Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. The philosophy adopted, the procedure followed and the significant changes that resulted are explained.CITATION:Leeming, J R, 2017. Treatment processes are outlined for the recovery of rutile and zircon from the heavy mineral-bearing sands on the east coast of Australia. With the exhaustion of the higher grade deposits and the imposition of more rigid specifications for the finished products, strict metallurgical control has become necessary.A description is given of the methods used by The Titanium Alloy Manufacturing Co. Pty. Limited to control the operation of suction dredging, of wet concentration using fans and spirals, and of dry separation using high tension and electromagnetic processes. By applying these methods a plant designed for an output of 15,000 tons of rutile per year has been tuned to produce over 20,000 tons of rutile and a corresponding amount of zircon.Details are given of (a) the method of drilling to determine the extent and grade of the ore bodies, (b) a simple electrically-timed pneumatic automatic sampler, and (c) the methods developed for the physical estimation of quartz, rutile, zircon, ilmenite and "others" in the products of plant operation.The method used for calculating the metallurgical balance and the forms used for the reporting of production results are presented.Examples are given which show the value of this detailed production and metallurgical control of plant operation.INTRODUCTIONThe organization which is now known as "The Titanium Alloy Manufacturing Co. Pty. Limited" (T.A.M.Co.)-a subsidiary of National Lead Company-commenced operating at Yamba, N.S.W., in 1935. A mixed natural concentrate was at first simply dried and bagged and later was upgraded by the removal of silica and the lighter heavy minerals on shaking tables and, after air-drying, was bagged for export. At that time zircon was the most wanted constituent.

Several factors contributing to the loss of fibre during treatment are a function of the paragenesis of the veins. The occurrence, of magnetite from the cap rock within the veins prevents complete fiberization. There is a marked similarity between these veins and those in the Koegas-Westerberg area of South Africa.INTRODUCTIONAn investigation of the mineralogy of the Wittenoom Gorge crocidolite veins was undertaken in the latter part of 1962 at the request of the Colonial Sugar Refining Co. Ltd. It was anticipated that such a study might reveal the cause or causes of the lack of recovery of some asbestos during beneficiation. Some interesting features of the mineralogy and paragenesis of the crocidolite veins become apparent, but it is emphasized that the investigation is far from complete, as the study did not extend to the field occurrence.The samples examined were selected from the mill and from the untreated ore.GEOLOGICAL SETTINGWittenoom Gorge is situated on the Fortescue River in the Hammersley Ranges of Western Australia and is one of several gorges in these ranges, on the sides of which 'crocidoIite asbestos is known to occur. The Hammersley, Ranges consist essentially of a series of quartzites, shales, ferruginous quartzites and dolomites. These' rocks are part of the Nullagine Formation (Proterozoic) and are usually either horizontal or gently folded. In some 'areas small beds of riebeckite as well as crocidolite are known to occur interbedded in the sequence.Riebeckite is a monoclinic amphibole, the formula of which may be stated as Na2Fe2"Fe2" (OH) 2Si8O22, and crocidolite is a fibrous variety of this mineral. Braeside Borefield, located 120 km southwest of Mackay, is owned by BHP Mitsui Coal Pty Ltd (BHP Mitsui). The borefield provides water to BHP MitsuiÆs South Walker Creek and Riverside Coal Mines and communities in the northern portion of the Bowen Basin. Braeside Borefield has also provided water for other users in the region, including the Peak Downs, Goonyella and Saraji Coal Mines owned by BHP Billiton Mitsubishi Alliance (BMA). Water is sourced from alluvial sediments at the confluence of Nebo and Denison Creeks, and transferred a distance of almost 100 km to Riverside Mine and other users. Since commissioning in 1983, monitoring and maintenance programs have been key elements in borefield management. The impact of pumping on groundwater resources is monitored at the borefield, upstream and downstream over a distance of about 50 km. Current annual pumping is of the order of 4000 ML, and in excess of 50 000 ML has been pumped since the commencement of borefield operations. Detailed reviews of borefield performance are conducted every two years. BHP Mitsui actively participates in community consultation on groundwater issues arising from operation of the borefield. Declining groundwater levels from prolonged drought conditions have increased community interest in management of the borefield. Rehabilitation of existing production bores and augmentation of the borefield is currently being investigated to more evenly distribute pumping rather than to increase overall capacity.

