IT has often been stated in the past that the materials known as inert fillers were merely adulterants nsed in the manufacture of paint, and that their purpose was to cheapen paints made from more expensive pigments, such as zinc oxide or white lead. In recent years, however, practical tests in various parts of the world have proved that many of the inert fillers, when used with wisdom, possess very definite and advantageous properties.Another oft-repeated statement which had a far-reaching effect in the past, and which is not without influence to-day, is that the very best paint must always be made from a pure pigment, without admixture with either a fellow pigment or an inert filler. Both or either of these statements may be true in a few isolated instances, but for the vast majority of ordinary painting conditions there is an abundance of experimental evidence to prove that neither is true.With the desire to further investigate these points and po 'determine the best combination of pigments and fillers for use as an outside white paint on plant buildings, a number of panels were prepared in the laboratory of this company.

A detailed study was undertaken on the effect of Fe+3 in combination with LIX64N during copper electrowinning from sulphate electrolytes. The results show that the presence of Fe+3 not only affects the current efficiency during copper electrowinning but also affects the cathode quality. The effect is enhanced by electrolysis parameters like temperature, circulation rate, current density, etc. No significant effect was found from the presence of Fe+2. The presence of Fe+3 along with LIX64N causes a synergistic effect and results in a drastic fall in current efficiency. Moreover, cathode quality is also affected. A pyramidal structure is favoured in the presence of Fe+3 but the presence of LIX64N along with Fe+3 promotes a ridge structure. Addition of thiourea not only causes modification of cathode deposits, but also a rise in current Efficiency.

All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

Tectonic subsidence plots have been calculated for well, extrapolated-well and significant off-well (seismically-based) locations in the Vulcan Sub-basin and adjacent highs (western Timor Sea). The subsidence curves have been normalized to a common datum, the distinctive "near top Permian" marker, and corrected for sediment compaction, palaeobathymetry, eustatic sea-level change and loading effects.Four principal phases of post-Permian basin development are recognised and quantitatively described by integrating the results of the sub-sidence analysis into the regional (e.g. recent Ocean Drilling Program-derived) framework of the tectonic evolution of the North West Shelf. They are1. the Triassic-mid Jurassic Westralian Superbasin intracratonic phase,2. the late Jurassic-early Cretaceous North West Shelf rift phase,3. the mid Cretaceous-Palaeogene North West Shelf subsidence phase, and4. the Neogene-present Timor collision phase. Rapid Triassic tectonic subsidence occurred in an intracratonic setting, possibly subsequent to aborted late Palaeozoic rifting. Intracratonic sub-sidence mechanisms such as deep crustal metamorphism and/or intrustion and regional tectonic compression are invoked in addition to any post-rift thermal subsidence which may have occurred.

The efficient operation of large haul trucks in large open pit mines requires an economic trade off between the haul route quality, the haul truck payloads and the level of haul truck reliability. This paper describes an investigation into the relation- ship between haul route surface quality and the level of structural reliability of a haul truck main frame. An instrumentation system for unattended recording of data on a haul truck operating normally in a mine and com- puter based analytical procedures were developed and used to identify which road segments contribute significantly to fatigue cracking at various sections of a haul truck main frame. In most open pit hard rock mines, both the overburden and mineral ore are moved by large rear dump type haul trucks. The Victorian State Government recognises that the extensive brown coal deposits in Victoria are one of the State's key competitive strengths for economic development. The unique properties of the coal, together with the ease of open cut mining, make it suitable for a variety of new applications. Research and development activities are centred around applications which take advantage of the natural attributes and unique properties of the coal. The high reactivity and low ash content of the coal led to its selection for the Japanese brown coal liquefaction pilot plant currently operating in the Latrobe Valley, with support from the Victorian Government and the Coal Corporation of Victoria. Research and development of new brown coal based products together with many other areas of applied and fundamental research are being conducted in Victoria by Government research organisations, tertiary insti- tutions and private industry, with the objective of establishing new indus- trial developments based on Victoria's vast brown coal resource.

The considerations which led to the decision to_ install discs at the Dampier Pellet Plant of Hamer ley Iron Pty. Ltd. are described. Initial testwork showed that the ore could be ground dry in open circuit to a Blaine index of 2500 cm2/g and that it pelletized readily. The various design criteria including diameter, slope, speed, motor size, depth of sidewall, feed point and water spray location were then determined. Plant performance after commissioning is described including the various problems encountered and the modifications since carried out to overcome them. The main problem was quickly identified as disc feed rate control. Various bin and bin feeder modifications were tried to overcome the effects of the fluidising characteristics of the dry ground ore. Other factors found to affect disc operation are ore size distribution, additives and operator competence.

