The mining and minerals industry has had and will undoubtedly continue to have a considerable impact on the development of this State. For the first 60 years of its history the colony of Western Australia made slow progress; its population in 1889 being only 43,000. However, as a-result of discovering gold at Coolgardie and Kalgoorlie the Eastern Goldfields alone had a population of 25,000 by 1897. The income generated by the gold mining industry allowed the Premier of the day, Sir John Forrest, and his Government to support the proposal put forward by the State's Engineer in Chief, C.Y. O'Connor, to construct a pipeline to carry water from the Darling Ranges to Kalgoorlie ; a distance of 600 kilometres. The demand for people knowledgeable in the science and art of mineral exploitation also prompted the State Government to establish a School of Mines in the Goldfields in 1902, where it has remained ever since. The gold mines of this region have been a major source of employment for over 70 years and there is no doubt of the fact that their continued prosperity minimised the effect of the world recession on Western Australia in the 1930's.

I feel a little like the Parson delivering his Sunday Sermon, chastizing his parishioners for not coming to Church. Those who need to hear me are absent.Nevertheless, I hope that if you agree with what I am about to say you will go forth and spread the word.We often hear of the impact mining has on the community. I prefer tonight to deal with the impact some community attitudes have on mining, and I want to point out that the results of these attitudes rebound to the detriment of our society. I want to deal particularly with regulation, taxation, and proflts.In a civilization whose standard of living is essentially dependent on an adequate and reliable supply of cheap metals and fuels, it should be evident to Blind Freddie that mining must be encouraged.I must express concern at the constraints inflicted on the mining industry by our community. We tend to blame Government for our difficulties, but we must recognize that Government acts merely as agent for the community. It is fair to say that in a free society, if Government actions do not reflect the demands of the electorate, then it doesn't stay the Government. It is important though for Government, in framing its policies, to ensure that it is not unduly influenced by the loud voices of minority groups.The people of our nation have every right to demand that our industry meet certain criteria to be allowed to operate. We all wish to live in a healthy and congenial environment, and to have our individual comforts protected. It is essential, however, that the community realizes that its demands on the mining industry are affecting Australia's prosperity.Each new regulation and each new tax or impost has its effect on investment, employment, and national revenue. Restraints result in an increase in costs which in turn raises the minimum value of a mineral deposit which is economically mineable. It results in minerals, which could be mined under more favourable circumstances, remaining in the ground, perhaps lost for ever.

A key issue in maintaining the mining industryÆs social contract to access community-owned resources, is the need to be able to demonstrate professional management of resource extraction and the risk associated with mining hazards. Significant failures such as disease relating to coal dust and asbestos and mine disasters such as Moura, Appin and Gretley have resulted in judicial and legislative interventions that respond to the community outcry but do not necessarily effectively manage the longer term risk in a sector driven by new technology. With the implementation of recent amendments to the Queensland Professional Engineers Act, senior engineers in all industries including the mining industry are required to be registered and to demonstrate that they have æmaintained competency in the practice of engineering in the area of engineering for which the (engineer) is ... registeredÆ. This may be facilitated through a report produced by an æAssessing EntityÆ. These entities are approved by the Minister on advice from the Board of Professional Engineers, Queensland. Engineers Australia and The Australasian Institute of Mining and Metallurgy (The AusIMM) are the two professional bodies approved as æassessing entitiesÆ charged with facilitating successful implementation of the process established by the legislation. The scope of the legislation covers engineering enterprises in Queensland and engineering activities elsewhere that may have been designed in Queensland. There is currently a challenge to determine what the necessary health and safety competencies for the mining industry are and how the maintenance of these competencies will be assessed. The different approaches taken by the two assessing entities are compared and contrasted. At the legislative level, establishing an obligation to assess professional competency is simple, but at the level of the profession, it is new ground that warrants a substantial research and development input. The challenge is to develop criteria by which the quality of such system can be assessed. The comparison is made by considering such issues as equity, effectiveness, efficiency, objectiveness and transparency. These five indicators are considered in terms of how they are applied in other sectors and how they might be applied in the mining sector.