The emergence of China as a global economic power has not been without its birth pangs and the current coal market is testimony to this. Traditionally the coal market has been controlled by mature economies that functioned along balanced lines of supply and demand. The emergence of China and India as major forces in the international market has shifted this balance of power from mature economies to the developing economies of China and India. Of late Chinese Central Government policy has caused wide swings in the supply of Chinese coking coal and thermal coal to the international Asian markets. This has resulted in huge increases in demand for coal from producers in Australia, Canada, Indonesia, USA and Russia. Additionally since the late 1990s the liberalised Chinese economy has been growing by between nine to 12 per cent per annum. The corresponding rise in the standard of living of their 1.4 billion people has resulted in a strong demand for raw materials, initially met by domestic production and more recently met by the importation of raw materials including iron ore, oil, coking coal and thermal coal. Commensurate with this growth in China has been the emergence of India (pop one billion) as another major developing economy in the region. Whilst the Indian standard of living is lower than that of the Chinese, this subcontinent still has some 300 million people with middle class consumption demands. India is a major importer of oil, coking coal and thermal coal. It exports iron ore to China with growth parallel to China (seven to nine per cent per annum). These combined new demands from India and China have put unprecedented pressure on the global supply of coking and thermal coals. These pressures are reflected in the current world spot prices for coking and thermal coals which are at historically high levels. Whilst current demand from China and India is high it is anticipated that new projects will partially satisfy this increasing demand. Expectations are that overall thermal and coking coal prices will rise steadily. This paper seeks to identify the potential effects of Chinese and Indian economic growth on the international markets for coal.

As part of a large AMIRA project, an on-line moisture meter was installed at two mine sites in Central Queensland. This project investigated the factors which control the moisture content of coarse (>0.5 mm) coal from the centrifuges used in conventional coal preparation plants. It was placed immediately after the first centrifuge to isolate the factors pertaining to one machine and its feed.The meter was found to be accurate and precise when compared with manual and mechanical sampling methods. The Grubbs estimator technique indicated that its precision is better than 0.3 per cent at the 95 per cent confidence limit.It has been identified that:1. the variability of the measured moisture contents of coarse coal can be described by normal distributions. Standard deviations of about 0.6 per cent are common; and2. the treatment of the coarse coal on the drain and rinse screens immediately prior to the centrifuge can affect the final moisture content.

Trucks are the primary means of bulk material transport in Open Pit hard rock mines worldwide. They are considered to be the most- flexible system available. The large number of trucks used in some mines provides flexibility. Spare units allow for the reduced availability of the single units. Trucks have however very poor energy efficiency. Only 40% of the consumed energy is for transport of the payload, the remaining energy is required to move the dead load of the trucks. With the increase in cost, pressure, mine operators are now looking for alternative methods to make their operation more economical. Energy conservation and increasing haulage distances and uphill haulage are major factors in many well established operations. New methods have already proven themselves as more economical alternatives. Belt conveyors are an alternative means of transport with much higher energy efficiency. They use up to 80% of the consumed energy for transportation of the payload. Energy costs for conveyors are 30% of the energy costs for trucks on level transport and as little as 15% for elevating payloads. Belt conveyors require much fear spare parts and wear components than trucks. A factor of one to two times applies for level transport and ten to twenty times for uphill transport.