Vitrinite reflectance forms the basis of a study of coal rank variation in two areas of the Upper Hunter Valley, New South Wales, on the northern margin of the Sydney Basin. A selective analysis procedure, based on samples rom twenty-two boreholes, has resulted in a small range of reflectance values for each sample and consequently a high degree of significance for calculated mean values. The patterns of rank distribution derived from these data have facilitated an interpretation of the rclative timing of coalilication and deformation in each area.This study provides support for the suggestion by several authors that there were at least two periods of folding in the tJpper Hunter Valley. In the Hebden-Ravensworth area, minor folding took place after most of the coalilication was completed.To the west, in the region of the Muswellbrook Anticline, coalification occurred during or after the formation of this major structure. Tectonic instability during deposition of the Singleton Super-Group, in the region of the Hunter-Thrust on the basin margin, is evidenced by rank variation suggesting differential subsidence across this zone.

Cyanidation tests by bottle agitation were conducted on an oxidized lead-silver ore containing approximately 12% Pb and 500 g/t Ag. Over 60% of the silver was leached when the ore was ground to 100% passing 0.15mm, whereas 50-60% of the silver was leached when the ore was only ground to 100% passing 0.5mm. Slurry handling and dewatering at the fine grind size were very difficult due to the high clay content of the ore, however this problem was greatly reduced at the coar- ser grind size. The silver recovery at the fine grind size was very dependent on cyanide solution strength with stronger cyanide sol- utions (containing more than 0.1% NaCN) re- sulting in lower solution silver contents. This was thought to be due to the precipi- tation of leached silver by zinc, which was also leached from the ore by the higher cyanide levels. There was a critical zinc level in solution of approximately 1000ppm, above which the silver recovery fell markedly. Cyanide and lime consumptions for this ore were high (typically 5 kg/t and 40 kg/t respectively), hence the processing of this particular ore by cyanide leaching is un- economic at current silver prices.

Detailed geochemical analysis of cored and non-cored drill hole data was used to characterise and model the Cenozoic detrital valleys of several deposits within the southern Pilbara region, Western Australia. The purpose of this modelling was to better characterise and understand the relationships between the various geotechnical units comprising mixtures of rock and soil for the purposes of slope stability and depressurisation studies.This paper presents data from several valleys where geological, geomorphological and climatic processes have resulted in the deposition of heterogeneous detrital rock and soil sequences. Seven primary detrital units are recognised as occurring within all the valleys studied, suggesting that the geological processes involved in the erosion and deposition of the units were widespread. Geochemical assessment of cored and non-cored data suggests correlatable geochemical signatures can be recognised for each of the units; however, local variability in the groundwater history of individual valleys is demonstrated by late-stage carbonate precipitation recognised both in the core and through the geochemical signatures, which has resulted in alteration of the parent rock/soil material. This paper discusses how the carbonate alteration may lead to improvements in rock/soil mass strength of a clay unit by comparing laboratory strength test samples of the same parent material with varying degrees of precipitate alteration to those with no discernible carbonate alteration. Following from this, correlations with geochemical assay results have been derived, whereby zones of more favourable strength conditions may be modelled through assessing areas of analogous geochemistry.The paper demonstrates how geochemical assessment can lead to improved geotechnical and hydrological modelling for a detrital valley system without the need for significant coring and laboratory testing. "A few situations are first reviewed where practical shortcuts lead to acceptable solutions where none seemed to be possible. These include: The solving of many complex sampling optimisation problems with the simple approach of the worst case policy (WCP). A simple approach to single-stage sampling problems will be mentioned at continuation. In the plants, minimising the impact of border effects in incorrect samplers, so that the resulting samples are approximately correct and acceptable in practice because the bias risk attached to them is controlled. The decision to contract or owner mine should be independent of, and should be made before, definitive estimated cost comparisons could be available. There is substantial potential risk of estimated cost comparisons being flawed due to difficulties in compiling comparable estimates for differing business objectives, errors and omissions or because of significant bias. In the current economic environment, escalating cost pressures potentially lead to increased incidence of disputes in mining contracts. The apparent cost of contractorÆs profit and overheads has tended to become more significant to owners. Economy-driven trends towards higher levels of performance and commercial risk for contractors, and the potential for more adversarial, difficult management; with attendant disputation between contractors and owners, have encouraged development of so-called ærelationship contractsÆ û partnering or project alliance contracts. The paper discusses the issues, circumstances when owner mining or contract mining is favoured and perceived advantages and disadvantages of contract mining. The implications of owner-perceived core business and core skills and outsourcing are also discussed. Techniques of introducing objectivity into the decision to owner or contract mine using matrix analysis or benefit comparisons are described. A disciplined procurement process should deliver a decision to owner or contract mine independent of, and prior to, any definitive comparison of estimated costs. A generic procurement process model is provided as a basis for discussion. Risk is discussed generally and as a significant factor in comparison of estimated operating costs. Consideration of risk and any prudent cost treatment are promoted as necessary pre-requisites to any comparison of estimated costs. The paper develops the concept that the decision to owner or contract mine should be based on real benefits that become obvious in the early stages of the development, particularly the procurement process; and before definitive estimated cost comparison can be available. In the context of this concept estimated cost comparisons tend to be confirmatory. Problems with comparing estimated ownerÆs operating costs with tendered contract prices are also discussed, particularly recovery of capital cost of equipment; and the owner minerÆs trade-off of operating risks for the residual contractorÆs margin attributed to overheads and profit. The paper concludes that sole reliance on a comparison of estimated ownerÆs operating costs with tendered contract prices in deciding to owner or contract mine is questionable and likely driven by a need to satisfy specific in-house customers.

