WINDING engines are one of the most important units in the equipment of a mine. Upon the winding machinery depends not only the output of the mine, but it supplies in most cases the only means by which workmen enter and return from the mine, and consequently the utmost care and attention is desirable in its design. The efficiency of a direct acting winding engine, as a machine is very low. In other words, the proportion between the useful work performed and the actual work the engine is capable of performing (under the most favourable conditions) is very small. The reasons for this are:-1. The intermittent nature of the work; the engine is stopped from 20 to 25 %(or even more) of the time which would constitute a useful day's work.2. The large amount of power that is absorbed applying the brakes to bring the load to rest.3. That the net useful load raised is small in comparison with dead load to be lifted, and the parts to be set in motion.4. That, owing to the frequent stops, initial condensation in the cylinders is always greater than in a continuously running engine, whilst radiation from steam pipes, valve chests, &c., goes on whether the engine is running or...

THE following short paper on the Blair Athol coal-field will no doubt have a twofold interest to members from the fact that its main seam, known as the "Big Seam" of a maximum thickness of 91 ft without a band, is unique, being probably the thickestseam of high-grade clean coal yet known, and also because of the interesting problem it presents the colliery engineer-viz., which system of mining is the best to secure the highest economical extraction.Location - Blair Athol is a mining township in Central Queensland, situated at an altitude of about 1100 ft. above sea-level at the end of a branch railway line 74, miles from Emerald, on the Main Central Western line, and 240 miles by rail from Rockhampton.Geology - The coal-measures appear to lie in a shallow basin of about four or five square miles in area, surrounded on all sides by slates and schists, which are overlaid oh three sides by alluvial deposits of up to 150 ft. in thickness, and on the fourth by a thick basalt bed, as yet unproved, some miles beyond which the auriferous slates outcrop. These alluvial deposits have been largely worked in years past and gave high gold returns, the chief diggings being Clermont and Macdonald's Flats in the south, the Springs and Black Ridge in the north-east, and Yankee Creek and others on the west. The surface of the coal-fields may be described as unbroken, but undulating, with gentle southerly dip, the watercourses opening out into wide flats. Future hard rock mining will gradually move towards complete mechanisation which lends itself to remote control and ultimately to robotic mining. This will require different technical inputs into mining engineering and one of these is in the area of rock'mechanics. Traditional hard rock mining has had little rock mechanics input. Problems arising from high stresses and poor ground conditions have in most cases be remedied after they occurred, in the worst case by abandoning a particular stope or area and starting elsewhere. In a fully mechanised remote or robotic mining situation the financial penalty for such an approach could be severe, as a major part of the production costs will be in the development and the equipment. It is therefore imperative that a complete rock mechanics feasibility study is undertaken before an area is set up for robot mining and that a continuous stability monitoring system is installed that will predict rock behaviour well in advance of mining, such that the necessary ground control measures can be implemented without impeding the continuity of mining. This system will utilise already existing instrumentation such as extensometers and stress cells, and possibly additional improved instrumentation which has to be developed for this particular Application.

The Central Andes in Peru, Chile, Bolivia, and Argentina , contain two contiguous terranes which were accreted to Gondwanaland between the end of the Devonian and the end of the Triassic. These terranes, Arequipa in the north, and Chilenia in the south, differ from each other in the timing and style of their metallogenic development. However, they contain over 90% of the Central Andean porphyry copper resource. The copper porphyries in the Arequipa terrane are Paleocene to lower Oligocene in age, whereas the Chilenia deposits are mid-upper Cretaceous and mid-upper Miocene. Porphyry copper deposits occur outside these terranes, but are all Miocene in age. Miocene porphyry-style mineralisation also exists in the Arequipa terrane, but is copper-deficient and gold-rich. The accreted terranes may have favoured porphyry and other styles of copper mineralisation because they possessed relatively thin continental crust compared to adjacent parts of the Andes. Crustal thickening which commenced at about 30 Ma in the Arequipa terrane coincided with a major change to polymetallic, precious metal mineralisation which commonly displays high sulfidation characteristics.

The history of world nickel production has been affected significantly by the supply and demand situation and fluctuation of LME price of nickel metal. In the beginning of the 1980s, the decline of price and demand lead to the withdrawal of un-competitive producers and the shrinkage of the production capacity. During the same period, Sumitomo Metal Mining maintained the production level with continuous improvement of the traditional matte electrorefining process. However, Sumitomo has recognised that the continuous improvement alone does not promise us the ability to catch up with rapid changes in the world. In the meantime, Sumitomo intensively researched chloride hydrometallurgy and has developed the chloride process for the nickel refining. This includes the solvent extraction and chloride electrowinning in the mixed sulphide process and the chlorine leach of the anode slime arising from matte electrorefining. In the late-1980s, Sumitomo Metal Mining decided to develop a new nickel refining technology based on chloride hydrometallurgy. The new process was designed from the comprehensive aspects involving safety and the environment. Construction of the plant for the matte chlorine leach electrowinning (MCLE) process was commenced in 1991. The MCLE plant with a capacity to 2000 tonnes per month has been commissioned at Niihama since 1992. The process has provided high productivity, overall good economics and high quality of electrolytic nickel produced. After the establishment of the process, Sumitomo has maintained continuous improvement of the new process and has attained the best practice of the work classification.

