of intact rock and the effect of discontinuities on the compressive strength of rock mass. Although a modified Bieniawski criterion gives best agreement with the triaxial test data, modifications have been suggested to Hoek-Brown criterion due to its popularity. It is possible to reduce the tensile strength of sandstone by saturating it with weak chemical solutions made with dodecyltrimethyl ammonium bromide, polyethylene oxide and aluminium chloride by up to 30%. In the case of compressive strength, there is no appreciable effect. The possible explanation is that the chemical solutions produce an effect on the strength of sandstone only when the failure mechanism is dominated by tensile mode.

A generalised mathematical model for hydrocyclone classifiers was developed by the author (Nageswararao, 1978) using dimensionless groups which include phenomenological characteristics as independent variables. This model is incorporated in JKSimMet, the steady state mineral processing simulator developed by JKTech.Recently, when this model was rewritten (Lynch and Morrell, 1992), in terms of variables other than those used by the author, a few errors have crept in. For example, while the exponent of (Du/Dc) in the equation for d50e should be negative (-0.47), it was recorded as positive (0.47). Also, the exponent of (DoIDe) in the equation for pressure drop should be 0.67 and not 0.60. In the same equation, the exponent of Dc would turn out to be -0.10 and not 0.15. These are clearly attributable to typographic and rounding off errors, while transforming the original equations.More recently, Cilliers (pers comm) has done a comprehensive evaluation of the major semi-empirical models for hydrocyclones.He observed that the major difference between the cyclone model developed by the author and other models lies in the method of quantifying the effect of spigot diameter on d50e. He noted that while all other models predict an increase in d50e with a decrease in the spigot diameter, the model as cited by Lynch and Morrell (1992) predicts just the opposite. However, he conjectured correctly that the discrepancy could be due to a typographic error. As the model is still unpublished, it is felt that the original model equations should be recorded with the correct exponents, so that errors in predictions other than those due to the limitations of the model itself could be avoided. They are given hereunder.

This analysis attempts to reconcile existing ecological theories, rehabilitation planning goals and implementation constraints in the form of a rehabilitation paradigm that considers potential and pragmatic ecosystem transformation pathways. The framework prioritises multiple developmental scenarios for post-disturbed landscapes within a continuum of ecological outcomes. A feature of the framework is that ænovelÆ ecosystems and agro-ecosystems, having a range of commercial and societal values, are valid outcomes spanning the conceptual divide between the ecological functions of under-rehabilitated versus re-instated ænaturalÆ landscapes, especially in a changing environment. Landscape suitability analyses are considered to be fundamental to the incorporation of regional landscape and climate in the implementation of land rehabilitation and management strategies. Altogether, the paradigm could facilitate the identification of widely pertinent rehabilitation goals having direct implications at the regional scale of restoration ecology and acceptance of the need for ongoing commitment to the management of disturbed environments.CITATION:Audet, P, Doley, D and Mulligan, D R, 2012. The Ellalong Colliery has been the first to mine the Greta Seam using the longwall method. Analysis of data from geotechnical monitoring has pointed to the role of the strong, massive sandstones of the Branxton formation in the development of loads on the powered supports and pillars. Failure of the sandstone intermediate-roof has been related to first-weight and periodic weighting, measured on the supports, using simple "voussior" analysis. Stress changes, including triaxial components measured in the barrier and chain pillars, have been compared with 2- and 3- dimensional numerical models. The applicable range of the models for the prediction of pillar loads under the strong roof is discussed.