Highly weathered ground, limited collar options and the need to achieve a desired outcome at the lowest possible cost led to the need to adopt a construction approach that had no established design methodology. The newest ventilation shaft at Mandalay Resources’ Costerfield Operations had to be established to a depth of 30 m through poor ground best described as ‘sticky swelling clay’, some of which was contained within an old backfilled pit.The ability to excavate a traditional presink was not possible due to limited space and the introduction of men into the shaft was to be avoided due to the associated safety risks and corresponding increase in cost. Piling in conjunction with raise boring and remote fibrecrete application was identified as a possible solution that could achieve the desired outcome at an acceptable level of risk.Construction of the piles was challenging and required continual refinement until an acceptable level of productivity could be achieved. Limitations on concrete delivery was taken into consideration to ensure hole stand-up time was acceptable and re-drills were not required. The adoption of a set process from alignment, drilling, concrete placement and testing ensured the desired design was achieved. Mine operators should consider the use of piling as a method of shaft stabilisation for the portion of raise bored shaft that passes through the weathered zone.The importance of quality control and attention to detail through the entire shaft construction process cannot be underestimated as issues such as insufficient geotechnical investigation, pile and pilot hole deviation, concrete and fibrecrete quality, as well as delays in the application of fibrecrete can place the success of the project at risk.This paper outlines key learnings from a client’s perspective with regards to the concept, planning, design, execution and completion of a 3.1 m diameter raise bore shaft through both weathered and highly structured ground at the Augusta Mine.CITATION:Green, S and Austerberry, R, 2014. As a project moves through the mine life cycle, the quantity of data available increases and the understanding of the orebody matures. Incorporating new information quickly and efficiently in current 3D models, is essential for adding value across the life-of-mine value chain. At the Martabe Gold Mine, the resource development group manages 14 drill rigs on six resource projects, including three operating mines. The Martabe deposits are geologically complex and the volume of new information that becomes available each day is substantial. It is imperative that new geological and assay information is integrated into the 3D models as soon as possible, so that drill planning and targeting can be modified accordingly. Martabe uses Leapfrog<sup>®</sup> 3D software to update and interrogate the 3D models on a dynamic basis as data becomes available. This results in faster and more effective changes to drill planning and schedules. The impact of this is better drill productivity and cost savings due to optimal drill targeting, and availability of up-to-date models incorporating the most current data. The purpose of any feasibility study is to determine whether a particular investment or management program will enhance shareholder wealth by, for example, producing an economic return in excess of the cost of equity capital.The threshold rate of return conventionally used in gold feasibility studies is higher than the cost of equity capital, meaning that some viable projects are wrongly described as being sub-economic with their development deferred.Is the industry failing to fully realise its potential? Aside from important technical considerations that determine the cost of exploiting inground inventories, feasibility studies need to incorporate expectations about future gold prices, exchange rates, interest rates and tax rates.Rather than revert to speculation, insights from capital markets give a rigorous framework in which these parameters can be determined for feasibility purposes. Separate questions sometimes, and then inadequately, addressed by feasibility studies include: ò Is it optimum? Many projects are expanded soon after project commissioning - what does this say about the quality of the initial feasibility study? Moreover, does the rate of extraction really matter? ò What is it worth? Although feasibility studies are designed to address viability rather than valuation, such studies are never- theless used by the industry as further evidence that the equity markets have got it wrong again! More likely the problem is with the financial slide rule being used. ò Can it be debt financed? The bankable feasibility study has entered the vocabulary of the gold mining industry but what does it mean? Does it matter anyway how the project is to be Financed?

At BHP Billiton Iron Ore operations, run of mine ore from the several Newman Joint Venture (NJV) mines is railed in 12 kt rakes to Port Hedland. Rakes are processed sequentially, with the lump and fines components from each rake sampled after crushing and screening. The grade of ore from the individual mines varies around consistently different means. Although a discrete sample is attributed to each rake, the sample contains some material from the following and/or the preceding rakes due to dilution by ore from the neighbouring rakes during the dumping, screening and crushing processes. Individual rake grades at the port are therefore biased according to the mine sources of adjacently processed rakes. Dilution does not affect the grade of the overall NJV product or the accuracy of port stockpile grades; however, it does limit the ability to use port rake grades to review the quality performance of individual mines and provide meaningful lump-fines algorithms and port to mine biases for individual mines, information that is useful when scheduling ore for mining. A non-linear regression model has been used to estimate the average dilution from the preceding and following rakes. It has been shown that the lump and fines samples for 12 kt rakes are each diluted within the Port process with about 8.3 per cent of the sample coming from the preceding rake and about 3.6 per cent from the following rake. This can bias the reported rake grade by up to one per cent iron. The results of this analysis have been incorporated into the daily grade scheduling system to provide more accurate individual mine grade data and consequently better decision making.

In backfill grouting for underground coalmines, the filling materials strengthen the caving rock and support the overlying strata to reduce surface subsidence. The broken roof strata fail and collapse during mining operations without appropriate supporting measures being taken. It is difficult to perform continuous backfill mining on the working face of such roofs using the existing mining technology. Therefore, in order to solve the above problems, fly ash and mine water are considered as filling materials, and flow characteristics of fly-ash slurry are investigated through laboratory experiments and theoretical analyses. Laws governing the diffusion of fly-ash slurry in the void of caving rock masses and in the void between a caving rock mass and a basic roof are obtained and verified. Based on the results obtained from the above analyses and field conditions at the Zhaoguan coalmine, Shandong Province, China, a cave backfill grouting system of the hauling pipeline is developed and successfully tested at the 1703 working face. The results demonstrate that a filling rate of 43.46 per cent is achieved, and the surface subsidence coefficient of the grouting process is found to be 0.475. Compared to the total caving method, the proposed system is found to achieve a reduction rate of 40.63 per cent. This effectively helps in lowering the value of the surface subsidence coefficient. Fly ash and mine water, considered as primary materials in this study, also play a significant role in improving the air quality and water environment.