The Mt Sinivit gold project is located approximately 50km SSW of Rabaul in the Baining Mountains of the Gazelle Peninsula, East New Britain Province. The deposits were discovered in mid- 1983 and form part of a larger 26km long zone of variably aurif- erous quartz veining. There are no surface indications or previ- ous records of any prospecting activity or production from the region. The Mt Sinivit deposits consist of a series of oxide and sulphide reserves and resources contained in the Wild Dog (South- ern, Central and Northern oxide zones; Northern sulphide zone) and Kavursuki veins. The proposed exploitation of the oxide reserves by a series of small-medium sized open pits has been fostered by the PNG Department of Mining & Petroleum (DMP) as part of a government policy to encourage the development of a small-medium sized mining industry in the country. The aim of this paper is to document the steps and procedures involved in obtaining the grant of a Mining Lease emphasising the time and the expenditures required during each step of the approvals process for the Mt Sinivit project.

Carbonate replacement tin deposits in the areas studiedhere are genetically related to biotite granites. Biotite in the granites is distinguished by distinctive compositional features. High MgO content is found in biotite in the Renison Bell granite; high MnO and A1203 contents in the Gejiu granite; and high FeO content in the Xinlu granite. The compositional features of biotite in the granites are reflected in skarn minerals formed around the granites.Granites associated with these tin deposits are characterized by different accessory minerals. Magnetite-bearing granite in the Xinlu deposit is related to the andraditic garnet (andradite 40-45 mole%)-hedenbergite skarn, with tin mineralization occurring in the contact skarn only. The sphene-bearing granite in the Gejiu deposit is related to the grossular garnet (grossular 50-60 mole%, almandine 20-30 mole%) -salite skarn, with tin mineralization occurring in the contact skarn, as well as stratabound replacement orebodies in the distal skarn. The ilmenite-bearing granite in the Dachang deposit and the Renison Bell deposit is related to the grossular-diopside skam, with tin mineralization occurring 500-1500 metres vertically and 1.5-3 km horizontally away from the granite contact.

Silver deposits, in which silver forms at least fifty percent of the value of the ore, are abundant and large on the east side of the Pacific and are absent in the western Pacific. To determine if this uneven distribution is related to features of consuming plate tectonic boundaries which dominate the metallogeny of the Pacific Rim, the variation of Ag/Au in porphyry copper deposits was used to estimate the relative silver content of magma generated in subduction zones. Porphyry copper provinces with high Ag/Au occur in regions of the eastern Pacific where silver deposits are abundant, suggesting that the distribution of silver deposits is controlled by the relative abun- dance of silver in subducted ocean crust. Ocean crust being subducted in the eastern Pacific is mostly less than 50 million years old in contrast to most ocean crust in the western Pacific which is much older. Enrich- ment of silver in young ocean crust at spread- ing centers may reflect metallogenetic evolution over geologic time. Silver may be transported to the surface in volcanic rocks, and deposits are common where felsic varieties are abundant. The high ,solubility of silver in natural waters provides a natural storage mechanism for silver weath- ered from these rocks and ultimately circulated in near-surface hydrothermal systems where many silver deposits form. The regional distribution of silver deposits is not influenced by discoverability, vertical metal zoning, or regional tectonic style. The effect of igneous differentiation is unclear.

Reliable and discriminating small, laboratory scale methods of study have been developed and used successfully in the critical evaluation and interpretation of the carbonization characteristics of a wide range of raw and prepared materials, the variable factors in the coking process, and' the mechanical properties of the carbonized products. The simple and highly economic technologies have been successfully and effectively integrated with detailed surface and subsurface geological exploration programmes (particularly in the coalfields of the .Central Bowen Basin of Queensland) as well as with quality and utilization studies of a nUII!ber of representative Australian and Japanese coals. Previously, only the results of comparatively large, laboratory scale studies have provided information reasonably indicative of those to be anticipated hi industrial practice, but these suffer serious disadvantages in terms of economy of material, time and resources; they have been difficult or even impossible to use as an essential part of any normal or comprehensive exploration programme. On the other hand, although previously developed smaller scale laboratory methods derive considerable advantage from their flexibility, amenity to critical control and inherent potential for speed and economy, they have hitherto permitted no effective or direct comparison with the results of industrial practice or full scale assessment. Comprehensive study results achieved through technologies developed recently at the University 'of Sydney demonstrate that carefully controlled small laboratory scale methods of evaluation quite suitable for use in exploration and, other programmes may be used to predict with considerable accuracy and reliability (in some cases exceedingthat of pilot scale study) the principal strength index of one of the established and internationally recognized full sc:ale tests-the Japanese Industrial-Standard Drum Test. It is probable that further study may establish satisfactory correlations with the results of other standard industrial procedures.