Alluvial platinum was recovered during gold mining operations in Maud Creek, a tributary of the Howard River. Average electron probe analyses give Pt 88.75, Fe 5.27, Ir 0.70, Os 1.06, Pd 0.34, Ru 0.14, Rh 1.29, Cu 1.06. Rare grains of a Pt-Fe-Cu alloy are also present and an unusual feature of all grains is the relatively high rhodium content which finds expression in segregations of rhodium arsenide, cherepanovite. Platinum is found in the Orepuki area of Southland, where it is probably partly derived from the mafic rocks of the Longwood Complex. Rocks of the Rotoroa Complex, similar to those of the Longwood Complex, form bedrock in Maud Creek and are possibly the source of the Howard platinum. Alternatively, it might be derived by glacial transport from the Matakitaki ultramafic block 30 km to the southwest. Origin from the Rotoroa rocks is preferred as, if the Matakitaki rocks are part of the Dun Mountain Ophiolites, they might be expected to contain osmiridium rather than platinum. The ratio Pt:Ir-Os has been widely used to distinguish low Pt:Ir-Os ophiolitic from high Pt:Ir-Os gabbroic assemblages. Mafic complexes such as Longwoods, Darran, Rotoroa, and Riwaka might be expected to show similar high Pt:Ir-Os ratios and be targets for platinum exploration. Detrital platinum examined from the Parapara area, Golden Bay is mainly osmiridium, with rare grains of rutheniridosmine, very similar in composition to that found in concentrates from the Kaniere dredge, West Coast.

The U.S. Bureau of Mines has developed a prototype cross well acoustic logging system and complementary tomogr`aphic image reconstruction software for the detection and delineation of abandoned underground mines and associated subsidence failure in relatively shallow environments. The logging system uses a piezoelectric, cylindrical bender as an acoustic source. A triaxial accelerometer assembly, designed to be rigidly locked in the borehole, is the receiver portion of the logging system. Both the source and receiver probes operate at high frequencies, thus providing short wavelengths capable of resolving small features in most rock types. A modified van with a dual-drum wireline winch, 4-channel data acquisition system, power amplifiers, and waveform generator supports field operation of the logging system. A field study was conducted at a test site in San Antonio, Texas, to demonstrate the cross well acoustic logging system. The underlying rock at the test site is similar to stratified sediments in coal measures. First- arrival travel times were interpreted by tomographic reconstruction of the velocity field in the two-dimensional cross section between the source and receiver boreholes. The resulting image correlates well with geological borehole logging data for the test site.

Good design is manifest in the eventual achievement of the operational objectives. The combination of Stage 1 Geoinformatics legacy data intervention processes with the Stage 2 ultra-detailed airborne geophysical prospecting demonstrates a new approach to converting data to information to knowledge, and converting that knowledge into exploration results.   The Coromandel region of the North Island of New Zealand has long been know to host gold deposits of economic viability (Hauraki Gold Fields). To the SE of this area lies the Taupo Volcanic Region (TVR) where the geology and structural setting mirror the Hauraki Gold Fields, however mineral exploration in the past has been hindered by the blanketing volcanic ash deposits. Glass Earth Limited recognised that this whole potential epithermal gold province could be effectively explored utilising rapid, risk orientated processing to review legacy geoscience data: The Geoinformatics Data Intervention Process; which in turn directed ultra detailed airborne geophysical surveys over the TVR. Results have outlined 21 new drillable potential epithermal gold targets; and a plethora of other targets with high prospectivity.

The commercial evaluation of coking coal from bore core data will begin with a technical evaluation of the coal properties affecting coke quality. Methods currently used for prediction of coke.properties from coal analysis are illustrated but in each case accuracy of measurement and prediction should be clearly understood. It is suggested that coal be initially valued from coking properties (base value) and adjusted for chemical properties (merit value). Final evaluation of coal can only take place as coke in the blast furnace where the coke is assessed under high temperature operating conditions. The commercial value of a particular coking coal will depend on many additional factors other than the technical properties.