To solve the mining safety and health needs of the future, access to, and sharing of, timely and relevant information will be crucial. The next generation of the Web will provide tools (RDF, OWL, SPARQL, etc) to define and link content for more effective discovery, integration, and reuse across applications and organisations. A recent Gartner Research Report (Finding and exploiting value in Semantic Web technologies on the web, May 2007) predicts these technologies will begin to coalesce in ten years. Implementing this Semantic Web requires structured web content described via metadata (information about information). If an industry or enterprise bases its metadata on a common vocabulary, it becomes possible to share and reuse information. The National Institute for Occupational Safety and HealthÆs (NIOSH) Mining web site provides access to more than 1500 NIOSH-developed publications, products, and topic pages on issues as diverse as ground control, respiratory diseases, and mine emergency management. As the site has grown, locating content has become increasingly difficult. To improve the searching process, a panel of internal experts representing all major research programs was established to develop a controlled vocabulary for indexing that content. The outcome is the NIOSH Mining Safety and Health Thesaurus, a faceted, hierarchical thesaurus containing hundreds of mining safety and health terms organised into 20 facets (eg diseases, injuries and disorders; hazardous events and exposures, equipment, engineering and administrative controls). One immediate goal of this project is to reduce the complexity of locating information on the NIOSH Mining web site by implementing metadata and faceted information retrieval techniques. Another goal is to stimulate discussion in the international mining community regarding developing metadata standards so the industry is ready to adopt future Semantic Web technologies to improve access to mining safety and health information.

The existence of metalliferous mineral deposits on the deep-sea floor has been known since manganese nodules were discovered in the Arctic Kara Sea in 1868. Modern exploration to define commercially viable base and precious metal deposits began in the 1970s and gained further momentum in the last decade. High grade deposits have been delineated but investors remain cautious, many considering deep sea mining projects to be riskier than terrestrial projects. This paper compares opportunities and risks presented by terrestrial mining projects with those presented by deep sea mineral deposits (Table 1). The Solwara 1 volcanic-hosted massive Cu-Au-Ag sulphide deposit, the Atlantis II Deeps sedimentary base metal sulphide deposit, and the Mn-Ni-Cu-Co nodule deposits of the north-eastern Pacific Ocean are used as examples. These are advanced deep-sea projects with published Mineral Resource estimates, on the cusp of development. Off-shore diamond mines in Namibia are also considered. These examples provide a basis for comparing exploration and geological uncertainty, the technical risks of proposed mining systems, and the potential environmental and social impacts. The development of a robust belt sampling strategy and protocol inunderground gold mines is a fundamental requirement for effective grade quality control, ore accounting and mine-mill reconciliations. As part of the ore management system, a belt sampling system has been developed by the author, which is used to predict monthly gold grade and its error for underground/belt/mill reconciliation and grade control. This paper presents the step-by-step development of the belt samplingstrategy and sample preparation protocol at Target, an underground gold mine in South Africa. The belt sampling system at Target consists of an underground belt transporting run-of-mine material into an underground transfer point, a weightometer, a two stage crushing system, a tube splitter and a catchment device. The design allows run-of-mine ore on the belt to be sampled automatically by a go-belt sampler. GyÆs sampling theory of particulate materials forms the basicframework of the belt sampling strategy. The theory is used to quantify the optimum sample mass of broken material to be taken from the belt and to predict its reliability. It is also employed to determine the Fundamental Sampling Error (FSE), time interval between samples and particle size requirements of the final underground belt sample. Further, GyÆs sampling theory provides the means of analysing the crushing processes, splitting, segregation error, analytical variance, and the best sample preparation protocol. Although the belt sampling strategy developed in this study was forWitwaterstrand gold ore, the process is entirely general and may be very successfully used in any underground or surface mine.