My early experience with the coal industry was in the latter half of the 1970s, where attention to only ones own æaccidentsÆ and concentration on behaviour controls were impeding the introduction of effective engineering controls such as ROPS, FOPS, roof support and residual current devices. Lack of the broad picture of personal damage and of relevant veridical (true saying) knowledge and data had to be overcome to achieve progress in reducing fatalities. Thirty years on, it is again necessary to take stock. How good is our knowledge, our data, our information on which we make decisions. Despite Australian all industry 1992-93 data showing 80.5 per cent of costs came from occurrences which permanently altered peopleÆs lives, New South Wales is still the only state reporting permanent disabilities. In 1991 - 1992, the rate of permanent disability per 1000 wage and salary earners was two. In 2000 - 2001, it was over four û more than doubled. Also strongly motivating is the huge cost. Industry carried 25 per cent of the $34.3 billion costs for 2000 - 2001, up ten per cent of 82.8 billion if the costs of pain, suffering and early death are included.

Competing requirements for land usage sometimes make the correct all- ocation difficult. The decision can be complicated by many factors such as local resident pressure, previous government decisions, economic pres- sures and the duration or permanency of the competing land usages. This problem often confronts the extractive industries with consequent delays in granting leases and some- times considerable local dissension. A proposal to extend the high grade silica sand quarry of the Wamberal Sand Company Pty. Limited is a microcosm of these competing requirements. The sand quarry is located on the New South Wales central coast. It is an open pit operation on a near beach deposit of silica sand suitable for flint glass manufacture.

Oceana Gold (NZ) LtdÆs, Macraes Gold Operation currently has two tailings impoundments, the larger of which covers approximately 75 ha. When an impoundment is temporarily out of use, the surface dries and dust can be blown from the surface to the surrounding area. At present water spraying is used to stabilise the surface, but this is not ideal as Macraes mine can experience water shortages during the summer. This paper examines an alternative method of surface stabilisation using vegetation as a ground cover. The tailings have a low natural fertility, so it is important to determine what will actually grow in the tailings, and whether amendments are necessary. Also important is the effect of the amendments on arsenic mobility in the tailings as the schist rock at Macraes has naturally elevated levels of arsenic. Three plants species, rye corn, barley, and lupin, were grown in metre-deep lysimeters at Macraes mine site. The plants were grown in unaltered tailings, and tailings with one of two amendments added: Bioboost (an organic fertiliser containing biosolids), and superphosphate fertiliser. The leachate from each lysimeter was collected and analysed monthly to determine the extent of arsenic mobility. In addition, laboratory experiments were set up to determine arsenic mobility in tailings with amendments at the centimetre scale.   All plants grew best with the fertiliser amendment, with rye corn growing the best overall. Plants growing in unaltered tailings either barely survived (rye corn, barley) or died (lupin). Plants in the Bioboost amended tailings grew only slightly better than in the unamended tailings. Laboratory experiments indicate that the addition of phosphate fertiliser greatly increases arsenic leaching at the centimetre scale when compared to unamended tailings. The addition of Bioboost only marginally increases arsenic leaching, compared to unamended tailings. This trend has not been repeated in the lysimeter trials on the metre scale over four months. Current results suggest that of the plant types trialed and amendments used, rye corn with superphosphate is the most practical short-term tailings stabilisation method at Macraes.

This study provides quantitative data on vein distributions within seven selected epithermal systems, four deposits hosted predominantly in rhyolitic rocks: Ohui, Wharekirauponga, Neavesville and Komata, and three major deposits mainly hosted in andesite: Martha Hill, Golden Cross and Karangahake. The technique of fractal analysis was used to help quantify vein distribution patterns. The fractal dimensions (D) obtained are related to the number of veins per metre, the degree of vein clustering, and vein thickness. An increase in any of these tends to increase the fractal dimension. It is the relative relationship of these parameters that is important for the characterisation of vein distributions, and the comparison of different deposits. Within the same systems, the rhyolites are characterised by lower vein thickness and vein density, but have a higher degree of vein clustering compared to the andesites. Sections that are deeper and more centrally located within the epithermal system and/or close to major structures, tend to have a greater degree of vein clustering, higher average vein thickness and density, and higher thickness to density ratios. This depth control is most pronounced in epithermal gold-silver systems because they have formed at shallow crustal levels where physico-chemical conditions change drastically both vertically and laterally. In addition to lithological and structural control at vein scale, deposit scale structure is of great importance in the deposition of economic mineralisation. Large open vein structures capable of sustaining high fluxes of hydrothermal fluid, favourable for the formation of large, high-grade gold deposits, are best developed in andesite sequences.