Mining is inherently a risk-based business and risk governance is an integral part of corporate assurance and business decision-making. Mineral Resources and Ore Reserves are the key assets for a minerals company and senior management/company boards require assurance regarding the likely accuracy of estimated and reported technical information. Reviews and audits improve the level of assurance in the reliability of estimated short-term (grade control) estimates, reconciliation, Mineral Resources and Ore Reserves.Peer reviews and audits contribute not only to governance processes, but also provide valuable technical improvement opportunities, as well as mentoring and professional development guidance to those whose work is being reviewed. Technical review is particularly crucial at a time in the industry when companies are running lean or perhaps inexperienced teams, with limited technical or management oversight.Despite both industry guidance and some companies’ standards expecting or requiring reviews and/or audits of Mineral Resource and Ore Reserve generation and reporting processes, it is surprising how infrequently or ineffectively these are actually carried out. Examples of governance systems are presented, which include appropriate peer review processes that if effectively applied, can identify shortcomings in technical processes and provide timely correction to prevent, or mitigate against, erroneous outcomes.Peer reviews are ideally carried out concurrently with the preparation of data, selection of estimation procedures and validation of outputs from Mineral Resource and Ore Reserve estimation prior to the handover of results between disciplines, or the final reporting of results. Audits, on the other hand, are generally retrospective reviews by independent and/or external reviewers who rate the risks inherent with an already completed process, identifying opportunities for improvements in the future.This paper outlines the main components of peer reviews and audits, discussing how a combination of these can provide a structured and objective assurance system leading to systematic and disciplined processes to improve the effectiveness of, and confidence in, grade control, reconciliation, Mineral Resource and Ore Reserve risk management, and support good governance.CITATION:Noppé, M A, 2017. South Australia pioneered metal mining in Australia and was the main source of copper for several decades. Gold discoveries and mining also contributed significantly to the development of the Colony. Across the State can be seen the holes, the mullock heaps and, in some instances, the remnants of machinery of the past era. In this, the centenary year of the discovery of the Teetulpa goldfield, considered by some to he the most significant discovery of gold in the State, it is appropriate that we should present a paper on the history of gold mining in South Australia. South Australia has not been a major producer of gold with recorded production a little in excess of 15 million grams (15 t). This represents about 0.25 per cent of the Australian total and ranks last of the States of the Commonwealth. The outstand- ing feature of gold production in South Australia has been the succession of short periods of rela- tively high production immediately following a discovery, with payable dirt being quickly exhausted, a fact clearly illustrated by the graph of South Australian gold production (Figure 1).

The methodology (i.e. procedures) used in testwork for modifying, improving, selecting, designing or developing processes is reviewed and possible improvements described. Minerals and particles could be characterised more comprehensively with modifications of existing procedures. Identification of the dominant phenomenon in a process could help bring the results of laboratory tests closer to plant performance. Improvements in pilot plant testwork could reduce the frequency and magnitude of problems in materials handling and separation in production processes, and increase the quantity and quality of the data obtained from a limited number of tests. Longer-term improvements in methodology depend on some changes in basic research. Information is required about all of the phenomena that occur in a production process rather than sophisticated models of specific phenomena. Theories, correlations and computer simulations could be used more effectively in testwork if they were simple, capable of forecasting the effects of changes and applicable to a number of similar processes.

Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. Measured data are used to study the phase stability relations in the system MgO-FeO-CaO and an isothermal section at 1000 K through this system is drawn.

This paper examines the effects of a significant number of plant alterations and modifications to the lead flotation circuit during the past five years. Metallurgical effort is directed largely at the flotation performance of middling streams and current strategies are discussed. The automatic control of cell destination and collector additions are outlined in the latter section of the paper, along with a description of control hardware in current use.

Recently published extensions to the mill-dump cutoff grade theory for joint open pit-concentrator operations lead to equations that must be simultaneously satisfied as a necessary condition for an optimal operating policy. These equations are parametrically dependent upon ore quality parameters, other than grade, relating to the ease of recovery of the disseminated mineral in the concentrator. Since it is not possible to treat quantities of ore corresponding to the size of selective mining units separately in the concentrator some mixing is inevitable and often deemed desirable in the interest of homogeneity of mill feed. This renders the calculation of cutoff grades for individual mining units futile; mining units must be grouped to form larger parcels that can be dealt with separately. In doing so an opportunity cost may be incurred; the loss of potential benefit that would result from such separate treatment. This matter is considered from a theoretical, qualitative, point of view. A numerical example then shows that a significant variability in the quality parameters can be tolerated without incurring such opportunity cost, provided sufficient knowledge is available concerning the distribution and effect of these variables to enable the use of effective mean values of these parameters in the cutoff grade calculation. Lack of such knowledge can have major consequences for the economics of the operation.