The Floatability Characterisation Test Rig (FCTR) is a self-contained, highly instrumented, mobile pilot plant. It was developed as part of the AMIRA P9 project, primarily to determine ore floatability characteristics and to develop and validate flotation plant modelling, scale-up and simulation methodologies. This paper describes the use of the FCTR in validating the AMIRA P9 flotation model and modelling methodology. In 2001 the FCTR was installed and operated in parallel with WMCÆs (now BHP BillitonÆs) Kambalda Nickel Operation. The FCTR was operated using four different circuit configurations of increasing complexity. Metallurgical surveys, cell characterisation measurements and batch flotation tests were performed around each circuit. This allowed the calibration of a number of flotation models using a combination of data from one, two, three or four circuit configurations. The calibrated flotation models were then validated using predictive validation. To do this, data around a further five FCTR circuit configurations were collected (three of which are presented in this paper). The performance of each of the five circuit configurations was predicted using JKSimFloat V6.1 and the parameters from the various calibrated flotation models. The predicted performance was compared to the experimentally determined performance of each circuit. The validation of the AMIRA P9 model was shown to be largely successful except in the case where the reagent addition (depressant) to the validation circuit was different to that in the calibration circuits. The results also provided information regarding the required complexity of the calibration circuit and how many calibration circuits are required to obtain an accurate prediction of circuit performance. These results have increased the confidence in the AMIRA P9 flotation modelling methodology and have provided important information on what data must be collected to allow the accurate prediction of plant performance using the floatability component modelling approach.

Finding a balance between practical and acceptable groundwater management, and providing for the needs and impacts of mining developments remains a challenge. The changes that accompanied the recent implementation of water reforms have provided greater flexibility for the water manager and greater certainty for the resource user. However uncertainty associated with understanding of complex aquifer systems, balanced against providing for the needs of mining developments, the rights of existing water resource users and expectations of the broader community have not diminished the conflicting issues faced by water resource managers and resource developers. Licensing under the Water Act 2000 provides the regulatory link with the taking of water for water supply purposes or as a consequence of the mining activity. This paper outlines key elements of sustainable water resource management involving certainty of access to water and adaptive environmental management that are delivered through conditioning the water licences issued for the particular mining development. Implementation of this approach is illustrated through a case study involving the BHP Billiton Cannington Mine in North West Queensland.

High commodity prices have produced a boom in project expansions and growth projects. Unfortunately, some of the early results have been poor, with some projects suffering considerable cost growth, project delays and start-up problems. The cost growth experienced in some projects is well beyond just escalation, but suggests weaknesses in the development of feasibility studies. Independent project analysis (IPA) has developed a large database containing information on project outcomes in the minerals and metals sector, and has identified, through its front-end loading (FEL) index and team development index (TDI), some key leading indicators of project success and project problems. This paper highlights key areas of weakness in feasibility studies that have driven poor project results, and the best practices that have driven improved project results.

In contrast to the '50s and '60s, the period of the '80s and '90s seems likely to have low growth in demand but much greater levels of technological change. In such a climate there will be pressure on costs, productivity will continue to rise and competitiveness will be closely associated with maintenance of the most effective technology. The penalties for inappropriate investments, whether short sighted or mistakenly based on a particular view of the future, will be greatly enhanced. Accordingly, there will be a need for significantly improved anticipation of technical change and thus for better planning. Study of the funding and direction of the world's R&D effort can provide a useful input to the planning processes within industries and individual firms. Such a study also suggests some insights into the characteristics of those countries which have achieved substantial growth and high standards of living over the past two decades. These characteristics may offer significant reminders for our own development. The particular implications for the Australian minerals industry include the need for direction that is sensitive to changing market requirements and customer practice. This is not simply "more of the same." In particular it appears essential for both basic and applied R&D to provide a sound basis for the purchase and ongoing development of the new technology required to achieve international Competitiveness.

Laboratory testwork has been performed on ancient residues from the cyanidation of a previously roasted gold-containing pyrite and arsenopyrite ore. By grinding to 95 per cent minus 60 microns, and after a strong aeration conditioning of the pulp, a gold recovery of approximately 67 per cent was obtained by cyanidation. This recovery was brought up to 80 per cent by leaching with thiourea, after a preleaching step with sulphuric acid under severe conditions of acidity and temperature. To avoid excessive capital costs bound to such processes, it was decided to investigate the possibility of applying flotation after grinding at a size similar or finer than the one used for the leaching tests. The method turned out to give interesting results because of the natural flotability observed at pH values lower than two for particles rich in gold present in the residue. After two cleaning steps, a final concentrate, representing around one weight per cent of the feed, was obtained with an approximate gold content of 350 g/t, representing a batch recovery of gold of about 50 per cent. Apart from sulphuric acid, whose addition was very high (flotation slurries at 25 g/l H2SO4), other reagents were not found necessary. Additional flotation tests were carried out to examine whether the recycling of the cleaner tails was justified but the gain observed appeared insufficient.