Simultaneous Localisation and Mapping (SLAM) is an important technology that enables autonomous robots to navigate independently and create detailed, real-time maps of their surroundings. This capability is crucial in underground mining settings, where it enhances operational efficiency and significantly strengthens safety in these subterranean environments. SLAM algorithms typically rely on identifying and using distinct geometric features, such as plane and edge features, to understand the spatial layout of the environment and to track how it evolves as the sensor moves through it. In underground roadways, the scarcity of noticeable edge features, coupled with the repetitive nature of walls and corridors, poses a significant challenge, making it difficult for these systems to distinguish one area from another. Furthermore, the absence of global navigation satellite system (GNSS) signals in underground adds more challenges, leading to the accumulation of errors in both the mapping and localisation.

This paper deals with the Australian taxation laws, and in particular the income tax laws, as they apply to mineral exploration and development both in Australia and off-shore. The Australian tax laws are imposed principally at a Commonwealth level. The most important Commonwealth taxes are Income Tax, including Capital Gains Tax, Fringe Benefits Tax, Sales Tax, Customs Duty, Excise Duty and Bank Accounts Debits Tax. The States of Australia impose Stamp Duties and Financial Duties, Payroll Tax and Land Tax. The Australian Income Tax Law including Capital Gains Tax, is the most significant tax in the country. The principal features of the income tax law are as follows: tax is imposed on a taxable income being the assessable income less allowable deductions; a full imputation system of company tax applies; a foreign tax credit system applies to both companies and individuals; capital gains are taxed as income and subject to income tax rates but the gain is inflation adjusted. Australia has negotiated tax treaties with most of its trading partners based on the OECD model; and special tax concessions apply to the mining industry.

Computer applications are ideally suited to the day to day operations of grade control and short term planning on a mine site. By refining this part of the operation there is scope to increase profits by more accurately predicting ore grade and tonnage, and allowing the mining engineer more flexibility in his approach to scheduling. Large numbers of blasthole or ditchwitch samples need to be processed in a fast and efficient manner, and stored in a database for future reference. The mining engineer has to calculate tonnages and subdivide the blast or digging area into mineable areas of waste, low and high grade ore. New grade and tonnage information must be used by the mining engineer to update his short term plan. Answers must be obtained quickly and efficiently, but a high level of individual input is necessary in order that maximum use is made of the information. Geostatistical analysis of samples can be used to refine the interpolation techniques. Reconciliation between the original grade model, the newly sampled area, and the final product should be monitored continually.

Analysis of the 2001 Australian census data set can be used to gain a detailed insight into the trends and levels of employment in different industry sectors. There is a common perception that employment of geoscientists within the mining industry and indeed across all industries has decreased significantly. However, the data shows that the number of individuals stating that they are geoscientists employed across all industries has decreased by only five per cent from 5336 in 1996 to 5067 in 2001. Within the mining industry (Australia and New Zealand Standard Industrial ClassificationÆs û ANZICÆs mining class), the number of geoscientists employed has decreased by ten per cent from 2701 in 1996 to 2441 in 2001. These figures, while showing a decrease, do not reflect the magnitude of the decrease commonly perceived. However, further analysis shows the number of geoscientists employed in mineral exploration may have decreased significantly more.

An algorithm is described which leads directly to a unique set of coal washing parameters which, in two or more parallel streams, will give maximum yield of product at a given ash. This occurs when all parallel streams are washed to the same incremental ash. This strategy is shown to offer a considerable increase in yield compared to the simpler strategy of washing each stream to the same sumulative ash.