The 15-year long debate between the industry, Government and Aboriginal people about the rights and wrongs of Land Rights, the right of Aboriginal people to control development on their land and the relationship between the parties, has been long and often bitter. It has so far been a war of words and often the truth has been the first casualty. This paper looks at the debate and presents the perspective of Aboriginal people, as well as looking at how the industry and Aboriginal people can work together for everyone's benefit. It addresses such matters as: ò why Aboriginal people believe they have the right to control development on their land; ò the perception that Aboriginal people are anti-development; ò the perception that Aboriginal land is 'locked-up'; and ò how companies can negotiate with Aboriginal people.

Iron Road Limited (IRD) is currently developing the Central Eyre Iron Project (CEIP) at Warramboo on the Eyre Peninsula, South Australia. The project consists of a 30 year open pit mine, magnetite processing facilities, standard-gauge railway and deep water, Cape class capable port. Major South Australian government approvals have been received and funding arrangements confirmed.The 4.5 Bt Mineral Resource (3.7 Bt Ore Reserve), the largest in Australia and among the largest globally, is to be mined to produce 24 Mt/a high-grade, 67 per cent Fe, magnetite concentrate. This in-demand, premium product has a P80 of ~100 µm, suitable for both direct sinter feed and an additive in pelletising.The extensively drilled, homogeneous orebody is unique in both geology and mineralogy; only averaging 15 per cent Fe yet coarse-grained with almost negligible phosphorus and sulfur content. This has allowed significant opportunities to tailor the mining method to the orebody, utilising both optimised blasting as first stage comminution, as well as in-pit crushing and conveying (IPCC) to reduce the heavy haulage diesel fleet and optimise the pit shell.Approximately 1 Mt/d of total material, ore and waste, is required to be moved from the pit daily, introducing materials handling challenges, overcome by a flexible IPCC set-up, multiple overland conveyors and an exacting mine plan. Non-conventional waste and tailings storage is utilised to allow for significant water savings, progressive rehabilitation and minimisation of land impact.The processing facilities utilise both the magnetic and density properties of the magnetite to beneficiate the ore. The coarse-grained nature of the ore is exploited to minimise comminution yet still liberate a high quality product. Utilisation of modular construction methods allows risk reduction during construction and reduced pumping requirements during operation.This paper highlights the uniqueness of the CEIP, with focus on the mineralisation of the orebody, and the beneficial impacts this has on both the proposed mining method and processing. A pillar 'is a block of coal left in the first working of a coal seam for the purpose of supporting the superincumbent strata in such a manner that the winning out roadways will be safe to traverse by men and by the coal transport system.PRINCIPLES OF PILLAR EXTRACTION.The size of a pillar is chiefly dependent on the depth of cover, and in a lesser degree on the nature of the coal, or the condition in which the seam has been laid down. In a seam at 1,100ft. depth of cover, and assuming a spec'ific gravity of 2.5 overall for the cover strata, a pressure of 1,200lb. per sq. in. is the loading on the top surface of the coal seam before mining begins.When mining commences, and as the pillars are formed, an increased load is imposed on the coal left in the pillars, according to the percentage of coal extracted in the first working. Thus, if 25% extraction is taken in the first working, the load on the pillars is theoretically increased from 1,200lb. per sq. in. to 1,600lb. per sq. in. over the area mined. If this state of things went on indefinitely it would not be possible wholly to extract a pillar because of the extreme pressure tliat would be thrown on the diminishing portion; but, fortunately, another element, that of time, enters into and assists the process of extraction.If the superimposed strata were of an entirely plastic nature, this time factor could not operate, as the cover weight would settle instantly on the remaining portion of the p'illar and finally overwhelm it. The cover strata above a pillar generally have a certain rigidity which does not allow the superimposed weight to settle instantly on the pillar fraction, and it requires a period of time to elapse before the extra weight is felt by the pillar.The time factor varies widely, and is governed entirely by local conditions; it can only be determined by experience gained on the spot or in close proximity to the area of operations. It is dependent on the strength of the strata and its characteristics under bridging conditions.It is, therefore, logical to assume that the more rapidly a pillar can be extracted the greater will be the safety factor and also the percentage of recovery of coal.Up to the present time, the operation of the extraction of pillars in this country has been, with a few exceptions, a manual one, and before mechanization of Collieries can be fully accomplished, the process will have to be performed mecharrically.