Zinc-bearing massive sulphide deposits have been mined in Tasmania since 1900. The current major producers are Hellyer and Rosebery, with total resource tonnages (mined plus reserves) of 16 Mt (million tonnes) and 24.8 Mt respectively. These deposits belong to the class of seafloor volcanic-hosted massive sulphides (VHMS) and are located within the Mt Read Volcanics, a narrow belt of continental margin calcalkaline volcanics of Cambrian age. Compared to other Australian VHMS deposits, and world-wide MVT and Sedex deposits, the Tasmanian examples clearly stand-out due to their high metal grades, averaging over 17 per cent Pb+Zn. The deposits vary in morphology from mound style (Hellyer) to sheet style (Rosebery) with other combinations including stacked lenses (Que River) and disrupted cross-cutting bodies (Hercules). All deposits show the classic VHMS zonation from an Fe-Cu-bearing base to a Zn-Pb-Ba-rich top. Zinc, gold and silver tenor commonly increases toward the stratigraphic top of the deposits. The ores have been deformed during regional metamorphism, resulting in folding, shearing and recrystallisation of sulphide lenses. In addition to the major deposits, a number of small massive sulphide prospects occur throughout the volcanic belt and the potential for the discovery of further large, deeply buried deposits remains high.

I have chosen this subject in view of the fact that, while there are many and ample opportuuities of getting reliable assays made, there are but few who are in a position to obtain reliable data on the sampling of minerals and metals my long experience at Port Pirie, where, for five years, I had charge of the Refining and Sampling Mill, showed me how important it was that a correct sample should be taken.Weighing; This, to the ordinary layman, seems so simple that no expert knowledge is needed, but in actual practice there are hundreds of pounds to be lost by the lack of knowledge in this department.(1.) There is the matter of weighing in large or small quantities.(2.) The class of weighing machine used.(3.) The accuracy of weights used.We all know that, say, 1000 tons of ore cannot be weighed in one parcel; but the fewer the weighings the less loss to the seller (and usually wishes it weighed in small lots carefully) for it is a well known fact that the most sensitive scales take a certain weight to show distinctly the indication of the balance, or, in other words, what is known as "the pull of the scales." As for instance, 1000 tons weighed in lots of 1 c. each, taking the pull of the scale as being equal to 1 lb., would give a result of 9 tons loss to tbe seller, and as most of the ore sent to Customs works is worth 5. -£20 per ton-this would mean £180 loss to the careful man.

The Western Australian Mineral Sands Industry has tried a number of different mining methods to efficiently exploit the potentially very large reserves of mineral sands in this state.The size of the operation, the location, the type and composition of the orebody contribute towards the choice of current mining techniques.The methods applied to these areas are described as well as reference made to other techniques which will . make possible the exploitation of lower grade reserves.

Cobalt/tungsten mineralization at Mt. Cobalt, located 170 km southeast of Mt. Isa in northwestern Queensland, is described. Mineralization occurs in the Kuridala Formation of the Mary Kathleen Group, which is composed dominantly of pelitic schists, carbonates and acid and basic volcanics.Rocks in the region are metamorphosed to amphibolite facies and affected by two generations of tight to isoclinal folds and a third, more open generation of folds. The region is divided into three meridionally trending belts on the basis of structural style, with mineralization concentrated in the central, more highly strained belt.Deformation and metamorphism is probably younger than 1670 m.a., and the rocks are intruded by granitic rocks dated at 1509 ± 22 m.a.Mineralization occurs in shear zones at the contact between an amphibolite and enclosing pelitic schists, and within the amphibolite itself. Mineralization consists of cobaltite and scheelite with lesser chalcopyrite, pyrite, pyrrhotite, i1menite, allanite, xenotime and apatite. The mineralizing event involved addition of K, Cl, CO2 W, As, Cu, Ni, Au and rare earths and depletion of Ca and Na. It altered a hornblendeandesine/labradorite host assemblage to a biotiteoligoclase/andesine-scapolite assemblage. Though tourmalinealteration also occurs, it is probably not related to mineralization.It is concluded that the mineralization and alteration assemblages formed by reaction of saline fluids with amphibolite close to the peak of amphibolite facies metamorphism.The fluids are probably metamorphically derived, and their movement was channelled through high strain zones in the sequence. The material carried by the fluids was derived from the metasedimentary/metavolcanic pile as a whole.Other deposits in the Mt. Cobalt-Selwyn area have characteristics comparable with Mt. Cobalt, and the mechanism for the genesis of Mt. Cobalt may have applications at other areas in the region.