Project Sustainability Assessment - Matching Method to Enterprise Size Sustainable development requires managing natural resources, including minerals, in a way that is conducive to long-term wealth creation and the maintenance of capital (natural, social, human, economic and physical). One aspect of the minerals sustainability discussion focuses on replacing depleted mineral capital with other forms of capital so as to ensure that the contribution of a mineral project is net positive over its life. Another, equally important, aspect focuses on selection of projects and technologies that contribute to the achievement of a variety of sustainability objectives, such as environmental protection, efficient use of resources, water and energy, worker health and safety, and the equitable distribution of risks and benefits within and across generations. Technical feasibility and relative economic performance remain necessary decision criteria for mineral investment decisions, but they are no longer sufficient. Enterprises, regardless of size, are now confronted with the challenge of comparing investment alternatives based on a new, broader set of criteria. The field of integrated sustainability assessment (ISA) emerged in response to this changed social and business environment. ISA is a structured process for examining the economic, social and environmental impacts of a project or technology. The purpose of an assessment can be broad, a strategic review of corporate behavior for example, or quite narrow, input to a specific decision process such as the selection of a piece of equipment. There are numerous methods and analytical tools available to conduct ISAs and selection of the most appropriate for a given situation will depend upon temporal focus (retrospective to prospective), decision context (strategic, tactical or operational), and phase of the assessment process (problem structuring, analysis, resolution, ex post review), among others. Selection also depends upon enterprise size and the attendant availability of financial and human resources. Large multi-national firms often undertake complex, data intensive sustainability assessments, in part because the projects they are involved in are multi-faceted, long term, and require significant financial investments. Small and medium sized enterprises are seldom able to commit the same level of resources to an ISA, and if the projects they undertake are less complicated, a time consuming and detailed assessment may be unnecessary. Regardless of enterprise size, the tangible and reputational benefits of conducting as ISA must exceed the actual monetary cost of doing so. This presentation will provide an overview of available ISA tools, categorising them in terms of their data requirements, methodology, outputs and applicability in various decisions contexts. Distinction will be drawn between situations where reasonable approximations of project impacts can be expected to provide an adequate amount of information and those for which more detailed analysis is essential. Finally, ISA strategies that have been successful and cost effective at different scales of business enterprise will be identified. This is an abstract only. Environmental incidents involving mine tailings and waste rock inevitably become highly publicised and serve to damage the credibility of the entire industry. The recent serious incident involving a spill from a Romanian mine, was blamed for triggering æone of the worst environmental catastrophes in Eastern EuropeÆ. It is important to clearly demonstrate to the general public that these incidents are not representative of the industry as a whole. Where such incidents have occurred, the causes are generally related to poor design and/or construction, inadequate supervision and/or monitoring and maintenance, lack of independent expertise, inadequate risk identification and treatment and no provision to ensure that rehabilitation and long term management of the site occurs. Many people are unaware that these issues have been considered and provided for at the Martha Mine. Despite the fact that the first tailings storage facility has performed very well over fifteen years of operation, the long term safety and security of the tailings storage facilities continues to be questioned and debated by the public. The best way to address this is to provide quality information to enable a better understanding amongst the general public.

Mining ventures are essentially risky businesses. Explorers and project developers (plus their investors and financiers) attempt to minimise the risks involved or at least manage them. Core considerations are the obvious technical and commercial risks, but the socio-political system and regulatory environment in which the project will operate can be more important. Successful mineral investments in a country depend upon obtaining realistic and reliable technical results in a country that provides certainty, to gain and maintain investor confidence in a project. Brief commentary is provided on the usefulness of professional accreditation and ethics plus other specific reporting codes (eg JORC/VALMIN Codes) in reducing risks by reinforcing high technical competence and reputable individual professional behaviour (particularly in the context of currently perceived high corruption levels in so many countries). These various risk components are reviewed, especially in a global context, to showcase New ZealandÆs current position. Successful projects are those which provide investors with credible and reliable optimal results in less volatile environments because investors/lenders hate uncertainty and surprises even more.

As a result of the explosion in the 512 panel at the Moura No 2 mine in 1994 the role of the ventilation officer (VO) to submit sealing plans (on behalf of the operator/underground mine manager) has become one of the key duties of the VO of an underground coal mine in Australia. The intent of a sealing plan is to document the controls used to manage the build up of flammable concentrations of gases, and for these controls to be reviewed by the industry regulators. These sealing plans have brought a large amount of focus onto the sealing process and served the industry well. The legislation does not define sealing, or when it begins, but throughout the industry typically sealing plans are submitted 30 days prior to the last seal being constructed. This practice appears to have originated from the Moura 512 panel being a standing bord and pillar panel and where the explosive gas mixture could only occur after it was sealed. However, since the Moura disaster the industry has become dominated by goafing style longwall mining. Goafing panels differ from standing bord and pillar panels in that they typically have an unventilated goaf that can potentially contain an explosive mixture from start-up. This was recently highlighted by the explosion and fire on Longwall No 1 Tailgate at the Blakefield South Mine in 2011. The author ponders whether the industry should revisit sealing plans to focus on the core hazard and define that sealing begins when flammable concentrations of gases are created. Although defining when mine sealing begins is the key outcome of this paper, the main point is that VOs and industry regulators need to clearly understand what can occur in the atmosphere of underground coal mines.
